Women to have 20% representation in Home dept jobs in Karnataka

February 23, 2016 by Nasheman

G Parameshwara Karnataka

Bengaluru: Home Minister G Parameshwara said on Monday that priority would be given to women while filling up vacant posts in the police department.

Speaking to reporters after an inspection of the all-women police station in Basavanagudi, he said, “I have received inputs that proper representation should be given to women in police stations. The government will reserve about 20 per cent of the seats for women when recruitments happen in future,” the Home Minister said.

“Only about six per cent of the staff in all ranks of the Home department are women, which is very less. The government aims to increase the representation up to 20 per cent. Hence, women will be given priority during the recruitments,” he said and added that the hurdles for the promotion of women staff would be removed soon.He said 10 new women’s police stations were opened recently and the government would soon open a women’s police station in every district, he added. Parameshwara was at the police station for about one and half hours. He held separate meetings to redress grievances of the staff. He obtained inputs about the women’s police station and duties of the staff of various ranks.

The Home Minister checked the attendance register, crime statistics, cells, drinking water supply, rifles among other things.Parameshwara held a separate meeting with DCP (South) B S Lokesh Kumar and obtained some details.

The all-women police station in Basavanagudi was commissioned in 2003 and about 45 police stations come under it. The station has a sanctioned staff strength of 24 and at present, 14 posts are vacant. As many as 24 cases were registered in 2015, of which 11 pertained to dowry harassment. The staff seek the assistance of male police if the situation demands.

The assistance of the male police was sought in arresting two persons from Bihar in a dowry harassment case in January.

Govt denies Tanzania girl was stripped, rubbishes racial attack claim; 5 held

February 4, 2016 by Nasheman

car-ablaze

Bengaluru: Five persons have been arrested for the alleged assault and stripping of a Tanzanian woman here with the Karnataka government today saying it viewed the incident “seriously” but rejected suggestions that it was a racial attack.

As the incident on Sunday night took a serious diplomatic turn, Karnataka Chief Minister Siddaramaiah said five men had been arrested and that Minister for External Affairs Sushma Swaraj spoke to him. A report would be sent to her, he said.

“Case has been registered, five of them (accused) have been arrested. Sushma Swaraj also spoke to me, I will also be sending her a report through my Chief Secretary,” he told reporters at “Invest Karnataka 2016”, a global investors meet, here.

The Chief Minister said he has asked the police to conduct an inquiry on why complaint was not taken immediately.

“I have asked them to take action against officials if there is any fault on their part,” he said.

The 21-year-old Tanzanian woman student was allegedly beaten up and stripped by a mob in a case of “mistaken identity” after a woman was mowed down by a car here.

She was reportedly dragged out of the car in which she was seated along with her three friends when she reached the accident spot mistaking them to have caused the fatal accident though a Sudanese was involved in it, police said.

Swaraj had described it as a “shameful incident” and spoken to Siddaramaiah, seeking stringent punishment for the guilty, while the High Commission of Tanzania had sent a Note Verbale to the External Affairs Ministry on the issue.

Voicing concern over the incident, Congress Vice President Rahul Gandhi today sought a report from the Karnataka government, according to party General Secretary Digvijay Singh, in charge of Congress affairs in the state.

“Rahul Gandhi asks Karnataka Govt to explain and send report immediately,” Singh said in a series of tweets.

But asked if the Congress high command has sought a report, Siddaramaiah said, “Why will high command seek report on everything? It is you people who are saying…”

State Home Minister G Parameshwara told a press meet here that five persons had been arrested and more arrests would follow depending on the inquiry.
The minister, who named the victim, denied that the Tanzanian woman was paraded naked saying, “No such thing happened.”

He also said, “This is definitely not a racial attack” and maintained that the incident was a response to an accident that had happened earlier, in which a Sudanese driving a car in an alleged drunken state had mowed down a woman and injured her husband seriously.

