Pakistan set to free Indian pilot to de-escalate tensions

March 1, 2019 by Nasheman

Pakistan is set to release a captured Indian pilot in a “peace gesture” aimed at easing tensions with its nuclear archrival, after aerial clashes ignited fears of a dangerous conflict in South Asia.

Wing Commander Abhinandan Varthaman, who has become the face of the crisis between Islamabad and New Delhi, will be handed back to Indian officials at the Wagah border crossing on Friday afternoon, Pakistani foreign minister Shah Mehmood Qureshi said.

In New Delhi, the announcement of his release by Pakistani Prime Minister Imran Khan on Thursday, was seen as a diplomatic victory, with Indian leaders welcoming the pilot’s return but announcing they would remain on “heightened” military alert.

“We have an Indian pilot. As a peace gesture we will release him tomorrow,” Khan told a joint sitting of parliament in the capital Islamabad on Thursday.

At raid site, no casualties and a mysterious school

Khan also said he had unsuccessfully tried to make a telephone contact with his Indian counterpart Narendra Modi on Wednesday night.

“Yesterday, I tried to call Narendra Modi,” Khan said. “I wanted to make it clear that we do not want any kind of escalation.”

Abhinandan was shot down over Kashmir on Wednesday, after a dogfight in the skies over the disputed Himalayan region which sent tensions between India and Pakistan to their highest levels in years and alarmed world powers, who issued calls for restraint.

“As the prime minister has said, as a peace gesture and to de-escalate matters, the Indian pilot will be released. So today, this afternoon, he will be released at Wagah,” Qureshi told a joint session of parliament in the capital, Islamabad, on Friday.

A diplomatic source told AFP news agency, the handover was expected between 3-4pm Pakistani time (1000-1100 GMT).

The Wagah crossing gate is famed for hosting an elaborate daily ceremony by Indian and Pakistani soldiers at sundown.

Thousands of people had already gathered on the Indian side early on Friday to welcome the pilot home, an AFP journalist said.

The pilot’s parents travelled to Amritsar, near Wagah, via Delhi late last night and were applauded by all the passengers on the plane they travelled on, TV footage showed.

Media on the Pakistani side were being stopped by authorities around 1.5 kilometres (a mile) from the border.

The surging tensions had prompted Pakistan to close down its airspace, disrupting major routes between Europe and South Asia and grounding thousands of travellers worldwide.

On Friday morning the Civil Aviation Authority (CAA) announced a decision would be taken on re-opening airspace “shortly”.

Earlier it had said flights would remain grounded until at least 1.00 pm local time (0800 GMT) on Friday.

#WelcomeBackAbhi

The latest confrontation between the neighbours, who have fought three wars since independence in 1947, erupted after a suicide bombing in Indian-held Kashmir killed at least 42 Indian paramilitary troops on February 14, with the attack claimed by Pakistan-based rebel group, Jaish-e-Mohammed (JeM).

Twelve days later, Indian warplanes launched an air raid inside undisputed Pakistani territory, claiming to have hit a JeM camp.

It was the first such aerial attack since their last war in 1971, before either country had nuclear weapons.

An infuriated Islamabad denied casualties or damage, but a day later launched its own incursion as a show of strength across the Line of Control, the de facto Kashmir border.

That sparked the dogfight that ended in both countries claiming they had shot down each other’s warplanes, and Abhinandan’s capture.

Residents on either side of the LoC also reported heavy shelling, which continued into the early hours Friday.

Analysts said the pilot could prove to be Islamabad’s trump card, but Prime Minister Imran Khan unexpectedly announced on Thursday that he would be released a day later in the first sign of a potential thaw.

Khan alluded to the catastrophic consequences of nuclear war and called for talks, even as he warned India should not take the announcement as a sign of weakness.

With the pilot attaining hero status and the hashtag #WelcomeBackAbhi swiftly trending on social media, India’s Prime Minister Narendra Modi called on his citizens to “stand as a wall” in the face of an enemy that “seeks to destabilise India”.

The last time an Indian pilot was captured by Pakistan, in 1999, the handover was facilitated by the Red Cross (ICRC), who met Flight Lieutenant K. Nachiketa at the Pakistani foreign office in Islamabad before escorting him to the Indian high commission overnight.

He left for India that same day.

On Friday a Red Cross spokesman told AFP the aid organisation is “ready to provide any assistance necessary”, but so far “is not involved” in Abhinandan’s return.

Kashmir is ruled in part but claimed in full by both India and Pakistan. Two of their three wars have been fought over the disputed territory.

