At least a dozen candidates from Jammu and Kashmir qualified for the 2019 UPSC civil services examination, the results of which were declared on Tuesday.

Six of these candidates hail from Kashmir, including a girl from remote Kupwara district in north of the Valley.

In a congratulatory message, Lieutenant Governor Girish Chandra Murmu conveyed his warm felicitation to all the successful candidates for the commendable accomplishment and expressed hope that they would discharge their duties with utmost dedication, commitment and sincerity to uphold the highest traditions of the civil services.

“Their achievement would certainly motivate and inspire many more youths from Jammu and Kashmir to take the country’s prestigious civil services examination in years to come,” he said.

Nadia Beigh from Kupwara cleared the prestigious examination in her second attempt. She secured 350th rank.

“It has been a daunting journey. It was my second attempt. I could not pass the prelims in 2018. Prayers of several people were with me and I want to thank all of them,” she said.

Ms Beigh said nothing was impossible if one focuses on his or her goal and work hard.

“I hope many people will be inspired by my success. I want to say that nothing is impossible in the world. If you focus on a goal and work hard for something, you will achieve it. It was my dream and I worked very hard. I feel very happy,” she said.

The other successful candidates from Kashmir Valley include Asif Yousuf Tantray from south Kashmir’s Kulgam who got 328 rank, Aftab Rasool from Trehgam Kupwara got 412 rank, Sabzar Ahmad Ganie from Kokernag area of south Kashmir’s Anantnag got 628 rank, Rayees Hussain Lone from Gurez area of north Kashmir’s Bandipora district and Majid Iqbal Khan, a resident of Shangus in Anantnag, got 638 rank.

While there are at least six successful candidates from Kashmir this year, there was none from the Valley in the list of successful candidates in the 2018 examination.

The Jammu and Kashmir People’s Conference (JKPC) led by Sajad Gani Lone also congratulated the candidates.

“We congratulate Ms Nadia Beigh from Punzwa and Aftab Rasool from Trehgam in Handwara for qualifying the prestigious IAS. It is a proud moment for their families and people of the entire district,” the JKPC said on Twitter.

IAS officer Sehrish Asgar, Director, Information, Jammu and Kashmir, also congratulated the proud candidates.

“My heartfelt congratulations to all those who have qualified CSE 2019..My prayers and good wishes for your career ahead..Its heartening to see so many girls in the list…May you all shine…,” she tweeted.

“Many congratulations to you Nadia (Beigh)..You have made us proud…,” she said in another tweet.

COVID-19 pandemic created largest disruption of education in history, affecting 1.6 billion students

United Nations: The COVID-19 pandemic has created the largest disruption of education in history, affecting nearly 1.6 billion students in all countries and continents and an additional 23.8 million children and youth could drop out or not have access to school next year due to the pandemic’s economic impact alone, the UN Secretary General’s policy brief on education said.

Education is the key to personal development and the future of societies. It unlocks opportunities and narrows inequalities. It is the bedrock of informed, tolerant societies, and a primary driver of sustainable development. The COVID-19 pandemic has led to the largest disruption of education ever, Secretary General Antonio Guterres said in a video statement launching his policy brief on Education and COVID19′ on Tuesday.

He said that in mid-July, schools were closed in more than 160 countries, affecting over 1 billion students and at least 40 million children worldwide have missed out on education in their critical pre-school year.

The policy brief said that the pandemic has exacerbated education disparities and learning losses due to prolonged school closures threaten to erase progress made in recent decades, not least for girls and young women.

Some 23.8 million additional children and youth (from pre-primary to tertiary) could drop out or not have access to school next year due to the pandemic’s economic impact alone, the brief said.

Guterres said as the world faces unsustainable levels of inequality, we need education the great equaliser more than ever. We must take bold steps now, to create inclusive, resilient, quality education systems fit for the future.

