Rohingya in Bangladesh will not be forced back to Myanmar

Hundreds of thousands of Muslim-majority Rohingya who fled Myanmar, citing rape, murder and arson, will not be forcibly repatriated, Bangladesh’s Rohingya Relief and Repatriation Commissioner has said.

“No one will be forced back to Myanmar,” Abul Kalam told media.

Bangladesh is scheduled to send back an initial group of 2,260 Rohingya from 485 families on Thursday, in line with a bilateral plan agreed by the two governments in October.

But the move has been opposed by the United Nations’ refugee agency and aid groups who say the Muslim minority can’t be forced back, causing confusion over whether the repatriations will go ahead.

“They survived atrocities so it’s natural they fear to go back,” Kalam said.

When asked whether the Rohingya would be guaranteed a “safe and dignified” return, Kalam said: “Everything is done as per the agreement between Bangladesh and Myanmar. I hope the Myanmar authority will keep their words.”

The terms of the repatriation deal, however, has never been made public.

The plan to begin returning the Rohingya to Myanmar comes just days after UN investigators warned of an “ongoing genocide” against the Muslim minority.

Marzuki Darusman, the chairman of the UN Fact-Finding Mission on Myanmar, said beyond mass killings, the conflict included the ostracization of the population, prevention of births, and widespread displacement in camps.

Earlier this week, Michelle Bachelet, the UN High Commissioner for Human Rights urged Bangladesh to halt the repatriation plan saying it violated international law.

“We are witnessing terror and panic among those Rohingya refugees in Cox’s Bazar who are at imminent risk of being returned to Myanmar against their will,” she said.

“Forcibly expelling or returning refugees and asylum seekers to their home country would be a clear violation of the core legal principle of non-refoulement, which forbids repatriation where there are threats of persecution or serious risks to the life and physical integrity or liberty of the individuals.”

“People do not want to go back to Myanmar due to safety concerns,” Foyazullah, a 43-year old Rohingya living in Bangladesh’s sprawling Cox’s Bazar refugee camp.

“The people in charge of the camps are harassing people. As a result many families have fled and are hiding in nearby forests.”

Late last month, a group of Rohingya refugees sent a list of 10 demands to Myanmar leader’s Aung San Suu Kyi, saying the beleaguered community would return only when its demands were met.

Once hailed as a champion in the fight for democracy, Aung San Suu Kyi has faced intense scrutiny over her response to the plight of the Rohingya.

She has been stripped of a series of international honours, with the latest coming on Tuesday when Amnesty withdrew its highest award citing her “indifference” to the plight of the Rohingya.

Imtiaz Ahmed, a professor at Dhaka University told Al Jazeera that there was mounting concern the Rohingya were still “not welcome on Myanmar’s soil.”

“I have seen reports that say conditions in Myanmar are still not suitable for return,” he said. “This obviously raises concern.”

In the days leading to Thursday’s expulsion, Human Rights Watch reported that Bangladesh had deployed its army to refugee camps, heightening the refugees’ fear of return.

“The Bangladesh government will be stunned to see how quickly international opinion turns against it if it starts sending unwilling Rohingya refugees back into harm’s way in Myanmar,” Bill Frelick, the group’s refugee rights director, said in a statement.

“That Dhaka deployed its army into the camps is a red flag that this terrified community is not willing to return.”

Myanmar’s government has trumpeted every occasion where a Rohingya family has returned, however many fear returning to Myanmar without guaranteed rights such as citizenship, access to healthcare and freedom of movement – rights that were denied to them long before last year’s crackdown.

Ro Nay San Lwin, a Rohingya activist said Myanmar was trying to forcibly relocate the Rohingya to avoid being prosecuted by the International Criminal Court (ICC).

In September, the ICC ruled it could prosecute Myanmar for alleged crimes against humanity against the Rohingya, an unprecedented decision that could expose the country’s politicians and military leaders to charges.

“They think that allowing people back to Myanmar will help them,” Nay San said. “However, they are not fulfilling any demands made by the refugees.”

More than 700,000 Rohingya fled a brutal army crackdown in Myanmar’s Rakhine state last year, accusing government soldiers and local Buddhists of massacring families, burning hundreds of villages, and carrying out mass gang rape.

Myanmar denies the allegations, saying security forces were battling “terrorists”.

Shuttler Srikanth in Hong Kong Open quarters

 Shuttler Kidambi Srikanth defeated his compatriot H.S Prannoy in an all-Indian men’s singles clash to enter the quarter-final of the Hong Kong open tournament here on Thursday.

