Mumbai: A 51-year-old man, whose family has a deposit of over Rs 90 lakh with the troubled Punjab and Maharashtra Bank Cooperative (PMC) Bank, died due to a heart attack, sources said on Tuesday.

Sanjay Gulati, a resident of suburban Oshiwara, went to a protest march held outside a city court on Monday morning and had been under stress because of his deposit being stuck, said Manali Narkar, who was among the agitating depositors.

Gulati was there at the protest along with his 80- year-old father, Narkar said. In a video made at the protest site, Gulati’s father claimed that the family has a deposit of over Rs 90 lakh with the bank, she said.

Gulati died due to a heart attack while having dinner on Monday, a senior official at Oshiwara police station said.

Narkar said a few of the depositors will be attending Gulati’s last rites to be held here around noon, and added that they will also be holding a peaceful candle light march in the evening.

According to reports in a section of media, Gulati lost his job after the grounding of Jet Airways and is survived by a specially-abled son, who requires regular medical treatment.

The PMC Bank has been placed under “directions” by the RBI since last month, wherein depositors’ withdrawals have been capped.

The limits were increased to Rs 40,000 by the RBI on Monday, and the central bank said 77 per cent of the customers will be able to fully withdraw their deposits with this move.

The limits were earlier capped at Rs 1,000, and subsequently raised to Rs 10,000 and Rs 25,000 as the bank’s liquidity position improved.

Harried depositors of the bank, which has deposits of over Rs 11,000 crore, have been protesting across the city, and also forced Finance Minister Nirmala Sitharaman to meet them last week when she was out to address a pre-election media conference here.

Sitharaman then urged RBI Governor Shaktikanta Das to urgently look into the woes of the depositors, after which the deposit withdrawal limits were hiked to Rs 40,000.

Four people, including promoters of realty firm HDIL to which the bank made the sour loans, and the lender’s former chairman and ex-managing director have so far been arrested in connection with the alleged Rs 4,355 crore scam.

Captured killer tiger loses freedom, to spend life at rescue centre

BENGALURU: The killer tiger, which had kept forest officials on their toes for five days before it was captured near Gopalaswamy Betta Range of Bandipur Tiger Reserve on Sunday, will never roam free again. According to the Forest Department, the five-year-old male, weighing around 170 kg, will remain at Kooragahalli Wildlife Rescue and Rehabilitation Centre, 15km from Mysuru, for the rest of its life.

The animal was counted in the last tiger census in Nagarahole Tiger Reserve. Camera trap analysis revealed that it had travelled from Nagarahole (Antharsanthe) to Molleholle to Kundakere in Bandipur, and then to GS Betta Range, before being captured.

“Since it is a healthy male and has no injuries, we want to release the big cat back in the forest. But there is pressure from people not to do so. Besides, no risk can be taken again as it has killed two humans, though it was because of fear and hunger. Around five years ago, when a tiger captured in Chikkamagaluru was released in Dandeli, it had died. This earned the department a lot of flak, we don’t want that,” a senior official told TNIE.

Some forest officials have recommended a few places where the animal can be released as an experiment, like Bannerghatta National Park or BR Hills or Bhadra Reserve, where the tiger population is low and pressure from humans on the forests is also less.

Principal Chief Conservator of Forests (Wildlife) Sanjai Mohan said he was aware of the pressure from both quarters (to keep the animal in custody and to release it). He is also aware of the social media campaigns for and against the department. But for the safety of the animal and people, it has been decided that the animal stays in the rescue centre, he said.

Rules mandate, as does past experience, state that if a carnivore has killed a human being, it needs to be captured or killed. Had it not killed any humans, it could have been relocated.

The tiger’s new enclosure has around an acre of space where a near-to-nature environment has been created for the animal. At present, the tiger is finding it tough to adjust to the new environment. It keeps growling and is cautious even of its own shadow. It is very alert, said an officer from Mysuru.

Balachandra T, Director, Bandipur Tiger Reserve, said there was no need for DNA tests as the animal was captured after thorough verification of photographs and camera trap images. He added that for DNA analysis, there should be a sample base for verification. But that is not available with the department. Only faecal matter analysis could be done, but that too when the tiger was captured just two days after it had killed the humans. This report could have been matched with the humans’ DNA for verification, but that is out, he said.

