Congress refuses to join RS inquiry committee to probe violence in House

NEW DELHI: Congress has refused to be a part of the proposed inquiry committee of MPs being set up to investigate the violent incidents that took place in the House during the monsoon session on August 11.

“I am, therefore, unequivocally against constituting the enquiry committee and the question of a party proposing the name of a member from a party for nomination to this committee does not arise,” he said.

The Congress leader said the opposition was keen to participate in discussions and claimed that it was the government that obstructed the smooth functioning of the session.

Kharge, also said in the letter that the government not only brushed aside the opposition parties’ demand for discussion but also rushed through crucial bills and policies, which could potentially have a grave and adverse effect on the country.

The leader of the opposition pointed out that his party gave multiple notices under the rules of procedure, hoping to have constructive deliberations on the state of India’s economy, farmers protest, inflation, rise in prices of petrol and diesel and other essential commodities, unemployment, China’s violation of India’s territorial integrity, the Pegasus and Rafael scandals among a host of other national issues.

“It also bypassed standing committees and refused to have any meaningful discussion on bills, policies and issues. Additionally, senior ministers were largely absent from Parliament while opposition MPs were suspended. In doing so, the government undermined the sovereignty of Parliament,” the letter said.

Kharge also said that he has spoken to other opposition parties in this regard and almost all of them have rejected the inquiry committee proposal.

On August 11, there was turmoil in the Rajya Sabha with the opposition alleging misbehaviour by marshals, while the ruling party alleged violence against parliament staff and others by opposition MPs.

Two Congress women MPs, Phulo Devi and Chayya Varma had alleged that they were manhandled during the ruckus in the House.

As per official sources, an official complaint has been lodged against the MPs who created ruckus in Rajya Sabha during the recently concluded monsoon session.

At the Rajya Sabha Chairperson and Union ministers’ meet, it was decided that a committee will be formed and action will be taken after discussion.

All through the session that began on July 19, opposition members forced adjournments in both Lok Sabha and Rajya Sabha over their various demands including a probe into allegations of surveillance through Pegasus spyware and repeal of three farm laws.

Both the Lok Sabha and the Rajya Sabha were adjourned sine die two days ahead of the scheduled end of the Monsoon session on August 13.

Making Dhoni mentor is a way to use his experience for T20 World Cup: Sourav Ganguly

NEW DELHI: BCCI President Sourav Ganguly on Thursday said Mahendra Singh Dhoni was appointed as mentor of the Indian team to use his vast experience for the benefit of the side during the upcoming T20 World Cup in the UAE.

“Dhoni’s addition to the side is a way to use his experience for the T20 WC. I also thank Dhoni for accepting BCCI’s offer to help the team for this tournament,” Ganguly said in a BCCI tweet.

Dhoni had led India to two world titles — the 2007 T20 World Cup in South Africa and the 2011 ODI World Cup in India.

He is currently with his IPL team Chennai Super Kings, gearing up for the resumption of the league from September 19 in the UAE.

Afghan territory must not be used to carry out terror attacks against other countries: BRICS

NEW DELHI: The territory of Afghanistan must not be used to carry out terror attacks against other countries, the five-nation influential grouping BRICS said on Thursday and strongly called for combating terrorism in all its forms and manifestations, including the cross-border movement of terrorists.

The grouping held extensive deliberations on pressing issues including the situation in Afghanistan at a virtual summit chaired by Prime Minister Narendra Modi.

The summit, hosted by India, was attended by Russian President Vladimir Putin, Chinese President Xi Jinping, South African President Cyril Ramaphosa and Brazil’s Jair Bolsanaro.

The BRICS (Brazil-Russia-India-China-South Africa) brings together five of the largest developing countries of the world, representing 41 per cent of the global population, 24 per cent of the global GDP and 16 per cent of the global trade.

In a declaration issued at the end of the summit, the grouping called for refraining from violence and settling the situation in Afghanistan by peaceful means. “We call for refraining from violence and settling the situation by peaceful means. We stress the need to contribute to fostering an inclusive intra-Afghan dialogue so as to ensure stability, civil peace, law and order in the country,” the BRICS said.

“We underscore the priority of fighting terrorism, including preventing attempts by terrorist organisations to use Afghan territory as a terrorist sanctuary and to carry out attacks against other countries, as well as drug trade within Afghanistan,” the BRICS said.

“We emphasise the need to address the humanitarian situation and to uphold human rights, including those of women, children and minorities,” it said.

Referring to the threat of terrorism, the BRICS said it is committed to combating the menace in all its forms and manifestations, including the cross-border movement of terrorists.

The summit also endorsed the BRICS Counter-Terrorism Action Plan for implementing the grouping’s Counter-Terrorism Strategy that was adopted by the NSAs of the member nations of the grouping.

