US team in North Korea raises expectations of Trump-Kim summit

A team of American officials was in North Korea on Monday to discuss a historic summit between Kim Jong-un and US President Donald Trump, raising expectations that the meeting called off last week might still happen.

“Our United States team has arrived in North Korea to make arrangements for the summit between Kim Jong Un and myself,” Trump tweeted late on Sunday.

“I truly believe North Korea has brilliant potential and will be a great economic and financial Nation one day. Kim Jong Un agrees with me on this. It will happen!”

What next for North Korea?
Both the US state department and South Korea’s foreign ministry said officials were in discussions at the Korean village of Panmunjom, which straddles the border in the demilitarised zone (DMZ).

US Secretary of State Mike Pompeo tapped veteran American diplomat Sung Kim, the US ambassador to the Philippines, to lead the US delegation to Pyongyang to handle pre-summit negotiations.

Sung, who is of Korean descent, had served as the US ambassador to Seoul and was part of the US team that negotiated during the six-party talks with North Korea.

On Monday, South Korea’s Yonhap news agency also reported that a senior North Korean official had arrived in Beijing, apparently on his way to Singapore for pre-summit talks.

A team of US officials, led by White House deputy chief of staff Joe Hagin, is also reportedly travelling to Singapore to help plan the June 12 meeting.

Trump cancelled the planned summit in Singapore on Thursday, only to change his mind a day later.

Surprise meeting
South Korean President Moon Jae-in gave details about a surprise meeting on Saturday with Kim in Panmunjom, saying North Korea’s leader committed to sitting down with Trump and to “complete denuclearisation of the Korean Peninsula”.

On Monday, South Korea’s Yonhap news agency reported that Moon could also make a trip to Singapore for a possible three-way summit with Trump and Kim around June 12.

An unnamed South Korean presidential official said a three-way meeting depends on the outcome of the ongoing discussions between Washington and Pyongyang.

“The discussions are just getting started, so we are still waiting to see how they come out, but depending on their outcome, the president could join President Trump and Chairman Kim in Singapore,” Yonhap quoted the official as saying.

Moon and Kim reportedly first proposed a three-way summit during their first-ever meeting at the border village of Panmunjom on April 27.

The talks, which Moon said Kim had requested, capped a whirlwind 24 hours of diplomatic back and forth.

While maintaining that Kim is committed to denuclearisation, Moon acknowledged Pyongyang and Washington might have different expectations of what that means, and he urged both sides to hold working-level talks to resolve their differences.

American officials are skeptical that Kim will ever entirely abandon his nuclear weapons, and Moon said North Korea is not yet convinced it can trust security guarantees from the US.

Robert Kelly, a professor of international relations at Pusan National University, said Trump should lay out what the US is specifically looking for, instead of demanding that Pyongyang give up everything.

“They [North Koreans] would not do that,” he told Al Jazeera, adding the Trump administration does not have a grand diplomatic strategy ahead of the talks.

“Assuming that the North Koreans aren’t going to give up all of it, what would be the United States willing to live with, and what would they give the North Koreans in return,” Kelly said.

He said it could take years before the parties would be able to fulfil the concessions and counter-concessions, adding that it would be “extraordinary” if negotiations “would wrap up in the next three weeks”.

Sunanda had expressed desire to die, police tell court

In an email sent to Congress Lok Sabha member and her husband Shashi Tharoor, Sunanda Pushkar had expressed her desire to die, Delhi Police told a court here on Monday.

Public Prosecutor Atul Shrivastava told Additional Chief Metropolitan Magistrate Samar Vishal that there was sufficient evidence to proceed against Tharoor.

The prosecutor informed the court that Pushkar was depressed and, in an email, written on January 8, 2014 to Tharoor, she had expressed her desire to die.

“I have no will to live. All I pray for is death,” prosecutor Shrivastava read the relevant line of the email written by Pushkar to Tharoor.

He told the court that the cause of her death was poisoning.

After hearing the submission, the court set June 5 to deliver its order on accepting the chargesheet against Tharoor.

