Beyond politics Belagavi session must focus on tangible outcome

The 10-day winter session of the Karnataka legislature will start on Monday in Suvarna Soudha in Belagavi.

The entire state machinery will descend on the border city known for its mouth-watering sweet delicacy ‘Kunda’, and pleasant weather, raising expectations from people in North Karnataka.

Several important issues, including drought relief measures, warrant urgent and productive discussions. It is the collective responsibility of the ruling and the opposition parties to ensure that they keep people’s issues and interests as the focus of discussions, although it is impossible to keep aside politics completely.

For the opposition, the session provides a forum to put the government on the mat over what it perceives as the administration’s shortcomings, while the government presents its standpoint even as it attempts to take members into confidence in the process of formulating laws.

This time around, the BJP and Janata Dal (Secular) will be working together to take on the Siddaramaiah government on a plethora of issues. Newly appointed Leader of the Opposition in the Assembly R Ashoka and BJP state president BY Vijayendra, also a member of the assembly, will be keen to prove their legislative prowess and ability to coordinate with the regional party leaders to take on the government.

The state cabinet’s decision to withdraw the consent given to the Central Bureau of Investigation (CBI) to probe a disproportionate assets case against Deputy Chief Minister DK Shivakumar, and Minister for Minority Welfare and Wakf BZ Zameer Ahmed Khan’s remarks that all senior BJP MLAs in the state have to bow before a Muslim Speaker is likely to rock the session. They may even derail the proceedings if the government fails to handle the situation deftly.

The new BJP state president has stated that they will not allow Zameer Ahmed Khan to take part in the session. The BJP will also question the government over drought relief measures, power crisis, failure to make much headway in irrigation projects, development works coming to a standstill, and shortcomings in the implementation of guarantee schemes.

Former CM and JD(S) state president HD Kumaraswamy has also made it clear that he will join forces with BJP to corner the government. JDS and Congress leaders were engaged in a bitter battle over alleged corruption in transfers, allegations against the CM’s son, and power theft charge against Kumaraswamy. The animosity between the ruling and opposition leaders is likely to cast its shadow over the session.

From the Opposition perspective, there are many potent issues to take on the government, and BJP and JD(S) will not let go of those issues. However, those issues should not lead to a deadlock, disrupting the proceedings endlessly as that is not the only strategy to convey the point to the people. Most of all, the Opposition must use all the provisions available within the legislative set-up to corner the government, and the ruling party should accommodate and take the opposition into confidence instead of taking a confrontational path.

Former Chief Minister Jagadish Shetttar, a veteran Congress leader from North Karnataka, who attended all the sessions held in Belagavi, is of the view that conducting the legislative session in Belagavi gives people a sense that the government has come to the region, and it is important to have constructive discussions.

Shettar was the Revenue Minister in the BJP-JDS coalition government when the session was held for the first time in Belagavi in 2006 on the Jawaharlal Nehru Medical College (JNMC) campus. He was also the Assembly Speaker when the foundation stone for the Suvarna Vidhana Soudha was laid. It was inaugurated by then-President Pranab Mukherjee when Shettar was the CM in 2012.

So far, the session has been conducted at Suvarna Soudha for only 90 days. The government annually spends nearly Rs 5 crore for its maintenance and not many state-level offices were shifted to either Suvarna Vidhana Soudha or the North Karnataka region as announced by governments earlier.

Shettar suggests cabinet meetings should be held in Suvarna Soudha once in three months and ministers should hold department meetings once a month.

Ironically, the magnificent structure comes to life just once a year when it is cleaned up and illuminated for the session. For most of the year, it goes almost unnoticed. That should not be the case with the governance and discussions held during the winter session. Members cutting across the party lines should strive to make it count.

