BJP flip-flop on posts delays Maharashtra cabinet expansion

Hence, most Sena MLAs were promised to make either cabinet minister or junior minister in the new government. The BJP fulfilled its first promise by making Shinde as the chief minister, but dragged its feet on giving the 2/3 ministries to his loyalists. That’s why the delay in the cabinet expansion,” said sources.

Shinde, however, said that there would be a cabinet expansion soon. In the first swearing-in, 15 MLAs from both the BJP and the Shinde camp will take the oath as the minister while Devendra Fadnavis is likely to get the home department.

The initial plan of the BJP was to give Shinde outside support, the sources said. “But the top leadership of the BJP changed the plan at the last minute and asked Devendra Fadnavis to take oath as the deputy chief minister. They felt that outside support will create instability in the Shinde government and the BJP may face flak if anything goes wrong. Now, the BJP demands a majority share in the cabinet, while Shinde is reluctant,” the sources added.

“Shinde is not happy with the BJP leadership for changing plan at the eleventh hour. But he has little options and cannot speak openly about it as well. The BJP used him to topple the Uddhav Thackeray government and is now demanding 2/3 ministerial berths. Shinde has decided not to expand the cabinet till the issue is sorted,” said sources.

Leader of Opposition Ajit Pawar said that Shinde had promised a ministerial berth to every MLA who joined him. “Now Shinde is not able to fulfil his promise, hence there is delay in cabinet expansion. The chief minister should spell out the reasons behind the delay,” Pawar said.

Shinde follows KCR in expansion delay
Maharashtra has the second highest delay in expanding the cabinet after forming the government. It has been 37 days but no cabinet expansion of the Shinde-Fadnavis government has happened in Maharashtra. KCR had delayed cabinet expansion for 61 days after forming the government in Telangana.

Asia Cup 2022: KL Rahul, Deepak Chahar set for Team India comeback

NEW DELHI: Senior opener and first-choice vice-captain KL Rahul is expected to reclaim his place back in the Indian team along with seamer Deepak Chahar when the squad will be selected for the Asia Cup on August 8.

The Asia Cup will be played in T20 format in Dubai and Sharjah from August 27 to September 11.

Rahul was supposed to make a comeback for the away ODI series in Zimbabwe but a bout of COVID-19 has was apparently delayed his recovery from the sports hernia surgery he underwent recently.

What would be interesting is to find out whether the selection committee, headed by Chetan Sharma, picks a usual squad of 15 or extend it to 17, keeping in mind a chance to try out all possible options.

The Indian squad for the Asia Cup will provide a fair idea about the team’s composition for the T20 World Cup as the team is set to play around a dozen games before its game at the showpiece against Pakistan at the MCG on October 23.

While Rishabh Pant and Suryakumar Yadav have been Rohit Sharma’s opening partners in the last six T20 games, Rahul will get back his place at the top of the order in this line-up.

“KL Rahul doesn’t need to prove anything. He is a class player. Whenever he plays T20, it is always as a specialist opener and that would continue. Surya and Rishabh are set to play as specialist middle-order batters going forward,” a BCCI source told PTI on conditions of anonymity.

One of the most prolific IPL performers, Rahul has often been criticised for his dated approach while opening the innings in T20Is.

But with Indian team employing an ‘attack at all costs’ philosophy in the Powerplay, propagated by both Pant and Surya, Rahul will certainly need to change his game in the continental tourney in the UAE.

Debate regarding Virat Kohli

While Virat Kohli’s form has been the biggest worry for the Indian team, there is no imminent threat to master batter’s No.3 slot as he is set to continue in the same slot.

There has been no specific discussions on Kohli’s future in the shortest format and even if he doesn’t have a great Asia Cup, his years of experience and match-winning ability will be difficult to ignore for the marquee event in Australia where experience always rules the roost.

Dinesh Karthik has made one middle-order slot his own while Deepak Hooda is going to be the first back-up option going forward.

