Talk on the topic ‘Shared Future: Youth in Democracy and Governance’ featuring Ms.
Surabhi Hodigere. The transformative session was hosted in association with
INDGenius and Y20 India.


The guest speaker at the enriching session, Ms. Surabhi Hodigere, is a prominent public
policy specialist on technology policy and is currently a top research fellow at the
prestigious Aapti Institute in Bangalore. The eminent speaker has a Bachelor’s degree in

Private firm staff in Bengaluru held for morphing pictures of female colleagues

Bengaluru: A 25-year-old employee of a private firm was arrested for allegedly morphing photos of his female colleagues including his girlfriend, police said on Thursday.

Aditya Santosh had stored more than 13,000 nude pictures of several women in his mobile phone. He morphed them along with pictures of his female colleagues, they said.

He was arrested by the cybercrime police in Bengaluru based on a complaint they received on November 23 from the lawyer of his firm, police said.

According to the police, Santosh was in relationship with his female colleague for the last four months. He allegedly recorded some of their private moments on his phone. Recently, she took his phone without his knowledge to delete these pictures and when she opened the gallery, she was shocked to find that he had stored nude photos of several women and had also morphed these pictures with that of their other female colleagues.

She then approached the office staff and informed them about it.

Preliminary probe has revealed that he morphed pictures for his own pleasure.

Santosh was working as a customer service agent in the firm since the last five months, the police said, adding they are verifying if he had circulated any of these pictures.

New Delhi: Voicing displeasure over Kerala Governor Arif Mohammed Khan “sitting” for two years on bills passed by the state legislature, the Supreme Court said on Wednesday it will consider laying down the guidelines as to when the governors can refer bills to the President of India for assent.

While noting that the Kerala governor has taken decisions with regard to eight bills, the apex court asked him to meet Chief Minister Pinarayi Vijayan and the minister concerned to discuss the legislations, observing let’s hope some “political sagacity” takes over.

A bench headed by Chief Justice D Y Chandrachud took note of the submissions of Attorney General R Venkataramani, appearing for the office of the governor, that out of the eight bills, seven have been “reserved” for consideration by the president, while Khan has given his assent to one.

“What was the governor doing for two years by sitting on the bills?” the bench, also comprising justices J B Pardiwala and Manoj Misra, asked.

The attorney general said he does not wish to go into detail as doing so will open several questions.

“We will get into it very much,” the bench observed, adding it is “about our accountability to the Constitution and people ask us about it”.

The top court permitted the Kerala government to amend its plea seeking issuance of guidelines for state governors to grant or decline assent to bills passed by legislatures in a time-bound manner.

“We will record that the governor will discuss the matter with both the chief minister and the minister in charge and related to the Bill…,” the bench said.

“Let us hope that some political sagacity takes over the state and we hope some sagacity prevails. Otherwise, we are here to lay down the law and do our duty under the Constitution,” CJI Chandrachud said.

The bench was hearing a plea filed by the Kerala government over the governor not granting assent to several bills cleared by the state assembly.

At the outset, senior advocate K K Venugopal, appearing for the state government, said time has come for the apex court to lay down some guidelines as to when the bills can be reserved for presidential assent.

The governor cannot be allowed to sit over bills as it halts governance, he added.

Venugopal said instead of working with the assembly, the governor was acting as an adversary.

The bench, which was initially of the view that the state government’s petition could be disposed of as the governor has taken decision on the bills, later decided to keep it pending and consider laying down guidelines on the issue.

“We have to keep the matter pending. This is a live issue,” it said.

The court said as the governor has forwarded the bills to the president, the requirement under Article 200 of the Constitution, which deals with assent to bills, was satisfied.

Earlier, the top court had asked the additional chief secretary to the Kerala governor to refer to its recent verdict in Punjab’s case where it held that state governors cannot “thwart the normal course of lawmaking”.

The Kerala government claimed in its petition that the governor was delaying eight bills by withholding his assent which was “defeating the rights of the people”.

It said many of these bills were of immense public interest and provided for welfare measures. The people of the state will stand deprived of these to the extent of the delay, it said.

Kerala’s decision to re-appoint Ravindran as VC of Kannur University set aside by SC

New Delhi: The Supreme Court on Thursday quashed the Kerala government’s decision to re-appoint Gopinath Ravindran as the vice chancellor of Kannur University.

A division bench of the Kerala High Court had on February 23 last year dismissed an appeal against a single-judge order upholding the re-appointment of Ravindran as the VC of the university, saying it was done in accordance with the law and that he was not “an usurper to the post”.

“The impugned judgement and the order passed by the high court dated February 23, 2022 is hereby set aside and as a consequence, the notification dated November 23, 2021 reappointing the respondent number 4 (Ravindran) as the vice chancellor of the Kannur University is hereby set aside,” the top court said in its judgement.