Terrorism is destroying lives, destabilising regions: Sushma Swaraj

March 1, 2019 by Nasheman

Nasheman News : As India waits to welcome back Wing Commander Abhinandan Varthaman in middle of India Pakistan tension External Affairs Minister Sushma Swaraj addressed at Organisation of Islamic Cooperation (OIC) conclave as the Guest of Honour in Abu Dhabi on Friday.

“OIC members constitute 1/4th of the United Nations and almost a quarter of humanity. India shares much with you, many of us have shared dark days of colonialism,” said Sushma Swaraj.

“I’m honoured to join colleagues from nations that represent a great religion and ancient civilisations. I stand here as a representative of land that has been mountain of knowledge, beacon of peace, the source of faith and traditions, home to many religions and one of the major economies,” said Swaraj.

Many of us saw the light of freedom and ray of hope at the same time, we have stood together in solidarity in our quest for dignity and equality, said Swaraj.

Terrorism is destroying lives, destabilising regions and putting the world at great peril. Terror reach is growing and the toll it is taking is increasing, said Swaraj.

“Terrorism in each case is driven by distortion of religion. Fight against terror is not a confrontation against any religion. Just as Islam means peace, none of the 99 names of Allah means violence. Similarly, every religion stands for peace,” said Swaraj.

I carry the greetings of my PM Narendra Modi and 1.3 billion Indians, including more than 185 million Muslim brothers and sisters. Our Muslim brothers and sisters are a microcosm of the diversity of India, said Swaraj.

Indian Muslims practice their respective beliefs and live in harmony with each other and with their non-Muslim brothers. It’s this appreciation of diversity and coexistence that has ensured that very few Muslims in India have fallen prey to the poisonous propaganda of radical and extremist ideologies, said Swaraj.

“India has always embraced and found it easy to embrace pluralism since it is embedded in the oldest Sanskrit religious text “The Rig Veda” and I quote “Ekam sat vipra bahudha vadhanti”, which means “God is One but learned men describe him in many ways,” said Swaraj.

I come from the land of Mahatma Gandhi where every prayer ends with a call for ‘shanti’ that is peace for all. I convey our best wishes, support and solidarity in your quest for stability, peace, harmony, economic growth and prosperity for your people and world.

If we want to save humanity, we must tell the states who provide shelter and funding to terrorists, to dismantle the infrastructure of the terrorist camps and stop providing shelter and funding to the terror organisations based in that country, said Swaraj.

“Recognising India’s engagement with the Islamic world. EAM Sushma Swaraj arrives in Abu Dhabi for the Ministerial Meeting of India has been invited by HH Sheikh Abdullah bin Zayed Al Nahyan, Foreign Minister of UAE as the ‘Guest of Honour’,” Spokesperson of the Ministry of External Affairs (MEA), Raveesh Kumar had written on Twitter.

Amarinder congratulates Abhinandan; to stay away from Attari

March 1, 2019 by Nasheman

Nasheman News : Punjab Chief Minister Amarinder Singh on Friday welcomed IAF Wing Commander Abhinandan Varthaman back home while choosing not to receive him at the border to ensure that the military protocol is not violated in any way.

“I would have loved to go since both he and his father were from the National Defence Academy, like me, and it would have been an extremely happy and nostalgic moment for me to receive the brave officer,” the Chief Minister said in a statement.

After his offer to Prime Minister Narendra Modi on Thursday evening to welcome the Indian Air Force (IAF) officer back on Indian soil at the Punjab border, Amarinder Singh said he thought it over and concluded that it might contravene the protocols laid out in such cases.

“When any prisoner of war from the 1965 or 1971 war came back, he was first sent for medical examination, followed by a debriefing, which was likely to be the case with Wing Commander Abhinandan too,” he noted.

It would be more proper for him not to go to the Attari border, around 285 km from here, to receive the officer, said the Chief Minister, who was camping in the border areas for the past three days as part of the confidence-building exercise undertaken by him in the wake of tensions prevailing at the Line of Control following the IAF strikes in the aftermath of the February 14 Pulwama terror attack.

But the Chief Minister extended a very warm welcome to Varthaman, saying the whole nation was proud of the way he stood up to questioning by the Pakistan armed forces during captivity.

‘Men-streaming’ women’s economic empowerment

March 1, 2019 by Nasheman

By: Husna Rizwan

Most initiatives around women’s economic empowerment are largely myopic in their approach. Failure to recognise role of men & masculinities in this context can pose a significant barrier to both women & men’s economic well-being.

