GST bill deadlock: Modi invites Sonia Gandhi, Manmohan Singh for tea

New Delhi: Reaching out to main opposition, Prime Minister Narendra Modi has invited Congress President Sonia Gandhi and Manmohan Singh for tea this evening during which issues like GST may come up.

Modi today invited the Congress leaders at his Race Course Road residence at 7 PM, sources said.

This assumes significance as the Government and the Congress are at loggerheads which is stalling the passage of crucial legislations like the Goods and Services Tax (GST) Bill.

Finance Minister Arun Jaitley had yesterday said that the Prime Minister is willing to speak to everyone to get the landmark indirect tax law through.

Jaitley, who needs Parliament approval for GST Bill in the winter session to roll out the new indirect tax regime as planned from April 1, said he has spoken to “almost all Congress leaders” on the issue.

“We have absolutely no hesitation even at the level of Prime Minister. We have never had in it in the past, we don’t have it (now). He is willing to speak to everyone,” he had said.

Congress had stalled passage of the GST Constitution Amendment Bill in the last session of Parliament over its demand that a revenue-neutral rate not higher than 18 per cent be mentioned in it. It is also opposed to states being given powers to levy additional 1 per cent tax on supply of goods over and above GST rate.

Abolishing Planning Commission has been harmful for India: Manmohan Singh

New Delhi: Former Prime Minister Manmohan Singh today said that the country’s economic policy has “no sense of direction” after the Modi government decided to scrap the Planning Commission.

Singh also dismissed as “malicious” propaganda that no development had taken place during previous Congress regimes.

“Economic policy has no sense of direction and this is largely because Planning Commission, with all its deficiencies….was a positive dynamic instrument of steering the country’s economy,” Singh, known as the architect of economic reforms in the country, said.

He was speaking at the inauguration of a National Convention here organised by the Indian Youth Congress on the occasion of Indira Gandhi’s 98th birth anniversary.

Singh asked his party workers to tell people how government’s decision to abolish the planning body has been “harmful” for the country.

The senior Congress leader said that as Indira Gandhi followed Jawaharlal Nehru’s path of planned development, she always emphasised the need of Planning Commission for a country as diverse as India and one which faced multifarious challenges.

Recalling her contribution in various fields, including the Green revolution and the birth of Bangladesh, he said that Indira Gandhi believed that the plan body was necessary to address the development needs of all the parts of the country with a strong sense of vision and commitment.

Singh dubbed as “malicious” propaganda that nothing was done for the development of the country during the Congress regimes, including those of Jawaharlal Nehru and Indira Gandhi.

The former Prime Minister asked the Youth Congress and the Seva Dal to work together in reaching out to people when the party will be facing several state elections followed by the Lok Sabha polls in 2019.

Manmohan, Sonia, Rahul Pay Tributes to Indira, Patel

New Delhi: Former prime minister Manmohan Singh, Congress president Sonia Gandhi and party vice president Rahul Gandhi on Saturday paid tributes to former prime minister Indira Gandhi and India’s Iron Man Sardar Vallabhbhai Patel.

They paid tribute to Indira Gandhi on her death anniversary at the Shakti Sthal memorial site dedicated to her.

“We pay tribute to Indira Gandhi today (Saturday). A leader with courage and compassion. She protected the poor and died for India,” Rahul Gandhi tweeted.

Indira Gandhi was assassinated on October 31, 1984 by her bodyguards a few months after the Indian Army took action in the Golden Temple in Amritsar to remove militants from there as part of a move to counter the insurgency in Punjab.

President Pranab Mukherjee and Vice President Hamid Ansari also visited Shakti Sthal to pay floral tributes to Indira Gandhi.

Prime Minister Narendra Modi paid tribute and said: “Tributes to former prime minister Indira Gandhi on her death anniversary.”

She was born on November 19, 1917.

She held the office of prime minister from January 1966 to March 1977. She also became the prime minister from January 14, 1980 till her death.

The three Congress leaders also paid tribute to India’s first home minister Sardar Vallabhbhai Patel on his birth anniversary.

Sardar Patel, known as India’s Iron Man, played a major role in the country’s struggle for independence and subsequently guided its integration into a united, independent nation.

Patel was born on October 31, 1875 in Gujarat’s Nadiad town. He died on December 15, 1950.

In his tweet, Rahul Gandhi said: “My tribute to Sardar Patel on his birth anniversary. One of the founding fathers of our nation, a patriot and a great Congressman.”

