Not forcing anyone to raise ‘Jai Shri Ram’ slogan: Yogi Adityanath on allged heckling of Mamata

Banerjee on Saturday refused to speak at an official event attended by PM Modi to mark the beginning of the celebrations of Netaji’s 124th birth anniversary after ‘Jai Shri Ram’ slogans were raised.

LUCKNOW: No one is being forced to raise ‘Jai Shri Ram’ slogans and there is nothing to feel bad about such chants, UP Chief Minister Yogi Adityanath said on Monday after his West Bengal counterpart Mamata Banerjee refused to speak at an event over raising of such slogans.

Banerjee on Saturday refused to speak at an official event attended by Prime Minister Narendra Modi to mark the beginning of the celebrations of Netaji Subhas Chandra Bose’s 124th birth anniversary after ‘Jai Shri Ram’ slogans were raised just before she was to start her address.

Speaking to a select group of journalists, Adityanath said, “If someone says Jai Shri Ram there is nothing to feel bad about it as it is a greeting”‘.

“If someone says ‘namaskar’ or ‘Jai Shri Ram’ it shows his etiquette,” he said

Responding to questions on Banerjee refusing to speak after such chants, Adityanath said, “We are not forcing anyone to speak it. But if someone says Jai Shri Ram there is nothing to feel bad about it.”

The West Bengal chief minister had expressed displeasure at BJP supporters at the event shouting slogans.

She said such an “insult” was unacceptable.

With elections due in the state in March-April, the tussle between the BJP and Banerjee’s TMC has intensified.

Talking about law and order in the state, Adityanath, said the state witnessed several riots during earlier regimes while under this government the state has not witnessed any such incident.

He claimed the law and order situation in the state is one of the best in the country.

Attention Karnataka college students, draft calendar ready – UG, PG, Engineering classes from October 4

The academic calendar for colleges is prepared considering a 6-day week, said deputy chief minister Dr Ashwaththanarayana, who is also the minister for higher education.

Education: In a state which fares low in the in the literacy rate, education is still in bad shape. The higher education options in the state leave the students with not much choice but to leave the state. With no big engineering or medical college, the students of the state often travel to South India or move to Punjab or Delhi.  Even with the case of arts stream, the standards of the colleges are not up to the mark and oftening completing the degree on time is compromised. Be it the 15 years rule of Lallu Prasad Yadav or the incumbent Nitish Kumar, education has not been a priority.  (File Photo |EPS)

BENGALURU: The Department of Higher Education has prepared the calendar for the academic year 2021-22, Engineering, graduate and postgraduate classes will start from October 4, said Deputy Chief Minister of Higher Education, Dr CN Ashwathanarayana.

The draft calendar of programme for colleges and universities has been formulated taking into account the COVID-19 situation and was proposed during a meeting with vice chancellors in the state on Tuesday.

The UGC Guideline has accounted for at least 90 working days each semester.

The academic calendar for colleges is prepared considering a 6-day week, said deputy chief minister Dr Ashwaththanarayana, who is also the minister for higher education.

Graduation, Postgraduate and Engineering classes for the year 2021-22 will commence from October 4.

Graduation Classes 2020-21

  • The 1st and 3rd semester classes will end on March 31. Exams will begin on April 30.
     
  • The 2nd and 4th semester classes begin May 2 and end on August 31. Examinations for this semester end on September 30.
     
  • Fifth semester classes for undergraduate students will end on February 28 and exams will end on March 31.
     
  • Sixth semester classes begin on April 1 and end on July 31. Exams will end on August 31. The results of this semester exam will be published on September 10, 2021.

Engineering 2020-21

  • The 1st, 3rd and 5th semester classes will end on March 31, 2021. Tests end on April 31, 2021.
     
  • The 2,4th and 6th semester classes will begin on May 2, 2021 and end on August 31, 2021. Examinations end on September 31, 2021.
     
  • The 7th semester classes of the Engineering Department will end on February 28, 2021. The exams will end on March 31, 2021.
     
  • The 8th semester classes begin on April 1, 2021 and end on July 31, 2021. The exams will end on August 31, 2021 and the result will be published on September 10, 2021.


Under Graduate courses 2021-22
 

  • In the year 2021-22, 1st, 3rd, and 5th semester classes will begin October 4 and will end on January 31, 2022. Examinations are due to end on February 28, 2022.
     
