What is the Indus Waters Treaty suspended by India after Pahalgam attack

April 24, 2025 by Nasheman

New Delhi: In response to the recent terror attack in Pahalgam that killed 28 people, India on Wednesday announced the suspension of the 1960 Indus Waters Treaty (IWT) with Pakistan. The decision was part of a set of retaliatory measures aimed at pressuring Islamabad to withdraw its support for cross-border terrorism.

The announcement was made by Foreign Secretary Vikram Misri during a press conference held after a high-level meeting of the Cabinet Committee on Security (CCS) chaired by Prime Minister Narendra Modi. Misri stated that the treaty would remain suspended until Pakistan credibly and irrevocably abjures its support for terrorism.

What is the Indus Waters Treaty?

Signed on 19 September 1960 in Karachi, the Indus Waters Treaty was brokered by the World Bank and signed by then Indian Prime Minister Jawaharlal Nehru and Pakistan’s President Field Marshal Ayub Khan. The treaty outlines the division of the Indus River system between the two countries.

Under the agreement, India was given control over the eastern rivers, Ravi, Beas, and Sutlej, while Pakistan was allocated the waters of the western rivers, Indus, Jhelum, and Chenab. While India is permitted to generate hydroelectricity through run-of-the-river projects on the western rivers, Pakistan retains the right to raise objections on project designs.

The river system plays a crucial role in both countries’ agriculture and water supply. After the 1947 partition, Pakistan became the lower riparian state and India the upper riparian state, necessitating an agreement to prevent future disputes.

The treaty includes 12 Articles and 8 Annexures, and was known for surviving multiple Indo-Pak conflicts. India had already sent a notice to Pakistan in September last year seeking a review and modification of the treaty.

What can India now do under the suspension?

According to P. K. Saxena, former Indian Commissioner for Indus Waters:
– India may stop sharing water flow data with Pakistan
– India can build storage infrastructure on Western Rivers like the Indus, Jhelum, and Chenab
– Pakistan officials may be denied access to inspect Indian hydropower projects
– India can begin reservoir flushing techniques at projects like Kishenganga to improve dam longevity

However, Saxena clarified that immediate disruption of Pakistan’s water supply is unlikely, as India lacks the infrastructure to stop or divert river flows at present.

Legal implications and Pakistan’s options

The IWT does not include an exit clause, making unilateral withdrawal technically illegal. While it includes a dispute resolution mechanism (Article IX and Annexures F & G), this is limited to disputes within the treaty’s scope, not enforcement of the treaty itself.

In 2016, Pakistani legal expert Ahmer Bilal Soofi said arbitration would be ineffective if India refuses to recognise the treaty, and Pakistan cannot approach the ICJ due to India’s reservations under the ICJ statute.

Longstanding tensions over Hydroelectric projects

Disputes over Kishenganga and Ratle hydroelectric projects in Jammu and Kashmir have long strained the treaty. In January 2023, India sent its first-ever notice seeking modification of the treaty, followed by a second notice in September 2024.

Pakistan has opposed the projects’ design, claiming they violate IWT provisions. Though these are “run-of-the-river” projects that do not obstruct river flow, Islamabad argues they could be misused to manipulate water supply.

India, citing Pakistan’s continued resistance, invoked Article XII(3), which allows modification of the treaty through mutual consent.

Role of neutral expert

In January 2025, Michel Lino, a Neutral Expert appointed by the World Bank, ruled that he was competent to adjudicate the dispute over the Kishenganga and Ratle projects. While Pakistan claimed the differences exceeded the expert’s mandate, India argued they were well within the treaty’s provisions.

What happens next?

Pakistan is yet to officially respond to India’s suspension. However, the move is likely to escalate tensions, both diplomatically and politically. Given the treaty’s pivotal role in Indo-Pak relations and South Asia’s water security, the consequences of this suspension could be profound and long-lasting.

Additional measures announced

Apart from suspending the treaty, the Indian government unveiled a series of other diplomatic and security steps:

1. Closure of Attari checkpost: The integrated checkpost at Attari has been shut. Pakistani nationals who entered through this route may return before 1 May 2025.