“His contribution to unifying India and guarding against fundamentalist forces will always inspire us,” he said.

Rahul Gandhi said Sardar Patel was truly India’s Iron Man as he believed in a strong, united India where every Indian is equal.

Shiv Sena praises Manmohan Singh, says can’t forget his contribution

Mumbai: The Shiv Sena today sought to play down the “praise” lavished on Prime Minister Narendra Modi over attracting foreign investments, saying the contributions of P V Narsimha Rao and Manmohan Singh towards bolstering India’s economy can’t be forgotten.

“Though Prime Minister Narendra Modi is immensely popular in foreign countries, people like Narsimha Rao and Manmohan Singh laid the foundation of India’s economic progress and opened the country’s gates for other nations. How can we forget their contribution?” the Sena said in its mouthpiece ‘Saamana’.

The comment from the party, which is an ally of the BJP-led government at the Centre and in Maharashtra, comes in the backdrop of Modi’s address to the Indian diaspora yesterday where the PM deprecated the culture of graft in the country in a veiled attack on corruption in the UPA regime.

“In our country it doesn’t take much for allegations to come up against politicians… Someone made 50 crores, someone’s son made 250 crores, (someone’s) daughter made 500 crores, (someone’s) damaad (son-in-law) made 1000 crores…” Modi had said.

The Sena said that both the formers Prime Ministers gave a direction to the country’s economy when it was in a bad shape.

“Though Manmohan Singh believed in an ideology not similar to ours, we have to accept he wanted the best for our nation,” the Sena said.

The party further said that a revolution in Doordarshan and the telecommunication sector first happened during the regime of Prime Minister Indira Gandhi, which was carried forward by her successor and son Rajiv Gandhi.

“Doordarshan started telecasting its programmes pan-India since 1982. It was on August 15, 1982 that Indira Gandhi’s Independence Day address to the nation was first telecasted on DD in colour,” Sena said.

“Later, it was Rajiv Gandhi who brought an era of computers and ensured that every village had phone and STD booths. He and his advisor Sam Pitroda are known as the architects of Indian telecommunication sector,” the Sena added.

No evidence against Manmohan Singh in coal case: CBI

New Delhi: The Central Bureau of Investigation (CBI) on Monday told a special court that there is no prima facie evidence against former prime minister Manmohan Singh in coal block allocation case allegedly involving Jindal group firms.

Special Public Prosecutor R. S. Cheema told Special Judge Bharat Parashar that there is no prima facie evidence against Manmohan Singh to name him as an accused in allocation of Jharkhand’s Amarkonda Murgadangal coal block to Jindal Steel and Gagan Sponge.

Former Jharkhand chief minister Madhu Koda had filed a plea last month seeking summoning of Manmohan Singh in the case but the CBI opposed it saying that the application was filed to delay the trial.

The court set October 16 for delivering its order on Koda’s plea.

Koda, in his plea, said: “Materials placed by the CBI shows the said conspiracy, if any, cannot be complete without the involvement of the (then) coal minister (Manmohan Singh) who had the final say in the entire allotment.”

He also sought summoning of the then energy secretary Anand Swaroop and the then mines secretary Jai Shankar Tiwari, saying they were part of the three-member sub-group formed by the Jharkhand government to evaluate the pleas of firms and suggest suitable application for recommendation by the state.

Apart from Koda, Congress leader Naveen Jindal, former union minister of state for coal Dasari Narayan Rao, former coal secretary H.C. Gupta and others have been named as accused in the case.

They have been charge-sheeted for criminal conspiracy and cheating as well as under the Prevention of Corruption Act.

Congress protests for second day against suspension of MPs

New Delhi: Congress top brass Sonia Gandhi, Rahul Gandhi and Manmohan Singh and leaders of six other opposition parties today staged a dharna in Parliament complex for the second day today in protest against suspension of its MPs.

Sharad Yadav and K C Tyagi of the JD-U, Dharmendra Yadav of the Samajwadi Party, Jaya Prakash Narayan Yadav of the RJD, P Karunakaran of the CPI-M, D Raja of the CPI and E Ahamed of the IUML were among other political party leaders who participated in the protests.

The Congress chief vociferously raised slogans along with other protestors denouncing the Narendra Modi dispensation.

