Beijing: China on Thursday said India’s decision to ban 118 Chinese APPs is not beneficial to the Indian users nor to China’s businesses and claimed it violated WTO rules.

India on Wednesday banned 118 more mobile apps with Chinese links, including the popular game PUBG, citing data privacy concerns and a threat to national security, taking the total count of Chinese-linked mobile apps banned by New Delhi to 224. India’s move came amid fresh border tensions with China in eastern Ladakh.

Responding to a question on India’s fresh ban on Chinese apps at a Commerce Ministry briefing here, spokesman Gao Feng said, the Indian side abused the concept of ‘national security’ and adopted discriminatory restrictive measures against Chinese companies, violating relevant World Trade Organisation rules. China urges India to correct its wrong practices.

“China-India economic and trade cooperation is mutually beneficial and win-win. It is hoped that the two countries will jointly maintain the hard-won cooperation and development situation and create an open and fair business environment for international investors and service providers, including Chinese companies,” state-run CGTN quoted Gao as saying.

At a separate Chinese Foreign Ministry briefing, spokesperson Hua Chunying in her reaction to the ban on Chinese apps, said, “By banning these hi-tech, easy-to-use and popular apps, the Indian side is sacrificing first and foremost the rights and interests of the Indian users, and damaging those of Chinese companies. Therefore, no one gains from such an action.”

She also noted that the US State Department on the same day cited New Delhi’s ban and called on other countries to join India to join the Clean Network programme.

“I wonder if there’s connection or coordination between India and the US on this issue,” she claimed.

“But India, as a country proudly possessing an ancient civilisation, is wise enough to have known about Dirtbox, PRISM, Irritant Horn, Muscular and Undersea Cable Tapping. It knows fully well whether the US is clean or dirty when it comes to US policies and practices.

“Independence is so precious. We hope that the Indian side will stick to it. No short-sighted decisions shall be made to impede the long-term interests of the two countries and two peoples,” Hua said, any avoiding any reference to the border tensions.

She noted that both countries are close neighbours and proud of their civilisations. The start of our exchange and mutual learning can date back to 1,000 years ago. The great Indian poet Tagore is very popular in China.

He wrote, “We read the world wrong and say that it deceives us.” Yoga and Indian movies like “Dangal” are also very popular in China, she said.

“However, it never crossed our mind that India is trying to infiltrate or pose any threat to our country,” she said in an updated statement released by the Chinese foreign ministry.

She said the intermingling of different cultures is conducive to promoting people’s mutual understanding and friendship.

“So, we hope that the India will attach importance to the two peoples’ friendship and long-term interests and work to promote bilateral exchange and cooperation in various fields,” the spokesperson said.

Uttar Pradesh: 3-year-old raped before murder, third such case in three weeks

Lakhimpur Kheri: The three-year-old girl, who was found dead in a sugarcane field in Uttar Pradesh’s Lakhimpur Kheri, was raped before murder, a senior police officer said on Friday.

This is the third such incident in the district in as many weeks.

The girl’s body, which bore injury marks on the head, was recovered from the vicinity of her village in Singahi area on Thursday after she went missing on Wednesday, police said. “The postmortem report has confirmed rape. I am with family members right now. Seven of our teams are working on the case. I am myself going for combing in sugarcane fields and strict action will be taken against the accused,” Superintendent of Police, Satyendra Kumar Singh, told PTI over phone.

“If needed, NSA will also be invoked against the accused,” he said.

In his complaint to police, the girl’s father had alleged that Lekhram, a resident of their village, had abducted and killed the child due to an old enmity with his family. A case of murder was lodged against the accused.

Lakhimpur Kheri district was in the news recently when a 17-year-old Dalit girl was found dead outside her village. She was allegedly raped and murdered after she left home to fill a scholarship application.

Her mutilated body was found near a dry pond, around 200 metres ways from her village falling under the Neemgaon police limits. Prior to this incident, a 13-year-old girl was raped and killed in the district.

Police said the girl had gone to her fields in the afternoon and when she did not return home, her family started looking for her. She was found dead in a sugarcane field.

Both incidents drew flak from the opposition, with Congress and SP leaders attacking the Yogi Adityanath-led state government over the law and order situation.

India’s COVID-19 tally goes past 39 lakh no. of recoveries crosses 30-lakh mark

New Delhi: India’s COVID-19 tally went past 39 lakh on Friday with 83,341 fresh cases reported in a span of 24 hours, while the number of recoveries crossed the 30-lakh mark, pushing the recovery rate of coronavirus patients in the country to 77.15 per cent, according to the Union health ministry.

