COVID-19 virus leaked from China’s Wuhan lab: US Republican report

WASHINGTON: A Republican lawmaker’s report investigating the origins of COVID-19 released on Monday has concluded that the pandemic outbreak stemmed from a genetically modified virus that leaked from the Wuhan Institute of Virology, first detected in December 2019.

McCaul, in statements alongside the release of the report, has called for Congress to pass legislation sanctioning scientists at the Wuhan lab and Chinese Communist Party officials who were determined to have obstructed efforts to respond to the pandemic quickly and effectively.

The GOP investigation parallels efforts by the Biden administration and the international community to determine the origins of the pandemic outbreak, which has killed more than 4.2 million people across the world, infected nearly 200 million and upended global stability.

The Republican report is based on open-source material and draws conclusions from circumstantial reporting, also raises concern that the lab was conducting “gain of function” research, controversial medical research where scientists genetically modify a bacteria or virus to make it more infectious in an effort to study better preventative measures, in an unsafe environment, reported The Hill.

“We know gain-of-function research was happening at the WIV and we know it was being done in unsafe conditions,” McCaul said.

National security experts also raised the concern that the US must discipline China for failing to quickly and cooperatively alert the international community to the virus outbreak and its ongoing obstruction into the investigation into the origins of COVID-19, reported The Hill.

“The Biden administration has already — working through the World Health Organisation (WHO) and with the G-7 and with other countries — used diplomacy and tried to urge the Chinese to cooperate. They’ve given us their answer, their answer is no,” said Anthony Ruggiero, a senior fellow at the Foundation for Defense of Democracies.

McCaul also called on the House Foreign Affairs Committee to subpoena Peter Daszak, an American scientist who has come under scrutiny for his connection with the Wuhan lab and involvement in publishing an open letter in February 2020 that rejected the lab theory as a xenophobic distraction from the pandemic response.

The letter, which was published in the Lancet medical journal, has since come under criticism as an attempt to divert attention from China’s responsibility for the virus outbreak.”Now is the time to use all of the tools the US government has to continue to root out the full truth of how this virus came to be,” McCaul said.

“That includes subpoenaing Peter Daszak to appear before the House Foreign Affairs Committee to answer the many questions his inconsistent — and in some instances outright and knowingly inaccurate — statements have raised. It also includes Congress passing legislation to sanction scientists at the WIV [Wuhan Institute of Virology] and CCP [Chinese Communist Party] officials who participated in this coverup. This was the greatest coverup of all time and has caused the deaths of more than four million people around the world, and people must be held responsible.”

The Republican report doubles down on the idea that the virus likely emerged from the Wuhan laboratory, a theory that has gained increasing legitimacy, reported The Hill.

The lab leak theory is the idea that the virus emerged from the Wuhan scientific lab either due to a series of missteps and lax safety procedures or Chinese government and military tampering.

The Chinese government and Wuhan lab scientists have dismissed these allegations and maintain that the first cases likely emerged from animal-to-human transmission at a wet market in the city of Wuhan.

Leaked State Department cables from 2018 documented that American diplomats raised concern about safety and management procedures at the Wuhan lab that did not raise the level of need for the lab’s status as a BSL-4, the highest level of international bioresearch safety. The cables were first reported by The Washington Post in April 2020, reported The Hill.

The Republican report adds to this by raising concern over maintenance and renovation taking place at the Wuhan Institute of Virology and the adjacent lab, the Wuhan National Biosafety Laboratory, related to its hazardous waste treatment system and air conditioning systems while carrying out research on coronaviruses. Such instances were taking place in the months preceding the first known cases of COVID-19, the report stated.

US to evacuate at-risk citizens including journalists, aid workers from Afghanistan

WASHINGTON: The Biden administration on Monday expanded its efforts to evacuate at-risk Afghan citizens from Afghanistan as Taliban violence increases ahead there of the US military pullout at the end of the month.

Current and former employees of the U.S. government and the NATO military operation who don’t meet the criteria for a dedicated program for such workers are also covered.

However, the move comes with a major caveat: applicants must leave Afghanistan to begin the adjudication process that may take 12-14 months in a third country, and the U.S. does not intend to support their departures or stays there.

Nevertheless, the State Department said the move will mean that “many thousands” of Afghans and their immediate families will now have the opportunity to be permanently resettled in the US as refugees.

It did not offer a more specific number of those who might be eligible for the programme.

“The US objective remains a peaceful, secure Afghanistan,” it said in a statement.

