44 killed in Tanzania ferry capsize

At least 44 people were killed when a passenger ferry carrying hundreds capsized in Tanzania’s Lake Victoria, officials said.

The accident took place on Thursday between two islands in Lake Victoria, the largest lake in Africa, which straddles the borders of Tanzania, Uganda and Kenya, reports CNN.

The exact number of those on board wasn’t immediately known because the ferry was overloaded, according to media reports.

Reports varied but the ferry may have carried between 400 and 500 people.

By Thursday night, 37 people had been pulled out of the water by emergency teams during a rescue operation, which was halted because of poor visibility.

Regional Commissioner John Mongella told Tanzanian television channel ITV that emergency teams would continue their search on Friday morning.

Boat disasters are frequent on Tanzania’s waters, where ferries often exceed their capacity.

Some 200 people were killed after an overloaded vessel hit strong winds off the island of Zanzibar in the Indian Ocean in 2011.

The boat had a capacity of 620 passengers but was carrying over 1,000 people.

Militants kill 3 abducted policemen in J&K

Militants on Friday killed three abducted policemen in Jammu and Kashmir’s Shopian district.
“Three bullet-riddled bodies were recovered from Kapran village in the morning. The slain policemen have been identified as Firdous Ahmad Kuchai, Nisar Ahmad Dhobi and Kuldeep,” police sources said.

Reports said fourth abducted person, a civilian, was released unharmed.

The four people were abducted on Thursday night from Kapran and Batgund villages.

The victims were Special Police Officers (SPOs).

Militants have been threatening SPOs in south Kashmir areas to give up job or face consequences.

Nun rape: Bishop questioning enters Day 3

The Kerala Police began questioning Bishop Franco Mulakkal, accused of raping a nun, for the third consecutive day on Friday, even as demands for his arrest grew.

Mulakkal has been accused of repeatedly sexually abusing the nun between 2014 and 2016. Nuns have been protesting in Kochi for the past 14 days demanding his arrest.

The bishop, who belongs to the Roman Catholic Diocese in Jalandhar, Punjab, has been questioned for seven hours each on two days starting Wednesday near here at a Crime Branch office.

He was accompanied by his counsel and a few priests as he arrived for the questioning under heavy police escort around 10.45 a.m.

With Chief Minister Pinarayi Vijayan leaving for medical treatment to the US, Industries Minister E.P. Jayarajan, the de facto Chief Minister, speaking to the media, said that the probe was advancing in the right direction.

“The state government has always been with the victim and whosoever does a wrong — the wrongdoer will be taken to task,” he said.

Kottayam police chief Hari Sankar, who leads the police probe team told the media on Friday that at the moment they were unable to say anything about the arrest.

“It will only be decided after the interrogation is over. It is completely the prerogative of the investigating officer. And there is no need for him to take any permission from anyone. We have already consulted legal experts,” said Hari Sankar .

He also met Inspector General of Police Vijay Sakhre, who is heading the probe team.

For the past two days, K. Subash, the deputy superintendent of police, was the investigating officer. He was also the first one to meet the bishop when he questioned him in Jalandhar in August.

The Kerala High Court will be hearing the bishop’s anticipatory bail plea on September 25.

An FIR was registered against the bishop and a 114-page detailed statement was taken from the nun and other inmates of the convent.

Intensify international fight against tax evasion, money laundering: Guterres

UN Secretary-General Antonio Guterres has called for intensifying the war on illegal financial transfers, money laundering and tax evasion as one of the ways to ensure countries had adequate funds for development.

The world needs “a surge in investment” in the Sustainable Development Goals, Guterres said on Thursday unveiling his plans for the launch during the high-level meeting of the General Assembly next week of a strategy to mobilise financing for development.

“Simultaneously, I appeal to the international community to take much more effective steps to fight illicit flows of capital, money laundering and tax evasion, which continue to siphon away much-needed funds for development from the developing world,” he said at a news conference.

“The UN, for its part, will continue to support developing countries in creating conditions for mobilizing domestic resources, including through tax reform and other good governance measures,” he added.

Surveying the global scene, Guterres said: “Multilateralism is under attack from many different directions precisely when we need it most.

“I will use my meetings and other opportunities next week to press for renewed commitment to a rules-based global order and to the UN.”

When asked if he thought US President Donald Trump was a threat to multilateralism, Guterres said: “I don’t like to personalise things.”

He said there was a general erosion of trust — in political institutions, international organisations and among nations — for different reasons and “multilateralism has been in the fire”.

Of his three initiatives at the high-level session, another is the “Action for Peacekeeping”.

“Our aim is to build on the peacekeeping successes of the past and to help our missions succeed in today’s protracted and volatile contexts,” he said.

