Excessive air pollution affects 660 m Indians: Researchers

More than 660 million Indians are exposed to high air pollution as they live in areas where the fine particulate matter (PM2.5) exceeds the permissible limit, researchers said on Monday.

People in the national capital would live six years longer if its air quality met the national standards.

To help improve India’s air quality, researchers from the University of Chicago and Harvard Kennedy School have laid out five key evidence-based policy recommendations in a new report titled “A Roadmap Towards Cleaning India’s Air”, which was released here on Monday.

It draws learnings from working with different state pollution control boards over the last several years, a spokesperson for Energy Policy Institute at the University of Chicago (EPIC-India) told IANS.

EPIC-India researchers have developed the air quality life index (AQLI), a metric that provides a means to predict the overall reduction in life expectancy caused by living in places with high levels of air pollution.

If India were to achieve its own air quality standards, life expectancy would increase by more than one year on an average, says the 16-page report. This number would increase to four years if India were to meet the World Health Organisation’s norms.

Some of the greatest gains would be seen in the country’s largest cities, such as Delhi. There, people would live six years longer if air quality met the national standards. Similar gains are expected across the Indo-Gangetic plain, including in the rural areas.

The recommendations by the report include: Improving emissions monitoring by better aligning incentives of auditors, providing regulators with real-time data on polluters’ emissions, applying monetary charges for excess emissions, providing the public with information about polluters, and using markets to reduce abatement costs and pollution.

“Air pollution is causing hundreds of millions of people in India to lead shorter and sicker lives,” said Michael Greenstone, the Milton Friedman Professor in Economics and the Director of the EPIC and the Tata Centre for Development (TCD) at Chicago.

“However, we are at the dawn of a new era where the combination of advances in computing power and big data are creating radical new opportunities for environmental regulations to reduce air pollution, without undermining the urgent goal of robust economic growth in India.”

An optimistic Rohini Pande, the Rafik Hariri Professor of International Political Economy and co-director of Evidence for Policy Design at Harvard Kennedy School, said: “While the economic costs of pollution are high, and there is no easy solution, we remain optimistic because of the incredible innovations currently being experimented with throughout India.”

The policy brief was released in conjunction with the National Conference on Innovations in Pollution Regulation, organised by EPIC-India and the TCD here.

Aimed at facilitating knowledge sharing between policymakers, regulators and academics on pollution regulation and measurement, representatives from more than five state pollution control boards and experts from India and abroad attended the conference.

Inaugurated by National Green Tribunal Chairman Justice Adarsh Kumar Goel, the discussions were focused mainly on the role of pollution data in decision-making, the need for better quality data, strengthening enforcement through public disclosure and the advantages of market-based instruments in reducing pollution.

Great loss for us: Mamata on Chatterjee’s demise

West Bengal Chief Minister Mamata Banerjee on Monday condoled the death of former Lok Sabha Speaker Somnath Chatterjee by calling it a great loss.

“Saddened at the passing away of Somnath-Da. My condolences to his family and admirers. This is a great loss for us,” the Trinamool Congress supremo tweeted.

Chatterjee, 89, breathed his last at a private clinic here following a cardiac arrest and prolonged illness.

The former Communist Party of India-Marxist (CPI-M) leader, who was expelled from the party in 2008, after representing it since 1968, was critical following the heart attack he suffered on Sunday.

The 10-time MP was also suffering from a kidney-related ailment and was admitted to the Bellevue Clinic in a critical condition on August 7.

Former LS Speaker Somnath Chatterjee dies at 89

Former Lok Sabha Speaker Somnath Chatterjee died here on Monday at a private clinic following a cardiac arrest and prolonged illness, nursing home sources said. He was 89.

“He died at 8.15 a.m.,” Bellevue Clinic CEO Pradip Tondon told IANS.

Chatterjee was critical following the heart attack he suffered on Sunday. He was also suffering from a kidney-related ailment and was admitted to the clinic in a critical condition on August 7.

Imran Khan to take oath as Pakistan Prime Minister on Aug 18

Imran Khan will take the oath as Pakistan’s Prime Minister on August 18, a senior Pakistan Tehreek-e-Insaf leader said today.

Senator Faisal Javed also tweeted that the Pakistan Tehreek-e-Insaf party led by Khan has invited Indian cricketers Kapil Dev, Navjot Singh Sidhu and Sunil Gavaskar to attend the oath taking ceremony of the cricketer-turned-politician.

“Imran Khan to take oath as Prime Minister of Islamic Republic of Pakistan on the 18th Aug 2018 inshALLAH (if God wills)”, Javed tweeted. His tweet came after President Mamnoon Hussain summoned a session of the National Assembly on August 13 during which the newly-elected members will take oath.

The PTI’s parliamentary committee on Monday officially named party chairman Khan as their parliamentary leader and nominee for the next prime minister of Pakistan. The PTI, which secured 116 general seats in the National Assembly in the July 25 polls is the largest party in the lower house of parliament.

