New Delhi: The world’s richest person Elon Musk has taken on Indian billionaires Mukesh Ambani and Sunil Bharti Mittal over the allocation of spectrum used in wireless communication using satellites, calling their demand for the auction of such airwaves “unprecedented”.

While Ambani’s Reliance Jio has been vocal about the need to allocate such spectrum through an auction to give a level playing field to legacy operators who buy airwaves and set up infrastructure like telecom towers, Mittal on Tuesday articulated the need to use bidding for such allocation.

Musk-led Starlink is demanding administrative allotment of licences in line with the global trend as it looks to tap into the world’s fastest-growing mobile telephony and internet market. This has found some backing in Telecom Minister Jyotiraditya Scindia, who said such airwaves will be given out through administrative allocation and not auctioned.

Scindia said the Telecom Act of 2023 passed in December has put the matter in ‘Schedule 1’, which means that for satcomm spectrum will be allocated administratively.

“That does not mean that spectrum does not come without a cost. What that cost is and what the formula of that cost is going to be, will not be decided by you or me …it will be decided by Trai…and there is a paper that has already been circulated by Trai, and we have a regulatory authority for telecom, and that regulatory authority of telecom has been empowered by the constitution to decide what that administrative pricing is going to be,” he said.

The minister said he is very confident that Trai will come up with the best pricing that should be adopted, provided that it is being given in an administrative manner.

“Satellite spectrum across the world is allocated administratively. So, India is not doing anything different from the rest of the world. Conversely, if you do decide to auction it then you would be doing something, which is different from the rest of the world,” the minister said.

Pointing out that satellite spectrum is a shared airwaves, Scindia said, “If the spectrum is shared then how can you price it individually”.

Musk first termed the demand made by Jio last week for shunning sector regulator Trai’s consultation paper on satellite broadband being allocated and not auctioned as “unprecedented”, and when Mittal on Tuesday in the presence of Prime Minister Narendra Modi favoured bidding as the route, he asked if it was “too much trouble” to allow Starlink to provide internet services in India.

This is perhaps the first time that Musk, whose networth of USD 241 billion is more than the combined wealth of Ambani, Mittal and Gautam Adani, has spoken directly against demands for a level playing field made by the Indian firms.

Speaking at the India Mobile Conference, Mittal, who heads India’s second largest telecom firm Bharti Airtel, said existing telecom companies will take satellite services into the remotest parts.

“And those satellite companies, who have ambitions to come into urban areas, serving retail customers, just need to pay the telecom licenses like everyone else. They are bound to the same conditions.

“They need to buy the spectrum as the telecom companies do, and need to pay the license as the telecom companies do, and also secure the networks of the telecom companies,” he said.

Soon after, his firm issued a statement saying it has always supported the ushering in of satcom services to connect the uncovered as in the deep far-flung reaches for maritime services, aviation, defence and security.

“There is no question of Airtel having moved its stance,” it said, adding that “satellite operators who want to provide services to urban areas and retail customers indeed need to go through the regular licensing process of any country”.

In the case of India, this involved obtaining “a license, buying spectrum, undertaking all the obligations, including rollout and security, paying their license fee and taxes”.

“Therefore, mobile operators and satcom operators, who have worked in harmony for decades, can continue to do so to serve those who are still struggling to find internet connectivity,” it added.

Musk responded to Jio’s letter with a post on X, which he owns, saying, “I will call and ask if it would not be too much trouble to allow Starlink to compete to provide Internet services to the people of India”.

Last week, Ambani’s Reliance Jio had written to Scindia seeking the re-issuance of a consultation paper by Trai to ensure a level playing field between satellite-based and terrestrial-based communication services.

Jio had further urged the government to direct Trai to conduct an evaluation of the technical and economic feasibility of spectrum auction for satellite services.

To a post that quoted a news report on the letter, Musk on Monday stated that this “would be unprecedented, as this spectrum was long designated by the ITU as shared spectrum for satellites”.

India is a member of the International Telecommunication Union (ITU), a UN agency for digital technology.

Musk’s Starlink and global peers like Amazon’s Project Kuiper back an administrative allocation.

Musk, the mind behind PayPal, founder of Tesla and SpaceX and owner of X (formerly Twitter), uses his social media platform on a daily basis to make his views known on a vast array of topics.

Airtel, in a statement, said it has always maintained that it will use all technologies, including satcom, to ensure that every nook and corner of the country is covered with high-speed broadband connectivity.

