West Bengal poultry farms on alert over bird flu outbreak in some other states

KOLKATA: An organisation of poultry farm owners in West Bengal has asked its members to be on alert in the wake of a bird flu outbreak in various parts of the country and take preventive measures to avoid the spread of the infection, an official said on Thursday.

The alert was sounded as a precautionary measure amid reports of the bird flu in some states, though not a single case of Avian influenza has been detected here so far, West Bengal Poultry Federation general secretary Madan Mohan Maity.

The Centre on Wednesday said the Avian influenza outbreak, has been reported at 12 epicentres in four states — Kerala, Rajasthan, Madhya Pradesh and Himachal Pradesh.

Advisories have been issued to contain further spread of the infection in poultry ducks, crows and migratory birds, the Union Ministry of Fisheries, Animal Husbandry and Dairying said.

“No bird flu case has been reported in West Bengal and its neighbouring states. With reports of the Avian influenza outbreak in various parts of the country, we have sounded an alert to our members.

“We also asked them to take all the precautionary measures like spraying of disinfectants, and maintain hygiene protocols,” Maity told PTI.

He said there was no need to panic, and Andhra Pradesh, which supplies eggs to West Bengal, remained free from the bird flu outbreak.

The state animal husbandry department officials could not be reached for their comments.

Maity said there has been “no impact on consumption” of poultry products as of now.

“If the spread of bird flu is not contained, people will start avoiding consumption of poultry products, which could impact the sector adversely,” he said.

Prices of egg and chicken could plunge if demand for such products falls in the wake of the bird flu spread.

Broiler chicken prices are now ruling at Rs 175-200 per kg, while eggs are sold Rs 6.5-7 per piece in the state.

West Bengal produces two crore eggs daily as against its consumption of 2.5 crore, Maity said.

Broiler meat production in the state is about 2.5 crore kgs per week, higher than its consumption of two crore kgs.

LONDON: Nirav Modi’s lawyer raised a British court’s judgment blocking the extradition of WikiLeaks founder Julian Assange to the US on mental health grounds, as the embattled diamond merchant appeared via videolink before a court here on Thursday for a two-day hearing of final submissions in his fight against being extradited to India.

The 49-year-old diamond merchant, facing charges of fraud, money laundering and intimidating witnesses in the estimated USD 2-billion Punjab National Bank (PNB) scam case, appeared in the Westminster Magistrates’ Court.

Sporting a full beard and dressed casually in a blazer, he followed the proceedings from a room at Wandsworth Prison in south-west London as his counsel raised Monday’s judgment which blocks the extradition of Assange to the US on the grounds of his mental health.

In the Assange case, which is currently the subject of appeal, District Judge Vanessa Baraitser had ruled that extradition would be “oppressive by reason of mental harm” as the Australian activist could commit suicide.

“As in the Assange case, the issues here evidentially are the same, the mental condition of Modi and the treatment he would receive given the prison conditions in India,” said barrister Clare Montgomery, reiterating that her client’s mental health has been deteriorating due to his lengthy incarceration since March 2019.

The Crown Prosecution Service (CPS), arguing on behalf of the Indian authorities, sought an adjournment to the proceedings in order to access Modi’s mental health records to be independently evaluated by a consultant psychiatrist and appropriate assurances be acquired in terms of his care in India.

“While the issues of mental health are not contested, the consequences of those need cross-examining,” said CPS barrister Helen Malcolm, who appeared via video link for the part-remote courtroom settings in place due to the UK’s coronavirus lockdown.

The CPS pointed to already existing Indian government assurances in the case as well as the option for Modi to access privately paid for medical treatment, given his offer of millions in the course of several bail applications before the UK courts.

However, District Judge Samuel Goozee turned down the application for adjournment and concluded that the Indian government had “ample opportunity” to respond to five reports presented by defence witness Dr Andrew Forrester, a forensic psychiatrist who examined Modi on several occasions last year and concluded that “coupled with a severe condition of depression, he presents a high risk of suicide albeit not immediately”.

The hearing on Thursday went on to focus on the defence team’s concluding submissions that several legal bars exist against extraditing Modi to India, including on human rights grounds due to inadequate prison conditions that would fail to provide sufficient anti-suicide measures.

Modi’s lawyers also claim that he would not receive a fair trial in India due to the case being politicised by the “ruling BJP”, which impacted on the principle of presumption of innocence until proven guilty.

On Friday, the CPS will conclude submissions on the prima facie case against Modi in detail, which is expected to complete the final hearings in the case and a judgment expected in a few weeks’ time.

At the last full hearing in the case in November 2020, Judge Goozee heard the arguments for and against the admissibility of certain witness statements provided by the Central Bureau of Investigation (CBI) and Enforcement Directorate (ED) and ruled that the evidence to establish a prima facie case of fraud and money laundering against the wanted diamantaire is broadly admissible.

He concluded that he considered himself “bound” by the previous UK court rulings in the extradition case of former Kingfisher Airlines chief Vijay Mallya, who has been found to have a case to answer in India in his fraud and money laundering case and awaits a “confidential” legal clearance before UK Home Secretary Priti Patel can consider signing off on his extradition order.