The interesting aspect will be whether selectors prefer an extra opener/keeper in Ishan Kishan or an explosive middle-order back-up/keeper in Sanju Samson.

Either way, one among the two will miss out.

Bowling attack

In the bowling unit, Chahar, who will make a comeback in the Zimbabwe ODIs, in all likelihood, will also be a part of the Asia Cup-bound squad.

“Deepak was one of India’s consistent T20 bowlers before he got injured.

He deserves a fair chance and also we need a like-for-like back-up for Bhuvneshwar Kumar.

Also now that he is coming back, he would need to play a lot of games to get his rhythm back,” the source added.

Harshal Patel is reportedly down with a rib-cage injury and his inclusion in the squad will be subject to fitness.

As far as the off-spinner’s position is concerned, Washington Sundar won’t be considered for the T20 World Cup as the team management wants to go ahead with the experience of Ravichandran Ashwin alongside Ravindra Jadeja, Yuzvendra Chahal and Axar Patel.

Similarly, Mohammed Shami has been intimated that he will only be considered for Tests and ODIs.

Triple delight for Sharath in Commonwealth Games as ace Indian paddler maintains his winning run

BIRMINGHAM: Ace Indian paddler Achanta Sharath Kamal put up a sensational show to progress to the semifinals of all his three events in the table tennis competition of the Commonwealth Games here on Friday

The record nine-time national champion, who has as many as 10 CWG medals to his name, entered the men’s singles semifinals after beating Nigeria’s Olajide Omotayo 4-2 in a thrilling contest.

Sharath, 40, also reached the semifinals of mixed and men’s doubles competitions along with his respective partners.

He first paired up with young Sreeja Akula to stun two-time silver medallists Liam Pitchford and Tin-Tin Ho of England 3-2 (11-7 8-11 11-8 11-13 11-9) in mixed doubles quarters and then combined with Sathiyan Gnanasekaran to beat another English pair of Tom Jarvis and Sam Walker 3-0 (11-6 11-8 11-4) in men’s doubles event.

Sreeja too dished out superlative performances to progress to the women’s singles semifinals to go with her mixed doubles performance.

The 24-year-old from Hyderabad showed nerves of steel as she scripted a sensational come-from-behind 4-3 win over Mo Zhang of Canada to advance to the semifinals.

She beat Zhang 9-11 11-4 6-11 9-11 11-5 11-4 11-8 in her quarterfinal match.

Gnanasekaran also reached the men’s singles quarters, beating Nicholas Lum 4-2 at the NEC Hall.

However, Sanil Shetty lost 2-4 to Nigeria’s Bode Abiodun.

Sreeja and Sharath had earlier come from behind to beat Malaysia’s Leond Chee Fang and Ho Ying 5-11 11-2 11-6 11-5, while Sharath and Gnanasekaran eased past Bangladesh’s Bawm Ramhimlian and Ridoy Mohutasin Ahmed 11-6 11-1 11-4 in their round of 16 clash.

Defending champion Manika Batra, however, had a bad day as she suffered a 0-4 defeat against Jian Zeng of Singapore in the women’s singles quarterfinal to bow out of the competition.

Earlier, Manika and Sathiyan had lost 2-3 to Malaysia’s Javen Choong and Karen Lyne, while men’s pairing of Sanil Shetty and Harmeet Desai also ended their campaign with a 0-3 loss to Singapore’s Chew Zhe Yu Clarence and Poh Shao Feng Ethan.

In another result, Sreeja and Reeth Tennison entered the pre-quarterfinals with a 3-0 win over Scotland’s Lucy Elliott and Rebecca Plaistow.

Earlier in the day, Manika and Sreeja had entered the women’s singles quarterfinals.

While the 27-year-old Batra steamrolled Australian Jee Minhyung 11-4 11-8 11-6 12-10 to set up a fight with Singapore’s Jian Zeng, Sreeja played out a nerve-wracking encounter against Charlotte Carey of Wales to secure herself a last-eight berth.

