NHRC asks for report on Delhi church attack

New Delhi: The National Human Rights Commission on Tuesday issued notice to the union home ministry, Delhi government and Delhi Police for a detailed report, including the status of investigation, into the ransacking-cum-theft in a Delhi church.

The NHRC issued notice to the secretary of the home ministry, chief secretary of Delhi government and the Delhi Police Commissioner to submit their reports on the allegations of desecration of the St. Alphonsa’s Church in south Delhi’s Vasant Kunj in the early hours of Monday.

“Home ministry, Delhi government and the Delhi Police have been given ten days’ time to respond,” said a NHRC release.

The NHRC intervened in the matter after taking suo motu cognizance of media reports about the incident of breaking open the doors of the St. Alphonsa’s Church and defiling of the place of worship and the objects held sacred, the release said.

The church’s administration Monday claimed it did not seem to be just an incident of theft as this was the fifth case within nine weeks when a church in Delhi was targeted.

A few sacred items, including a ciborium (receptacle) and a monstrance kept inside a tabernacle, a cabinet made of wood and glass, were taken away.

The release said the NHRC also received a telephonic information from advocate Manoj V. George alleging that the police were not taking necessary and appropriate action.

“The commission has observed that the intention of the offenders appears to be to insult a particular religion and…promote disharmony… the matter involves serious issues relating to violation of human rights and requires the intervention of the commission to ensure prompt investigation,” the release said.

Earlier, NHRC member Justice Cyriac Joseph accompanied by some officers visited the church Monday and met Fr. Vincent, the priest at the church.

“Fr. Vincent explained to the NHRC team the nature and the extent of damage caused to the church. He said that the miscreants entered the church by breaking open the front main door. The tabernacle on the main altar directly below the main crucifix was opened and the Chalice and the Monstrance were removed from the tabernacle and the Holy Communion Hosts were thrown around the place,” the release said.

Fr. Vincent informed the NHRC team that the adjacent room called the Sacristy in which vestments and clothing and valuable articles like Chalice were kept, was also ransacked, the release said.

“He alleged that the intention of the miscreants was not to commit theft or burglary, as neither the money kept in three offering boxes nor any valuable objects were taken away. The act was to desecrate the sanctity of the church and to create a sense of insecurity in the minds of religious minority,” the release said.

As per the release, Fr. Vincent also expressed the apprehension that there was an attempt to downplay the incident as mere a theft or a burglary.

However, the release added, the senior police officials present on the spot during the visit of the NHRC members denied the allegation and the reports that the FIR was registered showing the offence as theft or burglary.

“The ACP (Assistant Commissioner of Police) assured that FIR would be registered on the basis of the written complaint dated and in the light of the statement recorded by the police from Fr. Vincent Salvatore. The police officer asserted that there was no inaction on the part of the police and the investigation would be conducted strictly and accordance with law,” the release said.

EVMs in Delhi tampered? Press any button, BJP light blinks alleges Kejriwal

New Delhi: With just three days to go to the Delhi Assembly polls, AAP chief Arvind Kejriwal expressed shock that Electronic Voting Machines in Delhi cantonment have been tampered.

Kejriwal alleged that yesterday during an EVM inspection in Delhi cantonment, it was found that 4 Electronic Voting Machines were tampered.

On pressing any button on the EVM, the light for the BJP party was blinking.

The AAP chief tweeted: Large scale EVM tampering? Yest, during inspection of EVMs in Del cant, in 4 machines, whatever button u pressed, light against BJP lit— Arvind Kejriwal (@ArvindKejriwal) February 3, 2015.

He, however, did not explain where the inspection of the EVMs was carried out. Official sources said that inspection of EVMs are carried out and at times public representatives are also taken along for random checking of the machines.

Church vandalized in Delhi, 5th attack in 2 months

New Delhi: St. Aphonsa’s church in Vasant Kunj area, South Delhi was vandalized by some unidentified miscreants today. This is the fifth such attack on a church in the national capital in two months.

The incident occurred at around 1 am. The miscreants threw away prayers items kept in the church and damaged a few other things, according to police.

Police officials are present on the spot but no FIR has been registered yet.

“We are investigating the incident and scanning the footage of CCTV installed near the church to identify the accused,” said a police official.