In a marathon match of an hour and seven minutes, the fourth seed Srikanth edged past Prannoy 18-21, 30-29, 21-18.

After losing the first game, Srikanth bounced back in the second game in a hard-fought battle. The third game saw another intense battle between the two but Srikanth proved much better towards the end and wrapped up the issue.

Other Indian Sameer Verma also advanced as he got a walkover from his fifth seed Chinese opponent Chen Long.

In mixed doubles category, Satwik Rankireddy and Ashwini Ponnappa crashed out of the meet losing to Lee Yang and Hsu of Chinese Taipei.

The Chinese Taipei duo defeated the Indian pair 21-17, 21-11 in just 37 minutes of play.

Later in the day, third seed P.V. Sindhu will face Sung Ji Hyun of South Korea in women’s singles match.

Naxalism will end in next three-five years: Rajnath

 Union Home Minister Rajnath Singh on Thursday expressed confidence over eliminating naxalism in the coming three-five years and asked Maoists to join the mainstream by surrendering under the rehabilitation policy for them.

“Naxalism will end in next three to five years. The surrender process is continuous and the government has decided to make the rehabilitation policy more effective,” he told reporters here during his two-day election campaigning in Chhattisgarh.

Rajnath Singh said Maoism was going through its last phase and that it had been reduced from ninety districts to only ten or eleven districts of the country.

He said earlier the killing of security personnel was more but the number of casualty of Maoists has increased with forces having an upper hand.

The Minister appealed to the Maoists to shun the path of violence and surrender, assuring them of providing benefits of rehabilitation policy being pursued by the government.

The Minister mocked at the Congress for not declaring its Chief Ministerial candidate in Chhattisgarh, saying “Congress is moving ahead with a marriage procession without the groom”.

“The Congress as well as all opposition political parties have been currently facing a crisis of credibility. The Congress has lost its inherent strength which is the base of any political party. This is the reason the Congress hasn’t so far announced its Chief Ministerial candidate (in Chhattisgarh),” he said.

Congress, which is seeking to end 15 years of BJP rule in Chhattisgarh, has so far not declared its Chief Ministerial candidate in the state that will go for the second phase of Assembly polls in 72 of the 90 constituencies on November 20 to elect a new Assembly. The first phase concluded on November 12.

Calling Congress manifesto a “postdated cheque”, the Minister said: “the Congress recently launched its manifesto. What is the purpose of launching the manifesto when a political party has lost its faith in public and there is no credibility of its promises.”

Rajnath Singh said the faith of people in the state has increased in Bharatiya Janata Party and its Chief Minister Raman Singh.

“I am saying it on the basis of reading the mood of people after the first phase of Assembly elections and attending three public meetings on Wednesday. Generally, credibility of crisis arises among people against any political party or the Chief Minister who work for long time. But there is a reverse impact in Chhattisgarh. Despite working for 15 years, people’s faith has increased for Raman Singh.”

Rajnath Singh said that Raman Singh’s government has done a wonderful work in Chhattisgarh since 2003.

“Chhattisgarh’s GDP (Gross Domestic Product) has risen to more than 3.25 lakh crore from around 39,000 crore in 2003. This is not a small thing.”

Delhi designer murdered, 3 held

 A fashion designer and her help were stabbed to death in a south Delhi farmhouse, police said on Thursday, adding that the three suspects who have been detained went to a police station to confess their crime.

Mala Lakhani, 53, who operated the Tulsi Creations boutique in Green Park and stayed in Vasant Kunj Enclave, was found dead along with her domestic help, Bahadur, 50.

Their bodies were discovered with multiple stab wounds on Thursday at her home, Deputy Commissioner of Police Devender Arya said.

Prima facie, the crime appeared to have occurred late on Wednesday. It was reported to the police on Thursday morning, he said in a statement.

“We have detained three persons, including prime suspect Rahul Anwar, who worked at her boutique,” Arya added. The officer said all three went to a police station and confessed to committing the crime at 2.45 a.m.

Stunned police officers who rushed to the spot found the two bodies “in a pool of blood”.

Lakhani, he said, had set up a workshop in her house for cutting and tailoring where one of the accused, Anwar, worked as a tailor. He planned the crime along with his associates, Rahmat and Wasim, Arya said.

They also stole valuable items from Lakhani’s house and left the spot in her car.