The total number of COVID-19 cases mounted to 39,36,747, while the death toll due to the disease climbed to 68,472 with 1,096 people succumbing to it in a day, the ministry’s data updated at 8 am showed.

The COVID-19 case fatality rate has further declined to 1.74 per cent in the country. There are 8,31,124 active coronavirus cases in the country, which account for 21.11 per cent of the total caseload, the data stated.

India’s COVID-19 tally had crossed the 20-lakh mark on August 7 and the 30-lakh mark on August 23.

According to the Indian Council of Medical Research (ICMR), a total of 4,66,79,145 samples were tested for COVID-19 in the country as on September 3, including 11,69,765 on Thursday.

Facebook curbs political ads for 7 days before US election

Washington: Bracing for a contentious election with no immediate results and possible civil unrest, Facebook is enacting a host of measures to ensure its platform is not used to sow chaos and spread misinformation before, during and after the U.S. presidential election.

But it’s not clear the changes are enough.

The company said Thursday it will restrict new political ads in the week before the election and remove posts that convey misinformation about COVID-19 and voting. It will also attach links with official results to posts by candidates and campaigns that prematurely declare victory.

This election is not going to be business as usual. We all have a responsibility to protect our democracy, Facebook CEO Mark Zuckerberg said in a post on Thursday.

That means helping people register and vote, clearing up confusion about how this election will work, and taking steps to reduce the chances of violence and unrest. Some activists hailed the new policies but said the onus will be on Facebook to enforce them. And others were skeptical that they’ll really make a difference.

Voting starts in North Carolina tomorrow. Election Day isn’t in two months, it’s tomorrow and every day after. Which means voters in that state and many others that vote early will be subject to months of dishonest ads on Facebook’s platform,” said Shaunna Thomas, co-founder and executive director of UltraViolet, a women’s organization critical of Facebook.

She called the announcement a PR stunt designed to distract from the fact that Facebook is the single biggest vector of dangerous misinformation and voter suppression campaigns in the United States.

Siva Vaidhyanathan, a Facebook expert at the University of Virginia, said the company again proved itself incapable of effectively snuffing out dangerous misinformation last week when it failed to remove postings by right-wing militia organizers urging supporters with rifles to converge on Kenosha, Wisconsin.

Facebook’s biggest problem has always been enforcement, he said. Even when it creates reasonable policies that seem well-meaning, it gets defeated by its own scale. So I am not optimistic that this will be terribly effective. Facebook and other social media companies are being scrutinized over how they handle misinformation, given problems with President Donald Trump and other candidates posting false information and Russia’s ongoing attempts to interfere in U.S. politics.

Facebook has long been criticized for not fact-checking political ads or limiting how they can be targeted at small groups of people.

With the nation divided, and election results potentially taking days or weeks to be finalized, there could be an increased risk of civil unrest across the country,” Zuckerberg said.

Civil rights groups said they directly pitched Zuckerberg and other Facebook executives to make many of the changes announced Thursday.

These are really significant steps but everything is going to depend on the enforcement, said Vanita Gupta, who was head of the Obama Justice Department’s Civil Rights Division and now leads the Leadership Conference on Civil and Human Rights.

I think they’re going to be tested on it pretty soon.” In July, Trump refused to publicly commit to accepting the results of the upcoming election as he scoffed at polls that showed him lagging behind Democratic rival Joe Biden.

Trump also has made false claims that the increased use of mail-in voting because of the coronavirus pandemic allows for voter fraud. That has raised concern over the willingness of Trump and his supporters to abide by election results.

Under the new measures, Facebook says it will prohibit politicians and campaigns from running new election ads in the week before the election. However, they can still run existing ads and change how they are targeted. Many voters, however, are expected to vote by mail well ahead of Election Day.

Trump campaign spokeswoman Samantha Zager criticized the ban on new political ads, saying it would prevent Trump from defending himself on the platform in the last seven days of the presidential campaign.

Posts with obvious misinformation on voting policies and the coronavirus pandemic will also be removed. Users can only forward articles to a maximum of five others on Messenger, Facebook’s messaging app. The company also will work with Reuters to provide official election results and make the information available both on its platform and with push notifications.

After being caught off-guard by Russia’s efforts to interfere in the 2016 U.S. presidential election, Facebook, Google, Twitter and other companies put safeguards in place to prevent it from happening again. That includes taking down posts, groups and accounts that engage in coordinated inauthentic behavior” and strengthening verification procedures for political ads. Last year, Twitter banned political ads altogether.

