Japan raises age of consent from 13 to 16 years old

TOKYO: Japan’s age of consent was raised from 13, among the world’s lowest, to 16 years old on Friday as lawmakers passed key reforms to sex crime legislation.

The reforms, which also clarify rape prosecution requirements and criminalise voyeurism, cleared parliament’s upper house in a unanimous vote.

Campaigners welcomed the reforms, with the Tokyo-based group Human Rights Now calling them “a big step forward”.

The lifting of the age of consent in particular will “send a message to society that sexual violence by adults against children is unacceptable”, the group said in a statement.

The age of consent — below which sexual activity is considered statutory rape — is 16 in Britain, 15 in France, and 14 in Germany and China.

Japan’s had been unchanged since 1907, with children aged 13 and above deemed capable of consent.

In practice however, across many parts of the country regional ordinances banning “lewd” acts with minors were sometimes seen as effectively raising the age of consent to 18.

Under the new law, teen couples no more than five years apart in age will be exempt from prosecution if both partners are over 13.

Japan last revised its criminal code on sexual offences in 2017, for the first time in more than a century, but campaigners said the reforms were insufficient.

And in 2019, a string of acquittals in rape cases triggered nationwide rallies.

Under the previous law, prosecutors had to prove victims were incapacitated due to violence and intimidation.

Critics argued that requirement effectively blamed victims for not resisting enough.

Criminalising voyeurism

The bill that passed Friday contains a list of examples under which rape prosecutions can be made.

These include victims being under the influence of alcohol or drugs, being frightened and perpetrators taking advantage of social status.

A justice ministry official told AFP earlier this year that the clarifications were not “meant to make it easier or harder” to secure rape convictions, but “will hopefully make court verdicts more consistent”.

The bill also contains a new “visitation request offence”, according to the justice ministry.

It means that people who use intimidation, seduction or money to coerce children under 16 to meet for sexual purposes will face a prison sentence of up to a year or a fine of 500,000 yen ($3,500).

The reforms also include language that for the first time criminalises voyeurism, which had only been regulated by regional ordinances before.

A penalty of up to three years’ imprisonment or a fine of up to three million yen will be imposed for secretly filming private body parts, underwear or indecent acts without a justifiable reason.

Tokyo resident Sohei Ikeda, 39, welcomed the reforms but said he felt “Japan is quite late”.

But Natsuki Sunaga, a 22-year-old student, said she was skeptical that the reforms would stop people secretly filming others.

“I wonder even with a law against voyeurism whether it will end,” she said.

Reversing policies: BJP says Congress wants to make Karnataka ‘mini-Pakistan’

BENGALURU: BJP on Friday slammed the Congress government for reversing the policies of the previous government and accused it of trying to turn Karnataka into a “mini-Pakistan.”Former minister and BJP MLA R Ashoka told reporters that BJP will not allow Congress to misuse the mandate given by people. Questioning the state government’s decision to undo the amendments to the Anti-Conversion Law, he asked what is wrong with the policy to prevent forcible conversions and allow conversions as 
per law. Congress goes to any extent for vote bank politics and its government is making changes in the law to appease a particular community, he alleged.

He said the BJP government had amended the APMC Act to allow farmers to sell their produce in any part of the country and not just at APMC yards, but now the Congress government is undoing those changes to help middlemen.

The government has failed to implement its pre-poll guarantees and there is talk of industries moving to other states because of power tariff hikes, he said.

On the state government’s allegations against the Centre for not providing rice for Anna Bhagya scheme, Ashoka asked whether they think “the Centre is like their in-laws’ place to provide whatever they ask. Tomorrow, if they want to sell Karnataka, can the Centre agree to it?”

The state government requires over Rs 1,10,000 crore to implement all its guarantees and that will push the state to bankruptcy. He said BJP leaders will hold a meeting to discuss their planned protest against the decisions of the state government on June 20.

After ‘Shakti’ launch, men’s ridership too sees a jump in Karnataka

BENGALURU:  Following the launch of Shakti scheme, the number of women taking BMTC buses soared manifold. The scheme is advantageous for women as it offers free travel, but according to urban mobility experts, the overall ridership too has increased, including men who have to pay for their commute.

The experts felt that there might be two kinds of shifts after the launch of Shakti scheme — one is women, who were using other modes of transport like private buses and autos, shifted to BMTC due to the fare advantage and the second is that those who were either walking to their destinations, or not commuting, have opted to use the public transport. One more reason they attribute to the high ridership is the euphoria around the launch of any free government scheme.

While the average daily ridership of BMTC is 27.34 lakh, the data shared by the transport utility shows that the total ridership was 34.94 lakh (17.57 lakh women passengers) on June 12; 40.17 lakh (20.57 lakh women) on June 13; 33.44 lakh (16.85 lakh) on June 14, and 33.28 lakh (17.67 lakh) on June 15, indicating that the number of men passengers has gone up. 