Punish officers who allow unauthorised constructions in Bengaluru: HC

The Karnataka state government is under pressure to take action against officers who are found to have failed to prevent unauthorised construction.

The Karnataka High Court has sought the state government’s response to a PIL asking for the government to take action against jurisdictional officers over unauthorised construction in their area. A division bench including Chief Justice Dinesh Maheshwari and Justice S Sujatha asked the counsel appearing on behalf of the state government about its response to the PIL, filed by Umapathi S, an advocate based in Bengaluru.

The petitioner raised the complaint that the state government has not yet laid out punishment for jurisdictional officers in case they failed to prevent unauthorised construction. The officers found guilty are liable for punishment as per Section 321B of the Karnataka Municipal Corporations Act, 1976.

The Act was brought in to keep illegal constructions in check by taking action against erring officials.

The petitioner further added that since 2013 the issue has been pulled up by the High Court on a number of occasions, but punishments have yet to be prescribed. The petitioner also pointed out that it has been more than 11 years since the punishments were mentioned in Section 321 B of the KMC Act in 2007.

The overall-in-charges of local bodies and urban development, BBMP officials are protected by legal lapses due to the lack of penalties imposed on those proven to be guilty of allowing illegal constructions to take place, the petition noted.

The counsel appearing for the government told the High Court that the issue is currently being discussed by the government. The hearing in the case was adjourned to November 28.

Over the years, illegal building constructions in lake bed areas and on storm water drains have become a point of contention in the city. The situation prompted then speaker KB Koliwad to issue a panel report on illegal encroachment in the city in 2017, which named many prominent builders in the city.

All party meet today over Supreme Court’s decision to review Sabarimala order

Initial jubilation after Tuesday’s five-judge Supreme Court bench decision, to reconsider its September judgment that allowed women of all ages to enter the Sabarimala temple, was muted when news trickled that the apex court had not stayed its earlier verdict. Now, stakeholders including the Kerala government, protesting devotees and political outfits admit that the Supreme Court’s decision to revisit its earlier verdict has added more confusion.

With just three days left to the annual pilgrimage season to start, fingers are crossed. The stalemate has also affected preparations. Flood-ravaged Pambha, the main base camp of the temple, remain crippled without any facility. The row has taken a toll on preparations, say regulars at the temple adding that instead of restoring basic facilities the government has waded into an unseemly controversy. The state government’s ‘rebuild Kerala’ slogan after the flood of the century has been swept away in the temple tide.

Protestors believe that if women enter the temple during the 61-day window period when the shrine opens, all review petitions will turn invalid so they have decided to step up their vigil. The hill temple will open on Saturday and close only on January 14, with a small break in between. There will be two breaks–Mandalam (November 16-December 27) and Makara vilakku (December 30-Jan 14, 2019).

However, the state government has made it clear that if any woman decides to trek to the temple during this period it is duty-bound to provide security.

Sensing opportunity opposition parties have upped their ante. Congress, which has been keeping a low-profile, has jumped on the bandwagon with party working president K Sudhakaran saying that party workers will stop women in the 10-50 age group entering the temple. RSS leader Valsan Thilankeri went further warning the government that it will have to pay a heavy price if customs were flouted.

“The temple is not a war zone. We need free movement of devotees as well. We hope after the all-party meet on Thursday everything will be settled,” said Travancore Dewasom Board president A Padmakumar. The BJP has said that it will walk out of the meet if it failed to get an assurance from CM?Pinarayi Vijayan.

When Kerala police opened its popular portal, sabariamalaq.com, last week at least 560 women in the 10-50 age group have registered for a ‘darshan’ during the seasonal pilgrimage. To add to its woes, Bhumata Brigade leader Trupti Desai has announced her intention to visit the temple on Saturday. She has sent a letter to the CM seeking protection to her six member group. More women including social activists are expected to arrive unannounced.

The overstretched police force says they expect a tumultuous season this year. “Unlike earlier two occasions, monthly pooja and the one-day chithiray attam, are very sensitive. Even a minor scuffle can lead to major mishap. If political leadership won’t arrive at a consensus there are possibilities of stampede or bloodshed,” said a senior police official on condition of anonymity. He added that the hilltop was a ticking bomb. The TDB commissioner has also submitted a report to the High Court that any tension can trigger mishaps. According to an estimate of the TDB during peak season, more than 8-10 lakh pilgrims visit the temple every day.

