21 dead after two powerful earthquakes hit Philippines in one week

The 6.6-magnitude and 6.5-magnitude quakes hit the island of Mindanao two days apart, destroying buildings and displacing tens of thousands of residents.

MANILA: The death toll in two powerful quakes that struck the southern Philippines in the past week has risen to 21, authorities said Sunday, as survivors struggled to access food and water.

The 6.6-magnitude and 6.5-magnitude quakes hit the island of Mindanao two days apart, destroying buildings and displacing tens of thousands of residents.

Some villagers staying under tents near a highway were begging for help from passing motorists, carrying placards asking for food and water, TV footage showed.

Rescuers had found more bodies, many crushed by falling debris and landslides caused by the violent shaking, the national disaster council said.

The quakes also left 432 residents injured with two people still missing, it added.

Thursday’s big quake was the third since mid-October in the Mindanao region, which makes up a third of the Philippines.

Temporary shelters have been set up to house more than 20,000 displaced individuals — many already there since the first quake struck on October 16, leaving seven people dead.

On Sunday, rescuers continued their evacuation of families whose houses were endangered by landslides, while several residents trapped in mountainous villages had been airlifted to safety.

The government said aid has reached affected communities and instructed people sleeping near the road to go to evacuation centres for help.

The Philippines suffers regular tremors as part of the Pacific “Ring of Fire”, an arc of intense seismic activity that stretches from Japan through Southeast Asia and across the Pacific basin.

We must improve our T20I ranking: Rohit Sharma

NEW DELHI: There is no dearth of options to have a settled middle-order going into the World T20 next year reckons stand-in skipper Rohit Sharma, who advocated the need to shift from the chop-and-change policy in order provide the youngsters a sense of security.

Whenever India’s top-order fires, the team stays in a good space but a weak middle and lower order has been exposed a number of times when that does not happen.

Asked if the team has zeroed in on, on this aspect, ahead of the World T20 in Australia, Rohit said, “We have lot of options.”

“They need to get more games under their belt to be more confident and getting the job done. The team, a few years ago, was very much settled so there was not much room for a younger player to come and grab that opportunity,” Rohit said ahead of first Twenty20 against Bangladesh.

“There has always been a chop and change between that number 4,5,6 and 7 as well. So now this is the best time for us to try these guys. Shreyas Iyer, Shivam Dube, Manish Pandey then Rishabh as well. There are a lot of guys who can do the job.”

However, he acknowledged that the road is tough for the youngsters, trying to find a place in this formidable Indian set up.

“When they play for their IPL team it’s different but when they come here, it is different ball game. They bat higher for their IPL franchise and that is the challenge in international cricket, you will not get, what you want.

“You have to earn that position and make sure whatever little opportunities you get, you have to make the most of it. In IPL they are guaranteed 15 games but not in international cricket.”

Further explaining India’s preparations for the World T20 next year, Rohit said the team needs to better its performance while batting first.

“We have looked at certain number and stats. Our numbers are very good when we chase whether it’s in India or outside. Something we really want to focus is on posting targets and defending them.

“That is where we are lacking, which is why you saw the last T20 we played in Bengaluru, where the pitch was a bit sticky but we still opted to bat. We wanted to try and challenge ourselves as to how we can take that challenge of posting scores on difficult wickets against difficult attacks.

“We want all our bases covered before we go for the World Cup in Australia. This is the perfect time to do that but at the same time we want to win games. It’s not just about trying. First priority is to win games and then focus on others.”

Rohit’s philosophy is built on the belief that a captain should not consider himself the most important person in the team as he aims to follow the leadership template set by regular skipper Virat Kohli.

Asked how important it is to prepare well for the fast T20 format, Rohit, who has led Mumbai Indians to four IPL titles, said he loves putting his players at the forefront.

“You need a lot of strategies and planning in T20s, understanding of the players and what they can offer. And that is something what I executed with Mumbai Indians.”

“How I look at it, is that when you are the captaining the side, you are not such an important person, the other 10 are the most important players because you want to get the best out of them,” Rohit added.

“Of course, your performance will matter but I don’t like to consider myself at the forefront. The other players become the forefront. I have to focus on them and give them the freedom to express themselves and that has been whole talk how want to go forward and what we want to do with this new lot.”

He was also asked to comment on the difference between leadership from a regular captain as he has now often led the Indian side when Kohli is not available.