Shaheen Shasa of Bengaluru Bus Prayanikara Vedike said, “The jump in the number of women passengers in BMTC is significant with 17 lakh on June 12 and 20 lakh on June 13. On June 14, it might have dropped to 16.85 lakh, but it is close to the numbers recorded on June 12. We will have to wait and see where things settle in around 10 days.” 

“Commuters who were using other modes of transport are shifting to BMTC due to fare advantage and those who were walking have also started using buses,” she said. 

Mobility expert Shreya Gadepalli attributed the sudden jump in the ridership of BMTC due to the euphoria around the launch of any scheme, and said, “We should look at the data once things settle down.”
“I think we should allow a few months’ data to come in before doing any assessment and making any judgements,” Gadepalli said.

A BMTC official said all these years they did not have any gender-wise data and added that it is too early to predict any trends as the Shakti scheme has just been rolled out.

Heavy rainfall in Rajasthan due to Cyclone Biparjoy

JAIPUR: Several places in Rajasthan received heavy rainfall in the past 24 hours due to Cyclone Biparjoy, which moved further towards the desert state following its landfall in Gujarat, officials said on Saturday.

A rainfall of 210 mm was recorded in Mount Abu, 136 mm in Sedwa in Barmer, 135 mm in Mount Abu tehsil, 110 mm in Raniwada of Jalore, 76 mm in Bidasaria in Churu, 68 mm in Reodar, 59 mm in Sanchor, 57 mm in Pindwara, 49 mm each in Gogunda and Girva, 47 mm in Jalore, 46 mm each in Sindri and Jaswantpura of Jalore, 40 mm in Jhadol, 38 mm in Abu Road, 35 mm in Kotda, 30 mm in Sirohi, 26 mm in Kumbhalgarh and 25.7 mm in Udaipur till 8.30 am, they said.

Many other places in the state recorded rainfall ranging from 1 mm to 22 mm during the period due to the effects of the cyclone, the officials said.

The meteorological department has issued an “Orange” alert for Barmer, Jalore, Sirohi, Pali districts, with strong winds expected at a speed of 30-50 kilometres per hour.

A “Yellow” alert has been sounded for Jaisalmer, Bikaner, Jodhpur, Churu, Sikar, Nagaur, Jhunjhunu, Ajmer, Udaipur and Rajsamand districts.

The cyclone is in the form of deep depression in Rajasthan and will further reduce to the depression category, an official said.The rainfall activity in parts of the state will continue till Monday, he added.

Meanwhile, the minimum temperature in the state was recorded between 20 and 30 degrees Celsius.

On Friday, Bundi recorded the highest maximum temperature of 41.4 degrees Celsius in the state, followed by 39. 9 degrees Celsius in Sriganganagar.

Bengaluru: Man kill younger brother for shouting in house after drinking alcohol

Bengaluru: In a tragic incident reported at the Pulakeshinagar police station, a man stabbed his elder brother to death with a knife following a heated argument. The motive behind the shocking act was attributed to the victim’s alleged habit of creating noise at home after consuming alcohol.

The deceased has been identified as Karthik (30), a resident of Doddagunte. Following the crime, the Pulikeshinagar police successfully apprehended the brother of the deceased, Vijay, who had fled the scene after committing the act.

According to the police, Vijay had been summoned to his brother’s house by his sister-in-law. An argument ensued between the two brothers, and the situation quickly escalated, culminating in the tragic murder.

Karthik resided in Doddagunte with his wife, Sandhya, while Vijay lived separately. Both brothers were engaged in various small jobs to make ends meet. However, Karthik’s excessive drinking and subsequent disturbance at home had led to growing resentment, particularly between him and his wife.

Unable to endure her husband’s angry outbursts any longer, Sandhya contacted Vijay and requested his assistance in addressing the issue. Vijay obliged and went to his elder brother’s residence. The police revealed that a heated altercation broke out between the brothers, tragically resulting in Karthik’s murder.

The Pulakeshinagar police are further investigating the case.

Monsoon set to advance further from June 18, says IMD

New Delhi: The southwest monsoon is set to advance further into the southern peninsula and eastern parts of the country from Sunday after an initial delay in its onset over Kerala.

India Meteorological Department (IMD) Director General Mrutyunjay Mohapatra said Cyclone Biparjoy has completely detached itself from the monsoonal flow and will have no impact on the progress of the seasonal rainfall system.

“Had Cyclone Biparjoy moved north-westwards towards Oman, it would have affected the monsoonal flow,” he said.

Mohapatra said the cyclone had helped the progress of the monsoon by strengthening the cross-equatorial flow as it lingered over the southeast Arabian Sea.