Ahead of the meeting, he created a Declaration of Shared Commitment, which “represents a clear and urgent agenda for peacekeeping, and all stakeholders have made very specific commitments”.

It has been signed by 128 countries, including India.

Outlining the dire problems in peacekeeping, Guterres said: “Peacekeepers are facing increasing threats while seeking to implement frequently large and complex mandates. Peacekeeping fatalities are at the highest level in a generation. Equipment is often inadequate, and political processes remain fragile or absent in several of the situations.”

He is also launching a new strategy called “Youth2030” as well as a “Generation Unlimited” initiative.

These aim at “first, doing more to respond to the aspirations of young people, in particular quality education and decent jobs, and and second, giving them a voice in decision-making at all levels”, he said.

Restrictions to prevent Muharram procession in Srinagar

Authorities in Jamuu and Kashmir on Friday imposed restrictions in parts of the Srinagar city to prevent the 10th Muharram procession, police said.

The restrictions were imposed in Rainawari, Nowhatta, Khanyar, M.R.Gunj and Safa Kadal in the old city area while partial restrictions were put in the uptown Kothibagh area.

“The restrictions are preventive in nature and have been imposed to maintain law and order,” an officer said.

Since 1989, authorities have not allowed the 8th and 10th Muharram procession here due to security reasons.

Shia Muslims carry out mourning processions on the 10th day of the Muharram month to commemorate the martyrdom of Imam Hussain, grandson of Prophet Muhammad .

Export credit falling due to heavy-handed approach to NPAs: Chidambaram

The BJP-Congress spat over bad loans of banks continued on Friday with former Union Finance Minister P. Chidambaram blaming the government’s “heavy-handed” approach to the NPA problem for the sharp decline in export credit.

He said despite government’s claims of taking steps to boost exports, the export credit had declined sharply to Rs 22,300 crore in June from Rs 39,000 crore in the same month in 2017.

“Export credit declined from Rs 39,000 crore in June 2017 to Rs 22,300 crore in June 2018. Yet government claims that it is taking steps to boost exports,” Chidambaram tweeted.

“Thanks to the NDA government’s heavy-handed approach to the NPA problem, banks have no money to lend and bankers have no mind to lend,” he added.

“In a climate of suspicion and vendetta, the only thing a banker looks forward to is the date of retirement.”

A day after Union Finance Minister Arun Jaitley blamed the UPA government in his blog for the non-performing assets (NPA) crisis, Chidambaram said for the Bharatiya Janata Party government, every problem was due to the Congress “legacy”.

“For the BJP government, its bloggers and bhakths, every problem is a ‘legacy’ issue. Wish to remind them that lifting 27.1 crore people out of poverty is also a ‘legacy’ issue,” the Congress leader said.

Referring to a report released by the United Nations Development Programme (UNDP) and the Oxford Poverty and Human Development Initiative (OPHI), he said that 27.1 crore people in India were lifted out of poverty in the 10 years between 2005-06 and 2015-16.

“Of those 10 years, the UPA was in the government for eight years.”

Chidambaram’s remarks came a day after Jaitley said all bad loans were given prior to 2014 when the United Progressive Alliance government was in power and that it took no effective steps to recover or reduce the NPAs.

Speaking to the media, I said, The statement was quoted as saying whether the people of the state should wait.

I was not quoted as saying that Yeddyurappa was born on Thursday morning, a senior party activist who had stirred up the allegation against Yeddyurappa. The government said that I knew what to do with it. Yeddyurappa’s central government has come forward to say that we will release the record of corruption in the evening.

The CM said the Congress and the JD (S) MLAs would go to Maharashtra’s resort on the one hand and asked whether the government would remain.

Imran Khan seeks to re-start bilateral talks with Modi

Pakistan’s new Prime Minister Imran Khan has written a letter to his Indian counterpart Narendra Modi, the Foreign Office said here Thursday, seeking to re-start the bilateral talks on key issues “challenging the relationship” including on terrorism and Kashmir.

In the letter dated September 14, the cricketer-turned-politician, who became the prime minister last month, proposed a meeting between Foreign Minister Shah Mehmood Qureshi and his Indian counterpart Sushma Swaraj on the sidelines of the UN General Assembly in New York this month.

“Building on the mutual desire for peace between our two countries, I wish to propose a meeting between Foreign Minister Makhdoom Shah Mahmood Qureshi and External Affairs Minister Sushma Swaraj, before the informal meeting of the SAARC foreign ministers at the sidelines of the upcoming UN General Assembly in New York,” Khan wrote.

