Iraq halts ISIS offensive as more ground troops needed

An Iraqi army offensive touted as the first phase of a campaign to recapture the northern city of Mosul from Islamic State of Iraq and the Levant has been paused until more forces arrive to hold ground, the commander in charge said on Wednesday.

Almost three weeks into the operation, Iraqi forces have retaken just three villages from ISIL, also known as ISIS, in the Makhmour area, which is set to be a key staging ground for a future assault on Mosul, about 60km further north.

The faltering start has cast renewed doubt on the capabilities of the Iraqi army, which partially collapsed when ISIL took about one-third of the country in 2014.

The news came as eight Iraqi forces were killed in an attack launched by ISIL on a military barracks in al-Ma’amel village, east of Fallujah, sources told Al Jazeera.

Major General Najm Abdullah al-Jubbouri, who is in charge of the Makhmour offensive, said Iraqi forces were now waiting for the arrival of federal police units and additional local tribal fighters to hold territory after it is retaken.

That would free up his forces to go on the offensive against the rebels, Jubbouri said in a statement, dismissing what he described as efforts to disparage the army.

“We do not want to use all our units to hold territory,” he said.

The initial target of the latest offensive was Qayara – an ISIL hub on the western bank of the Tigris river – but Iraqi forces have so far failed to recapture the hilltop village of Nasr on the eastern side.

In the statement, Jubbouri said fighters had dug a network of tunnels beneath Nasr and prepared suicide bombers and a fleet of vehicles rigged with explosives, some of which contain weaponised chlorine, a chemical weapon ISIL has used before in northern Iraq.

US Army Major Jon-Paul Depreo, operations officer for the international coalition fighting ISIL in Iraq and neighbouring Syria, said at the weekend the insurgents were determined not to lose Nasr because of its strategic position on high ground.

Depreo also said difficult terrain meant it was not possible to deploy a large number of forces there against fighters, who are more familiar with the area.

“These [Iraqi army] forces aren’t from that area necessarily, so they’re learning the area,” Depreo told reporters in Baghdad.

The coalition, led by the United States, has trained thousands of Iraqi police and soldiers in preparation for the operation to retake Mosul – by far the largest city in ISIL’s self-proclaimed caliphate.

Depreo said the fighting was only one part of the challenge. “There’s going to be a lot of fighting but there’s also going to be a lot of logistical infrastructure that needs to follow and be established.”

Shia militias and Kurdish Peshmerga have played a major role in the fight, but with Mosul the plan is for the army to take the lead to avoid inflaming ethnic and sectarian sensitivities in the mainly Sunni Arab city.

The army won its first major victory over the fighters last December in Ramadi and aims to retake Mosul this year, but Iraqi officials privately question whether that is possible.

“It’s a tough fight,” Depreo said of the offensive in Makhmour, describing it as a “shaping operation” for the bigger battle ahead. “We have a lot of work to do before we take control of Mosul again.”

Sena takes a dig at Fadnavis; says people need to be alive to say ‘Bharat Mata Ki Jai’

New Delhi: Taking a swipe at Maharashtra Chief Minister Devendra Fadnavis’ remarks over ‘Bharat Mata Ki Jai’ even as a grim spectre of drought looms over the state, ruling ally Shiv Sena on Thursday said people should be able to live first to chant the pro-India slogan.

“It would have been better if he (Fadnavis) would have given a war cry that he would give drinking water in homes, in each village of Maharashtra or will leave the CM’s post,” said an editorial in Sena mouthpiece ‘Saamana’.

“One will have to chant ‘Bharat Mata Ki Jai’, but to say that people need to be alive first,” it quipped.

“At present, the politics over ‘Bharat Mata Ki Jai’ is in full force. Let my Chief Minister’s chair go, but I will chant ‘Bharat Mata Ki Jai’, is a good call by the CM. But the children of ‘Bharat Mata’ are roaming all over for water, are harried, incidents have gone to the extent of seeking each other’s blood,” it said.