Earlier, a church was vandalized in West Delhi’s Vikaspuri area in the wee hours of Jan 14, 2015.

Narendra Tandon quits BJP, blames Kiran Bedi

New Delhi: Just before the Delhi Assembly elections, Kiran Bedi’s Election campaign assistant Narendra Tandon resigned from his post.

Tandon blamed Kiran Bedi for his resgination and stated that her dictating attitude had become unbearable for him.

He was upset with Bedi and thus resigned from his post.

Narendra Tandon was an executive member of Delhi BJP and former Delhi Secretary.

When approached, Kiran Bedi evaded the question over Tandon’s resignation.

Delhi Uber rape victim files lawsuit in U.S court

Washington: A Delhi woman allegedly raped by an Uber driver last December has filed a lawsuit in a US court accusing the web-based US taxi firm of focusing on profits over the safety of its passengers.

In a 36-page complaint filed in the US District Court for the Northern District of California Thursday, the woman seeks to “slam the brakes on Uber’s reckless worldwide expansion at the unfortunate expense of basic customer safety.”

The lawsuit which identifies the victim only as Jane Doe, also seeks compensation “for the horrific and brutal rape that she suffered due to Uber’s inadequate and disingenuous ‘commitment to safety’.”

Demanding a trial by jury, the lawsuit seeks a “a permanent injunction directing that Uber take all affirmative steps necessary to remedy the effects of the unlawful conduct” alleged in the complaint, “and to prevent repeated occurrences in the future.”

It also seeks an award of unspecified amount of punitive damages to be determined at trial, plus prejudgment interest, to compensate the victim “for all physical, monetary and/or economic harm.”

Her New York based Douglas H. Wigdor, in a statement said: “Uber’s focus on its bottom line over the safety of its passengers has resulted in what can only be described as modern day electronic hitchhiking.”

“We intend to hold Uber responsible for the significant physical and emotional harm it has caused to our client, while simultaneously seeking a court order mandating that Uber initiate certain safety precautions that they appear unwilling to do voluntarily,” he said.

“We hope that this lawsuit will bring about positive change that will ultimately protect people worldwide who are unaware of the serious risks of entering into an Uber car,” Wigdor added.

Jeanne M. Christensen, another Wigdor LLP lawyer said: “San Francisco Uber executives’ decisions to cut costs at the expense of customer safety forced our client to pay the ultimate cost in New Delhi.”

“Her brutal rape by an Uber driver who was a known repeat sexual predator was a result of a global Uber policy that has far-reaching consequences,” she said.

“We intend to hold Uber accountable for violence that could easily have been avoided had even a minimal background check been conducted.”

An Uber spokesperson said: “Our deepest sympathies remain with the victim of this horrific crime. We are cooperating fully with the authorities to ensure the perpetrator is brought to justice.”
The accused driver Shiv Kumar Yadav is currently on trial on rape and kidnapping charges in Delhi.

Delhi banned Uber and several other web-based taxi firms for failing to carry out adequate driver checks in early December.

But last week Uber announced resumption of its services in Delhi sayinmg it had applied for a radio taxi license and would improve safety by introducing features such as an “in-app emergency button”.

Delhi polls: BJP ropes in star campaigners, 70 MPs to prepare ground for Mission 60

New Delhi: With less than two weeks to go for the Delhi polls, BJP today distributed charge of the constituencies here among as many as 58 Union ministers and MPs as it eyes a win here after a gap of 16 years.

The charge of the constituencies was allotted by the BJP’s central leadership and the leaders were tasked with looking after the party’s campaign and garnering support among the people.

Union Power Minister Piyush Goyal has been asked to look after the campaign in the Model Town constituency while Shahnawaz Hussain will bolster its efforts for the poll in the minority-dominated constituencies of Matia Mahal and Okhla.

“Today, around 58 Union ministers and MPs took charge of Delhi constituencies. More than 70 MPs have been assigned to oversee preparations for the Feb. 7 polls to the 70-member Assembly,” said a senior BJP leader.

Most of the leaders were given charge of one constituency each.

Union Finance Minister Arun Jaitley, who has been asked to look after the management of Delhi BJP, today visited the state unit’s office and took the stock of poll preparations.

Union Chemicals and Fertilisers Minister Anant Kumar, too, has been asked to look after the overall management of the party in Delhi.