Ronaldo walks off to chants of ‘Messi! Messi!’ as Al-Nassr loses 3-0 to Al-Hilal in Riyadh derby

RIYADH: Cristiano Ronaldo walked off the field with the gleeful chants of “Messi! Messi!” ringing in his ears from delighted Al-Hilal fans who had just watched their Saudi Pro League team beat the Portugal superstar’s Al-Nassr 3-0 in the Riyadh Derby on Friday.

The five-time Ballon d’Or winner may have finished on the losing team — Aleksandar Mitrovic scored twice after fellow Serbian Sergej Milinkovic-Savic opened Al-Hilal — but Ronaldo still remains the focus of attention in Saudi Arabian soccer despite the taunts of opposition fans referencing his great rival of nearly two decades.

When Ronaldo warmed up, there were cheers from the several thousand away fans, many of whom had No. 7 on their backs, and jeers from the masses of home supporters. But even in those hostile sections, parents pointed out the 38-year-old soccer great to sons and daughters.

Saudi soccer has not been the same since the former Real Madrid and Manchester United forward completed a move last December. Even fans of Al-Hilal, the most successful club in Saudi Arabia and Asia, with 18 and four championships respectively, acknowledge what he has done at Al-Nassr which has nine domestic titles.

“He has lifted the level of the whole of football here,” Riyadh resident Fahad Al-Qahtani, 25, told The Associated Press. “Al-Hilal will still be champion this season and we are still the biggest in Asia but Ronaldo has been amazing.”

In the previous 14 games of the league season, Ronaldo had netted 15 goals to top the scoring charts and help Al-Nassr move into second in the league behind Al-Hilal. His teammates now include former Liverpool star Sadio Mane, Marcelo Brozovic from Inter Milan and Alex Telles, who arrived from Manchester United.

“Cristiano is an example for everyone, an example that Al-Nassr are lucky to have,” Al-Nassr coach Luis Castro said. “He is an example of rigor, ambition and discipline. Lots of people want to be like Cristiano Ronaldo but few want to work like Cristiano Ronaldo. If you want something you have to give everything to get it.”

Ronaldo tried everything on Friday. In the second half with Al-Nassr trailing by a solitary goal, he shot a fierce volley high into the net but it was marginally ruled out for offside. Soon after he rolled around the floor of the Al-Hilal penalty area claiming that he had been elbowed. When Mitrovic scored his first and Al-Hilal’s second late in the game, Ronaldo insisted that he had been fouled in the buildup.

Hilal has its own superstar but a less influential one right now as Neymar, who signed from Paris Saint-Germain in August, suffered a serious injury while on international duty with Brazil in October.

On social media, Neymar posted good luck messages to his teammates, such as Mitrovic, midfielder Ruben Neves and defender Kalidou Koulibaly who all arrived in the summer as highly rated English Premier League players. They joined several Saudi Arabian internationals in the team such as Salem Al-Dawsari and Saleh Al-Shehri, who scored against Lionel Messi’s Argentina in Saudi Arabia’s famous 2-1 win at the 2022 World Cup.

The derby defeat on Friday left Al-Nassr seven points behind leader Al-Hilal after 15 rounds. Ronaldo may have his work cut out to help his team win title No. 10 but, given his form so far this season, he may still have the last laugh with the Messi chants fading away.

Ronaldo’s day was further soured with news from the U.S. that he has been hit with a class-action lawsuit seeking at least $1 billion in damages for his role in promoting cryptocurrency-related “non-fungible tokens,” or NFTs, issued by the beleaguered cryptocurrency exchange Binance.

Congress, TMC slam Modi government over UGC’s ‘selfie points’ directive

NEW DELHI: The Congress slammed the Centre on Saturday over the UGC asking universities and colleges to set up selfie points to highlight “transformative initiatives propelling India’s growth”, alleging that Prime Minister Narendra Modi is leaving no stone unturned to save his “flailing image” in the run-up to next year’s Lok Sabha polls.

Congress general secretary Jairam Ramesh said at the fag end of 10 years, the people of India are sick and tired of this “obnoxious level of self-promotion” and will give a suitable answer very soon.