Reminding that youth take to Naxalism and pick up arms against ‘injustice’, the Sena asked, “Will the youth of Marathwada for the sake of a sip of water take up arms and become terrorists?”

“If that happens, ‘Bharat Mata Ki Jai’ will have no meaning. If the people are happy then Bharat Mata will be happy,” it said.

The Shiv Sena said that the “Jai” (victory) of Bharat Mata is “Jai” of the people, but they do not have a sip of water, cattle are withering to death and fields are turning into burial grounds.

“Then if anyone stands in such fields and raises nationalist slogans, Bharat Mata will not be thrilled and rise up,” it said.

“This is not the Maharashtra of the dreams of Bharat Mata. Chief Minister, sit on your chair and give water to Maharashtra,” it exhorted.

However, the Sena remained silent over a case before the Bombay High Court which had yesterday said that in view of the severe water crunch in Maharashtra due to drought it would be better to shift the Indian Premier League (IPL) matches outside the state.

The party also termed as “shocking” the deployment of police squads to protect water tanks and tankers at some places in the state.

In many regions of the state and Marathwada, people are becoming enemies of each other over water, it said.

“Many have foretold that the third world war will be fought over water. That seems coming to be true. The picture of riots breaking over water is disturbing,” the Sena said.

Arguing that water policies of the previous rule may have gone wrong, the Sena said you cannot keep the people thirsty by blaming it on the past government.

It also said there were “dacoities” taking place on water stocks.

For want of water, industries might shut down and danger of unemployment may rise, the editorial cautioned.

Complaint filed against Modi for insulting flag

New Delhi: A Delhi court has took cognisance of a complaint against Prime Minister Narendra Modi for allegedly insulting the National Flag last year on International Yoga Day and during his visit to the United States.

“I take cognisance of the complaint and fix the matter for May 9,’’ Metropolitan Magistrate Snigdha Sarvaria said, while fixing the next date for recording of pre-summoning evidence.

The complainant Ashish Sharma, who has sought direction to the police to file an FIR against Modi, has claimed that he had committed an offence under the provisions of Prevention of Insults to National Honour Act, 1971 and has also violated the Flag Code of India.

‘Are we useless?’: Supreme Court slams centre during drought hearing

New Delhi: The Centre today confronted a furious Supreme Court after its lawyer did not show up for a hearing on drought. “Show some seriousness…are we useless?” the judges berated as the Centre requested more time saying the Additional Solicitor General was busy in another courtroom.

“Is this like cattle or something? Go here, go there. This is not your priority? Two judges are sitting here. You expect us to do nothing and just keep looking at the watch waiting for time to pass?” the judges questioned angrily.

Soon after the rebuke, Additional Solicitor General Pinki Anand came rushing in and said she was ready to argue. The court said: “Don’t argue for 15 minutes and leave. Our time is also precious.”

The court is hearing a petition by former Aam Aadmi Party leader Yogendra Yadav’s organization Swaraj Abhiyaan, which asks for relief for farmers at a time 10 states have declared drought.

On Wednesday, the court had told the government that it can’t turn a blind eye to the crisis in nearly a dozen states and asked for a report on its performance in drought relief.

The petition alleges that the Centre has “squeezed the jobs guarantee scheme MNREGA virtually dry” by starving states of funds, with a huge backlog of wage payments from last year yet to be cleared.

“People are migrating due to distress because they don’t have jobs. This is forced migration,” said senior lawyer Prashant Bhushan.

The Centre has said it will release almost 8,000 crore by the weekend to clear pending wage dues and also give another 3000 crore to states for new works under the job scheme.

Defamation case: Arvind Kejriwal, 5 other AAP leaders get bail

New Delhi: Delhi Chief Minister Kejriwal and five other AAP leaders, who were summoned as accused in a criminal defamaiton case filed against them by Union Minister Arun Jaitley, were today granted bail by a Delhi court.

Chief Metropolitan Magistrate Sumit Dass granted the relief to Kejriwal and AAP leaders Ashutosh, Sanjay Singh, Kumar Vishwas, Raghav Chadha and Deepak Bajpai, on a personal bond of Rs 20,000 each with one surety of like amount.