The 24-year-old toiled hard but held her nerves to beat Carey 8-11 11-7 12-14 9-11 11-4 15-13 12-10.

Meanwhile, Reeth Tennison, bowed out in the women’s singles event after she went down to Singapore’s Feng Tianwei in a round of 16 match.

Tianwei proved too strong for Tennison as the latter was beaten 11-2 11-4 9-11 11-3 11-4.

Storm over teacup:Nepal concerned about possible Indian levies on its tea

NEW DELHI: Nepal is worried about the survival of its tea sector over the possibility of India imposing levies on their tea exports

“Diplomatically India says that Nepal for India is like a younger sister, however, they are threatening us with heavy levies which will lead to a crisis in the sector and endanger livelihoods of thousands of workers,’’ says former Vice Chairman, Tea and Coffee Board of Nepal, Santosh C Kunwar.

The issue gained momentum after India’s Parliamentary Standing Committee on Commerce in June recommended that the Indian government apply stringent norms for certification of tea that came in from Nepal, in addition to duties.

“The Parliamentary committee also pointed out that the entry of low-quality products from the neighbouring countries was jeopardising the Indian tea industry, and asked that anti-dumping duty ranging from 40-100 per cent be imposed. The panel has also asked that the Indo-Nepal Treaty of 1950 be reviewed,’’ said sources.

India is Nepal’s largest customer for its tea. Out of the 30 million kg of CTC (crush, tear, and curl) tea that India imports annually half the amount at 15 million kg comes from Nepal.

“India suspects that tea from Nepal (which is much cheaper than what is grown within their country) is being surreptitiously blended with Indian tea before being packed and sold in the market. Do we have any control on what the traders do locally?”, Kunwar added.

The blending of Orthodox tea imported from Nepal with Darjeeling tea is also allegedly being done in India. The cost of Orthodox tea from Nepal is less than half of what it costs in India. These are also factors responsible for the possible levies that tea imports from Nepal will attract.

Meanwhile, Nepalese tea planters say they have to follow rigorous quarantine regulations once their supplies land in India – which includes a certification they need from the Central Food Laboratory in Kolkata.

“This certification is valid for only six months for one buyer and costs Rs 30,000. If we intend to sell the same product to another buyer, we need another certification. Tea planters of Nepal are making a presentation to Prime Minister Sher Bahadur Deuba to convince Indian authorities not to levy more taxes. If bill number 171 (recommended by the Indian Parliamentary Standing Committee) gets cleared, it would be a death knell for Nepal’s tea sector,’’ lamented Kunwar.

Tea produced in Nepal which is cheaper than Rs 250 per kg isn’t allowed to be exported to India at present as it would create challenges for tea producers in India.

Nepalese tea growers are also highlighting the fact that consideration be given to them as they import goods worth $9 billion from India every year as they are almost entirely dependent on India.

Nepal’s tea planters are hoping against hope that the Indian government doesn’t impose heavy duties on their tea and are optimistic that diplomatic ties between the two nations will thwart this possible move.

India, Pakistan should resolve Kashmir issue peacefully through talks: Chinese Foreign Ministry

BEIJING: India and Pakistan should resolve their differences over the Kashmir issue peacefully through dialogue and consultation, China said on Friday on the third anniversary of the revocation of the special status of Jammu and Kashmir.

In August 2019, the Indian government bifurcated Jammu and Kashmir into Union territories and abrogated the provisions of Article 370 of the Constitution which accorded special status to the erstwhile state.

The Jammu and Kashmir Reorganisation Bill was introduced in the Rajya Sabha on August 5, 2019, and passed on the same day. The Lok Sabha cleared it the next day.

Asked for her comment on the third anniversary of the revocation of Article 370 by India, Chinese Foreign Ministry spokesperson Hua Chunying told a media briefing that the issue should be resolved peacefully by India and Pakistan through dialogue.

“On the issue of Kashmir, China’s position is clear and consistent. This is an issue leftover from history between India and Pakistan. And this is also a shared view of the international community,” she told a Pakistani journalist here.

