14-year-old minor raped by boyfriend, his friends

Bengaluru: Three have been arrested for raping a 14-year-old girl in the city on Thursday June 18.

The accused are yet to be identified by the police, however it is said that one of the accused is the boyfriend of the girl.

As per the reports, the said boyfriend called the girl to his room on the pretext of meeting her. He then forced himself on her along with two other friends of his.

It is also said that the girl is in a state of shock, she had recently lost her father and lives with her mother and grandmother.

37K-page charge sheet against pro-IS twitter account handler Mehdi Biswas

Bengaluru: The Central Crime Branch (CCB) of Bengaluru police has filed a charge sheet against Mehdi Masroor Biswas, 24, the suspected handler of pro-Islamic State Twitter account, @ShamiWitness.

The CCB’s investigation team filed the charge sheet before a special court here on Monday, more than five-and-a-half months after Biswas’s arrest. Police had arrested Biswas, who was then working as a manufacturing executive with ITC Foods, from his one-room rented flat near Jalahalli in Gangammanagudi police limits on December 13, 2014, after Britain’s Channel 4 broadcast an interview with him.

In the interview, Biswas is heard admitting to handling @ShamiWitness, an IS propagandist Twitter account, for the last few years. Biswas’s Twitter account had more than 17,000 followers at the time of his arrest.

“The charge sheet runs into 36,986 pages, including exhibits, and contains details of about 1.22 lakh tweets and 18,000 followers. We have charged him under various sections of appropriate Acts and are confident of proving the charges in the court of law,” Joint Commissioner of (Crime) M Chandrashekhar said.

The charges

The CCB claimed that Biswas was a “representative” of Islamic State (IS) chief, Abu Bakr al-Baghdadi, and planned to “establish” the caliphate. He made a “mockery” of those opposed to Baghdadi and the IS. He described the militants killed in Jammu and Kashmir as “martyrs” and urged Indians to support the IS. In the interview to Channel 4, he even expressed a desire to join the IS. Tests have “proved” that the voice in the interview was Biswas’s. The CCB also collected evidence about his contacts with “terrorists who know the English language”.

Biswas created “fake” e-mail IDs between January 25, 2013, and December 11, 2014, used the available content on the Internet and generated 1,22,203 tweets, besides uploading 15, 446 pictures. He used the Twitter account as a platform to “expand the base of his operations and instil fear among non-Muslims”. He “shared” the details of bordering areas of the IS to help those willing to join the organisation.

Mehdi has been charged under IPC sections 505 (statements conducing to public mischief), 121 (waging or attempting to wage war, or abetting waging of war, against the government of India), 124 (a) (sedition) and 153 (a) (promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc, and doing acts prejudicial to maintenance of harmony), section 66 (f) (cyber terrorism) of IT Act, 2000, and sections 13(1)(b) (advocating, abetting, advising or inciting any unlawful activity), 18 (b) recruiting of any person or persons for terrorist activity and 39 (support given to a terrorist organisation) of the Unlawful Activities (Prevention) Amendment Act, 2008.

Bengaluru: Six-year-old girl raped by high school boys

Bengaluru: A 6-year-old girl was allegedly raped by two high school boys at Bannerghatta near here, police said today.

The incident took place yesterday when she was playing with her brother and the boys, they said.

The boys took the girl to an isolated place nearby and raped her. Her brother who arrived at the scene searching for her soon rushed home and informed his grandparents about the incident, police said.

The girl was immediately taken to a doctor for medical examination by the police who visited her soon after getting to know about the incident.

“A case has been registered under Protection of Children from Sexual Offences Act and various sections of IPC,” Bangalore (Rural) Superintendent of Police, Ramesh Bhanot, told PTI.

“Both accused are minors. One of them was arrested yesterday, while search is on for the other who is absconding,” he said.

Bill to trifurcate Bengaluru civic body introduced

Bengaluru: Amid stiff opposition from both BJP and JD(S), the Karnataka government today introduced a bill in the Assembly aimed to trifurcate Bruhat Bengaluru Mahanagara Palike (BBMP), the city civic body, after failing to get the Governor’s assent to an ordinance on the issue.

