Allahabad HC grants bail to two terror accused

Lucknow: The Allahabad High Court on Friday granted bail to two persons arrested in a terror case.

The duo – Mohd Mustakeem and Mohd Shakeel – are suspected to be members of the Ansar Ghazwat-ul-Hind, an terror outfit affiliated to al-Qaida.

A bench of Justice A R Masoodi and Justice O P Shukla granted the accused bail but directed them to record their attendance at their police stations concerned in the first week of every month till their trial was concluded.

The two were booked for waging war against the country and conducting terror activities.

While granting them bail, the Lucknow bench of the high court said that the two did not have any criminal history and were in jail for a year.

Maharashtra: 18 Bangladeshi nationals arrested for illegal stay

Thane: Police have arrested 18 Bangladeshi nationals, including 10 women, from Maharashtra’s Thane district after they were found living illegally in the country, an official said on Saturday.

The arrest was made by the Navi Mumbai police during the intervening night of March 1 and 2, he said.

“The police had received a tip-off that some Bangladeshi nationals will gather to celebrate the marriage anniversary of one of them at a building in Navi Mumbai’s Ghansoli area. Acting on it, the officials of Navi Numbai police’s crime branch raided the premises at night,” the official of Rabale police station said.

Ten women and eight men were held during the operation as they were found residing in the locality since the last around one year without any valid documents like visa and passport, he added.

An offence under the Foreigners Act, 1946 and also the Passport (Entry into India) Rules, 1950 was registered against them and investigation is on, the police said.

China is strongest and most disciplined 'enemy' the US ever faced, warns Nikki Haley

Washington: China is the strongest and the most disciplined “enemy” that the US has ever faced, Republican presidential aspirant Nikki Haley has warned.

In an impressive speech addressing the Conservative Political Action Conference — the top annual event of the Republican Party and its support base — the Indian-American politician continued with her focus on America’s foreign policy, wherein she asserted that the US should not give aid to countries that hate it.

“Never in my life did I think Americans would look at the sky and see a Chinese spy balloon looking back at us. It was a national embarrassment,” she said on Friday referring to the recent spy balloon incident.

The balloon, which Beijing denies was a government spy vessel, spent a week flying over the United States and Canada before being shot down off the Atlantic Coast last month.

“Make no mistake: Communist China is the strongest and most disciplined enemy we have ever faced. We need to hold China accountable. Let us start with Covid,” she said.

The US accuses China of spreading the virus.

The Huanan market in central China’s Wuhan city was the epicentre of the pandemic. From its origin there, the SARS-CoV-2 virus rapidly spread to other locations in Wuhan in late 2019 and then to the rest of the world.

“And before we even talk about the cartels, we need to confront the fact that China is the one sending the fentanyl across our border,” Haley said.

The Huanan market in central China’s Wuhan city was the epicentre of the pandemic. From its origin there, the SARS-CoV-2 virus rapidly spread to other locations in Wuhan in late 2019 and then to the rest of the world.

The 51-year-old two-term Governor of South Carolina and the former US Ambassador to the United Nations formally launched her 2024 presidential bid last month.

Since then she has gained the attention of the party and the national audience as well. During the party primaries, she would be fighting against her former boss and former president Donald Trump. She is the only woman in the 2024 presidential race so far.

“I cannot believe what Joe Biden is letting China get away with. Chinese companies now own more than 380,000 acres of American soil, some of it right next to our military bases. What are we doing? We should never let an enemy buy land in our country. And we need to tell every university — you can either take Chinese money or American money, but you will no longer get both,” Haley said, articulating her policy on China.

China thinks the American era has passed and so do all the enemies of the US, said the former South Carolina governor. “But they are wrong. America is not past our prime. It is just that our politicians are past theirs,” she said.

Haley’s speech was welcomed by the audience, who have gathered in the national capital from across the country for the three-day conference, which among others is being addressed by Trump and Vivek Ramaswamy, the other Indian American to have entered the presidential race.

In her speech, Haley was very critical of the ruling Democratic Party, President Joe Biden and Vice President Kamala Harris.

“I am running for president to stop America’s downward spiral toward socialism and end the self-loathing that has taken over our country. I am running for president to renew an America that is strong and proud, not weak and woke,” she said.