“Three years ago, actually we already stated that there should be restraint and prudence by the relevant parties, especially parties that should avoid taking unilateral actions to change the status quo or to escalate tensions,” Hua said.

“We call on both parties to resolve the dispute through dialogue and consultation peacefully for the region to remain peaceful and stable,” she said.

India has previously emphasised that matters related to the Union Territory of Jammu & Kashmir are entirely the internal affairs of India.

“Other countries including China have no locus standi to comment. They should note that India refrains from the public judgement of their internal issues,” the Ministry of External Affairs had said in March this year.

The ties between India and Pakistan nosedived after New Delhi abrogated Article 370 of the Constitution.

India’s decision evoked strong reactions from Pakistan, which downgraded diplomatic ties and expelled the Indian envoy.

India has repeatedly told Pakistan that Jammu and Kashmir “was, is and shall forever” remain an integral part of the country.

India has said it desires normal neighbourly relations with Pakistan in an environment free of terror, hostility and violence.

Bommai was scheduled to visit Delhi on Saturday for two days to take part in ‘Azadi Ka Amrit Mahotsav’ and NITI Aayog meetings and was expected to meet BJP’s central leaders to discuss recent political developments.

Bommai, on Thursday, took part in Sankalp Se Siddi where he shared his dias with Union Home minister Amit Shah and others.

Yogi’s Hindu Yuva Vahini dissolved, to be revamped soon to assist BJP in 2024 LS polls

LUCKNOW: In order to plan its re-structuring and expand its outreach, the Uttar Pradesh unit of Hindu Yuva Vahini (HYV), an outfit launched by Yogi Adityanath as his personal force in 2002, has been dissolved. According to a senior leader of the outfit, the HYV will be revamped soon so that it can assist the BJP not only in its traditional base in Eastern UP but in the western region as well during the 2024 general elections

HYV’s UP in-charge, Raghvendra Pratap Singh, dissolved the state, regional and district units as well as organisational departments.

The decision to dissolve the UP unit of HYV was taken during Yogi Adityanath’s Gorakhpur visit on Tuesday.

The organisation, set up by Yogi when he was Gorakhpur’s MP, had played a key role not only in planning and executing his election campaigns during the 2004, 2009 and the 2014 Lok Sabha elections but also worked hard to carry out the campaign of BJP leaders.

According to Raghvendra Pratap Singh, all the units of the outfit will soon be revamped. “The old units had been working for long. Now the organisation will be overhauled and young and committed workers would be given chance to work in it,” he added.

The HYV leader, a close confidante of Yogi,  claimed that the re-organisation of the outfit was being planned to extend assistance to the Bharatiya Janata Party (BJP) in winning the 2024 Lok Sabha election.

In fact, HYV was disbanded by Yogi Adityanath himself after assuming the role of UP CM in 2017. The outfit’s office-bearers and members, who rebelled against the decision to disband it, were expelled from it — including the then state president Sunil Singh who later joined the Samajwadi Party.

The outfit then gradually withdrew from political activities and shifted its focus to social issues.

In January 2022, however, the outfit re-started political activities after the BJP decided to field Adityanath from the Gorakhpur Urban seat for the Assembly election. The BJP bagged 28 of the 29 assembly seats in the Gorakhpur division.

However, after the suspension of its political responsibilities, HVY donned the mantle more of a social organisation during the last five years. It got engaged in distribution of ration cards, carrying out anti-Covid and anti-Japanese Encephalitis awareness campaigns and reaching out to the beneficiaries with welfare schemes in coordination with the local administration in and around Gorakhpur division.

“The HVY has been playing crucial role in strengthening the base of the BJP in various districts by launching various social and mass awareness campaigns. Its cadre worked for the victory of BJP candidates in 2022 Assembly elections by reaching out to voters across urban and rural areas,” said senior BJP leaders seeking anonymity.