“This position remains consistent. Airtel has tied up with Eutelsat OneWeb, which has a LEO constellation, only the second one in the world, through which it proposes to provide satcom services in India and Africa,” it said.

Eutelsat OneWeb, in a joint venture with Airtel, has already set up two ground stations, one in Gujarat and the other in Tamil Nadu, to secure all communications arising out of India on the satcom network as it awaits the green light to commercially provide such services, it added.

Washington, Oct 15: The Biden administration has warned Israel that it must increase the amount of humanitarian aid it is allowing into Gaza within the next 30 days or it could risk losing access to US weapons funding.

Secretary of State Antony Blinken and Defense Secretary Lloyd Austin warned their Israeli counterparts in a letter dated Sunday that the changes must occur. The letter, which restates US policy toward humanitarian aid and arms transfers, was sent amid deteriorating conditions in northern Gaza and reports Israel had conducted a strike on a hospital tent site in central Gaza that killed at least four people.

A senior defence official said Tuesday that Blinken and Austin sent a letter to their Israeli counterparts as they saw a recent decrease in assistance reaching Gaza. The official said a similar letter sent by Blinken in April triggered a constructive response and “concrete measures from the Israelis”.

The official, who spoke on condition of anonymity to discuss internal deliberations, said the latest letter was a way to similarly address the problem.

For Israel to continue qualifying for foreign military financing, the level of aid getting into Gaza must increase to at least 350 trucks a day, Israel must institute additional humanitarian pauses and provide increased security for humanitarian sites, Austin and Blinken said. They said Israel had 30 days to respond to the different requirements.

An Israeli official confirmed a letter had been delivered but did not discuss the contents. The official, speaking on condition of anonymity to discuss a diplomatic matter, confirmed the US had raised “humanitarian concerns” and was putting pressure on Israel to speed up the flow of aid into Gaza.

Dubai: Captain Hayley Matthews and her opening partner Qiana Joseph struck fine half centuries as the West Indies registered a thumping six-wicket win over England to qualify for the semifinals of the Women’s T20 World Cup here on Tuesday.

England were knocked out of the showpiece following the defeat.

Matthews (50 off 38 balls) and Joseph (52 off 38 balls) shared 102 runs for the opening wicket in 12.2 overs to take the game away from England as West Indies chased down the target of 142 with 12 balls to spare.

Both got out in quick succession but Deandra Dottin’s 27 off 19 balls ensured that West Indies reached 142 for 4 in 18 overs.

South Africa will face Group A winners and defending champions Australia in the first semifinals on Thursday while West Indies take on Group A runners-up New Zealand in the second semifinals on Friday.

West Indies finished their league engagements with six points from four matches, the same as South Africa and England. But the Caribbeans have the highest Net Run Rate of + 1.504, followed by South Africa (+1.382). England, who ended with NRR of + 1.117, finished third in Group B and were eliminated.

India have already been eliminated from the semifinal race after finishing third in Group A.

Put in to bat, England slumped to 34 for 3 just after power play but recovered to post 141 for 7 with Nat Sciver-Brunt top-scoring with 57 not out off 50 balls while captain Heather Knight retired hurt on 21 off 13 balls.

For West Indies, leg-spinner Afy Fletcher took three wickets for 21 runs from her four overs while Hayley Matthews got two scalps.

Thrissur (Kerala): The Thrissur city police have launched a preliminary inquiry into allegations that Union Minister Suresh Gopi misused an ambulance during the Thrissur Pooram festival held in April this year, a police source said on Monday.

The police initiated the inquiry against the Union Minister of State for Tourism and Petroleum based on a complaint lodged by a local CPI leader.

According to a police source, the preliminary inquiry aims to determine whether there is sufficient merit to register an FIR regarding the incident, which occurred before the Lok Sabha elections.

The complaint has been forwarded to the Thrissur city Assistant Commissioner of Police (ACP) for the preliminary inquiry, the source told PTI.

Gopi won the Thrissur Lok Sabha seat on a BJP ticket in the elections held after the Pooram festival, defeating his nearest rivals, V S Sunil Kumar of the CPI and K Muraleedharan of the Congress.

The complaint, filed by the local CPI leader, claims that Gopi arrived at the Pooram grounds in a Seva Bharati ambulance after the Thiruvambady faction temporarily paused the festival. It alleges that the ambulance, meant for medical emergencies, was used for non-medical purposes.

Additionally, the complaint states that Gopi was transported to a restricted area where other vehicles were prohibited.

