Need to address serious energy security concern: India amid rising food, energy costs due to Ukraine conflict

UNITED NATIONS: With food and energy costs spiralling, especially for many developing countries in the wake of the Russia-Ukraine conflict, India has for the first time told the UN Security Council that energy security is a “serious concern” and needs to be “addressed through cooperative efforts.”

“The impact of the situation is being felt beyond the region with increasing food and energy costs, especially for many developing countries.”

“It is in our collective interest to work constructively, both inside the United Nations and outside, towards seeking an early resolution to the issue,” he said.

“The growing shortages can only be addressed by going beyond constraints that bind us presently. Energy security is equally a serious concern and needs to be addressed through cooperative efforts,” Ravindra said.

This is the first instance since Russia’s February 24 invasion of Ukraine that India has, in the UN Security Council, underlined the need to address the issue of energy security in the wake of the conflict through “cooperative efforts.”

In its previous statements on Ukraine in the powerful UN organ, India has maintained that the impact of the crisis is being felt beyond the region with increasing food and energy costs, especially for many developing countries.

It has also said that the conflict was having an impact on the global economy, especially on many developing countries, including through disruption of supply chains and its adverse impact on energy and commodity prices was evident.

External Affairs Minister S Jaishankar, who was recently in Washington for the India-US 2+2 Ministerial Dialogue — when asked at a press conference about India’s oil purchase from Russia — had said: “If you are looking at energy purchases from Russia, I would suggest that your attention should be focused on Europe.”

“We do buy some energy, which is necessary for our energy security. But I suspect looking at the figures, probably our total purchases for the month would be less than what Europe does in an afternoon.”

Jaishankar, while speaking alongside visiting British Foreign Secretary Liz Truss at the India-UK Strategic Futures Forum in New Delhi last month, had said that “when the oil prices go up, I think it is natural for countries to go out into the market and look for what are the good deals for their people.”

“But I am pretty sure if we wait for two or three months and actually look at who are the big buyers of Russian oil and gas, I suspect the list would not be too different from what it used to be and I suspect we won’t be in the top 10 on that list,” he said.

Ambassador Ravindra said India supports calls urging for guarantees of safe passage to deliver essential humanitarian and medical supplies; including through the establishment of permanent humanitarian corridors.

“We hope the international community will continue to respond positively to the evolving humanitarian requirements,” he said.

Ambassador Ravindra noted with concern that the humanitarian situation in Ukraine has deteriorated further and women and children have been disproportionately impacted, forming the bulk of the people who have moved to neighbouring countries and displaced internally in Ukraine.

“India continues to remain deeply concerned at the worsening situation and reiterates its call for immediate cessation of violence and end to hostilities.

“We have emphasised right from the beginning of the conflict the need to pursue the path of diplomacy and dialogue. When innocent human lives are at stake, diplomacy must prevail as the only viable option,” he said.

India continues to emphasise to all member states of the UN that the global order is anchored on international law, UN Charter and respect for territorial integrity and sovereignty of states, the Indian ambassador added.

Active COVID-19 cases in country rise to 11,860

NEW DELHI: With 1,247 coronavirus infections being reported in a day, India’s total tally of COVID-19 cases rose to 4,30,45,527, while the active cases increased to 11,860, according to the Union Health Ministry data updated on Tuesday.

The death toll climbed to 5,21,966 with one fresh fatality being reported from Uttar Pradesh, the data updated at 8 am stated.

The active cases comprise 0.03 per cent of the total infections, while the national COVID-19 recovery rate remained at 98.76 per cent, the ministry said.

An increase of 318 cases has been recorded in the active COVID-19 caseload in a span of 24 hours. The daily positivity rate was recorded as 0.31 per cent and the weekly positivity rate as 0.34 per cent, according to the ministry.

The number of people who have recuperated from the disease surged to 4,25,11,701, while the case fatality rate was recorded a 1.21 per cent.