  • Classes for the 2nd, 4th, 6th semester for the year 2021-22 will begin on March 1, 2022 and end on June 30, 2022. The exams will end on July 31, 2022 and the result will be published on August 14, 2022.

Engineering 2021-2022

  • The 1,3,5,7th semester classes in Engineering will begin on October 4, 2021. These classes will end on January 31, 2022, and exams will end on February 28, 2022.
     
  • Classes for the 2,4,6,8th semester will begin on March 1, 2022 and end on June 30, 2022. Examinations for this semester will expire on July 31, 2022, and will be published on August 14, 2022.

Postgraduate classes 2020-21

  • The 1st semester classes end on April 1, 2021, and the exams end on March 31, 2021.
     
  • Classes for the 2nd semester will begin on May 2, 2021 and end on August 31, 2021, and the results of these tests will be published on September 30, 2021.
     
  • The 3rd semester classes will end on February 28, 2021 and the exams will end on March 31, 2021.
     
  • The 4th semester classes will begin on April 1, 2021 and end on July 31, 2021. Examinations for this semester will begin on August 31, 2021 and the exam result will be published on September 10, 2021.

Post Graduate Classes 2021-22

  • Classes for the 1-3th semester will begin on October 4, 2021. Classes for these three semesters will end on January 31, 2022. Examinations for these semesters will end by February 28, 2022.
     
  • The 2nd and 4th semester classes will begin on March 1, 2022 and end on June 22, 2022. The exams will start from July 31, 2022 and results will be published on August 14, 2022.

Karnataka farmers to hold tractor rally on R_Day in Bengaluru

MYSURU/SHIVAMOGGA/CHIKKAMAGALURU: Rejecting the Centre’s proposal to put the farm laws on hold for two years, Karnataka Rajya Raitha Sangha leader Kodihalli Chandrashekhar said they will go ahead with the tractor rally in Bengaluru on Republic Day in solidarity with their counterparts in Delhi.Instead of heeding to farmers’ demands, the Centre is pushing half-hearted solutions. Similarly, the State Government is also pushing farmers into a corner by adopting the laws, along with the prohibition on cow slaughter, he noted.

The governments have targeted to open up the farming sector for their crony friends, and Karnataka was among the first to come out with ordinances for these anti-farmer laws. We will protest until they are revoked,” Karnataka Rajya Raitha Sangha (KRRS) leader Kodihalli Chandrashekhar asserted.Chandrashekar said the rally will start in Bengaluru right after the Republic Day address by Chief Minister B S Yediyurappa and will be taken out through the main roads in the city to culminate at Freedom Park. 

“We will not resort to any violent methods,” he maintained and added that there is no reason for the authorities to deny them permission since it is the right of the public to celebrate Republic Day.
Farmers from Mysuru will also take part in the rally along with farmers from other districts. “There is no animosity between farmer organisations and everyone will be united in the rally,” he added.

In Shivamogga, KRRS and Hasiru Sene honorary president H R Basavarajappa said that farmers will take out a parade in the state capital in their tractors, bullock carts and other vehicles. Farmers from across the state, the Dalit Sangharsha Samiti, Karnataka Janashakthi Vedike and other organisations have extended their support. Well-known writers and authors from across the state will take part as well, he said.

Basavarajappa noted that around 25,000 to 30,000 farmers will take part in the parade and from Shivamogga district, more than 1,000 farmers are expected to take part.Karnataka Janshakti Vedike secretary K L Ashok, in a press release, stated that 2,000 farmers from each district will participate in the massive Republic Day parade in Bengaluru.

Joe Biden launches ‘100 days mask challenge’; makes COVID test, quarantine mandatory for people entering US

WASHINGTON: US President Joe Biden has signed a series of executive orders to address COVID-19 challenges, including making coronavirus test followed by quarantine mandatory for all travellers coming from overseas.

“In addition to wearing masks, everyone flying to the United States from another country will need to test before they get on that plane, before they depart, and quarantine when they arrive in America,” Biden said at a White House event wherein he signed the orders.

“Our national plan launches a full-scale wartime effort to address the supply shortages by ramping up production and protective equipment, syringes, needles, you name it.

“And when I say wartime, people look at me like wartime? Well, as I said last night, 4,00,000 Americans have died. That’s more than World War II. This is a wartime undertaking,” he said.