“We express strong condemnation of terrorism in all its forms and manifestations whenever, wherever and by whomsoever committed.

We recognize the threat emanating from terrorism, extremism conducive to terrorism and radicalisation,” it said.

Reiterating that terrorism should not be associated with any religion, nationality, civilization or ethnic group, the leaders said, “We reaffirm our unwavering commitment to contribute further to the global efforts of preventing and countering the threat of terrorism on the basis of respect for international law”.

“We reject double standards in countering terrorism and extremism conducive to terrorism.

We call for expeditious finalisation and adoption of the Comprehensive Convention on International Terrorism within the UN framework,” it said.

IISc-Bangalore tops NIRF ranking among research institutes, varsities

BENGALURU: The Bengaluru-based Indian Institute of Science (IISc) has been adjudged the best among research institutions, while the Indian Institute of Technology (IIT) Madras retained the top spot for third consecutive year among institutes across India, as per the Union Ministry of Education’s National Institutional Ranking Framework (NIRF) rankings. The sixth edition of the rankings was announced by Union Education Minister Dharmendra Pradhan on Thursday. 

Seven Indian Institutes of Technology (IITs) — IIT Madras, IIT Delhi, IIT Bombay, IIT Kharagpur, IIT Kanpur, IIT Guwahati and IIT Roorkee — figured in the top 10 in the overall rankings, while Jawaharlal Nehru University (JNU) and Banaras Hindu University (BHU) were ranked ninth and tenth. 

The IISc also bagged the top spot in the ‘Universities’ category followed by JNU and BHU. Calcutta University, Amrita Vishwa Vidyapeetham, Jamia Millia Islamia, Manipal Academy of Higher Education, Jadavpur University, University of Hyderabad and Aligarh Muslim Univeristy bagged subsequent positions.

The Indian Institute of Management (IIM) Ahmedabad, IIM-Bangalore and IIM-Calcutta retained their first, second and third ranks, respectively among B-Schools in India.

With the category of ‘Research’ being added for the first time, the Jawaharlal Nehru Centre for Advanced Scientific Research (JNCASR) in Bengaluru and the National Institute of Mental Health and Neuro Sciences (NIMHANS) were ranked 19 and 42, respectively in this category. Among the ‘best medical colleges’ in the country, NIMHANS has retained the fourth position.

Topping from Bengaluru is also the National Law School of India University among the country’s best law colleges. Among top 10 engineering college is the National Institute of Technology Karnataka, Surathkal, ranked 10, also ranking 32 among overall best institutes. A total of seven engineering colleges have been listed from Karnataka among the top 100.

Also, 10 universities from the state have been listed under the top 100 universities in India in the NIRF rankings. Appreciating Karnataka’s medical colleges, engineering colleges, management institutions and research institutes, Higher Education Minister Dr C N Ashwath Narayan took to Twitter congratulating the institutions and posted, “Proud to see so many institutions from Karnataka acing the #NIRFRankings.”

Biden takes steps to vaccinate rest of America amid rapid rise in COVID cases

WASHINGTON: US President Joe Biden on Thursday announced a series of steps, including issuing several executive orders and taking a few punitive measures, aimed at vaccinating the rest of America, arguing that the unvaccinated people pose a grave danger to the health of all Americans.

“My message to unvaccinated Americans is this: What more is there to wait for? What more do you need to see? We have made vaccinations free, safe and convenient. The vaccine is FDA approved. Over 200 million Americans have gotten at least one shot. We’ve been patient but our patience is wearing thin and your refusal has cost all of us,” Biden said in an address to the nation from the White House.

“So please, do the right thing,” he asserted.

“The vast majority of Americans are doing the right thing. Nearly three-quarters of the eligible have gotten at least one shot, but one quarter has not gotten any. That’s nearly 80 million Americans not vaccinated and a country as large as ours, that’s 25 per cent minority. That 25 per cent can cause a lot of damage, and they are,” he said.

Announcing a new plan to require more Americans to be vaccinated to combat those blocking public health, Biden said his plan also increases testing.

“It protects our economy and will make our kids safer in schools,” he said.

Some of the prominent measures taken by Biden include the new rule requiring all private employers with more than 100 employees to mandate weekly testing as well as plans to require vaccines for federal workers and contractors.

“My plan will extend the vaccination requirements that I previously issued in the health care field. Already, I’ve announced, we’ll be requiring vaccinations at all nursing home workers who treat patients on Medicare and Medicaid because I have that federal authority. Tonight, I’m using that same authority to expand that to cover those who work in hospitals, home health care facilities, or other medical facilities, a total of 17 million health care workers,” he said.

He also asked nearly 3,00,000 educators in the federal head start programmes to get vaccinated and called on all governors to require vaccination for all teachers and staff.

