Two journalists shot dead in 24 hours

Patna: Two journalists have been shot dead in Bihar and neighbouring Jharkhand in the last 24 hours.

On Friday evening, Rajdev Ranjan, a journalist with over 20 years of experience and the bureau chief of the Hindi daily Hindustan, was shot dead in Bihar’s Siwan district.

Five shots were fired at him at extremely close range near Siwan’s railway station.

Mr Ranjan was dead by the time he was brought to the local hospital. The Bihar Police says the motive for the killing is unclear, and that he had no personal enmity with anyone.

Meanwhile, in Jharkhand’s Chatra district, a journalist was shot dead by unidentified people on Thursday night. 35-year-old Akhilesh Pratap Singh worked for a local news channel, and was gunned down near the panchayat secretariat of his village.

Chief Minister Raghubar Das condemned the incident and asked Director General of Police DK Pandey to arrest the attackers at the earliest.

Bihar government orders arrest of JD-U legislator Manorama Devi

Patna: A day after Janata Dal-United (JD-U) legislator Manorma Devi was suspended by the party, the Bihar government issued an arrest warrant against her following the recovery of liquor bottles from her residence in Gaya town, police said on Wednesday.

Manorma Devi’s son Rocky Yadav, who was arrested on Tuesday from a house in Bodh Gaya for murdering a teenager, was later sent to 14-day’s judicial custody by a Gaya court, police said.

“The state government has issued an arrest warrant against Manorma Devi and sealed a room of her residence where some liquor bottles were seized during a police raid on Monday night during a search for her son,” a district police officer in Gaya said.

Meanwhile, Manorma Devi has gone underground after the arrest warrant was issued against her.

Principal Secretary of Registration and Excise Department, K.K.Pathak said the legislator would soon be arrested.

“Legal action as per the new excise law was taken against her following recovery of liquor bottles from the residence,” he said.

According to excise official Vikash Singh, six bottles of liquor were recovered.

Gaya senior Superintendent of Police Garima Malik said that Rocky had confessed to the fatal shooting of businessman’s son Aditya Sachdeva on Saturday night for overtaking his car on the Bodh Gaya-Gaya road.

Police have also seized the pistol used in the crime, she said. The licence for the pistol was issued in Delhi.

Malik said a separate case will be filed on charge of violation of the liquor ban in Bihar.

With Bihar Chief Minister Nitish Kumar asserting that no guilty will be spared, police promised to file a charge sheet within a month.

Additional Director General of Police (Headquarters) Sunil Kumar said: “Police have been working to complete investigations in the case within three weeks. The charge sheet will be filed within a month to ensure speedy trial.”

Aditya’s family has demanded a speedy trial to ensure justice.

Nitish Kumar declares Bihar a dry state

Patna: Four days after promulgation of partial prohibition in Bihar on April one, the Nitish Kumar government today decided to impose a total ban on alcohol in towns and cities.

The decision to ban sale and consumption of India Made Foreign Liquor (IMFL) in municipal and town council areas with immediate effect was taken at a cabinet meeting, the chief minister told reporters here.

The Nitish Kumar government had banned sale and consumption of country and spiced liquor in rural areas from April 1 this year, but had allowed sale of foreign liquor in towns and cities.

“But, the tremendous response of people particularly women and children against liquor in Patna and other towns in a short period of four days only convinced us that a conducive environment against alcohol has been created in the state and that’s why we decided to go for total ban on liquor after four days only,” he said.

On ‘toddy’ which has created controversy in recent days following intervention of RJD President Lalu Prasad against its stoppage in view of interest of people associated with the trade, Kumar said the state cabinet decided to strictly impose the 1991 guidelines which allows consumption of “Neera” (drink from palm trees before sunrise) but disallows consumption of ‘toddy’ (after sunrise when the palm tree liquid gets fermented and gains alcoholic properties).

The 1991 guidelines prohibits sale and consumption of ‘Neera’ within 50 metre of places like hospital, education institutions, religious places among others in towns and 100 metres radius in rural areas, he added. The chief minister said “Neera” would be allowed, while ‘toddy’ drink would be barred.

The chief minister said that no license would be granted for sale and consumption of alcohol in places like hotels, club and bars in towns and cities too with immediate effect.

He, however, said Army cantonment areas would be out of it as they regulate sale and consumption of alochol in their own way.

Asked about fate of liquor manufacturing companies and factories existing in the state after total ban order today, the CM said they could continue manufacture but can not trade in it within the state.

“Besides, they have to abide by rules like having digital lock system and GPS monitoring equipment in vehicles transporting the liquor manufactured in outlets in Bihar to places outside the state for sale,” Kumar said.