The death toll will likely top 5,00,000 next month, he said, adding that the cases will continue to mount.

“We didn’t get into this mess overnight and it’s going to take months for us to turn things around but let me be equally clear we will get through this, we will defeat this pandemic, and to a nation waiting for action, let me be the clearest on this point, help is on the way,” he said.

Unveiling a national strategy on COVID-19 and executive actions to beat the pandemic, Biden said this plan reflects the ideas he set forward during the campaign and they have been further refined over the last three months.

The national strategy is comprehensive and detailed, and is based on science and truth not politics and denial, he said.

Biden said the plan starts with mounting an aggressive, safe, and effective vaccination campaign to meet the goal of administering 100 million shots in the first 100 days in office.

“We are on day one. This will be one of the greatest operational challenges our nation has ever undertaken, and I am committed to getting it done; we’re committed to getting it done.

“We will move heaven and earth to get more people vaccinated for free and create more places for them to get vaccinated to mobilise more medical teams to get shots in people’s arms and to increase vaccine supply and get it out the door as fast as possible,” he said.

Biden said that he has directed the Federal Emergency Management Agency (FEMA) to start standing up the first federally supported community vaccination centres.

The goal is to stand up 100 centres within the next month, he said.

The Centers for Disease Control and Prevention will launch the federal pharmacy programme to make vaccines available to communities beginning early February.

“We will also task the Department of Health and Human Services to prepare and expand the pool of medical professionals who can administer the vaccine, and ensure that we have enough vaccinators to meet the nation’s needs and quickly,” he said.

Biden also signed an executive action to use the Defense Production Act and all other available authorities to direct all federal agencies and private industry to accelerate the making of everything that’s needed to protect, test, vaccinate, and take care of people.

Biden said that he, Vice President Kamala Harris, and the entire administration will always be honest and transparent with Americans about both the good news and the bad.

“We will level with you when we make a mistake. We’ll straight up say what happened,” he said.

PM-Kisan: 11.3 lakh fund transfers failed in four months during lockdown

NEW DELHI:  The Centre’s much-touted PM-Kisan fund saw 11.29 lakh cases of failure of fund transfer to farmers between March 23 and July 31 last year, reply to a query filed under Right to Information (RTI) Act has revealed.

The RTI reply to transparency activist Venkatesh Nayak shows the highest cases of failure of fund transfer were reported from Madhya Pradesh, Maharashtra and Karnataka.

Responding to the RTI plea,  Union Ministry of Agriculture also informed that nearly half (6.33 lakh) instances of failed transactions were successfully re-processed, as of July 31.

Madhya Pradesh accounted for 7.29 lakh failed transactions, followed by Maharashtra with more than 85,210 transfer failures and Karnataka, which recorded over 55,791 instances of failure of transfer of PM-Kisan funds to bank accounts during the lockdown period last year.

Bihar, with 51,004 cases of transfer failures and Uttar Pradesh with 47,918 instances were among the other states that saw very high number of failures.

These five states together accounted for almost nearly 90 per cent of the total transfer failures between March and July 31, 2020.

The ministry in its reply did not divulge the reasons why the fund transfers failed. It also did not indicate the amount of funds that could not be transferred.

It’s also not known how many beneficiaries were affected. The PM-Kisan scheme provides income support of `6,000 per annum to all eligible farmer families across the country.

The information further shows that Sikkim accounted for the lowest number of transfer failures. Other Northeastern states — Arunachal Pradesh with 141, Mizoram with 218 and Meghalaya with 233 — also reported less cases. On successful re-processing, Madhya Pradesh had the highest with 6.12 lakh cases followed by Maharashtra reporting 12,810 cases and UP reporting 1,986 cases.

The SC-appointed panel on the new agri laws on Thursday started its consultation process and interacted with 10 farmer organisations from eight states. The panel, in a statement, said the interaction was held through video conference.

Ten farmer organisations from Karnataka, Kerala, Madhya Pradesh, Maharasthra, Odisha, Telangana, Tamil Nadu and Uttar Pradesh interacted with the committee members.

Covaxin consent form not given, say recipients

BENGALURU: The process of administering Bharat Biotech’s Covaxin, already mired in controversy and doubt, has not been without problems in Karnataka. Although the Centre has approved Covaxin for emergency use, phase 3 trials which measure efficacy are still under way. One centre each in six districts — Ballari, Shivamogga, Hassan, Chamarajanagar, Chikkamagaluru and Davanagere — have been given doses of Covaxin. The rest of the state has received doses of Oxford University’s Covishield. 

