 Two coaches of the Rani Kamlapati-Saharsa special passenger train derailed when it was about to enter Itarsi station in Madhya Pradesh on Monday evening, an official said.

No casualties were reported in the incident that occurred at 6:10 PM at Itarsi station under the Bhopal railway division, West Central Railway’s chief public relation officer (CPRO) Harshit Shrivastava told PTI over the phone from Jabalpur, the WCR headquarters.

“The train was about to enter platform number 2 when its two third AC cars derailed,” he said.

A potential tragedy was averted as the train was running at a speed of less than 5 km when the derailment happened, he said.

Shrivastava said an inquiry has been ordered into the incident.

The train resumed its onward journey at 9:10 PM after the two affected compartments were removed and an engine was attached, he said.

Passengers of the train were served refreshments by the railway at Itarsi junction.

Itarsi railway station in Narmadapuram district is one of the busiest railway junctions in India and an important junction station.

 Union Minister Giriraj Singh on Monday said Hindenburg Research has defamed the country in alliance with Congress and the “strictest action” will be taken against the US short-seller.

Hindenburg on Saturday launched a broadside against markets regulator Sebi chairperson Madhabi Buch, alleging she and her husband Dhaval had stakes in obscure offshore funds used in the alleged Adani money siphoning scandal.

The duo has denied the allegations as baseless and asserted their finances are an open book.

The Adani Group termed the latest allegations malicious and based on manipulation of select public information. The company said it has no commercial relationship with the Sebi chairperson or her husband.

Talking to reporters on the sidelines of an event here, Singh, the Union Minister for Textiles, also came down heavily on Congress leaders Rahul Gandhi and Jairam Ramesh.

“This is a gang to defame the country, Rahul (Gandhi) and Jairam Ramesh. Hindenburg defames us. We will not tolerate this insult to the nation. These people are enemies of the country. Now strictest action will be taken against Hindenburg,” Singh said.

Calling Gandhi ‘Bade Baap Ka Beta’, the minister said: “Rahul does not know anything about the state and direction of the nation”, and cautioned that the countrymen should “beware” of such people who try to create confusion and fear.

Asked about demands by Congress for a JPC probe in the Hindenburg matter, Singh said: “This Congress is behind Hindenburg. Hindenburg is a tool kit to ruin India and people like Rahul Gandhi are involved in it”.

Leader of Opposition in the Lok Sabha, Rahul Gandhi, on Sunday demanded a Joint Parliamentary Committee (JPC) inquiry into the charges against Securities and Exchange Board of India (Sebi ) chief Madhabi Buch in the latest Hindenburg report.

The Congress leader issued a stark warning regarding the integrity of India’s stock market following the latest allegations made by Hindenburg.

“Rahul Gandhi even defames the nation when he goes abroad. When at home, he (Rahul) creates confusion and fear among the countrymen… The countrymen should beware of such people. Creating confusion can be an act committed by anti-nationals. It is not appropriate, no patriot can do such a thing,” Singh said.

He was speaking on the sidelines of the ‘Handloom Expo’ here.

IIT Madras tops rankings for 6th straight year, IISc Bengaluru best university for 9th time

The Indian Institute of Technology (IIT) Madras remained on the top spot in the National Institute Ranking Framework, 2024 for the sixth consecutive year, while the Indian Institute of Science (IISc), Bengaluru was ranked as the best university for the ninth year in a row, according to the Ministry of Education.

Delhi University improved its rank from 11 to 6 while Hindu College stalled Miranda College’s seven-year run as the best college in the ninth edition of the NIRF rankings, which was announced by Union Minister of Education Dharmendra Pradhan on Monday.

Behind IIT Madras, IISc Bengaluru took the second spot in the “overall” category, followed by IIT Bombay while IIT Delhi, which was at the third place in the category last year, slipped to the fourth position.

Eight IITs figured in the top ten besides All India Institute of Medical Sciences (AIIMS), New Delhi and the Jawaharlal Nehru University (JNU).

Among universities, IISc Bengaluru is followed by JNU and Jamia Millia Islamia. All three retained their positions.

Nine IITs are in the top ten list for engineering colleges with IIT Madras being at the top for the ninth consecutive year in the category. IIT Delhi and IIT Bombay also retained their second and third spot respectively in the category. National Institute of Technology (NIT), Tiruchirapalli is the only non-IIT in the top ten list.

Knowing the quality, performance and strengths of an academic institution is a right of students and parents, the education minister said after the rankings were announced.

“All the 58,000 HEIs (higher education institutions) in the country must come under the ranking and rating framework. Our ranking mechanism must also include skilling as a parameter. Intangible aspects are powerful stimulus to learning and development. We should devise mechanisms to bring intangible aspects of education in the rankings framework,” Pradhan said.