2. Visa cancellations: All SAARC Visa Exemption Scheme (SVES) visas previously issued to Pakistani nationals have been cancelled. Those already in India under SVES have 48 hours to leave.

3. Expulsion of defence advisors: India has declared all Defence, Military, Naval, and Air Advisors in the Pakistani High Commission in New Delhi as *persona non grata*. They have a week to leave the country.

4. Withdrawal of Indian advisors from Islamabad: India has also withdrawn its own Defence, Navy, and Air advisors from its High Commission in Islamabad, effectively nullifying those positions.

The decisions come amid growing domestic outrage over the attack in Jammu and Kashmir’s Pahalgam, where gunmen opened fire on tourists, killing 28 and injuring several others.

Team India head coach Gautam Gambhir receives death threat via email

April 24, 2025 by Nasheman

New Delhi: Team India head coach and former cricketer Gautam Gambhir has reportedly lodged a formal complaint with the Delhi Police after receiving a death threat via email, which read: “I kill you.”

Gambhir received two identical threatening emails on Tuesday—one in the afternoon and another in the evening. Disturbed by the messages, he immediately approached the police and filed a formal complaint for an FIR while seeking enhanced security measures for his family, as reported by India Today on Thursday.

The cyber cell is working to trace the email’s origin and identify the perpetrator. This marks not the first time Gambhir has faced such intimidation; a similar threat was reported in November 2021 during his tenure as a Member of Parliament.

The threat comes just days after the terror attack in Jammu and Kashmir’s Pahalgam. Gambhir condemned the incident on Tuesday via X, writing: “Praying for the families of the deceased. Those responsible for this will pay. India will strike.”

Gambhir has urged law enforcement authorities to take all necessary precautions to ensure the safety and security of himself and his family.

AIMPLB condemns Pahalgam attack halts Waqf Act protests for three days

April 24, 2025 by Nasheman

New Delhi: The All India Muslim Personal Law Board (AIMPLB) has condemned the terror attack in Pahalgam, which claimed 26 lives, and announced a temporary suspension of its protests against the recent amendments to the Waqf Act.

The attack, which took place at a prominent tourist destination in south Kashmir’s Anantnag district on Tuesday, left 26 people, mostly tourists, dead and several others injured.

In a statement issued on Wednesday, the AIMPLB expressed solidarity with the families of the victims and declared a three-day pause in its ongoing protest programmes, starting April 23.

SQR Ilyas, national convener of the Majlis-e-Amal for the Protection of Waqf under the AIMPLB, called the Pahalgam attack “deeply tragic and strongly condemnable”.

He said the decision to halt the protest was taken as a mark of mourning and support for the bereaved families. A circular has been issued to all state and district conveners of the campaign, directing an immediate halt to all protest-related activities during the period of mourning.

Ilyas clarified that the campaign against the “controversial amendments” to the Waqf Act will resume after the three-day suspension.

CM Siddaramaiah urges Centre to eliminate terrorists ensure Pahalgam like incidents don’t repeat

April 24, 2025 by Nasheman

Bengaluru: Karnataka Chief Minister Siddaramaiah on Thursday paid respects to Bharath Bhushan, who was shot dead in the terrorist attack at Pahalgam in Jammu-Kashmir, and urged the central government to eliminate terrorists and ensure that such incidents don’t repeat.

Asserting that everyone is with the Centre in its action against the terrorists, he, however, reiterated intelligence failure in stopping the attack from happening.

Bodies of two tourists from Karnataka who were killed by the terrorists in the Pahalgam terror attack were brought to the Kempegowda International Airport here in the early hours on Thursday.

Manjunath Rao and Bharath Bushan were among the 26 people killed in front of their families after confirming their religious identity in Pahalgam on Tuesday. Most of those killed by terrorists were tourists.

While Rao’s body was taken to his hometown Shivamogga, Bushan’s body was brought to his residence in Bengaluru. The last rites are likely to take place later in the day.

“On behalf of the government and seven crore Kannadigas, I pay my respects to Bharath Bhushan. Still young age, he was 41 years old and a BE, MBA graduate. An untoward incident has happened. This is an inhuman act. I strongly condemn it,” Siddaramaiah said.

