Chhattisgarh CM demands continuation of GST compensation grant for next five years

RAIPUR: Chhattisgarh Chief Minister Bhupesh Baghel today reiterated the state’s demand of GST compensation, transferring of the amounts collected as ‘additional levy’ from coal block companies and reimbursement of expenditure of Rs 15,000 crores made by the state government for eradication of Naxalism. 

Union Finance Minister Nirmala Sitharaman and finance ministers of other states were present at the meeting.

The chief minister said that there has been a loss of revenue to the states due to the GST tax system and that the Center has not made arrangements to compensate the loss of revenue of about Rs 5000 crores to the state in the coming year, so the GST compensation grant should be continued for the next 5 years even after June 2022.

He said Chhattisgarh has received less share of central taxes by Rs 13,089 crore in the Union Budget of the last three years. In the coming budget, the share of central taxes should be given to the state completely.

He also demanded that Rs 4,140 crore deposited with the Center at the rate of Rs 294 per tonne on coal mining from coal block companies should be transferred to Chhattisgarh soon.

The chief minister said a special provision should be made in the next budget for the reimbursement of the expenditure of 15 thousand crores made by the state government on the central security forces deployed in the state for the eradication of Naxalism.

The Chief Minister said that due to the reduction of Central Excise Tax on petrol and diesel by the Center, there will be a reduction in the amount of the state’s share and also there will be a reduction in the revenue from VAT, so in future, instead of excise tax, the cess should be reduced.

Baghel demanded an increase in the premium limit of Rs. 1,100 per family for the states which are performing better under Pradhan Mantri Jan Arogya Yojana (Ayushman Bharat). He said this would increase the number of beneficiaries and most of the population would get the benefit. Along with this, he said that the families eligible under the National Health Insurance Scheme should also be eligible under the Pradhan Mantri Jan Arogya Yojana.

In the meeting, Baghel said the share of the states should be reduced to 75% by reducing the participation of the states in the Pradhan Mantri Awas Yojana and Jal Jeevan Mission.

Apart from this, he also demanded the establishment of an international cargo terminal in Raipur, a campus of Central Tribal University and marketing center under Vocal for Local Scheme in the Union Budget.

Karnataka needs Cabinet rejig like Gujarat: Renukacharya

HUBBALLI: Even as several MLAs, who won polls 2-3 times, continue to hope for ministerial berths during the remaining term of the BJP dispensation in the state, Chief Minister’s political secretary M P Renukacharya has demanded that a cabinet reshuffle take place akin to the Gujarat model. 

He said that those who were ministers in the last three terms should voluntarily step down and get involved in strengthening the party, and provide a chance to other MLAs to work as ministers. Claiming that he is not aspiring for a ministerial berth himself, he mentioned that he is only speaking for others. 

Renukacharya said that fresh faces would bring fresh ideas, which were necessary for the party and the government. “Several legislators expect the Cabinet in Karnataka to be rejigged on the lines of the Gujarat model,” he said on the sidelines of the party’s state executive committee meeting here. He, however, confirmed that Basavaraj Bommai will continue as CM.

In September, the BJP completely overhauled the Council of Ministers in Gujarat by selecting new faces for the Bhupendra Patel-led government. Meanwhile, RDPR Minister K S Eshwarappa said he is ready to sacrifice his position for newcomers, provided the central leadership asks him to step down. He is keen on organising and strengthening the party, he added. Replying to Renukacharya’s comment, Eshwarappa stated that one could comment easily, but it is difficult to play the role. 

Meanwhile, the BJP is expected to enter the 2023 Assembly fray with a Hindutva agenda, with the same being discussed at the meeting. BJP Karnataka in-charge Arun Singh asked members to “expose the bad governance of the earlier Siddaramaiah-led Congress government”. 

With the BJP eyeing 150 seats, the party plans to approach people with its development work, and “highlight the bad governance of the Siddaramaiah government”.  Singh alleged that during Siddaramaiah’s rule, many pro-Hindu activists were killed and corruption was rampant. As a result many officials were suspended.

Over 1000 flight cancellations per day: US aviation market feels Omicron heat

NEW YORK: Hundreds of flights were cancelled Wednesday as the omicron variant creates havoc both for travellers and for airlines that are having to cobble together flight crews as pilots, flight attendants and ground crews become infected or are exposed to others who have been.