Ravindran’s re-appointment has been in limelight in Kerala as for the first time in the history of the state, a vice chancellor was re-appointed.

South African lawmakers vote in favor of closing Israel’s embassy and cutting diplomatic ties

JOHANNESBURG: A majority of South African lawmakers on Tuesday voted in favor of a motion calling for the closure of the Israeli embassy and the cutting of diplomatic ties until Israel agrees to a cease-fire in Gaza.

The vote on the motion supported by the ruling African National Congress party came as President Cyril Ramaphosa in a meeting with other world leaders accused Israel of committing genocide in Gaza with its military offensive in the besieged territory in search of its Hamas militant rulers.

The motion tabled by the opposition party Economic Freedom Fighters received the support of 248 parliament members while 91 lawmakers opposed it.

The vote came after Israel’s foreign ministry said it had recalled its ambassador to South Africa, Eliav Belotserkovsky, back to Jerusalem “for consultations.”

The two countries’ diplomatic relations have witnessed a rise in tensions over the war in Gaza. Ramaphosa previously said his country believes Israel is committing war crimes in Gaza, where thousands of Palestinians have been killed.

South Africa announced last week that it had referred what it called Israel’s “genocide” in Gaza to the International Criminal Court for an investigation. Its cabinet has called on the ICC to issue an arrest warrant against Israeli Prime Minister Benjamin Netanyahu.

Earlier this month, South Africa recalled its ambassador to Israel and withdrew all its diplomatic staff.

Ramaphosa’s new comments Tuesday came in a virtual meeting of BRICS countries attended by leaders of the bloc including Russian President Vladimir Putin and Chinese President Xi Jinping.

The Israel-Hamas war began after the Palestinian militant group’s surprise attacks on Israel on Oct.7 killed about 1,200 people. Israel’s retaliatory strikes on Gaza have killed more than 12,700 people, according to Palestinian health authorities.

Andhra govt moves Supreme Court against bail to Chandrababu Naidu

VIJAYAWADA: The State government on Tuesday moved the Supreme Court against a High Court order granting bail to TDP supremo N Chandrababu Naidu in the Andhra Pradesh State Skill Development Corporation (APSSDC) scam case.

Seeking directions to set aside the High Court verdict, the State government submitted to the apex court that the accused (Naidu) is an ‘influential person’ and has helped two of his key associates (including a government servant) to flee the country.

“The accused is therefore clearly obstructing the conduct of investigation and, therefore, ought not to be granted bail,” the Special Leave Petition (SLP) read.

In its appeal filed through advocate Mahfooz Ahsan Nazki, the State government contended that the High Court has not only conducted a ‘mini-trial’, but has also ‘completely erred’, rendering findings that are completely contrary to the record.

Advocate Mahfooz Ahsan Nazki said, “The State of Andhra Pradesh is constrained to file the Special  Leave Petition against the impugned judgment dated November 20, 2023 passed by the High Court.  It has delved deep into facts of the case and has rendered findings that are not only factually incorrect, but are also likely to prejudice the court below during the trial.”

While referring to various SC verdicts, the State government said the practice of detailed elaboration of evidence in bail orders has been repeatedly deprecated by the apex court.

“A bare perusal of the findings would reveal that the High Court has exceeded its jurisdiction by conducting a mini-trial and rendering findings on merits. This, it is most respectfully submitted, ought not to be allowed,” the appeal read.

Speaking to reporters, Additional Advocate General (AAG) Ponnavolu Sudhakar Reddy said they have approached the apex court as they feel that the bail order was not right and that the High Court has exceeded its limits.

“During arguments on the bail plea, we brought to the notice of the HC that the SC is seized of the matter regarding bail as it is part of Naidu’s quash petition. We had submitted that it was not proper for the High Court to take up hearing on the petition as the apex court has reserved its orders. At the time, I was told my objections were noted. Unfortunately, the same was nowhere to be found in the bail order,” he said.

Stating that the probe in the case was still underway, the AAG pointed out that even the Enforcement Directorate (ED) was investigating the matter.

Explaining that evidence are only submitted to the trial court, he said proof, including like note files raising objections over release of funds, forensic audit report establishing diversion of Rs 240 crore, was submitted to the High Court as well. “The HC conducted a mini-trial against the rules during the grant of bail,” he maintained.

While denying interim bail to Naidu on October 17, the Supreme Court had said that it would pronounce its verdict on his plea, challenging the HC order refusing to quash the FIR against him in the APSSDC case, after Diwali vacation.