On May 14, the Delhi Police chargesheeted Tharoor under Sections 306 and 498A of the Indian Penal Code, pertaining to abetment to suicide and cruelty to wife, which entails a jail term that could extend up to 10 years.

Pushkar, 51, was found dead in her suite at Leela Hotel in south Delhi on January 17, 2014, days after she alleged that her husband was having an affair with a Pakistani journalist.

Congress and JD(S) Clash at the Ballot in R R Nagar assembly constituency

Amid tight security polling in Rajarajeshwarinagar assembly constituency got underway on Monday morning. The elections to the assembly segment were deferred due to the seizure of 9,564 Election Photo Identity Cards (EPIC) from an apartment at Jalahalli.

The polling officers had also found a huge cache of freebies belonging to a political party. Following the directions of the Election Commission, police investigated the matter and registered a case against many people, including the Congress candidate Munirathna.

The office of the chief electoral officer stated in a press release that all the EPICs seized have been returned to the owners.

With the Congress and the JD(S) not tying up for the election despite a coalition government Munirathna will vie for the seat against JD(S) candidate GH Ramachandra. The BJP, which has fielded Muniraju Gowda, would be hoping to win the seat as a consolation price after losing out on power despite emerging as the single-largest party in the Assembly elections.

Besides the three, 11 other candidates are in the fray.

The constituency has 4.71 lakh voters including 2.25 lakh women. There are 421 polling stations in the constituency. Ten companies of CASF and 10 platoons of KSRP have been deployed to ensure free and fair poll, police said.

After the May 12 assembly elections, the equations have changed dramatically with political rivals Congress and JD(S) becoming coalition partners in the government.

However, senior leaders of both the parties held road shows seeking votes for their respective candidates.

BJP too put in all its efforts to ensure the victory of their candidate Muniraju Gowda.

On the occasion of World Blood Cancer Day, Fortis Hospitals, Bangalore has taken the initiative called #LifeDAAN to encourage stem cell donation and give hope to blood cancer patients in association with Stem Cell Registry India (SCRI), a project of BMST and DKMS.
#LifeDAANis aimed at helping people understand the need for stem cell donation and encourage them to pledge to become a potential stem cell donor. Fortis Hospitals along with SCRI will reach out to people to register them as potential blood stem cell donors.

Boosting Asean ties: Modi to visit Indonesia, Malaysia, Singapore

As part of India’s efforts to boost ties with Southeast Asia under its Act East Policy, Prime Minister Narendra Modi will visit Indonesia, Malaysia and Singapore from May 29 to June 2.

“Prime Minister’s official engagements in Jakarta and Singapore include bilateral meetings with the leadership, delegation level talks, meetings with the business and Indian communities,” the External Affairs M inistry said in a statement on Monday.

It said Indonesia, Malaysia and Singapore, three countries of the Asssociation of Southeast Asian Nations (Asean) regional bloc, are Strategic Partners of India.

“India attaches high importance to its relations with the Asean region and is committed to deepening its relationship with individual Asean member states, within the framework of the government’s Act East Policy,” the statement said.

“The visit would enable the leaders to discuss bilateral, regional and international issues of mutual interest.”

While Indonesia hosts the Asean Secretariat, Singapore is the current Chair of the regional bloc.

Modi will reach Indonesia on May 29 and and hold a summit with the country’s President Joko Widodo the next day in Jakarta. This will be his first official visit to that southeast Asian nation.

The two leaders will then inaugurate a kite festival jointly organised by Museum Layang Layang of Jakarta and the Kite Museum of Ahmedabad.

Modi will also address a CEOs forum and the Indian community in the southeast Asia’s largest nation. There are around 100,000 people of Indian origin and around 7,000 NRIs in Indonesia.

Indonesia is India’s largest trading partner within the Asean with bilateral trade standing at around $18 billion. Around 250,000 jobs have been created by Indian companies in Indonesia.

On May 31, Modi will make a brief stopover in Malaysia on his way from Indonesia to Singapore.

Modi will meet newly elected Malaysian Prime Minister Mahathir Mohamad.

Mahathir, who governed for more than two decades became, at the age of 92, the world’s oldest elected leader earlier thius month.

