Union Govt reduces e-payment limit of Govt payments to Rs 5,000

New Delhi: In order to attain the goal of complete digitization of government payments, the union finance ministry has again reviewed the existing limit of Rs. 10,000 prescribed regarding e-payment to suppliers and others. It has now been decided to lower this threshold limit from Rs. 10,000 to Rs. 5,000.The last review in this regard was made in August, 2016.

Accordingly, all the ministries, departments of the union government have been now directed by the ministry of finance to ensure with immediate effect that all payments above Rs. 5000 to suppliers, contractors, grantee, loanee institutions and others are made by issue of payment advises only, said Ministry of Finance in a release.

Dear Zindagi may not prove to be so dear at the box – office turnstiles

Director Gauri Shinde’s 1st directorial claim to fame was the Sridevi starrer film English Vinglish. But sadly enough her 2nd outing in Dear Zindagi really sucks. In spite of the writing prowess of Gauri Shinde Dear Zindagi literally fails to hold the viewers interest.

The scripted scenario of the film kick starts with the “on – the – sets” introduction of the extremely talented cinematographer Kaayra (Alia Bhatt), for whom work perfection towers above everything else in life. Not the one to make any kind of compromise in her work, she also harbours a heartfelt dream of directing her full – fledged feature film some day. One day, she gets a dream offer from Raghavendra (Kunal Kapoor), for co -directing a prestigious feature film on the foreign shores. Since Kaayra is in love with Raghavendra & vice versa, Kaayra becomes extremely happy thinking that she would be able to combine work with pleasure. Even before the feeling of her dream coming true sinks in, she gets a shock of her life when she gets to know that, Raghavendra has got engaged to his ex – girlfriend on the foreign shores. This news totally shatters the visibly distorted Kaayra. That’s when she happens to meet the renowned psychiatrist Dr. Jehangir Khan aka Jag (Shah Rukh Khan). Thereafter starts her therapy sessions with Jag. It is through these sessions that Jag gets to know that Kaayra has been silently suffering from many issues caused during her tender childhood. Gradually during the therapy sessions, a strong bond develops between Kaayra & Jag, so much so that she openly confides all about her past & her present day happenings to Jag. While doing so, Kaayra realises that she has actually fallen for Jag.

Director Gauri Shinde seriously errs in her 2nd outing Dear Zindagi. She has succeeded in extracting a superb performance from her entire star cast. But if only she had concentrated more on the other technical arena too. But Alas! Its too late now to rectify the mistakes she has made. No issues better luck in your hat trick outing.

Performance wise both Shah Rukh Khan & Alia Bhatt deserve a standing ovation for their intense, remarkable & sentive portrayal of their respective roles. In fact both, SRK as a psychiatrist & Alia Bhatt as a cinematographer, are so endearing that you instantly feel like giving them a warm hug. Another well – deserving act comes from SRK after Chak De! India and from Alia Bhatt after Udtaa Punjab. While Kunal Kapoor is superb, Angad Bedi is surprising, Ira Dubey is 1st rate, Aditya Roy Kapur is perfect & Ali Jafar is simply oustanding in their respective roles.

Tail Piece: Dear Zindagi maybe a multiplex audiences glass of wine, but it is certainly not a single screen audiences cup of tea. The film may win laurels & accolades in the Global Film Festival circuit. But at the Indian Box office turnstiles its chances are nil.

Union Min. Giriraj Singh advocates ‘sterilisation’ after demonetisation

Patna: Union Minister Giriraj Singh on Sunday said after notebandi (demonetisation), there is an urgent need to make laws for nasbandi (sterilisation) in the country.

Singh, who is the Minister of State for Micro, Small and Medium Enterprises, is the second senior Bharatiya Janata Party leader who has advocated sterilisation after demonetisation.

Last week, former Union Minister and senior BJP leader Sanjay Paswan said sterilisation will help control population of the country.

Singh said all sections of society should adopt this practice to control population in the country.

Singh said India has 16 percent of world’s population and adds population equal to Australia every year. “The country is facing population explosion, it has to be controlled soon.”

In October this year, Singh had said Hindus should seriously think of increasing their population in the country by producing more children.