“As we move forward, we recognise the need for more transparency and a progressive approach in evaluating institutions. The feedback from various institutes highlights that not all should be judged on the same factors,” he added.

Among management colleges, IIM Ahmedabad retained its top spot for the fifth year in a row, followed by IIM Bangalore and IIM Kozhikode. Two IITs — Bombay and Delhi — also figured in the top ten list for management courses.

In pharmacy, Jamia Hamdard rose to the top spot from its second position last year while the National Institute of Pharmaceutical Education and Research, Hyderabad slipped to the second rank. BITS Pilani retained its third position in the category.

DU’s Hindu College and Miranda House switched positions in the colleges category with the former bagging the top spot. St Stephen’s College is in the third position among colleges, up from its 14th rank last year.

Similarly for law, the National Law School of India University, Bengaluru followed by the National Law University, Delhi and NALSAR University of Law, Hyderabad retained their first, second and third spots, respectively.

For architecture and planning courses, IIT Roorkee was announced as the best, followed by IIT Kharagpur and NIT Calicut.

Among medical colleges, All India Institute of Medical Sciences (AIIMS), New Delhi bagged the top position followed by PGIME, Chandigarh and CMC Vellore at second and third spot.

Among the dental colleges, Saveetha Institute of Medical And Technical Sciences, Chennai and Manipal College of Dental Sciences retained the top two positions while the third rank was bagged by Maulana Azad Institute of Dental Sciences, New Delhi.

For research, IISc Bengaluru was declared the best, followed by IIT Madras and IIT Delhi at second and third spot.

For education in Agriculture and Allied Sectors, Indian Agricultural Research Institute, New Delhi is at the first spot while ICAR-National

Dairy Research Institute, Haryana bagged the second rank, followed by Punjab Agricultural University, Ludhiana.

For 2024, the ranking exercise maintains the practice of providing a comprehensive “overall” rank, alongside distinct rankings in categories — Universities, Research Institutions, Degree Colleges and Innovation as well as discipline-specific rankings in Engineering, Management, Pharmacy, Law, Medical, Dental, Architecture and Planning, and Agriculture and Allied Sectors.

Additionally, open universities, state public universities and skill universities have been included as new verticals in this year’s rankings.

Among state public universities, Anna University in Chennai bagged the top spot, followed by Kolkata’s Jadavpur University and Savitribai Phule University, Pune.

IGNOU topped the list for open universities, followed by Netaji Subhas Open University, Kolkata and Babasaheb Ambedkar Open University, Ahmedabad.

Among skill universities, Symbiosis Skills and Professional University, Pune was awarded the first position followed by Shri Vishwakarma Skill University, Haryana and Bhartiya Skill Development University, Rajasthan at second and third spot respectively.

The participation of HEIs in the NIRF rankings has grown from 3,565 in 2016 to 10,845 in 2024, with the number of categories and subject domains expanding from four in 2016 to sixteen in 2024.

The NIRF provides for ranking of institutions in five broad generic groups of parameters – Teaching, Learning and Resources (TLR), Research and Professional Practice (RP); Graduation Outcome (GO); Outreach and Inclusivity (O&I) and Perception (PR).

Woman can also be tried under POCSO for offence of ‘penetrative sexual assault: Delhi HC

 A female can also face criminal proceedings under POCSO for committing the offence of “penetrative sexual assault” on a child, and the offence is not restricted to only male offenders, the Delhi High Court has held.

Justice Anup Jairam Bhambhani said the Protection of Children from Sexual Offences (POCSO) Act was enacted to protect children from sexual offenses, “regardless of whether an offense is committed upon a child by a man or a woman”. There was no reason why the word “person” appearing in section 3 (penetrative sexual assault) should be read as referring only to a “male”, he added.

The court’s decision was delivered last week on a plea by an accused in a POCSO case, who argued that since she was a woman, the offences of “penetrative sexual assault” and “aggravated penetrative sexual assault” can simply not be made out against her.

The accused, while assailing the framing of charges against her, contended that a plain reading of the provision showed that it only, and repeatedly, used the pronoun “he”, meaning that the intent of the legislature was only to make a man liable for the offense.

However, the court said there is no reason why the word “person’ appearing in section 3 of the POCSO Act should be read as referring only to a “male”.

“It is accordingly held that the acts mentioned in sections 3 and 5 (aggravated penetrative sexual assault) of the POCSO Act are an offence regardless of the gender of the offender, provided the acts are committed upon a child,” the court said in the judgment.

“Giving due regard to the fact that the Legislature enacted the POCSO Act in order to provide protection to children from sexual offenses – regardless of whether an offense is committed upon a child by a man or a woman – the court must not interpret any provision of the statute that derogates from the legislative intent and purpose,” it stated.

The court noted that under the Indian Penal Code (IPC), the pronoun “he” and its derivatives are used for any person, whether male or female, and the POCSO provision must not be interpreted in a manner that restricts the offense only to a man.

