India’s missile deal with Russia will limit inter-operability with US military: US Congressman

India’s planned Rs 40,000-crore deal to buy the sophisticated, long-range S-400 air defence system from Russia would “complicate” building inter-operability between the US and Indian militaries, a senior US Congressman said here on Monday.

“There is a lot of concern in the US in both the administration and the Congress regarding the S-400 (missile) system. And there is concern that any country, and it is not just India that is looking at clearing it, but any country that acquires that system will complicate our ability to work out inter-operability,” Republican Mac Thornberry, the chairman of the House Armed Services, told a group of journalists here.

“So that is completely apart from any sanctions, legislation. I hope the government (of India) will take its time and consider very carefully the acquiring of that system because the difficulties it may pose for us.”

The panel oversees the Pentagon, all military services and all departments of defense agencies, including their budgets and policies. Thornberry and three other members of the panel were in Delhi enroute to the 17th Asia Security Summit (Shangri La Dialogue 2018) in Singapore.

He said the US was making sanctions against Russia “flexible” for its allies like India to allow them breathing room to continue dealing with Moscow only to maintain their legacy equipment but at the sametime they must wean themselves off Russian equipment.

The US sanctions against Russian oligarchs and companies, including Rosoboronexport, the state-owned Russian weapons trading company, has raised concerns in India about a possible impact on India’s military buys from Moscow, particularly the deal to procure S-400 Triumf long-range surface-to-air missile systems

The missile system is billed as a game changer by the Indian military for its ability to counter ballistic missiles and stealth aircraft like those China is developing. India and Russia signed an agreement in principle for the S-400 deal in 2016.

India’s deep military and strategic ties with Russia date back to the beginning of the Cold War even as New Delhi led a movement of “non-aligned” countries that declared their tilt with neither Washington nor Moscow. However, India always leaned toward the USSR.

India still buys over 60 per cent of its defence equipment from Russia. At present, the Indian armed forces are 70 per cent equipped with Soviet or Russian weapons.

Thornberry said a provision in the National Defense Authorization Act (NDAA), which is awaiting a Senate nod and was passed by the House on May 24, would allow the Trump administration to suspend the sanctions under the Countering America’s Adversaries Through Sanctions Act, or CAATSA.

But the President, in order to seek the waiver, has to make a certification to Congress that the country subject to sanctions and seeking relaxation is altering its relationship with Russia.

“The current sanctions bill that was just signed in the law last fall doesn’t reallly have much flexibility. But the bill that passed by the House on Thursday adds more flexibility for nations like India who have legacy of Russian military equipment and of course need to purchase spare parts in order to maintain the readiness of that equipment.

“There is an understanding both in the administration and in Congress that some additional flexibility in that law is needed and I believe that there will be…we have to take our bill and reconcile it with the Senate version. But I think there will be some additional flexibility that is… It is not just India there are some other nations as well.”

He said the flexibility at this point allowed the Secretary of Defense some discussion if a country was reducing its dependency on Russia and “has a desire to continue to do so”.

“Some of the government officials (in India) believe that the language could be improved. I am certainly willing to hear suggestions from not only the Indian government but other governments only,” Thornberry said.

Asked how the US viewed India’s dependency on Russia military hardware, he said America would want to encourage New Delhi’s efforts in “seeking to diversify its suppliers of military equipment”.

“It will be a topic of ongoing conversation about whether that is going at an appropriate pace and it makes sense from an Indian point of view that it wants to be less dependent on one particular supplier given the concerns on what this particular supplier has been doing on the world stage.”

He said the the House panel members were in India to affirm the strong bipartisan support in Congress to the India-US strategic partnership.

“We in Congress can contribute in enhancing that partnership. We have had some good and productive discussions with people in government and some people outside the government.”

Nine killed in UP thunderstorm

Nine people were killed and over five others injured after a thunderstorm struck some parts of Uttar Pradesh, a state government spokesman said on Tuesday.

Of the nine victims, five were from Unnao district. They were struck by lightning on Monday night, the Relief Commissioner official said.

The other four deaths were reported from Rae Bareli and Kanpur rural.

“Concerned district magistrates have been asked to ensure prompt relief and see to it that the financial assistance to the injured and the victims’ families get compensation in 24 hours,” the official told IANS.

The Regional Met Office has predicted muggy weather and dust storms in some parts of central and eastern Uttar Pradesh in the next 24 hours. There has been rains in some parts of the state as well.