“However, in light of increased levels of Taliban violence, the US government is working to provide certain Afghans, including those who worked with the United States, the opportunity for refugee resettlement to the United States.”

The creation of a “Priority 2” category for Afghans within the US Refugee Admissions Program is intended for Afghans and their immediate families who “may be at risk due to their US affiliation” but aren’t able to get a Special Immigrant Visa because they did not work directly for the US government or didn’t hold their government jobs long enough.

To qualify for the Priority 2 category, Afghans must be nominated by a US government agency or by the most senior civilian US citizen employee of a US-based media outlet or nongovernmental organization.

The first group of Afghan Special Immigrant Visa applicants, most of whom served as translators or did other work for U.S. troops or diplomats, who have cleared security vetting arrived in the US on Friday.

That group of 221 people are among 2,500 who will be brought to the US in the coming days.

Another 4,000 SIV applicants, plus their families, who have not yet cleared the security screening are expected to be relocated to third countries ahead of the completion of the US withdrawal.

Roughly 20,000 Afghans have expressed interest in the programme.

Germany to offer Covid booster shots from September as Delta variant sparks concern

WORLD: Germany will start offering Covid booster shots from September and make it easier for 12-to-17 year olds to get a jab, the health ministry said Monday, amid concerns about the spread of the Delta variant.

Mobile vaccination teams should be sent into care and nursing homes, the text says, to offer Pfizer/BioNTech or Moderna booster shots to residents, regardless of which vaccine they had originally.

Doctors will also be able to administer booster jabs to those who qualify, including people with weakened immune systems.

A booster shot will also be offered to anyone who received the two-dose AstraZeneca or single-dose Johnson & Johnson vaccines, the document released by Spahn’s ministry said, “in the interests of preventative healthcare”.

Both AstraZeneca and Johnson & Johnson are viral vector vaccines, whereas the Pfizer and Moderna vaccines use novel mRNA technology that has shown high efficacy in studies.

The ministers also agreed to make the coronavirus vaccine more widely available to over-12s, going a step further than the country’s STIKO vaccines regulator.

The regulator currently only recommends the coronavirus vaccine for 12-17 year olds if they have pre-existing conditions or live with people at high risk from Covid.

Although adolescents who do not fall into those categories are still allowed to get vaccinated, in consultation with their parents and doctors, the cautious STIKO guidance has slowed take-up.

Germany’s health ministers agreed on Monday to encourage vaccination among teens by opening all the country’s vaccination centres to 12-17 year olds, alongside the possibility to get vaccinated at regular clinics.

The ministers stressed that the jab was voluntary but said getting children and teenagers vaccinated could “contribute significantly to a safe return to classrooms after the summer holidays”.

Although Germany is currently enjoying relatively low infection rates compared with neighbouring countries, case numbers have been creeping up in recent weeks mainly because of the more contagious Delta variant.

There are also concerns about a slowdown in the country’s vaccination rate, with just over 52 percent of the population fully inoculated. 

Within the European Union, the European Medicines Agency has approved the Pfizer/BioNTech and Moderna shots for all over-12s.

STIKO head Thomas Mertens told public radio MDR that the body was still waiting for data from longer-term studies before deciding on issuing a more general vaccine recommendation for over-12s.

The problem, he added, “is not so much the children’s vaccinations”.

What is needed to help suppress a fourth Covid wave in Germany “is a high vaccination rate among 18-to-59 year olds”.

TOKYO: Indian wrestler Ravi Dahiya on Tuesday got a good draw as he will open his 57kg campaign in the Tokyo Olympics against Colombia’s Tigreros Urbano and going by form, he should not face much difficulty in reaching at least the semifinals.

If Ravi, the 2019 World Championship bronze medallist and reigning Asian champion, wins his opener against the Colombian then he will take on either Algeria’s Abdelhak Kherabache or Georgi Valentinov Vangelov from Bulgaria.

In the semifinals, he is likely to face either Serbian top seed Stevan Andria Micic or Japan’s Yuki Takahashi, after they were drawn to meet in the opening round.

In the men’s freestyle 86kg, Deepak Punia is pitted against Nigeria’s Ekerekeme Agiomor, the African championship bronze medallist.

If the 2019 worlds silver medallist wins, he will be up against either China’s Zushen Lin or Peru’s Edinson Ambrocio Greifo, the 2020 Pan American silver winner.

Provided she wins, next up for her would be either Rio Olympics silver medallist from Russia, Valeria Koblova, or Mexico’s Alma Jane.

