Congress creating confusion among Muslim over Citizenship Act: Karnataka CM Yediyurappa

BENGALURU: BJP leader and Karnataka Chief Minister BS Yediyurappa once again blamed the Congress of creating ‘confusion’ among the Muslim community over the Citizenship (Amendment) Act-2019 while launching a door to door campaign to dispel such rumours.

Yediyurappa was on a door-to-door campaign to make people aware of the Citizenship (Amendment) Act and to allay their fears.

“Unnecessarily, the members of Congress are creating confusion among the Muslim community. I assure you that not a single Muslim will be affected because of CAA,” said B. S. Yediyurappa.

“Almost all previous Prime Ministers have supported it, now Congress is creating a problem so as to create confusion among Muslims. That’s why we are out on the door-to-door campaign,” he said.

The Citizenship Amendment Act, 2019, seeks to grant Indian citizenship to Hindu, Christian, Sikh, Buddhist and Parsi refugees from Pakistan, Afghanistan, and Bangladesh and who entered India on or before December 31, 2014.

Karnataka MP seeks action against duo for alleged rape, attempted conversion of girl to Islam

BENGALURU: BJP leader and MP Shobha Karandlaje met city Police Commissioner Bhaskar Rao and demanded to initiate action against two youths who allegedly raped a girl for almost one year and also threatened to convert her to Islam.

The MP met the commissioner on Sunday and submitted the complaint copy.

she said that the girl, who was brought from Kasaragod to Electronics City, where the accused youths run a business, was allegedly raped here. “I have asked the Police Commissioner to direct the Electronics City police to register an FIR and arrest the youths,”she said.

“I have spoken to the survivor and she said that the youths were also forcing her to convert to Islam and threatened her with dire consequences if she did not,” the MP alleged.

She suspects that there was a gang that could be operating to forcibly convert Hindu women to Islam.
The BJP leader also met Chief Minister B S Yediyurappa along with the survivor’s family members and gave a petition.

HRD Ministry calls meeting with JNU administration over campus violence, VC sends detailed report

NEW DELHI: The HRD Ministry on Monday called an urgent meeting with the JNU administration, including the vice-chancellor, over the violence that took place on the campus the previous day, officials said.

The ministry had on Sunday sought an immediate report from JNU Registrar Pramod Kumar after the violence broke out and students and teachers were attacked.

There was heavy deployment of police on Monday outside the Shashtri Bhawan here which houses the HRD Ministry.

“A detailed report has been sent to the HRD Ministry about the sequence of events. The top administration officials are at the Ministry to provide all details leading to present situatio.

Violence broke out at the Jawaharlal Nehru University on Sunday night as masked men armed with sticks attacked students and teachers and damaged property on the campus, prompting the administration to call in the police.

Many were admitted to All India Institute of Medical Sciences here with injuries and discharged on Monday.

JNU Students’ Union president Aishe Ghosh suffered a head injury.

The Left-controlled JNUSU and the ABVP blamed each other for the violence that continued for nearly two hours.

Union HRD Minister Ramesh Pokhriyal ‘Nishank’ had urged JNU students to maintain the dignity of the university and peace on the campus.

One dead in partial collapse of Burdwan railway station building in West Bengal

Ishaq Khan, the Howrah divisional railway manager said the deceased is yet-to-be-identified.

The building houses chambers of railway officials, a dormitory, guest rooms, and waiting rooms for passengers and railway employees.

KOLKATA: One of the two injured in a partial collapse of the 140-year-old main building of Burdwan railway station succumbed to his injuries on Sunday morning. Railway officials said more people could have been injured as small chunks of the building had started coming off around 20 minutes before the collapse alerting commuters to the impending danger.

Ishaq Khan, the Howrah divisional railway manager said the deceased is yet-to-be-identified. “The injured person from Jharkhand, identified as Hepna Tudu, is under treatment at Burdwan Medical College and Hospital. An inquiry by a three-member committee has been initiated to ascertain what led to the mishap,’’ he said.

According to railway officials, minor repairing work was being conducted in the building but it was not clear that the collapse had anything to do with the ongoing work. “The building is adjacent to platform No. 1. The portion that collapsed is on the other side of the building. There were not many commuters on the platform when the mishap took place,’’ said a railway official.

The building houses chambers of railway officials, a dormitory, guest rooms, and waiting rooms for passengers and railway employees.

“Small concrete chunks first started to come off around 20 minutes before the collapse people came rushing out of the platform. This saved many lives,’’ said a railway official.