“There is a need to increase population of Hindus in the country. They should take this issue seriously as their population has been decreasing in eight states in the country,” Singh said.

He then recalled that none other than RSS chief Mohan Bhagwat had advised Hindus in August last year to produce more children and said no laws can prevent them from reproducing more children.

Singh is the BJP’s Lok Sabha member from Nawada constituency in Bihar. He is known as a staunch supporter of Prime Minister Narendra Modi and champion of Hinduvta politics.

Jaya’s situation ‘extremely grave’, says London specialist

Chennai: The condition of Tamil Nadu Chief Minister J Jayalalithaa is “extremely grave”, the London doctor who is being consulted for her treatment said today.

“Unfortunately, and in spite of the progress she had made, her underlying health conditions inevitably meant that the risk of further problems always remained,” Dr Richard Beale said in a statement.

“The situation is extremely grave, but I can confirm that everything possible is being done to give her the best chance of surviving this shocking event. She is being cared for by a highly multi-disciplinary team and is now on extra corporeal life support.

“This is the most advanced level of support available and is the approach the best centres internationally would take in this situation. That this technology is available in Apollo Chennai reflects the high degree of expertise of this centre and, that at all times, Madam has received exceptional care from Apollo and AIIMS care team, which are equal of any in the world,” he said.

He said his prayers and thoughts were with the Chief Minister, her family, her carers and the people of Tamil Nadu “at this very difficult time”.

Nigeria: 400,000 children at risk of famine

Fati Adamu has not seen three of her six children nor her husband since Boko Haram fighters attacked her hometown in northeast Nigeria in a hail of gunfire.

Two years on, she is among thousands of refugees at the Bakassi camp in Maiduguri, the city worst hit by a seven-year-old conflict that has forced more than two million people to flee their homes.

The United Nations says 400,000 children are now at risk from a famine in the northeastern states of Borno, Adamawa and Yobe – 75,000 of whom could die from hunger within the next few months.

A push against the fighters by the Nigerian army and soldiers from neighbouring countries has enabled troops to enter remote parts of the northeast in the last few months, revealing tens of thousands on the brink of starvation – and countless families torn apart.

“I don’t know if they are dead or alive,” Adamu, 35, said of her missing relatives.

There is a renewed threat of Boko Haram attacks. The start of the dry season has seen a surge in suicide bombings, some of which have targeted refugee camps, including one at Bakassi in October that killed five people.

The World Food Programme said it provides food aid to 450,000 people in Borno and Yobe. About 200,000 of them receive $54 each month to buy food, soon to rise to $73.

At least 15 camps, mostly on the outskirts of Maiduguru, the Borno state capital, are home to thousands of people unable to return home and surviving on food rations.

At one known as New Prison, women and children visibly outnumber men, many of whom were killed by Boko Haram or are missing.

One man – Bukaralhaji Bukar, 45, who has eight children from his two wives – said the food he buys with the monthly stipend finishes within two weeks.

“We are suffering. It is not enough,” said Bukar, who begs on the street to make money.

In the centre of Maiduguri, life seems to be returning to normal. Food markets are bustling but soldiers in pick-up trucks clutching rifles are reminders of the need for vigilance.

Malnourished children

In a ward in Molai district near the Bakassi camp, the air is filled with the sound of crying babies and the gurgle of those who lack the energy to cry. Some, whose skin clings tightly to their bones, are silent – too weary to even raise their heads.

“Many of them are malnourished, which is already bad enough, but they also develop things like malaria which further worsens their illnesses because they cannot eat and start vomiting,” said Dr Iasac Bot, who works at the unit overseen by the charity Save the Children.

Children have conditions ranging from diarrhoea and pneumonia to bacterial infections and skin infections.

Hauwa Malu, 20, fled with her husband and their two-week-old daughter, Miriam, from her village in Jere after Boko Haram fighters burned the farming community to the ground and took their cattle.

Miriam, now aged 10 months, has suffered from fevers, a persistent cough, and is malnourished. Her mother said they have been left without a home or livelihood.

Tim Vaessen of the UN’s Food and Agriculture Organization said a failure to restore their ability to farm would in the long term mean displaced people would depend on expensive food aid.

