‘Suspend Republic TV’: NBA tells Indian Broadcasting Foundation

On Monday, 18 January, the News Broadcasters Association released a statement stating that the alleged WhatsApp exchanges between Arnab Goswami, Republic TV editor-in-chief, and Patho Dasgupta, former CEO of the Broadcast Audience Research Council (BARC), establish a clear conspiracy between the two in manipulating the Television ratings.

As a result, the NBA has proposed expulsion of Republic TV from the Indian Broadcasting Foundation.

The NBA press release states that “month after month, by fraudulently manually reducing ratings of other channels to give Republic TV an unfair advantage, the manipulation of ratings was done.” It also mentioned that it was shocking to see the messages exchanged between Goswami and Dasgupta.

“The Board also called for the exclusion of Republic TV from the BARC rating system until the final court order on the matter, stating that “the NBA requests that IBF membership of Republic TV be suspended with immediate effect until the case involving the manipulation of ratings is pending before the court.

“These WhatsApp messages not only reflect rating manipulation but are also about powerplay,” the statement also said. The messages exchanged relate to the recruitment of secretaries, the reorganization of the Government, access to the PMO (Prime Minister’s Office) and the functioning of the Information and Broadcasting Ministry.”

“Emphasizing the lack of transparency of the BARC, the NBA called on the Broadcast Council to “make a direct statement on the veracity of its ratings during the audit period and also carry out an audit of the Hindi news genre; Expunge the data of the erring broadcaster and restate from the beginning the real status of the rankings of all news channels; clarify the specific measures taken by BARC to protect the ratings in the last three months.

The statement further claimed that the continued release of ‘meddled data’ by BARC has resulted in credibility losses as well as huge financial losses for news broadcasters, and therefore the council must have a reason for the same.

Farmworkers’ Strike Forces Peru to Repeal Agrarian Law

Farmworkers in various regions of Peru- such as Ica, Viru La Libertad and Piurahad – went on a strike in the first week of December 2020, blocking the strategic Pan-American motorway to demand wage increases, basic social security benefits and the repeal of the decades-old Agrarian Promotion Law, enacted in 2000, as a mechanism to bolster the bourgeoisie’s power in the agro-export sector. The law benefits agro-export corporations in two ways. Firstly, it cuts the corporate tax rate by 30 to 15%, making the government lose out on more than $1 million in tax revenue. Agrokasa, Beta and Miranda are some of the companies benefitting from such hefty income tax cuts.

Secondly, the law authorizes the hiring of personnel for the agricultural industry through intermediary companies. These third-party contractors avoid statutory labour regulations and pay workers extremely low wages. Farmworkers complain they are paid about $10 for a 12-14 hour workday. They also don’t receive benefits given to other workers, including annual bonuses and vacations.

Despite its partisan attitude towards the capitalists, the reactionary law was extended until 2031 by the government of Martín Vizcarra. Mobilizations and strikes ensued this decision, with the state deploying police violence to quell mass anger. On December 3, 2020, Peru’s National Police officers shot dead young farmer Jorge Muñoz during a peaceful protest called by farmworkers in Viru city, La Libertad Department. “The police disrupted the march with tear gas and gunshots. My son was hit in the head with a pellet,” the young man’s father said. The next day, President Francisco Sagasti sent a bill to Congress to repeal the law in the face of the five days of protests, and it passed by a vote of 114 in favour, two against and seven abstentions.

Peru’s current agrarian crisis is historically situated in the authoritarian neoliberal model implemented by former President Alberto Fujimori. Popularly known as “Fujishock”, these economic reforms advanced a structural agenda of ever-deepening precarity for the people. Beginning in 1991, the Fujimori administration opened all sectors of the Peruvian economy to foreign direct investment (FDI) and lifted restrictions on profit remittances. The government offered tax-stability packages for foreign investors for terms of ten to fifteen years and implemented wide-ranging privatization programs that eliminated competition from state-owned and domestic firms. If that was not enough, the government ratified bilateral and multilateral investment-guarantee treaties, such as the Multilateral Investment Guarantee Agency (MIGA) convention and the Overseas Private Investment Corporation (OPIC) accords.

In the agrarian sector, Fujimori’s neoliberal restructuring entailed the closing of the agrarian bank, the cancellation of all forms of subsidies to farmers, the shutting down of the agrarian reform office and the bureau responsible for peasant communities. The Rice Trading Company (ECASA) and the National Supply Marketing Company (ENCI) – two integral institutions of the agricultural state apparatus – were also abolished. While the former established legal monopoly over the trading of rice – a key staple in the Peruvian diet – thus, ensuring rice producers an above-market return on their crop, the latter controlled imports of food and fertilizer.