Noting that the government has taken the case “seriously”, he said, “If there are any lapses on the part of police officials, we will take very serious action, including suspension.”

‘CID found similarities in killing of three rationalists’

December 17, 2015 by Nasheman

Bengaluru: “The Criminal Investigation Department (CID) of Karnataka, which has been probing the murder of Kannada writer Kalburgi, has found evidence of a common link in the killing of the three rationalists. Prima facie , we have found similarities,” said State Home Minister G Parameshwara on Wednesday.

Denying reports about the investigation by the CID being slow, Parameshwara said, “The CID is seriously conducting the probe and it has grilled suspected persons in this regard. We are expecting to arrest the culprits involved in the killing of Kalburgi.” he said.

The sources said that all the three rationalists were murdered by professional killers.

The CID teams that travelled to Kolhapur and Pune, hometowns of Dabholkar and Pansare, have been investigating whether the killing of Kalburgi is linked to the other two murders.

Earlier in the Parliament, Union Minister of State for Home Kiren Rijiju had told that as per available information, there is no report to suggest any link/connection between the murders of Pansare, Dabholkar and Kalburgi.

Rationalist MM Kalburgi was shot dead on the morning of August 30, 2015. In August 2013, Dabholkar, an anti-superstition activist, was shot dead in Pune. In February this year, social activist and veteran CPI leader Govind Pansare — who was leading a campaign against toll, among other issues — was shot dead in similar circumstances in Kolhapur.

In all the three cases, there were two men who struck in the morning, and used a bike to get away.

KJ George may lose Home Minister post to KPCC President G Parameshwara

October 29, 2015 by Nasheman

KJ George

Bengaluru: Karnataka’s Home Minister K J George is likely to lose his powerful ministry, as Karnataka Pradesh Congress Committee President G. Parameshwara, who is being inducted into the Cabinet on Thursday, will take over the same.

Parameshwara was keen on Deputy CM’s post, but the Congress high command was not in favour of it, as it would lead to creation of a parallel power centre to Chief Minister Siddaramaiah.

As a compensation, the party offered him either of the powerful ministries of Home Affairs & Revenue and it is said that Parameshwara opted for the former. However, an official announcement is expected later on Thursday after he takes the official oath.

As George is making way for Parameshwara, he could be appointed as the dedicated minister to oversee the development of Bengaluru, a long-pending demand of the industry, especially the IT sector.

4 new ministers

Chief Minister Siddaramaiah will induct 4 new ministers into his Council of Ministers in an effort to end the rebellion in the party. He has forwarded the list to the Governor’s office for approval and the swearing-in ceremony will take place later today.

Those joining Siddaramaiah’s Council are Karnataka Pradesh Congress Committee President G. Parameshwara, A Manju, Vinay Kulkarni and Manohar Tahsildar. While Parameshwara and Tahsildar will get Cabinet grade, Manju and Kulkarni will be ministers of state (Independent charge).

However, ministerial aspirants, such as H Y Meti and Maalikkayya V Guttedar, who could not make it to the Cabinet, have expressed their resentment. Of the 4 selected for induction today, 3 are supposed to be Siddaramaiah’s followers and this has angered Congress loyalists.

“There is no reshuffle of the Cabinet. We are filling up 4 vacant posts. This is just an expansion of the Cabinet,” said Siddaramaiah.

Karnataka: Congress under pressure to replace CM Siddaramaiah with a Dalit face

February 24, 2015 by Nasheman

Siddaramaiah-Parameshwara

Bengaluru: Though summer is yet to set in, political heat is affecting the Congress party in Karnataka.

Dalits from across the state have come together to lobby for a CM from their community, and are backing Karnataka Pradesh Congress Committee (KPCC) president G. Parameshwara for the post.

Last week, representatives of at least 30 different Dalit organisations of the state met in Bengaluru to demand CM’s post for Parameshwara.