Zuckerberg said Facebook had removed more than 100 networks worldwide engaging in such interference over the last few years.

Just this week, we took down a network of 13 accounts and two pages that were trying to mislead Americans and amplify division, he said.

But experts and Facebook’s own employees have said the measures have not been enough to stop the spread of misinformation, including from politicians. Internal dissent among Facebook employees might have helped influence Zuckerberg’s decision to do something, said Joan Donovan, a disinformation researcher at Harvard University.

New York: Sumit Nagal’s trademark fighting spirit was on display throughout but it was not enough to get past world number three Dominic Thiem, who notched up a straight-set victory over the Indian in the US Open men’s singles second round here.

Nagal lost 3-6 3-6 2-6 to the second-seeded Austrian, who celebrated his 27th birthday with a commanding performance at the Arthur Ashe stadium on Thursday.

Thiem, this year’s Australian Open finalist, had said that he has seen videos of Nagal’s game and knew that he has a ripping forehand. Well prepared, he came out with a clear strategy of not giving many balls on the forehand side of the Indian.

“Thank you 2020 US Open. Lots to learn. Going to keep working hard! Thanks for all the support everyone,” Nagal later tweeted.

Nagal came into the contest after giving India a rare singles main draw match win at a Grand Slam but it was always going to be a daunting task for him to challenge someone who has made two French Open finals.

Slow off the blocks, Nagal was broken early but the slogger that he is, he kept Thiem under pressure, creating as many as five chances to break back in the fifth game that lasted 10 minutes.

He converted the fifth breakpoint when Thiem made an unforced error and made it 3-3 with an easy hold, riding the momentum.

Playing with a lot of energy and stinging strokes, those were the best two games that Nagal played as the gap between him and the top players was on display after that.

Thiem, using his superior game shifted gears with remarkable ease, turning the tide with an immediate break and served out the set.

Nagal lost his serve early again with Thiem getting a grip of his returns. The Austrian started to serve better and also unleashed his big-hitting game, keeping the match in a tight grip.

Thiem broke the 23-year-old Nagal one more time in the seventh with a cross court winner to serve at 5-2.

Nagal got a break back when Thiem hit a backhand long on the third breakpoint but dropped his serve in the next to give his fancied opponent a two-set advantage.

Thiem wrapped up the match with ease even as Nagal kept finding winners here and there. He fought hard and saved a match point too, but it was clear that the young Indian’s best was not enough to trouble the top guns.

CCB conducts searches at Kannada film actress Ragini Dwivedi's residence in Bengaluru

Bengaluru: The Central Crime Branch (CCB) of Bengaluru, which is probing the drug menace in the Kannada film industry, carried out searches at actress Ragini Dwivedi’s residence here on Friday morning, police said.

“The CCB obtained the search warrant from a court,” a police officer said.

According to police sources, a team of CCB sleuths reached Dwivedi’s residence at about 6 am.

The CCB had served a notice to the actress on Wednesday, asking her to depose before them on Thursday, but she sent a team of lawyers seeking time till Monday. The police directed her to appear before them on Friday. CCB sources said the actress will appear before the sleuths at 10 am.

In the meantime, the police said they have arrested one Ravi, who has close acquaintances in the Kannada film industry, in connection with the drugs case and a court has sent him to police custody for five days.

The CCB intensified its investigation into a drugs haul in Bengaluru after the Narcotics Control Bureau (NCB) arrested three persons from the city, who were allegedly supplying drugs to singers and actors in the Kannada film industry, also known as “Sandalwood”.

Filmmaker and journalist Indrajit Lankesh had given his statement to the CCB about drug abuse in Sandalwood. He had also claimed that at least 15 people in the industry were involved in the drugs trade.

Dwivedi, whose family hails from Haryana’s Rewari, was born in Bengaluru. She made her Sandalwood debut in the movie “Veera Madakari” in 2009.

She shot to fame for her role in Kempe Gowda, Ragini IPS, Bangari and Shiva.

Do you need mask if driving or cycling alone?

New Delhi: The Union Health Ministry has not issued any guidelines recommending wearing of a mask if someone is driving a car or cycling alone, a top government official said on Thursday.

However, if someone is exercising, cycling or jogging in a group, they should wear masks and maintain social distancing so as not to infect each other, Secretary in the Union Health Ministry Rajesh Bhushan said at a press briefing.

A large number of people have complained of late about being challaned for not wearing a mask while being inside in their cars as the COVID-19 cases soared in the country.

Responding to a question if it is necessary to wear a mask while driving a car or cycling alone, Bhushan clarified, “There are no guidelines from the Health Ministry on wearing a mask if a person is driving a car or riding a cycle alone.”