The liquidation of ENCI and ECASA heavily impacted specific sectors. ENCI, for instance, had been the only institution that was allowed to import milk and its disappearance removed a source of support to the local dairy industry; as imports surged in the early 1990s (principally from New Zealand, but also Australia, the United States and Poland) the livelihood of smaller-scale producers were ruined in areas like Cajamarca and Arequipa. The abolition of ECASA liberalized the market in rice, removing an institution which had maintained prices artificially high for the benefit of producers.

The unleashing of deregulatory market forces led to the championing of the individual over collective land rights since fragmentation consolidates profit-maximizing behaviour. State farms were privatized and support was withdrawn from production cooperatives and other group farming activities that were favoured under the earlier state-led developmental model. The 1995 Land Law abolished the upper limits on personal landholding and allowed the state to sell land currently in public ownership. Privatization included the parcelling and possible renting or selling of land previously held collectively by indigenous and peasant communities.

Towards the end of 1990s, the structure of agricultural production began changing, with a notable increase in the share of tradable goods (such as rice, hard maize, wheat, soya, sugar, milk etc.) and a decline in the proportion of non-tradable (such as potato, quinoa and other Andean grains). Policy under Fujimori tended to benefit larger-scale producers oriented primarily towards agro-industry and foreign markets. This was done mainly through the reduction of protective tariffs and the maintenance of an overvalued exchange rate. Both of these measures created a difficult environment for producers of tradable goods who found themselves increasingly subjected to competition from cheap food imports.

The disintegration of locally produced staples was additionally advanced through the dispossession of land and the restriction of proper water supply and credit to small-scale producers. To take an example, in 1989, Supreme Decree 037-89-AG, issued by President Garcia, signalled the transfer of water management in Peru from the state to private water user boards known as Junta de Usuarios (Users Board). In 1990, Fujimori continued this process, issuing Supreme Decree 003-90-AG, which allowed Juntas to collect agricultural water for the management of irrigation systems. The most important Juntas de Usuarios are controlled by agri-businesses and agro-export companies which regulate water services for their own class interests.

As a result of an amalgam of agrarian strategies implemented by the Peruvian state, domestic production of food crops has wholly collapsed. Imports of agricultural goods averaged $488 million in the period between 1986 and 1990, rising to $687 million in 1991–1995, and reaching $1035 million in 1996– 1999. In volume terms food imports rose from 1.6 million tons (1986–1990) to 2.1 million tons (1991–1995) and 2.8 million tons (1996–1999). Peru’s average annual agricultural trade balance, which until 1980 had been consistently in surplus, registered deficits of $216 million in 1986–1990, $383 million in 1991–1995 and $346 million in 1996–1999.

With the pandemic-induced deterioration of economic conditions in Peru, the internal ruptures of the agricultural sector are being nakedly exposed. In the years between 2008 and 2018, there were considerably more individuals employed in agriculture than in the mining, communication, and finance sectors together. In spite of being the most labour-absorbing sector, agriculture is also the one where super-exploitation, accumulation through dispossession and permanent primitive accumulation have by and large prevailed. These inhumane features of the agricultural sector have been constantly criticized by the National Agrarian Confederation (CNA) – an organization which has highlighted the governments prioritizing of agribusiness and called for recovering ancestral practices and land security. A groundswell of opposition against the ruling elite’s brutal policies will keep increasing as the masses confront the effects of a pandemic exacerbated by a pre-existing capitalist framework.

Yesterday in a Press Meet, Samyukta Kisan Morcha (SKM) shared the details of the plans for the “Kisan Republic Day Parade” for the 26th of January 2021.

Morcha stated that food producers of the country want to celebrate Republic Day along with Jawans of the country and uphold the pride of the nation by taking out a disciplined parade. “No anti-social elements will be allowed to infiltrate this”, said leaders of SKM.

While a large contingent of farmers that has left for Delhi from Odisha as part of Navanirman Krushak Sanghatan reached Jharkhand today, hundreds of adivasi farmers from Maharashtra, mostly women, have reached Delhi and have moved to Shahjahanpur.

SKM urged Haryana and Delhi Police to cooperate. The Parade will happen peacefully, and will not disrupt the official Republic Day Parade. There will be no threat to any national heritage sites, or to any other site.

Republic Day Farmers Parade To Showcase Agricultural Realities of Different States

The Parade would take place on the Outer Ring Road. The vehicles in the Parade will consist of tableaus and floats that will reflect the agricultural reality of different states in addition to showcasing historical regional and other movements. The vehicles will all fly India’s national flag and will also have the flag of the farmer organisation that the members are affiliated with. No political party flags will be allowed. It is also expected that the parade will have the participation of families of martyr farmers of the agitation, awarded defence services personnel, awarded sportspersons, women farmers, etc. It is expected that many states will be represented in the Parade.