Union Minister Amit Shah asks Delhi Lieutenant Governor to hold talks with JNU representatives

NEW DELHI: Union Home Minister Amit Shah on Monday talked to Delhi Lieutenant Governor Anil Baijal and requested him to call representatives from Jawaharlal Nehru University (JNU) for discussions, officials said.

The telephonic conversation between the home minister and the LG came a day after masked men indulged in violence on the JNU campus.

“The home minister spoke to the LG and requested him to initiate discussions with representatives from the JNU,” an official said.

Yesterday, the home minister had spoken to Delhi Police chief Amulya Patnaik and ordered an inquiry into the incident.

The Home Ministry has sought a report from the Delhi Police.

At least 28 people, including JNU Students’ Union president Aishe Ghosh, were injured as chaos prevailed on the campus for nearly two hours.

Union ministers Jaishankar, Sitharaman condemn violence at JNU campus

NEW DELHI: Union Finance Minister Nirmala Sitharaman and Foreign Minister S Jaishankar, both alumni of the Jawaharlal Nehru University, condemned the violence at the varsity on Sunday evening.

The government wants universities to be safe for students, Sitharaman said.

“Have seen pictures of what is happening in JNU. Condemn the violence unequivocally. This is completely against the tradition and culture of the university,” Jaishankar tweeted.

JNU violence: 34 people admitted at trauma centre discharged, says AIIMS

NEW DELHI: Thirty-four people admitted to All India Institute of Medical Sciences (AIIMS) hereafter violence at the JNU were discharged on Monday, officials at the institute said.

“34 people were admitted at the trauma centre after violence in JNU. Four of them had head injuries. They were discharged on Monday,” they said.

Thrashing reports of the PM deliberately snubbing his plea for assistance, Yediyurappa said that contrary to the picture being painted by the Opposition and the media, Modi had assured that Karnataka’s demands will be considered. 

Lashing out at the media for ‘attaching motive to his speech which was plain and honest in content’, Yediyurappa insisted that the PM had lent him an ear. “Being in federal set-up, there is nothing wrong in placing the facts before the Prime Minister and making submissions. As a Chief Minister, I placed our state’s problems and need of more funds for developmental activities before him,” he said.

“The PM spoke to me personally and assured me of all help. He suggested that I visit New Delhi to meet the ministers concerned and apprise them about the state’s problems and pending projects. He also directed me to prepare a detailed report on this matter,” the CM added.

Yediyurappa, who was sharing the stage with the PM at Tumakuru on Thursday, apprised him of the damage caused due to floods and how only Rs 1,200 crore had been released from the Union government. Even as Modi looked on, Yediyurappa insisted that the Centre release more funds. The PM, however, neither made mention of Yediyurappa’s plea nor assured more assistance to Karnataka during his address.

The PM’s refusal to talk on the issue of flood relief and Yediyurappa’s speech bordering on accusation of the Centre for not providing enough relief had hit the headlines and provided Congress ammunition to target for Modi as being unconcerned about Karnataka and Yediyurappa for being a “weak Chief minister”.

80% Trinamool MLAs fail to comply with CM’s directive

KOLKATA: More than 80% of 211 Trinamool Congress MLAs ‘failed’ to comply with the directives issued by party supremo Mamata Banerjee in regard to the “Didi Ke Bolo” (Tell Your Sister) outreach drive, a survey conducted by Prashant Kishor’s team I-PAC revealed.

In a meeting with the CM’s nephew Abhishek, Trinamool Congress’ secretary-general Partha Chatterjee and state president Subrata Bakshi, Kishor revealed how most of the MLAs had skipped the phases of the drive to reach the local masses ignoring the CM’s dictate.

“We have been told that majority of the MLAs did not complete the seven phases of the outreach drive, which include spending a night at a worker’s house, hoisting party’s flag next morning in the area and addressing a rally in the locality. Kishor told us to ask the MLAs to complete all the phases of the outreach drive within January 12,’’ said a Trinamool leader.

The outreach drive is a brainchild of Kishor, who was hired by the Bengal CM after the ruling party’s poor showing in the 2019 LS elections. Kishor had drawn up an elaborate roadmap to reach the masses across the state and advised the ruling party’s MLAs, including ministers, to carry out the outreach initiative.
“Seven instructions were given to MLAs… Once the MLAs submitted their report, Kishor’s team swung into action to cross-check the legislators’ performance and the fact emerged,’’ said an MLA.       

The MLAs who haven’t complied, have been asked to complete the directives of the drive within January 12 and submit a fresh report.