“End dictatorship”, “Prime Minister break silence” “Where the “Achhe din” have gone”, “Sushma Swaraj resign”, were among the slogans raised by the protestors who also carried black flags.

“We will continue the agitation tomorrow”, Sonia Gandhi told reporters. The Congress leader said she was not aware of any proposal from the government to end the logjam or for revocation of the suspension of the 25 Congress MPs.

Congress Vice President Rahul Gandhi said, “We have not liked the LS Speaker’s decision on suspension of Cong MPs but we respect her position”.

Modi took lessons from Manmohan Singh on economy: Rahul Gandhi

New Delhi: Former prime minister Manmohan Singh’s meeting with his successor Narendra Modi had fuelled intense speculation but Rahul Gandhi had a different take — the Prime Minister took “lessons” on economy.

In keeping with his new-found aggression, the Congress vice president targeted Modi, saying he called Singh to his residence Wednesday after the economist-turned politician tore into the handling of the economy by the government.

“Manmohan Singh criticised the health of economy in the morning yesterday (Wednesday). Narendra Modi took pathshaala (lessons) from him in the evening. I will ask him (the former PM),” he said addressing the national convention of NSUI, drawing a huge round of applause from the gathering. Hours after slamming the NDA government, Singh met Modi at his 7 Race Course Road residence and discussed issues related to economy and foreign policy.

“Very happy to meet Dr. Manmohan Singh ji & welcome him back to 7RCR. We had a great meeting,” Modi tweeted later along with their photographs.

In a statement, Singh’s office said the former prime minister met Modi at the latter’s “invitation” and “they discussed the economic situation in the country and foreign policy issues.”

At the NSUI event, Gandhi also took potshots at the Prime Minister’s pet ‘Make in India’ scheme, saying a “zero” will come out of it. “Nothing is going to come out of ‘Make in India’. It’s a big zero. It is going to yield a zero. For ‘Make in India’, you have to give power to common man. For ‘Make in India’, you have to give confidence to poor people. They think that they will empower two or three big industrialists and ‘Make in India’ will happen. “It will not happen. See after five years but why five years? Just see the one year of their government. Has anybody got employment,” he asked.

Manmohan Singh breaks silence, denies involvement in scams

New Delhi: After being targeted for his involvement in scams during the UPA government’s tenure, former Prime Minister Dr Manmohan Singh finally broke his silence today and denied all the allegations.

Dr Manmohan Singh stated that he didn’t use public office for his personal growth and benefit.

“I have not used public office to enrich myself, family or friends,” Dr Singh said accusing the BJP of harping on corruption to divert people’s attention to non-issues.

Dr Singh’s assertion comes a day after Pradeep Baijal, the former head of the country’s telecom regulator, said that Dr Singh asked him not to obstruct policies that were being implemented to allow a massive scam in the allocation of mobile network licenses in 2009.

The Modi government is stressing on corruption to divert the nation’s attention to non-issues, he added.

Proudly claiming about India’s growth during the UPA regime, the then Prime Minister said that India was the second fastest growing economy under Congress rule.

Manmohan Singh warned me of harm in 2G issue: TRAI Chairman

New Delhi: Yet another book has come out damning the previous UPA government with former TRAI Chairman Pradip Baijal alleging that the then Prime Minister Manmohan Singh had warned him of harm if he did not cooperate on 2G telecom licenses.

An accused in the 2G spectrum allocation scam case, he also claimed that the CBI wanted him to “implicate” Arun Shourie and Ratan Tata in the case. In his self-published book, The Complete Story of Indian Reforms: 2G, Power and Private Enterprise — A Practitioner’s Diary, Mr. Baijal, who was appointed head of the telecom watchdog by the NDA government in 2003, said the 2G scam trail began under UPA’s Telecom Minister Dayanidhi Maran regime.

“They (CBI) had warned me in each case that I would be harmed if I didn’t cooperate. Incidentally, this was exactly what the eminent economist Prime Minister had told me would happen if I did not cooperate in their scheme of things in the 2G case,” Mr. Baijal writes in an apparent reference to 2G case and disinvestment issues.

There were no immediate comments available from the former Prime Minister, while Mr. Baijal told PTI, “I have said everything. It is 100 per cent correct and I have evidence to prove everything.”

This is the third book in last more than a year that has come to haunt Dr. Singh and his government about state of affairs during his regime. The first book was written by his aide and media advisor Sanjaya Baru and later by former coal secretary P.C. Parekh who is also an accused in the case relating to coal blocks allocation.