Speaking to reporters here after paying respects to Bhushan, he said that eliminating terrorists is the responsibility of the government. Terrorism and terrorist activities should have no place in the country.

“For no reason the government (central) should show any discount towards this. We are all with the central government. I urge the Centre to eliminate all terrorists. Our full support is there for this” he added.

Pointing out that innocent people who had gone to Kashmir as tourists were killed in front of their wives and children, the CM said, there cannot be another heinous and inhuman act than this. He further said that he strongly condemned it.

Citing the Pulwama terror incident in which around 40 soldiers were killed, he said, “Now this incident has happened. It should be ensured that such incidents don’t repeat. The terrorists should be traced and they should be eliminated from the country. I urge the central government to take such measures. I somewhere feel that there was intelligence failure.”

Noting that two people from the state have died and another person from Andhra who was a resident of Bengaluru was also killed and his body has been taken to his home state, Siddaramaiah said, Minister Madhu Bangarappa will be paying respect to Manjunath Rao in Shivamogga, on behalf of the government.

The government has announced Rs 10 lakh each to the family of the deceased, and will always be with them, he said.

A team of officers and Minister Santosh Lad rushed to Jammu and Kashmir to get back bodies to the state, and to ensure the return of Kannadigas who had gone there as tourists. 177 Kannadigas are being brought back. “It is the responsibility of the government,” the CM said.

Bharath Bhushan was shot dead by the terrorists while his wife Sujatha and their three-year-old son were spared. While Manjunath Rao, a realtor, was also killed in the presence of his wife and son.

PBKS beat RCB by five wickets in IPL

Bengaluru: Punjab Kings defeated Royal Challengers Bengaluru by five wickets in their rain-curtailed Indian Premier League match here on Friday.

Batting first, Tim David (50 off 26 balls) struck a counter-attacking fifty to lift RCB to 95 for nine in a match that was reduced to 14 overs per side after a delayed start due to evening showers.

In reply, PBKS completed the chase in 12.1 overs with Nehal Wadhera making a brisk 33 off 19 balls. Josh Hazlewood (3/14) bowled brilliantly for RCB, but his effort was not enough.

Earlier, RCB lost wickets at regular intervals with the likes of Arshdeep Singh, Yuzvendra Chahal, and Marco Jansen doing the bulk of the damage for the visiting team.

Brief scores:

Royal Challengers Bengaluru: 95/9 in 14 overs (Tim David 50 not out; Arshdeep Singh 2/23, Yuzvendra Chahal 2/11, Marco Jansen 2/10).

Punjab Kings: 98/5 in 12.1 overs (Nehal Wadhera 33 not out; Josh Hazlewood 3/14).

Putin announces Easter ceasefire as Russia, Ukraine swap hundreds of POWs

Putin announces Easter ceasefire as Russia, Ukraine swap hundreds of POWs
Russian President Vladimir Putin | PC: PTI

Moscow: Russian President Vladimir Putin announced a temporary Easter ceasefire in Ukraine starting Saturday, citing humanitarian reasons, as Russia and Ukraine swapped hundreds of captured soldiers in the largest exchange since Moscow’s full-scale invasion started over three years ago.

According to the Kremlin, the ceasefire will last from 6 pm Moscow time (1500 GMT) on Saturday to midnight (2100 GMT) following Easter Sunday.

“We assume that the Ukrainian side will follow our example. At the same time, our troops must be ready to repel possible violations of the truce and provocations from the enemy, any of its aggressive actions,” Putin said at a meeting with Chief of the General Staff Valery Gerasimov, in a video shared by the Kremlin’s Press Service.

Ukrainian President Volodymyr Zelenskyy called the ceasefire “another attempt by Putin to play with human lives.” He wrote on X that “air raid alerts are spreading across Ukraine,” and “Shahed drones in our skies reveal Putin’s true attitude toward Easter and toward human life”.

Largest POW exchange so far

The two sides meanwhile exchanged hundreds of POWs on Saturday. Russia’s Ministry of Defence said that 246 Russian service members were returned from territory controlled by Kyiv, and that “as a gesture of goodwill” 31 wounded Ukrainian POWs were transferred in exchange for 15 wounded Russian soldiers in need of urgent medical care.

