Karnataka bye- polls will be held on November 3 : EC

The Election Commission of India (ECI) announced that bye-elections in Shivamogga, Ballari and Mandya Lok Sabha constituencies in Karnataka will be held on November 3.

The bye-elections are being held after BJP MPs BS Yeddyurappa (Shivamogga), Sriramulu (Ballari) and JD(S) leader CS Putturaju (Mandya) vacated their positions after being elected as MLAs in the State Assembly elections earlier this year.

In addition, the ECI announced that elections for Ramanagara and Jamkhandi State Assembly constituencies will also be held on the same date.

The bye-polls for the State Assembly seats are being held since Chief Minister HD Kumaraswamy is relinquishing his seat in Ramanagara after he won from two constituencies – Ramanagara and Channapatna. Meanwhile, Siddu Nyamagowda, the MLA in Jamkhandi, passed away on May 28, two weeks after the elections.

With a month left for the polls, the model code of conduct comes into effect immediately in these constituencies.

The last date for parties to name nominations is 16 October. The BJP is reportedly planning to field Yeddyurappa’s eldest son Raghavendra for the MP seat in Shivamogga.

The Congress meanwhile is considering nominating Anil Lad or Santosh Lad as candidates from Ballari. Santosh has previously been an MP.

However, with only few months left for the 2019 Lok Sabha elections, lobbying for seats within the party is expected to be limited.

Varthur police arrested gang of thieves stealing high-end bikes.

Bangalore : According to the police, the accused would sell the vehicles to customers across several locations for prices as low as Rs. 30,000.
Varthur police on Sunday arrested a gang of three bike thieves accused of stealing expensive, high-end bikes. The police have recovered 16 bikes worth Rs 30 lakh from the gang.

The police arrested Azmath Khan alias Bullet Khan (24), Santosh Reddy (23) and Manjunath (25). All three are residents of Attibele in Bengaluru Rural and are college dropouts. They learnt to pick the locks of bikes from a mechanic. Expensive bikes like Royal Enfield and Duke are among the bikes they reportedly stole.

According to the police, the accused persons surveyed an area after identifying high-end bikes. They would break open its handle lock and push it for a distance before hotwiring it and speeding away from the area, as per Bangalore Mirror.

After stealing the bikes, the accused persons would sell the vehicles to customers across several locations, including Attibele near the Karnataka-Tamil Nadu border, for prices as low as Rs. 30,000. The police believe that they had associates in Tamil Nadu who helped them in their operation and the trio built a steady line of customers through this business, as they were selling well-maintained bikes for low prices.

But the gang’s streak of luck ran out when a case emerged in Varthur Police station limits of a stolen Royal Enfield bike. Noticing a pattern in the cases, the police officials formed a special team to nab the gang of bike thieves.

The police first managed to apprehend Manjunath and following an interrogation, the police caught Azmath and Santosh, reported Deccan Herald.

The arrest also comes at a time police in KR Puram Police station urged owners of high-end bikes to install anti-theft devices and GPS trackers on their vehicles. The police are also tracking an inter-state gang which is stealing high-end bikes and have urged owners of bikes to comply with their requests.

Ex PMs, journalist appear in court on treason charges

A Pakistani court has withdrawn arrest warrants issued against a prominent journalist and ordered that travel restrictions on him be removed, as hearings in a treason case against him and two former prime ministers continue.

On Monday, a three-member bench of the Lahore High Court adjourned proceedings in the case against former Prime Ministers Nawaz Sharif and Shahid Khaqan Abbasi as well as journalist Cyril Almeida.

Sharif is accused of committing “treason” for implying that Pakistan’s military and intelligence services allowed attackers involved in the 2008 Mumbai attacks, which killed more than 160 people, to operate with impunity.

“Militant organisations are active. Call them non-state actors, should we allow them to cross the border and kill 150 people in Mumbai? Explain it to me. Why can’t we complete the trial?” Sharif said in the interview with Almeida published in Dawn newspaper in May.

Sharif was dismissed as prime minister on corruption charges last year, and subsequently jailed after being convicted by an anti-corruption court. Last month, Sharif, his daughter Maryam and son-in-law Muhammad Safdar were released on bail in that case as their appeals continue to be heard.