“My job as a captain here is very simple. I am not a regular captain so my job is to take the team forward from where Virat has left. What I have done in my limited opportunities is trying to maintain what Virat has done previously with the team.

“Whenever I have been a part of the team, it’s been about taking the team forward, whatever messages given to the boys, just to remind the boys what needs to be done.”

Rohit did not appreciate that the Indian team is ranked just five in the T20s.

“We need to get that number higher. We want to be at top in all three formats, that has been the standard we have set and there is no reason we can’t achieve that.”

Five-year-old girl falls into 50-feet deep borewell in Haryana, rescue operations on

A 5-year-old girl fell in the borewell belonging to her family while playing in the fields on Sunday.

CHANDIGARH: A 5-year-old girl fell into a 50-feet-deep borewell in Harsinghpura village in Haryana’s Karnal district and a rescue operation was on to pull her out, police said on Monday.

She fell in the borewell belonging to her family while playing in the fields on Sunday in Gharaunda area, a police official said.

After her family realised that she was missing, they launched a search for the child, but then found that she had fallen into the borewell, he said.

The district administration and the police were informed and a rescue operation was launched.

Later, the NDRF was also informed, the official said.

Oxygen was being supplied inside the borewell and the rescuers used a camera to check on the child through which they saw her foot.

An audio recording of her parents’ voice was also played to give her a sense of security, the police said.

Earlier in July, two-year-old Fatehvir Singh, was pulled out dead from a 150-foot deep borewell shaft in Punjab’s Sangrur district after an unsuccessful rescue operation which lasted over four days.

In March, an 18-month old boy was rescued from a borewell in Haryana’s Hisar district, two days after he had fallen into it.

In 2006, a massive operation was launched to rescue five-year-old Prince, who had fallen into a borewell in a village in Kurukshetra.

He was pulled out safely nearly 48 hours later.

The 112 Single Emergency Helpline number as Emergency Response Support System came into existence based on the report submitted by Justice Verma of Nirbhaya Committee.The Central government introduced and asked all the states to integrate to Single Helpline number for public.
No longer need to call different numbers for police,fire and ambulance.Of these,112 have the same number.Chief Minister BS Yediyurappa along with High-ranking police officers including Home Minister,Basavaraj Bommai,MLA,NA Harris,Additional Chief Secretary of the Home Department Dr.Rajneesh Goyal,DG&IGP of Karnataka,Neelamani N Raju,Additional Director General of CL&M Rajvir Pratap Sharma were also present at the event on thursday launched the ‘Emergency Response Support System.Located on the premises of the Police Communication,Logistics and Modernization (CL&M) office on Mahatma Gandhi Road,the center includes 100 police helpline 100, fire department 101 and ambulance services 108.You can get all these emergency services by calling 112.
Karnataka now has an integrated emergency helpline number, 112, which will allow residents of the state to call for police, fire and emergency, and ambulance services. 
The Emergency Response Support System (ERSS),which is already in place in 17 states in the country, will be implemented in Karnataka in the next few days. 
100,101 and 108 will remain in operation until the public can remember the number 112 completely.112 is also started in the other states as part of the central government’s ‘One India, One Emergency’.  There are 112 operations in other states and Union Territories of the country.But it is the only operation in the major cities and is dedicated to full scale operation in our state.
Speaking at the inauguration of the 112 helpline number, CM BS Yediyurappa said,It makes me very happy to inaugurate the 112 Helpline number this is one of the ambitious plan of the central government is happy to launch the Emergency Response 112.This single number will help integrate all the other helpline number into it as,Police,fire and rescue and ambulances are integrated into 112.112 will be useful in controlling and prosecuting cases of crime in the state.  People friendly Police,People’s Safety Center and State Government are the top priority.It will help to protect those who are in distress.This will benefit working women.You can dial 112 numbers,you can even send SMS,you can report on the website,send mail,you can even chat and or get help through 112 India App.As of now 86 Emergency vehicles can be quickly deployed to help those who are in distress.The central government has spent Rs 10 crore for this project.The remaining amount has been borne by the state government.There are 180 emergency vehicles at night and day in all districts of the state.The number of these vehicles will be increased to 500 in the coming days.In Bengaluru, it will be funded to buy 100 petrol vehicles,he said.

Bangladesh slams Myanmar of misleading international community on Rohingyas

Dhaka also refuted Myanmar’s portrayal of Rohingyas as ‘illegal migrants from Bangladesh from the colonial era.’

