19 pc candidates with criminal cases in fray for LS polls: ADR

New Delhi, May 13 : The number of candidates with criminal cases against them has inched upwards among all political parties and the highest number of such candidates belong to both the Bharatiya Janata Party (BJP) and Congress.

The number of candidates with criminal backgrounds stood at 15 per cent in the 2009 election.Their number has risen to 19 per cent in these polls — an increase of four per cent. In this case, the ruling BJP is leading with 40 per cent of such candidates with the main Opposition party, Congress, close at its heels at 39 per cent.

The number of candidates with serious criminal offences has gone up substantially from 608 (eight per cent) in the 2009 elections and 908 (that is 11 per cent) in 2014

Simultaneously, the proportion of crorepati candidates has swelled to 29 per cent from 16 per cent in 2009 — almost doubling in size. In this too, the BJP and Congress are equally at par with both showing 83 per cent of their nominees being crorepatis.

Based on analysis of affidavits of 7,828 candidates of 8,049 candidates of the current 17th Lok Sabha elections, the Association for Democratic Reforms (ADR) in its report pointed out that of these, 1,070 contestants — that is 13 per cent — are those against whom there is a record of serious crimes. In serious crimes are
ranked crimes such as slaughter, murder, abduction, rape and violence against women.

Prof Jagdeep Chokhar, a founding member of the non-partisan body, said this time there were 56 such candidates who have been convicted by court. The number of candidates facing serious criminal cases include 55 murder cases, 184 murderous attempts, 126 cases of crime against women, nine for rape and 47 of kidnapping. At the same time, 95 candidates have said in their manifesto that they have cases lodged against them for giving provocative speeches.

Mamata slams BJP national president for calling Bengal “kangal”

Budge Budge, May 13 West Bengal Chief Minister and Trinamool Congress (TMC) supremo Mamata Banerjee on Monday slammed the BJP national president for calling Bengal ‘kangal’ and called him “half-educated and ill-informed”.
She said people of the state will teach the BJP a lesson for insulting Bengal.
“He accuses us of being ‘tolabaj’. They say Mamata Banerjee has made Bangla ‘kangal’. Does he even know the meaning of ‘kangal’? How dare he? How does he get the audacity? People of Bangla will teach him a lesson for insulting our State. These half-educated, ill-informed leaders know nothing about Bangla,” Ms Banerjee remarked.
Addressing a public meeting here in South 24 Parganas district which falls under Diamond Harbour Lok Sabha constituency, the chief minister said, ” Narendra Modi is the biggest danger facing the country today. Ensure he is defeated. “

“Jagai-Madhai-Bidaai (BJP-CPIM-Congress) have become one. Do not give them a single vote,” the TMC supremo said.
“They promised to deposit Rs 15 lakh in every bank account by bringing back black money. Did he do that? No,” the chief minister commented.
“They come to Bengal and say Durga Puja has been stopped here. They do not even know how Maa Durga looks like. Who are they talk about religion? We worships many gods and goddesses. Hindu religion is ancient, much older than the BJP,” Ms Banerjee remarked.
“I feel ashamed of the prime minister, who is a big liar. When I am asked who is your prime minister, I feel like replying ‘I don’t know’ until the next government is formed,” she commented.
“On this day in 2011, Bangla voted for poriborton (change). Today, we are giving the clarion call once again ? Modi Hatao, Desh Bachao. Modi babu is on his way out,” the TMC supremo said.
“One minister from Assam, who received money from Saradha chit fund, has brought bags full of money. He has stationed himself in Diamond Harbour. In the next few days, they will try to buy your votes in lieu of money. Do not fall in their trap,” she warned.

Autopsy report says Raichur engineering student was not raped: CID

The 23-year-old engineering student was found hanging from a tree in Raichur on April 15 and protests had broken out with students alleging that she was raped and murdered.

The Criminal Investigation Department probing the death of the 23-year-old engineering student from Raichur has stated that the woman was not raped. According to CID sources, the autopsy performed by Dr Karadi in the Raichur District Hospital states the cause of death to be due to asphyxiation by hanging.

“The post-mortem report also states that the woman was not raped. Her body was not burnt. Since the police discovered the body two days after she had died, it had begun to decompose,” the CID source said.

