Maha to start home vaccination for bedridden people on trial basis; won’t wait for Centre’s nod: Govt to HC

June 30, 2021 by Nasheman

Maharashtra Chief Minister Uddhav Thackeray

MUMBAI: The Maharashtra government on Wednesday told the Bombay High Court that it would soon start home vaccination against COVID-19 for people who are immobile or bedridden on an experimental basis, and would not wait for an approval from the Centre.

“We will not refer the proposal to start home vaccination to the Centre for approval. We (state government) will take our own decision. We will explore this possibility (home vaccination) on a trial basis in Pune district,” Kumbhakoni said.

The state government on Tuesday filed an affidavit in the HC, saying there would be conditions imposed, like taking a written consent from the beneficiary’s family and a certificate from the family doctor taking responsibility in case of any adverse reaction to the vaccine.

The HC on Wednesday said the condition asking for a certificate from a doctor was “impractical”.

“We hope and trust that you (government) won’t insist on a doctor to certify. How can a doctor take responsibility? Do not put such an impractical condition,” Chief Justice Datta said.

The court was hearing a public interest litigation filed by two advocates – Dhruti Kapadia and Kunal Tiwari- seeking a direction to the Centre and the state government to introduce door-to-door vaccination for senior citizens above the age of 75, specially-abled people and those who are bed-ridden and hence, unable to move out of their homes.

On Tuesday, the government in its affidavit said it would have to first take approval from the Union government before starting home vaccinations against COVID-19.

This prompted the court to question why the approval was required when other states like Kerala, Jharkhand and Bihar have already started door-to-door vaccination.

The high court on Wednesday pointed out some media reports of nurses and doctors travelling to people’s homes in a hilly region of Tripura to administer the vaccine.

The court posted the matter for further hearing on Thursday in the judges’ chamber.

“We will hear the matter tomorrow in chambers in the presence of the chairman of the State COVID-19 Task Force,” the bench said.

The HC also said the state government can go ahead with its home vaccination drive on an experimental basis and need not wait for orders from the court.

BSY backs Suresh on SSLC examination Sudhakar on backfoot

June 30, 2021 by Nasheman

BENGALURU: As a major lack of coordination among State cabinet ministers over Covid-related issues came out in the open, Chief Minister BS Yediyurappa on Tuesday launched into firefighting yet again. He clarified that the decision to hold SSLC exams was not unilateral.

The CM’s defence of Primary and Secondary Education Minister Suresh Kumar was in view of Health Minister Dr K Sudhakar’s public statement that he wasn’t aware of the decision to hold board exams for SSLC students. Suresh Kumar on Monday announced dates for the exams and within hours, Sudhakar said his colleague hadn’t spoken to him about it, suggesting that the decision may have been taken unilaterally.“Suresh Kumar held discussions with me before deciding on SSLC exam dates. The decision was taken only after a thorough discussion, keeping the welfare of students in mind. This wasn’t a unilateral decision. It is unnecessary to create confusion,” tweeted Yediyurappa from his official handle.

This public declaration comes as an embarrassment to Sudhakar, who is already sulking over being purportedly sidelined in key decisions. Ever since Deputy Chief Minister Dr CN Ashwath Narayan was made the Chief of Covid Task Force, tensions have been simmering between the two leaders over key issues. While Sudhakar has been pushing for a strict lockdown, Ashwath Narayan wants opening up of all sectors with norms. The two ministers have been taking contradictory views on vaccines, members in the expert committee, medicines, oxygen augmentation etc.

BJP sources said that tensions came to a boiling point at a closed-door meeting a month ago when Covid cases were at a peak. Ashwath Narayan, along with other ministers, allegedly blamed Sudhakar’s “inept” handling of the situation for the rise in cases. Sources added that the two ministers shouted at each other and the Chief Minister had to intervene to pacify them. The sources said apparent sidelining of Sudhakar by other ministers has also sparked off a ‘newcomers’ versus ‘old timers’ tiff. Sources close to Sudhakar said that he has been trying to take up the issue of his colleagues undermining his authority with Yediyurappa and BJP central leader ship , but to no avail.