Men’s hockey: India’s dream of Olympic gold remains unfulfilled, lose 2-5 to Belgium

TOKYO: The Indian men’s hockey team’s dream of an Olympic gold after 41 years remained unfulfilled as it lost 2-5 to world champions Belgium in the last-four stage but the side is still in the hunt for a bronze in the Tokyo Games here on Tuesday.

India’s goals came from the sticks of Harmanpreet Singh (7th) and Mandeep Singh (8th).

India’s last appearance in the final of the Olympics came way back in 1980 Moscow Games, where they went on to win their last of the eight gold medals.

The Indians had only themselves to blame for Tuesday’s disappointment as Belgium’s all four goals came from penalty corners.

The Indian defence was put under relentless pressure by the Belgians as they secured as many as 14 penalty corners out of which they converted four.

Belgium’s game plan was clear from the onset as they tried to enter the Indian circle and earn penalty corners with Hendrickx and Luypaert in their ranks.

The ploy worked to perfection as the Indian defence wilted under pressure to concede the set pieces.

India too earned five penalty corners in the match but could make use of just one.

The Indians still have a chance to secure an elusive medal from the Olympics as they will feature in the bronze medal match on Thursday against the losing team from the second semifinal between Australia and Germany later in the day.

The Indians started slowly as Belgium had the initial burst of the match, controlling the proceedings for the first five minutes which also yielded them a goal.

Belgium scored from their first attack, earning a penalty corner which was converted by Luypaert with a powerful flick in the second minute.

The Indians came back strongly and changed the course of the match in a span of two minutes with two goals.

India secured two penalty corners in the seventh minute, the second of which was beautifully converted by Harmanpreet for his fifth goal of the tournament.

A minute later, Mandeep, who has been under pressure for his underwhelming form so far, gave India the lead with a fine field goal.

Mandeep beautifully received a Amit Rohidas cross from the right, turned over and found the back of the net with a fierce reverse hit past Vincent Vanasch in front of the Belgium goal.

India got another chance in the first quarter in the form of a penalty corner but Rupinder Pal Singh’s effort this time was saved by Vanasch.

Trailing by a goal, the Red Lions came out stronger in the second quarter and pressed hard on the Indian defence which wilted under pressure, conceding as many as four penalty corners, the last of which was converted by Hendrickx to level the scores.

Minutes later Sreejesh pulled of a reflex save to deny Dockier.

Belgium secured their sixth penalty corner of the match soon but it was well defended by the Indians.

A minute from half time, India were awarded a penalty corner and the effort by Harmanpreet this time was wide off the target.

The Belgians dominated in terms of circle penetrations after the change of ends but India defended stoutly with numbers to thwart any danger to their citadel.

The Indians got another golden chance to take the lead, earning their fifth penalty corner in the 38th minute but Belgium, this time, defended well.

With both the teams locked at two goals apiece after the third quarter, the stakes were high in the fourth and final quarter and it was the Red Lions who came out on top by breaching the Indian citadel thrice.

Belgium went on the offensive and secured three consecutive penalty corners in the 49th minute and again it was Hendrickx, who rose to the occasion for his side to hand them a 3-2 lead.

With a goal upfront, the Belgians kept up the pressure on the Indian defence, which was guilty of conceding three more penalty corners in quick succession, resulting in a penalty stroke for the world champions which was duly put into the goal by Hendrickx for his third goal of the match.

Trailing by two goals, a desperate India withdrew goalkeeper Sreejesh for an extra player but the move backfired as Dohmen slammed home in an empty net from a counter to shatter India’s hopes.

Opposition leaders meet over breakfast hosted by Rahul Gandhi to chalk out joint strategy on Pegasus issue

NEW DELHI: In a bid to present a united face on the Pegasus spyware issue, leaders of several opposition parties attended a breakfast meeting hosted by former Congress President Rahul Gandhi at the Constitution Club here on Tuesday.

Several opposition MPs will cycle to Parliament after the meeting to highlight the issue of fuel price hike.

Apart from around 100 MPs of the Congress, leaders of several opposition parties including Trinamool Congress, NCP, Shiv Sena, CPI-M, CPI, RJD and Samajwadi Party attended the meeting.

Leaders of JMM, JKNC besides IUML, RSP, KCM and RSP were also present at the meeting

Trinamool Congress, which had skipped the last meeting of Opposition leaders by Gandhi, was also present at today’s breakfast meet.

Besides Gandhi, senior Congress leaders Mallikarjun Kharge, Adhir Ranjan Chowdhury, KC Venugopal and Jairam Ramesh were present at the meeting.