Guterres voiced concern that parents, especially women, have been forced to assume heavy care burdens in the home and despite the delivery of lessons by radio, television and online, and the best efforts of teachers and parents, many students remain out of reach.

Learners with disabilities, those in minority or disadvantaged communities, displaced and refugee students and those in remote areas are at highest risk of being left behind, he said.

The UN chief underlined that the world already faced a learning crisis before the pandemic as more than 250 million school-age children were out of school and only a quarter of secondary school children in developing countries were leaving school with basic skills.

Now we face a generational catastrophe that could waste untold human potential, undermine decades of progress, and exacerbate entrenched inequalities. The knock-on effects on child nutrition, child marriage and gender equality, among others, are deeply concerning, he said.

Launching the policy brief, he said it focuses on a new campaign with education partners and United Nations agencies called Save our Future’ and decisions that governments and partners take now will have lasting impact on hundreds of millions of young people, and on the development prospects of countries for decades to come.

The campaign will amplify the voices of children and young people and urge governments worldwide to recognise investment in education as critical to COVID-19 recovery.

The policy brief calls for action in four key areas of reopening schools, prioritising education in financing decisions, targeting the hardest to reach and future of education.

On reopening schools, the brief says that once local transmission of COVID-19 is under control, getting students back into schools and learning institutions as safely as possible must be a top priority.

The UN has issued guidance to help governments in this complex endeavour and Guterres said it will be essential to balance health risks against risks to children’s education and protection, and to factor in the impact on women’s labour force participation.

He also stressed that consultation with parents, carers, teachers and young people is fundamental.

On prioritising education in financing decisions, Guterres said that before the crisis hit, low and middle-income countries already faced an education funding gap of USD 1.5 trillion dollars a year and this gap has now grown further.

Education budgets need to be protected and increased. And it is critical that education is at the heart of international solidarity efforts, from debt management and stimulus packages to global humanitarian appeals and official development assistance, Guterres said.

The brief’s focus of targeting the hardest to reach emphasizes that education initiatives must seek to reach those at greatest risk of being left behind — people in emergencies and crises; minority groups of all kinds; displaced people and those with disabilities.

They should be sensitive to the specific challenges faced by girls, boys, women and men, and should urgently seek to bridge the digital divide, Guterres said.

The brief also highlights that the future of education is here and there is a generational opportunity to reimagine education.

We can take a leap towards forward-looking systems that deliver quality education for all as a springboard for the Sustainable Development Goals, Guterres said adding that to achieve this, there is a need to invest in digital literacy and infrastructure.

The brief notes that to cope better with future crises, governments should strengthen the resilience of education systems by placing a strong focus on equity and inclusion; and on reinforce capacities for risk management. Failure to do so poses major risks to international peace and stability, it said.

India's COVID-19 tally climbs to 18,55,745

New Delhi: India’s COVID-19 tally increased to 18,55,745 with 52,050 people testing positive for coronavirus infection in a day, while the recoveries crossed the 12-lakh mark on Tuesday, according to the Union Health Ministry data.

The death toll due to COVID-19 climbed to 38,938 with 803 fresh fatalities being reported in 24-hours, the data updated at 8 am showed.

A total of 12,30,509 people have recovered, while there are 5,86,298 active cases of coronavirus infection in the country presently.

The recovery rate among COVID-19 patients has risen to 66.31 per cent, while the fatality rate has further dropped to 2.10 pc, the data stated.

The total number of confirmed cases also includes foreigners. This is the sixth consecutive day that COVID-19 cases have increased by more than 50,000

According to the ICMR, a cumulative total of 2,08,64,750 samples have been tested up to August 2 with 6,61,892 samples being tested on Monday, the highest done in a day so far, Scientist and media coordinator at ICMR, Dr Lokesh Sharma, said.

“A total of 1,05,32,074 tests for detection of coronavirus infection have been performed with per day average of 3,39,744 tests in July, the highest number of tests conducted in a month so far,” Sharma said.