“First, it was the Army being asked to set up selfie points. Then, he asked IAS officers and other senior govt officials to take out ‘Rath Yatras’. Now, he has directed UGC to set up selfie points in all universities,” he said.

“Earlier, he hijacked the Chandrayaan-III landing by appearing on the live feed. Before that, he pasted his face onto all COVID-19 vaccine certificates,” Ramesh said, adding that these are only a few examples that reflect the man’s tremendous insecurities and the “sickening sycophancy” around him.

“At the fag end of 10 years, the people of India are frankly sick and tired of this obnoxious level of self-promotion surpassed only by North Korean dictators. The people will give a suitable answer very soon,” the Congress leader said.

The UGC has asked universities and colleges across the country to set up selfie points at strategic locations on the campus to raise awareness among youngsters about India’s achievements in various fields, according to officials.

The institutions can only put up the selfie points with the approved designs in 3D layouts shared by the Union Ministry of Education.

“These selfie points will not only serve as a source of pride but also enlighten every citizen about the transformative initiatives that have propelled India’s growth on the global stage. Students and visitors should be encouraged to capture and share these special moments on social media platforms, fostering a sense of collective pride,” UGC Secretary Manish Joshi has said.

Congress leads in Telangana BJP surges ahead in MP,Rajasthan and chhattisgarh

As results emerge out of the states of Telangana, Chhattisgarh, Madhya Pradesh, and Rajasthan, it’s bricks and bouquets for the two key parties — the BJP and the Congress. 

The Congress is making a comeback in Telangana and is likely to retain Chhattisgarh. However, voters in Rajasthan and MP seem to have gone with the BJP, according to the latest trends.

Many stories are set to be written during the course of counting day.

Counting of votes in the assembly elections, which is being seen as a semi-final of the 2024 Lok Sabha polls, began at 8 am. 

If Telangana, India’s newest state, votes out KCR who spearheaded its creation, it will be a tale of the fall of a leader who once could do no wrong.

In Madhya Pradesh, on the line is the fate of the BJP’s longest-serving CM. Also, waiting to know his destiny is Kamal Nath, as seasoned a politician as they come.

In Chhatisgarh, it is Bhupesh ‘the great survivor’ Baghel, who will be keen to return to power. Then there is Raman Singh, the ex-CM from BJP, who is seeking redemption by leading his party to a win.

Finally, let’s not forget Rajasthan, where Ashok Gehlot will hope to cock a snook at everybody once again. The state has never voted back a party to power. Gehlot believes he can buck that trend.

Mizoram, which voted on November 7, will see its results counted on December 4 — a day after it was originally scheduled. The Election Commission altered the date for tallying votes, citing the significance of Sunday for the predominantly Christian population in the state.

Private firm staff in Bengaluru held for morphing pictures of female colleagues

Bengaluru: A 25-year-old employee of a private firm was arrested for allegedly morphing photos of his female colleagues including his girlfriend, police said on Thursday.

Aditya Santosh had stored more than 13,000 nude pictures of several women in his mobile phone. He morphed them along with pictures of his female colleagues, they said.

He was arrested by the cybercrime police in Bengaluru based on a complaint they received on November 23 from the lawyer of his firm, police said.

According to the police, Santosh was in relationship with his female colleague for the last four months. He allegedly recorded some of their private moments on his phone. Recently, she took his phone without his knowledge to delete these pictures and when she opened the gallery, she was shocked to find that he had stored nude photos of several women and had also morphed these pictures with that of their other female colleagues.

She then approached the office staff and informed them about it.

Preliminary probe has revealed that he morphed pictures for his own pleasure.

Santosh was working as a customer service agent in the firm since the last five months, the police said, adding they are verifying if he had circulated any of these pictures.