“They would remain in these camps, they would become easy targets for other armed groups and they might have to migrate again – even up to Europe,” he said.

Saina Nehwal crashes out of Macau Open

Macau: Top seed Saina Nehwal suffered a huge upset at the hands of World Number 226 Zhang Yiman in straight games to crash out the Macau Open 2016.

The unseeded Zhang Yiman thrashed Saina, who recently jumped to the number 10 spot in the world, 21-12, 21-17, in a match that lasted just 35 minutes.

Yiman started brightly in the first game, taking a quick 9-7 lead. However, after a series of uncharacteristic mistakes by the Indian star, Zhang surged ahead and went on to clinch the first game 21-12.

Saina seemed a different athlete in the second game as she raced to a 5-0 lead early on. But the Zhang hit back strongly reducing the game to 7-9.

Saina crumbled under the pressure as gave away the lead as Zhang rallied back to take a 17-12 lead in the second game.

In the end, four match points proved too much for Saina to make a comeback, as she conceded the second game 17-21.

Cash haul in Karkala: Rs 71 lakh in Rs 2,000 notes seized; three arrested

Karkala: The Karkala police arrested three people and seized Rs 71 lakh unaccounted cash in Rs 2,000 notes at Bailoor on Friday.

Asif, Imran and Deepak from Kudroli, Mangaluru are said to be arrested.

Sources say that the police intercepted a car at Bailoor and found the trio having cash in their possession. They were not able to produce any documents for the cash. It is said that the money was being brought to Mangaluru. The car was also seized.

The trio was handed over to the Income Tax officials for further inquiry.

TMC MLAs stage protest outside Raj Bhavan over army deployment

Kolkata: Trinamool Congress MLAs and ministers today staged a protest dharna outside Raj Bhavan here demanding immediate withdrawal of army from toll plazas in the state.

TMC legislators and some ministers marched to the Raj Bhavan from state assembly and sat outside carrying placards and posters criticising the Narendra Modi government besides raising slogans like ‘Modi haaye haaye’.

“We are here to protest against the unconstitutional method adopted by Modi government,” TMC chief whip in the assembly Nirmal Ghosh said.

Governor K N Tripathi, however, was not present at the Raj Bhavan as he is in Delhi. When contacted, Tripathi told PTI,”I have read about it newspapers. Army has already given a clarification. I have nothing more to say.”

Asked to comment on party chief Mamata Banerjee’s allegation of “army coup” on army presence at toll plazas in several parts of the state, Tripathi said, “It is the chief minister’s view. I have nothing more to say.”

Letter threatening genocide sent to several US mosques

The FBI is not investigating letters sent to mosques in six more states promising to “cleanse” America of Muslims.

Several more mosques in the United States have reported receiving hate-filled letters from California that warned Muslims to leave the country or face genocide.

The identical letters postmarked from the Los Angeles area have now shown up at mosques throughout California and in Ohio, Michigan, Rhode Island, Indiana, Colorado and Georgia.

Los Angeles police have been investigating the lettersaddressed to “the children of Satan” as a hate incident, but not a crime because it does not contain a specific threat.

The letters appeared to be photocopies of a handwritten note referring to Muslims as “vile and filthy people” and saying that President-elect Donald Trump would do to Muslims what Hitler did to Jews.

The Council on American-Islamic Relations has asked the FBI to investigate.

The FBI said the threats, while inflammatory and awful, did not constitute a hate crime, nor did they pose a threat specific enough to investigate at this point. They added they were monitoring the situation and urged anyone to report such incidents.

Police in Providence, Rhode Island, said they would increase patrols after one of the letters was received at Masjid Al-Kareem.

Faissal Elansari of the Islamic Center of Rhode Island said he felt a wave of hate at his doorstep, WPRI-TV reported.

Envelopes have had a return address in the city the letter was sent – often 331 Oak St. – but are postmarked in Los Angeles or Santa Clarita, a suburb about 30 miles north.

The name above the return address is Reza Khan, said Shehadeh Abdelkarim, president of the Islamic Center of Cleveland, which received one of the letters. He noted that is a Muslim name.

“The person obviously knows a little about Muslim culture,” Abdelkarim said.