The engineering student was found hanging from a tree in Raichur on April 15. Local police had initially concluded that it was a case of suicide as they had found a death note next to her body. The death note stated that the victim was taking her own life since she had backlogs in her exams. However, the woman’s friends and family had held massive protests in Raichur alleging that she had not taken her own life but was raped and murdered.

CID sleuths are still investigating whether the woman’s death was a suicide or a murder. The victim’s viscera samples, along with the accused Sudarshan Yadav’s clothes and the death note, have been sent to the Forensic Science Lab. They are currently awaiting the report from the FSL in Bengaluru.

“We suspect it is suicide and we are investigating to find the actual cause. The woman had several backlogs in several subjects in the previous semesters, although she had cleared her fifth-semester backlogs,” the source said.

CID sources say that they have obtained CCTV footage from various places, including a lodge in Mantralaya. “The accused Sudarshan Yadav has an alibi. He was in Mantralaya when the victim died. We have CCTV footage of him entering the lodging facility. Sudarshan had called the woman multiple times and when she did not answer, he assumed she had gone to Mantralaya, as they used to go there when they were together,” the source said.

Investigators say they are trying to find whether the woman died due to the harassment she faced at the hands of Sudarshan Yadav. “Sudarshan was a jealous boyfriend and he used to doubt the victim a lot, which led them to fight often. She had broken off the relationship a few months before she died and yet he would call her almost daily and ask her to get back with him,” the source told media.

The outrage ensuing the woman’s death had resulted in the Netaji Nagar Police arresting victim’s former boyfriend Sudarshan Yadav. When the protests continued, the woman’s parents had demanded a CID probe after which the agency took over the investigation.

BJP files complaint against Kamal on Hindu terror remark

Chennai, May 13: The Tamil Nadu unit of the BJP on Monday
filed a complaint with the Election Commission of India (ECI)
demanding stringent action against actor-politician and Makkal
Neethi Maiyam (MNM) founder Kamal Haasan for his Hindu terror
remark.

In a complaint to Chief Elector Officer Satyabrata Sahoo, BJP
Legal Cell State President R Soundararajan said Kamal, during
the campaign for the May 19 assembly bypoll to Aravakurichi seat,
had spoken that ‘Nathuram Godse is the First Hindu terrorist of
Independent India”.

He said Pallapatti village is a thickly populated Muslim area where
the above remarks were made and Kamal’s intention was to create
religious unrest in the society and create communal tension in the
constituency and all over the state.

Terming it was a gross violation of the model code of conduct, he
urged the ECI to take stringent action against him.

He also enclosed video clippings containing Kamal’s remarks
as proof.

Meanwhile, BJP State President Ms Tamilisai Soundararajan
condemned Kamal for his remark and said MNM’s recognition
should be withdrawn by the ECI.

She also demanded strict action against the actor for his
remark.

Karnataka crisis deepens, Siddaramaiah in talks with JD(S), BJP MLAs

BJP and JD(S) insiders confirm that Siddaramaiah and his close aides have been holding talks with MLAs from other parties.

Congress insiders say that former Chief Minister Siddaramaiah, in a bid to break away from the alliance with the JD(S), is holding talks with 13 BJP and 7 JD(S) MLAs. Party sources say that Siddaramaiah wants to gather 20 MLAs on his side and ensure that he has the numbers post May 23.

Sources say that Siddaramaiah is already in talks with JD(S) MLAs K Mahadeva from Piriyapatna, Suresh Gowda from Tumakuru Rural, Narayana Gowda from KR Pete, Ravindra Srikantaiah from Srirangpatna, Avinash Kumar from T Narasipura and several others.

“Siddaramaiah needs 20 MLAs who will resign from the Assembly and force re-election. He has aspirations of becoming the Chief Minister and once the Lok Sabha election results are out, he is planning to put his plan to action,” the Congress source said.

BJP insiders on the other hand say that Siddaramaiah’s close aides in Bagalkote are holding talks with 13 BJP MLAs from north Karnataka. “Siddaramaiah needs the north Karnataka BJP MLAs to defect to the Congress. These MLAs have been promised money and a ticket to contest polls and some of them have also been offered ministerial portfolios. If he manages to get the BJP MLAs to defect, he will be making a smooth headway in the BJP bastion,” the BJP source said.