Nearly 45% polling in Punjab assembly bypoll.

Nearly 45 per cent polling was reported on Monday in the bye-election to the Shahkot assembly seat in Punjab, a poll official said.

With the prevailing heat wave in Punjab, voters started queuing up early in the day to caste their votes. Voting began at 7 a.m.

Long queues of voters, including women, were seen at some polling stations, especially in rural areas in the constituency located in Jalandhar district.

Chief Electoral Officer S. Karuna Raju said earlier that 1,72,676 voters will decide the fate of 12 candidates in this constituency.

The main contest is between the ruling Congress, Shiromani Akali Dal and the Aam Aadmi Party (AAP), making it a three-cornered one.

Over 1,000 security personnel, including Punjab Police and Border Security Force (BSF), have been stationed in the constituency for a smooth process.

The seat fell vacant following the death of sitting Akali Dal legislator Ajit Singh Kohar in February. Kohar, a former minister, was elected five times from this seat.

His son Naib Singh Kohar has been fielded by the Akali Dal.

The Congress candidate is Hardev Singh Ladi, who had lost to Kohar by nearly 5,000 votes in the assembly elections in February 2017.

The AAP has fielded Rattan Singh as its candidate.

Counting of votes will take place on May 31 (Thursday).

Kumaraswamy’s remarks absolutely demeaning: BJP

The BJP on Monday termed as “absolutely demeaning” the remarks of Karnataka Chief Minister H.D. Kumaraswamy that he was at mercy of Congress and not of the state’s 6.5 crore people, saying he has become “chief manager of the Congress’ ATM machine” in the state.

Talking to media persons here, BJP spokesperson Sambit Patra said Kumaraswamy’s remarks were akin to abusing democracy.

“This is absolutely demeaning to the democratic fabric of the country. This is the fallout when you play with the mandate of the people for your petty political reasons. The kind of statement that Kumaraswamy has made is completely against from the essential tenets of the democracy,” he said.

He said BJP chief Amit Shah had already expressed apprehension that the way “people’s mandate has been ignored” in Karnataka, the state government will be run from 10 Janpath – the address of UPA Chairperson Sonia Gandhi.

Noting Prime Minister Narendra Modi, while addressing a rally at Baghpat on Sunday, had called for government should be run through “janmat (people’s mandate)” and “not from Janpath”, he said that this message should reach Kumaraswamy and the Congress.

“Today, Congress is celebrating, JD-S is celebrating but the people of Karnataka are not celebrating, they are sad,” he claimed.

Patra said Modi and Shah had raised questions over Congress intentions in Karnataka, alleging
that the Congress looks at Karnataka “as their ATM machine”.

“After the statement of Kumaraswamy, we can say that the Congress has found a new manager for its ATM machine in Karnataka. Kumaraswamy has become the CM i.e. the Chief Manager of the Congress’ ATM machine. The question is who is the Chief Minister of Karnataka?”

He also referred to former Prime Minister Manmohan Singh’s remarks about “coalition compulsions”, saying that Kumaraswamy’s remarks had reminded of those words.

Kumaraswamy, who was in Delhi on Monday, sought to clarify his remarks, saying ally Congress had numbers that made its voice stronger in the coalition government.

“What mercy? They supported my party. According to their direction, I have to work. That is my responsibility,” he told reporters here.

New Delhi, May 28 (IANS) A day after sparking a storm over his remarks that he was at the mercy of the Congress, JD-S leader and Karnataka Chief Minister H.D. Kumaraswamy on Monday said his ruling ally had numbers that made its voice stronger in the coalition government.

“What mercy? They supported my party. According to their direction, I have to work. That is my responsibility,” the Chief Minister told reporters here.

He was replying to a question related to his Sunday remarks that said he was at the “mercy” of the Congress and not the 6.5 crore people of Karnataka because his government had not received the full mandate which his party had sought in the May 12 elections.

Kumaraswamy is in Delhi to meet Prime Minister Narendra Modi and other union ministers to seek financial assistance for farm loan waiver — a “priority” for his government.

Before leaving Karnataka Bhavan in Delhi to meet Modi, a visibly angry Chief Minister told the media that he was of course “at the mercy of the Congress because of their strength. I have become the Chief Minister because of them.

“I have also the responsibility to protect the interest of the Karnataka state.”