In reply to a question as to what would be done with nearly 36,000 litres of foreign liquor lying with Bihar State Beverages Corporation Limited (BSBCL) which they had to supply to limited outlets in towns and cities under its strict supervision, the CM said the Excise department would prepare an action plan for disposal of residual IMFL.

“It (residual IMFL) should be destroyed as its not a good thing to keep in archive,” Kumar said speaking his mind on the stock of foreign brands lying with the corporation.

The CM said a high level committee headed by Development Commissioner and which would have Principal Secretaries of departments like Industries, Forest and Environment, Excise, Cooperative and COMFED would dwell on the issue how to make trade out of toddy trees more beneficial to people associated with it as was done in Tamil Nadu, which has maximum number of palm trees.

The committee would work in close association with Agriculture University of Tamil Nadu and ICAR (Indian Council of Agriculture Research) to prepare a scheme for toddy trees products which would be put into action from next year, he said.

The CM said many beneficial products like preparing mat and tokri (basket) out of toddy tree products could be developed to help people associated with the trade to continue their livelihood with even better profits.

“Survey has brought to light that more than Rs 6,000 annually could be generated from a toddy tree by this means which is far more than earned through sale of fermented toddy drink,” Kumar said.

He said that the state government would provide technical and financial assistance in making the trade out of toddy trees more beneficial to those linked with it.

“Like collection and marketing of milk through COMFED (Bihar State Milk Co-Operative Federation Ltd.), Neera (toddy liquid before fermentation) trade would also be developed in an institutionalised manner,” Kumar said.

Asked about sale and consumption of liquor gaining in border areas with neighbouring states, the CM without naming any state said they would soon face similar protests from their people against liquor.

“Those states thinking of gaining revenue from liqour sale due to prohibition in Bihar are in delusion as very soon they would face a strong protest against alcohol there from people like in Bihar,” Kumar said.

Media reports have highlighted mushrooming of liquor outlets in areas of Jharkhand bordering with Bihar. The reports have claimed that liquor trade was up in bordering areas in Uttar Pradesh and Nepal after prohibition in Bihar.

“Bihar government had written several letters to Chief Ministers of neighbouring states to cooperate with us in implementation of prohibition. State police chief as well as senior officials of Excise department had also made a strong plea to them for assistance,” Kumar said.

The CM expressed happiness over tremendous response from people to the decision.

Around 4,933 people including those associated with illegal manufacture of liquor and also consumers, have been put behind bars so far in the intense campaign after promulgation of ban on liquor, he said.

About 1.17 crore promise papers have been submitted by students of schools in Bihar taking oath from their parents against alcohol, he added.

More than 8,400 nukkad nataks and 7 lakh slogans have been written in different parts of Bihar as campaign in favour of prohibitioon, he added.

“A foundation of social change has been laid in Bihar through ban on liquor,” Kumar said.

Man hurls shoe at Nitish, arrested

Patna: A man hurled a shoe at Bihar Chief Minister Nitish Kumar at a function at his native Bhakhtiyarpur in Patna district today, after which he was arrested.

The man, identified as P K Rai, was arrested for hurling a show towards the chief minister while a function was on at Bhaktiyarpur, Senior Superintendent of Police Manu Maharaj said.

The shoe fell short of the dais and the man was caught immediately by police.
He hails from Samastipur district and initial questioning revealed that he was angry for non-redressal of his complaint.

The arrested man was kept at Bhakhtiyarpur police station for detailed questioning.

The chief minister continued with the programme despite the incident. Bhakhtiyarpur is the chief minister’s native place.

Nitish Kumar announces liquor ban in Bihar from April 1

Patna: Bihar will go dry from April 1, 2016, Chief Minister Nitish Kumar announced on Thursday.

The chief minister made the announcement — a part of his election pledge — at an official function to mark Prohibition Day here.

He said the poorest of the poor had been consuming liquor, badly hitting their families and their children’s education.

Increasing liquor consumption was also a major cause for domestic violence, particularly against women, and had contributed to a rise in crimes.

“Women are suffering more than anyone else due to increasing liquor consumption,” he said.

An official at the chief minister’s office said Nitish Kumar took the decision after a high-level meeting with officials here.

In July, Nitish Kumar had declared that prohibition would be imposed if he retained power in the assembly elections.

Bihar Excise and Prohibition Minister Abdul Jalil Mastan had earlier said that the state government would soon take steps to impose a liquor ban.

Bharatiya Janata Party leader Sushil Kumar Modi on Wednesday vowed to support a liquor ban.

The decision is expected to derail the government’s financial health.

The excise department went into an overdrive in 2007 following a new policy and started issuing licences for marketing liquor across the state.