Congress sources say that the party’s decision to form a hasty coalition after the state Assembly election results were announced has left Siddaramaiah embittered. “Siddaramaiah wants to redeem his reputation. He has been running the show in the background. The fact that Deve Gowda’s family members have benefited because of his defeat has made him unhappy,” the source added.

Siddaramaiah was defeated by JD(S) leader GT Devegowda in his home constituency of Chamundeshwari during the 2018 Assembly elections. In addition, when the Congress and JD(S) coalition was formed, the party’s high command in new Delhi had agreed to a deal which made Kumaraswamy the Chief Minister. “Siddaramaiah wanted to be the CM and he lost the seat to his arch rival – the Gowda family. That’s why he wants to bring them down by poaching the JD(S)’s best leaders,” the source said.

On Monday, Chief Minister HD Kumaraswamy met with JD(S) supremo HD Deve Gowda and held talks about keeping the JD(S) flock together. JD(S) sources say that several MLAs from Mandya were unhappy about the party sidelining local leaders during the Lok Sabha elections. “Many local leaders wanted a shot at contesting the MP elections. They are unhappy that Nikhil Kumaraswamy was given the ticket. The move has made JD(S) leaders assume that they cannot further their political ambitions if they remain with the party,” the JD(S) source said.

Sri Lankan authorities reimpose ban on four towns following communal violence

The Sri Lankan authorities on Monday reimposed the curfew, few hours after it was lifted on four towns in the northwestern region following communal violence in the area.

“Curfew was lifted at 6 am this morning from Kuliyapitiya, Hettipola, Bingiriya and Dummalasuriya towns,” a police official said.

“However, following a communal clash in the afternoon at Hettipola, the curfew was re-imposed with immediate effect till 4 am tomorrow on the area and its neighbouring towns of Kuliyapitiya, Bingiriya and Dummalasuriya,” the official added.

Earlier today, the Lankan government temporarily blocked some social media network and instant messaging apps after violent incidents marred the country in the fallout of Easter suicide bombings

Several dozen people threw stones at mosques and Muslim-owned stores and a man was beaten in the town of Chilaw on the west coast on Sunday in a dispute that started on Facebook, news agency Reuters reported.

Some temporarily blocked apps include Facebook Messenger and Whatsapp.

Two Saudi oil tankers among ‘sabotaged’ ships off UAE coast

Saudi Arabia says two of its oil tankers were sabotaged off the coast of the United Arab Emirates(UAE) in attacks that caused “significant damage” to the vessels.

One of the ships was en route to pick up Saudi oil to take to the United States, Saudi Energy MinisterKhalid al-Falih said on Monday.

The announcement by al-Falih came as the UAE’s regional allies condemned the reported sabotage on Sunday of four ships off the coast of the port city of Fujairah.

On Sunday, Iranian and Lebanese media outlets aired reports of explosions at the city’s port but UAE authorities said the reports were inaccurate.

Emirati officials have declined to elaborate on the nature of the sabotage to the ships or say who might have been responsible.

The reports come as the US warned ships that “Iran or its proxies” could be targeting maritime traffic in the region, and as the US is deploying an aircraft carrier and B-52 bombers to the Gulf to counter what it called “threats from Tehran”.

UAE says four ships subjected to ‘sabotage’ off east coast

Shortly after the Saudi announcement, Iran’s Foreign Ministry called for further clarification about what exactly happened with the Saudi tankers.

The ministry spokesman, Abbas Mousavi, was quoted by the official IRNA news agency as saying there should be more information about the incident.

Mousavi also warned against any “conspiracy orchestrated by ill-wishers” and “adventurism by foreigners” to undermine the maritime region’s stability and security.

Tensions have risen in the year since President Donald Trump withdrew the US from the 2015 nuclear deal between Iran and world powers, restoring US sanctions that have pushed Iran’s economy into crisis.

Last week, Iran warned it would begin enriching uranium at higher levels in 60 days if world powers failed to negotiate new terms for the deal.

In his statement, al-Falih said the attacks on the two tankers happened at 6am on Sunday.

“One of the two vessels was on its way to be loaded with Saudi crude oil from the port of Ras Tanura, to be delivered to Saudi Aramco’s customers in the United States,” al-Falih said.

