Govt delayed SC-ST bill on atrocities: Kharge

The Congress on Monday accused the government of having brought the bill to restore the stringent provisions of the Scheduled Castes-Scheduled Tribes law after a lot of delays and that it did so now fearing a loss in elections.

“It has taken a lot of time to bring the legislation forward. I welcome the Bill and support it,” Leader of the party Mallikarjun Kharge said in the Lok Sabha while initiating a discussion on the Scheduled Castes, Scheduled Tribes (Prevention of Atrocities) Amendment Bill, 2018.

He said the Supreme Court judgment in March had diluted the original Act, which Dalits around the country understood as “injustice”.

In the March judgment, the Supreme Court had struck down the provision that ensured the automatic arrest of a person charged with atrocities under the SC-ST law and also made it clear that any arrest of a government servant should be cleared by the competent authority and a civilian by an officer of the deputy superintendent of police.

“Protests took place across the country. People went to the jail and a lot of properties were damaged,” the Congress leader from Karnataka said.

He said the restoration of the provisions of the original law could have been done through an ordinance earlier.

“The Bill was nullified by the Supreme Court in March this year. And in the last four months, six ordinances were brought by the government. The government brought the ordinance to help the corporate companies first but did not bring the ordinance to stop injustice to over 24 percent of the population of the country. They could have brought the seventh ordinance also,” he said.

“The government thought that if we don’t bring this Bill now then we shall have to face its heat in the election,” he alleged.

Kharge said that even the dalit MPs of the National Democratic Alliance (NDA) had brought pressure on the government.

“Why didn’t you bring this Bill earlier? The Congress protested against the SC order on March 27, 2018 before the Gandhi statue in Parliament. If the answers were given four months ago, then this injustice to Dalits would not have happened,” he said.

Kharge said cases registered against the dalits who were part of the agitation on April 2 and 3 should be withdrawn and the protesters who were still in jail should be immediately released, he said.

He also said that the SC-ST law must be included in the ninth schedule of the Constitution.

Kharge also attacked Prime Minister Narendra Modi saying that though he spoke about Kabir Das, from inside he believes in Manusmriti.

“The Prime Minister speaks about Kabir Das, (Dr B.R.) Ambedkar. He remembers Basavanna in Karnataka but inside you believe in Manu,” Kharge alleged.

Quoting Ambedkar, Kharge said, “I want all people to be Indians first, Indians last and nothing but Indians. And it was Congress who supported Ambedkar and his cause.”

Targeting right wing forces over attacks on dalits across the country, he said amidst objections from BJP members, “On the one hand you want to unite Hindus but on the other hand you are ill-treating the dalits. A person cannot have moustache, cannot ride a horse. He will be flogged, won’t be allowed to use public well…”

“You won’t understand till you were born in my caste,” he countered.

Pointing to the rise in the attacks against SC and ST people, Kharge said, according to the National Crime Record Bureau (NCRB), atrocities against Dalit are recorded every 15 minutes. “Eleven Dalits are killed every week and six Dalit women are sexually abused every day,” he said.

He also said that in the last four years there has been a rise of 35-40 per cent in atrocities against Dalits.

Slamming Union Road Transport and Shipping Minister over his reported remarks ‘where are jobs’, Kharge said, “No jobs? As many as 24 lakh government jobs are lying vacant.”

Kharge was referring to the Gadkari’s statement on Sunday that reservation will not guarantee employment as jobs are shrinking.

“About 10.10 lakh vacancies are there for elementary school teachers, 4.5 lakh vacancies for police, 2.4 lakh vacancies in railways, 64,000 vacancies in armed forces, 65,000 vacancies in para military forces, etc.”

“If Gadkariji asks from where the government should bring employment, then the government should fill the 24 lakh vacancies in the government jobs,” he said.

H Vishwanath Replaces HDK As JD(S) State Prez

JDS supremo HD Deve Gowda on Sunday relieved his son and Karnataka Chief Minister HD Kumaraswamy from the post of party’s state unit chief, replacing him with adaguru H Vishwanath, who belongs to the backward Kuruba community.

The decision to appoint H Vishwanath is seen as an apparent move to widen the social base of JDS, which is considered a party of Vokkaligas.

Kuruba is the third numerically stronger community in the state after Lingayats and Vokkaligas.

Speculations were rife for the last fortnight that the party leadership was mulling relieving HD Kumaraswamy, heading the JDS-Congress coalition government in the state, from the dual responsibility, and H Vishwanath was the first choice.

“I will take along senior party leaders, office-bearers, and workers… and live up to the expectations of the party leadership,” H Vishwanath told reporters here after his appointment.

H Vishwanath, a former Congress leader, had joined the JDS ahead of the assembly elections in May last.

A former MP and three-time MLA, H Vishwanath is considered a master strategist.