Those who cannot come to Delhi to take part in this parade will organise their own parades at state capitals and district headquarters with the same norms around discipline and peace. SKM appealed to all citizens to come forward and express their support and solidarity, and also watch the parade.

Farmer leaders stated that they will go into the talks with the government in good faith even on the 19th of January despite the unconducive atmosphere created by the Agriculture Minister’s statement today.

With immense pain, we are informing you that every day many farmers are separating from us. So far 131 farmers have been martyred in this movement. SKM pays homage to these individuals and stands with their families.

Plans for starting an Akhand Jyoti for the farmers who got martyred so far were announced.

As informed earlier, 18th January will be celebrated as Women Farmers Day. Respecting women’s incomparable role in agriculture and exercising women’s agency in protests and every sphere, women will be managing the stage and all the speakers on this day will be women. Other cultural programs will also be organised, showcasing the contribution of women.

On 20th January, Prakash Parab of Guru Gobind Singh Ji, SKM requests people across the world to take a pledge to make this movement success.

In Belagavi in Karnataka, several farmer leaders of Karnataka Rajya Raitha Sangha got arrested during a protest organised on the occasion of Mr. Amit Shah’s visit there today.

SKM condemns strongly the use of NIA against many supporters of the farmers’ movement and even unconnected service providers like transporters etc. It is not just summons for questioning but registration of cases against many people in Punjab that the Central Government has initiated, despite the fact that the last meeting with the government explicitly discussed this issue and received an assurance from the government.

Samyukta Kisan Morcha appeals to people across the nation to boycott the products of corporate houses, especially of Ambani and Adani. We also appeal to people to expose the reality of the BJP and its allies of NDA by opposing them in every sphere.

Rain delays India’s chase of 328 at Gabba

Brisbane: Rain disrupted play in the last session on the fourth day of the final Test between India and Australia here on Monday.

This was after India dismissed Australia for 294 in their second innings. The visitors have been set a target of 328.

India were 4/0 in 1.5 overs when rain caused the halt.

Earlier, Steve Smith top-scored for Australia with a blistering 55, while opener David Warner hit 48 at the top. The series is currently tied at 1-1 and India will retain the Border-Gavaskar Trophy if Australia fail to win the ongoing match.

Bengaluru: The BJP government in Karnataka will not only complete its five year term but also return to power with absolute majority in the state,Union Home Minister Amit Shah said on Saturday.

According to him, lot of development works have been taking place in the state under the leadership of Chief Minister B S Yediyurappa.

Shah advised the opposition leaders to work for the well-being of people instead of finding fault with the BJP.

“I have been reading the statements of Congress leaders that this will happen and that will happen in Karnataka but I want to tell everyone that the BJP government will not only complete the five year term but also return to power for five years with absolute majority,” Shah said.

He was speaking at the inauguration of police quarters in Bengaluru,besides virtual inauguration of the Indian Reserved Battalion at Vijayapura and the Emergency Response Support System (ERSS) here.

The Centre and the state are committed to the development for Karnataka,Shah added.

The opposition Congress has been mocking Chief Minister Yediyurappa over dynasty politics allegations made against him by some BJP legislators after the cabinet expansion.

A few legislators had rebelled against Yediyurappa soon after the cabinet expansion on Wednesday after they were left out.

Referring to the coronavirus vaccination drive, Shah said the drive has begun in the country in a big way and the results will be visible in the next one or two months.

“India is leading the world in the fight against the virus under the leadership of Prime Minister Narendra Modi,” he added.

New Delhi: Ahead of Republic Day, Delhi Police Commissioner S N Shrivastava on Saturday held a review meeting in which he also took stock of the arrangements at farmers’ agitation sites to maintain law and order, officials said.

In the meeting held with senior officers, the police chief took stock of anti-terrorism measures as well as action taken against criminals involved in various cases, including burglary, violation of the Excise Act and the Narcotic Drugs and Psychotropic Substances Act, and gambling cases, they said.

Shrivastava also reviewed pending cases under POCSO and crime against women, officials said.

Senior officers examined proposed action against listed criminals under surveillance, including jail/bail/parole released criminals and ‘Bad Characters’, according to a police statement.

“The officers have been directed to increase vigil through picket checking and update history sheets. An action plan for police stations was also reviewed for formation of anti-snatching teams and identification of areas prone to organized crime like liquor/drugs trade and gambling,” said Anil Mittal, Additional PRO (Delhi Police).

The district DCsP were also advised to take optimum use of crime teams for investigation, he said.

Three held for attempting to kidnap children in Mangaluru

Mangaluru: Three persons have been arrested in connection with the attempt to kidnap some minor children at Konchady area here on January 13, police said on Saturday.