From Malaysia, Modi will reach Singapore on May 31 and will begin his engagements by visiting an India-Singapore Enterprise and Innovation Exhibition.

He will then participate in a business and community event where he will talk about India’s economic engagement with Asean. Modi will also participate in a CEOs Round Table with the top 20 CEOs of Singapore.

On June 1, Modi will call on Singapore President Halimah Yacob and then hold a summit with Prime Minister Lee Hsien Loong. He will also visit Nanyang Technological University, regarded as the top technological university in Asia and the 11th best in the world.

Later, he will deliver the keynote address at the Shangri-La Dialogue, becoming the first Indian Prime Minister to do do in the Track I annual inter-governmental security forum.

On June 2, he will unveil a plaque of Mahatma Gandhi and visit some cultural sites connecting India and Singapore.

Thereafter, he will visit the Indian Heritage Centre where he will inaugurate a special exhibition on Indian symbols, scripts and handicrafts.

Before departure for India, Modi will go to the Changi naval base where he will visit an Indian naval ship and interact with officers and sailors of the Indian Navy and the Royal Singapore Navy.

Singapore is an important partner for India in terms of security, economy and technology and plays an important role New Delhi’s ties with Asean.

There are around 8,000 Indian companies registered in Singapore and the city state is also home to around 800,000 people of Indian origin.

Geodiversity map of Sikkim Himalayas to aid conservation

In a maiden effort, researchers have mapped the plant diversity of the Sikkim Himalayas on the basis of geography and climate data, to create a �geodiversity index that can serve as a tool for biodiversity conservation and disaster risk reduction.

The �geodiversity index map’ of flora of Sikkim in the eastern Himalayas would also enable resource managers and conservationists to assess the number of species according to altitude, to understand the nature of environmental change in the region and how the plant species are adapting to the change.

“Geodiversity data acts as a surrogate for overall biodiversity. If you conserve high geodiversity areas, then you are conserving high biodiversity areas as well. Areas of high geodiversity and environmental heterogeneity tend to support high biological diversity,” Raunaq Jahan, the lead author of the study (and creators of the index), told Mongabay-India. The study is published as part of the �Sustainable Development Goals Series’ book series.

Culling data from published flora of Bhutan and Sikkim, the researchers produced a database of 5,417 plant species. This database incorporates information on family, habitat, location according to altitude, district and community affiliations.

“If you know the spatial distribution (spread) of high geodiversity areas then you can plan the extent of your conservation areas,” Jahan who is associated with the Institute of Geography, University of Hamburg, Germany, and the department of geography and environment, Jahangirnagar University, Bangladesh explained, referring to the importance of Sikkim’s location and biodiversity.

Given that healthy and well-managed ecosystems reduce disaster risk by acting as natural buffers or protective barriers, preserving and managing sites that have a rich biodiversity (high geodiversity area) may diminish disaster risks, particularly for locations such as Sikkim.

Noting that natural hazards threaten geoconservation in Sikkim, the study suggests that high geodiversity areas could be taken as high priority areas in terms of reducing disaster risk.

“Deforestation can create a constant risk of landslides or other disasters in hilly regions and this should be banned for high biodiversity areas in Sikkim,” the study said.

Nestled in the Himalayas, the thumb-shaped state of Sikkim is bound by Nepal in the west and Bhutan in the southeast. Mt. Khangchendzonga (also spelled Kanchenjunga), world’s third highest peak, is located along Sikkim’s border with Nepal.

It is India’s least populous state, covering just 0.2 percent of the geographical area of India but is home to significant biodiversity.

Identified as one of the biodiversity hotspots in the eastern Himalayas, the state is endowed with rich floral and faunal diversity. The state is a repository of over 5,000 species of plants including 557 species of orchids and 11 oak species as also 28 bamboo species.

At the same time, Sikkim is situated in a high-risk area with regards to earthquakes and landslides and is considered one of the most disaster prone regions of India, according to Sikkim State Disaster Management Authority.

The study shows that highest species diversity at 5,581 is recorded at a height between 500 metres and 2000 metres. Beyond 2000 metres, number of species starts to dip as the altitude goes up in the Sikkim Himalayas. Between 5500 metres and 6000 metres, only 24 species are found.