Biden said his another plan is increasing testing and masking.

“From the start, America has failed to do enough COVID-19 testing. In order to better detect and control the delta variant, I’m taking steps tonight to make testing more available, more affordable, and more convenient. I use the Defense Production Act to increase production of rapid tests, including those that you can use at home,” he said.

“In addition to testing, we know masking help stop the spread of COVID-19. That’s why when I came into office, I required masks for all federal buildings and on federal lands, on airlines, and other modes of transportation,” he said, adding that the Transportation Safety Administration will double the fines on travellers that refuse to mask.

Reiterating that COVID-19 transcends border, he said they need to continue fighting the virus overseas, continue to be the arsenal of vaccines.

“We’re proud to have donated nearly 140 million vaccines over 90 countries, more than all other countries combined, including Europe, China, and Russia combined,” he said.

“That’s American leadership on a global stage. And that’s just the beginning. We’ve also now started to ship another 500 million COVID vaccines, Pfizer vaccines, purchased to donate to 100 lower-income countries in need of vaccines. And I’ll be announcing additional steps to help the rest of the world later this month,” Biden said.

Karnataka govt allows lifting of weekend curfew in districts

BENGALURU: With the positivity rate in all the districts in Karnataka falling below 2 per cent, the State Government on Thursday issued orders allowing the district deputy commissioners to decide whether to continue with the weekend curfew or lift it. However, night curfew between 9 pm and 5 am continues to be in force across the state. 

Weekend curfew was imposed last month in districts bordering Kerala and Maharashtra — Dakshina Kannada, Kodagu, Mysuru, Chamarajanagar, Belagavi, Vijayapura, Bidar and Kalaburagi — due to high Covid cases in the two neighbouring states resulting in a surge of cases in these districts in Karnataka.

While the administration in Mysuru, Chamarajanagar and the districts bordering Maharashtra were allowed to lift the weekend curfews earlier, the other districts bordering Kerala had continued with the weekend curfew till Thursday. Udupi, though not bordering Kerala, also saw imposition of weekend curfew, besides Hassan.

Data over the last one week indicates that 14 districts across the state have zero per cent positivity rate, six districts between zero and 1 per cent, and 10 districts between 1 and 2 per cent. The order, signed by Chief Secretary and Chairman, State Executive Committee, P Ravi Kumar, takes into consideration the prevailing Covid-19 situation in the state wherein there has been a consistent decline in the case positivity rate.

“The state, as a whole, has an average case positivity rate of 0.73 per cent and the districts are having case positivity rate of less than 2 per cent,” the orders states. It,

however, also states that to sustain the substantial gains achieved due to “stringent containment measures, there is a need to continue with the existing measures along with focused surveillance, testing-tracking- treatment, vaccination, micro-containment measures and strict adherence to Covid19-appropriate behaviour.”

Strict surveillance at border posts in places bordering Kerala and Maharashtra is set to continue as per guidelines issued by the Health Department. Besides, the Education Department will issue separate orders with detailed guidelines for opening of primary schools in the districts.

80 per cent kids in 14-18 yrs in India reported low levels of learning during Covid pandemic: UNICEF report

NEW DELHI: At least 80 per cent children in India between the age group of 14-18 years reported lower levels of learning during COVID-19 pandemic than when physically at school, according to a UNICEF report.

“School closures in South Asia have forced hundreds of millions of children and their teachers to transition to remote learning in a region with low connectivity and device affordability. Even when a family has access to technology, children are not always able to access it. As a result, children have suffered enormous setbacks in their learning journey,” George Laryea-Adjei, UNICEF Regional Director for South Asia, said.

In India, 42 per cent of children between 6-13 years reported not using any type of remote learning during school closures.

“This means they have not used any of the following for remote learning since the schools shut down: textbooks, worksheets, phone or video calls, WhatsApp to access materials or connect with teachers, learning programmes on radio or TV, YouTube videos, video classes, learning applications, home visits by teachers and private tuitions, community teaching at local locations, other websites,” the report said.

The research found that student-teacher engagement, when regular and reciprocal, is a strong predictor of success in children’s learning, especially for younger students.

However, the surveys found that most students had little or no contact with their teachers after the schools closed.

“At least 42 per cent of students aged 5-13 years and 29 per cent of students aged 14-18 years are not in touch with their teachers at all,” it said.

The UNICEF called upon the governments to prioritise safe reopening of all schools while also ensuring that children are able to pursue quality learning remotely if necessary.

Assessment of learning levels and ensuring catching up by students, vaccination of teachers and support staff, expanding investments in education, working with private sector and civil society organisations in improving connectivity and creating high-quality, preparing multilingual remote learning content tailored to students’ needs, are among the recommendations made in the report.