Beneficiaries who receive a shot of Covaxin are to sign a consent form, and in case of an illiterate person, it has to be signed in the presence of an impartial witness. However, several people at centres where Covaxin is being used, have said that they either received no consent form, or were unaware that such a form existed. When they did receive the form, it was in English. Some health workers did not even know whether they were given Covishield or Covaxin.

“I was given Covaxin, but I was not asked to read or fill any consent form before taking it. The vaccinators only checked my blood pressure and asked for some personal and health information. If there is such a permission form, they should have taken my signature,” an Asha worker in Ballari district told TNIE, on condition of anonymity.A data entry operator in Sakleshpur, Hassan, who took Covaxin said, “I was not given any permission form. They only took my Aadhaar information before giving the vaccine.”

Three-page consent form is crucial for many reasons. One, it states that “in case of any adverse events or serious adverse events, you will be provided medically recognised standard of care in government designated and authorised centres/hospitals. The compensation for serious adverse events will be paid by sponsor (BBIL) if the SAE is proven to be causally related to the vaccine”.

The details sought include recipient’s name, date of birth, age, gender, marital status, address, phone number, name and address of vaccination site, name and number of vaccinator or supervising officer. Questions on medical history include information about medication for a chronic illness, name of illness, whether they under radiotherapy, etc. 

An excerpt of the consent form reads, “I have been provided and have read, or had been explained to me, the fact sheet about the Covid-19 vaccination. I understand that this vaccine requires two doses for it to be effective and two doses need to be administered. I have been allowed to ask questions which were answered to my satisfaction. I understand the benefits and risks of the vaccination as described. I request that the Covid-19 vaccination be given to me.”

A third Covaxin beneficiary who is a staff nurse and works with ASHA workers in Yelandur taluk, Chamarajanagar district, said, “I took Covaxin but was not given any consent form. They only checked my blood pressure and pulse rate and wrote down my details manually.”The consent form requires the vaccinator to confirm and sign that they have reviewed the details of side-effects with the vaccine recipient. 

The form is not just about getting the signature as a purely mechanical process, but ensuring that the beneficiary is explained each section of the consent form and answering any questions they have, so that they understand it, said Dr Anant Bhan, researcher, Global Health, Bioethics and Health Policy.

“Consent has four factors — information, understanding, ensuring it is voluntary and not coerced, as well as documentation for proof. Not giving the consent form to the Covaxin beneficiary is a clear violation of protocol, as the vaccine has been approved for restricted emergency use under the condition that the beneficiary receives this form. The vaccine is in clinical trial mode and is collecting data for study. People need to be told that the vaccine has been approved under special circumstances and that they will be tracked for any adverse effects following immunisation, if any, and whom to report if such things happen,” Dr Bhan said.

Two lawyers among three held in land fraud case in Haryana

The land in Islampur village, acquired by HSVP in 1993, was sold for Rs 2 crore using forged documents and fake witnesses, informed DGP Manoj Yadava.

CHANDIGARH: Haryana Police has arrested three persons, including two advocates, on charges of selling two acres of land ‘acquired’ through fraudulent means in Gurugram district to a private company.

The land in Islampur village, acquired by Haryana Shahari Vikas Pradhikaran (HSVP) in 1993, was sold for Rs 2 crore using forged documents and fake witnesses, informed DGP Manoj Yadava.

Accused Rohit Thakaran of Jharsa village and Ajay Chaudhary of Islampur village hatched a plan and got the land transferred in the name of Chaudhary by producing fake witnesses, who impersonated Murti Devi, Lakshmi Devi and Bala Devi, the original owners of two acres of the ancestral property. Lawyers Chaman Lal Arora and Subhash Chand Arora acted as witnesses and ‘identified the owners’. 

“The fraud came to light when one of the victims, Murti Devi filed a complaint in this regard. The State Crime Branch (Gurugram unit) arrested Thakran on January 18 and both advocates Chaman Lal Arora and Subhash Chand Arora on January 20,” said Yadava.

The probe also revealeds that mastermind Rohit Thakaran had learnt privately the work of ‘Patwari’ and was fully aware of the acquired land. Ajay Chaudhary has been found to have transferred Rs 29 lakh out of Rs 2 crores to the account of Thakaran.