“Fortunately, the attack didn’t lead to any casualties or oil spill; however, it caused significant damage to the structures of the two vessels.”

Saudi Arabia did not identify the vessels involved, nor did it say whom it suspected of carrying out the alleged sabotage.

Underlining the regional risk, the general-secretary of the six-nation Gulf Cooperation Council described the alleged sabotage as a “serious escalation” in an overnight statement.

“Such irresponsible acts will increase tension and conflicts in the region and expose its peoples to great danger,” Abdullatif bin Rashid al-Zayani said.

Bahrain, Egypt and Yemen’s internationally recognised government similarly condemned the alleged sabotage.

A statement on Sunday from the UAE’s Foreign Ministry put the ships near the country’s territorial waters in the Gulf of Oman, east of the port of Fujairah.

It said it was investigating “in cooperation with local and international bodies.”

Earlier on Sunday, Lebanon’s pro-Iran satellite channel Al-Mayadeen, quoting “Gulf sources”, reported that a series of explosions had struck Fujairah’s port.

State and semi-official media in Iran picked up the report from Al-Mayadeen, which later published the names of vessels it claimed were involved.

AP news agency, after speaking to Emirati officials and local witnesses, found the report about explosions at the port to be unsubstantiated.

Fujairah’s port is about 140km south of the Strait of Hormuz, the narrow mouth of the Gulf through which a third of all oil at sea is traded.

The facility handles oil for bunkering and shipping, as well as general and bulk cargo.

It is seen as strategically located, serving shipping routes in the Gulf, Indian subcontinent and Africa.

Sunday’s incident comes after the US Maritime Administration, a division of the US Transportation Department, warned on Thursday that Iran could target commercial sea traffic.

“Since early May, there is an increased possibility that Iran and/or its regional proxies could take action against US and partner interests, including oil production infrastructure, after recently threatening to close the Strait of Hormuz,” the warning read.READ MORE

“Iran or its proxies could respond by targeting commercial vessels, including oil tankers, or US military vessels in the Red Sea, Bab-el-Mandeb Strait or the Persian Gulf.” 

Early on Sunday, the agency issued a new warning to sailors about the alleged sabotage, while stressing “the incident has not been confirmed”.

It urged shippers to exercise caution in the area for the next week.

It remains unclear if the previous warning from the US Maritime Administration is the same perceived threat that prompted the White House to order the USS Abraham Lincoln aircraft carrier strike group and B-52 bombers to the region on May 4.

Sweden to reopen rape probe against WikiLeaks founder Assange

Sweden will reopen a preliminary investigation into a rape allegation against WikiLeaks founder Julian Assange.

Julian Assange is to be investigated in Sweden over a rape case dating from August 2010, prosecutors announced on Monday.

The WikiLeaks founder, currently held in Belmarsh prison in London, now faces possible extradition from Britain.

“My assessment is there is still probably cause [to investigate] rape and a lesser offence,” Eva-Marie Persson, Sweden’s deputy director of public prosecutions, said.

Sweden had first issued an arrest warrant and declared Assange an “internationally wanted suspect” in November 2010.

But after Assange skipped bail in the UK and went into hiding at the Ecuadorian embassy in London, the extradition order was impossible to enforce.

In November 2016, Assange was interviewed by Ecuadorian prosecutors after an agreement was reached between Sweden and Ecuador to cooperate in criminal investigations.

Julian Assange sentenced to 50 weeks for skipping UK bail

“Mr Assange was recently sentenced to 50 weeks in prison [in the UK],” Persson said. “He will serve 25 weeks before he is eligible for release.

“My intention is to submit to the district court today to appoint a public defender. It is also my intention in the near future [to ask] that the district court order Mr Assange remanded in absentia.

“I will proceed to issue a European arrest warrant providing for him to be extradited to Sweden after serving his sentence in the UK,” she said, at a press conference in Stockholm.

The US also wants to extradite Assange over his publishing of leaked military videos showing the killing of civilians in Iraq, as well as thousands of other documents. Persson said she expected the US to submit a formal extradition request to the UK no later than June 14, 2019. A decision on which extradition request would be given greater priority “will be left entirely to the British authorities”.

“If he’s extradited to Sweden, he must not be extradited to a third country without the consent of the British authorities,” she said.