Mr. Baijal said he was “not treated properly” after he gave recommendations on the unified licensing regime. “That led to many problem and that led to adverse inference against me by the ruling party then. When I met Prime Minister late, he said that you must listen to your Minister and you must take his view in to consideration. I said his view will get me in to lot of trouble,” he said.

Mr. Maran, who was Telecom Minister in UPA I from May 2004 to 2007, threatened Mr. Baijal with “serious consequences” if he gave recommendations on Unified Licences that would have replaced the old system of giving out permits on first-come-first-serve basis. “Dayanidhi Maran told me in my first meeting with him not to give Unified Licensing recommendations as directed by the Cabinet of the previous government. He further indicated that there would be serious consequences if I did,” Mr. Baijal wrote.

When he took up the matter with the then Prime Minister Manmohan Singh, he wrote that “The PM also told me to cooperate with my Minister in the coalition government he headed, since non-cooperation could compromise his government.”

Mr. Baijal said that both Mr. Maran and his successor A. Raja suppressed his recommendations and sold spectrum to “a selected few without following any rules or procedures.”

He claimed that CBI wanted him to implicate Ratan Tata and Arun Shourie. Mr. Baijal writes that Mr. Maran knew exactly about discussion between him and Dr. Singh.

“I can only surmise that they were all working in tandem possibly along with the PM, Chidambaram and Kapil Sibal at different stages and were guiding the CBI enquiry, getting files removed and, making false statements in the media to make a case against the erstwhile TRAI.”

Mr. Baijal has alleged that Ratan Tata in 2004 informed him that “he was being threatened by Dayanidhi Maran that unless he accepted the merger of Tata Sky with Sun TV, he would ruin him. Ratan Tata refused to cooperate. They would alternatively threaten to harm me and my family and then dangle a carrot of sparing me if I implicated Ratan Tata and Arun Shourie,” he wrote.

Mr. Baijal said that his recommendation was meant to replace Unified Access Services Licence that were allocated with spectrum but TRAI’s “recommendation was not considered and the old regime continued which led to 2G scam later.”

The recommendation on UL was followed by another recommendation on spectrum related issues in May, 2005 that suggested bidding of spectrum in case adequate spectrum is not identified despite best efforts.

He said that bidding process must be avoided in view of the existing high burden of license fee, service tax, spectrum charges, etc. “Had I cooperated with Dayanidhi Maran and the PM, I would have been in jail today, held guilty for the 2G scam,” Mr. Baijal said.

Mr. Baijal said that he flagged issue of Mr. Maran being appointed as Minister as he is also a broadcaster but the “PM dismissed the concerns with serious argument that there is no conflict of since TRAI was an independent regulator.”

Modi government not much different from UPA: Govindacharya

New Delhi: Days after Arun Shourie criticised Narendra Modi Government, BJP’s former ideologue KN Govindacharya on Tuesday too questioned its performance, saying it was not much different from the UPA dispensation and the PM has to come up with “Made for India” policies.

Govindacharya, founder of outfit Rashtriya Swabhiman Andolan, said people continue to witness the “same partial” and “corrupt” dispensation at the central level.

“The government has completed a year. But at this moment, we can’t see a ground to list their achievements, which is a matter of concern. On one hand, it is directionless (on policy issues). On the other, there are internal differences amongst ministries.

“People feel even though Modiji looks different from others…People will have their own assessments…. But (I) can’t see much of a difference in the (two) Governments. Same partiality, corruption is there,” he told reporters.

On the Government’s policies over land acquisition bill and concepts of Smart Cities and Make in India, he cautioned the Prime Minister Modi over his advisors in these matters.

“I don’t know who are the advisors of Narendra Modi… who unnecessarily (have) brought into his head this type of a problem of Land Acquisition bill in which the basic norms could not be followed.

“Therefore, I think, that a clever person like Narendra Mod…I think he should beware of his advisors,” he said.

Govindacharya advised the government to properly supplement the “Make in India” concept with “Make for India” and “Made by India” policies.

“Otherwise, it will just be a signboard that ‘India on Sale’, which won’t do any good to people of Bharat,” he said.

Shourie, a minister in the Atal Bihari Vajpayee government, had earlier this month hit out at the Modi Government saying its economic policy was “directionless” while the social climate was causing “great anxiety” among the minorities.