India suffer 0-3 defeat to Asian champions Qatar in FIFA World Cup qualifiers

BH8BANESWAR: India dished out a gritty display but suffered a 0-3 drubbing against dominant Asian champions Qatar in their second match of the 2026 FIFA World Cup second round qualifiers here on Tuesday.

Qatar would have won by a bigger margin had they not missed several chances while dominating throughout the 90 minutes at the Kalinga Stadium.

The visiting side scored through Moustafa Tarek Mashal (4th minute), Almeoz Ali (47th) and Yusuf Adurisag (86th).

India, who were seeking inspiration from their famous 0-0 draw against the same opponents four years ago, could barely create scoring chances.

They did get a couple of opportunities at the fag end of the first half, but wasted them.

Igor Stimac’s team is still in contention to finish second in Group A and qualify for the third round for the first time after a 1-0 win over Kuwait in their away match on November 16. The Indian defence was exposed quite early into the match as they conceded a goal in the fourth minute itself.

Off a corner, three Qatar players exchanged passes inside the Indian box but none of the home side defenders could touch the ball.

Moustafa Tarek Mashal then sent a low right-footed shot which beat goalkeeper Amrinder Singh, who was fielded by Igor Stimac in place of Gurpreet Singh Sandhu, all ends up.

Akram Afif missed three chances which allowed India to go into the breather just one goal down. Afif failed to hit the target in the second minute with just the Indian goalkeeper in front of the post. He also failed to find the target in the 14th, 22nd and 26th minutes.

Their backs to the wall, India tried to hit on the counter and they got two fine chances, and could have restored parity from the second one.

Then, Udanta Singh and Anirudh Thapa had a nice one-touch neat exchange of passes but Lalengmawia Ralte failed to direct his shot properly from the edge of the box.

Three minutes from the break, Thapa wasted an easier chance as he had only the Qatar goalkeeper Meshaal Barsham to beat after the ball landed on him following a defensive mistake.

But Thapa somehow could only produce a weak low shot which missed the post by a wide margin.

If the fag end of the first half saw some fightback from India, Qatar nipped it in the bud by doubling the lead in the second minute of the second half (47th minute of the match) with their prolific striker Almeoz Ali finding the target.

Ali had scored four goals in Qatar’s 8-1 hammering of Afghanistan in their previous match.

Thapa was taken off in the 63rd minute and Sahal Abdul Samad came in his place.

Just two minutes later, Suresh Singh found him inside the Qatar box with a brilliant delivery but Samad’s left-footed shot was wide of the far post.

Four minutes from regulation time, Qatar made it 3-0 (86th minute) with Yusuf Adurisag heading home after connecting a cross from Mohammed Albayati.

India next play their 2026 World Cup qualifiers match against Afghanistan at the neutral venue of Dushanbe, Tajikistan on March 21 next year.

BJP to put pressure on Karnataka government in session to release crop loss aid

KALABURAGI:  Leader of Opposition in the Assembly R Ashoka on Tuesday said that the BJP will put pressure on the Congress State Government in the upcoming winter session of the legislature to provide crop loss compensation to drought-hit farmers of Karnataka.

Ashoka was in Kalaburagi as part of BJP’s state-wide drought study tour. He visited agriculture fields in Srinivasa Saradagi village of Kalaburagi taluk and Kadaganchi village of Aland taluk.

The BJP leader told Chief Minister Siddaramaiah not to blame the Centre and mislead people on crop compensation. “Let the CM inform people of the real facts,” he said.

Ashoka said that when he was the revenue minister, the government led by Basavaraj Bommai released double the amount prescribed in NDRF norms. “The Centre will release the compensation as per NDRF norms and the State Government has to add some amount to help the affected farmers,” he said. NDRF norms were framed when Manmohan Singh was the PM and the amount was enhanced after Narendra Modi became the PM, he added.

“Instead of blaming the Centre, let the State Government release money for compensation or let it tell the people that it has become bankrupt,” the BJP leader said, adding that the government announced the guarantees just to win the elections. He said the BJP would put the government on the mat in the upcoming session. “The Congress claims that the BJP has no issues to target the government. The Congress fails to understand that the party itself has given many weapons to fix it in the Assembly.

Apart from crop loss compensation, we also raise the issue of the ‘cash for transfer’ scam and removing the portrait of Veer Savarkar from the Council, among other issues, he said. Commenting on the recent attack on BJP leader Manikanta Rathod, Ashoka said, “Gunda culture has increased after the Congress came to power this May.”  He also said that if Congress touches the RSS, it is nothing but digging its own grave.