Global commitment to women’s economic empowerment (WEE) has never been stronger. In past decade or so, WEE has become a popular development buzzword & has mobilised discourse, funding & programming on gender equality & women’s rights.

Everyone is on board, international agencies, Governments, multinational corporations, foundations, nonprofits & so on.

Following publication of 2012 World Development Report goal of WEE has been famously branded as “smart economics”, better not just for women themselves, but for economic growth & development at large.

However, one critical set of stakeholders is largely absent in buzz around WEE: men. According to a 2015 report by McKinsey Global Institute, bridging gender gap in workplace could lead to an addition of 60% in annual GDP for India by 2025. Programming on WEE has also flourished across varied sectors, with key linkages in fields of education, health, violence, conflict & so on. However, 1 critical set of stakeholders is largely absent in buzz around WEE: men.

Image result for ‘Men-streaming’ women’s economic empowerment

Most initiatives in India that involve men are located primarily in realms of violence against women & sexual & reproductive health. In India, several platforms & programmes have emerged to foster men’s engagement, & evidence is promising. However, mirroring global trends, most initiatives in India that involve men are located primarily in realms of violence against women & sexual & reproductive health.

WEE initiatives are largely myopic in their approach, & often fall short of situating women’s poor economic status within context of their unequal power relations with men.

This image has an empty alt attribute; its file name is Women-Empowerment.jpg

The widespread, glaring absence of men within WEE discourse & programming is best reflected in popular interventions such as microcredit & conditional cash transfers (CCT). These interventions tend to focus solely on women, without meaningful engagement with male relatives to challenge their norms, behaviour & attitudes.

It is impossible to achieve real empowerment for women without first involving men as supportive allies. WEE approaches that target only women can lead to emergence of tensions & hostilities between men & women.

Poor & marginalised men, in particular, are already struggling to maintain their breadwinner status within their families & may perceive WEE interventions as a direct threat to their positions within status quo.

Studies have demonstrated that many women engaged in economic activities are at heightened risk of experiencing violence.Studies from around the world, including India, demonstrated that many women engaged in paid work, vocational training & other economic activities are at heightened risk of experiencing domestic & other types of Violence. These studies further underscore importance of integrating men into WEE initiatives & challenging norms around masculinity for both men & women’s wellbeing.

Men’s exclusion from WEE initiatives also has very real consequences on women’s workload. WEE initiatives often treat women as a  “One-Stop” &  “cushion” for economic struggles & further reinforce gendered division of labour rather than challenge it. There is a growing body of literature suggesting that CCT interventions that target only women have serious ramifications on their time poverty & overall well-being.

Equally important is WEE programming on women’s unpaid care work, which is gradually engaging men in important conversations surrounding value of care, the distribution of household work & men’s own roles as husbands & fathers.

This image has an empty alt attribute; its file name is women-empowerment01.jpg

The 2017 state of world’s father brings these issues to forefront & highlights evidence that parent training initiatives for men can reduce violence, increase fathers’ involvement in childcare & expand overall gender equality in participating families. This is particularly important for WEE as women’s numerous domestic responsibilities can often constrain their options for productive work, as well as leisure & participation in civic & political life.

The 2014 ILO-WED issue brief on engaging men in WEE interventions draws upon existing literature & intervention evaluations to highlight importance of working across these varied levels.

WEE interventions can invite men to participate in trainings & capacity-building activities targeting women, as well as engage male household members specifically to challenge gender inequitable norms & practices.

Any project that promotes gender equality requires men to yield relative privileges that they possess. For example, India lacks national-level laws on paternity leave & benefits & men are largely absent from policies on reproductive & child health.  Interventions that encourage men to spend more time on childcare & engage with their children will continue to be held back unless gaps in national laws & policies are addressed.

Given their control over social, political & economic resources, men are gatekeepers for gender equality & are a necessary part of any strategy to advance women’s empowerment.

Engaging with men across multiple ecological levels is essential for advancing WEE. This is not an easy task, for any project that promotes gender equality requires men to yield relative privileges that they possess & build more equitable relationships with women & other men.

Engaging with men, or ‘men-streaming’, can thus reduce hostilities between men & women & foster their positive involvement & contribution towards WEE & larger goal of gender equality.

In India, the MenEngage associated Forum to Engage Men (FEM) is actively involved in advocacy, policy debates, program development & activism in this area. ICRW has also spearheaded several programs that engage men & boys, including Parivartan, Yaari-Dosti, Gems & Pankh.

Nawaz moves SC against High Court’s decision rejecting bail

March 1, 2019 by Nasheman

Nasheman News :  Pakistan former Prime Minister Nawaz Sharif on Friday petitioned the Supreme Court against a decision by the Islamabad High Court (IHC) rejecting him bail in a corruption case.