Kejriwal and other accused had appeared in court in pursuance to the summons issued against them on March 9. The court has now fixed the matter for May 19 for further arguments in the case.

During the hearing which commenced at around 2.35 pm, all the accused moved their bail pleas before the court which granted the relief to them. Jaitley was also present in the court room.

During the brief hearing, the counsel appearing for the accused told the court that they have not been supplied all the documents of the case after which senior advocate Sidharth Luthra, who appeared for Jaitley, said that they would provide entire sets of documents to the defence counsel.

Initially, the court granted bail to the accused on a personal bond of Rs 25,000 each with one surety of the like amount but one of the defence counsel told the court that they have brought fixed depsit receipts (FDRs) of Rs 20,000.

Hearing this submission, the court reduced the amount from Rs 25,000 to Rs 20,000 and fixed the matter for arguments on framing of notice for May 19.

Gopal Mohan, advisor to the CM, stood surety for Kejriwal and Delhi Minister Imran Hussain stood surety for Ashutosh, while AAP MLAs Naresh Balyan, Nitin Tyagi, Naresh Yadav and AAP leader Sanjeev stood sureties for Sanjay Singh, Kumar Vishwas, Dipak Bajpai and Raghav Chadha, respectively.

Before the commencement of the hearing, supporters of BJP and AAP gathered outside gate number 2 of the Patiala House Court complex and shouted slogans against each other.

The accused AAP leaders and Jaitley came to the court amid heavy security presence and entry to the court room was restricted by the police. Only the accused, those giving sureties, Jaitley and lawyers appearing in the matter along with six journalists were allowed to enter the court room.

The court had on March 9 directed Kejriwal and the five other AAP leaders to appear before it today while noting that allegations were “derogatory” and amounted to “slander and libel”.

The court had observed that the allegations levelled by them against Jaitley were “not only insulting but jeeringly taunting and provocative” and had summoned all the six accused for alleged offences under section 500 (defamation) of the IPC read with section 34 (common intention) the IPC.

Jaitley had filed a criminal defamation complaint alleging that Kejriwal and these five AAP leaders had allegedly defamed him in Delhi District Cricket Association (DDCA) controversy.

The court, while summoning the accused, had referred to the statements and Facebook and Twitter posts of the accused, and said, “The statements have exposed the complainant (Jaitley) to ridicule, hatred and contempt amongst the right- thinking members of the society and lowered his reputation.”

The court had noted that Jaitley, through the testimony of witnesses, has proved on record that while he was President of DDCA, “the accounts were duly audited/approved by AGM” and were submitted with the taxation authorities.

In his complaint, Jaitley had alleged that Kejriwal and others had made defamatory statements that he and his family had made pecuniary gains by associating with M/s 21st Century Media Pvt Ltd, a sports management firm.

On January 5, Jaitley had appeared in the court and said that Kejriwal and five AAP leaders had made “false and defamatory” statements. He had rejected the charge that he had siphoned off money from DDCA for his own benefit.

During recording of his statement, Jaitley had said that their statements against him and his family members lowered his dignity in the eyes of the public at large.

Jaitley, who was the DDCA President from December 1999 to December 2013, had said Kejriwal’s statement that he received money when the Feroz Shah Kotla stadium was constructed during his tenure as the DDCA Chief, was false as Board of Directors had constituted a committee to supervise the work and he was not a member of this supervisory committee.

Jaitley had on December 21, 2015 filed the criminal defamation case against them and sought their prosecution for offences that entail a punishment of upto two years in jail.

World Health Day 2016 – Win the Battle against Diabetes

Diabetes: Global prevalence

  • Nearly 350 million people across the world have diabetes, a number likely to double in the next 20 years[i].
  • Over 80% of diabetes-related deaths occur in low- and middle-income countries[ii].
  • Around 90% of all diabetes worldwide is Type 2 diabetes and incidences of Type 2 diabetes in children have increased worldwide[iii].
  • As per the WHO, diabetes will be the seventh leading cause of death by 2030. It is the leading cause of kidney failure, amputation and blindness worldwide[iv].