The revenue collection of excise department registered a more than 10-fold jump, from Rs.319 crore in 2005-06 to Rs.3,650 crore in 2014-15.

Nitish Kumar again takes oath as Bihar CM

Patna: Janata Dal-United (JD-U) leader Nitish Kumar, who led the Grand Alliance to victory in the assembly elections, on Friday took oath as the chief minister of Bihar.

Governor Ram Nath Kovind administered the oath of office and secrecy to Nitish Kumar at the sprawling Gandhi Maidan.

He was followed by Rashtriya Janata Dal (RJD) leader Lalu Prasad’s sons Tejaswi Yadav and Tej Pratap Yadav.

The event was attended by a galaxy of opposition leaders from across the country as well as thousands of RJD, JD-U and Congress supporters.

Those with vested interests not learning from Bihar debacle: Shatrughan Sinha

Patna: Launching a frontal attack on the party leadership, BJP MP Shatrughan Sinha today said those with “vested interests” are refusing to learn lessons from the Bihar debacle and asserted that no one has the guts or DNA to tick him off, an apparent dig at Prime Minister Narendra Modi.

Siding with veterans’ demand for fixing accountability for the loss, Sinha said the “camouflage” of collective responsibility is unacceptable and responsibility must be fixed on individuals for corrective actions.

The Lok Sabha MP ridiculed any move to take action against him for his ceaseless criticism of the party, saying it is just bravado of the ill-advised to talk of action.

“Some vested interests are still at it… refusing to learn any lessons, still working on creating misunderstandings through misinformation. R K Singh, former Home Secretary and a proud Bihari Sher (a tough nut to crack) is right. No one has the guts (or DNA) to give us a ‘fatkaar’,” he tweeted.

His DNA barb is an apparent reference to Modi’s DNA dig at Bihar Chief Minister Nitish Kumar who had made it a major campaign issue in the Bihar assembly election.

“Those responsible for the debacle must answer what, why, where and how it all happened. They must satisfy the real stalwarts/veterans of BJP. It’s just bravado of the ill-advised to talk of action. The time is for reaction, understanding, apology and satisfaction of party godfathers,” he said.

Sinha has been critical of BJP since Bihar poll campaign took off but had been so far guarded in his attack on the top brass, bringing instead the state leadership in his line of fire.

His sharp attack indicates that the film actor-turned-politician has decided to escalate his attack even as he has been effusive in his praise of Kumar, who led the grand alliance of JD(U)-RJD-Congress to a massive victory.

Bihar results prove majority of Hindus still believe in peace: Dalai Lama

Jalandhar: Tibetan spiritual leader Dalai Lama has said India is a nation of non -violence and noted that the Bihar election results show that a majority of the Hindus believes in peace and amity.

“India has a long tradition of peace and amity. The people of Bihar in the recent Assembly polls have proved that a large section of the Hindu community still believes in peace and amity,” the 14th Dalai Lama said without naming any political party or leader.

“It is because of this amity that India is known worldwide as a country of religious tolerance. All religions and individuals are given equal respect here,” he told reporters on the sidelines of a function in Jalandhar.

“Religious tolerance not only means respecting all religions but also the people. Buddhism too started in this nation and because of this, India is the guru and all Buddhists are students,” he said.

Asked about terrorism, the Tibetan spiritual leader said, “First we must create an atmosphere of peace and it should be initiated from one’s own home. Encouraging religious tolerance is the need of the hour and should be done through schools and universities.”

Speaking on climate change, the Dalai Lama said, “This is everyone’s responsibility. We all need to work together and give primacy to it. The big nation gives main importance to its own profit while the issue of climate change comes way down its agenda.”

Nitish Kumar to take oath as new CM on Nov 20

Patna: Though the official announcement is awaited, JD(U) Nitish Kumar in all likelihood would take oath as the new chief minister of Bihar on November 20.

“People are busy with Diwali and after that comes the Chhath festival which ends on November 18. So oath of the new government in all likelihood will be administered after Chhath,” state JD(U) President Basistha Narayan Singh told PTI.

Though the decision to this effect will be taken by the chief minister but the date seems likely, he said.

Two senior ministers of Nitish Kumar’s outgoing cabinet have also indicated November 20 as the likely date and talks are on among top leadership of the three constituent parties of the Grand Alliance on government formation.

It is yet to be decided as to which constituent party would the speaker be from and if Lalu Prasad’s son Tejaswi would be made the deputy chief minister.

Kumar had on November 8 told mediapersons that the term of the current Assembly is till November 29, hence there was no hurry to form a new government.