The National Centre for Biological Sciences is preparing a DNA database for captured and seized tigers and items for analysis. Samples from the wild will also be collected and stored.

LEARNING EXPERIENCE
The whole exercise of capturing the tiger was a learning experience for the department. PCCF Sanjai Mohan said they have realised the need for infrared cameras and completely stop the use of flash cameras. The department has one night-vision camera and more will be procured in the coming days. Thermal cameras are also on the cards. The department has also written to the government to deploy more veterinarians. At present there are just five, but at least 10 are required, Mohan said.

DUBAI: Virat Kohli reached within one point of top-ranked Steve Smith in the Test batsmen rankings after the India skipper scored an unbeaten 254 in the second Test against South Africa to help his team seal the series 2-0.

Opener Mayank Agarwal also rose in the rankings, breaking into the top 20.

His innings of 108 in the second Test against South Africa helped him progress eight places to reach the 17th position.

Cheteshwar Pujara and Ajinkya Rahane, at fourth and ninth places respectively, are the other two Indian batsmen in the top 10.

Ravichandran Ashwin also jumped three spots to number seven while Bumrah continued to remain third in the bowlers’ rankings.

Among the all-rounders, Ravindra Jadeja is at number two behind West Indies skipper Jason Holder while Ashwin occupies the fifth place.

No time to lose for Sourav Ganguly and team

Although he has just nine months as BCCI chief, ability to survive in chaos signs of Ganguly’s efficiency  

CHENNAI: Soon after Sourav Ganguly’s ascent to the post of BCCI president got confirmed late on Sunday evening, WhatsApp displays of some of those present at the meeting in the Mumbai hotel started changing into selfies with the man in the hot seat. Representatives of various state associations alright, they are also fans. It showed the new chief’s popularity among the set of people he will be presiding over, for the next 9-10 months or so at least.

That is one catch this new BCCI has decided to embrace. President Ganguly, secretary Jay Shah and joint-secretary Jayesh George all have to demit office around July-August next year and take the mandatory cooling-off period. They will be completing six years in office by then. This means after a lot of effort to select the candidates, the brainstorming has to start afresh. A new set of officials will have to be elected unless the rule changes.

Some of those who attended the meeting of former and current officials reckoned it was the lack of candidates who don’t face the cooling-off break that forced them to opt for persons who will become ineligible in 2020. “We thought it’s better to go with the best possible options instead of counting how many months remain before they take the break. Rebuilding image is priority and we have the right men in different positions to take care of everything,” said a BCCI veteran who was part of deliberations.

Matters expected to test Ganguly the most are not directly related to cricket. In full charge of a state unit for four years after the death of Jagmohan Dalmiya, the 47-year-old has had the time to see how things work in BCCI. That he succeeded in influencing members to choose him in the face of competition shows he is getting a hang of this, even if it means he enjoyed support from influential quarters. 

Getting good at this game of survival separates him from other former India captains like Anil Kumble or Dilip Vengsarkar, who could not last in administration for as long as they would have liked. But, as they say in cricket, he has just started a new innings.

In his four years as president of Cricket Association of Bengal, Ganguly has been proactive on the cricket front. He has done the much-needed work of upgrading the underground drainage system at Eden Gardens and ordered changes in the nature of pitches for local cricket. Those who work under him reckon he is quick in identifying these problems and addressing them. So cricketers can expect things to get better with Ganguly at the helm.

Ganguly and other candidates for the various posts will have their first meeting in Mumbai on Tuesday after the scrutiny of nominations. It will be more of a team-building exercise and the new officials will formally start functioning after the AGM on October 23. Once they get down to business, expectations will be high of the first BCCI office headed by a former India captain.

BCCI has not been in greatest of position for the last three years. Its image has got tarnished. It’s a great opportunity for me to do something good. In the next few months, we can put everything in place and bring back normalcy in India again.
We will speak to everyone but my biggest priority will be to look after first-class cricketers. I had requested the CoA but they didn’t listen. That’s the first thing I will do, look after the financial health of first-class cricketers. Their remuneration needs to be increased manifold.