 

Diabetes: India prevalence

 

  • As per the WHO, people with diabetes in India doubled from 32 million in 2000 to 63 million in 2013 and this number is projected to increase to 101.2 million in the next 15 years[v].
  • Around 7.8% people in India are afflicted with diabetes, which includes 7.9% males and 7.5% females. 75,900 males and 51,700 females in the age group of 30-69 years died due to diabetes in 2015, whereas 46,800 males and 45,600 females above 70 years of age died of the disease[vi].
  • Overweight is the highest risk factor for diabetes in India, affecting 21.4% population (19 % males and 23.9% females)[vii]. Key factors are very high consumption of sugars and fats among affluent populations. Further due to increasing urbanization and mechanization, urbans Indians have a sedentary lifestyles with physical activity given low priority.

What is Diabetes? What are its symptoms?

  • Diabetes is a chronic condition caused when the pancreas produces insufficient quantities of the hormone insulin, or when our body cannot effectively utilize the insulin it produces. Insulin is the hormone in our bodies that regulates blood sugar.
  • Type 1 Diabetes is a condition where the body has deficient insulin production and requires daily doses of insulin. Why Type 1 diabetes occurs is not known and it is not preventable as on date. The main symptoms include frequent passage of urine, excessive thirst, constant pangs of hunger, unexplained weight loss, changes in vision and tiredness.
  • Type 2 Diabetes is caused by the body’s ineffective use of insulin due to overweight and lack of physical activity. 90% of people with diabetes around the world have Type 2 diabetes.
  • Symptoms could be similar to Type 1 diabetes, but often latent or non-specific.  Lately, Type 2 diabetes is also increasing among children.
  • Gestational Diabetes Mellitus is defined as glucose intolerance with onset or first recognition during pregnancy[viii]. Women without previously diagnoseddiabetic conditions exhibit high blood glucose levels during pregnancy mostly during their third trimester. Women with gestational diabetes are at an increased risk of complications during pregnancy and at delivery. They are also at increased risk of type 2 diabetes in the future.
  • Impaired glucose tolerance (IGT) and impaired fasting glycaemia (IFG) are intermediate conditions between being normal and having diabetes. People with IGT or IFG are at high risk of progressing to type 2 diabetes.

Are South Asians more prone to developing diabetes?

Several studies show that there exists a higher prevalence of Type 2 diabetes among   South Asians as compared to other ethnic populations[ix]. Key /determinants are:

  • Genetic factors such as higher rates of insulin resistance and postprandial glycaemia
  • Tendency for fat deposits around the abdomen
  • Metabolic syndrome
  • Non-alcoholic fatty liver disease
  • Lack of a balanced diet, higher consumption of starchy foods, low intake of vegetables and fruits, Deep rooted culture of consuming sweets during festivals and religious events.
  • At the individual level, lack of physical activity; at the socio-economic level, lack of community facilities and open spaces in urban areas for exercise and sports, costs of gyms and exercise gear being beyond the means of the common citizens
  • Low access to affordable and quality healthcare
  • Higher rates of rural-urban migration and resultant changes in lifestyle with dependence on outside food
  • Traditional practice of sedentary lifestyle and high calorie diet during pregnancy by women
  • Delayed detection – fear of going to the doctor or undergoing blood tests

  • Go for a health check, consult a medical professional if symptoms such as excessive thirst, hunger, weight loss, fatigue and blurred vision persist. Routine blood sugar check should be done in all adults above 30 years of age.
  • If you have diabetes, control and manage it by eating healthy, being active, taking the prescribed medication as per medical advice, controlling blood pressure and avoiding tobacco and alcohol use.
  • Manage stress through yoga, meditation, by having a positive outlook and taking time for leisure activities
  • Stop smoking and tobacco, and limit alcohol intake

What are some of the new advancements in the research and treatment on diabetes?