Senior BJP leader and MP Kirit Somaya will oversee the party’s campaign in New Delhi constituency where Aam Aadmi Party convener Arvind Kejriwal is one of the contestants.

Union ministers Mukhtar Abbas Naqvi and Mahesh Sharma have been asked to push BJP’s cause in the Babarpur and Laxmi Nagar constituencies, respectively.

Kejriwal continues to be the most preferred CM; AAP gets an edge over BJP: Survey

New Delhi: The Aam Aadmi Party has managed to win back supporters in New Delhi and has now taken a lead over the BJP in the Delhi Assembly polls, a pre-poll survey conducted by ABP News – Nielsen shows.

According to the survey, 50 percent of those polled were likely to vote for the Kejriwal-led party, up 4 percent from the last survey conducted by the agency in the second week of January.

In bad news for the BJP, the survey, which was conducted on 24 and 25 January to ascertain what impact Kiran Bedi’s announcement had on the electorate, showed the party’s fortunes decline by 4 percent (now down to 41 percent) in what ABP-Nielsen states is an indication that Bedi is not helping the party bring in new voters.

The BJP, according to the survey, has a higher proportion of committed voters – 84 percent – who say ‘they shall definitely vote for BJP now’ that Bedi has been announced as CM candidate.

However, in terms of its Chief Ministerial choice, Delhiites seem to still prefer Arvind Kejriwal over everyone else. The AAP leader, according to the survey, is the most suitable candidate for the position of CM with a 51 percent vote share while Kiran Bedi managed to secure 40 percent. The Congress’s Ajay Maken finished third with just 8 percent.

The survey states that the AAP’s support base is largely made up of Muslims, SC/ST/OBC and lower income groups. In terms of income groups, a majority of respondents belonging to the lower income group favoured AAP, while those with income on the higher side (Rs. 25,000 per month and above) favoured BJP. For the BJP, the Modi factor still seemed to hold some ground with several respondents saying that they will vote for the BJP because they wanted to support Prime Minister Narendra Modi.

The snap poll was conducted in 70 assembly constituencies of Delhi with 2262 respondents. You can read the entire findings here. Delhi goes to polls on 7 February and the results will be declared on 1o February.

Development and Dalits: Political Scenario In New Delhi

Once again Delhi is getting ready for political battle of the throne. This time all parties seem well informed about the present political scenario in the city and are taking calculated steps to influence all sections of voters, as the last assembly elections have been an eye opening episode. Dalit votes in the city are estimated to be around 25 lakhs, a significant fraction to change the game and ensure a soothing end for any political contender.

Interestingly, all major political parties after the last assembly election in the city seem to be widening their pool of political considerations for Dalits, since majority of the population lives in severe vulnerability and are placed at the receiving end. This election will also be marked by the absence of any strong non-Congress and non- BJP Dalit –Bahujan political party and leadership since many of them have either assimilated in the ruling party (BJP) or fail to influence the community’s views anymore. For instance the assimilation of Dalit leaders like Udit Raj in BJP and the weakening hold of BSP (Bahujan Samaj Party) in city politics . With such an absence of leadership from within the community, parties like BJP and AAP effectively cash in on the opportunity to attract the community’s votes with their developmental agendas.

While AAP is promising to modernize the cleaning equipments, BJP is venturing to disclaim its image of being a party of upper caste Hindus. With the old rhetoric on inclusive development as Congress has done in the past, both BJP and AAP are claiming to offer a development for Dalits within the larger developmental agenda of the city. However, none of them has outlined how they will execute these promises. Although AAP and BJP both claim to be different from Congress, their strategies to influence Dalit votes by using a Dalit face are similar to the success mantra of Congress.

Kanshi Ram, the founder of BSP, would refer to such Dalit leaders as ‘Chamchas’. At the first glance politics around Dalit voters in the city may seem similar to other parts of the country. However, the complete control of demands by political parties and no negotiation from the community, signals to the powerlessness of Dalits in Delhi, which may not be the case in states like Maharashtra and Uttar Pradesh. In the case of Dalits in Maharashtra, the creation of demands and political negotiations are not necessarily representative of political aspirations of leaders, rather very often they are a result of struggles led by the community and responses to the daily challenges. In the absence of any struggle or movement from the community, Dalit politics in Delhi completely rests in the clutches of a handful of political agents among Dalits and on mercy of NGOs .