There are 917 labs in the government sector and 439 labs in the private sector for conducting COVID-19 tests.

Siddaramaiah tests positive for COVID-19, admitted to hospital

Bengaluru: Former Karnataka chief minister Siddaramaiah on Tuesday said he has tested positive for COVID-19 and has been admitted to the hospital on the advice of doctors.

The 71-year-old leader of opposition in the state assembly has requested all those who have come into contact with him to quarantine themselves.

“I have been tested positive for #Covid19 & also been admitted to the hospital on the advice of doctors as a precaution. I request all those who had come in contact with me to check out for symptoms & to quarantine themselves,” Siddaramaiah tweeted.

Siddaramaiah’s son Dr Yathindra Siddaramaiah said his father had a fever since Monday morning and was admitted to hospital in the night.

“He was confirmed with corona infection after the antigen test was conducted,” he said in a tweet.

Siddaramaiah has also been admitted to Manipal Hospital where Chief Minister B S Yediyurappa is undergoing treatment for coronavirus.

Yediyurappa was admitted to the hospital on Sunday night after he tested positive for coronavirus, and doctors have said he was “doing well” and is “clinically stable”.

State Medical Education Minister K Sudhakar tweeted wishing for Siddaramaiah’s speedy recovery and said he was in constant touch with Manipal hospital doctors.(Siddaramaiah) health is stable and there is no need to worry.”

Karnataka: 16 IPS officers including D Roopa transferred in reshuffle of police department

Bengaluru: Four Deputy Commissioners of Police (DCP) in Bengaluru were among the police officers transferred in a routine reshuffle among the IPS (Indian Police Service) brass in Karnataka as announced on Monday. IPS officers MN Anucheth, D Devaraja, Dharmender Kumar Meena, and Harish Pandey are the new DCPs in Bengaluru. 

MN Anucheth, the DCP of Whitefield Division, was transferred to the role of DCP Bengaluru Central, replacing Chetan Singh Rathor. 

D Devaraja, an officer of the Select List of 2015, will now take charge as the DCP of the Whitefield Division.

Harish Pandey, who was Superintendent of Police (SP) Intelligence Bengaluru until now, has been posted as DCP Bengaluru South.

Rohini Katoch Sepat, DCP Bengaluru South, was transferred to the role of Superintendent of Police, CID (Criminal Investigation Department), Bengaluru. 

Nikam Prakash Amrit, who was the SP, CID, Bengaluru until now, will be posted as the SP of Raichur district.

B Ramesh, DCP Bengaluru West, was transferred to the role of  Superintendent of Police, CID, Bengaluru.

N Sashi Kumar, DCP Bengaluru North, was transferred to the role of Superintendent of Police, Wireless in Bengaluru. Dharmender Kumar Meena replaced Sashi Kumar as DCP, Bengaluru North. 

Meanwhile, Iada Martin Marbaniang was transferred from his role of SP, Kalaburagi, and posted as the SP of Anti-Naxal Force, Karkala, Udupi. 

Suman D Pannekar, a 2013-batch officer, will take charge as Deputy Director, Karnataka Police Academy, Mysuru. 

Among officers of the rank of Inspector General, IPS officer D Roopa of 2000-batch, who was posted as Inspector General of Police (IGP), Railways, Bengaluru has been made the IGP and Secretary to Government (PCAS), Home Department. She will replace IPS officer Umesh Kumar.

Umesh Kumar, who was until now PCAS, will be posted as Additional Director General of Police (ADGP), CID, Economic Offences, Bengaluru.

These transfer orders were along expected lines as the order for the transfer of the Bengaluru City Police Commissioner was made on Friday. While senior IPS officer Bhaskar Rao was transferred out from his position as Commissioner of Police for Bengaluru City, he was replaced by his 1990-batchmate, Kamal Pant. 

Bhaskar Rao has now taken charge of the ADGP Internal Security Division, Bengaluru.