  • Management of type 2 diabetes has been improved by recent introduction of several drugs including those acting via GLP-1 pathways and through kidney specific receptors. There are 5 more classes of drugs under development. Several new long acting insulins have been discovered.
  • University of Virginia researchers are focusing on a new method of creating an Artificial Pancreas (DiAs AP) algorithm that can be used continuously in individuals with type 1 diabetes to help monitor their blood glucose levels and keep them in range all day and night[x].
  • A long term prevention programme including lifestyle measures and oral antihyperglycemic agents have shown up to 61% reduction in the development of type 2 diabetes in patients with prediabetes.
  • Oil and nutrient changes in diets of Indian population has been researched to show potential for prevention of diabetes and management of fatty liver.

WhatsApp expands encryption to protect messages

WhatsApp has reinforced the default encryption settings for users so that all messages will now be accessible only to the sender and recipient.

The popular service owned by Facebook, the social-media company, began applying “end-to-end” encryption to standard messages sent on Android smartphones in 2014.

The company says it is now using a powerful form of encryption to protect the security of photos, videos, group chats and voice calls in addition to the text messages sent by more than a billion users around the globe.

After gradually expanding to other formats, WhatsApp confirmed on Tuesday that the encryption now works with all forms of communication on its app for Android phones, Apple’s iPhones and other devices.

Encryption has become a hotly debated subject, with some US authorities warning that criminals and armed groups can use it to hide their tracks.

“WhatsApp has always prioritised making your data and communication as secure as possible,” a blog post by WhatsApp co-founders Jan Koum and Brian Acton said, announcing the change.

“And today, we’re proud to announce that we’ve completed a technological development that makes WhatsApp a leader in protecting your private communication: full end-to-end encryption.”

This means that “when you send a message, the only person who can read it is the person or group chat that you send that message to,” the statement said.

“No one can see inside that message. Not cybercriminals. Not hackers. Not oppressive regimes. Not even us.”

However, while many advocates for more privacy welcomed the move, some still maintained that the meta-data – which records who is speaking to whom, as well as the date and time of the messages – can still be accessed.

Koum, who grew up in the Soviet Union, says he believes consumers should have easy-to-use encryption as protection against hackers and identity thieves, as well as “rogue” governments that spy on their own citizens.Aleppo became a divided city in 2012 after a rebel onslaught was met with resistance by the army.

WhatsApp’s use of encryption has already caused friction in Brazil, where authorities recently arrested and then released a Facebook Inc executive after the company said it was unable to unscramble a user’s encrypted messages.

“There is a lot of controversy surrounding this, but a lot of people want encryption for legitimate reasons – such as making business deals, [and] for personal health information,” Larry Magid, a cyber security analyst and the co-director of ConnectSafely.org, a non-profit which promotes secure digital communication, told Al Jazeera.

Google, Facebook and Yahoo use less extensive encryption to protect emails and messages while they are in transit, to prevent outsiders from eavesdropping.

Apple uses end-to-end encryption for its iMessage service, but some experts say WhatsApp’s method may be more secure because it provides a security code that senders and recipients can use to verify a message came from someone they know – and not from a hacker posing as a friend.

WhatsApp is reportedly involved in a court battle similar to the one involving Apple, which fought a federal effort to provide assistance in unlocking an iPhone used by one of the shooters in last year’s San Bernardino killing spree.

India sets up multi-agency probe team on ‘Panama Papers’ expose

New Delhi: Prime Minister Narendra Modi on Monday ordered a multi-agency probe team on the global expose by International Consortium of Investigative Journalists (ICIJ), dubbed the “Panama Papers”, which found over 500 Indians also had alleged offshore links.

“A multi-agency group is being formed to monitor the black money trail,” Finance Minister Arun Jaitley said here after the expose was published in The Indian Express. “Details of the assets worth Rs.6,500 crore has already been found,” he added.

As per a statement issued by his ministry, the probe team will comprise officers from the Central Board of Direct Taxes’ Financial Intelligence Unit, its Tax Research Unit as also officials from the Reserve Bank of India.