“Of late there is an increased awareness among people about physical activity and you must have seen people cycling or jogging in groups of two or three. If you are cycling or jogging in a group you need to wear a mask and maintain social distancing so as not to infect each other,” Bhushan said.

With a record single-day spike of 83,883 infections, India’s COVID-19 caseload mounted to 38,53,406, while the death toll climbed to 67,376 with 1,043 people succumbing to the disease in a day, the Health Ministry’s data updated at 8 am showed.

500 academicians, scientists write to environment ministry for withdrawal of draft EIA notification

New Delhi: As many as 500 academicians, scientists and researchers from various educational institutes across the country have urged the environment ministry to withdraw the controversial draft EIA notification and strengthen the existing EIA 2006 notification with a new proposal.

Ever since the notification was issued in March, the ministry has received suggestions through nearly 17 lakh e-mails, including several objections.

In yet another letter, the signatories from 130 institutions have listed their concerns regarding the draft Environment Impact Assessment (EIA) notification, which has been surrounded by controversy since its release, and asked the ministry to withdraw it as it could adversely affect the environment and dilute the clearance process.

The institutes and universities that have written to the ministry include the Indian Institute of Science (IISc), Indian Institutes of Science Education and Research (IISER), Indian Institutes of Technology (IITs), National Centre for Biological Sciences (NCBS) and Wildlife Institute of India (WII).

The controversial notification has drawn severe criticism and protests from students, citizens, activists, environmentalists across the country for “fundamentally dismantling environmental safeguards to promote ease of doing business”.

“This cross-institutional collaboration, initiated by PhD students from different institutes, was supported by 105 faculties, former faculties and senior scientists, along with over 400 PhD scholars, post-doctoral research fellows, independent researchers and other research students, who have all signed the letter in their personal capacities,” a press note released by the signatories said.

The letter says the legitimisation of ex-post-facto environmental clearances is a significant dilution of the EIA process.

It also expresses concern on the reclassification of many highly-polluting industries and projects to exempt those from proper environmental appraisals altogether.

It calls for an improved and more inclusive public consultation processes in environmental decision-making and effective post-clearance monitoring mechanisms.

“While a lot of noise is made about iconic species like tigers, turtles and elephants and there is outrage even about individual animals, the truth is that poorly planned large-scale development projects have the greatest negative impacts on biodiversity, ecosystems and people.

“This notification leaves the door open to projects that may severely impact the environment and yet have little real benefit for the people in need,” Kartik Shanker, associate professor at the IISc, Bengaluru, who is one of the signatories to the letter, said.

Ayaz Ahmed, a PhD scholar from IIT-Bombay, said, “The EIA process is supposed to regulate the polluting industries and other development projects and mitigate their impact on the environment. But instead, the draft proposes to ease the environmental safeguards. We need stronger environmental regulations.”

The draft EIA notification was issued by the ministry on March 23 with public opinions and suggestions invited till August 11.

Book on Delhi riots: Authors file police complaint against Bloomsbury, media houses

New Delhi: The authors of the controversial book “Delhi Riots 2020: The Untold Story” filed a complaint with the police on Thursday against publishing house Bloomsbury, some media organisations and noted individuals, alleging cheating, mischief, misappropriation of property and criminal intimidation by them.

The authors met Delhi Commissioner of Police S N Shrivastava with their complaint and sought immediate and necessary action against those named in it.

The complaint accused professor-activist Nandini Sundar and news portals The Print and Newslaundry of “illegal receipt and retention of stolen property”, and several noted individuals, including historian William Dalrymple and author Aatish Taseer, of “criminal intimidation and (making) statements creating and promoting enmity, hatred, and ill will between classes”.

The book, authored by advocate Monika Arora and professors Sonali Chitalkar and Prerna Malhotra, got embroiled in a controversy for inviting BJP leader Kapil Mishra as a guest of honour on its launch on August 22.

There have been allegations that several leaders, including Mishra, made inflammatory speeches targeting anti-citizenship law protesters before the violence broke out in Northeast Delhi on February 23.

Later, Bloomsbury after facing a massive backlash on social media withdrew itself from the book, saying the virtual launch was “organised without its knowledge”. The book found a new publishing house in Garuda Prakashan the very next day.

According to the complaint, signed by Arora, Bloomsbury “wilfully with dishonest intentions expunged her work and also leaked a PDF version of the book in public to hamper any future sales”.