Replying to a query he said he would draw up a strategy for the local urban body elections and next general elections in consultation with HD Devegowda, Kumaraswamy and other seniors.

He also emphasised on strengthening the party base in North Karnataka as there have been allegations that the JDS is restricted to a few districts including Ramanagar, Mandya, Mysuru and Hassan.

H Vishwanath, a close friend of former chief minister Siddaramaiah, was instrumental in bringing him to Congress.

Later, his relations with Siddaramaiah soured after a public spar and he quit Congress to join JDS.

Asked whether he was appointed to take on Siddaramaiah, he said it was meaningless because Siddaramaiah himself grew in JDS and nobody could think of anything adverse about him.

Sunita Williams among 9 astronauts to fly into space from US soil

Indian-origin astronaut Sunita Williams is among the nine astronauts named by NASA on Friday for its first human spaceflight programme from the US soil since the retirement of the space shuttle in 2011.

The astronauts will fly on the spacecraft developed by Elon Musk-owned SpaceX’s Crew Dragon and global aviation firm Boeing’s CST-100 Starliner, as part of the US space agency’s Commercial Crew programme to send humans to the ISS on private US spacecraft.

Williams has been named for the Boeing programme to the ISS — the first test flight scheduled to take place in the middle of 2019.

“For the first time since 2011, we are on the brink of launching American astronauts on American rockets from American soil,” said NASA Administrator Jim Bridenstine.

Born in Euclid (Ohio), Williams came to NASA from the Navy where she was a test pilot and rose to the rank of captain before retiring.

Since her selection as an astronaut in 1998, she has spent 322 days aboard the International Space Station (ISS) for Expeditions 14/15 and Expeditions 32/33, commanded the space station and performed seven spacewalks, the US space agency said in a statement.

“The men and women we assign to these first flights are at the forefront of this exciting new time for human spaceflight,” said Mark Geyer, director of NASA’s Johnson Space Center in Houston.

“It will be thrilling to see our astronauts lift off from American soil, and we can’t wait to see them aboard the ISS,” he added.

In 2014, Boeing and SpaceX were awarded a combined $6.8 billion in contracts from NASA to develop spacecraft capable of flying crews to the space station.

SpaceX is targeting November 2018 for Crew Dragon’s first uncrewed demonstration mission (Demo-1), three months later than the previous schedule released by NASA early this year.

The crewed demonstration flight, with two astronauts on board, will follow in April 2019, four months later than previously announced.

Boeing’s CST-100 Starliner, on the other hand, will likely perform two crucial test flights next year, instead of this year as planned.

Each test flight will provide data on the performance of the rockets, spacecraft, ground systems, and operations to ensure the systems are safe to fly astronauts.

The crew for Boeing’s Crew Flight Test and SpaceX’s Demo-2 flights will each include at least a flight commander and pilot aboard to test out the systems.

After successful completion of the flight tests with crew, NASA will review flight data to verify that the systems meet the agency’s safety and performance certification requirements and are ready to begin regular servicing missions to the space station, the US space agency said.

Additional crew members will be assigned by NASA’s international partners at a later date.

Imran Khan to invite 1992 World Cup-winning team for his swearing-in as Pakistan PM

Imran Khan will invite all members of the 1992 World Cup-winning Pakistani cricket team for his oath-taking ceremony as Pakistan Prime Minister. This was revealed by his party Pakistan Tehreek-e-Insaf (PTI) spokesperson, Fawad Chaudhry.

“Due to some legal issues, we are yet to finalize the final date of the ceremony and therefore the invitations are not sent yet,” said Chaudhry.

Imran Khan-led Pakistan had defeated England by 22 runs in the final to win the Benson & Hedges World Cup on March 25, 1992.

Pakistan’s 1992 World Cup-winning squad included the likes of Aamer Sohail, Ramiz Raja, Javed Miandad, Inzamam-ul-Haq, Wasim Akram, Saleem Malik, Ijaz Ahmed, Moin Khan, Mushtaq Ahmed, Aaqib Javed, Zahid Fazal, Wasim Haider and Iqbal Sikander while Intikhab Alam was the manager of the team.

The spokesperson also confirmed Imran Khan’s plan to invite India’s Sunil Gavaskar, Kapil Dev and Navjot Singh Sidhu for his swearing-in ceremony.

“Gavaskar, Kapil Dev and Sidhu are Imran’s friends and therefore their availability (subject to Indian government clearance) will be sought,” Chaudhry said.

Significantly, Sachin Tendulkar is not invited. “It is because both are from different generation and have not faced each other in many matches,” added Chaudhry.

“We have also decided to keep this ceremony simple and therefore politicians and other dignitaries will not be invited,” concluded Chaudhry.

Nadal maintains 1st spot in ATP rankings

Spain’s Rafael Nadal continued to lead the men’s Association of Tennis Professionals world singles rankings released on Monday with 9,310 average points, ahead of Switzerland’s Roger Federer.