I am not sure whether we will get the services of the best cricketers in the system, because they will have other options to avail. Because if they come into the system and not get to do what is their livelihood, it is difficult for them to be part of this system. This needs to be sorted as it is another very serious issue.
That’s one area we will have to take care of, because in the last 3-4 years, we have not received the kind of money we deserve. India generates 75-80% per cent of global cricket revenue, so that’s going to be one of the big agendas.
Nothing can beat being an India captain. In 2000, when I was made the captain, there were issues in Indian cricket. I was looked at someone who could do the job. In this case, it’s not about whether you are player or not, it’s about the ability.

Ayodhya case: Security for UP Waqf board chairperson Zufar Ahmad Farooqui

NEW DELHI: With just a few days left for the verdict in the decade-old Ayodhya land dispute case, the Supreme Court Monday directed the Uttar Pradesh government to provide security “forthwith” to the UP Sunni Central Board of Waqf chairperson Zufar Ahmad Farooqui as he apprehended threat to his life. Through mediator Sriram Panchu, Farooqui informed the court about the threat to his life.

A five-judge Constitution bench directed the UP government to provide security to Farooqui. The development comes a day after Section 144 of the CrPC, banning the assembly of four or more people, has been imposed in Ayodhya district and surrounding areas in Uttar Pradesh till December 10, in anticipation of the judgment in the case.

The statement came at a time when the hearing in the case has reached its final leg and is likely to be concluded this week, senior advocate Rajeev Dhavan appearing for Muslim parties told the bench that, “Your Lordship didn’t ask question to the other side.

All the questions have been asked to us only. Of course, we are answering them.” Opposing the statement by Dhavan, senior advocate C S Vaidyanathan, representing deity Ram Lalla, said, “This is unwarranted.” Dhavan’s remark came when the bench said that the idea behind erecting iron railing at the disputed site was to separate the inner courtyard from the outer courtyard.

BHIWANDI (Maharashtra): Ahead of the Maharashtra elections, AIMIM chief Asaduddin Owaisi slammed Congress and asked it to stop pretending to be the saviour of Indian Muslims.

“If for more than 70 years, the Muslims have continued living in India it is not because of your (Congress) grace, but due to the Constitution and the one above (God),” Owaisi said addressing an election rally for his party’s candidate from the Bhiwandi West seat on Monday.

In the same rally, Owaisi had also targeted Congress leader Rahul Gandhi and said when a ship sinks, the captain evacuates everyone safely but Gandhi is a captain who himself left on seeing Congress ship sink.

“When a ship sinks in the middle of a sea, the captain evacuates everyone safely but Gandhi is a captain who himself left after seeing the Congress sinking. Muslims are not alive due to Congress’ mercy on us for 70 years, rather we are alive because of the Constitution and by the grace of God,” said Owaisi.

The AIMIM leader, however, also slammed RSS chief Mohan Bhagwat at the same rally, by stating that India never had been a ‘Hindu Rashtra’ nor will he and AIMIM let it become one.

“India is not a Hindu Rashtra and we will never let it become one, we are strongly against it,” Owaisi said in response to Bhagwat where the RSS chief referred to India as a country of Hindus.

Addressing a meeting of intellectuals in Bhubaneswar on Saturday, Bhagwat had said: “We are a country of Hindus. Hindu is not the name of a language, province or country but a culture, which is the legacy of all people living in India.”

Owaisi did not spare Prime Minister Narendra Modi and the anti-triple talaq law passed by his government too as he went ahead to add, “Our Prime Minister speaks a lot on the issue of Triple Talaq, I am in anguish because of one wife, while the ones who have none, they are happy.”

AIMIM is likely to contest on 44 out of the 288 seats in Maharashtra. The elections in the state will be held on October 21. The counting of votes is scheduled to begin on October 24. 

Typhoon Hagibis leaves as many as 33 dead as Japan continues rescue

The central government has deployed around 27,000 soldiers of the Self-Defence Forces (military) to take part in the rescue efforts.