Bengaluru: Karnataka Pradesh Congress Committee (KPCC) President, DK Shivakumar on Monday added that the Congress party was not against the construction of Ram Temple in Ayodhya.

In a tweet from the official twitter handle of Karnataka Congress, the State Congress President was quoted as saying that Sri Ram and Hinduism was part of the culture of India and was not limited to one political party.

He further added that the BJP has always politicized the issue by playing with the sentiments of the people and the Congress in not involved in such activities.

BS Yediyurappa tested positive for coronavirus and was hospitalised late last evening.

Six staff members working in the office of the Karnataka Chief Minister have tested positive for coronavirus a day after BS Yediyurappa tested positive for the disease. Mr Yediyurappa was hospitalised late last evening. In a brief post on Twitter, Mr Yediyurappa said that he was fine but had been hospitalised on the advice of doctors.

Mr Yediyurappa’s daughter Padmavathi has also tested positive, while his son, Vijayendra, has tested negative.

“I have tested positive for coronavirus. Whilst I am fine, I am being hospitalised as a precaution on recommendation of doctors. I request those who have come in contact with me recently to be observant and exercise self-quarantine,” the tweet of the 77-year-old Chief Minister read.

“I got to know around 8.30 or 9 pm last night that I was Coronavirus positive. I came to the hospital immediately to take treatment. The doctors examined me last night and this morning and said, ‘There is no problem. You should be discharged soon’,” the Chief Minister said this morning.

He added that he has been in touch with officials “to make sure that work is not affected”.

“Nobody should be worried. I will recover quickly and get back to work. May your blessings and support always be with me. Please make sure you wear a mask. That is the only way to escape this virus,” he added.

Mr Yediyurappa’s test results came in hours after Union Home Minister Amit Shah tested positive for the disease.

Yesterday, Tamil Nadu Governor  Banwarilal Purohit and former Union minister P Chidambaram’s son Karti Chidambaram also tested positive.

Last week, Madhya Pradesh Chief Minister Shivraj Singh Chouhan also tested positive. Today is his tenth day in hospital, where he is receiving treatment.

A minister from Uttar Pradesh, Kamal Rani Varun, died yesterday two weeks after she tested positive for the virus.

Karnataka logged 5,532 cases of coronavirus last evening, taking the statewide total to 1,34,819.  Of these 745,90 are active cases. In state capital Bengaluru, 2,105 people tested positive, taking the total to 59,501, of which 37,513 are active cases

The countrywide numbers of COVID-19 crossed the 18-lakh mark on Monday, just a day after it went past 17 lakh mark, with 52,972 cases being reported within 24 hours.

Data from the Union Health Ministry showed the country has logged 18,03,695 infections.

With 771 COVID-19 deaths in the last 24 hours, the number of fatalities has climbed to 38,135, the government said.

Ram Mandir Bhumi Pujan: Prime Minister Narendra Modi will first visit the Hanumangarhi temple when he arrives in the Uttar Pradesh holy town on the banks of the river Saryu.

Prime Minister Narendra Modi is likely to spend around three hours tomorrow in Ayodhya, where he will perform groundbreaking rituals for a Ram Temple.

PM Modi and four other persons will be on the stage for the mega event organised in the middle of the country’s fight against the coronavirus.

The Prime Minister will first visit the Hanumangarhi temple when he arrives in the Uttar Pradesh holy town on the banks of the river Saryu.

According to Ram Temple trust officials, PM Modi will proceed to the site of the temple, which thousands of devotees believe was the spot where Lord Ram was born. He will offer prayers to “Ram Lalla” or the idol of infant Ram before going to the stage where the groundbreaking ceremony will take place.

The PM will lay a 40-kg silver brick to symbolise the start of construction of the Ram Temple that is core to the ruling BJP’s ideology and poll promises. A campaign for the temple marked the rise of the party to the national spotlight in the 1990s.

Religious rituals ahead of the event started yesterday.