The Karnataka Municipal Corporations (Amendment) Bill, 2015, was introduced in the Assembly by Law and Parliamentary Affairs Minister T B Jayachandra during the one-day special session of the Karnataka legislature.

As the House met, BJP demanded that the issue of crop damage due to unseasonal rains and hail storms be taken up first.

Leader of the Opposition BJP Jagadish Shettar said the farmers issue due to crop damage should be taken on priority as they were on the verge of committing suicide in some parts. He also charged that Ministers and officials are not visiting affected areas and surveys were not being conducted properly. Relief work was also tardy, he said.

Both BJP and JD(S) members objected to the introduction of the bill, saying the matter was before the court and demanded ruling from the Speaker Kagodu Thimappa.

Thimmappa said the Assembly has the right to legislate, following which Jayachandra introduced the bill and said government’s sole intention is welfare of Bengaluru and its people.

JD(S) leader H D Kumaraswamy objecting to introduction of the bill questioned the intention behind it. “Does this have any vision?” he asked.

This lead to heated argument between opposition and treasury benches. Intervening, Chief Minister Siddaramaiah said the House has been convened for the specific purpose of discussing the bill and reminded BJP about how its leaders had advocated for dividing Bengaluru while in power.

He said BBMP is not functioning properly with lots of irregularities and works were not happening on schedule. BBMP had to be divided and decentralised to make it more effective.

Irate villagers damage toll booths on Bengaluru outskirts

Bengaluru: A number of toll booths at Hoskote, about 25 km from here, were damaged and one of them set ablaze by irate villagers today after a local was allegedly assaulted by employees following an argument over paying the toll fee.

“Villagers near Hoskote pelted stones on a number of booths, damaging them and set fire to one of them, after a local was assaulted by toll plaza employees,” Bengaluru Rural Superintendent of Police B Ramesh told reporters here.

He said police used mild force to disperse them and that the situation has now been brought under control.

Ramesh said none has been arrested so far, but added that they are scrutinising CCTV footage to zero in on the culprits.

An argument broke out between the man and toll plaza workers after he refused to

pay the toll, claiming he has a free family pass, but he did not carry it with him, Ramesh said.

The man then slapped one of the employees, which led to them assaulting him.The villager, with severe injuries on his forearms, was being treated at a private hospital, Ramesh said.

BBMP trifurcation will happen, says MLC D’Souza

Mangaluru/Bengaluru: The Karnataka state government has decided to convene an emergency session of the Legislative Assembly on April 20 to discuss and pass a Bill on the trifurcation of Bruhat Bengaluru Mahanagara Palike (BBMP).

Informing this to the press persons at the Congress Office, Mangaluru on Friday, April 17, MLC Ivan D’Souza said the BJP had only been playing blame game on the BBMP trifurcation issue for political gains despite the fact that it was the then BJP leader Suresh Kumar who had initially mulled for trifurcating the civic body.

“The BJP was happy with the decision back then. However, since we are planning to go ahead with the idea considering overall development of the BBMP and the Bengaluru residents, the BJP and the JD(S) have been opposing it,” he said.

Coming down heavily on JD(S) Supremo H D Devegowda’s move to direct his party functionaries to boycott the Assembly session, D’Souza said that it was against the principles of democracy.

Clearing the air that the move was a ploy to postpone conducting the BBMP elections, he said that the party was not fearing a loss as it had contested numerous elections in which it has enjoyed both success as well as failure. He opined that conducting elections for the BBMP Council will be a waste of time and money if the BBMP is trifurcated. Instead, the state government will supersede the existing BBMP. Hence, the trifurcation is a certainty.

Karnataka state government drops ordinance on BBMP

Bengaluru: Following a meeting with various ministers from Bengaluru, Chief Minister Siddaramaiah has decided to drop it’s controversial ordinance for constituting three new municipal bodies in Bengaluru in place of the Bruhat Bengaluru Mahanagara Palike (BBMP).