If reports are to be believed, Karnataka Pradesh Congress Committee (KPCC) president G Parameshwara’s name has been floated by his supporters as the likely successor to Siddaramaiah.

Reports also suggested that Siddaramaiah is well aware of the forces backing Parameshwara and he is also in no mood to offer any powerful slot to the latter.

After Parameshwara’s shocking defeat in 2013 Assembly polls, he was forced to concede CM’s post to Siddaramaiah.

The Dalit groups have also planned a massive rally in Bengaluru on April 14 to press for their demand. The day coincides with Dr BR Ambedkar Jayanthi.

According to some media reports, Parameshwara is expected to lead a delegation to New Delhi shortly to meet the party high command.

Bengaluru: Group of Congressmen set to revolt against Digvijay Singh

December 1, 2014 by Nasheman

Digvijay Singh

Bengaluru/Agencies: A number of current and past legislators belonging to Congress party are up in arms against Digvijay Singh, who has been in charge of Congress affairs in Karnataka since sometime. These people, who wield considerable clout in the party, have together begun an effort to divest Digvijay of Karnataka Congress affairs, and they have initiated efforts to bring pressure on the party high command to make this happen, sources said.

It is said that some state ministers and legislators are making efforts to ensure that Singh is relieved of charge relating to Karnataka, as they expect All India Congress Committee to be revamped during January or February 2015. Sources say that the issue has already reached Congress national vice president, Rahul Gandhi. These Congressmen are angry at keeping legislators and past legislators at bay while allotting seats in boards and corporations, and that the decisions of a single person is being imposed on all the people without justification.

It is gathered that top leaders in Karnataka Pradesh Congress Committee (KPCC) and government were ready to consider these people for heading corporations and boards, but Digvijay stuck to his stand against doing so. The party people are also angry that Digvijay had done so entirely on the advice of an individual.

It is learnt that Digvijay Singh has already instructed both Siddaramaiah and Dr G Parameshwara, to fill posts of directors in all urban development authorities, corporations, and boards in the state without further delay. He has told them to post loyal party workers to urban development authorities and to corporations and boards after obtaining resignations from present office bearers.

KPCC president, Dr G Parameshwar, has suddenly left for New Delhi, fuelling speculations about the purpose of his visit.

Karnataka-Boards-Corporations

Chairpersons to 90 State-owned Boards and Corporations coming under different departments were appointed through appointment orders issued on Monday.

The Chief Minister and KPCC Chief had obtained approval for the final list from the party high command last week.

To accommodate maximum aspirants in boards, CM Siddaramaiah opts for power sharing

Bengaluru: Karnataka chief minister, Siddaramaiah, who has been dilly-dallying on the issue of nominating heads for state-run corporations and boards for fear of ruffling the feathers of disgruntled leaders, has, in consultation with Karnataka Pradesh Congress Committee (KPCC) president, G. Parameshwara, finalized list of chosen leaders for these posts.

A list of 95 nominations to important boards and corporations has already been handed over to the party high command on Friday November 21. National president of the Congress, Sonia Gandhi, is expected to give her assent to these names in a couple of days, fulfilling the aspirations of 95 power-hungry politicians, who have been lobbying hard and vying with other leaders for these seats.

However, it is gathered that the term of these heads has been truncated to 18 months, as a compromise formula to accommodate maximum number of candidates. On expiry of the first 18 months, the present candidates will have to leave their posts to make room for fresh faces to be nominated by the party leadership again. The Congress government in the state has 42 more months of tenure, and during the last six months, everyone will be busy will elections. Therefore, the formula worked out presently is to share the next three years on prorata basis.

It is gathered that in tune with the high command directive, people who have been loyal to the party since long, and have worked in organizational positions successfully, have been given preference. Parameshwar said that the list includes 12 KPCC ffice bearers, six district Congress presidents, and leaders belonging to other backward castes. Current legislators, close relatives of leading Congressmen, those who fought in the last assembly election and tasted defeat, and those who recently migrated to the party have been left out as the central leadership’s stand on these candidates remained rigid, it is gathered.