Instances that have fuelled tensions between ministers

  •  Appointment of Dr CN Ashwath Narayan as head of the Covid task force
  •  Opening of theatres, swimming pools and malls during the pandemic
  •  Vaccine supply and stock
  •  Appointment of members for new expert committee on the Covix third wave
  •  Appointment of S M Jayakara as the interim vice-chancellor of Rajiv Gandhi University of Health Sciences

Christian man in Pakistan jailed for kidnapping and raping woman

June 30, 2021 by Nasheman

LAHORE: A Christian man in Pakistan was on Monday sentenced to 22 years imprisonment and fined Rs three lakh by a special court for raping and kidnapping a woman.

A special court in Lahore for gender-based violence awarded a collective imprisonment of 22 years to Samson Masih for raping and kidnapping a 25-year-old woman of his locality.

The police had registered a case against Masih last year on the complaint of the woman’s family that he abducted her outside her house and kept her at an unknown place for a month and subjected her to sexual assault.

The police traced the suspect through the location of his mobile phone and rescued the woman. The prosecution presented 10 witnesses in the case.

Judge Jamshed Mubarak handed down a 15-year imprisonment for rape and seven-year jail term for kidnapping. A fine of Rs 300,000 (USD 1,896) has also been imposed on the suspect. The sentence will run concurrently.

Nirav Modi renews UK extradition appeal, to be heard on July 21

June 30, 2021 by Nasheman

LONDON: Wanted diamond merchant Nirav Modi on Tuesday renewed his appeal in the High Court in London against being extradited to India to face charges of fraud and money laundering in the estimated USD 2-billion Punjab National Bank (PNB) scam case.

Modi’s lawyers had five days to file a renewal application seeking an oral hearing to plead the case for permission to appeal against the extradition ordered by UK Home Secretary Priti Patel on April 16.

“A renewal hearing is listed for 21 July 2021,” a court official confirmed on Tuesday.

At the brief hearing next month, a High Court judge will determine if there are any grounds for an appeal against the Home Secretary’s decision or the Westminster Magistrates Court February ruling in favour of Modi’s extradition to India for the case should proceed to a full hearing.

The Crown Prosecution Service (CPS), which appears in court on behalf of the Indian authorities, has previously said it is waiting for the next stages in the process.

“If they are allowed to appeal then we would contest any appeal proceedings on behalf of the GOI [government of India],” the CPS had said last month.

Meanwhile, Modi remains in prison since his arrest over two years ago on March 19, 2019 and his repeated attempts at bail were rejected as he is deemed a flight risk.

In his ruling in February, District Judge Sam Goozee concluded that the diamond merchant has a case to answer before the Indian courts and that the bars to extradition under UK law do not apply in his case.

As part of a very comprehensive judgment, the judge concluded that he was satisfied that there is evidence upon which Nirav Modi could be convicted in relation to the conspiracy to defraud the PNB.

“A prima facie case is established,” he said, in relation to all counts of charges brought by the Central Bureau of Investigation (CBI) and Enforcement Directorate (ED), including money laundering, intimidation of witnesses and disappearance of evidence.

The court had also accepted that while Modi’s mental health had deteriorated due to the lengthy incarceration in a London prison, exacerbated by the Covid-19 pandemic, his risk of suicide did not meet the high threshold to conclude that it would be “unjust or oppressive” to extradite him.

Under assurances given by the Indian authorities in court, Modi is to be held at Barrack 12 Arthur Road Jail in Mumbai and provided required medical attention on being extradited to face trial in India.

Modi is the subject of two sets of criminal proceedings, with the CBI case relating to a large-scale fraud upon PNB through the fraudulent obtaining of letters of undertaking (LoUs) or loan agreements, and the ED case relating to the laundering of the proceeds of that fraud.

He also faces two additional charges of “causing the disappearance of evidence” and intimidating witnesses or “criminal intimidation to cause death”, which were added on to the CBI case.

“I do not accept the submissions that NDM [Nirav Deepak Modi] was involved in legitimate business and using the LoUs in a permissible fashion,” notes the magistrates’ court judgment forwarded to the Home Secretary.

