Legislature session from today

February 2, 2015 by Nasheman

Vidhana Soudha

Bengaluru: The 10-day State legislature session is scheduled to commence on Monday with Governor Vajubhai Vala’s address to members of Legislative Assembly and Legislative Council in Vidhana Soudha at 12 noon.

Vala is likely to address the joint session in Hindi, giving insights into the achievements of the Congress government led by Chief Minister Siddaramaiah and its plans for the development of the State. It is Vala’s first address to joint session after he took over as Karnataka Governor in September last year.

The session is expected to be stormy as Opposition parties, the BJP and the JD(S), are likely to corner the government on various issues including deletion of valuable lands at Bangalore Development Authority’s (BDA) Arkavathi Layout, the controversial bill on taking over mutts and on the issue of revolt staged by Excise Minister Satish Jarkiholi recently.

The Chief Minister is learnt to have told AICC general secretary Digvijaya Singh that he would place the documents related to Arkavathi land denotification before both Houses of the legislature in his defence.

Apart from the Arkavathi issue, the non-payment of dues by sugar factories for cane supplied by growers is also bound to haunt the government during the legislature session as the promise by the Chief Minister and Sugar Minister H. S. Mahadev Prasad of ensuring that the factories paid half the dues by December 31, 2014, has failed to materialise.

Congress and Opposition expected to go at each other.

Karnataka Forest & Environment Minister threatens to quit over Sangh Parivar’s influence on intelligence wing

January 30, 2015 by Nasheman

Ramanatha-Rai

Mangaluru: Claiming that the state intelligence department was filled with officials who were in favour of the Sangh Parivar, Minister for Forest and Environment B Ramanath Rai has urged Chief Minister Siddaramaiah to identify such officials in the department and replace them on the grounds that they did not work in favour of maintaining law and order situation.

According to highly-placed sources in the Congress party, the minister opined that such officials did not submit intelligence reports that worked in favour of the law and order situation and gave false information especially in the context of Dakshina Kannada district.

Resignation threat

A local media report claimed that Mr Rai has also threatened to resign from the post of the minister over Sangh Parivar’s influence on intelligence department.

He also has expressed dissatisfaction at the direct involvement of state party leaders in the party affairs in Dakshina Kannada district, report said.

Stating that the failure and non-cooperation of the intelligence department was the reason for the recent communal clashes in the district, Mr Rai has been appealing to the chief minister to reconstitute the intelligence department since it was not possible to control law and order at the last instant if the intelligence officials submitted reports favouring the Sangh Parivar. It is said that the minister was not happy with the lack of response in this regard.

The intelligence department officials are aware of the imminent threats and where clashes and riots are going to occur. However, they are misguiding the government by providing false information. By this, the people affected by the clashes are disappointed with the government, which could weaken the future prospects of the Congress party, say sources close to Mr Rai. It is said that Mr Rai had already brought this to the notice of the chief minister two weeks ago.

Sources have said that the district in-charge minister Rai has also expressed displeasure over the political developments in Puttur constituency in the district, primely over the constituency MLA Shakunthala Shetty having taken suggestions from party chief G Parameshwar while nominating office bearers in local bodies instead of having asked him. The minister is of the opinion that the activities of the MLA went against the interest of the party.

Karnataka: Excise Minister Jarkiholi resigns

January 28, 2015 by Nasheman

Satish L Jarkiholi

Bengaluru: In a surprise move, Excise Minister and CM Siddaramaiah’s close confidante Satish L Jarkiholi resigned from the cabinet on Tuesday, January 27 citing that he required time to devote to social service.

However, according to sources, Jarkiholi was never happy with the Excise portfolio and instead he wanted to be in charge of the ministry of either Sports and Youth Affairs or Social Welfare.

Jarkiholi faxed his resignation letter to Siddaramaiah as the latter was in Tirupathi. He hails from the Valmiki community and sources close to Jarkiholi said he was upset with the CM for not recognizing his work for the community and uniting the SC/STs in the state, which have moved away from the Congress.

It may be recalled that Jarkiholi had resigned from the ministry and walked away with Siddaramaiah when the latter quit JD(S) in 2006. For his loyalty, Siddaramaiah after becoming CM in 2013, gave him the Excise portfolio along with making him the District In-Charge Minister of Belagavi.

Presently, Sports and Youth Services portfolio is held by Minister Abhay Chandra Jain and Jarkiholi’s alleged desire to secure Social Welfare portfolio may not be fulfilled as incumbent Minister H Anjaneya, is credited with doing justice to his position.

Bengaluru: A low intensity blast rocked Church Street in Bengaluru on Sunday December 28. The explosion, which was minor, took place outside Coconut Grove restaurant.

