Spread awareness on curability of leprosy, eliminate discrimination: SC

The Supreme Court on Friday ordered that awareness be spread about the free treatment available for leprosy patients and directed the central and state governments to formulate rehabilitation schemes for those suffering from the disease.

A bench of Chief Justice Dipak Misra, Justice A.M. Khanwilkar and Justice D.Y. Chandrachud issued a slew of directions to thecentre and the states and asked them to ensure proper treatment of leprosy patients and end discrimination against them.

It directed that a “massive” awareness campaign be carried out by the government on curability of leprosy, adding that patients “should not be isolated” by the family or community as the person can “lead a normal life”.

The bench directed to “end stigma” against leprosy patients and to make sure they get adequate medical care and rehabilitation measures.

It further directed that the Centre and state governments to ensure that both private and government aided schools should not discriminate against children affected by leprosy.

The court also directed that leprosy patients should be given Below Poverty Line (BPL) cards so they can avail Antyodaya Anna Yojana (AAY) scheme, which provides highly subsidised food to the poorest families.

The judgement of the apex court came on a PIL filed by advocate Pankaj Sinha who had alleged that governments have failed to eliminate the disease despite medical treatment available since 1981.

He had claimed that leprosy affects over 1.25 lakh people annually in the country and had sought a direction to the governments that leprosy drugs be made available at primary health centres in the country.

He also pleaded that an appropriate scheme be formulated to bring people suffering from leprosy into the national mainstream.

Earlier, the apex court had asked the Centre to consider framing a law to repeal all laws that discriminate against those suffering from leprosy and granted six weeks to the government for taking a decision on the issue.

Over 50 countries to take up water sanitation, hygiene practices

Over 50 countries around the world will hold a four-day meeting here to learn about the best Water Sanitation and Hygiene (WASH) practices across the globe, the UNICEF said on Thursday.

The upcoming international meeting goes with the name Mahatma Gandhi International Sanitation Convention (MGISC) organised by India’s Swachh Bharat Mission, will be held from September 29 to October 2, attended by ministers and other leaders from 50 countries– Brazil, Indonesia, Nigeria, Japan and others.

Ministry of Drinking Water and Sanitation, Secretary Parameswaran Iyer said that Swachh Bharat Mission (SBM) aims to build a clean and Open Defecation Free (ODF) India by October 2 2019, as a befitting tribute to the 150 birth anniversary of Mahatma Gandhi.

“Safe water, effective sanitation and hygiene are critical to the health of every child and every community – and thus are essential to building stronger, healthier, and more equitable societies ” UNICEF India representative Yasmin Ali Haque, said.

UNICEF said that women are the worst affected due to lack of sanitation facilities. India is on track to achieve open defecation free status by 2019, significantly contributing to the global achievement, it added.

Congress denies having received any invitation from RSS

The Congress party on Thursday denied having received any invitation from the RSS for its President Rahul Gandhi to attend a three-day lecture series and said the BJP-RSS have been spreading fake news.

“RSS (Rashtriya Swayamsevak sangh) and BJP (Bharatiya Janata Party) have been spreading this fake news for a while with regard to sending invites as if it was some kind of Medal of Honour,” said Congress spokesperson Randeep Singh Surjewala.

No such invite has been received by the Congress party, and in any case, it is not a medal of honour as their inherently divisive, sectarian and hate-filled agenda is known to one and all, he added.

The RSS was critical of Rahul Gandhi for drawing comparisons of between the Sangh and Islamic State (IS) and Muslim Brotherhood, and was planning to invite him for a three-day lecture series next month to enlighten people about the organisation.

SC awards ex-ISRO man Nambi Narayanan Rs 50 lakh compensation

The Supreme Court on Friday awarded Rs 50 lakh compensation to former ISRO scientist S. Nambi Narayanan who was falsely implicated in an espionage case and had to suffer jail term and ignominy.

Awarding the compensation, a bench of Chief Justice Dipak Misra, Justice A.M. Khanwilkar and Justice D.Y. Chandrachud also directed the setting up of a Committee to inquire into the role of erring officials who Nambi Narayanan said had implicated him in the alleged Indian Space Research Organisation spy case.

The Committee would be headed by a retired judge and have a representative each from the Centre and the Kerala government.

The court verdict has come on a plea by Nambi Narayanan seeking probe into his framing in the false case by the Kerala Police and other agencies.

Nambi Narayanan had moved the top court challenging a Kerala High Court judgment that had upheld the state government’s decision not to take action against the officials who had falsely implicated the scientist in the case in the mid-90s.

Committee formed to rejuvenate all lakes in Bengaluru

Lokayukta Justice Vishwanath Shetty on Tuesday formed a joint committee to coordinate and work towards rejuvenating lakes in the city.

The team set up comprises of officials from the BBMP, BDA, KSPCB, Minor Irrigation and Revenue departments and BWSSB.

The Lokayukta has directed the committee to look through all the lakes in the city and examine them. They are also asked to submit reports directly to the Lokayukta.

Changing LOCircular against Vijay Mallya was error of judgment

The CBI said Thursday the change in a 2015 Look Out Circular against liquor baron Vijay Mallya from “detain” to merely informing about his movements was an “error” in judgement because he was cooperating in the probe and there was no warrant against him.

Three years later as the controversy surfaced again Thursday, the CBI sources said when the first Lookout Circular (LoC) was issued on October 12, 2015, Mallya was already abroad.