“When I look to the future, I see our country rededicated to freedom and opportunity. But when I look at the present, I see the opposite. Joe Biden and the Democrats are giving us oppression, poverty and lawlessness,” she said and asserted that she has entered the race to the White House to overturn this.

“The Democratic Party is now a socialist party. Bernie Sanders and AOC (congresswoman Alexandria Ocasio-Cortez) are at least honest about it. Look at how much taxpayer money Biden has wasted since he took office. On Joe Biden’s watch, we hit USD 31 trillion in national debt. He has put us on track to add USD 20 trillion more in the next 10 years,” she said.

Socialism, Haley said, is weakening the US at the worst possible moment.

“We need an economy that can out-compete China. But the only competition Democrats want is who is the most ‘triggered’,” she added.
Haley, the former US ambassador to the United Nations, urged her fellow Republicans to vote for the younger generation.

“I have a particular message for you, my fellow conservatives. We have lost the popular vote in seven of the last eight presidential elections. Our cause is right, but we have failed to win the confidence of a majority of Americans. That ends now. If you are tired of losing, then put your trust in a new generation. And if you want to win — not just as a party, but as a country — then stand with me,” she said.

After Haley concluded her speech, some of the attendees chanted “Trump, Trump, Trump”.

Born Nimrata Nikki Randhawa to immigrant Punjabi Sikh parents, Haley is the third Indian-American to run for the US presidency in three consecutive election cycles. Bobby Jindal ran in 2016 and Vice President Kamala Harris in 2020.

Days after Haley announced her White House bid, Indian-American tech entrepreneur Viveak Ramaswamy, another Republican, also launched his 2024 presidential bid.

Before entering the presidential ballot, Haley has to win the Republican Party’s presidential primary which will start in January next year.

The next US presidential election is scheduled to be held on November 5, 2024.

Select central govt employees get one-time option to opt for old pension scheme

New Delhi: In a major move, a select group of central government employees have been given a one-time option to opt for old pension scheme, according to a Personnel Ministry order.

The employees who joined the central government services against posts advertised or notified before December 22, 2003, the day National Pension System (NPS) was notified, are eligible to join the old pension scheme under the Central Civil Services (Pension) Rules, 1972 (now 2021), said the order on Friday.

This option may be exercised by the government servants concerned latest by August 31, 2023.

The move came following various representations/references and court decisions in this regard, it said.

“Representations have been received…from the government servants appointed on or after 01.01.2004 requesting for extending the benefit of the pension scheme under Central Civil Services (Pension) Rules, 1972 (now 2021) on the ground that their appointment was made against the posts/vacancies advertised/notified for recruitment prior to notification for National Pension System, referring to court judgments of various Hon’ble High Courts and Hon’ble Central Administrative Tribunals allowing such benefits to applicants,” the order said.

The matter has been examined in consultation with the Department of Financial Services, Department of Personnel & Training, Department of Expenditure and Department of Legal Affairs in the light of the various representations/references and decisions of the courts in this regard, it said.

“It has now been decided that, in all cases where the central government civil employee has been appointed against a post or vacancy which was advertised/ notified for recruitment/appointment, prior to the date of notification for National Pension System i.e. 22.12.2003 and is covered under the National Pension System on joining service on or after 01.01.2004, may be given a one-time option to be covered under the CCS(Pension) Rules, 1972 (now 2021),” the order said.

Those government servants who are eligible to exercise option, “but who do not exercise this option by the stipulated date”, shall continue to be covered by the National Pension System, it added.

The option once exercised shall be final, the order said.

The matter regarding coverage under the CCS (Pension) Rules, 1972 (now 2021), based on the option exercised by the government servant, shall be placed before the appointing authority.

In case the government servant fulfils the conditions for coverage under the CCS (Pension) Rules, 1972 (now 2021), necessary order in this regard shall be issued latest by 31st October, 2023, it said.

The NPS account of such government servants shall, consequently, be closed with effect from December 31, 2023.

The National Movement for Old Pension Scheme (NMOPS), an umbrella body of more than 14 lakh central and state government employees, has welcomed the government decision.

“It is a good news for the eligible central government employees. We again ask the central government to amend the existing NPS to ensure that the benefits of old pension scheme can be extended to all central government staff,” NMOPS Delhi unit head Manjeet Singh Patel said.