CVoter Survey: Assembly polls major test of Narendra Modi’s popularity as Congress eyes 4-0 win ahead of 2019

Two prominent BJP slogans have been missing from its ongoing campaign for five states — the promise of achche din and the dream of Congress-mukt Bharat. The reason for the BJP’s reluctance to reuse its popular jumlas from previous elections is apparent: Elections for these states do not portend achche din for the party, and the Congress appears set for an impressive comeback instead of getting wiped out of India.

For the first time since the advent of the Narendra Modi-era in politics, the Congress, as several surveys point out, starts as the frontrunner in this round of elections.

According to CVoter, it might sweep Rajasthan, win Telangana and win Madhya Pradesh by a small margin. Even in Chhattisgarh, the Congress is locked in a close contest with a slight lead over the BJP that could be decisive.

Just a few months ago, with the BJP decapitating its rivals ruthlessly in elections and the Modi-Amit Shah duo looking unassailable, who would have thought the Congress might be dreaming of a 4-0 win and the BJP would be fearing a wipeout? But, as Richie Benaud would have said, it’s all happening here.

What should worry the BJP more is the fact that the Congress has done nothing spectacular to get within striking distance of a 4-0 lead in India’s heartland. It has managed to claw back by the simple expedient of just being there while the BJP collapses under the weight of anti-incumbency and growing anger against its two chief ministers — Vasundhara Raje and Shivraj Singh Chouhan.

Rajasthan, by electoral behaviour, is a state of extremes. Its impatient and fickle voters swing from one end of the spectrum to the other in almost every election, turning objects of their adulation into subjects of scorn and ridicule. But, the problem with the BJP in Rajasthan is that its government became extremely unpopular very early in its tenure.

For almost three years, the buzz on the ground has been suggesting anger against the incumbent government and the chief minister for a variety of reasons — unkept promises, effete governance, concentration of power in the hands of a self-serving coterie and churn in caste equations. But, in spite of early warnings, the BJP could do nothing to stop its slide. Now, as CVoter suggests, its vote share is likely to be eight percent less than that projected for the Congress. In addition, Raje’s own popularity has fallen below Sachin Pilot’s, who has the distinct disadvantage of not commanding a loyal support base of an influential caste or a cadre-based organisation like the RSS.

The BJP had invested almost two decades in Raje. She is the party’s most popular face in the stae and nobody else in the party has a pan-Rajasthan appeal. Her falling graph and projected loss imply the BJP will have to find new faces to lead the party in 2019 to neutralise the anger against Raje.

If the BJP is still in the race in Madhya Pradesh and Chhattisgarh, it needs to be more grateful to the Opposition than its own governments in these states. There is palpable anti-incumbency against Chouhan, reflected in the decline in his own popularity. Any other opponent would have harnessed it for electoral gains but the Congress got caught in infighting and failed to get its campaign off the ground for a very long time. This led people to doubt the Congress’ ability to win the election, thus, activating the TINA (there is no alternative) factor in Chouhan’s favour.

In Chhattisgarh, similarly, the BJP is still in the fight because of a division in the anti-government vote. Ajit Jogi and Mayawati are taking away a small but decisive chunk of votes away from the Congress, helping the BJP in a triangular contest. Had the Congress done something to address the Mayawati-Jogi problem, it would have started as a clear frontrunner in the state.

All these states will be a big test for the prime minister’s popularity. It is well established that the prime minister changes the electoral outcome with his big hitting in the end. But, the results have not been so spectacular whenever he has run into regional leaders with high popularity ratings, like in Bihar and Delhi in the past. In both Rajasthan and Madhya Pradesh, Pilot and Jyotiraditya Scindia are gaining popularity in every successive pre-poll survey, taking clear and decisive leads over Raje and Chouhan. This means, people already see them as prospective chief ministers compared to the alternatives offered by the BJP. Dislodging them from popularity charts in an Assembly election will be a huge challenge for the prime minister.

Also, voters in Rajasthan and Madhya Pradesh are clear about their choice for the prime minister’s post — most of them prefer Modi over Rahul Gandhi. This clarity in the voter’s mind may be a blessing for the BJP in 2019. But this year, it could be a curse, since voters are likely to convince themselves that voting the BJP out in the Assembly elections won’t be an act of disloyalty if they support Modi in the Lok Sabha. This dichotomy of faith is summed up by a slogan reverberating in Rajasthan: Modi tujh se bair nahin, Raje teri khair nahin (No animosity with Modi but won’t spare Raje).

India-Singapore Hackathon boost to technology, youth power: Modi

Presenting awards to six winners of the first-ever India-Singapore Hackathon here on Thursday, Prime Minister Narendra Modi said the platform would boost technology, innovation and youth power.