New Delhi: Voicing displeasure over Kerala Governor Arif Mohammed Khan “sitting” for two years on bills passed by the state legislature, the Supreme Court said on Wednesday it will consider laying down the guidelines as to when the governors can refer bills to the President of India for assent.

While noting that the Kerala governor has taken decisions with regard to eight bills, the apex court asked him to meet Chief Minister Pinarayi Vijayan and the minister concerned to discuss the legislations, observing let’s hope some “political sagacity” takes over.

A bench headed by Chief Justice D Y Chandrachud took note of the submissions of Attorney General R Venkataramani, appearing for the office of the governor, that out of the eight bills, seven have been “reserved” for consideration by the president, while Khan has given his assent to one.

“What was the governor doing for two years by sitting on the bills?” the bench, also comprising justices J B Pardiwala and Manoj Misra, asked.

The attorney general said he does not wish to go into detail as doing so will open several questions.

“We will get into it very much,” the bench observed, adding it is “about our accountability to the Constitution and people ask us about it”.

The top court permitted the Kerala government to amend its plea seeking issuance of guidelines for state governors to grant or decline assent to bills passed by legislatures in a time-bound manner.

“We will record that the governor will discuss the matter with both the chief minister and the minister in charge and related to the Bill…,” the bench said.

“Let us hope that some political sagacity takes over the state and we hope some sagacity prevails. Otherwise, we are here to lay down the law and do our duty under the Constitution,” CJI Chandrachud said.

The bench was hearing a plea filed by the Kerala government over the governor not granting assent to several bills cleared by the state assembly.

At the outset, senior advocate K K Venugopal, appearing for the state government, said time has come for the apex court to lay down some guidelines as to when the bills can be reserved for presidential assent.

The governor cannot be allowed to sit over bills as it halts governance, he added.

Venugopal said instead of working with the assembly, the governor was acting as an adversary.

The bench, which was initially of the view that the state government’s petition could be disposed of as the governor has taken decision on the bills, later decided to keep it pending and consider laying down guidelines on the issue.

“We have to keep the matter pending. This is a live issue,” it said.

The court said as the governor has forwarded the bills to the president, the requirement under Article 200 of the Constitution, which deals with assent to bills, was satisfied.

Earlier, the top court had asked the additional chief secretary to the Kerala governor to refer to its recent verdict in Punjab’s case where it held that state governors cannot “thwart the normal course of lawmaking”.

The Kerala government claimed in its petition that the governor was delaying eight bills by withholding his assent which was “defeating the rights of the people”.

It said many of these bills were of immense public interest and provided for welfare measures. The people of the state will stand deprived of these to the extent of the delay, it said.

Kerala’s decision to re-appoint Ravindran as VC of Kannur University set aside by SC

New Delhi: The Supreme Court on Thursday quashed the Kerala government’s decision to re-appoint Gopinath Ravindran as the vice chancellor of Kannur University.

A division bench of the Kerala High Court had on February 23 last year dismissed an appeal against a single-judge order upholding the re-appointment of Ravindran as the VC of the university, saying it was done in accordance with the law and that he was not “an usurper to the post”.

“The impugned judgement and the order passed by the high court dated February 23, 2022 is hereby set aside and as a consequence, the notification dated November 23, 2021 reappointing the respondent number 4 (Ravindran) as the vice chancellor of the Kannur University is hereby set aside,” the top court said in its judgement.

Ravindran’s re-appointment has been in limelight in Kerala as for the first time in the history of the state, a vice chancellor was re-appointed.

South African lawmakers vote in favor of closing Israel’s embassy and cutting diplomatic ties

JOHANNESBURG: A majority of South African lawmakers on Tuesday voted in favor of a motion calling for the closure of the Israeli embassy and the cutting of diplomatic ties until Israel agrees to a cease-fire in Gaza.

The vote on the motion supported by the ruling African National Congress party came as President Cyril Ramaphosa in a meeting with other world leaders accused Israel of committing genocide in Gaza with its military offensive in the besieged territory in search of its Hamas militant rulers.