Fire at Indonesian oil depot kills 17; thousands evacuated

Jakarta : A large fire broke out at a fuel storage depot in Indonesia’s capital on Friday, killing at least 17 people, injuring dozens of others and forcing the evacuation of thousands of nearby residents after spreading to their neighbourhood, officials said.

The Plumpang fuel storage station, operated by state-run oil and gas company Pertamina, is near a densely populated area in the Tanah Merah neighbourhood in North Jakarta. It supplies 25 per cent of Indonesia’s fuel needs.

At least 260 firefighters and 52 fire engines were struggling to contain the blaze in the nearby neighbourhood, fire officials said.

Video of the fire broadcast on television showed hundreds of people in the community running in panic while thick plumes of black smoke and orange flames filled the sky and firefighters battled the blaze.

A preliminary investigation showed the fire broke out when a pipeline ruptured during heavy rain, possibly from a lightning strike, said Eko Kristiawan, Pertamina’s area manager.

He said the fire would not disrupt the country’s fuel supply.

Satriadi Gunawan, who heads Jakarta’s fire and rescue department, said people living in the residential area were still being evacuated and were being taken to a nearby village hall and a mosque.

“The fire caused several explosions and quickly spread to residential houses,” Gunawan said.

He said at least 17 people were dead, including two children, and 50 had been hospitalized, some with severe burns.

Indonesia’s minister of State-Owned Enterprises, Erick Thohir, expressed his condolences to the victims and their families and ordered Pertamina to thoroughly investigate the fire and focus on quickly assisting the community.

“There must be an operational evaluation in the future. I’ll continue to monitor this case,” Thohir said in a video statement.

Friday’s fire was the second large blaze at the Plumpang fuel depot. In 2014, a fire engulfed at least 40 nearby houses but no casualties were reported.

Fahmi Radhi, an energy analyst, urged Pertamina and the government to immediately move the depot away from the nearby community settlements.

“Pertamina has been negligent by not using international standard security systems,” he said in an interview with KOMPAS TV. He said that since the 2014 fire there had been no efforts to put such a system in place and that regular inspections should be conducted to avoid future fires.

“Pertamina’s board of directors should be held responsible for this deadly fire by being dismissed immediately,” Radhi said.

An oil spill in 2018 caused a fire that killed five people and sickened hundreds in the port city of Balikpapan. Authorities said it came from a broken pipe that Pertamina was using to transfer crude oil.

In March 2021, a fire at Cilacap gasoline storage facility at the largest oil refinery on the main island of Java prompted the evacuation of 80 nearby residents and injured at least 20 people.

Cilacap is one of six Pertamina refineries with a processing capacity of 270,000 barrels a day. Eight months later, more than 900 people were evacuated after a fire broke out at the Pertamina Balongan Refinery in West Java province.

Prayagraj (UP): Authorities demolished the house of a criminal allegedly linked to gangster-turned-politician Atiq Ahmed here on Friday amid heavy police deployment, the third such demolition in three days.

Prayagraj Development Authority (PDA) officials arrived at the house of Mashookuddin, who has dozens of cases registered against him, in Puramufti area with bulldozers and other heavy-duty earth movers and began pulling down the structure.
PDA officials said the house was built illegally.

Officials from the police and the administration were present in large numbers as the demolition progressed.

Mashookuddin, 59, is husband of Nur Jahra, the village head of Asrauli village. He is said to be closely associated with Atiq Ahmed, who is lodged in a Gujarat prison.

Junaid Ahmed, a relative of Mashookuddin who was present outside the house at the time of the demolition said, “The house belongs to the son of Mashookuddin, who built it after taking a loan from the bank.”

The official first removed the household items from the building before it was razed to the ground at around 6:30 pm.

According to local police, there are over 15 cases lodged against Mashookuddin at different police stations of the district. He has been booked in cases ranging from murder to causing grievous hurt.

This is the third consecutive day of PDA action against “illegal” structures built by people linked to Atiq Ahmed, who has been booked by UP police in connection with the killing of Umesh Pal, a key witness in the murder of BSP MLA Raju Pal and his two security personnel last week.

Following the incident, Uttar Pradesh Chief Minister Yogi Adityanath had vowed in the Assembly that his government would destroy the mafia in the state.

On Thursday, a two-storey building in Dhoomanganj area owned by Safdar Ali, an alleged arms trader linked to Atiq Ahmed, was demolished.