According to the media reports the ministerial panel has decided not to re-submit the controversial ordinance to the Governor but have decided to convince the court.

The ordinance sought to constitute three new local bodies in Bengaluru to replace the BBMP by amending the Karnataka Municipal Corporation Act.

The opposition parties including BJP and JD(S) opposed the bill stating the ordinance was aimed at delaying the polls to the civic body.

It is said that the Governor Vajubhai Rudabhai Vala denied giving consent to the ordinance keeping in mind the upcoming BBMP elections.

A single judge bench of Karnataka High Court had ordered to hold BBMP polls before May 30. Now the government has filed a writ appeal against the order before a divisional bench.

BJP appeals to governor not to clear proposed ordinance to trifurcate Bengaluru

Bengaluru: Opposition Bharatiya Janata Party (BJP) today petitioned Governor Vajubhai Vala requesting him not to approve the proposed ordinance by the government to trifurcate the city and to advise it to hold Bruhat Bangalore Mahanagara Palike (BBMP) elections as directed by the High Court.

BJP leaders led by Deputy Leader of Opposition in the Assembly and Former Deputy Chief Minister R Ashoka, former Ministers Suresh Kumar, Somanna and Arvind Limbavali among others, marched to the Raj Bhavan and submitted a memorandum to the Governor.

The JDS, led by former Prime Minister H D Deve Gowda, also staged a protest in the city opposing the state government’s move to trifurcate Bengaluru City.

“We understand that the state government is contemplating trifurcation of Bangalore City by issuing an ordinance before the BBMP elections that are due after its dissolution on April 21. The Bangalore city BJP unit strongly condemns the state government’s cavalier approach and its unilateral decision to impose their writ against the wishes of people of Bangalore,” BJP in its memorandum said.

Flaying the ‘haste’ at which the state government was going about on the issue, BJP informed the Governor that the three member committee formed under the Chairmanship of B S Patil (former Chief Secretary) is yet to submit its final report but the state cabinet has approved the trifurcation after hurriedly obtaining an interim report from the panel.

Questioning the state cabinet’s decision to split BBMP into three corporations citing efficient administration and governance, the BJP said it was being done with an ulterior motive to postpone the BBMP elections scheduled for May.

The Karnataka High Court has passed orders to ensure that the BBMP polls are conducted before May 30, 2015, BJP in its memorandum said, adding, that the ordinance route was only aimed at creating legal hurdles for the elections.

BJP will rule 10-20 years, party says at leadership meet

Bengaluru: The BJP, which stormed to power nationally last year, will rule India for 10-20 years, party president Amit Shah announced here on Friday as the party opened a meeting of its top leaders.

“This government has arrived,” Shah said to thunderous applause at the two-day meet, addressing 330 delegates including Prime Minister Narendra Modi. “The BJP will be in power for the next 10-20 years.”

Speaking in chaste Hindi, Shah also listed out the achievements of the Bharatiya Janata Party and Modi’s government since May 2014 on various fronts, including economy and foreign policy.

He said the BJP-led National Democratic Alliance (NDA) government had brought an end to the policy paralysis of the earlier Congress regime. “We have brought a new political culture.”

And after becoming the world’s largest political party, the BJP announced that it would train the over 15 lakh new members while further speeding up its nationwide membership drive.

Party leader Prakash Javadekar, who briefed the media about Shah’s comments, said the BJP had become the biggest party in the world with 9.25 crore members. “We will cross the 10 crore mark soon.”

Among those attending the meeting is party patriarch L.K. Advani.

As it was the executive’s first meeting after the BJP got a majority in the Lok Sabha, an upbeat mood marked the inaugural session at a star hotel in the city centre amidst tight security.

Javadekar pointed out that besides ruling world’s largest democracy, the BJP was in power in a dozen states — “including eight states where we are in power on our own and four in alliance with our partners”.

In his speech, Shah played down the BJP’s shock defeat in Delhi in February but quickly added the party’s Delhi unit needs to revive itself.