Upon his return the agency was asked by the Bureau of Immigration (BoI), if Mallya should be detained as sought in the LoC to which the CBI said there was no need to arrest or detain him as he was a sitting MP and there was no warrant against him, they said.

It said the agency only wanted information on his movements, they said.

Besides, the probe was in an initial stage and the CBI was collecting documents from the IDBI in the Rs 900 crore loan default case, they said.

The CBI issued a fresh LoC against Mallya in the last week of November, 2015 asking airport authorities across the country to “inform” it about Mallya’s movements, thus replacing its previous circular which had sought detention of the businessman if he attempted to leave the country, they said.

The LoC depends on the issuing authority and, unless it asks the BoI to detain a person or to stop him from boarding a plane, no action is taken.

The sources said Mallya travelled abroad in October and returned in November, then made two trips in first and last week of December and also a trip in January, 2016.

In between, he had appeared for questioning thrice since the lookout notices were issued — once in New Delhi and twice in Mumbai between December 9 and 12, 2015.

The sources said the change in the notice was an error in judgement and since he had been cooperating, there was no reason to stop him from moving abroad.

On March 2, 2016, Mallya left the country and has been in the United Kingdom where he has been fighting the extradition case.

Maharashtra court issues arrest warrant against Andhra Pradesh CM Chandrababu Naidu, others in 2010 case

A local court in Maharashtra has issued an arrest warrant against Andhra Pradesh Chief Minister N Chandrababu Naidu and 15 others in a 2010 case related to an agitation by them over the Babli project across river Godavari.

The judicial first class magistrate of Dharmabad in Nanded district, N R Gajbhiye, issued the order, directing police to arrest all the accused and produce them in the court by September 21.

Naidu and others, then in the opposition in the united Andhra Pradesh, had been arrested and lodged in a jail in Pune in connection with the agitation staged by them near the Babli project site in Maharashtra, opposing it on ground that it would affect the people downstream.

All were released later though they did not seek bail.

The court order, dated July 5 and supposed to be executed by August 16 but corrected to September 21, was issued on a petition filed by a Maharashtra resident.

Besides Naidu, state Water Resources Minister Devineni Umamaheswara Rao and Social Welfare Minister N Anand Babu, former MLA G Kamalakar (who subsequently joined the TRS) were among the Telugu Desam Party workers booked in the case.

They have been charged with the Indian Penal Code offences, including assault or criminal force, to deter public servant from discharge of duty, voluntarily causing hurt by dangerous weapons or means, act endangering life or personal safety of others, criminal intimidation among others.

Naidu was the leader of opposition in the united Andhra Pradesh then and the case has been pending trial all these years.

Reacting to the news about the court order, Naidu’s son and state Information Technology Minister N Lokesh said his father and other TDP leaders would attend the court.

“He fought to protect the interests of Telangana. He even refused to seek bail when he was arrested,” Lokesh said.

The chief minister is currently camping in Tirumala near Tirupati, attending the annual brahmotsavam of Lord Venkateswara temple there.

Boyfriend Commits Suicide,After his girlfriend was allegedly raped.

A 21-year-old man committed suicide after his minor girlfriend was allegedly raped by two men in Chhattisgarh’s Korba district, police said Thursday.

The 17-year-old revealed this during the suicide investigation of Savan Sai, her boyfriend.

Two men, Ishwar Das (22) and Khem Kanwar (21) were arrested on the charges of gang-rape and abetment of suicide Wednesday, the official said.

The girl told police that men accosted them when she was with Sai near a school on the evening of September 1.

The accused allegedly thrashed them and raped her in front of her boyfriend before leaving them at the spot, she said. The next day, on September 2, Sai learnt that the accused had told some others in the village about the incident.

After the girl told the police about the alleged rape, the two men were arrested Wednesday.

Equity indices open in green on firm Asian cues

The key Indian equity indices opened in green on Friday tracking similar cues from the Asian markets.

Healthy buying was witnessed in banking, oil and gas and metal counters.

The 51-scrip Nifty50 at the National Stock Exchange (NSE) opened at 11,443.50 points, against its previous close of 11,369.90 points.

At 9.42 a.m., the Nifty50 traded at 11,431.60 points, higher by 61.70 points or 0.54 per cent from its previous close.

The S&P BSE Sensex which had opened at 37,939.29 points, traded at 37,899.46 points, higher by 181.50 points or 0.48 per cent from its previous close of 37,717.96 points.

So far, it has touched an intra-day high of 38,058.92 points and low of 37,874.33 points.

Stock exchanges were closed on Thursday on account of Ganesh Chaturthi.

Multiple explosions set ablaze 23 buildings in US

A series of gas explosions damaged at least 23 buildings and residences, and injured many in several Massachusetts towns in the US, state authorities said on Thursday.

The incident began about 5 p.m. when several explosions occurred in buildings in the towns of Lawrence, Andover and North Andover.

The reason for the blasts, so far, is unknown, Efe reported.

Massachusetts state police said at least 23 explosions and subsequent fires had occurred at a number of different addresses, although local media reported that more blasts had taken place in nearby areas.

The fires were attributed to possible problems with the natural gas system and security forces urged local residents to leave their homes immediately if they smell gas or suspect that they could catch fire.

Local media reported that local fire chief Michael Mansfield said that between 25 and 30 active fires were being battled in Andover and at least 18 more in Lawrence.

“There are multiple basement fires in Andover. It’s some kind of gas issue,” Andover Police Department spokesman Lt. Edward Guy said.

“We urge residents if they are smelling gas to get out of the house and contact 911. We will get units out there,” he added.