A day before that, the house of Zafar Ahmed, another alleged aide of Atiq Ahmed, was demolished in the city.

Arbaaz, an accused in the Umesh Pal murder case, was killed in an encounter with police on Monday.

On the basis of a complaint lodged by Umesh Pal’s wife Jaya Pal, a case was registered against Atiq Ahmed, his brother Ashraf, wife Shaista Parveen, two sons, aides Guddu Muslim and Gulam and nine others.

On Wednesday, Atiq Ahmed, 61, moved the Supreme Court for protection claiming that he and his family have been falsely “roped in” the case and he may be killed in a fake encounter by the Uttar Pradesh Police.

In his plea, he also referred to Adityanath’s statement in the assembly and claimed there is a “genuine and perceptible threat” to his and his family members’ lives.

He has sought directions to the Centre, the state government and others to protect his life against the “open, direct and immediate threat” from high state functionaries of Uttar Pradesh.

Chief Minister Adityanath has often spoken about the actions taken by his government to improve law and order in the state, including frequent reference to bulldozers to raze illegal property of criminals and the mafia.

New Delhi: The Congress on Friday attacked the BJP over a Karnataka MLA’s son being arrested for allegedly accepting a bribe, with AICC chief Mallikarjun Kharge saying it proves that it is a “40 per cent commission government” in the state.

Lokayukta sleuths recovered unaccounted cash of more than Rs 6 crore from the house of BJP MLA K Madal Virupakshappa’s son Prashanth Madal close on the heels of his arrest for allegedly accepting a bribe of Rs 40 lakh.

Prashanth, the chief accountant of the Bangalore Water Supply and Sewerage Board, was caught red-handed on Thursday evening while accepting the bribe from a contractor at the Karnataka Soap and Detergents Limited (KSDL) office. The MLA is the Chairman of KSDL, makers of ‘Mysore Sandal’ soap.

“It is very bad. It has been proved that what the people were alleging that this is a 40 per cent commission government,” Kharge

The Lokayukta should quickly take action against the “culprits who are doing all this”, he added.

Asked whether this incident would “benefit” Congress in the run up to the election, Kharge said, “We don’t make allegations to get votes. In the interest of the party, we will not just exploit such a situation but we have been saying that this (BJP) is a 40 per cent commission government.”

“Lots of corruption is there (in the government), and a lot of money is misused, and no project is qualitatively completed,” he said.

Addressing a press conference at the AICC headquarters here, Congress spokesperson Supriya Shrinate said the BJP’s stink of corruption has not even spared the ‘Mysore sandal’ soap.

“People are distressed and have made up their mind for change. No matter how many road shows and rallies you (Prime Minister Narendra Modi) hold, people have made up their mind. We have constantly stood with the people and raised voice against corruption,” she said.

Former Karnataka chief minister Siddaramaiah said, “Whenever we said there is rampant corruption and 40 per cent commission is demanded from contractors, the chief minister asked us to furnish details. Isn’t this evidence that the 40 per cent commission government is functioning in the state.”

The Congress said it would lay siege to the chief minister’s residence on Race Course road in Bengaluru on Saturday demanding that Basavaraj Bommai quit his post taking moral responsibility.

Facing the heat, Virupakshappa, MLA from Channagiri constituency in Davangere district, on Friday tendered his resignation from the post.

In his resignation letter to the Bommai, he said there is no “relation” between him and the Lokayukta raid which he termed as a “conspiracy” against him and his family.

New Delhi: One summer day some 50 years ago, a young Piyush Mishra faced sexual assault at the hands of a distant female relative. The incident scarred him for life, something that he has written about in his just released autobiographical novel “Tumhari Auqaat Kya Hai Piyush Mishra”.

Mishra says he has changed only the names and kept the truth intact in his book, published by Rajkamal Prakashan, as “revenge” was not his purpose.

“It left me shocked, I was surprised at what had happened,” Mishra told PTI while reflecting on the incident that had happened when he was studying in the 7th standard.

“Sex is such a healthy thing that your first encounter with it should be good, otherwise it scars you for life, it disturbs you for life. That sexual assault gave me complex throughout my life and it took me a long time and several partners to come out of it,” the multi-hyphnate personality said.

The book that traces his journey from narrow alleys of Gwalior to Delhi’s cultural centre of Mandi House and eventually to Mumbai.