The motion tabled by the opposition party Economic Freedom Fighters received the support of 248 parliament members while 91 lawmakers opposed it.

The vote came after Israel’s foreign ministry said it had recalled its ambassador to South Africa, Eliav Belotserkovsky, back to Jerusalem “for consultations.”

The two countries’ diplomatic relations have witnessed a rise in tensions over the war in Gaza. Ramaphosa previously said his country believes Israel is committing war crimes in Gaza, where thousands of Palestinians have been killed.

South Africa announced last week that it had referred what it called Israel’s “genocide” in Gaza to the International Criminal Court for an investigation. Its cabinet has called on the ICC to issue an arrest warrant against Israeli Prime Minister Benjamin Netanyahu.

Earlier this month, South Africa recalled its ambassador to Israel and withdrew all its diplomatic staff.

Ramaphosa’s new comments Tuesday came in a virtual meeting of BRICS countries attended by leaders of the bloc including Russian President Vladimir Putin and Chinese President Xi Jinping.

The Israel-Hamas war began after the Palestinian militant group’s surprise attacks on Israel on Oct.7 killed about 1,200 people. Israel’s retaliatory strikes on Gaza have killed more than 12,700 people, according to Palestinian health authorities.

Andhra govt moves Supreme Court against bail to Chandrababu Naidu

VIJAYAWADA: The State government on Tuesday moved the Supreme Court against a High Court order granting bail to TDP supremo N Chandrababu Naidu in the Andhra Pradesh State Skill Development Corporation (APSSDC) scam case.

Seeking directions to set aside the High Court verdict, the State government submitted to the apex court that the accused (Naidu) is an ‘influential person’ and has helped two of his key associates (including a government servant) to flee the country.

“The accused is therefore clearly obstructing the conduct of investigation and, therefore, ought not to be granted bail,” the Special Leave Petition (SLP) read.

In its appeal filed through advocate Mahfooz Ahsan Nazki, the State government contended that the High Court has not only conducted a ‘mini-trial’, but has also ‘completely erred’, rendering findings that are completely contrary to the record.

Advocate Mahfooz Ahsan Nazki said, “The State of Andhra Pradesh is constrained to file the Special  Leave Petition against the impugned judgment dated November 20, 2023 passed by the High Court.  It has delved deep into facts of the case and has rendered findings that are not only factually incorrect, but are also likely to prejudice the court below during the trial.”

While referring to various SC verdicts, the State government said the practice of detailed elaboration of evidence in bail orders has been repeatedly deprecated by the apex court.

“A bare perusal of the findings would reveal that the High Court has exceeded its jurisdiction by conducting a mini-trial and rendering findings on merits. This, it is most respectfully submitted, ought not to be allowed,” the appeal read.

Speaking to reporters, Additional Advocate General (AAG) Ponnavolu Sudhakar Reddy said they have approached the apex court as they feel that the bail order was not right and that the High Court has exceeded its limits.

“During arguments on the bail plea, we brought to the notice of the HC that the SC is seized of the matter regarding bail as it is part of Naidu’s quash petition. We had submitted that it was not proper for the High Court to take up hearing on the petition as the apex court has reserved its orders. At the time, I was told my objections were noted. Unfortunately, the same was nowhere to be found in the bail order,” he said.

Stating that the probe in the case was still underway, the AAG pointed out that even the Enforcement Directorate (ED) was investigating the matter.

Explaining that evidence are only submitted to the trial court, he said proof, including like note files raising objections over release of funds, forensic audit report establishing diversion of Rs 240 crore, was submitted to the High Court as well. “The HC conducted a mini-trial against the rules during the grant of bail,” he maintained.

While denying interim bail to Naidu on October 17, the Supreme Court had said that it would pronounce its verdict on his plea, challenging the HC order refusing to quash the FIR against him in the APSSDC case, after Diwali vacation.