Sharif was on December 24 sentenced to seven years in prison by an anti-corruption court in Al-Azizia Steel Mills case for owning a steel factory abroad without disclosing its ownership.

On February 25, the IHC dismissed the Pakistan Muslim League (Nawaz) leader’s plea seeking bail and suspension of his sentence on medical grounds.

A petition filed by Sharif’s counsel Khawaja Haris on Friday sought that the IHC decision be declared null and void.

The anti-corruption court judge had last year imposed hefty fines on Sharif after ruling that Al-Azizia Steel Mills — a Saudi Arabian firm carrying the name of his son — belonged to the three-time Premier and that he was unable to demonstrate how the project was funded.

US offers $1 mn for information on Osama bin Laden’s son

March 1, 2019 by Nasheman

Nasheman News : The US is offering a $1 million reward for information on the whereabouts of Hamza bin Laden, the son of slain Al Qaeda chief Osama bin Laden, who is emerging as a leader in the terror group’s network, the State Department has announced.

The reward was announced by Sales and State Department Assistant Secretary of State for Diplomatic Security Michael T. Evanoff on Thursday.

“He has released audio and video messages on the Internet, calling on his followers to launch attacks against the US and its Western allies, and he has threatened attacks against the US in revenge for the May 2011 killing of his father by US military forces,” CNN quoted the Department as saying on Thursday.

It said that when Osama bin Laden was killed by US Navy Seals in Abbottabad, Pakistan, in 2011, items seized from his hiding place indicated that he was grooming Hamza bin Laden to replace him as the leader of Al Qaeda.

Hamza bin Laden is married to the daughter of Mohammed Atta, the lead hijacker in the September 2001 attacks on the World Trade Centre, the State Department said.

As American officials hunt him down, UN member states are required to freeze Hamza bin Laden’s assets and comply with a travel ban and arms embargo, according to the State Department bureau of counter-terrorism.

US officials estimate Hamza bin Laden is aged between 30 and 33 years.

‘No change in Article 370 and 35A following cabinet decisions on J&K’

March 1, 2019 by Nasheman

Nasheman News : There has been no change in Article 370 and 35A following the Union Cabinet’s decisions on Jammu and Kashmir, and any reports to the effect were “mischievous”, official sources said here on Thursday.

They said some people were spreading rumours about the cabinet decisions and the Home Ministry has clarified there was no change at all in respect of the two Articles.

Article 370 and 35A contain special provisions for Jammu and Kashmir.

The Union Cabinet on Thursday approved the Jammu and Kashmir Reservation (Amendment) Ordinance, bringing persons residing in the areas adjoining International Border within the ambit of reservation at par with persons living in areas adjoining the Line of Control (LoC).

The Cabinet also approved the proposal of Jammu and Kashmir government regarding amendment to the Constitution (Application to Jammu and Kashmir) order, 1954 by way of the Constitution (Application to Jammu and Kashmir) Amendment Order, 2019.

It will pave the way for giving benefit of promotion in service to the Scheduled Castes, the Scheduled Tribes and also extend the reservation of up to 10 per cent for “economically weaker sections” in educational institutions and public employment in addition to the existing reservation in Jammu and Kashmir.

Abu Dhabi Crown Prince calls Modi, Imran Khan; stresses dialogue

March 1, 2019 by Nasheman

Nasheman News : Abu Dhabi Crown Prince Mohammad bin Zayed al-Nahyan on Thursday called Prime Minister Narendra Modi and his Pakistani counterpart Imran Khan, stressing the importance of dialogue and communication in resolving differences.

The Crown Prince said in a tweet that he talked to Modi and Khan, and stressed the “importance of dealing wisely with recent developments and giving priority to dialogue and communication”.

The Crown Prince is also the Deputy Supreme Commander of the UAE Armed Forces.

The tweet came a day before the meet of Organisation of Islamic Cooperation (OIC) in which India — for the first time, has been invited as guest of honour at the plenary.

Tensions between India and Pakistan escalated after India struck a Jaish-e-Mohammed (JeM) terror camp in Pakistan on Tuesday following the February 14 Pulwama terror attack in which 40 CRPF personnel were killed.

Pakistan sought to target some Indian military installations next day and in the ensuing aerial fight, both countries lost a fighter jet.

Pakistan has decided to release on Friday Indian Air Force (IAF) pilot Abhinandan Varthaman, who was taken in its custody after his MiG-21 went down in Pakistan-occupied territory.