DHAKA: Bangladesh on Wednesday accused Myanmar of “a persistent campaign” to mislead the international community on the Rohingyas crisis to avoid its obligations for “sustained repatriation”.

“It is a matter of utter dismay to witness persistent campaign on the part of the Government of Myanmar to mislead the international community with fabricated information, misrepresentation of facts, unsubstantial claims and undue accusations on Bangladesh in order to avoid its obligations for the sustained repatriation and reintegration of the forcibly displaced Rohingyas in safety and dignity,” Bangladesh Foreign Office said in a statement.

Referring to the remark of Myanmar’s Union Minister, U Kyaw Tin at the recent 18th Non-Aligment meeting in Baku where Naypyitaw made a statement in regard to Rohingyas which Bangladesh did not appreciate.

Tin accused Bangladesh of mischaracterising the Rohingya crisis as “religious persecution”, “driving an ethnic group out of the country,” “ethnic cleansing”, “genocide” etc.

Dhaka also refuted Myanmar’s portrayal of Rohingyas as “illegal migrants from Bangladesh from the colonial era.”

Bangladesh Foreign office also reaffirmed to Myanmar that there were no Arakan Rohingya Salvation Army (ARSA) activities at its Rohingyas camps, which Naypyitaw often accused it of.

Dhaka further said, “Myanmar must act decisively to address the real causes that are preventing the displaced Rohingyas from going back voluntarily.”

Bangladesh signed a repatriation deal in November 2017 with Myanmar with a plan to return the refugees within two years.

Bangladesh, with the help of the UN refugee agency, started the repatriation of the refugees in August this year for the second time after a failed attempt in November last year, however, none of the refugees agreed to go back voluntarily.

Tipu Sultan legacy may be erased from school textbooks

Within days of taking over, the BJP government, led by Yediyurappa, had cancelled the Tipu Jayanti celebrations, terming it controversial and communal.

BENGALURU: For over 200 years, Tipu Sultan, the ruler of Srirangapatna who had waged many fierce battles and died fighting the British in 1799, has been a part of history books. 

There have been dozens of research papers and debates based on the ruler, but he now seems to be fighting a losing battle against the present BJP government in the state, which has been fiercely critical of him and his legacy.

With just ten days to go for the Tipu Jayanti (birth anniversary), Chief Minister B S Yediyurappa on Wednesday asserted, “101 per cent, we will remove everything related to him,” when asked about his party MLAs writing to him seeking that Tipu Sultan’s name be removed from textbooks. Later, he tempered his reply to another journalist and said, “The government is considering removing references to Tipu Sultan from textbooks also.’’

Within days of taking over, the BJP government, led by Yediyurappa, had cancelled the Tipu Jayanti celebrations, terming it controversial and communal.

Historians reacted with shock, pointing out that this will mean erasing an entire period of history when Tipu Sultan, after taking over from his father Hyder Ali, waged a series of battles and undertook several administrative measures, many of which continued to be in force for decades in the kingdom of Mysore. 

A period in history cannot be erased based on religious beliefs, they stressed.  

Prof S Chandrashekar, former HoD at Bangalore University said, “This controversy about Tipu Sultan is not new. I have seen this right from 1998-1999 when the then Chief Minister J H Patel wanted to celebrate Tipu Sultan’s bicentenary. Tipu had been made a controversial figure by removing him from context. This 
is not academics, but plain politics.’’

Aditya Mukherjee, History Professor at Jawaharlal Nehru University, said, “It is in bad taste. We need to draw positive things from history. Tipu was one of the bravest fighters against the British. He built temples too. When we look at history, motivation is important. They are looking at history for friction and cutting each other’s throat.’’

Congress legislature party leader Siddaramaiah reacted saying, “The government should not try to twist history. Tipu Sultan fought the colonial British rulers. The BJP leaders are trying to twist historical facts to suit their agenda, which should be stopped. It is only BJP leaders who accuse Tipu of being communal 
and not others. It is the saffron cadre which is communal, not Tipu Sultan.”

Karnataka Pradesh Congress Committee president Dinesh Gundu Rao said, “If an ignorant person, or someone who is doesn’t know history, speaks like this, it is understandable. I don’t know why Yediyurappa is speaking like this. Is he an expert in history? It is not right to remove Tipu’s name from textbooks.’’