“When viewed from this lens, the only rational inference is that the pronoun ‘he’ appearing in section 3(a), 3(b), 3(c) and 3(d) must not be so interpreted as to restrict the offense engrafted in those sections only to a ‘man’.

“It is extremely important to note that the said provisions include within the ambit of penetrative sexual assault, the insertion of any object or body-part; or the manipulation of any body part of a child to cause penetration; or the application of the mouth. It would therefore be completely illogical to say that the offense contemplated in those provisions refers only to penetration by a penis,” the court observed.

The court, on a prima-facie consideration of the material, therefore, ruled that the offence of “aggravated penetrative sexual assault” was made out against the petitioner, even though she was a woman.

“The petitioner is therefore required to be put to trial for the offenses as charged. The petition is accordingly dismissed,” held the court.

SC to hear plea of Maharashtra Muslim cop suspended for keeping beard in violation of rules

Article 25 of the Constitution pertains to freedom of conscience and the right freely to profess, practise and propagate religion.

A bench comprising Chief Justice D Y Chandrachud and Justices J B Pardiwala and Manoj Misra agreed to examine the issue.

The plea was of a Muslim constable of Maharashtra State Reserve Police Force (SRPF). He was suspended for keeping a beard, violating the Bombay Police Manual of 1951.

“This is an important issue of the Constitution… We will list the matter for hearing on a non-miscellaneous day,” the CJI said, after being told that the case was before the Lok Adalat and remained unresolved.

Zahiroddin S Bedade had approached the top court in 2015.

Earlier, the bench had offered to revoke his suspension if he agreed to shave his beard. The petitioner, however, had then refused to accept the condition.

Shashi Tharoor commends India’s support for Sheikh Hasina amid Bangladesh crisis

New Delhi: Congress leader and MP Shashi Tharoor praised the Indian government’s decision to provide refuge to Sheikh Hasina after she stepped down as Bangladesh’s Prime Minister following violent protests. Tharoor further said that the recent political shift in Bangladesh should not harm India-Bangladesh relations, highlighting India’s longstanding commitment to the welfare of the Bangladeshi people since 1971.

Tharoor expressed confidence in the interim government led by Nobel laureate Muhammad Yunus, noting that there is no reason for India to be concerned. He acknowledged the potential influence of Pakistan and China but downplayed the likelihood of any immediate threats. Tharoor also lauded the Modi government’s quick action in offering help to Sheikh Hasina, describing it as a necessary step in upholding India’s reputation as a reliable ally.

In response to concerns about attacks on minorities in Bangladesh, Tharoor acknowledged the incidents but pointed out positive reports of solidarity among communities. He voiced hope that Yunus’s call for peace and protection of minorities would be effective in stabilizing the situation.

Sheikh Hasina, who resigned after protests against a reservation policy escalated, has been in India for almost a week. India’s External Affairs Minister S Jaishankar has briefed Opposition leaders on the situation, with the Opposition pledging full support to the government’s approach.

Unauthorised helicopter flight ends with crash on hotel roof in Australia killing pilot

Wellington: A man died after an unauthorised helicopter flight in Queensland, Australia ended in a crash on a hotel roof early Monday morning, prompting the evacuation of hundreds of people from the building as flames engulfed the aircraft.

Authorities in the city of Cairns said that they had not confirmed the identity of the pilot, his reason for making the flight or how the tourist helicopter was able to take off from Cairns Airport.A couple staying at the hotel was hospitalised suffering from smoke inhalation and have now been discharged, Queensland Police Service Acting Chief Superintendent Shane Holmes told reporters. No one else on the ground was hurt.

Holmes said it was not known if the man flying the helicopter held a pilot’s license or if he worked for the company that owned the craft, Nautilus Aviation.

“There is no further threat to the community, and we believe this is an isolated incident,” Holmes said.

Nautilus Aviation said in an unattributed written statement that the flight was “unauthorised” but would not supply any further details.

Cairns Airport CEO Richard Barker said initial findings of a review Monday showed “no compromise of the airport security program or processes.”

About 400 people were evacuated from the hotel after the crash, which happened in the early hours of the morning in a busy tourist district of Cairns — a tropical city of 150,000 people in far north Queesland — where it is peak season for holidaymakers. Witnesses told local news outlets the crash sounded like a bomb exploding.

Smoke and flames billowed from the roof of the Doubletree Hilton and one of the helicopter’s rotor blades landed in the hotel pool, the Australian broadcaster ABC reported.

All Adani group stocks tumble; Adani Energy slumps 17 pc

New Delhi: All the ten Adani group stocks slumped in early trade on Monday, with Adani Energy tumbling 17 per cent, after the US short-seller Hindenburg Research alleged that SEBI chairperson Madhabi Puri Buch and her husband had undisclosed investments in obscure offshore funds in Bermuda and Mauritius, the same entities allegedly used by Vinod Adani to round-trip funds and inflate stock prices.