Zelenskyy said that 277 Ukrainian “warriors” have returned home from Russian captivity.

Both sides thanked the United Arab Emirates for their mediation.

Putin’s ceasefire announcement came after US President Donald Trump on Friday said negotiations between Ukraine and Russia are “coming to a head” and insisted that neither side is “playing” him in his push to end the grinding three-year war.

Trump spoke shortly after Secretary of State Marco Rubio warned that the US may “move on” from trying to secure a Russia-Ukraine peace deal if there is no progress in the coming days, after months of efforts have failed to bring an end to the fighting.

In January 2023, Putin had ordered his forces in Ukraine to observe a unilateral, 36-hour cease-fire for Orthodox Christmas. Ukrainian President Volodymyr Zelenskyy had stopped short of stating his forces would reject Putin’s request, but dismissed the Russian move as playing for time to regroup its invasion forces and prepare additional attacks.

Russia says its forces have retaken nearly all of Kursk

Russia’s Defence Ministry said Saturday its forces pushed Ukrainian troops from the village of Oleshnya, one of their last remaining footholds in Russia’s Kursk region where the Ukrainians staged a surprise incursion last year.

Gerasimov said Saturday in a report to Putin, quoted by Russian state media, that Russia had retaken nearly all of the territory from Ukrainian forces.

“The main part of the region’s territory, where the invasion took place, has now been liberated. This is 1,260 square kilometers, 99.5%,” Gerasimov said.

Zelenskyy wrote on X that Ukrainian forces “continued their activity on the territory of the Kursk region and are holding their positions”.

The Associated Press was unable to immediately verify the claim by Russia. Russian and North Korean soldiers have nearly deprived Kyiv of a key bargaining chip by retaking most of the region.

According to Russian state news agency Tass, Russia is still fighting to push Ukrainian forces out of the village of Gornal, some 11 km south of Oleshnya.

“The Russian military has yet to push the Ukrainian armed forces out of Gornal… in order to completely liberate the Kursk region. Fierce fighting is underway in the settlement,” the agency reported, citing Russia security agencies.

In other developments, the Ukrainian air force reported that Russia fired 87 exploding drones and decoys in the latest wave of attacks overnight into Saturday. It said 33 of them were intercepted and another 36 were lost, likely having been electronically jammed.

Russian attacks damaged farms in the Odesa region and sparked fires in the Sumy region overnight, Ukraine’s State Emergency Service said Saturday. Fires were contained, and no casualties were reported.

Russia’s Ministry of Defence, meanwhile, said its air defence systems shot down two Ukrainian drones overnight into Saturday.

Pakistan team won’t travel to India for ICC women’s ODI World Cup

April 20, 2025 by Nasheman

Pakistan team won't travel to India for ICC women's ODI World Cup

Lahore: Pakistan Cricket Board (PCB) Chairman Mohsin Naqvi on Saturday announced that their women’s team will not travel to India for the ICC ODI World Cup later this year and play their matches at a neutral venue, following the hybrid model accepted earlier this year.

When Pakistan hosted ICC Champions Trophy recently, BCCI had refused to send Indian team across the border due to diplomatic tension between the two nations and their matches were held in Dubai.

A hybrid model was agreed upon that allowed both India and Pakistan to play their matches at neutral venues if one of the two countries was to host an ICC event.

“Just like India didn’t play in Pakistan in the Champions Trophy and were allowed to play at a neutral venue, whatever venue is decided, we will play. When there is an agreement it has to be adhered to,” he said.

The PCB chief said India and ICC being the hosts of the tournament would decide on the neutral venue.

India will host the tournament from September 29 to October 26 with Australia being the defending champions.

Naqvi also expressed satisfaction over the impressive manner in which Pakistan women’s team qualified for the World Cup.

Pakistan ended up winning all their five matches in the Qualifiers held in Lahore. They beat Ireland, Scotland, West Indies, Thailand and Bangladesh to qualify smoothly for the main round for which hosts India, England, New Zealand, Australia, South Africa and Sri Lanka have already qualified.