The list it is said, has tried to strike a balance between all the castes and categories of leaders. Digvijay Singh and Rahul Gandhi reportedly expressed their approval for this list.

It is said that a list of about 1,500 members of boards and corporations has also been drawn. These members will be absorbed in about two weeks time.

CM Siddaramaiah to reshuffle cabinet, at least six ministers to be shown the door

November 10, 2014 by Nasheman

Bangalore: Chief Minister Siddaramaiah is planning to revamp his council of ministers by this year-end, and according to sources at least six ministers to be shown the door.

Under-performance and ill-health are said to be the two main factors that are going to determine the reshuffle. The chief minister has held a preliminary round of consultation with AICC general secretary in charge of Karnataka, Digvijay Singh, in this regard. But the final nod from the party high command is yet to come, says one media report.

According to sources, the ministers likely to be dropped are: Shamanur Shivashankarappa (Horticulture), Qamarul Islam (Minority Welfare), Kimmane Ratnakar (Primary Education), Parmeshwara Naik (Labour), Abhaychandra Jain (Fisheries) and Baburao Chinchanasur (Textiles).

DHNS says, Siddaramaiah has already directed his office to compile a report on the performance of each of the ministers. The report is being prepared based on implementation of budgetary programmes, number of review meetings held, touring the State for inspection and file clearance, sources added.

However, neither Siddaramaiah nor the party high command has prepared a tentative list of names for new ministers. The process to select names is likely to commence after the winter session of the State legislature likely to be held in December at Suvarna Soudha in Belagavi.

Both Parameshwara and Siddaramaiah are likely to meet the party top brass on November 16 to finalise the list of names for boards and corporations, besides those to be inducted into the ministry. The CM, who did not want to go in for expansion, had to change his plans due to mounting pressure from within the party over non-performing ministers.

The high command had recently asked the CM to give a dossier on each minister.

Dissidence brews in Congress

September 8, 2014 by Nasheman

Siddaramaiah-Parameshwara

All is not well in state Congress, with dissidence brewing on a daily basis against Siddaramaiah’s government by disgruntled MLAs for cabinet posts. But many ministerial aspirants lining up the queue, Chief Minister Siddaramaiah has decided to set aside the cabinet expansion by at least a month.

Sources close to Nasheman, say two of the reasons, why the CM does not wants to expand his cabinet, is firstly his aversion to appoint a deputy CM, which has been a long waiting demand of State Congress president G. Parameshwara, and secondly is his self reasons to single handedly control state politics for a longer time.

However, with the results of the recently concluded bypoll elections coming in favour of Congress, Siddaramaiah has effectively consolidated his powers, with even Congress general secretary in-charge of state, Digvijay Singh saying, he would leave it to the CM on when to expand the cabinet.

The biggest looser in this power struggle at least for now, seems to be G. Parameshwara, who left with no apparent choice, has given up his demands, following the decision of Congress high command.

“I have been a sincere party worker and will continue to be so throughout my career. I will stick to the high command’s decision in this regard,” he told reporters on seeking his reaction to the reports that the central Congress leadership was not in favour of creating the post of deputy chief minister in the state.

Though this has come as a disappointment, Parameshwara might strike at the right juncture, after being low for some time. One has to keep in mind that, he is an old party loyalist, and Siddaramaiah is still considered an outsider by many. Sources close to Nasheman, say that, MLAs left out of the cabinet may join forces to strengthen Parameshwara to unseat CM Siddaramaiah.

With these two camps cat fighting each other, one interesting individual to watch out for would be DK Shivkumar (DKS). An old party loyalist, DKS belongs to the powerful Vokkaliga community, who might well be a lone survival in the struggle for power between two leaders from the backward class.