Almeida was named in the petition as having allegedly abetted Sharif. Former PM Abbasi, who succeeded Sharif, is accused of having leaked national security secrets to Sharif.

‘A worrying precedent’
Last month, the court ordered Sharif to appear before it for the hearing, issued arrest warrants for Almeida and placed international travel restrictions on him.

On Monday, the court appeared to take a more lenient view, as Almeida appeared before the bench personally.

“The [restrictions] were only to ensure that he was present,” judge Mazhar Ali Akbar Naqvi told a packed courtroom, where Abbasi and Sharif were also present.

A look at Nawaz Sharif’s political career
The court ordered the government to provide a formal reply on whether or not it was prepared to move ahead with placing treason charges against the former prime ministers.

Under Pakistani law, the court cannot indict the three accused on treason charges unless the federal government has filed those charges.

“You are not being fair,” said judge Masood Jehangir, accusing the government of dawdling over framing a course of action. It ordered the attorney general to appear at the next hearing to be held on October 22.

The hearing on Monday failed to adjudicate on the maintainability of the petition.

Rights groups have criticised the court for holding hearings in the case, and particularly for summoning Almeida.

After the last hearing, the Human Rights Commission of Pakistan said the case was setting a worrying precedent for press freedom in the country.

“The ease with which Mr Almeida’s interview with the former Prime Minister was perceived as an attempt to allegedly defame state institutions, and the pace at which this has spiraled into charges of treason, only serve to further choke press freedom in Pakistan,” HRCP said in a statement.

On Monday, former PM Abbasi said the case against the three accused was baseless.

“There is no case,” he told media in the courtroom, minutes before the hearing got underway. “This is an entirely frivolous petition.”

K’taka Min DK Shivakumar booked by police for not removing illegal ad banner

Bengaluru police have booked Karnataka Water Resources Minister DKShivakumar for allegedly not taking down an advertisement banner,despite being issued a formal ban. Byatarayanapura Police Station has
registered a case against the minister and Congress’troubleshooter-in-chief based on a complaint by Muthuraj, an assistant revenue officer of RR Nagar Zone of the Bruhat Bengaluru Mahanagara
Palike (BBMP), according to the complaint.

The FIR has been filed under Section 3 (Penalty for unauthorised disfigurement by advertisement) and 5 (punishment for abettors) of Karnataka Open Place Disfigurement Act 1951 and 1981, under Sections
233 and 285 (prohibition against obstruction to streets) of Karnataka Municipal Corporation Act 1976 as well as Section 188 (Disobedience to order duly promulgated by public servant) of the Indian Penal Code.

The FIR mentioned although Shivakumar was served notices on August 13, 15, 30 and September 1, he did not act on them and the police complaint was filed.

The banner in question was installed by the minister on land in Pantapalya off Mysore Road and according to the complaint, the minister refused to act or answer notices by the BBMP.

Although there was a ban on the use of flex banners in the city as part of the plastic ban, the use was rampant until the Karnataka High Court forced the BBMP to act while hearing a Public Interest
Litigation in August. The court had taken strong exception to the initial lackadaisical approach by the BBMP over the issue and even held the chief secretary responsible for its inaction. Following this,
the BBMP has been proactive in removing both flexes and billboards in the city.

After criticism by the HC, the BBMP finally passed its long-awaited ‘Outdoor Signage and Public Messaging’ bylaws that’s been in the works since 2015, and put an official ban on all forms of outdoor
advertisements in the city for a year.

Shivakumar, who visited in Mahakaleshwar Jyotirlinga temple in Ujjain,Madhya Pradesh on Sunday, could not be reached for a comment.

This FIR comes in the wake of four separate cases filed by the Income,Tax Department against Shivakumar and one case by the Enforcement Directorate. All the five cases are in connection with raids conducted
by the central agencies against the veteran politician in various locations in the country since August 2017. Shivakumar was first raided in August 2017 at the Eagleton resort in Bidadi near Bengaluru,

International team to examine Pakistan’s efforts against terror financing

A team of international experts has arrived in Pakistan to examine the country’s efforts to block terror financing through money laundering and illegal remittances, a media report said on Monday.