“The present complaint seeks investigation… for being the publisher of my authored book and having deliberately, willfully with dishonest intentions expunged my work, effort and skill thereby diminishing my goodwill, reputation and standing, without my knowledge and consent rescinded from performing its obligations under the terms of the agreement dated 29.5.2020 and leaked a PDF version of the book in public to hamper any future sales,” read the complaint.

Contrary to what Bloomsbury India had claimed, the complaint said that an e-poster of the book launch event in question with the list of “confirmed speakers” was sent to the publishing house and that they had acknowledged it too.

It alleged that the publishers withdrew only after being pressured by its parent company Bloomsbury UK.

“The book launch event was widely publicized on social media platforms with full knowledge of the Publisher. 100 physical copies of the book were delivered as per the terms of the agreement by the Publisher to the Author on 1.8.2020. On the date of the launch, at 3:30 PM, the Publisher phoned the Author to say that it was considering withdrawing the book on account of pressure of its parent company, and from certain other persons on social media,” it added.

In the complaint, Arora claimed that a “venomous campaign” emerged on the social media and a “group of individuals/ propagandists”, whom she referred to as Urban Naxal Gang, “conspired and went all out to kill the book by pressurizing, intimidating, bullying and blackmailing the publishers”.

She also put out tweets by activist Saket Gokhale, along with journalist Arfa Khanum Sherwani and poet Meena Kandasamy, all named in the complaint, alleging that they were congratulating one another for being able to put a stop on the release of the book.

The complaint also accused media houses The Quint and NewsLaundry, and professor-activist Nandini Sundar for critiquing the book and attempting to discredit the authors’ work based on a leaked or “stolen” PDF copy of the book.

“How in the world would they have got their hands on the book if not for this unauthorized circulation. As on date, there is no other physical copy in existence except for those 100 copies that had been delivered to me. Thus, despite knowing such a version was stolen property’ neither the aforesaid media houses nor Ms Sundar chose to take any appropriate legal measures to bring it to the notice of authorities,” it said.

Some individuals who have been named in the complaint have reacted to it through tweets.

“I’m actually glad this has happened. This should remove all doubt, in anyone’s mind, that these were not independent writers at all, but a state-sponsored syndicate, dedicated to whitewashing the role of certain BJP leaders in the Delhi Riots,” tweeted Taseer.

“This is an attempt at intimidation by BJP-linked authors using Central agencies bcoz we spoke against their vile book full of lies & minority-blaming on the Delhi Pogrom. This complaint is a joke. But the one I file about the contents of the book with @DGPMaharashtra won’t be,” tweeted Gokhale.

“Wow just learnt this. now coming after us with state machinery. We will not allow literature and publishing to platform hate,” tweeted Kandasamy.

PM Modi focused on development, others on making comments: Jyotiraditya Scindia

Scindia, who quit the Congress in March this year and joined the BJP, said under the Prime Minister’s leadership, an environment of safety of people has been created.

GWALIOR: In remarks apparently aimed at Congress leader Rahul Gandhi, BJP Rajya Sabha MP Jyotiraditya Scindia on Thursday said thinking of some people is just confined to making comments, while Prime Minister Narendra Modi has a development-oriented outlook for the country.

Gandhi on Wednesday hit out at the PM over the state of the economy, rise in COVID-19 cases and “external aggression” at borders, alleging that India is reeling under “Modi-made disasters”.

On the one hand there is a development-oriented, safety-oriented thinking while on the other there is a thinking of only making comments.

“But I believe the people of the country are aware and they are associated with a positive thinking and will remain so in the future also, Scindia said without naming Gandhi.

The former Union minister was responding to a question on demonetisation, which Gandhi has termed as a “total failure”.

Scindia, who quit the Congress in March this year and joined the BJP, arrived in Gwalior in the evening to take part in the ‘Urs’ (mela) of Manur Baba.

During this atmosphere of pandemic, under the Prime Minister’s leadership, an environment of safety of people has been created by making available beds, plasma, remdesivir medicine in hospitals for saving the lives of patients,” the BJP leader said.

The Rajya Sabha MP alleged that during the Congress government in Madhya Pradesh, the Gwalior-Chambal region was neglected in terms of development.

During the 15-month Congress rule, the then chief minister Kamal Nath and other top leaders of the party did not visit the underdeveloped region, he said.

The number of development schemes announced for the region in the last five months of the BJP rule was far more than what the area got under the 15 months of the Congress government, Scindia said.

He referred to the Chambal expressway, which will be named after former Prime Minister Atal Bihari Vajpayee, and an elevated road over the Swarna Rekha river, among other projects, to buttress his point that development is taking place in the region under the BJP regime.