Sardar Patel’s incomplete dream fulfilled with Article 370 scrapping: PM Modi

India’s first Home Minister and Deputy Prime Minister Sardar Vallabhbhai Patel is credited with merging all princely states into the Union of India.

Prime Minister Narendra Modi administered the national unity pledge on Thursday at the Statue Of Unity in Gujarat to mark National Unity Day. In an address, the prime minister said that unity in diversity is India’s identity.

Centuries ago, India was united by Chanakya, and after that Sardar Vallabhbhai Patel achieved the same feat by merging princely states with the Union of India, the PM said on India’s first Home Minister and Deputy Prime Minister’s 144th birth anniversary.

“I take this oath for the unity of my country which was made possible by Sardar Patel’s vision and work. I make a solemn promise to contribute to the internal security of my country,” said Modi in his oath.

Those who “cannot win wars against us” are trying to destroy our unity, he said, in an apparent jibe at Pakistan.

The country decided to abrogate Article 370, which had only given “separatism and terrorism” to Jammu and Kashmir, he said. North-East is now moving from separatism to attachment as decades-old problems are nearing resolution, Modi said.

“There was a wall between the state and the rest of the country,” he said, hours after the bifurcation of Jammu and Kashmir. “I would tell Sardar saab, that the dream you had, that wall has been broken, and your dream was fulfilled. Sardar Patel had once said that if the issue of Kashmir had remained with him, it would not have taken so long to resolve it. On his birth anniversary today, I dedicate the decision to remove Article 370, to Sardar Saheb.”

“The new system in Jammu and Kashmir and Ladakh is not meant to draw a line on the land (to draw a boundary) but to build a strong link of trust,” the prime minister said, referring to the bifurcation of the state into two Union Territories.

“Over 40,000 people lost their lives in three decades of terrorism,” he said, adding that it was Patel’s inspiration which made him take the decision to abrogate Article 370, and he dedicates the decision “at the feet of” the first home minister of the country.

“Patel had once said that had he handled the Kashmir issue, it would not have taken so long to resolve it,” Modi said, in a veiled swipe at Jawaharlal Nehru, the country’s first prime minister whom the ruling BJP often blames for the Kashmir issue.

Union Home Minister and BJP president Amit Shah credited Narendra Modi for fulfilling Patel’s “dream” of integrating Jammu and Kashmir with the rest of the country by abrogating Article 370 and 35A, which he described as “the gateway of terrorism into Jammu and Kashmir”. He flagged off the ‘Run for Unity‘ event in Delhi to mark the birth anniversary of Sardar Patel.

Since 2014, October 31 is observed as National Unity Day and people from all walks of life participate in a Run for Unity event.

In October last year, Modi had inaugurated ‘Statue of Unity’ on the occasion of Patel’s 143rd birth anniversary. He had announced to build the statue when he was Gujarat’s Chief Minister.

Located on Sadhu-Bet Island, Gujarat, the 182-metre tall statue which occupies over 20,000 square meters is the tallest statue in the world.

In his ‘Mann Ki Baat’ programme on Sunday, Prime Minister Modi had urged people to participate in large numbers in the ‘Run for Unity’.

“Friends, as you know that October 31 every year since 2014 has been celebrated as ‘National Unity Day’. This day imparts the message to protect the unity, integrity and security of our country at any cost. On October 31, this year too ‘Run for Unity’ is being organized like the previous years. ‘Run for Unity’ is a symbol of unison, that the nation being united, is moving in one direction and collectively aims for- One goal! Ek Bharat, Shreshth Bharat,” he said.

At the stroke of the midnight hour on Wednesday, the state of Jammu and Kashmir was bifurcated and converted into two Union Territories (UTs) with Lieutenant Governors (L-Gs) of the two newly-created UTs set to take oath today.

Sensex hits record high of 40,345; Infosys, SBI rally 4 per cent

While the Nifty crossed the 11,900-mark, top gainers in the Sensex pack included SBI, Infosys, ITC, Sun Pharma, HDFC Bank and ICICI Bank.

MUMBAI; Market benchmark BSE Sensex surged over 293 points to hit its record intra-day high of 40,344.99 on Thursday led by rally in index heavyweights Infosys, SBI, HDFC Bank and TCS.

After opening on a strong note, the 30-share index was trading 263.69 points, or 0.66 per cent, higher at 40,315.56 in morning session.

The broader NSE Nifty too advanced 71.85 points, or 0.61 per cent, to 11,915.95.

