Jharkhand cabinet approves salary hike of CM, ministers MLAs by up to 50 pc

June 21, 2024 by Nasheman

Ranchi: The Jharkhand government on Wednesday approved a proposal to increase the salaries and other perks of the chief minister, leader of opposition, speaker, ministers, and legislators by up to 50 per cent.

While legislators will receive a maximum salary hike of 50 per cent, CM and ministers will see increases of about 25 per cent and 31 per cent, respectively. The approval was granted during a cabinet meeting chaired by Chief Minister Champai Soren.

Cabinet Secretary Vandana Dadel confirmed the approval, stating, “The cabinet has approved the hike in salaries, allowances, and other perks for legislators, ministers, the Speaker, Leader of Opposition, Chief Minister, and Assembly officials.”

The basic salary of the CM has been increased from Rs 80,000 per month to Rs 1 lakh. Ministers’ salaries have been raised from Rs 65,000 to Rs 85,000, and legislators’ pay from Rs 40,000 to Rs 60,000.

The Speaker’s basic salary has increased from Rs 78,000 per month to Rs 98,000, the leader of opposition’s from Rs 65,000 to Rs 85,000, and the chief whip’s from Rs 55,000 to Rs 75,000.

In addition to salary hikes, allowances and other perks were also approved.

The area allowance for the CM was increased from Rs 80,000 to Rs 95,000 per month, and the refreshment allowance from Rs 60,000 to Rs 70,000.

Ministers will now receive a kshetra bharta (area allowance) of Rs 95,000, up from Rs 80,000, and refreshment allowance of Rs 55,000, up from Rs 45,000. Legislators’ area allowance was raised from Rs 65,000 to Rs 80,000 per month, and their refreshment allowance from Rs 30,000 to Rs 40,000 per month.

The decision followed the recommendations of a five-member panel set up to review the salaries and perks of the Chief Minister, ministers, Speaker, leader of opposition, chief whip, and whip.

The panel submitted its report in December last year, recommending a 25 per cent salary hike for the CM and about 31 per cent for other ministers.

Additionally, in August last year, another committee proposed raising the basic salary of MLAs from Rs 40,000 to Rs 60,000 and suggested increases in other perks for legislators.

Man lynched by mob over suspicion of theft in Aligarh, tension in area

June 21, 2024 by Nasheman

A man was allegedly lynched here by a mob that accused him of theft, triggering communal tension.

Six people were arrested after the mob attack on Fareed (35) on Tuesday night in Mamu Bhanja locality, police said. Seven people, part of the mob, have been identified.

According to a complaint filed by the victim’s family, Fareed was returning home from work when he was mobbed and thrashed by some residents on Tuesday night in the Mamu Bhanja locality over suspicion of theft, Superintendent of Police City M Shekhar Pathak said.

By the time police reached the spot, Fareed was seriously injured and was rushed to the Malkhan Singh Hospital, where he succumbed to his injuries, the SP said.

As the news of the incident spread, many people gathered at the hospital and demanded the arrest of the accused, he said.

Pathak said the arrests have been made based on CCTV footage, and some other unidentified people have also been booked. Further investigation is underway.

SSP Sanjay Suman told the reporters that all precautionary measures have been enforced. Police and RAF (Rapid Action Force) have been deployed in sensitive localities including Subzi Mandi and Abdul Kareem Chowk.

The sector scheme has been enforced in all sensitive areas of the city, he added.

Meanwhile, people from both Hindu and Muslim communities gathered at some spots in the old city near Railway Road and some shops shut down their shutters, he said.

Police patrolling has been intensified in some areas identified as “sensitive spots”, he added.

Several BJP leaders led by the city MLA Muktar Varshney staged a “dharna” near the Railway Road, demanding that no innocent person should be arrested based on fabricated evidence.

SP Pathak assured that arrests will be made following the due process of law.

Will never go with those who tried to ‘finish off’ Shiv Sena (UBT) says Uddhav Thackeray

June 21, 2024 by Nasheman

Will never go with those who tried to 'finish off' Shiv Sena (UBT), says Uddhav Thackeray
Shiv Sena (UBT) chief Uddhav Thackeray

Shiv Sena (UBT) chief Uddhav Thackeray on Wednesday asserted he will never go with those who tried to “finish off” his party, putting paid to speculation about a possible reconciliation with the BJP post the Lok Sabha polls.

Addressing an event organised here on the 58th Foundation Day of the Shiv Sena, Thackeray said the Narendra Modi government, which took office on June 9, will collapse and it will replaced by an INDIA bloc-led dispensation.

On the BJP’s performance in the just held Lok Sabha polls, the former CM maintained the national party was trying to hide its failure by spreading news that the Shiv Sena (UBT) will join the ruling NDA.