Geo News reported that President Mamnoon Hussain has decided to postpone his visit to Scotland in order to administer the oath to the next prime minister. Mamnoon was scheduled to visit Edinburgh from August 16 to August 19. “The president will now embark on his trip after the oath-taking ceremony,” the report said.

Earlier in the day, the Election Commission of Pakistan accepted the unconditional written apology from Khan for violating the secrecy of the ballot, removing the last possible hurdle in his swearing-in. The 65-year-old leader had contested from five constituencies and won all of them.

Yesterday, PTI spokesperson Fawad Chaudhry said, “Imran Khan will be elected prime minister of the country ‘within the first round’ of vote in the parliament.” He further claimed that his party has the support of 180 members in the National Assembly. The party needed the support of 172 lawmakers in the house of 342 to form the government.

As many as 28 independent winning candidates of the National Assembly yesterday notified the election commission of joining the PTI, giving a major boost to Khan’s party which can now claim seats reserved for women and minorities. There are a total of 70 nominated seats in the National Assembly.

Karnataka to waive more crop loans of farmers

The Karnataka government would waive additional crop loans to the tune of Rs 9,448 crore borrowed from the state cooperative banks by farmers till July 10, said an official on Friday.

“The state cabinet has cleared the finance department’s proposal to waive crop loans worth Rs 9,448 crore raised by about 20 lakh farmers from cooperatives across the state,” an official in the Chief Minister’s Office told IANS here.

The latest waiver is in addition to the Rs 34,000-crore farm loans Chief Minister H.D. Kumaraswamy had waived on July 5 as part of the state budget he presented in the state Legislative Assembly for this fiscal (FY 2019).

The loans, being waived along with interest pertain to the amounts raised by about 50 lakh farmers from the state cooperative and rural banks since 2015-16 till December 31, 2017.

Kumaraswamy, who also holds the finance portfolio, decided that loans up to Rs 1 lakh raised by an individual farmer from district and state cooperative banks would be waived in the new scheme.

“In the earlier (Rs 34,000-crore) scheme, each farmer family which borrowed up to Rs 2 lakh from cooperative or rural banks and defaulted were eligible for waiver,” the official clarified.

The state government is waiting for the clearance of the Central government to waive crop loans farmers raised from the nationalised banks.

“The state cabinet will decide on the repayment of loans raised by farmers from the nationalised banks in two instalments after the approval of the Union Finance Ministry to the state’s proposal,” added the official.

100 elephants died due to unnatural causes from 2013 to 2016: Minister

Minister of State for Environment, Forest and Climate Change Mahesh Sharma on Friday said the population of elephants in the country was 27,312 in 2017 and added that from 2013 to 2016, around 100 elephants had died due to unnatural causes and 489 human lives were lost.

Replying to a question raised by CPI(M) Jitendra Choudhury during the Question Hour in Lok Sabha, Sharma said: “The member sought the number of elephant population. As per preliminary reports, it is 27,312 in 2017.”

“As regards the number of poachings or the number of casualties of human beings and elephants, in the three years from 2013 to 2016, 100 elephants have died because of unnatural causes and around 489 human lives were also lost in the last year,” he added.

He also said the government has taken initiatives to increase the compensation for loss of human lives and loss of crops due to man-animal conflict.

Modi to address 56th convocation of IIT-Bombay

1 injured in UP under-construction flyover collapse

A major portion of an under-construction flyover in Basti district of Uttar Pradesh collapsed on Saturday, police said. One person was injured.

A slab portion of the flyover being constructed by the National Highway Authority of India (NHAI) collapsed at the Phutaiyya Chauraha, an official said.

“The incident took place in the morning in which a labourer on night-shift duty was injured. He was immediately admitted to the district hospital,” Basti District Magistrate Raj Shekhar told IANS.

The traffic in the area, which was suspended following the crash, has been allowed with precautions like barrier and barricades.

Chief Minister Yogi Adityanath has directed the district authorities to ensure that the injured get prompt and adequate treatment, a government spokesman said.

Project Director of the NHAI for northern division has been asked to initiate a probe into the incident.

The crash comes two months after a similar portion of another under-construction flyover in Varanasi collapsed leaving 18 dead and many injured.

That flyover in Prime Minister Narendra Modi’s parliamentary constituency was being built by the Uttar Pradesh Rajkiya Nirmaan Nigam (UPRNN), a state government agency.

India vs Eng 2nd Test: Second day’s play resumes

The second day’s play of the second Test between hosts England and India resumed after the rain-enforced break at the Lord’s here on Friday.

After England skipper Joe Root won the toss and opted to field, India reached 11/2 with Cheteshwar Pujara (1 not out) and Virat Kohli (1 not out) in the middle when rain interrupted play in the seventh over of the day.

Seasoned quick James Anderson took both the Indian wickets.

The opening day’s play on Thursday was completely washed out due to incessant rain.