Adani Energy Solutions nosedived 17 per cent, Adani Total Gas tanked 13.39 per cent, NDTV plunged 11 per cent and Adani Power dropped 10.94 per cent on the BSE.

Stocks of Adani Green Energy declined 6.96 per cent, Adani Wilmar slumped 6.49 per cent, Adani Enterprises tumbled 5.43 per cent, Adani Ports dived 4.95 per cent, Ambuja Cements skidded 2.53 per cent and ACC dipped 2.42 per cent.

Hindenburg Research had on Saturday alleged that SEBI chairperson Buch and her husband had undisclosed investments in obscure offshore funds in Bermuda and Mauritius, the same entities allegedly used by Vinod Adani – the elder brother of group chairman Gautam Adani – to round-trip funds and inflate stock prices.

Buch and her husband issued a statement calling Hindenburg’s latest tirade as an attack on the credibility of SEBI and attempted “character assassination”.

In the equity market, the 30-share BSE Sensex tanked 479.78 points to 79,226.13. The NSE Nifty dropped 155.4 points to 24,212.10.

Buch and her husband Dhaval Buch in a joint statement on Sunday said the investments were made in 2015, well before her appointment as a whole-time member of SEBI in 2017 and the subsequent elevation as chairperson in March 2022, and in capacity as “private citizens living in Singapore”. These funds became “dormant” on her appointment in SEBI.

“SEBI was tasked with investigating investment funds relating to the Adani matter, which would include funds Ms Buch was personally invested in and funds by the same sponsor which were specifically highlighted in our original report. This is obviously a massive conflict of interest,” Hindenburg said.

ED may summon Rahul Gandhi again for National Herald money laundering probe

New Delhi: The Enforcement Directorate (ED) is expected to summon Rahul Gandhi, Leader of the Opposition in the Lok Sabha, for further questioning in its ongoing money laundering investigation related to the National Herald newspaper. According to sources, the ED aims to conclude its probe, which has already led to the attachment of assets worth ₹751 crore.

Rahul Gandhi, who was previously interrogated by the agency for nearly 40 hours in June 2022, may face another round of questioning. The ED’s investigation focuses on the financial transactions of Young Indian Pvt Ltd (YI), a company in which both Rahul Gandhi and his mother Sonia Gandhi hold majority stakes. The probe also examines the acquisition of Associated Journals Ltd (AJL) by YI and the ₹90.21 crore loan given by the All India Congress Committee (AICC) to AJL.

The ED’s findings suggest that a criminal conspiracy was orchestrated to transfer control of properties worth “hundreds of crores of rupees” from AJL to the “beneficial owners” of YI, Rahul and Sonia Gandhi. The agency has alleged that the same individuals held key positions in AJL, YI, and AICC, facilitating the transactions.

In response, Congress has consistently denied any wrongdoing, arguing that the financial decisions were made to save the National Herald newspaper and protect the jobs of its staff. The party has accused the central government of using the ED to target the Gandhi family for political reasons.

The case has been ongoing, with AJL challenging the attachment of properties before the appellate tribunal for forfeited property (ATFP). As the ED seeks to finalize its investigation, it remains uncertain whether Sonia Gandhi will also be called for additional questioning.

10 govt hospitals in Delhi begin indefinite strike over doctor’s rape-murder in Kolkata

Ten government hospitals in Delhi have begun an indefinite strike, halting all elective services on Monday, in response to the recent rape and murder of a resident doctor in Kolkata.

The Maulana Azad Medical College, RML Hospital, Lady Hardinge Medical College, VMMC and Safdarjung Hospital, Deen Dayal Upadhyay Hospital, GTB, IHBAS, Dr Baba Saheb Ambedkar Medical College, and National Institute of TB and Respiratory Diseases Hospital are participating in the strike, which began at 9 am, according to a statement by the Resident Doctors’ Associations (RDA).

According to the RDA, during the indefinite strike, all outpatient departments (OPDs), operation theatres (OTs), and ward duties will be shut, but emergency services will continue to operate as usual, ensuring that urgent patient care remains unaffected.

The move comes in response to a call from the Federation of Resident Doctors’ Association (FORDA) after a postgraduate trainee doctor was raped and murdered at the RG Kar Medical College in Kolkata while on duty.

The semi-naked body of the 32-year-old woman was found in the seminar hall of the government-run hospital in the West Bengal capital on Thursday night.

“As a mark of solidarity with our colleagues at RG Kar, we announce a nationwide suspension of elective services in hospitals starting Monday, August 12. This decision is not made lightly but is necessary to ensure that our voices are heard and that the demands for justice and safety are addressed without further delay,” the statement read.