“We will never go with those who tried to finish off the Shiv Sena,” Thackeray declared, responding to speculation that he will realign with the BJP.

Thackeray said no poll should be held for 11 seats of the Legislative Council, where MLAs will be voting, till the Supreme Court rules on disqualification pleas related to some members of the lower house.

Polls for 11 seats of the Legislative Council are slated for July 12.

Thackeray accused the BJP of abandoning Hindutva and asked whether the national party’s alliance with regional outfits TDP and the JDU was organic.

The Shiv Sena (UBT) president dubbed BJP’s Hindutva as “regressive” and described the one professed by his party as “progressive”.

Putin says Russia and North Korea have vowed to aid each other if attacked in new partnership deal

June 21, 2024 by Nasheman

Putin says Russia and North Korea have vowed to aid each other if attacked in new partnership deal
Russian President Vladimir Putin, left, and North Korea’s leader Kim Jong Un exchange documents during a signing ceremony

Russian President Vladimir Putin and North Korean leader Kim Jong Un signed a partnership that includes a vow of mutual aid if either country is attacked, during a Pyongyang summit on Wednesday that came as both face escalating standoffs with the west.

It was not clear what kind of assistance the deal, described as a “comprehensive strategic partnership,” would call for.

Putin’s first visit to North Korea in 24 years comes amid growing concerns over an arms arrangement in which the country provides Moscow with badly needed munitions for its war in Ukraine in exchange for economic assistance and technology transfers that could enhance the threat posed by Kim’s nuclear weapons and missile program.

Speaking after a signing ceremony, Putin said that security and international issues took up a large part of the talks with Kim, according to Russian state media. He was also quoted to say that Russia would not rule out developing military-technical cooperation with North Korea under the deal.

Kim was quoted as saying that the agreement was of a peaceful and defensive nature. “I have no doubt it will become a driving force accelerating the creation of a new multipolar world,” he was quoted to say.

Russia and North Korea also signed agreements on cooperation in the fields of healthcare, medical education, and science, Russian state media reported, citing the kermlin website.

Putin was met upon his nighttime arrival by Kim, who shook his hands, hugged him twice and rode with him from the airport in a limousine in a huge motorcade that rolled through the capital’s brightly illuminated streets, where buildings were decorated with giant Russian flags and portraits of Putin.

After spending the rest of the night at a state guest house, Putin attended a lavish welcoming ceremony at the city’s main square, where he and Kim saluted an honor guard and walked across a red carpet. Kim then introduced key members of his leadership including Foreign Minister Choe Son Hui; top aide and ruling party secretary Jo Yong Won; and the leader’s powerful sister, Kim Yo Jong.

The square was filled with what appeared to be tens of thousands of spectators, including children holding balloons and people wearing coordinated t-shirts in the red, white and blue of the Russian and North Korean flags. Huge crowds lined up on the streets to greet Putin’s motorcade, chanting “Welcome Putin” and waving flowers and North Korean and Russian flags.

As the talks began, Putin thanked Kim for North Korea’s support for his war in Ukraine, part of what he said was a “fight against the imperialist hegemonistic policies of the U.S. and its satellites against the Russian Federation.”

He said the two planned to sign a “new fundamental document (that) will form the basis of our ties for the long term,” hailing ties that he traced back to the Soviet army fighting the Japanese military on the Korean Peninsula in the closing moments of World War II, and Moscow’s support for Pyongyang  during the Korean War.

Kim said Moscow and Pyongyang “fiery friendship” is now even closer than during Soviet times, and promised “full support and solidarity to the Russian government, army and people in carrying out the special military operation in Ukraine to protect sovereignty, security interests and territorial integrity.”

Kim has used similar language in the past, consistently saying North Korea supports what he describes as a just action to protect Russia’s interests and blaming the crisis on the U.S.-led West’s “hegemonic policy.” It wasn’t immediately clear what that support might look like.

North Korea is under heavy U.N. Security Council sanctions over its weapons program, while Russia also faces sanctions by the United States and its Western partners over its aggression in Ukraine.

U.S. and South Korean officials accuse the North of providing Russia with artillery, missiles and other military equipment for use in Ukraine, possibly in return for key military technologies and aid. Both Pyongyang and Moscow deny accusations about North Korean weapons transfers, which would violate multiple U.N. Security Council sanctions that Russia previously endorsed.

Along with China, Russia has provided political cover for Kim’s continuing efforts to advance his nuclear arsenal, repeatedly blocking U.S.-led efforts to impose fresh U.N. sanctions on the North over its weapons tests.

In March, a Russian veto at the United Nations ended monitoring of U.N. sanctions against North Korea over its nuclear program, prompting Western accusations that Moscow is seeking to avoid scrutiny as it buys weapons from for use in Ukraine.