This year’s Pooram festivities were marred by controversy, allegedly due to police interventions and subsequent disputes.

The Kerala government has ordered a three-level probe, including an investigation into the alleged role of the police in the matter.

For the first time in the history of the festival, the display of fireworks–a major attraction of the event–was held in broad daylight the following day instead of the early morning hours, leading to disappointment among festival-goers.

New Delhi: India on Monday expelled six Canadian diplomats and announced withdrawing its high commissioner and other “targeted” officials from Canada after strongly dismissing Ottawa’s allegations linking the envoy to a probe into the killing of Sikh extremist Hardeep Singh Nijjar, in a major downturn in already frosty ties between the two nations.

India’s decision to recall High Commissioner Sanjay Verma and some other diplomats came shortly after the Canadian Charge d’Affaires Stewart Wheelers was summoned to the Ministry of External Affairs (MEA). Wheelers was bluntly told that baseless “targeting” of the Indian envoy and other officials was “completely unacceptable”.

The Washington Post, quoting unnamed Canadian officials, reported that Canada on Monday ordered six Indian diplomats to leave the country, including Verma and the top consular official in Toronto.

In a late evening statement, the MEA said India has asked six Canadian diplomats including Charge d’Affaires Wheelers and Deputy High Commissioner Patrick Hebert to leave India by or before 11:59 pm on October 19.

The other diplomats expelled are Marie Catherine Joly, Ian Ross David Trites, Adam James Chuipka and Paula Orjuela (all first secretaries).

In its reaction to Canada’s charges against Verma, New Delhi described them as “concocted” and “preposterous imputations” and ascribed the allegations to the “political agenda of the Trudeau government that is centred around vote bank politics”.

In its statement, the MEA said India received a “diplomatic communication from Canada yesterday suggesting that the Indian High Commissioner and other diplomats are ‘persons of interest’ in a matter related to an investigation in that country”.

Canadian Charge d’Affaires (CDA) Wheelers was summoned by MEA’s Secretary (East) Jaideep Mazumdar and it was underlined to him that in an atmosphere of extremism and violence, the Trudeau government’s actions “endangered” the safety of Indian diplomats and other officials.

“We have no faith in the current Canadian government’s commitment to ensure their security. Therefore, the government of India has decided to withdraw the high commissioner and other targeted diplomats and officials,” the MEA said.

“It was also conveyed that India reserves the right to take further steps in response to the Trudeau government’s support for extremism, violence and separatism against India,” it said.

It is learnt that Verma and other officials will return from Canada in the next few days.

The relations between India and Canada came under severe strain following Prime Minister Justin Trudeau’s allegations in September last year of a “potential” involvement of Indian agents in the killing of Nijjar.

He was gunned down in Surrey, British Columbia, in June last year. New Delhi had rejected Trudeau’s charges as “absurd”.

The Canadian charge d’affaires told reporters that his government has done what India has long been asking for.

“Canada has provided credible and irrefutable evidence of ties between agents of the Government of India and murderer of a Canadian citizen on Canadian soil. Now it is time for India to live up to what it said it would do and look into those allegations,” he said.

“It is in the interest of both our countries and peoples of our countries to get to the bottom of this. Canada stands ready to cooperate with India,” he added.

Earlier in the day, the MEA said India reserves the right to take further steps in response to these “latest efforts of the Canadian government to concoct allegations against Indian diplomats”.

“Since Prime Minister Trudeau made certain allegations in September 2023, the Canadian government has not shared a shred of evidence with the Government of India, despite many requests from our side,” it said.

In its statement, the MEA also made a mention of what it called PM Trudeau’s “naked interference” in Indian internal politics in December 2020, apparently recalling the Canadian leader’s comments during the farmers’ agitation.

On Canada’s latest charges, the MEA said it “leaves little doubt that on the pretext of an investigation, there is a deliberate strategy of smearing India for political gains”.

It said Prime Minister Trudeau’s hostility to India has long been in evidence. In 2018, his visit to India, “which was aimed at currying favour with a vote bank, rebounded to his discomfort”.

“His Cabinet has included individuals who have openly associated with an extremist and separatist agenda regarding India,” the MEA said.

“His naked interference in Indian internal politics in December 2020 showed how far he was willing to go in this regard,” it said.

“That his Government was dependent on a political party, whose leader openly espouses a separatist ideology vis-a-vis India, only aggravated matters,” it said.

“Under criticism for turning a blind eye to foreign interference in Canadian politics, his government has deliberately brought in India in an attempt to mitigate the damage,” the MEA said.