The team of the Asia Pacific Group (APG), an arm of the Paris-based Financial Action Task Force (FATF), arrived here on Sunday night to begin a 12-day “on-site inspection” of the country, Dawn news said in its report.

The team will review systems, networks and mechanisms of various institutions and agencies to ascertain if Pakistan was following through on its global commitment to get out of the FATF grey list.

The on-site inspection will verify actions taken and progress made by Islamabad.

The APG delegation comprises experts from Britain’s Scotland Yard, US Department of Treasury, Financial Intelligence Unit of Maldives, Indonesian Ministry of Finance, Peoples’ Bank of China, and the Justice Department of Turkey.

The FATF decided in February to place Pakistan on its grey list in June on a campaign pushed through by the US and its European allies for allegedly not doing enough to ban UN- and Washington-designated religious organisations and rein in their activities.

The ministries of interior, finance, foreign affairs and law besides the State Bank of Pakistan (SBP), Securities and Exchange Commission of Pakistan (SECP), National Counter-Terrorism Authority (Nacta), Federal Investigation Agency (FIA), Federal Board of Revenue (FBR), National Accountability Bureau (NAB), Anti-Narcotics Force (ANF), Financial Monitoring Unit (FMU), Central Directorate of National Savings and provincial counter-terrorism departments would remain available for briefings and explanations.

Last week, the government announced that it had finalised amendments to relevant laws that would be presented to the Prime Minister and his cabinet for approval, Dawn reported.

The former government negotiated a 10-point action plan to meet about 40 standards of the FATF by September 2019 to get out of the grey list.

Ex-Sri Lankan Minister arrested for pro-Tamil Tiger comment

A former Sri Lankan Minister was arrested on Monday for calling for the return of the Tamil Tigers, a guerrilla group that waged a long civil war in the island nation.

Vijayakala Maheswaran, who was arrestedwhen she went to testify to the Organized Crime Division of Sri Lankan police, had made the comments at an event in June when she was the Deputy Minister of Women’s Affairs, a police source told Efe news.

“When we consider our lives prior to May 18, 2009, today’s circumstances call for the re-emergence of the LTTE (Liberation Tigers of Tamil Eelam). To enforce the safety of our children and women, to see them come home safely from their schools, LTTE governance must come into operation,” Maheswaran had said.

According to her, crime was almost non-existent in northern Sri Lanka during the guerrilla regime but started to rise since the conflict ended almost a decade ago.

The comments had led to a political storm in the country, especially among Sinhalese nationalist politicians, including the supporters of former president Mahinda Rajapaksa, who on July 3 interrupted a Parliament session demanding the ouster of Maheswaran.

Parliament had referred the incident to the attorney general and the police had started a parallel investigation to determine whether the ex-minister’s comments had jeopardised national security.

Maheswaran had entered politics after her husband Thyagarajah Maheswaran – only member of the ruling United National Party to have been elected from Jaffna – was murdered in 2008.

According to unofficial figures, the civil war in Sri Lanka between the army and the Tamil Tigers from 1983 to 2009, had killed between 60,000 and 100,000.

Pro Kabaddi: Puneri Paltan show grit, hold U Mumba to 32-32 draw By Debayan Mukherjee

Chennai Former champions U-Mumba led for large parts but eventually succumbed to the grit of local rivals Puneri Paltan and settle for an entertaining 32-32 draw in the opening day’s second game of the Pro Kabaddi tournament here at the packed Jawaharlal Nehru Indoor Stadium on Sunday.

After inflicting the only all out of the match in latter stages of the first half, U Mumba pulled away from 20-20 at one stage early on in the second period to lead by two points in the dying seconds of the tie.

But a successful raid from Monu followed by the Pune defence hacking down U Mumba’s star raider Siddharth Desai to the mat dashed U Mumba’s hopes of starting afresh after a dismal previous season where they lost four of their last five matches to miss out from the qualification scenario for the playoffs.

Nitin Tomar racked up 15 raid points for Pune while Desai scored one less for U Mumba as both the Maharashtra sides fought tooth and nail till the final whistle in an exhibition of fitness shown by both sets of players.

With the result, U Mumba have now failed to get past Pune on five occasions in the last six meetings.