Putin’s foreign affairs adviser Yuri Ushakov told reporters in  that the two leaders exchanged gifts after the talks. Putin presented Kim with a Russian-made  limo and other gifts, including a tea set and a naval officer’s dagger. Ushakov said that Kim’s presents to Putin included artworks depicting the Russian leader.

Russia media said earlier that Kim will host a reception, and Putin is expected to leave Wednesday evening for Vietnam.

In Washington, U.S. Secretary of State Antony Blinken said Putin’s visit to North Korea illustrates how Russia tries, “in desperation, to develop and to strengthen relations with countries that can provide it with what it needs to continue the war of aggression that it started against Ukraine.”

The North may also seek to increase labor exports to Russia and other illicit activities to gain foreign currency in defiance of U.N. Security Council sanctions, according to a recent report by the Institute for National Security Strategy, a think tank run by South Korea’s main spy agency. There will likely be talks about expanding cooperation in agriculture, fisheries and mining and further promoting Russian tourism to North Korea, the institute said.

Tensions on the Korean Peninsula are at their highest point in years, with the pace of both Kim’s weapons tests and combined military exercises involving the United States, South Korea and Japan intensifying in a tit-for-tat cycle.

The Koreas also have engaged in Cold War-style psychological warfare that involved North Korea dropping tons of trash on the South with balloons, and the South broadcasting anti-North Korean propaganda with its loudspeakers.

Amid unrelenting heat wave 50 bodies recovered in Delhi sharp rise heatstroke cases

June 21, 2024 by Nasheman

A senior police officer said the body of a 55-year-old man was found at the children’s park near India Gate on Wednesday and added that a post-mortem will be conducted to ascertain the cause of death.

The Centre for Holistic Development, an NGO working for the homeless, claimed that 192 homeless deaths were recorded in Delhi due to the heat wave from June 11 to 19.

In the national capital, hospitals reported a spike in cases of heatstroke and heat exhaustion and several deaths in the past two days.

The city recorded a maximum temperature of 43.6 degrees Celsius, over four notches above the normal. The night temperature in Delhi was 35.2 degrees Celsius, the city’s highest in June since 1969, the Met office said on Wednesday.

The Centre-run RML Hospital received 22 patients in the last two days. There have been five deaths and 12 to 13 patients are on ventilator support.

“The victims did not have any comorbidities. When such people come to the hospital, their core body temperature is recorded and, if it is found more than 105 degrees Fahrenheit and there is no other cause, they are declared as heatstroke patients,” a senior hospital official said.

“Those who succumb to heatstroke are declared as ‘suspected heatstroke’. There is a committee of the Delhi government that later confirms the deaths,” the official said.

To ensure immediate cooling of the body, the hospital has set up a first-of-its-kind heatstroke unit.

“The unit has cooling technology and the patients are kept in baths filled with ice and water. When their body temperature goes below 102 degrees Fahrenheit, they are monitored,” the official said.

“If they are stable, they are shifted into the ward. Otherwise, they are put on a ventilator. Most of the patients who are admitted are labourers,” he added.

The Safdarjung Hospital received 60 patients with suspected heatstroke, including 42 who were admitted. The hospital has reported six casualties, including a 60-year-old woman and a 50-year-old man.

At LNJP Hospital, four patients have died due to suspected heatstroke in the last two days.

“There were two deaths on Tuesday due to suspected heatstroke and two more on Wednesday. There are 16 heatstroke patients who have been admitted,” said a hospital official.

One of the victims, aged around 39, died during treatment on June 15. He was a motor mechanic who collapsed while working at his shop in Janakpuri. He was brought in with high-grade fever.

Speaking on heatstroke symptoms, a senior hospital official said patients sometimes collapse due to dehydration.

They also suffer from very high fever, which causes the body temperature to reach 106 to 107 degrees Fahrenheit, he added.

The Sir Ganga Ram Hospital in Delhi is reporting 30 to 35 heatstroke cases at its outpatient department daily.

“These include conditions such as heat cramp and heat exhaustion,” said Dr Atul Kakar, chairperson of the hospital’s Department of Internal Medicine.

“This surge in cases highlights the importance of public awareness about heat safety measures, including staying hydrated, seeking shade during peak sun hours and understanding the signs of heat-related distress. Healthcare providers are on alert, ensuring prompt and effective treatment to manage and mitigate the impact of rising temperatures on public health,” he added.

The heat wave is causing an increase in the prevalence of lupus that affects the skin, joints and kidneys, among other organs. People who have lupus frequently experience flare-ups and aggravated symptoms as the temperature rises.