“The safe reopening of schools must be considered on utmost priority for all governments. Parallelly, investing in teachers will ensure that teachers and schools can adapt to all situations. The more teachers are trained, equipped and supported on distance and blended learning, the better they will be able to reach all their students,” added George Laryea Adjei.

“This is a critical investment we need to make for children as the region gears up for future waves of COVID-19. We need to build systems which can weather any storm and keep children learning, no matter the circumstances,” he added.

The UNICEF report also stated that in Sri Lanka, 69 per cent of parents of primary school children reported that their children were learning “less” or “a lot less.” In Pakistan, 23 per cent of younger children did not have access to any device that could support remote learning, it said.

Talking about school reopening, UNICEF India representative Yasmin Ali Haque said prolonged school closure due to COVID-19 has caused many children to miss out on learning, social interaction and playtime which are essential to their overall development and well being.

Safe and gradual reopening of schools in India is a welcome move as children learn best in person and this will help prevent further learning loss and alleviate some of the pscychological stress they are facing, she said.

“The safety element is critical. Teachers, parents, children and communities can work together along with the government, to put in place the protocols needed for children to return to schools and learn in a safe environment.”

We need to focus on rapidly building capacities of teachers who can support learning both in the classroom as well as at home more effectively.

We have examples from states like Bihar, where several devices are being purchased for students to support learning. Now is the time to plan and put the structures in place to transition children back into learning. We need to build back better and stronger, Haque added.

Mayawati says BSP won’t field bahubali’, mafia candidates; no Mukhtar Ansari from Mau Assembly

LUCKNOW: The BSP will make efforts to not field ‘bahubali’ (strongmen) or mafia candidates in next year’s Uttar Pradesh polls, party supremo Mayawati said Friday, announcing that jailed gangster-turned-politician Mukhtar Ansari will not be given a party ticket from Mau again.

Mayawati’s announcement comes days after Mukhtar Ansari’s brother Sigbatullah Ansari joined the Akhilesh Yadav-led Samajwadi Party.

“In upcoming assembly polls, the BSP’s effort will be to not field ‘bahubali’ and mafia elements. So, the name of Bhim Rajbhar, the BSP UP president, has been finalised from the Mau assembly seat in place of Mukhtar Ansari,” she said in a tweet in Hindi.

Mukhtar’s another brother, Afzal Ansari, is a BSP MP who represents the Ghazipur seat.

He had defeated the BJP’s Manoj Sinha, who is now the Lieutenant Governor of Jammu and Kashmir.

Mayawati said the decision to not field criminal and mafia elements has been taken to meet people’s expectation as she appealed to party leaders to keep this in mind while choosing candidates.

“So that there is no problem in taking strict action against such elements once the government is formed.”

She added, “Alongside ensuring ‘a rule of law, by law’, the BSP’s resolve is to also change Uttar Pradesh’s image now.”

She said the BSP’s should be known as the government that follows the philosophy of ‘Sarvajan Hitay and Sarvajan Sukhay’ (universal good).

Will use all ‘techniques’ to come to power in Kalaburagi civic polls: Nalin Kumar Katil

KALABURAGI: The BJP will use all techniques possible to come to power in the Kalaburagi Mahanagara Palike (KMP), state unit president Nalin Kumar Katil said here on Thursday.

Katil, who was here to participate in the ‘Greeting to elect Corporators’ programme, told the media persons that it is for the first time the BJP has won more seats in KMP. “Since no party has achieved their own majority, both BJP and Congress will play their own game to come to power and get the mayoral position in the KMP,” he said.

The minister refused to elaborate on the ‘techniques’ his party will adopt to come to power. Katil also said that dialogues are underway with the JDS on a possible alliance for KMP. “BJP is confident of becoming the ruling party,” he asserted.

COVID-19 India Update: 338 fresh fatalities take national death toll to 4,41,749,case tally at 3,31,39,981

NEW DELHI: India saw a single-day rise of 43,263 new coronavirus infections taking the total tally of COVID-19 cases to 3,31,39,981, while the active cases increased to 3,93,614, according to the Union Health Ministry data updated on Thursday.

The death toll climbed to 4,41,749 with 338 fresh fatalities, according to the data updated at 8 am.

The active cases increased to 3,93,614 comprising 1.19 per cent of the total infections, while the national COVID-19 recovery rate was recorded at 97.48 per cent, the ministry said.

India’s COVID-19 tally had crossed the 20-lakh mark on August 7, 2020, 30 lakh on August 23, 40 lakh on September 5 and 50 lakh on September 16.

It went past 60 lakh on September 28, 70 lakh on October 11, crossed 80 lakh on October 29, 90 lakh on November 20 and surpassed the one-crore mark on December 19.

India crossed the grim milestone of two crore on May 4 and three crore on June 23.