TOKYO: Helicopters, boats and thousands of troops were deployed across Japan to rescue people stranded in flooded homes Sunday, as the death toll from a ferocious typhoon climbed to as high as 33. One woman fell to her death as she was being placed inside a rescue helicopter.

Typhoon Hagibis made landfall south of Tokyo on Saturday evening and battered central and northern Japan with torrents of rain and powerful gusts of wind. The typhoon was downgraded to a tropical storm on Sunday. Public broadcaster NHK said 14 rivers across the nation had flooded, some spilling out in more than one spot.

The Tokyo Fire Department said a woman in her 70s was accidentally dropped 40 meters (131 feet) to the ground while being transported into a rescue helicopter in Iwaki city in Fukushima prefecture, a northern area devastated by the typhoon.

Department officials held a news conference to apologize, bowing deeply and long, according to Japanese custom, and acknowledged the woman had not been strapped in properly. The government’s Fire and Disaster Management Agency, which tends to be conservative in its counts, said late Sunday that 14 people died, 11 were missing and 187 were injured as a result of the typhoon.

It said 1,283 homes were flooded and 517 were damaged, partially or totally. Japanese media tallies were higher. Kyodo News agency reported that 33 people died and 19 were missing. “The major typhoon has caused immense damage far and wide in eastern Japan,” government spokesman Yoshihide Suga told reporters.

News footage showed a rescue helicopter hovering in a flooded area in Nagano prefecture where an embankment of the Chikuma River broke, and streams of water were continuing to spread over residential areas. The chopper plucked those stranded on the second floor of a home submerged in muddy waters.

Aerial footage showed tractors at work trying to control the flooding and several people on a rooftop, with one waving a white cloth to get the attention of a helicopter. Nearby was a child’s school bag.

In another part of Nagano, rows of Japan’s prized bullet trains, parked in a facility, were sitting in a pool of water. A section of the city of Date in Fukushima prefecture was also flooded, with only rooftops of residential homes visible in some areas, and rescuers paddled in boats to get people out. Parts of nearby Miyagi prefecture were also underwater.

The Tama River, which runs by Tokyo, overflowed its banks, flooding homes and other buildings in the area. Among the reported deaths were those whose homes were buried in landslides. Other fatalities included people who got swept away by raging rivers.

Early Sunday, Suga said that some 376,000 homes were without electricity and that 14,000 lacked running water. Tokyo Electric Power Co. said that late Sunday that more than 66,000 homes were still without power.

Tohoku Electric Co. said 5,600 homes still lacked electricity, in the northern prefectures of Miyagi, Iwate and Fukushima. Both utilities said they were working to restore power. Several train services in the Tokyo area resumed early in the morning, while others restarted later.

Ruling party politician Fumio Kishida said the government would do its utmost in rescue operations, including making sure that those who moved to shelters were taken care of.

He acknowledged that Japan’s power grids need to be strengthened so people in disaster areas can rely on timely information. “So many risks remain, and it is a reality that we must stay on guard. We must do our utmost. In these times, a disaster can hit anytime,” Kishida said on news talk show on NHK.

The Rugby World Cup match between Namibia and Canada, scheduled for Sunday in Kamaishi, in northern Japan, was cancelled as a precautionary measure, but Japan played Scotland, to a win, as scheduled Sunday evening. Matches on Saturday had been cancelled. Stores and amusement parks had also closed, and some Tokyo stores remained closed Sunday.

As the typhoon bore down on Saturday with heavy rain and strong winds, the usually crowded train stations and bustling streets of Tokyo were deserted. But life was returning to normal on Sunday, and flights that had been grounded from Tokyo airports were gradually being resumed.

Evacuation centres had been set up in coastal towns, with tens of thousands seeking shelter. Kyodo News agency said evacuation warnings had been issued to more than 6 million people. The typhoon disrupted a three-day weekend in Japan that includes Sports Day on Monday.

The authorities had repeatedly warned that Hagibis was on par with a typhoon that wreaked havoc on the Tokyo region in 1958, but the safety infrastructure that Japan’s modernization has brought was apparent. The typhoon six decades ago left more than 1,200 people dead and half a million houses flooded.