A woman was killed and three persons were injured when an improvised explosive device (IED) exploded on the crowded Church Street at 8.35 p.m. on Sunday.

The deceased woman, hailing from Chennai, was identified as Bhavani Devi (38). The injured persons were identified as Karthick, Sandeep and Vinay. While Sandeep and Vinay were admitted to HOSMAT Hospital, Karthick and Bhavani Devi were shifted to Mallya Hospital.

No organisation has claimed responsibility for the blast so far.

The IED wrapped in a piece of cloth was placed behind an ornamental flower bush in front of Coconut Grove, a popular joint on the Church Street. The injured were pedestrians who were passing by. People ran helter-skelter after the blast while some others thought was a fire cracker burst. One of the persons injured was even thrown to a distance of over five feet, eyewitnesses said.

An auto driver named Narasimha Murthy rushed the injured to Mallya hospital in his auto, with the help of people who were at the spot.

Top police officials including city police commissioner M N Reddi rushed to the spot and are collecting evidence.

As soon as explosion took place, people were seen running helter skelter and eyewitnesses said that lot of confusion prevailed at the spot. The police have cordoned off the area.

M N Reddi said that additional police forces including the KSRP, canine squads and forensic experts have been pressed into action. He said the injured were hit by shrapnels from the IED.

Asked whether there were threats to the city, Reddi said there was a general threat perception due to the festivities, the New Year and recent happenings, but no definite threat, and the police have been alert.

The police commissioner has reportedly sent communique to all police stations, sources said and asked the Bengalureans to be on high alert. “One low intensity blast on Church Street. 2 injured, 1 serious. All requested to be alert & inform 100 if any unintended object found,” Reddi stated in his Twitter account.

Karnataka Chief Minister Siddaramaiah today announced a compensation of Rs five lac to the kin of a woman who was killed in the low-intensity explosion outside a popular restaurant here that also left three persons injured.

Speaking to reporters after visiting the injured at a hospital here in the wee hours, Siddaramaiah said the government would provide a compensation of Rs five lac to the family of the woman, who succumbed to injuries sustained in the explosion last night.

BJP opposes Karnataka government’s move on Tipu Sultan birth anniversary

December 26, 2014 by Nasheman

Tipu Sultan

Bengaluru: The Congress government’s move to celebrate the birth anniversary of the 18th century legendary king Tipu Sultan has stirred a controversy in Karnataka, with BJP alleging that it was an attempt by the ruling party to strengthen its vote bank.

On December 22, Chief Minister Siddaramaiah announced that the government has decided to celebrate “Tipu Jayanti” and the date would be decided shortly.

“There has been a lot of pressure from various quarters to celebrate Tipu Jayanti. We have decided to take this into consideration and will announce the date shortly,” Siddaramaiah had said at the release of a book “Tipu Sultan: A Crusader for Change” by historian Prof B Sheik Ali.

But this has not gone down well with the BJP, with its senior leaders claiming that Tipu was a “tyrant” who committed forced conversions in Kodagu and Dakshina Kannada districts in Karnataka and the neighbouring Kerala.

BJP leader Suresh Kumar said Tipu cannot be considered as a person whose birthday should be celebrated by the government, claiming that the erstwhile Mysuru ruler had committed barbaric acts against people including Kodavas (in Kodagu district).

“We (BJP) have our own viewpoint on Tipu Sultan about his administration, especially when you go to Coorg (Kodagu) and other places where people still remember the barbaric acts committed against Coorgis, who refused to oblige his dictates. So, Tipu cannot be considered as a person whose birthday should be celebrated by the state government,” he claimed.

Tipu was a ruler of the erstwhile kingdom of Mysore, who was considered an implacable enemy of the British East India Company. He was killed in May 1799 while defending his fort of Srirangapatna against the British forces.

When pointed out that Congress considers Tipu as secular, Kumar said that party had its own definition of secularism which is not acceptable worldover.

“Yes, Tipu Sultan was and has been as secular as the Congress leaders are because in the Congress dictionary and their viewpoint they have got their own definition of the word secular which is not acceptable the world over,” he said.

“Congress has felt that by projecting Tipu Sultan, their credentials among their votebank will get strengthened. Having tasted defeats after defeats since parliamentary elections, it is resorting to the same step. I wish Congress good,” he said.

State Legislative Council Chairman and senior state BJP leader D H Shankarmurthy told PTI that the government has all the rights to celebrate Tipu’s birthday, but the Mysuru ruler was “anti-Kannada.”

“Before Tipu ruled Mysuru, Kannada was the official language. He replaced Kannada with Persian, which was an alien language,” he said.

Moreover, Tipu was not a Kannadiga and he forced conversions in Kodagu and Dakshina Kannada and Kerala, he claimed.

