BSY Cabinet expansion will be tightrope walk, likely after Jan 15

December 18, 2019 by Nasheman

They, however, may have to wait for about a month as the ministry expansion is likely to happen only after January 15.

BSY, Yeddyurappa

BENGALURU: Not wanting to waste any time in their bid to find a place Chief Minister BS Yediyurappa’s cabinet, ministerial aspirants are pulling out all stops and are lobbying hard. They, however, may have to wait for about a month as the ministry expansion is likely to happen only after January 15.

Sources in the BJP who are in the know of the developments at the central leadership level said the ministry expansion is likely only after Sankranti festival on January 15. Many consider ‘Shoonya masa’ (December 17 to January 14) as inauspicious for taking up any important task. Sources in Bengaluru too expressed similar views, though, officially, neither the party nor the CM have given any date for the ministry expansion.

The ‘Shoonya masa’, coupled with other political exigencies, has made the wait longer for the rebel Congress-JDS leaders-turned-BJP legislators. But the CM is said to have already secured the central leadership’s nod for their induction into his ministry. Yediyurappa is likely to meet BJP national president and Union Home Minister Amit Shah later this month and a formal announcement is expected after that.
Yediyurappa had, on several occasions, reiterated that the legislators who had supported the formation of the BJP government in the state will be inducted into the ministry. The challenge, however, is accommodating many senior BJP leaders, who too are lobbying hard and have even met the CM several times over the last few days to present their case.

Well aware of the challenges, the party’s central leadership is keen on avoiding any friction and ensuring that the CM strikes a balance between the newcomers and the party loyalists during the ministry expansion. Currently, the CM can induct a maximum of 17 ministers, including 11 ‘newcomers’. He is likely to leave two berths vacant as the by-elections to two Assembly segments — RR Nagar in Bengaluru and Maski in Raichur district — are yet to be held as petitions are pending before the court.

In such circumstances, Yediyurappa can only induct 15 ministers. If the CM is keen on accommodating M T B Nagaraj and AH Vishwanath, who lost the bypolls, by getting them elected to the Legislative Council, he will be left with just 13 berths to be distributed. The scope for manoeuvre is not much as he can effectively accommodate only two BJP loyalists apart from 11 newcomers.

While the party is likely to placate some of its ministerial aspirants by appointing them as heads of boards and corporations – which also comes with a cabinet rank –  the task is not easy. Party sources in the national capital also said that during ministry expansion, the CM and the party leaders will keep the BJP’s expansion plans in the Old Mysuru region in mind. The party has been making consistent efforts, including during its membership drive, to make inroads in the Old Mysuru region, which had so far remained a JDS and Congress bastion. After its win in KR Pet and Chikkaballapur in the bypolls, the party is keen on further strengthening its organisation in the Vokkaliga heartland.

BHOPAL: As many as 23 students of Makhanlal Chaturvedi National University of Journalism and Communication who recently indulged in violent protests on the varsity campus demanding suspension of two adjunct professors have been expelled till further orders.

According to order issued in this regard by the in-charge Registrar Deependra Singh Baghel, all the 23 students have been expelled till further orders following the recommendation by the University’s Disciplinary Committee.

Out of the 23 expelled students, 11 are students of Journalism Department (three of them being MA students) and eight are students of Electronic Media department.

The expelled students had reportedly protested on the varsity campus recently, demanding suspension of two adjunct professors, Dilip Mandal and Mukesh Kumar over the duo’s alleged caste bias on social media, classrooms and public forum.

While the agitating students had claimed their protests was non-partisan, a group of students supporting the two adjunct professors had alleged BJP and RSS backing behind the protests against the two adjunct professors.

On December 13 late evening, the Bhopal police had entered the varsity campus and forcibly brought the students staging sit-in protest outside the varsity’s Vice Chancellor’s office, just a few hours before the examinations were to start in the varsity. Some agitating students had also indulged in violent protests on varsity campus the same evening.

While the Bhopal Police had on December 14 registered case against 10 of the agitating students and others, the entire episode the students who indulged in violent protests was referred to varsity’s disciplinary committee.

The committee after probing the entire sequence of events and examining video footage, recommended the varsity to act against the 23 students.

According to the order pertaining to the 23 students’ expulsion from the varsity, the expelled students will not be allowed to attend classes or appear in examination till they stay expelled.

Meanwhile, the BJP has latched onto the issue following expulsion of the 23 students.

Former MP CM and BJP national vice president Shivraj Singh Chouhan tweeted on Tuesday evening, “We won’t allow the conspiracy to gag the students voice and ruin their future. I demand that all rightful demands of the varsity’s students be met and their expulsion be revoked.”