The cumulative doses administered in the country so far under the nationwide COVID-19 vaccination drive has exceeded 186.72 crore.

India’s COVID-19 tally had crossed the 20-lakh mark on August 7, 2020, 30 lakh on August 23, 40 lakh on September 5 and 50 lakh on September 16.

It went past 60 lakh on September 28, 70 lakh on October 11, crossed 80 lakh on October 29, 90 lakh on November 20 and surpassed the one-crore mark on December 19. The country crossed the grim milestone of two crore on May 4 and three crore on June 23 last year.

Stones used in Hubballi violence collected from a road repairing site

The police investigation into the violence and stone pelting reported on the night of April 16 in the Old Hubballi area has revealed that the stones were collected from a nearby road repair site.

However the senior cops have refused to divulge any information regarding questioning of the arrested, but said that the accused are undergoing a verification process. “The police have verified before taking the accused into custody. If anybody is innocent will be released,” said Hubballi Police Commissioner Labhu Ram, while reacting to the claim of parents of accused who stated that innocents were picked up.  

The police sources also said that half of the CCTVs in and around the protest site were not in working condition. “The police could manage to get some 20 plus cameras which are in working conditions. While seven cameras were stolen or damaged, about 20 cameras were not working,” informed a police official. 

Meanwhile the Hubballi police are on the lookout for a person whose video from the protest site has gone viral. In the video a man is seen standing atop a police vehicle and shouting slogans. The police said the man is yet to be arrested. So far 103 people have been arrested for the violence.

Sri Lankan President admits mistakes led to economic crisis

COLOMBO: Sri Lanka’s president acknowledged Monday that he made mistakes that led to the country’s worst economic crisis in decades and pledged to correct them.

President Gotabaya Rajapaksa made the admission while speaking to 17 new Cabinet ministers he appointed Monday as he and his powerful family seek to resolve a political crisis resulting from the country’s dire economic state.

Sri Lanka is on the brink of bankruptcy, with nearly USD 7 billion of its total USD 25 billion in foreign debt due for repayment this year. A severe shortage of foreign exchange means the country lacks money to buy imported goods.

People have endured months of shortages of essentials like food, cooking gas, fuel and medicine, lining up for hours to buy the very limited stocks available.

“During the last two and a half years we have had vast challenges. The COVID-19 pandemic, as well as the debt burden, and some mistakes on our part,” Rajapaksa said.

“They need to be rectified. We have to correct them and move forward. We need to regain the trust of the people.” He said the government should have approached the International Monetary Fund early on for help in facing the impending debt crisis and should not have banned chemical fertilizer in an attempt to make Sri Lankan agriculture fully organic.

Critics say the ban on imported fertilizer was aimed at conserving the country’s declining foreign exchange holdings and badly hurt farmers.

The government is also blamed for taking out large loans for infrastructure projects which have not brought in any money.

“Today, people are under immense pressure due to this economic crisis. I deeply regret this situation,” Rajapaksa said, adding that the pain, discomfort and anger displayed by people forced to wait in long lines to get essential items at high prices is justified.

The Cabinet appointments follow weeks of protests over shortages of fuel and food and demands that Rajapaksa, his politically powerful family and his government resign.

Much public anger has been directed at Rajapaksa and his elder brother, Prime Minister Mahinda Rajapaksa.

They head an influential clan that has held power for most of the past two decades. Thousands of protesters occupied the entrance to the president’s office for a 10th day on Monday.

The president and prime minister remain in office, but some other relatives lost their Cabinet seats in what was seen as an attempt to pacify the protesters without giving up the family’s hold on power.

Many senior politicians and those facing corruption allegations were excluded from the new Cabinet in line with calls for a younger administration, though the finance and foreign affairs ministers retained their positions to assist with an economic recovery.

Most of the Cabinet resigned on April 3 after protests erupted across the country and demonstrators stormed and vandalized the homes of some Cabinet ministers.