The top six teams — three each from India and Singapore — were chosen after a final pitching session.

The winning teams from India were from Indian Institute of Technology Kharagpur (IIT Kharagpur), National Institute of Technology, Tiruchirappalli (NIT Trichy) and MIT College of Engineering, Pune.

Among the winning teams from Singapore were Nanyang Technological University (NTU) and the Singapore University of Technology and Design (SUTD).

“Platforms like the Singapore-India Hackathon serve as excellent opportunities for our youngsters to showcase their work. They also serve as forums to learn about pioneering innovations by youngsters from other nations and institutes. A win-win for our students!,” Modi said.

A first prize of SGD 10,000, a second prize of SGD 6,000 and a third prize of SGD 4,000 was announced for each of the three winners from India and Singapore.

After meeting the winners of the hackathon, Modi said he was “impressed by their passion and commitment towards solving problems our world faces”.

The Prime Minister arrived in Singapore on Wednesday on a two-day visit to attend the East Asia Summit, Asean-India informal meet and the Regional Comprehensive Economic Partnership (RCEP) Summit.

He also delivered the keynote address at the Singapore Fintech Festival (SFF) on Wednesday.

Twenty teams each from both countries comprising university and college students were selected for the Hackathon. Each team had three students and one dedicated mentor.

They participated in the 36-hour long hackathon working on 20 problem statements. The hackathon ended with the “Grande Finale” on Wednesday.

The problem statements for the hackathon were in the areas of mapping, synchronised output of diverse social media, shared digital identity verification, effective number estimate, space management and allotment, effective learning, and personal security.

K’taka cabinet expansion will take place this month : Dinesh Gundu Rao

The much-awaited expansion of the HD Kumaraswamy-led coalition cabinet in Karnataka will take place within this month, state Congress chief Dinesh Gundu Rao said on Wednesday.

Pointing out that JD(S) patriarch and former Prime Minister HD Deve Gowda was out of town, Mr Rao said, once he was back, the issue would be discussed with him.

“It will be done this month itself,” he told reporters in Bengaluru.

Congress general secretary in-charge of Karnataka K C Venugopal has already said it will happen, he pointed out.

The cabinet expansion and appointment of MLAs as heads of boards and corporations that was to take place in October was put on the backburner by the Congress-JD(S) coalition, as the schedule for November 3 bypolls to two assembly and three parliamentary seats in the state was announced.

Several MLAs, especially those from the Congress, who are aspirants for minister’s post have been demanding that the expansion is taken up at the earliest.

Moreover, according to sources close to the legislators, many MLAs feel that this is the right time for cabinet expansion, with theCongress-JD(S)coalition winning two of the three Lok Sabha seats and both the assembly constituencies.

This would be the second expansion of the cabinet since the coalition came to power in May in a post-poll tie-up between Congress and JD(S).

Under the power-sharing arrangement reached by the two parties, Congress will have 22 ministers and the JD(S) 12.

In the earlier exercise on June 6, HD Kumaraswamy had inducted 25 ministers, taking the ministry’s strength to 27.

However, the lone BSP Minister in the coalition cabinet N Mahesh, who was inducted from JD(S) side, had quit his post in October citing personal reasons, but said he would continue to support the ruling coalition.

There are now six vacant ministerial positions left for the Congress, and two for the JD(S).

The decision to expand the cabinet has come amid speculation that some disgruntled Congress MLAs were still being wooed by the BJP, besides reported factionalism within the party.

With growing number of aspirants and limited ministerial berths in hand, Congress was preparing a list of MLAs to be appointed as heads to boards and corporations, in an effort to prevent any kind of resentment, party source said

Govt will never cancel Tipu Jayanti celebration at any cost: HDK

Chief Minister HD Kumaraswamy informed that Tipu Jayanti celebrations will not be cancelled at any cost.

Addressing media persons after offering floral tribute to the statue of former Prime Minister Late Jawaharlal Nehru he said that he was unable to participate in the Tipu Jayanti celebrations owing to his ill-health. He further added that coalition government will never cancel the Tipu Jayanti celebrations and will continue to celebrate Tipu Jayanti in the coming years.

Responding to a query on the provocative remarks made by Santhosh Thammaiah, Kumaraswamy said “As of now I do not have much information regarding the arrest of Santhosh Thammaiah, I will talk to the concerned officials regarding it and will get back to you”