Top-10 players are holding on to their positions except for South Africa’s Kevin Anderson who dropped to the sixth, elevating Bulgaria’s Grigor Dimitrov to the fifth spot, reports Efe.

Further down the rankings, Martin Klizan of Slovakia rocketed 35 places to World No. 77, thanks to winning the Generali Open in Kitzbuhel, Austria, while Australian Alex de Minaur jumped 27 positions to the 45th for being a runner-up in the Washington Open.

The current top-10 ATP rankings and point scores are as follows:

This year SIBM-B came up with Global Grub Fest, an International food fest for every foodie. The students explored varieties of dishes and satisfied their taste buds by devouring the luscious food catered to them.
The day needed a splash of glamour and Poise. A La Moda, the fashion show provided just that. The participants from various colleges sizzled the ramp. The event concluded with an Award Ceremony.
In addition, the Blood Donation drive running parallel to the event collected 167 units of blood, allowing students to contribute to a virtuous cause simultaneously.

Is Article 35A unconstitutional? SC to hear plea from Aug 27

The Supreme Court on Monday refused to hear the challenge to Article 35A in the absence of a judge of a three-judge bench that was hearing the case and directed the next hearing on August 27.

It also said that on its next hearing it will decide whether the matter should be referred to a five-judge Constitution Bench.

As some lawyers insisted on the hearing, a bench of Chief Justice Dipak Misra and Justice A.M. Khanwilkar said as the matter was being heard by a three-judge bench also comprising of Justice D.Y. Chandrachud, and since the later was not available, it could not be heard.

“Article 35A is in vogue for the last 60 years and we will only see whether it is violative of the basic structure of the constitution,” said Chief Justice Misra as he refused the plea for an early hearing.

The Jammu and Kashmir government has already sought adjournment citing panchayat and urban bodies election scheduled in September.

Attorney General K.K. Venugopal told the court that with elections to 6,000 Panchayats to be held in September, “it was not an opportune time to hold the hearing”.

Venugopal also told the court that the interlocutors were also talking to the state government.

As the court directed the listing of the matter from the week starting August 27, Additional Solicitor General Tushar Mehta appearing for the Jammu and Kashmir said: “We reserve the right to seek adjournment on the grounds cited in the letter to the court.”

91 killed in massive Indonesia quake

At least 91 people were killed and hundreds of others injured in a massive quake measuring 7 on the Richter scale that struck Indonesia’s Lombok Island, authorities said on Monday.

The shallow quake on Sunday evening that occurred only 10 km underground, comes a week after another temblor hit Lombok, popular with tourists who visit its beaches and hiking trails, killing 16 people.

It was followed by about 130 aftershocks, some over magnitude 5. A tsunami warning was issued but was lifted after a few hours.

The earthquake was also felt in neighboring Bali as well as in some parts of East Java.

The Indonesian National Board for Disaster Management (BNPB) on Monday morning sent a search and rescue team to the affected area, reports Efe news.

Most fatalities were caused by the collapse of buildings, according to the BNPB, which added that hundreds of the injured have to be treated outside hospitals because of the poor condition of the buildings.

“The main focus at this time is the search, rescue, and assistance to people affected by the earthquake and meeting their basic needs,” the BNPB said, pointing out the urgent needs for medical personnel, clean water, food, blankets and medicine.

BNPB spokesperson Sutopo Purwo Nugroho said 1,000 domestic and foreign tourists were evacuated.

President Joko Widodo said the government will compensate victims whose houses were ruined by the quake, reports The Jakarta Post.

“As (the President) and on behalf of Indonesian citizens, I express deep sorrow for the lives that were lost during the earthquake,” Joko said.

Indonesia is prone to earthquakes because it lies on the Ring of Fire – the line of frequent quakes and volcanic eruptions that circles virtually the entire Pacific rim, the BBC reported.

More than half of the world’s active volcanoes above sea level are part of the ring.

Maratha quota protests: BJP MP seeks probe into attack on her

Maharashtra BJP MP Heena Gavit on Monday demanded a probe into the attack on her vehicle by over 200 pro-Maratha reservation protesters outside the Dhule Collectors office.

“I was attacked by over 200 people when I was traveling from Dhule. And only four police personnel were there. My party workers rescued me,” the Nandurbar MP told the Lok Sabha during Zero Hour.

“Some 15-20 people were arrested but later let-off,” she said. The Bharatiya Janata Party member also wanted to know whether she was targeted for being tribal.

Demanding suspension of the Superintendent of Police for not taking action against the 200 protesters who attacked her vehicle, Gavit showed the photographs of the attack and that the culprits were garlanded.

The incident took place on Sunday when Gavit was emerging from an official meeting at the Dhule Collector’s office.

The protesters are demanding reservations in government jobs and education for the Maratha community in Maharashtra.