The variation in flora with altitude ties in nicely with the geodiversity range observed across Sikkim.

For example, in the geodiversity index, the Khangchendzonga National Park (KNP), a UNESCO World Heritage Site in the �mixed’ category, is placed at the bottom, signifying low geodiversity.

It has an elevation spanning 1,829 metres to over 8550 metres. Mt. Khangchendzonga towers over the landscape with its peak at 8,586 metres.

The altitudinal range of the national park reflects the plunge in floral varieties.

The low geodiversity rank is attributed to the 17 glaciers, snowfields, 19 mountains and peaks and rocky wastes dotting the park. “Very high altitude, slope, temperature, precipitation are not in favour of high geodiversity index,” Jahan explained.

However, the forest of western and northern part of Mangan city (in North District) at an elevation of around 956 meters shows higher biological richness and ranks higher in the geodiversity index.

“If we compare these areas with the elevation, we can see that the elevation range from 1,700 metres to 3000 metres has high geodiversity as well as high biological richness. This high biological richness area consists of forest cover, alpine scrub, grass and scrub, glacial moraines and screes,” the study states.

The capital city of Gangtok, which is located in the middle of the East District and is the main urban settlement surrounded by agricultural fields, shows low to moderate geodiversity.

In the West District, the northern areas have high to very high biological diversity as also high geodiversity.

The geodiversity calculation for Sikkim was satisfactory because its distribution almost matches the spatial distribution of biological richness mapped by the Indian Institute of Remote Sensing, the study said.

To integrate geodiversity with biodiversity, the researchers recommend combining the map with disaster-prone areas of Sikkim and take proper management action to reduce the risk of disaster for biologically rich areas.

In addition to enhancing knowledge on the areas of high-risk areas and high geodiversity areas, the study advises scientifically identifying the main causes of vulnerability to natural and manmade disasters in Sikkim. Further, it recommends raising awareness among local communities on geodiversity and biodiversity to protect from potential natural disasters.

“Kanchenjungha is already a protected area, so the design and management of the conservation of geodiverse, heterogeneous landscapes should therefore enhance biodiversity resilience and sustain abiotic and ecological processes,” Jahan said.

Mamata urges Centre to ‘act’ on fuel price surge

Urging the Centre to “act” on the surge in domestic petrol prices, West Bengal Chief Minister Mamata Banerjee on Monday said agriculture and the common people were suffering because of the spike.

“Fuel prices are increasing again and again. All are being badly affected: agriculture, transport and common people are being forced to bear burden,” Mamata tweeted.

“In spite of the grim situation, why isn’t the Central Govt taking any serious steps to find a solution? They need to act,” she wrote.

Starting from Delhi, prices of fuel in Mumbai and Chennai have already reached record levels and are only reaching new highs every single day.

This surge in fuel prices is largely attributed to the recent rise in crude oil prices and the high excise duty on the fuels in the country.

The price Brent crude oil, however, has declined around $3 per barrel in the last two days, which raises hopes of easing fuel prices in the country. Brent crude is currently priced around $76 per barrel.

Prices of diesel, the key transportation fuel, which are already at record levels across the major cities rose to Rs 68.90, Rs 71.45, Rs 73.36 and Rs 72.74 a litre on Saturday in Delhi, Kolkata, Mumbai and Chennai respectively.

Keralite native suspected of Nipah quarantined in Goa hospital

A Keralite who travelled to Goa by train on Monday, has been quarantined at an isolation ward of a leading hospital here after developing symptoms similar to those affected by the deadly Nipah virus.

Health Minister Vishwajeet Rane told reporters that it was not clear whether the person in question was suffering from the Nipah virus or not.

The results would be verified only once test results were back from the National Institute of Virology in Pune.

“It is not clear yet whether it is a Nipah case. We will have to wait for test results from Pune. The person admitted himself on his own, after he felt he had some symptoms similar to those affected by Nipah and he has been kept in the isolation ward at the Goa Medical College,” Rane said.

The Nipah virus is transmitted through direct contact with infected bats, pigs or from other infected persons.