“I wanted to hide the identity of some people. Some of them are women, and some men who are now well established in the film industry. I did not want to take revenge against anybody, or to hurt anyone.”

In the book, the noted actor, singer, and composer narrates his life through the autobiographical character of Santap Trivedi, or Hamlet, as he was known in his alma mater, the National School of Drama (NSD).

Hailing from a middle class family in Gwalior, Mishra showed promise as a multidimensional artiste from his childhood by quickly taking to vocal and instrumental music, paintings, sculptures, poetry and eventually theatre.

According to the book, even as his father pressured him to pursue a career in medical science, Mishra dropped out and decided to join NSD at the age of 20. It would start a lifelong romance with theatre and acting.

Initially reluctant to leave Delhi while friends went on to establish careers in Mumbai, Mishra eventually made the shift to the city of dreams in early 2000s.

He quickly made his mark as an actor, songwriter, singer, scriptwriter in films such as Vishal Bhardwaj’s “Maqbool” (2004), Anurag Kashyap’s “Gulaal” (2009) and most notably, “Gangs of Wasseypur in 2012, where he played the narrator.

Not just his acting, Mishra’s songs have also connected with listeners, especially the younger generation. And the lyricist and singer of music band ‘Ballimaaraan’ is surprised by the recall value some of his songs have.

“Maybe it is the way I say things that connects me with the youth, or that I talk about them, their issues… It is also possible that they see in me somebody who doesn’t use heavy words and that I don’t carry an air of superiority around me. And the more I can relate with them the better for me,” he said.

Mishra has written, composed and sung for films like “Gulaal” and “Gangs of Wasseypur”. His earlier songs “Ghar”, written for a theatrical adaptation of West Side Story – “Jab Shehar Hamara Sota Hai”, and “Husna” were later featured by international music franchise Coke Studio.

But, who does he listen to?

While Kishore Kumar is the top favourite, ghazal legends like Mehdi Hasan, Ghulam Ali and Jagjit Singh also feature in his playlist, the artiste said.

Having fiddled with and excelled at different aspects of film and theatre, Mishra has set himself a new milestone to achieve – film direction.

“I wanted to write a novel for a long time, but now it is out of the way. I don’t want to stay as a music director, neither do I want to sing. I don’t want to just act… Now, I have film direction on my mind. That is something I want to explore. Let’s see when that happens,” the 60-year-old theatre veteran said.

Mishra is happy that he has not been typecast as an actor and credits his selective nature for that.

“I don’t think I have been typecast because I have always done different roles no matter their size. I had small but different roles in ‘Tamasha’, ‘Rockstar’, ‘Maqbool’, ‘Gulaal’ and ‘Gangs of Wasseypur’.

“I don’t have a problem in getting roles. I keep rejecting a lot of stuff. I turn down roles that I feel I won’t enjoy.”

On a question about his days in NSD and how the institute is faring now, Mishra said like everything else, the premiere theatre school is also facing decline.

“What do I say, everything goes through a decline and that’s the case with every educational institute in India. What we had 30 years ago is no longer there… There are big walls around the campus now. That was not the case when we were studying.

“We would climb the wall for a tea outing or to eat ‘bhutta’. But these things have disappeared now. You don’t have that liberty now. But still it is our institute and we visit it whenever we feel like.”

Delhi HC refuses to interfere with withdrawal of AWBI decision on celebrating Cow Hug Day

New Delhi: The Delhi High Court on Friday refused to interfere with the decision of the Animal Welfare Board of India (AWBI) to withdraw its notification declaring February 14 as ‘Cow Hug Day’.

Justice Prathiba M Singh said the celebration of any event by AWBI was within the domain of the board and the government and the court cannot interfere with it.

Petitioner Kolisetty Shiva Kumar said in his plea that being a spiritual person and a cow lover, he “made arrangements for conducting the event in a massive manner in Hyderabad and the entire Telangana State” and the sudden withdrawal of ‘Cow Hug Day’ without specifying any reason was unjust, arbitrary and contrary to the provisions of the Constitution of India.

“The celebration of any event by AWBI clearly is within the domain of policy of board and government. The same cannot be interfered with in a petition under Article 226,” said the court.

Besides assailing the withdrawal, the petitioner –represented by lawyer Sravan Kumar, also sought a direction to the authorities to take initiative for the implementation of the February 6 notification on celebration of Cow Hug Day’ on February 14.