The history of Dalit struggle has always been a struggle for self respect. Despite many re-formative attempts by caste Hindus to neutralize the struggle and retain Dalits in the Hindu fold, Dalits have always challenged such dubious intentions. For instance, in Punjab, young educated Dalits from the Chamar community had first been in the Arya Samaj, attracted by some of its ideals which held open the promise of purification (shuddhi) to the lower castes, they soon became disillusioned by the control of upper castes in the movement and rejected the paternalistic implication of shuddhi that untouchables needed to be ‘purified’. Later they started the Ad-Dharm movement. Moreover, such action, either by challenging caste hegemony or by religious conversion, against the attempts of liberal upper caste Hindus, has always been a part of Dalit history. As a result, acknowledging their struggle for separate socio-religious identity, distinct from Hinduism, has become a political compulsion for political parties.

This struggle has also been integrated in the larger political discourse. However, due to the lack of social movement from the community, recent development of discourse on Dalits in the Capital is colored by conservative notions of both the leading parties i.e. AAP and BJP. Whether it is Modi’s Swachch Bharat Mission launched from Valmiki Basti in New Delhi or Kejriwal’s ideas to give respect to the Dalits, both bear a resemblance to the conservative reformation which their ideologues had initiated in the past. For long, Dalit struggle has critiqued and countered such dubious efforts, however this is apparently not true in the case of recent political scenario in Delhi. In order to create a power of negotiation and a space for self realized demands, Dalits in the city should strive for a strong ideological mobilization and should limit the influence of political agents from community.

Bedi draws flak after putting scarf on Lajpat Rai statue

New Delhi: The BJP’s chief ministerial candidate for Delhi Kiran Bedi on Wednesday came under fire from AAP’s Arvind Kejriwal for putting her party’s scarf around the statue of freedom fighter Lala Lajpat Rai in Krishna Nagar.

“I would like to request Kiran Bedi to spare our freedom fighters and not saffronise them. These leaders fought for independence for 120 crore Indians. There should be no politics over them,” said Kejriwal.

Bedi, who began her roadshow at Krishna Nagar from where she is contesting the Delhi assembly polls on February 7, paid tribute to Rai, cleaned his statue, put a garland and placed her Bharatiya Janata Party’s sash on it as well.

She also met tea and newspaper sellers in the area and enquired about the issues they were facing.

Although she removed the scarf later, Aam Aadmi Party chief Kejriwal did not let the opportunity to criticise her go by.

The garlands and flowers were also removed after Bedi left the place.

While on her way to file her nomination, Bedi led a road show through east Delhi, including the Krishna Nagar constituency, which is considered a BJP stronghold.

Kejriwal too will file his nomination papers from the New Delhi assembly constituency on Wednesday after he failed to meet the deadline for filing the nominations on Tuesday.

Arvind Kejriwal, Kiran Bedi file nomination

New Delhi: AAP chief Arvind Kejriwal and Kiran Bedi, BJP’s chief ministerial candidate in Delhi, filed their nomination from New Delhi assembly constituency for the Feb 7 polls.

Bedi reached the sub-divisional magistrate’s (SDM) office around noon. She was accompanied by senior leaders Harsh Vardhan, Vijay Goel, Maheish Girri and Delhi BJP president Satish Upadhyay.

Before filing her nomination, Bedi participated in a roadshow from the Lala Lajpat Rai chowk which culminated at the SDM’s office.

“I hope people will accept me and vote for the BJP,” Bedi told reporters before filing her nominations.

Aravind Kejriwal, the former Delhi chief minister, met with protests by Bharatiya Janata Party (BJP) workers as he reached the district magistrate office on Shahjahan Road at 11.20 a.m.

The BJP workers standing outside the district magistrate office shouted anti-Kejriwal and pro-Narendra Modi slogans. Then, Aam Aadmi Party (AAP) workers also started raising anti-Modi slogans.

It took Kejriwal nearly an hour to complete the procedure.

‘It is people who have to decide who they need to vote for…In fact, they have decided that they have to vote for the AAP in full majority,’ Kejriwal said after filing his nomination papers.

‘My biggest challenges are corruption and price rise. I accept that people were angry because of our resignation earlier, but now their anger is over and they have full faith in us,’ he added.