India is a designated Part 2 country by virtue of the Extradition Act 2003, which means it is the Cabinet minister who has the authority to order a requested person’s extradition after considering all issues.

The Home Secretary’s order rarely goes against the court’s conclusions, as she has to consider only very narrow bars to extradition, which do not apply in Modi’s case.

The case will now go through the next stage of the High Court appeals process, with Modi’s lawyers set to argue in favour of a full appeal hearing against the extradition order.

Jarkiholi meets top BJP, RSS leaders in Delhi, lobbies to get back ministerial berth

June 30, 2021 by Nasheman

BELAGAVI: Notwithstanding the assurance given by the BJP leadership that he will be re-inducted into the state cabinet once he gets a clean chit in the sex CD case, former water resources minister Ramesh Jarkiholi landed in Delhi on Tuesday afternoon and met several BJP and RSS leaders in the evening.

Sources close to Jarkiholi said the latter is not ready to rely on either Chief Minister BS Yediyurappa or the party leaders in Karnataka and that is why he rushed to Delhi in haste to meet the top leadership to make sure that he is re-inducted into the cabinet at the earliest.

After a meeting with his brothers and family in Gokak on Monday, Jarkiholi had decided to wait for some days without meeting any of the leaders until the government filed a B-report to close the CD case. However, Jarkiholi changed his mind suddenly on Tuesday and rushed to Delhi.

He met former Maharashtra Chief Minister Devendra Fadnavis at the residence of a senior RSS leader in the capital and held a 45-minute meeting before speaking to media persons in the evening. He said he had been backstabbed by three BJP leaders in Karnataka and that he would teach them a fitting lesson.
While denying reports that he would resign as MLA, Jarkiholi said there was no question of quitting the assembly seat.

Jarkiholi did not disclose more on his meeting with Fadnavis but sources said he would not stop until the party helped him get back into the state cabinet.

“Jarkiholi is expected to meet some other top party leaders in Delhi to get the CD case closed as soon as possible. A court hearing into the CD case is scheduled to come up in Karnataka High Court in a few days,” sources added.

The Gokak MLA is in touch with most of the BJP leaders, including Fadnavis, who were involved in the ‘Operation Lotus’ to help bring 17 other party MLAs into the BJP to help BS Yediyurappa form the government.

June 30, 2021 by Nasheman

RANCHI:The Jharkhand government has vowed to end the menaces of human trafficking and migrant workers’ exploitation, and steps taken by it so far have led to the rescue and rehabilitation of many people, including 30 minor girls and boys last week, Chief Minister Hemant Soren said on Tuesday.

Soren, shortly after taking charge as the CM, had asked all deputy commissioners to ensure strict action against people engaged in human trafficking.

“Removing the blot of human trafficking from Jharkhand is our priority. On 24 June 2021, a crackdown by the Jharkhand Police led to the rescue of 30 minor girls and boys from Ranchi railway station and Birsa Munda Airport. They were being trafficked to Delhi,” he explained.

Every measure is being taken to ensure the rehabilitation of girls rescued from the clutches of the traffickers, he said.

“They are being provided Rs 2,000 per month as living expense until they attain 18 years of age.

Apart from that, the girls are also entitled to free education, and vocational training which would help them become self-reliant,” the statement said.

Soren further said that his government was also concerned about the welfare of migrant workers.

The COVID-19 pandemic induced one of the biggest migration crises in the country, but the state has handled the matter sensitively, the CM maintained.

Migrant labourers are being provided with welfare benefits and jobs in accordance with their skill sets, he underlined.

Citing examples, the statement said that the Soren government had ensured the safe return of migrant labourers from Deoria district of Uttar Pradesh earlier this month.

“Thirty migrant labourers including women and children were escued and brought back to Jharkhand,” it maintained.

In yet another operation in February, the statement said, 14 minors, including 12 girls and two boys, were rescued from the national capital.

Similar measures have also been taken in the past, the CM stated, adding a proposal has been approved for the establishment of anti-human trafficking units especially in the vulnerable pockets of Jharkhand.