It said this latest development targeting Indian diplomats is now the next step in that direction.

“It is no coincidence that it takes place as Prime Minister Trudeau is to depose before a commission on foreign interference,” it said.

“It also serves the anti-India separatist agenda that the Trudeau Government has constantly pandered to for narrow political gains,” it said.

“To that end, the Trudeau government has consciously provided space to violent extremists and terrorists to harass, threaten and intimidate Indian diplomats and community leaders in Canada. This has included death threats to them and to Indian leaders,” the MEA said.

“All these activities have been justified in the name of freedom of speech. Some individuals who have entered Canada illegally have been fast-tracked for citizenship.

“Multiple extradition requests from the Government of India in respect of terrorists and organized crime leaders living in Canada have been disregarded,” it added.

The MEA said High Commissioner Verma is India’s senior most serving diplomat with a distinguished career spanning 36 years.

“He has been Ambassador in Japan and Sudan, while also serving in Italy, Turkiye, Vietnam and China. The aspersions cast on him by the Government of Canada are ludicrous and deserve to be treated with contempt,” it said.

“The government of India has taken cognizance of the activities of the Canadian High Commission in India that serve the political agenda of the current regime,” it said.

Last week, Prime Minister Narendra Modi and Trudeau had a “brief exchange” on the sidelines of the East Asia summit in Laos.

Bengaluru: The Special MP/MLA Court in Bengaluru on Monday granted anticipatory bail to three individuals in a rape case in which BJP MLA Munirathna is also an accused.

Lohit, Kiran, and Manjunath were granted bail by Judge Santhosh Gajanan Bhat.

The case was filed against Munirathna and others following a complaint by a 40-year-old woman, a social worker from Rajarajeshwari Nagar who had been active in the BJP.

The FIR was registered at the Kaggalipura police station.

Marathi actor Atul Parchure passes away at 57 CM Shinde says he was among his fans

Mumbai: Well-known Marathi actor Atul Parchure, known for his comic roles, died at a private hospital here on Monday, family sources said.

Parchure (57), who had recently recovered from cancer, was about to make a comeback on stage but suddenly developed health complications and his condition worsened in the last two days, the sources said.

He started his career as a child actor and soon rose to fame with roles in plays such as “Tarun Turk, Mhatare Ark” and “Nati Goti”.

Parchure also acted in a host of Marathi and Hindi TV serials and films.

Maharashtra Chief Minister Eknath Shinde, his deputies Devendra Fadnavis and Ajit Pawar took to social media platform X to express their condolences.

Shinde condoled Parchure’s untimely death on behalf of the state government and called himself one among thousands of the senior actor’s fans.

“The news of his death was painful,” the CM said, adding the Marathi theatre and cinema has lost a talented actor.

TN CM takes stock of monsoon situation schools colleges to be shut on Oct 15

Chennai: Tamil Nadu Chief Minister M K Stalin on Monday took stock of the preparations and steps taken by authorities to tackle the situation that may arise in view of the heavy rain predicted by met office in the next four days.

He has directed the authorities to declare a holiday for schools and colleges in Chennai, Tiruvallur, Kanchipuram, and Chengalpattu districts on October 15, and also asked them to issue an advisory to IT firms to allow their employees to work from home from October 15 to 18.

The RMC said Tamil Nadu would receive heavy rain due to a low pressure area over the southeast Bay of Bengal at 5.30 am today. “It is likely to become a well marked low pressure area and move west-northwestwards towards north Tamil Nadu, Puducherry, and adjoining south Andhra Pradesh coasts during the next two days,” it said.

There would be enhanced rainfall activity associated with the movement of this system, the IMD said.

The chief minister directed that the National Disaster Response Force (NDRF) and Tamil Nadu Disaster Response Force be deployed in advance in the areas prone to be affected.

“Rescue boats should be deployed in flood-prone areas today. District monitoring officers should immediately carry out the preparatory work, including relief and rehabilitation in coordination with the district administration,” he said.

Further, the frequency of metro trains and MRTS should be enhanced for the convenience of the public, he added.

Steps should be taken to keep the price of essential commodities under control and efforts should be made to adequately stock food and medicine in old age and destitute homes, Stalin stressed.

During the review meeting, the Greater Chennai Corporation officials informed that the civic body has readied 990 pumps, 57 tractors equipped with pump sets, and 36 mechanised boats to be used in case of any emergency. In addition, 46 MT bleaching powder and phenyl were available for sanitation purposes. About 169 fully equipped relief centers would become operational based on the situation.