There were nearly 1,300 cancellations for flights entering, leaving or inside the U.S. Tuesday, and about 1,500 on Monday.

Cancellations began to spike the day before Christmas during what is already a buzzing pace for airlines this time of year.

Delta, United and JetBlue have all said that the omicron variant was causing enough staffing issues that flights were cancelled.

SkyWest led U.S. carriers with 195 cancellations, followed by United with 158 and Delta with 103.

SkyWest, a regional airline based in Utah, has suffered an elevated level of cancellations after severe weather hit several of its hubs, but it’s reporting the same staffing issues due to COVID-19.

The Pacific Northwest was slammed with cold and heavy snow over the weekend.

Among U.S. airports, Seattle-Tacoma had the highest percentage of incoming and outgoing flights cancelled Wednesday, according to FlightAware.

Omicron has intensified already significant staffing issues for airlines, which winnowed workforces in 2020 as air travel collapsed, only to be broadsided when vaccination rates jumped and millions of people felt comfortable flying again this year.

That could translate to travel headaches for hundreds of thousands of people if cancellations maintain the current pace into the weekend.

The Transportation Security Administration expects the Monday after New Year’s will be one of the busiest days of the holiday season.

According to TSA checkpoint data, the numbers of people flying this holiday season far exceeds last year before COVID-19 vaccinations were available, but still trails 2019 traveller numbers.

Goa: As COVID-19 cases rise, casinos, cinema halls to operate with 50 per cent capacity

PANAJI: Amid a spike in COVID-19 cases in Goa, the government on Wednesday issued an order allowing casinos to operate with 50 per cent capacity with entry restricted to people who are fully vaccinated or those carrying a negative RT-PCR test report and put similar curbs and conditions at some other establishments, including cinema halls and entertainment parks.

State Revenue Secretary Sanjay Kumar in the order stated that casinos, cinema halls, auditoriums, community halls, river cruises, water parks and entertainment parks cannot operate beyond 50 per cent of the seating capacity.

Only people who are fully vaccinated and possess a certificate of both doses with 15 days gap since the administration of the second dose will be allowed to enter casinos, the order stated.

If not a vaccination certificate, people should furnish a negative RT-PCR test report not older than 24 hours from the time of entry, it said.

The order further directed spas, massage parlours, restaurants, pubs, bar halls, auditoriums, gyms, marriage venues, cinema halls, river cruises, water parks and entertainment parks, among others, to adhere to all COVID-19 safety protocols, including use of masks, hand sanitisers and thermal screening.

The state government has made owners, managers, licensees and organisers responsible for the enforcement of the guidelines, including making necessary arrangements for verification of vaccination certificates and test reports.

Meanwhile, the order also mentioned that schools may reopen “subject to the separate SOPs to be issued on behalf of the Education Department”.

Interstate movement will be permitted only for people who are fully vaccinated or for those entering Goa for medical emergencies or for people carrying COVID-19 negative certificate issued 72 hours before arrival, it said.

In case of inter-state goods vehicles, two drivers and a helper will be allowed to enter Goa in each vehicle after subjecting them to thermal screening, it was stated.

Goa on Wednesday reported 170 COVID-19 cases, up from 112 a day earlier, leading to state health minister Vishwajit Rane asking the Directorate of Health Services and GMCH to convene an emergency meeting to discuss the situation and find solutions.

“In view of the rising COVID-19 cases, there has been a significant jump from 112 (28th December) to 170 today, similar to the rise that occurred in April-May 2021. I have suggested to Dir. DHS and Dean GMC to convene an emergency meeting with expert doctors to suggest measures,” he tweeted.

It would allow the state government to take appropriate action in light of the increasing number of cases, he said.

As on Wednesday, the state has 657 active cases.

Earlier in the day, Chief minister Pramod Sawant said only those who have been fully vaccinated or have a recent COVID-19 negative report would be allowed to enter restaurants etc.

How democracy was dismantled in Hong Kong in 2021

HONG KONG: For Hong Kong’s pro-democracy movement, 2021 has been a year in which the city’s authorities and the central government in Beijing stamped out nearly everything it had stood for.

The crackdown, which took root 18 months ago with the enactment of the National Security Law, played out this year as the world’s two major powers, the United States and China, battled over democracy and good governance.