The name is bogus, said Sgt Mike Abdeen of the Los Angeles Sheriff’s Department, which is helping Los Angeles police.

Letters have been received at six mosques in California, including Los Angeles, Fresno and San Jose, according to police and Islamic groups. Elsewhere, they have also turned up at mosques in Denver, Ann Arbor, Michigan, Savannah, Georgia, and a school affiliated with an Indianapolis mosque.

Trump’s spokespeople have not responded to a request for comment.

Iranian Film Daughter Bags The Golden Peacock At IFFI 2016

In the curtains down grand finale of the International Film Festival Of India (IFFI Goa 2016) it was Iranian filmmaker Reza Mirkarimi’s Daughter which bagged the prestigious “Golden Peacock” Award for the “Best Film” at the gala closing ceremony of the 47th International Film Festival of India in Goa. Mirkarimi got Rs 40 lakhs (Rs 4 mn) in cash prize for Director & Producer, the Trophy & a certificate.

Daughter was a family drama set in Southern Iran that tells the story of a young girl who leaves her hometown for a half a day trip to Tehran without the permission of her strict father to attend a close friend’s farewell party. On her way back hazy weather changes all she had planned.
Daughter had also won the “Best Film” award in the Moscow International Film Festival earlier this year.

Iranian actor Farhad Aslani bagged the “Best Actor” award for his portrayal of the strict father in the same film Daughter, picking up the Silver Peacock & Rs 10 lakhs (Rs 1 mn) in cash prize.

The “Best Director” award went to the Turkish Director Baris Kaya for his film
Rauf. The film is a unique love story of a search under the shade of war and in tough natural conditions. The film is known for its pink hue, which is also the colour of love. Director Baris Kaya & Producer Soner Caner got Rs 15 lakhs (Rs 1.5 mn) in cash award, a citation & the Silver Peacock Trophy.

Elina Vaska bagged the “Best Actress” award for her portrayal of a 17 year old lonely girl in the Latvian film Mellow Mud. She walked away with the Silver Peacock Trophy & Rs 10 lakhs (Rs 1 mn) in cash prize.

The South Korean historic drama The Throne directed by Lee Jon – ik bagged the Special Jury Award comprising of Silver Peacock & a cash prize of Rs 15 lakhs (Rs 1.5 mn). The film set in 1762 during the Joseon dynasty explores the dilemma of the King in penalizing the Crown Prince and his own son for treason.

Pepa San Martin’s Spanish film from Argentina / Chile Rara bagged the Centenary Award for “Best Debut Feature Film”, carrying a Silver Peacock Trophy & a cash prize of Rs 10 lakhs (Rs 1 mn). It tells the story of a 13 year old girl as she begins to grow up.

The international jury for IFFI 2016 had acclaimed writer – director Ivan Passer as the chairperson with Larry Smith, Lordan Zafranovic, Nagesh Kukunoor, Leila Kilani as members.

ICFT – UNESCO Gandhi Medal The ICFT –UNESCO Gandhi Medal was awarded to Turkish film maker Mustafa Kara’s Cold Of Kalandar. This award, instituted by the International Council for Film & Television, Paris & UNESCO is given to a film that portrays the Gandhian values of peace & harmony. Kara’s Cold Of Kalandar, set in a mountain village in the Black Sea region is also Turkey’s official entry for “Best Foreign Language Film” category of Oscar Awards.

Canadian multi – lingual entry The Apology by Toronto based Tiffany Hsiung won the Special Mention under the ICFT -UNESCO Gandhi Medal competition.

In all 7 films, including T S Nagabharana’s Allama were in the fray for the ICFT -UNESCO Gandhi Medal.

The glittering closing ceremony witnessed musical performances composed by Sachin -Jigar. The maker of Telugu magnum opus Bahubali – The Beginning, S S Rajamouli was the Chief Guest of the closing ceremony.

Mridula Sinha, Governor of Goa, Laxmikant Parsekar, Union Minister of State for Information & Broadcasting, Col. Rajyvardhan Rathore, Jury Chairperson Ivan Passer and other jury members, Subhah Ghai & Nana Patekar, and a number of other dignitaries were also present.