Countering Siddaramaiah’s remarks that Tipu supported temples and gave money to construct them, Shankamurthy said no one can also ignore his acts of demolishing temples.

“There may be few instances of Tipu supporting construction of temples by giving money, but it is also true he demolished many temples. A debate has to be there as to why Tipu supported some and demolished other temples,” he argued.

Siddaramaiah had said Tipu had supported temples and gave money to construct them and waged a war against British and died on the battlefield for the cause of Indian freedom.

The Congress government has been making attempts to honour Tipu but without much success, the earlier case being an attempt to launch a central university proposed at his erstwhile capital Srirangapatna, also a major Hindu pilgrimage destination, during the UPA rule, which was opposed by the then BJP government in the state.

Koppal: Facing resistance from Hindu seers and reservations within cabinet, Congress government in Karnataka Wednesday said it would withdraw a bill which religious mutts fear is an attempt to take over their institutions.

Developing cold feet as the bill raised a storm of controversy, Chief Minister Siddaramaiah told reporters here “Now we are planning not to pursue with bill. We will take it back.”

The Karnataka Hindu Religious Institutions and Charitable Endowments (Amendment) Bill of 2014 was introduced in the Assembly during the session at Belagavi last week, amid stiff opposition from BJP which termed it as an attempt to interfere in the affairs of Hindu religious institutions.

The bill has raised the hackles of seers across the state who say it is needless interference and question why only Hindu religious institutions are being “targetted”.

Siddaramaiah said the JDS-BJP coalition government in 2007 had given an undertaking to Supreme Court stating they would bring an amendment to the law, following which the bill was introduced. The bill was also recommended by a high powered committee headed by Rama Jois, a former Supreme Court judge who was also a BJP Rajya Sabha member.

“BJP is playing politics on this issue now, while they are the ones who had given such undertaking,” he said.

“Now we are planning not to pursue with the bill….We will take it (bill) back; ….We will inform the court about it, the undertaking was given by the previous government….”

At the cabinet meeting yesterday, several ministers as also the Chief Minister himself, had reportedly expressed reservations about the bill.

Belagavi: BJP member Prabhu Chavan was watching a zoomed in picture of Priyanka Gandhi during proceedings on Thursday.

Use of mobile phones in the Karnataka Assembly was banned on Friday, a day after the House was rocked by chaos over a BJP member watching a zoomed in picture of Priyanka Gandhi during proceedings.

Speaker Kagodu Thimappa suspended Prabhu Chavan, BJP legislator whose act caught on TV camera triggered a storm, for a day, and pulled up Housing Minister M H Ambareesh and Congress member S S Mallikarjun for using phones in the House.

“I hereby pronounce that the use of mobile phones in the state assembly is banned. Since Prabhu Chavan was watching a picture in an indecent manner, he is herewith suspended for a day from attending house proceedings,” he said.

The Assembly proceedings were paralysed yesterday amid chaos over the BJP MLA’s conduct, with ruling Congress members on the offensive demanding action against the legislator.

BJP members had hit back at Congress seeking two-day suspension of Mr. Ambareesh and Mr. Mallikarjun from the House, alleging they were also surfing through mobile phones during proceedings.

Mr. Thimappa also announced formation of legislature ethics committee, which will help mould the personality of legislators, monitor their behaviour in the House and legislative capabilities and enhance the dignity, decorum and prestige of the Assembly.

“Already a legislature ethics committee has been formed in the Upper House, but has not met even once. However, such a committee also will be constituted in the lower house,” he added.

In a major embarrassment to BJP, Mr. Chavan was caught on a TV camera watching a zoomed in photo of Priyanka Gandhi on his mobile phone and another BJP MLA U B Banakar playing video games during a debate on the plight of sugarcane growers on Wednesday.

During the BJP rule, the then ministers Laxman Savadi and C C Patil were also in the eye of a storm after TV channels aired video footage of their watching pornographic content on their mobile phones.

The legislature is holding the 10-day winter session here.

Belagavi session: BJP MLAs caught gaping Priyanka Gandhi picture, playing games on mobile in Assembly

December 11, 2014 by Nasheman

Belagavi session

Belagavi: In an embarrassment to Opposition BJP, a party MLA was caught on camera purportedly watching a zoomed in photo of Priyanka Gandhi on his mobile phone and other playing video games during proceedings of the Legislative Assembly here.

During video clippings telecast on local TV channels, MLA Prabhu Chavan was also shown watching photos of Prime Minister Narendra Modi, Bollywood actor Riteish Deshmukh and former Prime Minister Rajiv Gandhi along with Sonia Gandhi.

The Aurad legislator however courted controversy as he purportedly watched the zoomed in photo of Priyanka Gandhi.