Congress says will raise health insurance cover to Rs 50 lakh

JAIPUR: The Congress finally released its manifesto four days ahead of voting in Rajasthan. Party chief Mallikarjun Kharge was in Jaipur to formally release the document. The manifesto has promised to increase the health insurance scheme from Rs 25 lakh to Rs 50 lakh for all citizens of the state. Congress has projected it as one of the winning cards in the elections. The party also promises to enact legislation to implement the Minimum Support Price for farmers based on the recommendations of the Swaminathan Committee. The party commits to providing interest-free loans to both farmers and village traders.

The BJP’s focus on the exam paper leak in its campaign has prompted the Congress to make substantial promises to various sections of the society, particularly the youth. The Congress has outlined plans for job creation, promising 10 lakh new jobs for the youth, including 4 lakh in the government sector. The party has also vowed to conduct a caste census if it regains power in the state. The manifesto, named Public Manifesto-2, was presented by Manifesto Committee Chairman CP Joshi at the PCC office in the presence of several senior party leaders.

In addition to the party’s key assurances, the ‘seven guarantees’ mentioned in the manifesto encompass various initiatives such as providing affordable gas cylinders to families with BPL and Ujjwala gas connections and ensuring English medium education for all children. Chief Minister Ashok Gehlot emphasized the collective effort behind framing the manifesto, saying that 3.32 crore people contributed their suggestions for Mission 2030.

CP Joshi, while presenting the manifesto, spoke about the vision of creating a new Rajasthan by 2030. The promises include the Griha Lakshmi Yojana, providing Rs 10,000 annually to female heads of households, and implementing policies to enhance women’s safety, such as installing CCTV cameras in public places. Other significant promises include conducting a caste-based census, increasing health services under Chiranjeevi Yojana, and extending education up to the Class 12.

In a broadside against the BJP, Rahul Gandhi accused the saffron camp of spreading hatred in the country. In Rajasthan, Rahul said the sole agenda of the BJP was to misguide people in the name of religion. With PM Modi using cricket analogies, the Congress leader used the ‘panauti’ (liability) trend on India’s World Cup defeat to get back at the Prime Minister. “Panauti (meaning liability or bad omen) got our team defeated. PM means Panauti Modi.” Rahul said.

Bengaluru: Suspended JD(S) leader C M Ibrahim claimed on Monday that he is still the party’s Karnataka president and whether former Prime Minister H D Deve Gowda will remain its national president will be known on December 9. Ibrahim said he will be moving to court seeking a stay of his suspension from the party and will also be writing to the Election Commission in this regard.

Ibrahim was on November 17 suspended from the JD(S) for alleged anti-party activities.

Gowda earlier had replaced Ibrahim as the party state president on October 19 and appointed his son and former Chief Minister H D Kumaraswamy in his place.

“I’m still the state president of JD(S) even now. If he (Gowda) is national president, will be known on December 9…where will he (Gowda) remain as national president, if national council members and state presidents remove him?,” Ibrahim said.

Speaking to reporters here, he said, “I still appeal to Deve Gowda — you are 90, don’t do it (go with BJP) — for the sake of your son. Don’t sacrifice the principles you stood by for your entire life. Even when Ramvilas Paswan and Sharad Yadav went away, you stood by your ideology, and Janata Dal Secular came into existence (after the split of Janata Dal in 1999).” A meeting of JD(S) leaders from various states held in Thiruvananthapuram last week, decided to hold a national plenary session of the party at Bengaluru on December 9 to formally reject the decision of Gowda to join the BJPled National Democratic Alliance.

Party national vice-president C K Nanu had said unless Gowda revokes the decision to join the NDA, the party’s plenary would be held on December 9 to formally reject the decision, and go ahead with further actions against Gowda for taking a unilateral decision.

Responding to his suspension from the party by Gowda, Ibrahim said, “What madness is this? Is he himself in the party? Who is with him? A National Council meeting happened, 11 party state presidents had come for the meeting, they (Gowda and others) are in a panic. Ask them to call at least a state executive meeting. They are meeting in either resorts or a home or hotel with eight to ten people.”

The meeting was called by Nanu, he said. “He (Gowda) wrote to them not to call a meeting, but the meeting was called…where they decided to give time to Gowda and others till December 9; if they don’t change their decision (to join NDA) we will take our further step. I was also part of the meeting.”

Stating that he wasn’t served any notice or letter before suspending him from the party, Ibrahim, responding to a question, said: “Is it his (Gowda) home? Am I his servant? He can do that to Kumaraswamy or anyone else he has employed….He can’t do it to me. I’m moving to court and seeking a stay. I’m also writing to the Election Commission. I’m waiting for the December 9 meeting.” Ibrahim had raised a banner of revolt against the JD(S) leadership, following its decision to join the NDA.

A former union minister, Ibrahim, had earlier even claimed that his faction is the original JD(S) for being “secular” and that, being the state president, he could take a decision about the outfit in Karnataka.