Conditions were becoming favourable for further advance of the southwest monsoon over some more parts of the south peninsula and east India and adjoining areas between June 18 and 21.

Cyclone Biparjoy’s presence in the Arabian Sea had initially delayed and reduced the intensity of the onset of monsoon by pulling both moisture and convection.

The southwest monsoon hit India on June 8 with its onset over Kerala against the normal date of June 1.

Research shows that a delay in the onset of monsoon over Kerala does not necessarily mean a delay in the monsoon onset over northwest India.

India is expected to get normal rainfall during the southwest monsoon season despite the evolving El Nino conditions, the IMD had earlier said.

El Nino, which is the warming of the waters in the Pacific Ocean near South America, is generally associated with the weakening of monsoon winds and dry weather in India.

El Nino conditions this year follow three consecutive La Nina years. La Nina, which is the opposite of El Nino, typically brings good rainfall during the monsoon season.

BJP submits complaint to Governor against Surjewala attending BBMP officials’ meeting with DKShi

Bengaluru: The opposition Bharatiya Janata Party (BJP) lodged a complaint with the Governor on Wednesday, alleging the presence of Congress state in-charge Randeep Singh Surjewala in a meeting with Bruhat Bengaluru Mahanagara Palike (BBMP) officials, chaired by Deputy Chief Minister DK Shivakumar.

Former minister R. Ashok personally met Governor Thawar Chand Gehlot at the Raj Bhavan in Bengaluru to file the complaint. A delegation comprising MLA Suresh, MP PC Mohan Sadhri, and several other party leaders accompanied him.

The BJP and Janata Dal (Secular) (JD(S)), the opposition parties, have strongly criticized the state government after a photograph of Randeep Singh Surjewala, the Karnataka Congress in-charge, surfaced on social media. The photo depicted him attending a meeting with officials at a hotel in Bengaluru.

Centre suspends sale of rice for states, CM Siddaramaiah says Anna Bhagya main target

BENGALURU: Chief Minister Siddaramaiah on Wednesday attacked the Union government under the Open Market Sale Scheme (OMSS). He alleged that it was a conspiracy to stop the Karnataka Congress government from implementing the ‘Anna Bhagya’ guarantee scheme — 10kgs of free rice to every member of a BPL family from July 1, as promised in the run-up to the May 10 assembly polls.

The Ministry of Consumer Affairs, Food and Public Distribution, in a letter to the chairman and managing director of Food Corporation of India, dated June 13, stated that the sale of wheat and rice under OMSS (Domestic) for state governments was discontinued. 

Siddaramaiah, who read out the letter, asserted that regardless of the conspiracy, 10kgs of rice per head will be distributed. There is no problem as 5kgs per head will be procured from neighbouring states, and Karnataka Food and Civil Supplies Minister K H Muniyappa will visit Telangana on Thursday to hold negotiations with Chief Minister Chandrashekar Rao.

“The Central government has proved itself anti-poor and anti-Kannadiga, as it has taken a political stance and taken away the state’s share,” Siddaramaiah said, at an emergency press conference called in connection with the Annabhagya Yojana at Shakti Bhavan.

He claimed that on June 9, a letter was written to the deputy general manager of FCI, seeking the requirement of 2.28 lakh MT to distribute 10kgs of rice to each Antyodaya and BPL card holders every month. On June 12, FCI agreed to supply rice through an agreement at Rs 3,400 per quintal. But soon, the Central government had taken a political decision.    

FCI General Manager Harish had said that there is 7 lakh tonnes of rice stock, Siddaramaiah informed. “The motive behind this was to obstruct the Anna Bhagya programme from being implemented, as the Karnataka government will become popular,” he alleged. Muniyappa has already spoken to the rice producing states of Punjab, Telangana, Andhra Pradesh, Chhattisgarh and Haryana. He said that due to lack of storage facilities in Punjab, rice cannot be supplied, and that he would meet the Telangana chief minister on Thursday. 

“Similarly, the information on rice available from the state of Chhattisgarh will be available and a clear picture will emerge by tomorrow evening,” he said. Despite having sufficient stock of rice, the Centre is writing to FCI to not give it to the states on OMSS should be called anti-poor, he said. However he clarified that the state government will write to the centre again and appeal in this regard. Law and Parliamentary Affairs Minister H K Patil was also present.

Relief to AAP minister as complainant makes U-turn

CHANDIGARH: A political storm has erupted in the state after the Special Investigation Team (SIT) of Punjab Police in its report to the National Commission for Scheduled Castes (NCSC) stated that the complainant appeared before the SIT and stated that he was withdrawing the complaint of sexual exploitation case against Punjab Cabinet Minister Lal Chand Kataruchak. 

He also claimed that a purported video of the exploitation that had surfaced was ‘doctored’.  This comes as a relief for the AAP-led Punjab government, as state governor Banwarilal Purohit had asked the government to take action against the minister.  