Asked about his conduct, Chavan maintained he was flipping through pictures on mobile, including that of Modi.

When he came across a Priyanka Gandhi’s picture, he zoomed into it to read the slogan below. There was nothing objectionable in his zooming in the picture, he said.

“No no there was a slogan below, I was watching it, I can show you. I was watching slogan below (the photo).”

“By mistake I took it (phone) inside. I agree it is my mistake, but I have seen nothing with bad intention. I was checking photos of national leaders, I checked Narendra Modi photo…. I also checked my son’s photos….,” Chavan told reporters here.

“….nothing of that sort, taking it (mobile) inside is a mistake and I agree it was my mistake…,” he added.

Another BJP MLA U B Banakar was caught on camera playing online games on mobile phone oblivious of the discussion about the plight of sugarcane growers to whom sugar mill owners owe huge arrears.

The footage of both the MLAs seated separately was captured by a TV cameraman from the elevated media gallery and beamed by Kannada T V channels.

“It shows BJP Culture”

Chief Minister Siddaramaiah took sharp exception to the conduct of the BJP MLAs, and said it “shows their culture.”

“We know what happened in the House in the past, when BJP MLAs were caught watching blue films on their mobile phones inside the House,” he said.

BJP Opposition leader Jagadish Shettar, who succeeded Sadananda Gowda as the chief minister during the BJP regime, said the action of party MLAs watching pictures in the mobile phones is “wrong and cannot be tolerated.”

Belagavi: The Karnataka Assembly was on Tuesday adjourned twice after BJP MLAs demanded adjournment motion to discuss problems faced by farmers, including sugarcane price issue, as the winter session of the Legislature began.

Former Chief Minister and Opposition Leader, Jagadish Shettar sought adjournment motion and criticised the government for failing to keep its promise on payment to sugarcane growers made on the floor of the House in the last winter session.

The government had come under intense pressure to increase the State Advised Price (SAP) after a protesting sugarcane farmer committed suicide in front of the state secretariat during last winter session at Belagavi.

Sugarcane growers, who had rejected the price of Rs 2,500 a tonne fixed by the government, had staged protests, demanding that it be raised to Rs 3,500 per tonne.

The government is neglecting farmers’ problems even as they are on the streets, Shettar alleged.

Speaker Kagodu Thimappa said he would not allow adjournment motion, but the issue could be discussed under a different rule. Not satisfied with Thimappa’s assurance, BJP members who were staging protest in the well of the House raised slogans against the government.

Thereafter, Thimappa adjourned the proceedings till 3 PM.

Earlier also, Thimappa adjourned the House for ten minutes after he assured the members that he would take up the issue after the Question Hour.

Intervening in the matter, Chief Minister Siddaramaiah said the intentions of the opposition is “nefarious” to derail democratic norms by demanding adjournment motion before the Question Hour.

Objecting to Siddaramaiah’s remarks, BJP raised slogans which prompted Thimappa to adjourn the House for ten minutes.

Meanwhile, BJP leaders and party workers staged protest outside Suvarna Soudha, the state secretariat building here, to highlight the government’s ‘failure’ in protecting interests of farmers. The protest was led by BJP’s National Vice President and former Chief Minister B S Yeddyurappa.

BJP is also seeking resignation of four ministers – HS Mahadeva Prasad, Dinesh Gundu Rao, Qamarul Islam and KJ George for alleged land grab and failure of the Siddaramaiah government in preventing sexual assaults on women and children.

President unveils mobile governance in Karnataka

December 9, 2014 by Nasheman

Bengaluru: President Pranab Mukherjee Monday launched the unified mobile governance platform here to provide a host of services to people across Karnataka.

The Karnataka MobileOne multi-mode service, touted as the first of its kind in India, will enable the common man to access about 4,500 services in the public and private domains.

“This unique initiative signals a new era in governance,” Mukherjee said.

The service is available across all platforms, including iOS and Android.

On feature phones, the service can be availed through integrated voice response and SMS. Users can dial 161 or *161# to access the services.

Services include payment of utility bills and property tax, booking of railway tickets and filing of income tax returns.

The platform also enables users to draw the civic body’s attention for the non-functioning of its services or facilities like street lights, and also to damaged roads and garbage clearance.

About 4,500 services spanning G2C, B2C and G2B can be availed through the novel initiative anytime and anywhere from any location across the state, the country or the world using any mobile handset.

Payment on MobileOne can be done through debit or credit cards and online wallets.

Built on a public-private partnership mode with IMI Mobile, the service has also been integrated with social media websites.

“Many startups contributed to the state’s visionary platform. The state government extended support to young technology firms for whom the platform can be a cost-effective distribution channel for gyro offerings,” Nasscom product council chairman Ravi Guraraj said.