The collectors of the four districts said they were fully geared up to cope with the situation arising due to inundation.

Deputy Chief Minister Udhayanidhi Stalin, state ministers, Chief Secretary N Muruganandam, DGP Shankar Jiwal, and senior officials participated.

Heavy to very heavy rain is likely to occur at isolated places over Ranipet, Tiruvallur, Chennai, Chengalpattu, Kancheepuram, Tiruvannamalai, Villupuram, Cuddalore, Kallakurichi, Ariyalur, Perambalur and Thanjavur districts and Puducherry on Oct 15, the RMC said.

Heavy to very heavy rain at a few places with extremely heavy rain at one or two places is likely to occur over Tiruvallur, Chennai, Kancheepuram, Chengalpattu, Cuddalore, Villupuram, Mayiladuthurai, Nagapattinam, and Tiruvarur districts, Puducherry and Karaikal area, on Oct 16.

Heavy to very heavy rain is likely to occur at isolated places over Ranipet, Vellore, Tirupattur and Krishnagiri districts on October 17, it said. Fishermen have been advised not to venture into the sea during this period.

Meanwhile, AIADMK general secretary Edappadi K Palaniswami alleged that people in rain-hit Coimbatore, Tiruppur, Pudukottai, Salem, and many districts in interior Tamil Nadu were facing hardship as the administration has not taken up relief and rescue activities.

The DMK government functioned as if Chennai alone mattered, thus making the people frown, he claimed. It was not known if the Revenue, Municipal Administration, Health, and Electricity ministers were involved in the rescue and relief activities.

“Stalin should stop promoting his Deputy Chief Minister-son and instead involve himself in protecting the people in the rain-affected areas,” the former chief minister said in a statement here.

Palaniswami recalled that during the previous AIADMK regime, he ensured the participation of all state government departments in tackling the monsoon and in taking up the relief work on a war footing. “The ministers and officials were on the field to help the people then,” he added.

Meanwhile, Puducherry District Collector A Kulothungan said all schools and colleges including privately managed institutions would remain closed on Tuesday in view of the heavy rain forecast under the influence of south east monsoon.

He said that the government machinery is fully geared to rise to any exigency.

Three teams of National Disaster Rescue Force from Arakkonam (Tamil Nadu) have arrived in Puducherry to take up rescue operations whenever it becomes necessary. While two teams would be on duty in Puducherry, the remaining team would camp in Karaikal. Each of the three groups has 30 members, he added.

Relief camps and control rooms have been opened and food packets would be distributed to the people accommodated in the camps, he said.

Bengaluru: Lecturer attempts suicide in classroom, alleges harassment by Principal

Bengaluru: A 44-year-old English lecturer, identified as Shabana, attempted suicide by consuming tablets in the classroom of a private PU college in Tilak Nagar on Monday.

Reports suggest that Shabana, distressed by alleged harassment from the college principal, took this drastic step. Earlier that morning, she had visited the principal’s office for a conversation before returning to her classroom, where the incident occurred.

She was immediately rushed to a nearby private hospital and is now out of danger, according to DCP (Southeast) Sarah Fatima.

Tilak Nagar police visited the college and are conducting an investigation based on hospital information. A case has been registered.

Mumbai: The murder of former Maharashtra minister and NCP leader Baba Siddique has sent shockwaves through Bollywood, with authorities investigating the possible involvement of the Lawrence Bishnoi gang. Known for its violent history, the gang had previously issued threats to several high-profile individuals, including Bollywood superstar Salman Khan.

Siddique, who had close ties with Bollywood stars such as Salman Khan, Shah Rukh Khan, and Sanjay Dutt, was allegedly murdered by members of the Bishnoi gang. Investigations are ongoing, with the gang reportedly claiming responsibility for the assassination.

The Lawrence Bishnoi gang has targeted several other celebrities in the past. Salman Khan, who was threatened in connection to the 1998 blackbuck poaching case, remains a prime target. Earlier this year, gunshots were fired outside his residence in Bandra, though no injuries were reported.

Comedian Munawar Faruqui, known for winning Bigg Boss 17, is also on the hit list. Intelligence agencies recently foiled an alleged attempt on his life during an event in Delhi.

Other notable names include Shaganpreet Singh, manager of slain singer Sidhu Moosewala, and Zeeshan Siddiqui, son of Baba Siddique, both of whom have been threatened by the gang.