Opposition parties rejected an offer by President Rajapaksa to form a unity government with him and his brother remaining in power.

Opposition parties have failed, meanwhile, to gain a parliamentary majority. Last week, the government said it was suspending repayment of foreign loans pending talks with the International Monetary Fund.

Finance Minister Ali Sabry and officials left for talks with the IMF on Sunday. The IMF and World Bank are holding annual meetings in Washington this week. Sri Lanka has also turned to China and India for emergency loans to buy food and fuel.

More communal flashpoints in Karnataka’s Hubballi too

HUBBALLI:  Twelve police personnel were injured and seven police vehicles were damaged after thousands of people, protesting over a social media post that hurt their religious sentiments, went berserk and attacked a police station on Saturday night. In all, 87 people have been arrested for the riots, and more are likely to be picked up. Prohibitory orders under Section 144 have been clamped across the city and additional police forces have been deployed to prevent any further untoward incidents. 

It was a scene of complete chaos in this commercial hub late on Saturday night as crowds ran through the streets in the dead of the night attacking policemen, private property and public vehicles. The trigger was the derogatory post by Abhishek Hiremath (24), on his social media account. Members of a community filed a complaint and immediately, the police arrested Abhishek from his residence at Anand Nagar and brought him to the Old Hubballi police station. Soon, a large crowd gathered at the police station, demanding that the police hand over the accused to them. 

The police tried to pacify the crowd saying the law will take its course, but the protesters went berserk, throwing stones at the police station and their vehicles. They turned off the high-mast streetlight, adding to the chaos.

They also targeted a religious place and a hospital located near the police station. The crowd divided itself and started attacking the police from different directions. The policemen fired nine times in the air, lobbed teargas shells and fired rubber bullets to bring the situation under control.

Hubballi Police Commissioner Labhu Ram said, “We are also investigating how such a large number of stones were collected during the protest. More arrests are likely. We are also getting reports of private vehicles being damaged and public being injured.” 

Police conduct route march

Additional police forces from other districts have been deployed to prevent any further incidents. On Sunday, platoons of RAF and armed police personnel conducted a route march in sensitive areas of the city. Dharwad Deputy Commissioner Nitesh Patil visited the Old Hubballi police station and held a meeting with top officials.

Patil said that the arrests are being carried out based on the CCTV footage and other evidence available. “The situation is under control and prohibitory orders will be in place till further orders,” he added. “Though the police had arrested the person who had posted a social media post, some people assembled in front of a police station and incited trouble,” CM Basavaraj Bommai said.

85 arrested following clashes in Kurnool
As many as 85 people were arrested following clashes when a Shobha Yatra was being taken out at Holagunda village in Andhra Pradesh’s Kurnool district late on Saturday. When the procession was passing by a place of worship, some miscreants pelted stones, injuring five persons. “An inquiry has been initiated and people from both the sides booked,” said SP Ch Sudheer Kumar Reddy.

Chennai to scale new heights with 9 new flyovers worth Rs 2,000 crores

CHENNAI:  Chennai, which is often called the city of flyovers, is all set to get nine more flyovers. The newly-proposed flyovers will be built by the State highways department and Chennai Corporation at a cost of Rs 2,000 crore.

Meanwhile, the much-delayed construction of one arm of the flyover at Velachery junction (from Velachery bypass towards Tambaram) and another unidirectional flyover at Medavakkam (from Tambaram towards Velachery) is nearing completion.

“The flyovers at Velachery and Medavakkam are the last of seven projects taken up between 2015 and 2017. The other five flyovers at Kilkattalai (Ichangadu), Pallavaram, Kolathur-Retteri, Koyambedu, and Vandalur have been completed,” said a highways department official.

Work on a few of the newly-proposed bridges will begin soon and the rest by the end of the year. In addition, a detailed project report will be prepared for building six bridges/flyovers and an elevated four-lane road from Light House to Guindy.