HVY was conceptualised and brought into force by Yogi Adityanath owing to his differences with the BJP brass in 2002 over ticket distribution in eastern UP. Over the years, the number of HVY members swelled from 300 in 2002 to over 15 lakh in 2017. In Gorakhpur division alone, five lakh youth joined the outfit with its rural outreach.

The activities of the HYV, however, did not go down well with the local BJP leaders in 2002 and corresponding years till 2017 as they considered the outfit a “private outfit of Adityanath to serve his political interests.”

Margaret Alva vs Jagdeep Dhankhar Polling to elect next Vice-President begins PM Modi casts vote

NEW DELHI: Polling to elect the next Vice President of India began at 10 am, with Prime Minister Narendra Modi being among the first ones to cast vote

The polling will continue till 5 pm, following which the counting of ballots will take place.

National Democratic Alliance (NDA) nominee and former West Bengal governor Jagdeep Dhankhar (71) is pitted against joint Opposition candidate Margaret Alva (80).

With the ruling BJP having an absolute majority in the Lok Sabha and 91 members in the Rajya Sabha, Dhankhar has a clear edge over his rival.

He is likely to succeed incumbent M Venkaiah Naidu, whose tenure ends on August 10.

All MPs of the Lok Sabha and the Rajya Sabha, including nominated members, are entitled to vote in the vice presidential election.

The two Houses of Parliament together have a sanctioned strength of 788 MPs, of which there are eight vacancies in the Upper House.

Hence, 780 MPs are eligible to cast their ballot in this election.

Taiwan accuses China of simulating invasion on main island; North Korea slams Pelosi

BEIJING: Taiwan accused the Chinese army of simulating an attack on its main island Saturday, as Beijing doubled down on its retaliation for US House Speaker Nancy Pelosi’s visit to Taipei after announcing a suspension of cooperation with Washington on key issues.-ADVERTISEMENT-Ads by 

Relations between the two superpowers have nosedived in the wake of Pelosi’s trip to China’s self-ruled neighbour — which it claims as its territory — prompting calls from the UN for an urgent de-escalation of tensions.

And Friday saw the environment become the latest victim of the geopolitical jousting, as Beijing said it would withdraw from a series of talks and cooperation agreements with Washington — most notably on climate change and defence cooperation.

The world’s two largest polluters had pledged to work together to accelerate climate action this decade and vowed to meet regularly to tackle the crisis — a deal that now looks shaky.

Beijing on Saturday continued some of its largest-ever military drills around Taiwan — exercises aimed at practicising a blockade and ultimate invasion of the island, analysts say.

Taipei said it observed “multiple” Chinese planes and ships operating in the Taiwan Strait, believing them to be simulating an attack on the self-ruled democracy’s main island.

“Multiple batches of Communist planes and ships conducting activities around the Taiwan Strait, some of which crossed the median line,” its defence ministry said in a statement, referring to a demarcation line that runs down the Taiwan Strait which Beijing does not recognise.

In a bid to show just how close China’s forces have been getting to Taiwan’s shores, Beijing’s military overnight released a video of an air force pilot filming the island’s coastline and mountains from his cockpit.

And Beijing also said they would hold a live-fire drill in a southern part of the Yellow Sea — located between China and the Korean peninsula — from Saturday until August 15.

China’s state broadcaster, CCTV, has reported that Chinese missiles have flown directly over Taiwan during the exercises — a major escalation if confirmed.

But Taipei has remained defiant, insisting it would not be cowed by its “evil neighbour”.

– ‘Punishing the whole world’ –

The scale and intensity of China’s drills have triggered outrage in the United States and other democracies, with the White House summoning China’s ambassador to Washington on Friday to rebuke him over Beijing’s actions.

And Beijing’s decision to withdraw from hard-won cooperation on climate change has now sparked wider fears about the future of the planet.

“It’s obviously worrying and raises concerns,” Alden Meyer, a senior associate at E3G, a climate-focused think tank, told AFP.

It’s “impossible to address the climate emergency if the world’s number one and number two economies and number one and number two emitters are not taking action,” he said.