Also, women police officers will be appointed across the state to keep a check on human trafficking in the rural part of Jharkhand, he added.

The statement further added that the government will soon come up with a detailed plan for rehabilitation of children who have lost their parents to COVID-19.

Former BJP Corporator Rekha Kadiresh Murder case:Sister-In-Law,Nephew Sent to Police Custody till 2nd July by Court

June 29, 2021 by Nasheman

Pramesh Jain

The West division police taken Mala and her son Arul into custody till July 2 to probe in detail about the reason behind the gruesome murder of Rekha Kadiresh in front of her office on Thursday.

Senior officer told media persons,Mala and Arul are prime accused in the case that gave supari to Peter,to eliminate Rekha.Rekha was growing politically strong and even her name was proposed by the BJP for the upcoming BBMP elections.

Mala wanted to gain the control of area politically and wanted her daughter in law to contest the election, but Rekha was the major hurdle .

Rekha was not only growing strong in the area but also ignoring Mala and Kadiresh family which was one of the reason behind her murder.

Mala realized that Rekha had even sidelined her close confidant Peter completely, she approached Peter and offered Supari to eliminate promising huge sum of money and also promised to bear legal expenses.

The police team who suspected Mala’s role in the murder began to gather details from the neighbours in the area and after gathering evidence the team arrested her after confirming her involvement .

While one team of police is grilling Mala and Arul, the other teams continue to track down other accused who were part of the conspiracy and execution of murder.

BJP’s NR Ramesh submitted a written complaint against Atush to interrogate him in the case as we suspect he is involved in the murder supporting financially to kill the Former BJP corporator Rekha Kadiresh he said in his letter.

Cops to Re-open Rowdy Sheet against Peter :

The flower garden area in cottonpet police station limits where the Former Councillor Rekha Kadiresh was hacked to death in broad daylight had a over two decade history of bloody gang wars and series of murder which the police failed to contain.

Though police acted swiftly and cracked the murder and arrested the accused the fact that gruesome murder of Rekha,a woman former  councillor in broad day light, has brought some embarassing moments for the police.

The area is situated behind Vinayaka Theatre on Mysore road, surrounded by four police stations including CCB head office with the Organised Crime Wing, which failed to contain the rowdy activities at its backyard .

Admitting the failure on their part a senior police officer told reporters, that the murder of Rekha Kadiresh is hard to prevent since family members involved.

However the police failed to notice the growing resentment between Rekha and others, due to a weak intelligence network and improper documentation which is basic to keep tabs on the anti-social elements and gangs.

Another significant factor about bad policing is  that the police revoked rowdy-sheet  against Peter in 2018 despite there were half a dozen cases of murder, robbery and a assault cases pending against him.

After the death of Kadiresh,Rekha kept Peter away and did not support him financially.Upset about this Peter got into his old drug peddling business to eke out a living before he was offered a supari allegedly by Mala to eliminate Rekha,a police officer, said .

With the murder case of Rekha and Peter’s arrest, the police are going to reopen rowdy sheet against him again.

The flower garden area with majority of the  pockets like Anjinappa garden,Bakshi garden, Binny mill, peer boundary,Tippu nagar and  Anandapura has been dominated by gangs for the last two decades, running drug peddling and illicit liquor business .

It started in 2000 with Alaimani,a notorious gangster who was killed in an encounter for a series of robberies, rapes and peddling .

There are Jhopdi Rajendra,Garden Mani,Surya Appu,Surya Appu,Guppa,Kencha Muruga who attacked each other in a bid to dominate the area and killed each other .

While some of them including Aatush and  Kadiresh succeeded and made their career in politics .

The police having good knowledge and documented every gang and gangsters, they failed to prevent attacks and murders occured in the city every time .

Except the  murder of Garden Mani case,no murder cases or any criminal cases reported in the area and charge sheets gets conviction,

Police security stepped up in the area following the murder with police intensified patroling and trying to revoke the local intelligence network to gather advance information and tracking the habitual offenders to regain the control over the area.

This exercise should be done as routine and tough police officers should be deployed to tackle the gangs and withstand political pressures he added.