“Construction of two ‘U’ shaped flyovers at Indira Nagar junction and TIDEL Park Junction on Rajiv Gandhi Salai is underway, and Rs 108.13 crore was allotted for it. The proposed flyover at Madhya Kailash junction is in the pre-construction stage and civil work will commence soon. A total of Rs 46.54 crore has been earmarked for this project,” said a highways official.

Apart from this, the State highways department plans to build a 3.5 km four-lane elevated road from Teynampet to Saidapet bus stand on Anna Salai (Rs 485 crore), a grade separator with elevated rotary at the Kattupakkam-Kundrathur-Kumanan Chavadi junction (Rs 322 crore) and widening of two arms of Padi flyover (Rs 100 crore).

“A few projects were altered based on the DPR prepared in the past. The Teynmapet-Saidapet elevated corridor will reduce travel time by 30 minutes on Anna Salai, thereby improving connectivity to the airport,” said a highways official.

Besides, the Chennai Corporation recently invited bids for building a flyover over the subway at Ganesapuram (Vyasarpadi) at a cost of Rs 142 crore and another between South Usman Road and CIT Nagar 1st Main Road at a cost of Rs 131 crore.

Apart from this, the municipal administration department is planning to build five flyovers/bridges at Valluvar Kottam junction in Nungambakkam (Rs 98 crore) ROB at Korukkupet in place of LC gate on Manali road (Rs 105 crore), an elevated bridge at Chinna Nolambur across Cooum river linking Union Road with Poonamallee High Road (Rs 200 crore), flyovers at Jeevan Nagar (Rs 4 crore) and Aspiran Garden Colony near Kilpauk Garden (Rs 7 crore).  A flyover at MKN Road and Officers Training Academy (OTA) on GST road is as planned.

“The DPR for the six new flyovers/bridges will be prepared soon. Depending on the project estimation, either the highways or civic body will take up the work,” explained the official.

In the meantime, a 3.14-km elevated corridor is to be built between MIOT Hospital junction and Mugalivakkam on Mount-Poonamallee Road as part of Madhavaram-Sholinganallur (corridor V) of CMRL work. The flyover forms a double-decker viaduct for vehicles and metro rail and the State government gave `325 crore to CMRL to build the elevated structure.

A section of motorists said traffic regulation should be planned well in advance to mitigate traffic congestion. “Width of Mount-Poonamallee Road and several other roads shrunken due to on-going Metro rail work. Simultaneous construction of seven flyovers at Ichangadu, Pallavaram, Kolathur-Retteri, Koyambedu, Velachery, Medavakkam, and Vandalur caused congestion in south suburban areas,” said S Ganesh Lingam, a resident of Tambaram and a consultant.

However, transport expert Daniel Robinson opined that construction of flyovers at the same time will not lead to traffic snarls. “Vehicular movement which gets bogged down on a stretch will get piled up again at another junction. Taking advantage of this, construction can be planned at different places at the same time.”

With relaxations, tourism bounces back

BENGALURU: After being confined to homes due to the Covid-19 lockdown and travel restrictions for close to two years, there is a sudden spurt in tourism. The fall in coronavirus cases, coupled with long weekends and the summer vacation, is leading to a renewed interest in travel. The sector had been one of the worst-hit due to the pandemic.

In fact, there is a surge in ‘revenge tourism’, a term coined for those who travel as a challenge to the pandemic. Tourist destinations are seeing a peak with people preferring eco destinations, to stay close 
to nature.

All 26 properties of Jungle Lodges and Resorts of the State tourism department are seeing huge occupancy since last month, M Ravi, Vice-President of Karnataka Tourism Forum said. “Tourism has resumed and is near normal. In fact, tourist destinations are doing much better than during the pre-pandemic period.

Hotels in Coorg, Kabini, Sakleshpur, Chikkamagaluru, Mysuru and even beach resorts in Udupi and Karwar are seeing 100 per cent occupancy since Thursday. At least 30 per cent of these tourists are from other states, including Kerala, Maharashtra, Andhra Pradesh, Tamil Nadu and even North India. In fact, the tourist flow picked up from February, after the third wave,” he said.