“A future Brexit will not, according to available information, impact on the case.”

Julian Assange’s Swedish lawyer said he was “very surprised” by the decision and said his client was innocent.

“I do not understand the Swedish prosecutor’s… reasoning for reopening a 10-year old case,” Per E Samuelsen told Swedish broadcaster SVT.

Swedish prosecutors had filed preliminary charges in 2010 after two women said they were victims of sex crimes committed by Assange when he visited the country.READ MORE

Julian Assange to fight extradition to US

Seven years later, a case of alleged sexual misconduct was dropped when the statute of limitations expired.

That left a rape allegation, and the case was closed as it could not be pursued while Assange was living at the embassy and there was no prospect of bringing him to Sweden.

The statute of limitations on that case does not expire until August 17, 2020.

“The reason the previous investigation was closed was not through lack of evidence, but because Julian Assange was in the Ecuadorian embassy,” said Al Jazeera’s Paul Brennan.

Swedish prosecutors could interview Assange in prison via videolink, they said. “While Mr Assange is serving his sentence in the UK, I intend to further the investigation as much as possible,” Persson said. 

“I would like to make the following very clear: My decision to re-open the preliminary investigation is not an indication of whether to file an indictment with the court,” Persson added.

In a statement, WikiLeaks said there had been “considerable political pressure” on Swedish prosecutors to reopen their investigation. “Its reopening will give Julian a chance to clear his name,” Kristinn Hrafnsson, WikiLeaks’ editor-in-chief, said in a statement.

Assange has denied the allegations against him, asserting that they were politically motivated and that the sex with the two women who have accused him was consensual.

The 47-year-old Australian met the women in connection with a lecture in August 2010 in Stockholm. One was involved in organising an event for Sweden’s centre-left Social Democratic Party and offered to host Assange at her apartment. The other was in the audience.

Assange left Sweden for Britain in September 2010. In November that year, a Stockholm court approved a request to detain Assange for questioning. 

He was arrested by British police on April 11 after a change in leadership in Ecuador revoked his political asylum. A letter signed by more than 70 MPs, across the political divide, urged Home Secretary Sajid Javid to prioritise any extradition request to Sweden over any from the United States.

“There are a couple of factors Sajid Javid has to consider,” added Al Jazeera’s Paul Brennan. “There is the relative seriousness of the offences – for the American case, that’s about official secrets and treason – and in the Swedish case, an allegation of rape – and it’s up to the home secretary to compare those and decide which is of greater seriousness.

“Then there’s also the issue of chronology – which extradition request came first. And it also seems in the Extradition Act that there is a distinction between European and non-European requests – the suggestion seems to be that a European arrest warrant request would get precendence over a non-European one, but given the close relationship between Britain and the United States, it’s entirely up to the home secretary to make a decision at his discretion.”

You should be ashamed: Rahul Gandhi hits out at Sam Pitroda for remarks on 1984 riots

With Prime Minister Narendra Modi and the BJP continuing their attack on the Congress over Sam Pitroda’s remarks on the 1984 riots, party chief Rahul Gandhi Monday said the leader should be ashamed of himself and seek apology from the country.

Gandhi was addressing a poll rally here in favour of Congress candidate Amar Singh, who is pitted against SAD nominee D S Guru from Fatehgarh Sahib (reserve) constituency.

“What Sam Pitroda said about 1984 (anti-Sikh riots) was totally wrong and he should seek an apology from the country. I am saying this publicly and I also said the same to him over the phone. Pitroda ji, what you had said was completely wrong and you should be ashamed of yourself. You should seek a public apology,” he said winding up his speech here.

Punjab Chief Minister Amarinder Singh was also present at the event.

The BJP has stepped up offensive against the Congress over the Indian Overseas Congress chief’s remarks as the 1984 anti-Sikh riots is an emotive issue in Punjab which is going to polls on May 19.

During campaigning in Rohtak in Haryana and at Hoshiarpur in Punjab, Modi on Friday had hit out at the Congress, saying Pitroda’s remarks reflected the “character and arrogance” of the opposition party.

On Sunday in Amritsar, BJP chief Amit Shah had asked Gandhi whether the matter has ended with Pitroda tendering an apology for “justifying” the Sikh genocide.