Refusing to commit a date, he had merely said a new government would take oath in the state soon.

This would be the fifth time that Kumar would take oath as chief minister. His first stint was in 2000 when he headed a government for only seven days. He rode to power in Novermber 2005 and again in 2010. In February 2015 he took oath for the high office for the fourth time after Jitan Ram Manjhi was removed from the chair.

When contacted, state Congress President Ashok Choudhary told PTI that party high command would take a call as to whether to join the government or not.

“I will go to Delhi after Diwali and discuss the Bihar issue with the top leadership,” he added.

Bihar JD(U) chief Basistha Narayan Singh said though decision would be taken by the leaders of Congress it would be better if all three partners are part of the state government.

“We have fought together and it would be good for them (Congress) too that they be part of the government,” he said.

Singh refused to confirm media reports that a criteria of one minister on every five MLAs is being fixed for selection of ministers in the new Nitish Kumar government.

L K Advani, Murli Manohar Joshi raise banner of revolt against Modi

New Delhi: Two days after the BJP was routed in Bihar, the party’s old guard including L.K. Advani on Tuesday took on Prime Minister Narendra Modi and BJP president Amit Shah, demanding “a thorough review” of the debacle but said it can’t be done by those who were responsible.

In a virtual challenge to Modi’s leadership who became the prime minister in May 2014, former party presidents Advani and Murli Manohar Joshi, former union minister Yashwant Sinha and former Himachal Pradesh chief minister Shanta Kumar said the Bihar defeat showed that the BJP had learnt nothing from its crushing defeat by the AAP in Delhi in February.

“To say that everyone is responsible for the defeat in Bihar is to ensure that no one is held responsible,” said the brief hard-hitting statement signed by Sinha on behalf of the four leaders.

“It shows that those who would have appropriated credit if the party had won are bent on shrugging off responsibility for the disastrous showing in Bihar,” it said, in a clear reference to Modi and Shah who were the BJP’s faces vis-a-vis the Grand Alliance of Chief Minister Nitish Kumar.

The statement followed a meeting of the leaders at Advani’s residence and then at Joshi’s where former central minister Arun Shourie, who has blamed Modi, Shah and Finance Minister Arun Jaitley for the Bihar defeat, was also present along with former BJP ideologue K.N. Govindacharya.

“The result of the Bihar election shows that no lesson was learnt from the fiasco in Delhi,” the statement said.

Advani and the others said that a review of the Bihar rout — where the Bharatiya Janata Party won just 53 of the 243 assembly seats — “must not be done by the very persons who have managed and who have been responsible for the campaigning in Bihar”.

In an obvious reference to Modi and his confidant Shah, it said “a thorough review must be done of the reasons for the defeat as well as the way the party is being forced to kowtow to a handful and how its consensual character has been destroyed”.

The statement said the principal reason for the party’s defeat in Bihar “is how the party has been emasculated in the last year”.

The statement came hours after Home Minister Rajnath Singh — a la Jaitley on Monday — said that Modi and RSS chief Mohan Bhagwat were not to blame for the disaster in Bihar where the JD-U, RJD and Congress won a whopping 178 seats.

“The prime minister can’t be blamed for the defeat in Bihar,” Rajnath Singh said. “It is the BJP’s and NDA’s electoral loss, not the PM’s as a leader.”

Jaitley had expressed similar views a day earlier, adding that there was no question of removing Shah as the BJP president because he had led the party to victories in other states after the Lok Sabha battle.

But voices of discontent have been steadily mounting in the BJP since the Bihar results came out on Sunday.

On Tuesday, Bhola Singh became the fifth BJP MP to blame Modi for the defeat.

The Begusarai MP said the rampant use of “unparliamentary language” by Modi and other party leaders during the election campaign harmed the BJP, leading to its defeat.

“There was no logic to raise issues such as beef and that firecrackers would be burst in Pakistan if the BJP loses,” he said. “All these resulted in our defeat.”

The other four MPs who have found fault with Modi and Shah, directly or indicrectly, for the Bihar rout are Shatrughan Sinha (Patna Saheb), Hukum Deo Narain Yadav (Madhubani), R.K. Singh (Ara) and Ashwani Kumar Choubey (Buxar).

Advani, credited with building the BJP since it was left with just two Lok Sabha seats in 1984, has been mostly sidelined since Modi took charge of the party’s campaign committee and, later, the government.

But those affected by Modi’s style of functioning continue to look upon him as their mentor.

There was no formal reaction from the party to the old guard, who enjoyed senior posts before Modi took the national stage.

But BJP spokesman Nalin Kohli told CNN-IBN that a review of the Bihar result was already on and the party would respond to Advani and others if needed.