The Biden administration has been sharply critical of China’s moves in Hong Kong as it tries to support democracy globally and deepen ties with other democracies in the face of China’s rise. China, ruled by the Communist Party, has pointed out flaws in American democracy and argued that its own system has delivered both stability and a better response to COVID-19 compared to what it describes as chaos in the United States.

Hong Kong, a former British colony that was seen as a bastion of freedom after its return to China in 1997, has gone through an overhaul of its political system and a crackdown on political dissent as Beijing and Hong Kong authorities sought to suppress anti-government sentiment that led to months of political strife in 2019.

On Wednesday, Hong Kong police raided the office of online pro-democracy news outlet Stand News and arrested six people — two current and former editors and four former board members including popular singer Denise Ho — for alleged sedition under a colonial-era crime ordinance.

The outlet announced Wednesday afternoon that it would halt operations following the raid.

Stand News is the second media outlet in Hong Kong to cease operations after being targeted by authorities, following the now-defunct Apple Daily newspaper which shut down earlier this year after authorities raided its offices for a second time and froze millions in assets.

A string of arrests of activists and election law amendments this year have all but quashed the pro-democracy movement in the city.

More than 100 pro-democracy figures and others have been arrested under the National Security Law, which penalizes actions seen as separatist or subverting the Hong Kong or Chinese governments.

That includes 47 people charged with subversion under the new law in February over their roles in an unofficial primary election held in 2020 to determine the best candidates to field in planned legislative elections.

Authorities accused the activists of subversion, saying they planned to win a majority and use it to paralyze the government and eventually force Hong Kong leader Carrie Lam to step down.

The government postponed the 2020 elections, citing public health risks from COVID-19. Then, the central government in Beijing announced new election laws earlier this year that reduced the proportion of directly elected seats to less than a quarter and required all candidates to be loyal to Beijing.

The results were predictable: Earlier this month, pro-Beijing lawmakers won a landslide victory in the postponed polls. The city’s largest opposition party, the Democratic Party, fielded no candidates for the first time since Hong Kong’s 1997 handover to China.

Several pro-democracy trade unions and organizations have also been dissolved this year. The city’s largest teachers’ union disbanded in August due to the political climate, followed later by the city’s largest independent trade union, reducing the space for civil society groups.

The Civil Human Rights Front, a pro-democracy group that organized some of the biggest protests in 2019, also disbanded following a police investigation under the National Security law.

Other pro-democracy activists have also been arrested for involvement in unauthorized protests and the annual Tiananmen candlelight vigil — held to commemorate China’s bloody crackdown on pro-democracy protesters in Beijing’s Tiananmen Square on June 4, 1989 — which has been banned for two consecutive years. Currently, most of the city’s pro-democracy activists are behind bars or have fled abroad.

As the year drew to a close, several artworks were removed that commemorated the Tiananmen massacre.

Two days before Christmas, the University of Hong Kong, citing legal risks, ordered the removal of the 8-meter (26-foot) -tall Pillar of Shame monument, which depicts a pile of torn and twisted bodies of Tiananmen victims. Several other universities followed suit, removing pro-democracy and Tiananmen commemoration statues.

China’s Communist Party has long sought to erase Tiananmen from the public consciousness in the mainland, forbidding any commemorative events. Now it seems determined to do the same in Hong Kong in the name of restoring stability to the city.

Hate speech: Chhattisgarh Police arrest Hindu seer Kalicharan Maharaj from MP

RAIPUR: Chhattisgarh Police on Thursday arrested Hindu religious leader Kalicharan Maharaj from neighbouring Madhya Pradesh in connection with his alleged derogatory remarks against Mahatma Gandhi, an official said.

He will be brought here via road route by Thursday evening, the official said.

On Sunday, an FIR was registered against Kalicharan Maharaj in Chhattisgarh’s capital Raipur for allegedly using derogatory words against Mahatma Gandhi.

A case was also registered against him at Akola in Maharashtra on Monday in this connection.

During the conclusion of the two-day ‘dharma sansad’ (religious parliament) in Raipur on Sunday evening, the seer had allegedly used abusive words against the Father of the Nation, and asked people to elect a staunch Hindu leader as the head of the government in order to protect the religion.