“The team showed how to take home advantage and play like a collective unit. I am happy that women’s cricket is doing well now,” he said.

He added the PCB would definitely announce a special reward for the women’s team for their outstanding performance.

Naqvi also said that he was happy that the PCB had hosted another ICC event successfully after the Champions Trophy.

Easter Greetings From the Archbishop Of Bangalore

April 20, 2025 by Nasheman

Nasheman news

Easter marks the glorious Resurrection of Jesus Christ – not merely as a historical event, but as a profound spiritual reality that continues to inspire faith, courage, and transformation in the hearts of believers and all people of goodwill.

Rev. Dr. Peter Machado Archbishop Of Bangalore

The message of Easter is universal. It speaks of peace where there is conflict, of reconciliation where there is division, and of compassion where there is suffering. When the Risen Lord appeared to His disciples, His first words were, “Peace be with you.” These words resound through the ages, reminding us of our collective call to nurture harmony, extend forgiveness, and build bridges of understanding in our communities and nation.

In the spirit of Easter, may we rise above despair and discouragement, embracing instead a renewed commitment to love, justice, and solidarity. May this holy season fill your hearts and homes with divine grace, inner strength, and lasting joy.

Our prayers and blessings extend beyond the boundaries of faith, reaching out to all the people of our State and Country. May this Easter inspire in each one of us a new dawn of peace, hope, and countless blessings.

Jain temple demolition: BMC transfers ward officer as community protests

Jain temple demolition: BMC transfers ward officer as community protests
People take part in a protest march against demolition of a Jain temple at Vile Parle area, in Mumbai

Mumbai: The Brihanmumbai Municipal Corporation (BMC) on Saturday transferred an assistant municipal commissioner after the demolition of a Jain temple in Vile Parle area of the city sparked a controversy.

Members of the Jain community took out a protest march over the issue earlier in the day.

Navnath Ghadge, who was in charge of the K-east ward, has been transferred with immediate effect, municipal commissioner Bhushan Gagrani told PTI.

A team of K-east ward on April 16 demolished a Jain temple or ‘chaitalaya’ located inside Neminath Cooperative Housing Society, claiming it to be an unauthorised structure.

A protest march was taken to the ward office on Saturday. Paresh Shah of the Maharashtra Gaushala Sangh claimed that more 20,000 people including religious leaders and Maharashtra minister Mangal Prasad Lodha, local BJP MLA Parag Alavani and a few other political leaders participated in the march.

A delegation of protesters submitted a memorandum of demands and had a two-hour-long meeting with Ghadge, he said.

“The entire Jain community is anguished by the BMC’s action,” said Shah, demanding that the civic body suspend the officer. The temple was demolished without giving the trustees time to respond, he claimed.

Shiv Sena (UBT) leader and city MLA Aaditya Thackeray said the BMC was being fully and directly controlled by the Chief Minister’s Office and Urban Development Minister’s office, suggesting that they were to blame for the incident.

The Urban Development department is headed by deputy CM Eknath Shinde who heads the rival Shiv Sena.

“Who was guardian minister (Lodha) protesting against? What he is doing is drama instead of saving the Derasar (temple) using his powers as guardian minister!

“He has an illegal office in the BMC itself, and has a huge experience of real estate and such cases. Instead of protecting the Derasar, now he is doing the drama of a protest. I hope everyone realises – the BJP belongs to nobody. It is the BJP govt that is running the BMC through the CM’s office,” Thackeray alleged.

MP and Mumbai Congress president Varsha Gaikwad, who participated in the protest march, claimed BMC officials demolished the temple without waiting for the court’s ruling.

The idols of Jain Tirthankars and religious texts were also “insulted” during the action, she alleged, blaming the “bulldozer government of the BJP alliance” responsible for the “conspiracy.”

She spoke to commissioner Gagrani who assured that a new temple will be built at the same place, she said.

Congress leader Vijay Wadettiwar accused the BJP government of “targeting the minorities”. “It is wrong to demolish a structure without giving a proper notice. Action should be taken against the officials involved in this, ” he said.