The complainant had appeared before the SIT last week and his statement was videographed. He told the SIT that he lost his mobile phone and later someone showed him a doctored video of him and the minister. Earlier, the complainant had accused the minister of exploiting him for years, forcing him into a relationship on the pretext of giving him a job.

Cyclone Biparjoy: Gujarat braces for landfall this evening NDRF teams deployed for rescue ops

Cyclone ‘Biparjoy’ is expected to make landfall in Gujarat between 4-5 p.m. on Thursday with maximum wind speed reaching up to 150 kilometres per hour.

The National Disaster Response Force (NDRF), Railway Protection Force (RPF), State Disaster Response Force (SDRF) and Army units are on standby to provide assistance and support, said Amit Arora, the collector of Kutch, Gujarat.

While 18 NDRF teams have been placed in Gujarat, one has been stationed in neighbouring Diu in the newly formed Union territory of Dadra and Nagar Haveli and Daman and Diu.

Consequently, authorities have evacuated a total of 74,000 residents from vulnerable areas, specifically 120 villages situated within 10 kilometres of the seashore in Kutch district.

Over 20,000 animals have been shifted to safer locations, adequate supply of rations at all shelter homes is ensured and 50 teams have been deployed for road clearance operations.

The India Meteorological Department (IMD) predicts that the cyclone will make landfall near Jakhau port as a very severe cyclonic storm, with wind speeds reaching up to 150 kilometres per hour.

The Navy has placed four ships equipped with Humanitarian Assistance and Disaster Relief (HADR) capabilities on standby. Additionally, relief teams are stationed at Porbandar, Okha, and Valsura, ready to provide immediate assistance. Helicopters stationed at INS Hansa in Goa and INS Shikra in Mumbai are prepared to be deployed to Gujarat if necessary.

IMD Warning: Damage expected in these areas

Cyclone Biparjoy is likely to destroy thatched houses and cause extensive damage to kutcha houses, and slight damage to pucca houses. Flying objects pose a potential threat, and power and communication poles may bend or uproot due to the severe cyclonic storm.

Major damage to roads, flooding of escape routes, disruption of railways, power lines, and signaling systems is anticipated. Standing crops, plantations, orchards, and coconut trees are at risk of damage, while bushy trees like mango may be blown down. Small boats and country crafts may become detached from their moorings, and visibility will be severely affected by salt spray.

Warning for fishermen

Fishermen are strongly advised to suspend all fishing operations in the northeast and adjoining east-central Arabian Sea. Those currently at sea are urged to return to the coast. Offshore and onshore activities should be regulated cautiously, and precautions should be taken at ports along the west coast of the country. Naval bases are also instructed to maintain necessary precautions.

Movement of motor boats and small ships in these areas should be avoided. Evacuation measures should be mobilised for coastal areas of Saurashtra and Kutch, while rail and road traffic should be regulated. People in affected areas are advised to remain indoors, and tourism activities may be restricted during this period.

The authorities are closely monitoring the situation and are prepared to respond promptly to any emergencies that may arise.

Mandaviya reviews preparedness measures

Union Health Minister Mansukh Mandaviya on Wednesday reviewed the preparedness measures being taken in Kutch for cyclone Biparjoy.

The Union health minister visited the Bhuj Air Force station to take stock of the preparations made by ‘Garuda’ Emergency Response Team of the Indian Air Force.

He said “our jawans are fully prepared for the safety of life and property from the cyclone.”

He also reviewed the availability of oxygen, ventilators and critical care beds in Kutch district government hospitals, trust-run hospitals and other hospitals in the region.

He further reviewed the preparations of health facilities that will be made immediately available if needed, post the cyclone.

Mandaviya interacted with drivers of 108 emergency ambulance service in Kutch and stated that “their enthusiasm and support have been a confidence booster”.

He said under the guidance of Prime Minister Narendra Modi, “all possible arrangements are being made by the central and state governments to deal with cyclone Biparjoy.”

17 SDRF teams deployed in Rajasthan

Seventeen SDRF teams have been deployed in Rajasthan to deal with the impact of very severe cyclone Biparjoy which is expected to make landfall on the Gujarat coast Thursday, a top official said on Wednesday.

Rajasthan Chief Secretary Usha Sharma held a meeting with officials of various departments and district collectors to review the preparations to deal with the effects of the cyclone.

A meteorological department official said in the meeting that under the impact of Cyclone Biparjoy, a deep depression will hit Jalore and Barmer on June 16, bringing heavy rains and thunderstorms with wind speeds up to 50 to 60 km per hour.

Sharma said 17 SDRF teams have been deployed and 30 teams are in reserve and directed the officers to be present at their headquarters to deal with the situation.

The district collectors present in the meeting said that power, health and police departments have been alerted to deal with any impending situation.