Pakistan and India have an “undeniably challenging relationship”, he said, while responding to Modi’s letter to him on August 18. In the letter to Khan, Modi conveyed India’s commitment to pursue “meaningful” and “constructive” engagement with Pakistan and emphasising the need to work for a terror-free South Asia.

Pakistan’s Ministry of Foreign Affairs’ Spokesperson Mohammad Faisal said on Twitter: “PM (Imran Khan) has responded to PM Modi, in a positive spirit, reciprocating his sentiments. Let’s talk and resolve all issues. We await formal response from India”.

In the letter to Modi, Khan wrote: “We, however, owe it to our peoples, especially the future generations, to peacefully resolve all outstanding issues, including the Jammu and Kashmir dispute, to bridge differences and achieve a mutually beneficial outcome”. The Pakistan Tehreek-e-Insaf (PTI) chief thanked Prime Minister Modi for his “warm greetings” and best wishes on his assumption of charge as the Prime Minister of Pakistan.

The two ministers (Qureshi and Swaraj) could explore the way forward, Khan said, adding that the SAARC Summit in Islamabad “will offer an opportunity for you to visit Pakistan and for us to re-start the stalled dialogue process”.

Ties between India and Pakistan nose-dived following a spate of terror attacks on Indian military bases by Pakistan based terror groups since January 2016. Following the strikes, India announced it will not engage in talks with Pakistan, saying terror and talks cannot go hand-in-hand.

Amid heightened tension with Pakistan over Uri terror attack in which 18 soldiers were killed, India had pulled out of the SAARC Summit to be held in Islamabad in November, 2016. The summit was called off after Bangladesh, Bhutan and Afghanistan also declined to participate in the meet.

Kohli, Mirabai named for Khel Ratna

The Sports Ministry on Thursday approved the names of Indian cricket captain Virat Kohli and ace weightlifter Saikhom Mirabai Chanu for the country’s highest sporting honour — Rajiv Gandhi Khel Ratna — ard, which will be given away by President Ram Nath Kovind at a specially organised function at the Rashtrapati Bhawan on Tuesday.

Both Kohli and Chanu will be presented a cash prize of Rs 7.5 lakh each apart from a medal and a citation.

The ministry also released the names of 20 Arjuna awardees for the year which includes star woman cricketer Smriti Mandhana, sprinter Hima Das, javelin thrower Neeraj Chopra and table tennis star Manika Batra, among others.

Apart from these four, the others are Indian hockey stars Manpreet Singh and Savita Punia, long distance runner Jinson Johnson, shuttler N.Sikki Reddy, boxer Satish Kumar, golfer Shubhankar Sharma, Ravi Rathore (Polo), shooters Rahi Sarnobat, Ankur Mittal, Shreyasi Singh, paddler G.Sathiyan, tennis star Rohan Bopanna, wrestler Sumit and Pooja Kadian (Wushu).

Para athletes Ankur Dhama and Manoj Sarkar will also be awarded the Arjuna award, that includes a certificate and a cash prize of Rs 5 lakh each.

Among the winners of the Dronacharya awards are boxing coach Chenanda Achaiah Kuttappa, Vijay Sharma (Weightlifting), A. Srinivasa Rao (TT) and Sukhdev Singh Pannu (Athletics).

The ministry also named Clarence Lobo (Hockey), Tarak Sinha (Cricket), Jiwan Kumar Sharma (Judo) and V.R. Beedu (Athletics) for the Dronacharya Award for Lifetime Achievement.

Satyadev Prasad (Archery), Bharat Kumar Chetri (Hockey), Bobby Aloysius (Athletics) and Chougale Dadu Dattatray (Wrestling) have been named for the Dhyan Chand Award.

Karnataka CM to meet public once a month

Karnataka Chief Minister H.D. Kumaraswamy would meet the public at his home-office in the city centre only once in a month, instead every week, an official said on Thursday.

“Doctors have advised him to meet people once a month,” an official from the Chief Minister’s Office (CMO) told IANS here.

Kumaraswamy, 58, who underwent a heart surgery in 2017, was meeting at least 3,000 people every week during the ‘Janata Darshan’ (public interface) to listen to their grievances.

“The Chief Minister was developing fever and respiratory issues after the meetings which last over 12 hours and the doctors have advised him to hold them once a month,” the official added.

Besides the Janata Darshan, started on September 1, at least 150 people are lining up outside the Chief Minister’s home-office every morning since he took office on May 23, seeking his intervention on various issues.

In July, about 250 unemployed youth from across the state were offered jobs after a special team from the CMO tied up with various companies to provide employment on Kumaraswamy’s directions.

Several poor people also come to the Chief Minister seeking help with housing, pension and other benefits from the state.