“The group will monitor the flow of information in each one of the case. The government will take all the necessary actions as required to get maximum information from all sources including from foreign governments to help in the investigation process,” the statement added.

The journalists’ consortium had said late on Sunday that its members and more than 100 other news organisations around the globe have found offshore links of some of the planet’s most prominent people. The list included over 500 Indians.

The details of the Indians with such offshore funds were published in The Indian Express. But whether or not such funds exist, and also if they were illegal is what the probe team ordered by Modi is expected to look into.

“In terms of size, the Panama Papers is likely the biggest leak of inside information in history – more than 11.5 million documents – and it is equally likely to be one of the most explosive in the nature of its revelations,” the consortium said of its investigation published.

In the context of the commitment of the central government to bring out undisclosed money both from abroad and from within the country, information brought out by any investigative journalism was welcome, the finance ministry said.

The ministry said in the past too, based on the investigations by ICIJ in 2013 — that showed the links of 700 Indians with business connection with off-shore entities — the agencies of the government were able to identify 434 persons as Indian residents.

It also said 184 persons admitted their relationship with such off-shore entities/transactions.

“Although, in the previous report of ICIJ, information relating to financial transactions/bank accounts was not available, the government authorities have detected credit in the undisclosed foreign accounts of such Indian persons in excess of Rs.2,000 crores.”

As a consequence, 52 prosecution complaints have been filed against the alleged offenders so far.

“The government is committed to detecting and preventing the generation of black money. In this context the expose of Panama Papers will further help the government in meeting the objective,” the finance ministry added.

The government expressed concern that tax havens were making countries like India suffer tax losses.

“The recent initiative of ‘Base Erosion’ and ‘Profit Shifting’ (BEPS) will help India and other countries in checking the practice of tax-avoidance through such tax havens. India is also fully committed to the BEPS initiative.”

In India, The Indian Express ran several pages of the investigation reports alleging, among other names, Bollywood superstarts Amitabh Bachchan and Aishwarya Rai, being directors in companies in Panama.

The two did not immediately respond despite efforts to contact them. Aishwarya Rai’s media adviser told the newspaper that the information was false. The spokesperson for Aishwarya Rai said “no” when IANS asked her if she intended to issue a statement.

Among those named in the report were Sameer Gehlaut of India Bulls and K.P. Singh of DLF. Vinod Adani, elder brother of industrialist Gautam Adani, politician Shishir Bajoria from West Bengal and Anurag Kejriwal of Loksatta Party were also alleged to have set up companies in tax havens.

Bajoria told the paper that that “erroneous beneficial owner information” was given by mistake.

The Express said it had carried out the investigations spread over eight months with several global newspapers. Many of the other persons named in the Express reports responded, some denying while others maintaining that they had worked within the laws of the country.

Among the global leaders named were 12 current and former world leaders, including Pakistan Prime Minister Nawaz Sharif’s family members. It also sought to reveal how associates of Russian President Vladimir Putin secretly shuffled as much as $2 billion through banks and shadow firms.

In Russia, the state-run media organisations were silent on the subject. In Pakistan, however, Sharif’s son Hussain told Geo News that his family had not done anything wrong.

Niira Radia now surfaces in ‘Panama Papers’

New Delhi: Niira Radia, the founder of Vaishnavi Communications whose taped telephone chats with some prominent people in India around eight years ago, including ministers, journalists and business tycoons became the matter of a probe, has now surfaced in the “Panama Papers” expose.

Her name (appearing as Nira Radia, in the documents investigated, minus the extra ‘i’) is allegedly linked to a company in British Virgin Islands, which her office has denied, The Indian Express reported on Wednesday.

In the article, as Part 3 of the expose on Indians having alleged offshore links, Radia is said to have figured prominently as a director in the 232 documents pertaining to the company listed in the tax haven, Crownmart International Group.

The list published by the newspaper on Wednesday also has the names of a top business tycoon in Bellary, a prominent industrialist and a chartered accountant — each of whom, which The Indian Express says were contacted for their responses, with many also sharing their versions.