“And it’s always preferable that they do that in a collaborative way.”

National Security Council spokesman John Kirby told reporters in Washington the decision was “fundamentally irresponsible.”

“They’re actually punishing the whole world, because the climate crisis doesn’t recognize geographic boundaries and borders,” Kirby said.

“The world’s largest emitter now is refusing to engage on critical steps necessary to combat the climate crisis.”

UN Secretary-General Antonio Guterres warned the two superpowers must continue to work together — for the world’s sake.

“For the secretary-general, there is no way to solve the most pressing problems of all the world without an effective dialogue and cooperation between the two countries,” his spokesman Stephane Dujarric said.

– ‘The new normal’ –

But with tensions over Taiwan having risen to their highest level in nearly 30 years with an elevated risk of military conflict, experts told AFP the latest downturn in relations between the two superpowers could be deep and long-lasting.

“The relationship is in a very bad place right now,” said Bonnie Glaser, a China expert at the German Marshall Fund.

The suspension Friday of bilateral military and maritime dialogue while China continues its military exercises was “particularly worrisome,” she said.

“We don’t know what else they will do,” she said. “We just don’t know if this is just a temporary thing.”

John Culver, a former CIA Asia analyst, said in a discussion hosted by the Center for Strategic and International Studies that Beijing’s main purpose with its military exercises was to change that status quo.

“I think that this is the new normal,” Culver said.

“The Chinese want to show… that a line has been crossed by the speaker’s visit.”

North Korea slams Pelosi over visit to DMZ

North Korea on Saturday slammed US House Speaker Nancy Pelosi over her recent visit to the heavily fortified Demilitarized Zone, calling her the “worst destroyer of international peace”.

Pelosi, who visited Seoul earlier this week following a trip to Taiwan, became the highest-ranking US official to visit the Joint Security Area (JSA) between the two Koreas since then-president Donald Trump met North Korean leader Kim Jong Un there in 2019.

Prior to the JSA visit, Pelosi discussed the “grave situation” and growing threat posed by the North’s nuclear weapons programme with her South Korean counterpart, National Assembly Speaker Kim Jin-pyo.

The pair called for “strong and extended deterrence against North Korea”, and vowed to support efforts by Washington and Seoul to achieve Pyongyang’s denuclearisation.

The North on Saturday denounced Pelosi for both her discussions with Kim and her visit to the JSA.

On top of the deterrence talks, Pelosi “made her appearance even in the joint security area of Panmunjom, utterly betraying the vision of the hostile policy of the current U.S. administration towards the DPRK,” said Jo Yong Sam, an official at North Korea’s foreign ministry, using the North’s official name.

“The U.S. is just adding fuel to the fire,” Jo added in a statement carried by Pyongyang’s official Korean Central News Agency.

The JSA is the only spot along the tense, 250-kilometre (155-mile) frontier where soldiers from North Korea and the US-led United Nations Command stand face to face.

– ‘US will have to pay’ –

Pelosi’s Taiwan visit, meanwhile, drew threats and massive military drills from China, which sees the self-ruled island as a part of its territory and has vowed to take it, by force if necessary.

China is the North’s key ally and trade partner, and Pyongyang also lashed out at Pelosi over the visit.

“Pelosi, the worst destroyer of international peace and stability… incurred the wrath of the Chinese people for her recent junket to Taiwan,” the foreign ministry’s Jo said in the statement.

“The U.S. will have to pay dearly for all the sources of trouble spawned by her wherever she went.”

The rebuke from the North comes about a week after Kim Jong Un said his country was “ready to mobilise” its nuclear deterrent in any future military conflict with the United States and Seoul.

North Korea has conducted a record-breaking blitz of weapons tests so far this year, including firing an intercontinental ballistic missile at full range for the first time since 2017.

Washington and Seoul officials have repeatedly warned that the North is preparing to carry out what would be its seventh nuclear test — a move that the United States warned would provoke a “swift and forceful” response.