BENGALURU: Defence production and upgradation work is set to be hit as workers of the country’s aerospace and defence production company Hindustan Aeronautics Limited (HAL) are to launch an indefinite strike starting October 14 across the country.

This, despite talks between the All India HAL Trade Unions Coordination Committee (AIHALTUCC) — which has called for the strike — and the management of the defence public sector undertaking.

The workers have demanded the settlement of wage revision effective January 1, 2017, asking for a pay parity with officers.

However, HAL union general secretary Suryadev Chandrashekar on Sunday told TNIE that discussions held with the management till Sunday did not reach any fruition.

All nine units of the industry in seven states will strike work indefinitely starting Monday, he said.

A meeting between officials and representatives of the recognised unions was held on October 12 and 13, HAL said in a communique to the media, as a solution to employees’ problems, while keeping in mind the interest of the organisation.

As a measure to address some of the issues, the management offered to enhance allowances under the Cafeteria system to 22% for workmen in Scale 1 to 10; and 20% for workmen in Special Scale as against uniform rate of 19% offered earlier.

It also assured that all the workmen would stand benefited in terms of allowances on account of introduction of the Cafeteria system.

The management also offered a revised rate of fitment benefit at 11%, the officials added. The wage negotiation committee also apprised the unions of the ill-effects of resorting to any strike or agitation which would jeopardize the interest of the employees or organization, and the nation at large.

It rued that the employees resorted to the “recalcitrant approach” despite the management’s appeals and efforts towards an amicable wage settlement.

Journos protest against Media Gag order by Karnataka Assembly Speaker Vishweshwar Hegde Kageri

Journalists from various Kannada news channels and national media staged a silent protest in Bengaluru on Thursday against the Karnataka assembly Speaker,Vishweshwar Hegde Kageri‘s decision to impose media restrictions within the assembly proceedings.
Editors and Senior Journalists,from various different regional news channels and national media representatives on Friday October 11th staged a silent protest after the karnataka assembly Speaker called for a ban on live telecast from the Assembly House. 
A photo journalist wore a black eye band condemning Karnataka Speaker’s order against media. 

News channels have been broadcasting proceedings of the Karnataka Assembly and the Vidhana Parishad since 1994.
Though the journalists approached the Speaker to lift the ban,Speaker Vishweshwar Hegde Kageri stood his ground,reiterating that restrictions were imposed as per rules.
Journalists were miffed after Kageri left the chamber without listening to their grievances.
Reacting to this,Press Club of Bengaluru with other media houses and journalists called for a protest at Bengaluru’s Anand Rao Circle. 
More than 100 Video and Photo journalists with represntatives from Regional and National Channel took part in the silent protest at Maurya Circle against the Media Gag order by Karnataka Assembly speaker for the ongoing session of 3 days he banned which miffed the representative of all private channels. 
The protest was organised by Press Club of Bengaluru President,Sadashiva Shenoy,with H.V Kiran and Anand P. Baidanamane.
Security was placed at the protest spot DCP,Central,Chethan Singh Rathore with ACP,T Basheer Ahmed with PI,Sanjeev Gowda with other officers and staff were present at the Maurya Circle. 
Former Chief Minister HD Kumaraswamy joined the protest and slammed the speaker’s move banning private channels live telecasting the Assembly Session,he said no one should restrict the fourth pillar of democracy in covering the live telecast of Assembly session as they are the who passes the ongoing sessions developments to public and said today he will raise the issue in the house of the Assembly demanding Speaker should immediately lift the ban and allow private channel to cover the live assembly session he added.He even slammed the current BS Yediyurappa-led government over the ban, which disallows national and regional private TV channels from covering the proceedings of Karnataka Assembly live.They are trying to gag the media and the fourth pillar of democracy is being stopped in its work.I condemn this and reject such a move by the speaker, he said after meeting the journalists who are staging a protest against the gag.HDK even said that there had been a proposal from the state Home ministry during his time in office.He had,however refused the proposal.The media must not stop us while are walking the corridors of Vidhana Soudha,but we must make facilities instead for them to ask questions,he told reporters.