The meeting comes amid continued standoff between the opposition and the government over the Pegasus snooping issue with the opposition demanding a discussion in Parliament and a Supreme Court monitored probe in the matter

The government is, however, saying that this is a non-issue and does not want it to be discussed in Parliament.

Leaders of 17 opposition parties were invited at the breakfast meeting, but the Bahujan Samaj Party (BSP) and Aam Aadmi Party (AAP) did not attend.

Kharge said leaders of various parties have been invited for the meeting and are expected to discuss issues like Pegasus, farmers’ matter, and the need for a joint Parliament strategy.

“Nobody in the government is listening. So we have decided to get together. The opposition is united and we are all together,” Kharge said at the meeting.

Among the leaders who attended the meeting were Kalyan Banerjee, Mohua Moitra (TMC), Sanjay Raut and Priyanka Chaturvedi (Shiv Sena), Manoj Jha (RJD), Kanimozhi (DMK) and Ram Gopal Yadav (SP).

NEW DELHI: Prime Minister Narendra Modi on Tuesday slammed opposition members for tearing papers in Parliament and making “derogatory” remarks on the waybills have been passed as he accused them of insulting the legislature and the Constitution with their conduct.

Briefing reporters on Modi’s speech at the BJP parliamentary party meeting, Parliamentary Affairs Minister Pralhad Joshi said the prime minister expressed anger at the conduct of some opposition members.

While a TMC member in Rajya Sabha had torn the statement of IT Minister Ashwini Vaishnaw on the Pegasus issue, several opposition members had torn papers in Lok Sabha and threw it in the air and towards the Chair.

A tweet of TMC leader Derek O’Brien criticising the manner of bills’ passage in Parliament also drew Modi’s ire, Joshi and another Union minister V Muraleedharan told reporters, without naming the TMC member.

He had tweeted, “In the first 10 days, Modi-Shah rushed through and passed 12 Bills at an average time of UNDER SEVEN MINUTES per Bill.

Passing legislation or making papri chaat!” Such comments are “derogatory” of parliamentary procedure and esteem of elected representatives, Muraleedharan said quoting Modi.

The conduct of the opposition is an “insult” to Parliament and the Constitution, Joshi said, quoting the prime minister.

The opposition has stalled Parliament’s proceedings demanding a discussion on the Pegasus snooping row, an issue dismissed as inconsequential by the government.

The BJP parliamentary party also hailed Modi at the meeting over the government’s decision to provide reservation to the OBC and the EWS in the all-India quota of medical entrance test NEET.

Taking strong exception to the incidents of police officers participating in parties with anti-social elements which are affecting the reputation of the force in society.

State Police Chief,Praveen Sood directed the police officers not to allow any private functions at the station nor invite members of general public for send off or reception program held in station level.

In a circular issued on Friday,Mr.Sood,said that the police officers and staff should maintain discipline and decorum while attending any program.

A police officer having responsibility of crime prevention and maintaining law and order in the society and his action and behaviour in uniform is reflection of the entire department and the society,Mr.Sood,said .

The circular came in the wake of Hosakote PSI CM Raju,celebrating his birthday and promotion at the station on June 2 with his friends and well wishers and the staff while Covid guidelines are in force. 

A huge cake was ordered and people danced, cheered and burst crackers while garlanding Mr. Raju to wish him.   

The entire event was later circulated on social media and drew huge criticism for the police accusing them of not practicing what they enforce .

Transfer and promotion are part of the administrative procedure.It is natural for the staff to organize a formal send off and welcome program,Mr. Sood said,adding that such programs are not for the public and should be limited to the staff members.

There are many instances which have come to the notice of Mr.Sood that the police staff  were  participating in programs with the anti social elements.Such instances put the police department in a bad light and send the wrong message to society.

In order to prevent such instances in future Mr. Sood issued a set of guidelines to the police officers to be followed.

No police officers shall have any kind of relationship with any anti-social elements . 

No celebrations including birthday parties, marriage anniversaries or any private function should be organized at the station.Such a program is against the conduct of the disciplined force.

In case if the police officer is attending any public function,he should avail the prior permission of his seniors and check the details and the participants of the program in advance .

Police officers should avoid organizing any public event unless it is related to crime prevention, traffic awareness or to building police public  relationships.

Ensure that no anti-social element is attending the program with police officers.

The circular also instructed police officers against collecting funds for such a program and the senior police officers have been instructed to ensure that the guidelines issued should be strictly adhered to he stated in the guidelines.