The trio had come on bikes and tried to kidnap small children playing near the Mahalasa temple at Konchady by throwing gunny bags on them.

The children, however, managed to escape.

City Police Commissioner N Sashi Kumar told reporters here on Saturday all the three have criminal cases against them in different police stations. The accused told the police that they made the attempt just as a prank for uploading the video on YouTube.

The real motive behind the crime is being investigated, Kumar said, The three were produced before the court and sent to police custody for two days.

Police have also arrested one person for setting fire to three beef stalls at Valapete in Thokkottu under Ullal police station limits on January 8. He told police that he had a quarrel with one of the stall owners over the quantity of meat purchased by him.

The shop keeper insulted him in front of others and he set fire to the shops late night in a revenge act.

On the social media post by a woman, who complained of sexual harassment in a bus, the commissioner said police have decided to file case on their own and special teams have been formed to nab the accused.mThe woman had posted her bad experience with the picture of the accused, which she took on her mobile.

Shashi Kumar said a meeting would be held with representatives of the bus owners association to ensure safety of women and students in buses.

A police team would be formed and they would be deployed in mufti at public places to check such activities, he said.

100 former civil servants raise questions over transparency in PM-CARES Fund

New Delhi: A group of 100 former civil servants wrote an open letter to Prime Minister Narendra Modi on Saturday raising questions over transparency in the PM-CARES Fund.

They said it is necessary that, for reasons of probity and adherence to standards of public accountability, the financial details of receipts and expenditures be made available in order to avoid doubts of wrongdoing.

“We have been keenly following the ongoing debate about the Citizen Assistance and Relief in Emergency Situations, or ‘PM-CARES’, — a fund created for the benefit of people affected by the COVID pandemic. Both the purpose for which it has been created as well as the way it has been administered have left a number of questions unanswered,” they said in the letter.

“It is essential that the position and stature of the Prime Minister is kept intact by ensuring total transparency in all dealings the Prime Minister is associated with,” they said.

The letter was signed by former IAS officers Anita Agnihotri, S P Ambrose, Sharad Behar, Sajjad Hassan, Harsh Mander, P Joy Oommen, Aruna Roy, former diplomats Madhu Bhaduri, K P Fabian, Deb Mukharji, Sujatha Singh and former IPS officers A S Dulat, P G J Nampoothiri and Julio Ribeiro among others.

In March last year, the Centre set up the Prime Minister’s Citizen Assistance and Relief in Emergency Situations (PM-CARES) Fund with the primary objective to deal with any kind of emergency situation like the one currently posed by the COVID-19 outbreak and provide relief to those affected.

Bengaluru: Union Home Minister Amit Shah on Friday arrived in Karnataka on his two-day visit to the state. He was received at the airport by Chief Minister BS Yediyurappa here in the city.

Yediyurappa who welcomed Shah at the HAL Airport presented flowers to him on his arrival.

Shah will attend various events in multiple districts of the state. Several road and traffic diversions have been put in place in the state capital in the wake of Shah’s visit to the city.

No one was consulted, govt must agree to start on 'clean slate': Chidambaram on farm laws impasse

New Delhi: Senior Congress leader P Chidambaram on Saturday hit out at the Centre over the impasse on the farm laws, alleging that “no one” was consulted for the legislations, and asserted that the only way out for the government was to agree to start on a “clean slate”.

His remarks came a day after the Centre asked protesting farmers to form an informal group to prepare a concrete proposal about their objections and suggestions on the farm laws for further discussion at their next meeting on January 19 to end the long-running protest at various Delhi borders.

The protesting farmer unions, however, stuck to their main demand of a complete repeal of the three legislations. In a series of tweets, Chidambaram said that as expected, another round of talks between the farmers and government has failed.

The fault lies with the government because it will not agree to get rid of the disputed laws, the former Union minister said.

“RTI responses have exposed as a lie the government’s claim that there were extensive consultations before the Farm Laws Ordinances were promulgated. The truth is that no one was consulted. In particular, state governments were not consulted,” he alleged.

The only way out of the impasse is for the government to admit its mistake and agree to start on a clean slate, Chidambaram said.

Thousands of farmers, mostly from Haryana and Punjab, have been protesting at several border points of Delhi since November 28 last year, demanding a repeal of the three laws and a legal guarantee to the minimum support price (MSP) system for their crops.

Enacted in September last year, the three laws have been projected by the Centre as major reforms in the agriculture sector that will remove middlemen and allow farmers to sell their produce anywhere in the country.

However, the protesting farmers have expressed their apprehension that the new laws would pave the way for eliminating the safety cushion of the MSP and do away with the “mandi” (wholesale market) system, leaving them at the mercy of big corporates.