February 14 is observed as Valentine’s Day across the world.

The petitioner had submitted that the Supreme Court has in certain cases emphasised the importance of cows and held that protection of cow progeny was needed in the interest of the nation’s economy.

The plea argued the revocation of the decision on celebrating Cow Hug Day’ was illegal.

“The notification dated 6.2.2023 was issued for protection and promotion of cows in the country in accordance with the Article 48 of the Constitution of India after due consultation and approvals from the authorities. The Cows being sacred in India holds importance very much but they are also beneficial in other manners,” the plea asserted.

“No reason was stated in the revocation notification for the withdrawal of cow day announcement. The act of the Respondent is illegal and contrary to the law,” it added.

The AWBI, which is under the Department of Animal Husbandry and Dairying, had issued a notice appealing to people to celebrate ‘Cow Hug Day’ on February 14 to spread “positive energy” and encourage “collective happiness”, saying “All cow lovers may celebrate February 14 as Cow Hug Day keeping in mind the importance of mother cow and make life happy and full of positive energy.”

The notification was withdrawn on February 10 following directions from the government amid widespread criticism on social media.

The board, established in 1962 under Section 4 of the Prevention of Cruelty to Animals Act, 1960, provides grants to animal welfare organisations and advises the Centre on animal welfare issues.

It is a statutory advisory body on animal welfare laws and promotes animal welfare in the country.

Uzbekistan cough syrup deaths case: 3 employees of Noida pharma firm arrested

Noida: Three employees of a city-based pharmaceutical firm, whose cough syrup is alleged to have led to the death of 18 children in Uzbekistan last year, were arrested on charges of manufacturing and sale of adulterated drugs, officials said.

The arrests were made after an FIR was lodged late Thursday night against five officials of Marion Biotech, including two of its directors, over a complaint by a drugs inspector of the Central Drugs Standard Control Organization (CDSCO), they said.

Police said the directors are at large and a search is underway to apprehend them.

Central and Uttar Pradesh drug authorities had checked samples of Marion Biotech products and found 22 of them to be “not of standard quality” (adulterated and spurious), according to the complainant drug inspector.

“Three people associated with Marion Biotech, which is located in Sector 67, were today arrested by the local Phase 3 police station officials. These people were engaged in preparation and sale of fake drugs which caused serious harm to public,” Additional Deputy Commissioner of Police (Central Noida) Rajiv Dixit said.

“Besides the three suspects who have been arrested, there are two more directors of the company for whom searches are underway and they will also be arrested soon. With their act, these people were endangering human life and human health,” Dixit said.

The officer added that a comprehensive legal investigation in the case will be carried out.

Phase 3 police station in-charge Vijay Kumar said those arrested have been identified as Tuhin Bhattacharya, head operation; Atul Rawat, manufacturing chemist; and Mool Singh, analytical chemist.

The absconding directors of the firm who have been booked are Jaya Jain and Sachin Jain, Kumar said.

The FIR was registered under Indian Penal Code sections 274 (adulteration of drugs), 275 (sale of adulterated drugs), 276 (sale of drug as a different drug or medical preparation) as well as under section 17 (misbranded drugs) and related violations of the Drugs and Cosmetics Act, 1940.

Marion Biotech had come under the scanner in December last year for its cough syrup Dok-1 that is suspected to have led to the death of 18 children who consumed it in Uzbekistan after which the CDSCO launched a probe into the matter.

The production licence of the firm was suspended in January after inspections at its site by the central and the state drug authorities in the wake of the controversy.

On January 12, the World Health Organization (WHO) had issued a ‘medical product alert’, referring to two substandard (contaminated) products, identified in Uzbekistan and reported to it on December 22, 2022.

“The two products are AMBRONOL syrup and DOK-1 Max syrup. The stated manufacturer of both products is MARION BIOTECH PVT. LTD, (Uttar Pradesh, India). To date, the stated manufacturer has not provided guarantees to WHO on the safety and quality of these products,” the WHO had said then.

“Laboratory analysis of samples of both products, undertaken by national quality control laboratories of the Ministry of Health of the Republic of Uzbekistan found both products contained unacceptable amounts of diethylene glycol and/or ethylene glycol as contaminants,” it had noted.