There was nothing to choose between teams for much of the first period barring U Mumba inflicting an all out on their local rivals who frittered their three-point lead at one point (9-6) to trail 14-18.

However, two successful raids from Nitin Tomar coupled with Siddharth Desai failing to get the better of Pune defence helped Pune end the half at 18-20.

Post the breather, Monu helped Pune take the first point with a successful raid. Abhishek Singh faltered for U Mumba to level proceedings at 20-20 but Rohit Baliyan restored his side’s lead to two points.

In form Siddharth then scored a super raid to stretch U Mumba’s lead to four points (21-25) but Tomar kept Pune in the game till the end and his efforts paid off when first Monu raided successfully followed by the Pune defence hacking Siddharth to the mat to level proceedings.

ISL 2018: Bengaluru FC play 2-2 draw vs Jamshedpur FC

Bengaluru, Oct 7 (IANS) Late goals in the Hero Indian Super League match 9 at the Kanteerava Stadium on Sunday saw Jamshedpur FC hold Bengaluru FC to a 2-2 draw.

Nishu Kumar’s stunning volley at the stroke of half-time put the hosts ahead. However, youngster Gourav Mukhi made history when he came on for Jamshedpur FC as substitute and scored on his debut to equalize in the 81st minute.

Later, Sunil Chhetri’s header in the 88th minute put the hosts ahead. However, Jamshedpur’s Sergio Cidoncha’s effort in added time (90+4) denied the hosts a win at home.

On Sunday, Tim Cahill and Michael Soosairaj got their much-awaited debut in the ISL as Jamshedpur FC head coach Cesar Ferrando named an attacking side to take on last season’s finalists.

Carles Cuadrat’s Blues were unchanged from their 1-0 win over defending champions Chennaiyin FC.

Ferrando’s side started the game on the front foot but the first real threat came from the home side 12 minutes into the match.

The visitors piled up the pressure as the first half progressed but their final delivery into the box lacked clarity.

Just near the half-time, the ball fell to Nishu Kumar outside the box who unleashed a stunning strike into the top left corner of the net, leaving the visiting goalkeeper Subhasish Chowdhury helpless and stunned.

The hosts went into half-time with a 1-0 lead.

Later, when 19 minutes was left on the clock, 16-year-old forward Mukhi replaced Jerry Maiwa to become the youngest ever player to make his debut in ISL. Ten minutes later, the youngster produced a moment of brilliance to bring Jamshedpur back into the game.

Just when the visitors thought they were done for the day, Harmanjot Khabra’s long ball into the box from the right flank was headed into the net by Chhetri to put the hosts back into the lead in the 88th minute.

However, Jamshedpur FC pulled one back right at the death. Arques’s cross into the box in the added time saw Cidoncha place his effort into the far post to ensure that they pick a crucial point away from home.

The hard fought draw earned kept Jamshedpur FC unbeaten run here at the Kanteerava Stadium.

Eminent cancer surgeon Sultan Pradhan conferred Dhanvantari Award

Mumbai Eminent surgical oncologist of Mumbai Sultan A. Pradhan was conferred the prestigious Dhanvantari Award at a function held here, an official said.

Maharashtra Governor C. V. Rao did the honours on Sunday night before dignitaries including NCP leader Sharad Pawar, former Chief Minister Sushilkumar Shinde, D.Y. Patil, Rahul Goyal and others.

Speaking on the occasion, Rao described Pradhan “as a gentle giant in the field of cancer surgery who had given a new lease of life to many”, and discussed various initiatives undertaken to eradicate cancer from the remote tribal areas of Maharashtra.

Replying to the felicitations, Pradhan pledged to take forward the movement of affordable cancer treatment to the deprived sections of society and eliminate the “Sea of Sorrow” arising out of the lack of access to sophisticated health care.

Managing Trustee of Dhanvantari Medical Foundation Rahul Goyal provided an insight into the history behind the awards launched by his father, late cardiologist B.K. Goyal since 1971.

Trained at Mumbai’s Tata Memorial Cancer Hospital and New York’s Sloan Kettering Cancer Centre, Pradhan currently functions at the Prince Aly Khan Hospital, P.D. Hinduja Hospital and Breach Candy Hospital of Mumbai, said the official.