A 27-year-old Congo national who was arrested in a drug case died in police custody allegedly due to cardiac arrest in JC Nagar on Monday.

Following the news of his death,Members of the African Association gathered in front of the JC Nagar police station and protested demanding a detailed inquiry into the incident and were seen shouting to register FIR.

The police resorted to lathi charge to disperse the protestors after the protests turned violent and attacked a policeman.Many protesters sustained minor injuries and were taken to the hospital for treatment.

As soon as huge number of African National gathered in front of police station DCP North Dharmendra Kumar Meena with ACPs and neighbouring police inspector and staff were called with additional 3 KSRP platoons were rushed to the spot for precautionary measures.

As the protest turned violent as the protestors tried assaulting ACP,JC Nagar Sub-Division,Reena Suvarna and PSI Latha, as the silent protest turned into violent Addl CP West Soumendhu Mukherjee rushed to spot to take stock of the situation.

Senior officer told reporters,the deceased Joah@ Joel Shindani Malu,27 years, National of Democratic Republic of Congo,having a complaint of sudden chest pain was shifted to nearby Chiraayu Hospital.

After administering treatment for almost one  hour,he was declared dead due to suspected Cardiac Arrest.  

Earlier on Sunday night,based on credible information a team of police led by PSI Raghupati laid a trap to nab a drug peddler Joan near 10th Cross,Banjara Layout.The Police team kept a close watch and waited till the wee hours of Monday. 

Due to the sudden presence of police Joan changed the location of trade to BabusaPalya locality in Hennur PS limits. 

At around 12:30 AM,two foreign nationals passing by on a scooter were identified by police informants as pillion rider John,following which the policeman in mufti apprehended him. 

In that scuffle as John was trying to flee,a few small plastic packets containing white color substance fell on ground which were suspected to be narcotics which later turned out to be 5 grams of MDMA.Meanwhile another foreign national who was riding the bike escaped during the scuffle.

After following the due procedure,PSI Raghupathi and police team brought drug peddler Joan to the police station along with seized suspected Narcotics substance and bike for questioning.

An FIR (in crime no 123/2021 u/s 21 NDPS JC Nagar PS in seizure of narcotics substance MDMA is) has been registered.Later,drug peddler John was kept in police station for want of ascertaining his identity,further inquiry and legal action.

At around  5:10 am on Monday,incharge Station House Officer informed the PSI Raghupati that detainee John suddenly started complaining of chest pain.

PSI Raghupati immediately acted on this information and shifted him to nearby Chiraayu Hospital  for treatment at approx 5:30 AM. 

On preliminary medical examination he was diagnosed with Bradycardia and administered several rounds of CPR and other life saving interventions.At around 6:45AM,he was declared dead due to suspected Cardiac Arrest. 

In absence of verified identity of deceased John, Bosco,president of Pan African Federation was informed about the incident.

On further enquiry, it is found that deceased John is national of Democratic Republic of Congo having name Joel Shindhani Malu as per his Passport details.Available information suggests that his student visa expired in July 2015 and Passport expired on 13/12/2017.

A case of unnatural death has been registered and Investigation is being conducted as per guidelines of the National Human Rights Commission (NHRC), DHarmendra Kumar Meena, DCP, north division, said .

The Afrcian association said that John was pursuing BBA and was celebrating a birthday party at his friend’s house in Hennur when the police raided the place and picked him up .

Incidentally, this May a 38-year-old Nigerian national Peter Ofor was found dead in a canal of Kalkere lake in Ramamurthynagar police limits. The association had protested his death seeking detailed inquiry.

A few members of the association alleged that Ofor, who had come to India on a business visa and lived with his family in Banjara Layout, was last seen being chased by a group of men presumed to be police in mufti.

Speaking to the media,Soumendu Mukherjee, Additional Commissioner of Police,West,said that for over an hour,doctors at the private hospital tried to save Joel, administering CPR but could not save him.

After four to five hours we got his documents.As per NHRC and SC guidelines,we are proceeding,” said Soumendu Mukherjee.

Meanwhile, some of his friends came and protested here.Despite the police showing restraint, the protestors started attacking the police. We had to resort to a mild lathi charge. Our sub Inspector and constables also got injured and are receiving treatment,he added. 

Kamal Pant, speaking to reporters said We have considered this as a custodial death and informed the agencies concerned while ordering for a detailed probe.

Investigation into the death is being conducted as per NHRC guidelines including inquest by a judicial magistrate.The investigation has been transferred to CID by the DG-IGP Praveen Sood,Kamal Pant,City Police Commissioner, said.