Six to 10 cases of lupus were detected due to the prolonged heat wave. SLE (systemic lupus erythematosus) or lupus is an autoimmune disease in which the body’s own system is targeted, leading to multiple-organ affection and damage. It primarily affects women and that too in their child-bearing age between 15 and 45, said Dr Lalit Duggal, a senior consultant of rheumatology and clinical immunology at Sir Ganga Ram Hospital.

Meanwhile, police said they are getting calls regarding unnatural deaths of security guards, beggars or underprivileged people.

“The actual reason behind the deaths can only be known after post-mortem. But no doubt we are getting calls regarding deaths from all the districts of Delhi,” the senior police officer said.

“So far, we got to know that around 50 people died in different parts of Delhi. We have launched an investigation into the matter and our teams shifted the bodies to different hospitals for autopsy. The reports are awaited,” he added.

Modi govt cannot conduct exams without leaks, frauds: Congress

June 21, 2024 by Nasheman

Hitting out at Prime Minister Narendra Modi after the cancellation of the UGC-NET exam, the Congress on Thursday said every year he conducts a “grand tamasha” of what he calls ‘Pareeksha pe Charcha’ and yet his government cannot even conduct an examination without leaks and frauds.

The opposition party also asked the prime minister if he would “leak pe speak”.

The Union Education Ministry late on Wednesday night ordered cancellation of UGC-NET following inputs of the exam’s integrity being compromised.

Congress general secretary Jairam Ramesh said every year the PM conducts a “grand tamasha of what he calls ‘Pareeksha pe Charcha’.”

“Yet, his government cannot even conduct an examination without leaks and frauds,” he added.

Ramesh said the NEET UG 2024 Examination faces very serious questions that even the Education Minister has been forced to acknowledge.

The integrity of the National Testing Agency (NTA) is under severe doubt, he said.

Now the UGC-NET conducted just the day before yesterday has been cancelled last night, he said.

In fact, the government has been ruinous for India’s education system with the CUET (Common University Entrance Test) making a complete mockery of Class XII exams, Ramesh said.

The professionalism of NCERT, UGC, and CBSE has been destroyed, he claimed.

“The New Education Policy of 2020, rather than preparing India’s education system for the future, only serves as the Nagpur Education Policy 2020,” he alleged.

Soon after the cancellation of UGC-NET, the Congress on Wednesday dubbed the Modi government as “paper leak government” and asked whether the education minister would take responsibility now.

Congress president Mallikarjun Kharge attacked the government over the alleged irregularities in the medical entrance exam NEET, and asked when will Prime Minister hold “NEET pareeksha pe charcha”.

Congress leader Priyanka Gandhi Vadra also slammed the government after the Education Ministry ordered the cancellation of UGC-NET and asked for accountability to be fixed.

241 people booked in a day for driving on wrong side in Bengaluru

June 21, 2024 by Nasheman

Reports indicate that an average of 284 cases of wrong-side driving are registered daily in the city. Social media has seen a rise in complaints about this issue, highlighting its role in fatal accidents. During the crackdown, Bengaluru police also booked offenders for other violations, including defective number plates, driving while using a cellphone, over speeding, and more.

The Bengaluru Traffic Police recently introduced an Intelligent Traffic Management System (ITMS) utilizing artificial intelligence to detect and document violations. This system identifies infractions such as speeding, signal jumping, helmetless riding, triple riding, and mobile phone use while driving. Additionally, drones are employed to detect and alleviate traffic congestion, ensuring smoother vehicle movement.

SC notice to govt, NTA on pleas for cancelling NEET-UG 2024

June 21, 2024 by Nasheman

The Supreme Court Thursday sought responses from the Centre, the National Testing Agency (NTA) and others on petitions seeking the cancelation of NEET-UG 2024, and a court-monitored probe into the alleged irregularities in the medical entrance exam.

A vacation bench of Justices Vikram Nath and SVN Bhatti also sought responses from the parties on separate pleas filed by the NTA seeking the transfer of some pending petitions from the high courts to the apex court.

The bench posted these pleas for hearing on July 8.

One of the petitions, filed by 20 students who appeared in the medical entrance exam, also sought a direction to the NTA and others to conduct the test afresh.

While hearing separate pleas concerning the National Eligibility-cum-Entrance Test (Undergraduate)-2024 examination, the apex court had on June 18 said even if there was “0.001 per cent negligence” on the part of anyone in the conduct of the examination, it should be thoroughly dealt with.

The NTA conducts the all India pre-medical entrance test.

While hearing separate petitions raising grievances over the NEET-UG 2024, the apex court had last week sought responses from the Centre and the NTA on a plea for a Central Bureau of Investigation (CBI) probe into allegations of question paper leak and other irregularities in the exam.

The examination was held on May 5 across 4,750 centres and around 24 lakh candidates took it.