Amid Omicron worries, three African students test COVID positive in Assam

DIBRUGARH: Three African students of Assam’s Dibrugarh University have tested positive for COVID-19, and their samples have been sent for whole genome sequencing, officials said on Wednesday.

“After the samples tested Omicron positive in our kit on Tuesday, we then carried out ‘targeted sequencing’, which confirmed the test results,” an ICMR source told PTI.

The samples have been sent to the CSIR-North East Institute of Science and Technology (NEIST) in Jorhat for whole genome sequencing.

Dibrugarh University International Affairs Executive Officer Arinjit Hazarika said an M Com student from Comoros recently returned from his country and tested positive for COVID-19.

“His two roommates, hailing from Nigeria and Lesotho, in the international hostel also tested positive for COVID-19, and the trio was isolated in the hostel itself, which houses 22 foreign students,” he said.

The ICMR source said that the students from Comoros and Lesotho tested positive for Omicron in their kit.

On Sunday, a 57-year-old man returning from Nigeria, his four family members and their domestic help tested Omicron positive in the RMRC kit, and their samples were sent for whole genome sequencing, the results of which are awaited.

The RMRC kit can detect the Omicron strain in just two hours.

The development is significant as a minimum of 36 hours is required for targeted sequencing and 4-5 days for whole genome sequencing to detect the variant.

The kit is now being produced in bulk by a Kolkata-based firm in a public-private partnership mode.

Padayatra by Congress leaders over Mekedatu a political gimmick, says Devegowda

HARADANAHALLI: JDS supremo HD Devegowda said on Wednesday that the padayatra by Congress leaders over Mekedatu is a political gimmick.

Taking a dig at KPCC president Shivakumar, Gowda asked why he neglected the Mekedatu project when he was the irrigation minister.

Expressing unhappiness over the passing of the anti-conversion bill, Gowda said it had been drafted during the Congress government in the state. Gowda said that no conversion cases were reported during his tenure as CM and PM.

He added that he would start touring the districts to strengthen the party ahead of the 2023 Assembly elections.

Gowda also lauded the acting of Nikhil, his grandson and hero of the film Rider, on the occasion.

Earlier, Gowda took part in a special pooja and homa with family members at Deveshwara temple at his native Haradanahalli. Channamma Devegowda, HD Revanna, Bhavani Revanna and Suraj Revanna were present.

Yelahanka Health Officer instructs the Manipal Hospital to refund money to patient

Yelahanka Health Officer Dr. Bhagyalakshmi has visited the Manipal Hospital who had charged more bill than the state government stipulated charges; she looked into the issue and also instructed the hospital managers to refund to the covid-19 patient immediately.

As per BBMP Special Commissioner’s (Health) directions,Yelahanka zone health officer’s team had visited the Manipal Hospital yesterday(on December 28, 2021) and it was then confirmed that the hospital had received more amount(bill) than the state government stipulated charges(regarding covid-19 treatment).

So, the team instructed the hospital managers to refund to the concerned and the hospital has agreed to do so(refund).

The state government has already stipulated covid-19 treatment charges and the BBMP has already brought this in to the notice of general public.

Accordingly, it is against to law to demand more money than the government stipulated charges. Hospitals also have been acknowledged about this.

Hospitals needs to keep the covid patients informed about the government stipulated charges. It is informed the general public to inform BBMP if any such unlawful incidents found.

As per Government of Karnataka Order No: HFW-228/ACS 2020 (Dated: 23-6-2020), the rates of Covid-19 treatment in private hospitals is as below:

General ward: 10,000 Rs.
HDU: 12,000 Rs.
Isolation ICU (without Ventilator) : 15,000 Rs.
Isolation ICU (with Ventilator) : 25,000 Rs.

The said rates heve been decided by the state government and if private hospitals violate it, action will be initiated under Karnataka Infectious Diseases (Prevention and Control) Act, Section (4), Registration of Karnataka Private Medical Establishment Act 2017 Section (11) & (11A) Rules and Disaster Management Act 2005 Section 24 (F) & 24 (I).

Visit the hospitals immediately if complaints received :

Private hospitals in BBMP limits should receive only the government stipulated charges. Good work started in one zone.

BBMP Special Commissioner (Health) Dr. Trilok Chandra has instructed all the Health Officers and MOHs he added.