Mysuru Hotel Owners’ Association president C Narayangowda said that hotel rooms in Mysuru too are witnessing 100 per cent occupancy, and at least 60 per cent of tourists to Mysuru are from other states. 

According to JLR MD Manoj Kumar, during this month alone, the top five JLR properties in the state are seeing high occupancy. He added that even when during the pandemic, the JLR properties in the state had good occupancy and in 2021, the average occupancy in JLR doubled compared to 2020, taking the earnings to Rs 64,36 crore.

India reports 90 per cent jump in daily COVID count, 2,183 new infections in last 24 hours

NEW DELHI: After a steady decline in new COVID cases for the past several weeks following the third surge in January-February this year mainly due to the Omicron variant, India’s daily COVID infections witnessed a jump of 89.8 per cent on Monday from yesterday’s 1,150 cases and reported 2,183 fresh cases in the last 24 hours.

According to the Union Ministry of Health and Family Welfare, the daily case positivity rate also saw a sudden rise from 0.31 per cent (on Sunday) to 0.83 per cent (on Monday). The weekly positivity rate saw an uptick from 0.27 per cent (on Sunday) to 0.32 (on Monday).

However, with the recovery of 1,985 COVID patients in the last 24 hours, the active cases saw a minor decline to 11,542 which account for 0.03 per cent of the total cases.

The total number of recoveries in the country since the onset of the pandemic stands at 4,25,10,773. The recovery rate remained at 98.76 per cent. The death toll due to COVID-19 climbed to 5,21,965.

As many as 2,61,440 COVID samples were tested in the country during this period taking the total number of samples tested till date to 83.21 crore.

Under the Nationwide Vaccination Drive, 2,66,459 COVID vaccines were administered during the period. The total number of vaccines administered so far jumped to 1,86,54,94,355.

Meanwhile, Delhi continues to register an increase in its daily COVID-19 caseload as it reported 517 new infections during the last 24 hours. As per the Delhi health department, this is the highest number after February 20 when a total of 570 COVID-19 cases were registered.

Hanuman Jayanti procession pelted with stones in Uttarakhand’s Bhagwanpur area

DEHRADUN: A Hanuman Jayanti procession was pelted with stones while it was crossing through a village in Bhagwanpur area near Roorkee in Haridwar district on Saturday evening leaving four persons injured.

Tension mounted in the area as people from adjoining villages gathered at the spot but a timely intervention by police brought the situation under control, DIG Garhwal range K S Nagnyal said.

Nine persons were arrested and an FIR against 13 was lodged in connection with the incident.

Four persons who were part of the procession also sustained minor injuries, he said.

The official also visited the spot on Sunday to instill confidence among people in the area.

Stones were hurled at the procession from rooftops when it was passing through Dada Jalalpur village.

It triggered a stampede like situation as people in the procession began to run for cover but police was informed immediately and the situation was brought under control with deployment of police and PAC personnel, Haridwar’s SP (rural) Pramendra Dobhal said.

Modi on 3-day Gujarat tour from today

NEW DELHI: Prime Minister Narendra Modi will be in his home state Gujarat for a three-day visit from today. Modi tweeted that would attend the Adijati Maha Sammelan in Dahod and inaugurate and lay the foundation stone of development projects worth around Rs 22,000 crore.

He is also scheduled to lay the foundation stone of WHO Global Centre for Traditional Medicine in Jamnagar as well as inaugurate the Global AYUSH Investment and Innovation Summit at Gandhinagar.
The visit comes at a time when Gujarat is gearing up for elections. While the BJP has been in power in the state since 1995, it is taking no chances. 

“Upon reaching Gujarat, I will visit the Vidya Samiksha Kendra. This modern centre leverages data and technology in order to improve learning outcomes. I will also interact with those who are working in the education sector,” Modi tweeted.