KOLKATA:  Protestors against the amended Citizenship Amendment Act (CAA) hurled bombs at the police on Tuesday injuring an IPS officer and two other police personnel at Sankrail, near Howrah on Tuesday.DCP (headquarters), Howrah, Ajit Singh and two other policemen received splinter injuries when they tried to get a blockade lifted.

The incident took place even as Chief Minister Mamata Banerjee, who led a TMC protest march against NRC and CAA, appealed for cessation of violence.

Police said the incident took place when a group of protesters blocked a local road for over three hours and a contingent of police personnel was attacked.

“We lobbed tear gas shells and used baton charges to disperse the mob. Suddenly, the group started hurling bombs,’’ said an officer.

The police, meanwhile, raided trouble spots and arrested 354 persons, including a leader of the AIMIM in Malda even as rail tracks and highways were blockaded.

The CM held a meeting with the DGP and Kolkata police commissioner and asked them to step up surveillance.

Meanwhile, leading a TMC protest-march against CAA, the CM accused the Centre of suspending railway services in large parts of the state.

The rally started from Jadavpur and passed through the areas dotted with colonies which were set up during the Left Front regime for the refugees from Bangladesh.

Referring to PM Narendra Modi’s speech in Jharkhand, where he had said that the protesters could be identified by their clothes, Mamata hit out saying, “Miscreants and commoners cannot be differentiated on the basis of attire or food habits,’’ while asking people to organise a mass movement against CAA.

She claimed 30 persons committed suicide in Bengal because of NRC fear.

“More than 13 lakh Hindus were left out of NRC in Assam… Now they are trying to divide Bengalis on the line of religion.’’

Train services in South 24-Parganas were affected after protesters threw banana leaves on the overhead wires. Long distance trains from New Jalpaiguri to Sealdah and Howrah were suspended throughout the day

NEW DELHI: Nirbhaya’s mother on Wednesday welcomed the Supreme Court decision to dismiss the plea filed by one of the four convicts in the Delhi gang-rape and murder case, seeking review of its 2017 judgment upholding his death penalty.

“I am very happy with this. We have a hearing in Patiala House court regarding the issuance of death warrant to the accused and we hope it will be in our favour,” she said.

The court on Wednesday dismissed the review petition challenging the death penalty given to Akshay Kumar, one of the convicts in the 2012 Nirbhaya rape case.

A three-judge bench headed by Justice R Banumathi dismissed the petition and said, “The petitioner has again sought to assail the facts and findings, which cannot be permitted. Grounds raised were the same raised in previous appeals and review petitions.”

“Arguments raised have been made previously in the Supreme Court and had also been looked at during consideration of aggravating and mitigating circumstances,” the bench said.

The bench made it clear that there was no error in the judgement of the trial court, Delhi High Court and the apex court convicting the accused and awarding death sentence.

The head of Volkswagen’s local partner has been detained in Algeria since June in a corruption probe.

The Sovac-Volkswagen factory opened in 2017 at Relizane and assembles kits provided by the German parent.

Carmaker Volkswagen has suspended production in Algeria, where the head of its local partner has been detained since June in a corruption probe, a spokesman for the German auto giant said.

“Volkswagen is aware of a corruption investigation by Algerian authorities into Mourad Oulmi”, who heads Algerian partner Sovac, the spokesman told AFP.

“Production at the factory, operated in a co-venture with Sovac, is suspended, as are deliveries by Volkswagen” to Sovac, the spokesman added.

The Sovac-Volkswagen factory opened in 2017 at Relizane, some 250 kilometres (150 miles) southwest of Algiers, and assembles kits provided by the German parent.

In 2018, it produced around 50,000 Volkswagen, Audi, Seat and Skoda vehicles.

Contacted by AFP, a spokesman for Sovac refused to comment, but promised a statement later in the day.

Several Algerian news outlets reported that Sovac announced Sunday output at the factory stopped in October, effectively leaving 700 employees without work.

Several prominent politicians and businessmen linked to Abdelaziz Bouteflika have been detained or questioned in connection with corruption since the ailing president was forced to step down in the face of mass protests in early April.

The JDS declared on Sunday that no one would desert the party. This assertion comes amid fears that the party may lose more of its legislators to another round of ‘Operation Kamala’. Speaking to the media, senior JDS leader CS Puttaraju said firmly that there will be no more defections. Asked about the possibility of any more persons leaving the party, he said sarcastically, “For details, please ask KR Pete MLA Narayana Gowda who defected from JDS and joined the BJP, he will tell you more.”

JDS state president HK Kumaraswamy told TNIE,  “No one will leave the party. The BJP has no more need for any more legislators. If anyone still goes, no one can be a bigger fool than him.” Meanwhile, the JDS has called for a meeting of its party legislators and leaders to discuss issues following its defeat in all assembly constituencies in the by-elections.