HR Ranganath Public TV Managing Editor said,We cannot be fools to believe that the decision will be reversed because of the opposition against it.The question is not about whether the Chief Minister or the Speaker has taken the decision.We need to understand about where this idea that the Vidhana Soudha and the Assembly is a place where politicians can take unilateral decisions is coming from,He even said that politicians are eager to ensure that the news that portrays them or their party in good light should only be published. “This eagerness is increasing every day and politicians want to present a packaged news bulletin to journalists. This must be resisted not only today but also going HR Ranganath, Managing Editor of Public TV, a Kannada news channel, said at the protest. 
Hariprakash Konemane, Editor of Vijay Karnataka,a Kannada language daily newspaper, stated that this decision will be used as a precedent to take unilateral decisions. “In the first stage, TV cameras are banned from Assembly. This will be used as a precedent in the future. We have taken a stand against this in today’s edition of Vijay Karnataka in which we have published a blank picture instead of a photograph on our story on this issue,”he said.
Ranganath Bharadwaj,Chief Producer of TV9 Kannada,said,Those who are afraid of us and have something to hide take such steps we tell the world what you do during assembly session.Who eats tobacco,who lazes around and who uses their phone that’s why you are afraid of us the government is not doing the media a favor by letting us inside Vidhana Soudha it’s our duty to tell the people what their representatives are doing he added.
Another senior journalist said,This is something that people and the government need to pay attention to the media also has to instil some fear into the government the real issues are highlighted he added.
HD Deve Gowda, Janata Dal (Secular) National President: This kind of attitude of the present govt shows that it is intentionally snatching the freedom of media going on for decades. We hope & trust that this govt will reconsider its decision he added.
Senior Journalist,Ms.Shantala said,They are trying to suppress the Freedom of press it is against the interests of the people she said.
It is alleged that Several opposition leaders were also in agreement with the proposal, sources claimed.Informally, several JD(S) leaders,especially HD Kumaraswamy had supported this.When leaders are sleeping or doing something else, that gets captured.A few Congress leaders too wanted the ban to be imposed,” the source added. 
In 2012, a camera man of Private channel had captured footage of the then Karnataka MLA Laxman Sangappa Savadi watching porn on his phone inside the Assembly. Following the uproar, Laxman Savadi was forced to resign. In February 2012, the then Speaker, KG Bopaiah had banned private television channels from recording and broadcasting live proceedings of the House until a committee set up to probe Savadi’s behaviour submitted its report. The ban was later lifted.
In 2014, after the Congress came to power, the then Speaker Kagodu Thimmappa had told the media that the government was mulling a proposal to ban television cameras from broadcasting live the Assembly proceedings. However, this proposal had then fallen through.

Over 1400 people tested positive for dengue in Bihar

People in Patna have been protesting against the government’s failure in tackling the waterlogging in the city caused due to heavy rains last month.

PATNA: The dengue menace in Bihar, especially in state capital Patna, continued with official figures, released on Sunday, showing that 1404 positive cases for dengue have been reported so far from January to October 13 this year in the state. 

“Among 1404 dengue patients, 974 are from Patna alone while rest are from other districts included 112 from Bhagalpur and 32 from Vaishali,” said an official release, adding that free medical camps have been set up at various locations with ample quantity of medicines. Bleaching powder has been extensively sprayed across the state with more efforts taken in Patna. 

At different medical check-up camps, more than 35000 people were medically examined in the last few days.

Despite all these being taken, waterlogging has still been reported from localities included Golaroad and others. Various locations in Patna, which were submerged with waist-deep water till recent times after torrential rains from September 27 to 30, are worst-hit with the disease.

On Sunday, people irked with the waterlogging in the city, demonstrated in front of deputy CM Sushil Kumar Modi’s residence demanding immediate pumping out of water from their localities.

Also, residents of Rajendra Nagar organised a meeting and vented their ire on the officials’ lethargy in tackling the ‘waterlogging’. They demanded compensation for creating a man-made crisis and have decided to file a PIL soon in Patna HC on the collapsed drainage system. A journalist LK Mishra would be one of the signatories of PIL besides others.