Barricades are in place and only those who have received security coded invites – around 175 guests – will be allowed in the “Bhoomi Pujan” ceremony.

A dozen priests on Monday performed prayers dedicated to Lord Ganesh and other deities connected to Lord Ram and Sita.

Among the 175 invitees to tomorrow’s function are 135 priests and spiritual leaders.

Iqbal Ansari, a litigant in the decades-old temple-mosque dispute, was the first person to be invited. “I will certainly attend it. The dispute is over now after the court verdict,” Mr Ansari said. His father Hashim Ansari, the oldest litigant in the case, died in 2016.

The Ram Temple will be built after years of dispute over the 2.77 acre site where the 16th century Babri mosque stood before it was razed in 1992 by Hindu activists who believed it was built on the ruins of an ancient temple marking the birthplace of Lord Ram.

In November, the Supreme Court said the site would be handed over for the building of a temple and an alternative five-acre site would be given to Muslims.

The World Health Organization warned Monday that there might never be a “silver bullet” for the new coronavirus, despite the rush to discover effective vaccines.

The WHO urged governments and citizens to focus on doing the known basics, such as testing, contact tracing, maintaining physical distance and wearing a mask in order to suppress the pandemic, which has upended normal life around the globe and triggered a devastating economic crisis.

“We all hope to have a number of effective vaccines that can help prevent people from infection,” WHO director-general Tedros Adhanom Ghebreyesus told a virtual press conference.

“However, there’s no silver bullet at the moment — and there might never be.”

“For now, stopping outbreaks comes down to the basics of public health and disease control.

“Do it all,” he urged.

The novel coronavirus has killed nearly 690,000 people and infected at least 18.1 million since the outbreak emerged in Wuhan in China last December, according to a tally from official sources compiled by AFP.

The WHO began pressing China in early May to invite in its experts to help investigate the animal origins of COVID-19.

The UN health agency sent an epidemiologist and an animal health specialist to Beijing on July 10 to lay the groundwork for a probe aimed at identifying how the virus entered the human species.

Their scoping mission is now complete, said Tedros.

“The WHO advance team that travelled to China has now concluded their mission to lay the groundwork for further joint efforts to identify the virus origins,” he said.

“WHO and Chinese experts have drafted the terms of reference for the studies and programme of work for an international team, led by WHO.

“The international team will include leading scientists and researchers from China and around the world.

“Epidemiological studies will begin in Wuhan to identify the potential source of infection of the early cases.

“Evidence and hypotheses generated through this work will lay the ground for further, longer-term studies.”

The pair have not yet returned to the WHO’s Geneva headquarters for a debriefing.

Scientists believe the killer virus jumped from animals to humans, possibly from a market in the city of Wuhan selling exotic animals for meat.

Chinese officials said early in the outbreak that the virus may have spread from a market in the city, which sold live and wild animals, but no further confirmation of that has been revealed.

Centre will not impose any language on any state: Union Minister for Education

Chennai: The Centre will not impose any language on any state through the new National Education Policy (NEP) 2020, Union Minister for Education Ramesh Pokhriyal Nishank said on Sunday.

Nishank’s clarification, through a tweet in Tamil, comes in the backdrop of opposition to NEP in Tamil Nadu on the grounds that the policy allegedly imposed Hindi and Sanskrit.

In his tweet to former Union Minister from the state Pon Radhakrishnan, Nishank said he was looking forward to the guidance of the ex-central minister in implementing NEP in Tamil Nadu.

“I once again like to insist that the Central government will not impose any language on any state,” he said.

The M K Stalin-led DMK and many opposition parties in Tamil Nadu have opposed NEP and want a review of the sweeping reforms it has proposed.

On Saturday, the DMK chief said the policy was an attempt at alleged imposition of Hindi and Sanskrit and vowed to fight against it by joining hands with like-minded political parties and Chief Ministers of other states.

The reforms were not a new education policy but “a glossy coat on the old oppressive Manusmriti,” he said.