Clare Montgomery, who was also the defence counsel in Mallya’s case, has sought to establish that the two cases are “completely different”.

Nirav Modi is the subject of two sets of criminal proceedings, with the CBI case relating to a large-scale fraud upon PNB through the fraudulent obtaining of “Letters of Understanding” (LoUs or loan agreements), and the ED case relating to the laundering of the proceeds of that fraud.

He also faces two additional charges of “causing the disappearance of evidence” and intimidating witnesses or “criminal intimidation to cause death” added to the CBI case.

The jeweller has been in prison since he was arrested on March 19, 2019, on an extradition warrant executed by Scotland Yard and his attempts at seeking bail have been repeatedly turned down.

The charges against him centre around his firms Diamonds R Us, Solar Exports and Stellar Diamonds making fraudulent use of credit facilities or LoUs in a conspiracy with banking officials.

THIRUVANANTHAPURAM: Kerala Chief Minister Pinarayi Vijayan on Wednesday asked the newly elected representatives of local bodies to focus on achieving food self-sufficiency and creation of jobs in the state, as he pledged the LDF government’s support without any political bias.

He also told them to encourage entrepreneurship at the local level while ensuring an industry-friendly environment.

In an online interaction with the local self government representatives elected in the recent local body elections, which the LDF swept, he said the policy of the government was that no one should go hungry in the state.

“The distribution of the free ration kits and the opening of low-cost hotels are meant to achieve this goal. This system needs to be further strengthened. The Subhiksha Kerala scheme for achieving food self-sufficiency should be implemented more vigorously,” Vijayan said.

“We all should work together beyond politics for the development of the state. The state government will not show any sort of discrimination and will support all the local body institutions in the state without any political bias,” he said.

Vijayan asked the new governing bodies to provide ease of doing business for the entrepreneurs.

Their problems should be addressed and resolved and necessary interventions should be made to create an industry-friendly environment.

“Marketing facilities should be provided for the products of small scale producers. The support and cooperation of cooperative societies should be ensured for this,” the chief minister added.

Stressing the need to implement welfare and development programmes at all levels as people need more relief, Vijayan urged the local body representatives to create maximum number of working days before the onset of next monsoon through the rural employment guarantee Scheme.

PUNE: An 18-year-old man was arrested for allegedly attempting to take a video of a woman on his phone inside the restroom of an eatery in a suburb of Pune, police said on Wednesday.

According to the police, the accused, who is a waiter at the eatery in Baner area, tried to film a video of the victim from the gap on the roof of the restroom on Monday.

On noticing this, the victim immediately raised an alarm, prompting the accused flee the scene, an official from Chatushringi police station said.

An offence was registered under relevant sections of the IPC and the accused was subsequently nabbed, he added.

COVID-19: India Updates 20,346 cases, 222 fatalities; recoveries cross 1 crore-mark

The number of people who have recuperated from the disease surged to 1,00,16,859, pushing the national recovery rate to 96.36 per cent, while the COVID-19 case fatality rate stood at 1.45 per cent.

The number of active COVID-19 cases remained below three lakh for the 17th consecutive day.

There are 2,28,083 active coronavirus cases in the country, which account for 2.19 per cent of the total caseload, the data stated.

India’s COVID-19 tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23, 40 lakh on September 5 and 50 lakh on September 16.

It went past 60 lakh on September 28, 70 lakh on October 11, 80 lakh on October 29, 90 lakh on November 20 and the one-crore mark on December 19.

According to the Indian Council of Medical Research (ICMR), 17,84,00,995 samples have been tested for COVID-19 till January 6, including 9,37,590 on Wednesday.

But later — hours after they fought police and breached the building — he told them that although they were “very special people” and he backed their cause, they should “go home in peace.”

President-elect Biden, two weeks away from being inaugurated, had declared in Wilmington, Delaware: “I call on President Trump to go on national television now to fulfill his oath and defend the Constitution and demand an end to this siege.”

Mamata Banerjee stands in queue to collect health scheme card

Kolkata: West Bengal Chief Minister Mamata Banerjee on Tuesday stood in a queue along with other locals in Kalighat area here to collect her ‘Swasthya Sathi’ smart card from a Kolkata Municipal Corporation distribution centre.

State BJP president Dilip Ghosh, however, dubbed the move as “pure drama”.

The TMC chief, accompanied by urban development minister Firhad Hakim and other government officials, arrived at Joy Hind Bhavan, close to her residence on Harish Chatterjee Street, around 11.45 am, to collect the card.

Swasthya Sathi, a flagship scheme launched by the TMC government, provides health cover of up to Rs 5 lakh per annum to a family for secondary and tertiary care.

Hakim, while talking to reporters, said that the chief minister stood in the queue like any ordinary person to collect the card.

It goes on to show that she is one among the people of the state, he stated.

The CM had on Monday urged all ministers of her government to collect the card. “I will keep this card in my archive. I urge other ministers, too, to join the scheme,” she had said.

The state government has been providing ‘Swasthya Sathi’ smart cards to people, as part of her ‘Duare Sarkar’ initiative — a mass outreach programme for doorstep delivery of welfare scheme benefits.

State chief secretary Alapan Bandopadyay had said that over one crore people have enrolled themselves for the scheme so far.