Another article seeks to shows how the world’s largest currency note maker De La Rue had contracted a New Delhi businessman to help bag tenders in India, in return for a 15-percent commission.

The paper identifies the company as Aphra Consultants, linked to Somendra Khosla of New Delhi.

Amid these allegations, Reserve Bank of India (RBI) Governor Raghuram Rajan has said that not every off-shore company opened by an Indian national need be illegitimate, and that this would be the primary task of a probe team in which the central bank has been co-opted.

On Radia, the paper said: “An investigation of these papers shows the existence of one offshore entity owned by Radia, an International Business Company registered in the British Virgin Islands by Mossack Fonseka in 1994 named Crownmart International Group Limited.”

In response, her office said the said entity was set up by her late father Iqbal Narain Menon and that she was not a beneficiary. Also that Radia had disclosed her assets to the authorities in UK and India and that such information was personal and confidential for third parties.

In another article published on Wednesday, the newspaper said the Indian diamond merchants, who were probed earlier for having overseas accounts in Liechtenstein, British Virgin Islands and HSCB, have also surfaced in “Panama Papers”.

Prominent among them are Rosy Blue, one of the largest diamond traders in the world, and Chetan Mehta of the Belgium-based Gembel family.

The paper also reported that Harshad Ramniklal Mehta of Rosy Blue did not respond to its calls or queries, while Chetan Mehta said he has been a non-resident Indian living in Belgium and that the companies were shut longtime ago.

A part of the list, Hyderabad-based Moturi Srinivas Prasad said the off-shore entities were started as one dollar companies with the hope of doing business, but were closed.

Satish Modi of Modi Global was away from India, but an e-mail reply from his office said he is an NRI and laws were followed.

3 get life in 2002, 2003 Mumbai blasts; 10-yr jail for key accused Nachan

Mumbai: A special POTA court here today sentenced to life three of the ten convicted in the multiple blasts that rocked the metropolis between December 2002 and March 2003, killing 13 people while key accused Saquib Nachan was given a ten-year jail term.

Special Pota Judge P R Deshmukh said that convict Muzammil Ansari (who had planted the bombs) will undergo life imprisonment till the end of his life.

Two other convicts who were granted life are Farhaan Khot and Dr Wahid Ansari. Six others were awarded various jail terms ranging from 2-10 years.

The court ordered that 75 per cent of the fine amount (total Rs 9 lakh) recovered (from the convicts) will go to District Legal Services Authority while rest will go to the Indian Railways.

The court also directed DLSA, Mumbai to decide the quantum of compensation to be awarded to the victims and dependents and accordingly pay it.

Yesterday, the court had reserved its verdict on the quantum of sentence to ten persons convicted for their role in the multiple blasts, till today.

Earlier, on March 29, the court had convicted key accused Saquib Nachan, Ateef Mulla, Hasib Mulla, Ghulam Kotal, Mohammed Kamil, Noor Malik, Anwar Ali Khan, Farhaan Khot, Dr Wahid Ansari and Muzammil Ansari in the case.

Twelve people were killed in Mulund train blasts on March 13, 2003. Prior to that, on December 6, 2002, several persons were injured in a blast at McDonald’s at Mumbai Central station, while a person had died in a blast in a market in Vile Parle (East) on January 27, 2003.

During the course of arguments on the sentencing, Special Public Prosecutor Rohini Salian had demanded capital punishment for Muzammil Ansari.

She had also sought life imprisonment for Saquib Nachan, Gulam Khotal, Farhaan Khot and Dr Wahid Ansari.

In a combined chargesheet, filed against 15 accused in the Mulund, Vile Parle and Mumbai Central blast cases, police had charged them with offences under POTA, the Explosive Substances Act and preparation to wage war against the nation and criminal conspiracy under the Indian Penal Code.

Two accused died during the trial and cases against them were abated. Six are still wanted in the case.

During the trial, prosecution examined 153 witnesses while the defence examined 30 witnesses.

The trial began in 2014, as earlier some of the accused had challenged POTA and had also challenged clubbing of the cases.