Former CM H D Kumaraswamy, suffering from fever and is advised rest, is recovering at a place outside the state and is expected to return on Tuesday. Only after his return will the party hold the meeting to discuss the fallout of the recent assembly elections.

Citizenship Act: From Mangalore to Bengaluru, student protests intensifies in Karnataka

December 17, 2019 by Nasheman

In Bengaluru, Congress and JDS leaders and former IAS officer Sasikanth Senthil, who recently resigned from service, were part of a 800-strong crowd of protesters who converged at Town Hall.

BENGALURU: The protests against the controversial citizenship law spread across Karnataka — from Ballari to Bengaluru and from Mysuru to Mangaluru. On Monday, thousands of people took to the streets in different parts of the state and police had to clamp prohibitory orders and even resort to lathicharge.

In Mangaluru, police lathicharge members of student organisation Campus Front of India for blocking the city’s arterial road over a protest against the law and also against the alleged police brutality in Delhi’s Jamia Millia Islamia University. Police also registered cases against around 60 students, who blocked the traffic near Jyothi circle in the city.

In Bengaluru, Congress and JDS leaders and former IAS officer Sasikanth Senthil, who recently resigned from service, were part of a 800-strong crowd of protesters who converged at Town Hall. However, as there was no prior permission sought by the protesters, the police were forced to disperse the gathering at about 5.30 pm.

Senthil said, “Protest is absolutely required as yesterday was a dark day in the history of the country. I have always said this regime is against universities and independent institutions. What was so shameful in the whole scenario was chasing students into their campuses and beating them up to send a message to people protesting (against the Citizenship Law). I appeal to all the students to show their solidarity in a non-violent way against these attacks on students.”

Jayanagar MLA Sowmya Reddy said just because BJP has the majority they cannot pass a bill against the people’s opinion. “We have the right to stage protests against the law. So we have gathered here to make the central government realise the entire country is against their decision,” she said. The gathering launched a signature campaign and has plans to protest on a larger scale in the next few days after seeking police permission.

JDS leader Tanveer Ahmed told the media that the police forced them to vacate the place though they were protesting peacefully. Thousands of people took part in a protest rally in Hospet town in Ballari district, demanding that the government roll back the new law, while activists of Muslim organisations blocked traffic in Yadgir City and Shahapur towns.

In Mysuru, over 6,000 people gathered at the Town Hall premises despite prohibitory orders and raised slogans against the law and National Register of Citizens. Meanwhile, in Chief Minister’s home district Shivamogga, the police took Congress leaders into custody for protesting against the new law, while in Kalaburgi, activists of progressive organisations took out a candlelight march condemning Delhi Police action against students of Jamia University.

Unnao rape case: Court lashes at Sengar’s counsel for trying to ‘demolish’ rape survivor’s character

December 17, 2019 by Nasheman

The court further said that the defence even tried to influence the rape case by trying to prove that the entire gang rape case was a ‘sham’.

Expelled BJP MLA Kuldeep Sengar

NEW DELHI: A Delhi court on Monday lashed at the counsel for expelled BJP MLA Kuldeep Singh Sengar for trying to “demolish” the character of the rape survivor during the trial.

The court convicted Sengar for raping a woman in Unnao in 2017, when she was a minor.

District Judge Dharmesh Sharma referred to a separate case of alleged gang rape of the woman by three other persons and said Sengar’s counsel in a “very strategic manner” tried to “kill two birds/cases with one stone by attempting to demolish the character of the rape survivor”.

The gang rape case is separate from the rape case in which Sengar was convicted on Monday.

While she was raped by Sengar on June 4, 2017, the rape survivor was allegedly gang raped by three others on June 11, 2017 in Unnao.

The trial in the gang rape case is yet to commence in the trial court here.

The court further said that the defence even tried to influence the rape case by trying to prove that the entire gang rape case was a “sham”.

“Defence has in a very strategic manner attempted to tread or venture into the spectrum of the alleged gang rape, the trial of which is yet to commence and the defence has tried to kill two birds/cases with one stone by attempting to demolish the character of the rape survivor but also mounting an attack that the entire case was a sham and bogus,” it said.

The court also observed that three other young girls in the rape survivor’s family were also being subjected to “shame, disgust and indignity in society”.

“The defence miserably fails to prove that the rape survivor’s uncle orchestrated the entire false complaint against Sengar to settle old scores since it was not conceivable that the woman and her mother were not oblivious or unmindful of vulnerability of three other young girls in the family who started to be subjected to shame, disgust and indignity in the society/community.”