Ireland’s new abortion law may be named after Savita Halappanavar

Activists in Ireland are calling for the country’s new pro-choice law to be named after Savita Halappanavar, a 31-year-old Indian dentist whose death in 2012 galvanised the ‘Yes’ campaign and who became the face of the movement ahead of Friday’s historic referendum.

As a result of the nearly 70-30 decision, the 8th amendment of Ireland’s Constitution will be repealed and replaced with an “enabling provision for the regulation of termination of pregnancy”.

Leading Ireland-based campaigners said they will support a move to have the new law named after Savita, whose Karnataka-based father, Andanappa Yalagi, has called for it to be referred to as “Savita’s Law”. Yalagi told the Irish Times: “We have one last request, that the new law, that it is called ‘Savita’s Law’. It should be named for her.”

Together For Yes, an umbrella group representing pro-repeal organisations, said at a news conference in Dublin that it would support naming the new law after Savita.

The government did not immediately comment on this demand.

The group also called on the government to start immediately working on legislation.

Orla O’Connor, chair of the campaign, said: “The people have spoken. We were here to repeal the 8th (amendment) and we did.”

Moving tributes were paid at a memorial to Halappanavar in Dublin after the referendum resulted in a resounding “Yes” vote, reflecting major changes in the Catholic country that until recently resisted reforms such as same-sex marriage.

Eulogies to Savita included messages such as: “Sorry we were too late. But we are here now, we didn’t forget you”, and “I’m so deeply sorry you had to suffer. You have changed our history and our destiny.”

Halappanavar, who moved to Ireland with her husband Praveen, died of sepsis in Galway in 2012 after being denied an abortion during a protracted miscarriage. Irish law imposed a near-total ban on abortion, forcing thousands to fly to Britain and other countries to terminate pregnancies, because the eighth amendment to Ireland’s Constitution, introduced in 1983, “acknowledges the right to life of the unborn”.

Prime Minster Leo Varadkar, whose election in June 2017 was also hailed as a sign of major social change in Ireland, called the Yes vote a “quiet revolution”.Ireland on voted overwhelmingly to overturn the abortion ban by 66.4 per cent to 33.6 per cent, according to a media report.

A referendum held resulted in a landslide win for the repeal side. Currently, abortion is only allowed when a woman’s life is at risk, but not in cases of rape, incest or fatal foetal abnormality.

The Eighth Amendment, which grants an equal right to life to the mother and unborn will be replaced.

One of the key cases influencing the debate on abortion in Ireland was that of Indian dentist Savita Halappanavar, who died of sepsis in a hospital in Galway after being denied an abortion during a protracted miscarriage in 2012.

Her husband Praveen had told her inquest she requested a termination but was refused because the baby’s heart was still beating. A midwife manager at Galway University Hospital confirmed that she told Halappanavar that a termination could not be carried out because Ireland was a “Catholic country”. The inquest into her death returned a verdict of medical misadventure.

Her death had triggered a massive debate in the country over the issue of life-saving abortions and resulted in a new law that allows abortions under extreme circumstances. The Irish Parliament voted to legalise abortion in cases of medical emergencies as well as the risk of suicide in July, 2013.

With a win for the Yes vote, the existing article of the Constitution which was inserted in 1983 – and the 1992 additions – will be replaced with this text: “Provision may be made by law for the regulation of termination of pregnancy”, the report said.

The Catholic church had strongly opposed repealing the amendment and Irish bishops warned in a joint statement, “We believe that the deletion or amendment of this article can have no other effect than to expose unborn children to greater risk and that it would not bring about any benefit for the life or health of women in Ireland.

Sushma says open for talks with Pakistan with terror rider

External Affairs Minister Sushma Swaraj on Monday said India was ready for talks with Pakistan if it stopped aiding terrorism.

“We are always ready for talks with Pakistan. We have never said we are not ready for talks. But there is a caveat. Terror and talks don’t go together,” she said at a press conference.

“This is our position and there is no change in our position. We are ready for talks even before the (2019) elections. Election has nothing to do with this. We are ready for talks even before elections only if Pakistan leaves terrorism and is willing to come to the table for talks.”

She said a comprehensive dialogue with Pakistan was not possible when attacks were being carried out and people killed.

Replying to a question about engagement with Pakistan at other levels, Sushma Swaraj said the Coast Guard and the Border Security Force continue talking to their Pakistan counterparts.

On Pakistan’s controversial Gilgit-Baltistan order that alters the status of the northern region of the parts of Jammu and Kashmir under Islamabad control, the minister said India had lodged its protests over the order and “the answer we got… is laughable”.