Top gainers in the Sensex pack included SBI, Infosys, Tata Motors, Yes Bank and Sun Pharma, rising up to 4.35 per cent.

On the other hand, M&M, Tata Steel, TechM, PowerGrid and Axis Bank fell up to 1.09 per cent.

According to experts, hopes that the government will cut long term capital gain tax, dividend distribution tax and the securities transaction tax enthused domestic investors.

Massive foreign fund inflow too boosted investor sentiments, traders said.

Foreign institutional investors purchased a whopping Rs 7,192.42 crore in the capital market, on Wednesday, while domestic institutional investors sold shares worth Rs 185.87 crore, data available with stock exchange showed.

Further, the US Federal Reserve’s decision to cut its benchmark interest rate for the third straight time also strengthened market mood, they added.

Improved auto sales growth during the festival sessions, good quarterly results too added fuel on Dalal Street, traders said.

Bourses in Hong Kong, Seoul and Tokyo were trading on a positive note, while those in Shanghai were in the red.

The rupee, meanwhile, appreciated 10 paise against the US dollar to trade at 70.80 in early session.

Brent futures, the global oil benchmark, rose 0.30 per cent to USD 60.42 per barrel.

EU delegation visit: Little-known think tank behind MEPs invite to India?

NEW DELHI: The European Parliament members who visited Kashmir in their “unofficial capacity”, were reportedly invited by the International Institute for Non-aligned Studies, which has a Delhi address.

The International Institute for Non-Aligned Studies (IINS), which calls itself a think-tank for the Non-Aligned Movement, cites its head office address on the website as “A-2/59, Safdarjung Enclave, New Delhi 110029, India.”

Its Twitter account is @iinsNAM and its email address is iins@iins.org.

According to Thomas Zdechovsky, one of the MEPs whose name is part of the team that visited Kashmir on the invite by Indian-origin Madi Sharma, the MEPs were invited by the IINS.

Zdechovsky, in a statement, said: “My schedule and also flights to India were different from the rest of the delegation and I didn’t visited Kashmir (sic). A crucial part for me was meeting with Prime Minister (Narendra) Modi which I was supposed to have already in August, but the meeting then was cancelled at that time because Mr Modi had to urgently travel to Iran because there was a hijacked boat with many Indians on the board.

“The meetings with other officials now were just held around the same time.

To my knowledge, the other MEPs were invited by the International Institute for Non-aligned Studies but I am not aware about the particular arrangements with the other MEPs.

I have always supported an open dialogue with India. Among the topics which I discussed with officials during my visit was economic cooperation, innovations, the situation in healthcare or fighting poverty.”

His spokesperson Jitka Fialova said: “I would add just the fact, that Mr Zdechovsky is a member of centric European peoples party, whose members are also Angela Merkel, J.C. Juncker or Ursula von der Leyen.”

Later, she posted a clarification from the MEP: “Sorry for sending you misleading information, the trip in August was cancelled from another reason, I, unfortunately, mixed more things together. Sorry for this.”

Australian cricketer Glenn Maxwell to take break due to mental health issues

Cricket Australia said it will work with Maxwell’s state team Victoria to ensure his reintegration into the game when he decides to return.

SYDNEY: Australian batting superstar Glenn Maxwell will take a “short” break from cricket to deal with mental health issues, Cricket Australia said Thursday.

One of the world’s best short-format batsman, Maxwell leaves Australia’s T20 squad during a series against touring Sri Lanka, after smashing a blistering 62 off 28 balls in the opening match.

“Glenn Maxwell has been experiencing some difficulties with regards to his mental health,” Cricket Australia team psychologist Michael Lloyd said in a statement.

“As a result, he will spend a short time away from the game.”

Maxwell will be replaced in the squad by fellow power-hitter Darcy Short.

“The well-being of our players and staff is paramount. Glenn has our full support,” executive general manager Ben Oliver said.

Cricket Australia said it will work with Maxwell’s state team Victoria to ensure his reintegration into the game when he decides to return.

“He’s a special player and an important part of the Australian cricket family. We hope to see him back in the team during the summer,” Oliver added.

Young gun Will Pucovski is eying a return to the international stage after taking some time out to deal with mental health issues during a Test series last summer against Sri Lanka. 

The 21-year-old will play for Australia A against Pakistan in a three-day match on November 11 after a strong first class hundred for Victoria this month.