KOLKATA: West Bengal Chief Minister and Trinamool Congress supremo Mamata Banerjee on Thursday said Asaduddin Owaisi’s AIMIM would not be a factor in the upcoming assembly polls in the state as its role as “B team of the BJP” has been exposed in the Bihar elections.

During a meeting in Murshidabad, a Muslim-dominated district, Banerjee urged party leaders to put up a united fight against the BJP and the other divisive forces.

“During the core committee meeting, Mamata di assured us that AIMIM would not be a factor in Murshidabad district. She told us that Owaisi’s party was exposed after the Bihar polls,” a local TMC leader said.

Murshidabad district comprises 22 assembly seats.

In the recently concluded Bihar elections, the AIMIM won five seats in the Muslims-dominated Seemanchal region on the border of West Bengal.

Earlier this month, Owaisi had met Pirzada Abbas Siddiqui of Hooghly district’s Furfura Sharif to discuss the seat-sharing arrangement.

The AIMIM chief has already expressed his desire to fight the upcoming assembly elections in the state.

The TMC had dubbed the AIMIM’s entry in the state as an attempt to split the Muslim votes in the state and help the BJP.

The AIMIM has termed the allegation as “baseless” and “motivated”.

A deciding factor in nearly 100-110 seats in the state, Muslims, who constitute 30 per cent of the population, till 2019, have acted as a bulwark of the TMC against its rivals, with most of them voting in favour of the party, considering it to be a “credible” force that can resist the saffron surge.

In a development that might upset several political equations in election-bound state, Siddiqui on Thursday floated a new political outfit, contending that he wishes to be the kingmaker after the polls.

The influential Muslim cleric said his new outfit — Indian Secular Front (ISF) – plans to contest the elections from all 294 assembly seats in the state.

Elections to the Bengal assembly are likely to be held in April-May.

2.3 lakh healthcare workers get the jab on Thursday as total count crosses 10 lakh

NEW DELHI:  The number of healthcare workers who have received Covid-19 vaccine jabs in the country till the evening of the sixth day of the nationwide immunisation drive crossed one million as per provisional reports, Union Health Ministry said on Thursday.

The Ministry also said on Thursday, 2,33,530 beneficiaries were vaccinated till 6 pm through 4,043 vaccination sessions held across 27 states and Union Territories, while adding the final report would be completed by late in the night. 

The highest number of vaccinations — 26, 558 — were recorded in Odisha followed by Telangana where 26, 441 healthcare workers took the jab on Thursday.

The countrywide Covid vaccination programme was conducted successfully on the sixth day as well, said Dr Manohar Agnani, the additional secretary in the Union health ministry.

“The total number of healthcare workers vaccinated against Covid has touched 10,40,014 (till Thursday 6 pm) through 18,161 sessions, as per the provisional report,” he said.

The ministry said 187 adverse event following immunisation (AEFI) have been reported till 6 pm on the sixth day of the vaccination drive.

“A person who was vaccinated on January 16 and developed intracranial hemorrhage on January 20 has been admitted to Geetanjali Medical College and Hospital, Udaipur in Rajasthan and it is not related to vaccination. Further, no death has been reported today,” said the health ministry official. 

Prime Minister Narendra Modi will interact with beneficiaries and vaccinators of the Covid vaccination drive in Varanasi on Saturday. The interaction is aimed at countering the skepticism about the vaccines in a few sections of the society.  

The participants in the video conference interaction will share their first-hand experience of vaccination. The Prime Minister has regularly been interacting with people from his constituency.

Bangladesh and Nepal on Thursday received Indian-manufactured Covid vaccines. External Affairs Minister S Jaishankar took to Twitter to make the announcement.

“Nepal receives Indian vaccines. Putting neighbours first, putting people first!” he tweeted. In another tweet, the minister said that the supply of vaccines to Bangladesh reaffirms the highest priority India accorded to its ties with Bangladesh. 

Elected representatives above 50 years of age are likely to be vaccinated against Covid-19 in the second round of the ongoing inoculation drive after over three crore healthcare and frontline workers are vaccinated in the first round.  

A government source, however, insisted that there is no specific timeline for the vaccination of top politicians. The PM had earlier said that 30 crore people will be vaccinated in the next few months.