“As for Gilgit-Baltistan being named by Pakistan as its fifth state, the same day we expressed our opposition, and the reply came more as a lesson on history and geography. I felt while reading their answer was, ‘look who’s talking’,. They need not give us gyan on it.”

As for Saarc minus Pakistan, she said the South Asian bloc would not remain a grouping if a country went out.

1 Killed and 6 Injuries in giant wheel crashes at fair in Andhra.

A shocking video of the incident has surfaced in which it can be seen how the trolley car of the giant wheel came crashing down due to a loose nut bolt.

A nut bolt came out and to the horror of the on-lookers, the trolley car came tumbling down from a good height with children in it.

The ride set-up was done in a local fair organized named ‘Robo Animals Exhibition’, at a junior college ground in Anantpur. The ground was jam-packed with people owing to the weekend and holiday season.

As per local media reports, the witnesses said that when they alerted the wheel operator about the loose bolt but he could not act instantly because he was in an inebriated state.

Pakistan ‘rejects’ India’s protest against Gilgit-Baltistan order

Pakistan has “rejected” India’s protest against Islamabad’s move relating to administrative control over the Gilgit-Baltistan region, which is a part of Pakistan-administered Kashmir.

The “Gilgit-Baltistan Order 2018” was approved by Pakistan’s Cabinet on May 21 and it was also endorsed by the Assembly for the region.

Pakistan Prime Minister Khaqan Abbasi announced enforcement of the reform package for Gilgit Baltistan which was greeted with pandemonium and a shouting match in the local assembly. The order takes away powers of President in respect of tribal areas to empower its people.

Abbasi said that under the order, all the powers have been transferred to the people of Gilgit-Baltistan who will enjoy similar rights which the people of other provinces have without any discrimination. Several civil rights groups in Pakistan slammed the order.

India summoned Pakistan’s Deputy High Commissioner Syed Haider Shah in New Delhi on Sunday and lodged a strong protest over the order, saying no action should be taken to alter the status of any part of the territory under its “forcible and illegal occupation”.

“It was clearly conveyed that the entire state of Jammu and Kashmir which also includes the so-called ‘Gilgit-Baltistan’ areas is an integral part of India by virtue of its accession in 1947,” the Indian External Affairs Ministry had said in a statement.

Reacting to New Delhi’s protest over the move, Pakistan’s Foreign Office Spokesperson Muhammad Faisal in a statement claimed that the “Jammu and Kashmir was disputed territory and its final status will be determined through the democratic method of a free and impartial plebiscite administered by the UN”.

He said: “Pakistan categorically rejects India’s protest against the Gilgit-Baltistan Order 2018 and its claim over Jammu and Kashmir as an ‘integral part’ of India. Everything from history to law to morality to the situation on the ground belies India’s spurious claim,” the spokesman said.

“These resolutions, pledging the right to self-determination to the people of Kashmir, were accepted by India, Pakistan and the international community,” he said.

A complete strike was observed across Gilgit-Baltistan on the call of the Opposition to protest against the order.

No Differences sharing of portfolios says CM H D Kumaraswamy

Chief Minister H D Kumaraswamy met senior Congress leader Ghulam Nabi Azad in New Delhi on Monday May 28 said that the differences among the Congress and the JD (S) over sharing of portfolios has been resolved.

Kumaraswamy who is in New Delhi for the first time after becoming the chief minister met Congress leader Azad at an undisclosed venue and discussed the issue of sharing of portfolios.

Speaking to media persons, Kumaraswamy said that the portfolio sharing would be finalized by Tuesday morning. “Discussion over which party would get the finance portfolio was also held. By tonight or tomorrow morning (Tuesday), portfolio sharing issue will be finalized. We have already discussed all issues. The Congress leaders will discuss with their president Rahul Gandhi and communicate their decision. All differences will be resolved. No confusion, No problem in portfolio allocation. Both the Congress and the JD (S) will work together in the allocation of portfolios,” he said.

“Our government will complete five years without any problems. Both the parties will work in tandem in the formation of the coordination committee as well as preparing the common minimum programme. Both the Congress and the JD (S) leaders will work for giving a stable government,” he said.

Clarifying his earlier statement that he is obliged to the Congress, the chief minister said, “Since our party failed to get a full majority I said I am in the obligation of the Congress for implementing welfare programmes. I made this statement in the context of waiving farmers’ loans and other welfare programmes. No need to give political colour to this statement.”