Other than spending a night at a booth worker’s house, MLAs were asked to hold a meeting on the courtyard of the house with locals, regardless of their political affiliation

Baghdad airstrike: Was drone attack on Iranian general an assassination by US?

Although the United States and Iran have long been adversaries and engaged in a shadow war in the Middle East and elsewhere, the US has never declared formal war on Iran.

NEW YORK: After Friday’s targeted killing of Iranian Gen. Qassem Soleimani, newsrooms struggled with the question: Had the United States just carried out an assassination? And should news stories about the killing use that term?

The AP Stylebook, considered a news industry bible, defines assassination as “the murder of a politically important or prominent individual by surprise attack.”

Although the United States and Iran have long been adversaries and engaged in a shadow war in the Middle East and elsewhere, the US has never declared formal war on Iran.

So the targeted killing of a high Iranian state and military official by a surprise attack was “clearly an assassination,” said Mary Ellen O’Connell, an expert in international law and the laws of war at the University of Notre Dame School of Law.

Just as clearly, the Trump administration doesn’t agree.

Though a statement issued by the Pentagon said the attack was specifically intended to kill Soleimani and that it was ordered “at the direction of the President,” it also characterized the killing as defensive, to protect U.S. military forces abroad, and stated that Soleimani was actively developing plans “to attack American diplomats and service members in Iraq and throughout the region.” Subsequent statements by Secretary of State Mike Pompeo and President Donald Trump also characterized the killing as punishment of Soleimani for past blood on his hands.

O’Connell’s counterargument: Whether the killing is framed as part of an armed conflict between two states or as a police action intended to deter terrorism, it cannot be characterized as an act of self-defence because there was never a full-fledged and direct attack on the United States by Iran. The United States’s legal reason for being in Iraq is to deter the Islamic State group, not to fight against Iran, she noted, and the attacks against the U.S. by Iranian-backed militias in recent months have been intermittent and relatively limited.

“Assassination is prohibited both in peacetime law as well as on the battlefield,” she said.

“We have really moved to a nearly lawless state,” she said. If the justification for a military response is self-defence, the response should be “necessary and proportionate.” But that would not justify individual targeted killings, she said.

For Iran, Soleimani’s killing was a “horrific assassination,” wrote Majid Takht Ravanchi, Iran’s ambassador to the United Nations.

It is “an obvious example of state terrorism, and, as a criminal act, constitutes a gross violation of the fundamental principles of international law,” Ravanchi wrote in a letter to the U.N. secretary-general.

The premeditated killing of a specific individual commander for what they have done on the battlefield or what they may do has been prohibited by the law of armed conflict dating from the Hague Conventions of 1907, and by a protocol of the Geneva Convention in 1949 saying “it is prohibited to kill, injure or capture an adversary by perfidy,” she added.

International war law aside, there also has been a US executive order in place since 1976 forbidding the U.S. from carrying out political assassinations. The order came into being after revelations that the CIA had organized or sanctioned assassination attempts against foreign leaders including Fidel Castro.

The current version of the executive order states: “No person employed by or acting on behalf of the United States Government shall engage in, or conspire to engage in, assassination.”

It does not, however, define what constitutes an assassination, and has been generally interpreted to mean an unlawful killing of a political leader in peacetime. For instance, during the “war on terror” since 9/11, the United States is believed to have conducted a number of secret drone strikes targeting individuals, such as the attack against al- Qaida propagandist Anwar al-Awlaki, who was killed in 2011 in Yemen.

Soleimani, however, was a military leader. If he was leading forces against the United States, under the international laws of war as enunciated in the 1949 Geneva Conventions, he and his forces could be considered legitimate battle targets during any actual war or armed conflict, declared or undeclared.

The AP has mostly refrained from describing Soleimani’s death as an assassination — both because it would require that the news service decide that the act was a murder, and because the term is politically freighted.

Duke University Professor of Law Madeleine Morris, an expert on international criminal law, said the law is not terribly clear in this area.

She said that under the United Nations Charter, there is a clear right of self-defence in response to armed attacks. She noted that some might argue that the attacks the U.S. has experienced in this case do not meet at a threshold of gravity to justify this sort of targeted killing, while others would argue to the contrary that there is no explicit threshold — that if attacked a country has an absolute right to respond militarily.

”There is no obligation to kill a lot of people rather than a single person,” she said.

The question then would be whether the act of war was legal, allowed as self-defence, or would it be considered an illegal act of aggression? That would depend on the intelligence evidence offered by the United States and the imminence of any planned attack.

“The problem is that governments have good reason to make very little public in this situation, which makes it very difficult to evaluate the situation politically or legally.”