“The party president said we have had successes, and one failure in Delhi is not a big deal,” Javadekar quoted Shah as saying.

“He said such things happen. We should not get arrogant after victory and desperate after defeat.”

The Aam Aadmi Party routed the BJP in the February assembly election, winning 67 of the 70 seats. The BJP, which won 31 seats in 2013, could bag only three seats.

Talking about upcoming assembly polls in Bihar, Shah said the “jungle raj” was back in the state since the Janata Dal-United (JD-U) broke away from the BJP.

Riding high on becoming the world’s largest political party, the national executive began its meeting earlier to take stock of its 10-month rule and chalk out strategies to spread its wings in India.

The party’s Karnataka leaders honoured Advani, Modi, Shah and Finance Minister Arun Jaitley in the local style by crowning them with the famous Mysore petha (headgear), draping a shawl and garlanding them.

Modi inaugurated the meeting by lighting a lamp with the other three leaders on the dais. The meet was not open to the media.

Shah heaped praise on Modi’s corruption-free government. “The economy is looking up and prices have been brought under control as evident from decline in inflation.

“A number of policy initiatives and administrative measures have been taken to revive growth and improve infrastructure.”

The meeting will deliberate over various issues, including the controversial land acquisition bill which was stalled by the opposition in the Rajya Sabha.

The executive will also draw a plan to expand the party’s footprint in states like Andhra Pradesh, Telengana, Tamil Nadu, Kerala, West Bengal and the north-east region where its presence is minimal.

“The meeting will also work out strategies to capture power in Bihar where elections are due this year,” a party source said.

Modi reaches Bengaluru for BJP national executive meet

Bengaluru: Prime Minister Narendra Modi arrived here on Thursday on a three-day visit to attend the BJP’s national executive meeting, which got underway at a hotel in the city earlier in the day.

Karnataka Governor Vajubhai Vala, Chief Minister Siddaramaiah, Bharatiya Janata Party’s national vice president B.S. Yeddyurappa and state unit president Prahlad Joshi received Modi after he landed at the HAL airport.

As hundreds of BJP cadres and supporters waited in the hot sun outside the airport to greet the prime minister, Modi suddenly alighted from the car and walked up to them, waving and smiling at them.

“We are humbled by Modi’s gesture to get down from his car and greet us in person. He is our party’s true leader and connects well with the workers,” an elated party worker told IANS.

Amid tight security, Modi drove to Raj Bhavan in a convoy, which was escorted by a fleet of police and VIP vehicles that blocked vehicular traffic on the 8-km route.

After resting for some time, Modi will drive to the Lalit Ashok hotel, two km from Raj Bhavan, to address party members in the evening.

On Friday, Modi will participate in the inaugural meeting of the party’s national executive at the same venue and later address a public meeting at the National College grounds.

“Modi will also attend the second day’s executive meeting on Saturday and address party members in the afternoon before lunch and leave for Delhi later,” a party official told IANS.

Though the national executive meeting is the first after the BJP came to power at the Centre in May 2014, it is the fourth time the meet is being held here after the first in 1993, second 1999 and the third 2008, when the party was in power in the southern state for five years.

“Modi will also interact with the BJP’s members in parliament and state legislatures on the margins of the meet and collect feedback from them on the people’s perception of the 10-month-old NDA government at the Centre,” the official said.

Keeping in view Modi’s penchant for his pet project Swachch Bharat Abhiyan (or Clean India Mission), the cash-starved Bruhat Bengaluru Mahanagara Palike (BBMP) swung into action and spruced up some of the thoroughfares, roads and footpaths Modi will pass through during his stay in the city till Saturday afternoon.

In view of the presence of senior party leaders L.K. Advani and Murli Manohar Joshi, party president Amit Shah, union ministers Rajnath Singh, Arun Jaitley, M. Venkaiah Nadu, Ravi Shankar Prasad and Rajiv Pratap Rudy, security has been tightened in the city, especially around the venues where Modi will visit.
