Rajya Sabha polls for four seats from Karnataka on Saturday: EC

The Election Commission has declared that polling for four Rajya Sabha seats from Karnataka will be held as scheduled on June 11 at the state’s secretariat.

“In seven states, including Karnataka, the (biennial) election will be held on June 11 to fill the four seats in the Rajya Sabha, as the six-year term of the three outgoing lawmakers’ lapse on June 30,” said the poll panel in a statement here on Thursday.

As the number of seats (four) to be filled are more than the three falling vacant on June 30, owing to the retirement of the sitting members, one seat has been vacant following the resignation of (industrialist) Vijaya Mallya on May 4.

With five nominees, including three from the ruling Congress and one each from the BJP and Janatal Dal-Secular (JD-S) being in the fray, election has become inevitable.

The candidates are Oscar Fernandes, Jairam Ramesh and K.C. Ramamurthy (all Congress), Union Minister of State for Commerce and Industry Nirmala Sitharaman of the Bharatiya Janata Party and B.M. Farooq of JD-S.

Though the JD-S sought countermanding or postponing the polls by three weeks following a sting operation by two English national channels last week, showing that the seats were on sale as a quid pro quo for the votes of the nine independents and members of the regional outfits having one or two lawmakers in the assembly.

The lawmakers featured in the sting appeared to have indicated that funds for development of their constituencies were offered in lieu of their voting for a particular party candidate, although the ruling party denied the charge.

Each candidate requires 45 votes to be elected to the upper house of Parliament form the southern state.

In the 225-member legislative assembly, which is the Electoral College for the RS election, the ruling party (Congress) has 123 members, BJP 44, JD-S 40, independents 9, BSR-C 3, KJP 2, SKP 1, KMP 1, speaker 1 and nominated 1.

As Congress has 123 lawmakers, election of the two former central ministers (Fernandes and Ramesh) is certain, while its third nominee (Ramamurthy) will need 12 more votes, as the party will have only 33 surplus votes for him.

Similarly, with BJP’s 44 votes, Sitharaman is expected to sail through with one more vote from any one lawmaker of its regional allies BSR-C and KJP, which have five members in the lower house.

Farooq, however, needs five more votes to win as his party (JD-S) has only 40 lawmakers in the house and if all of them cast their votes to him.

With more than five JD-S ‘rebel’ lawmakers, including Zameer Ahmed and N. Cheluvaraswamy threatening to vote for the Congress third candidate (Ramamurthy), Farooq will find the going tough to reach the magical 45 figure.

Though all the three parties will be issuing a whip to its lawmakers to vote for their respective candidates, there are fears of cross-voting in the secret ballot exercise by some lawmakers of Congress and JD-S.

NETFLIX STREAMS MUSIC SPECIAL THE PASSION OUTSIDE US

Netflix had secured worldwide distribution rights to The Passion, a live TV musical event narrated by Tyler Perry about the final hours of Jesus Christ’s life, following Fox’s US broadcast Sun. The Passion aired on Fox on 2Oth Mar, 2O16 (Palm Sun), 8 – 10 pm ET live / PT delayed. On 22nd Mar, 2016 the special was available on Netflix internationally with the exception of Netherlands, where the format originated. The special aired in Netherlands on 25th Mar, 2016. Netflix acquired the rights to the special from Dick Clark Productions. Under the deal, it has streaming rights for 13 months for non – US territories. In the States, Fox is offering replays of The Passion to authenticated users of pay – TV partners. The Passion, written by Peter Barsocchini, tells the story of Christ from the “Last Supper” to his “Crucifixion” & “Resurrection”, set in the modern day. The 2 hour special features music sung by the cast and arranged by executive producer Adam Anders and will be shot at 9 locales in New Orleans before an audience of more than 25,000. Gospel singer Yolanda Adams kicked off the show with a special performance. The Passion cast members include Cuban -American singer Jencarlos Canela (Jesus Christ), Chris Daughtry (Judas), Prince Royce (Peter), Seal (Pontius Pilate), Trisha Yearwood (Mary, the mother of Jesus) and Christian singer/song writer Michael W. Smith as one of Jesus’ disciples. The Passion is produced by Dick Clark Productions; original concept creator Eye2Eye Media, whose production of The Passion has been Holland’s highest – rated live musical television event annually since 2011; and Anders Media.

FLAGSHIP ENTERTAINMENT UNVEILS 12 CHINA MOVIES

Flagship Entertainment, the joint venture between Warner Bros., China Media Capital & broadcaster TVB, unveiled its first 12 movie projects to be made in China. Titles include: Crater, Chinese Wall Street, a Chinese remake of Miss Congeniality & Mission Milano & $150 million budget actioner MEG. The announcement was made in Hong Kong on Wed with Flagship’s topper Richard Fox, Warner’s Kevin Tsujihara & CMC’s Li Ruigang in attendance. The company was established last year with its legal headquarters in Hong Kong. LINSEY NAMED AS THE DIRECTOR OF PRODUCTION DIVISION

The UK public broadcaster BBC has named Mark Linsey as the director of its in -house production division, BBC Studios. Linsey has been acting director of BBC Television since Oct, 2015 and spent more than 2 decades working in TV production before joining BBC, including roles at Central, LWT, Hat Trick Productions & Tiger Aspect. He was appointed as the BBC’s controller, entertainment commissioning in 2009 and was responsible for programs including Michael McIntyre’s Comedy Road Show The Apprentice, Strictly Come Dancing & Graham Norton’s chat show on BBC One. In 2013, he also took on the role of deputy director of television. GLOBAL ADVERTISING SPEND TO RISE 4.6% to $579 BILLION IN 2016

Global advertising expenditure is on course to grow 4.6% to $579 billion this year, up from 3.9% growth last year, media research agency Zenith Optimedia reported Mon. Its optimism is driven by the prospect of 3 special events this year, rapid recovery from the markets most affected by the eurozone crisis, and the emergence of fast – growing markets that are opening up to international advertising. “Rapid growth from countries that are relatively new to the international advertising market, combined with a resurgence of established markets that were damaged by the financial crisis, will keep the global ad market on track for healthy growth for at least the next few years,” said Jonathan Barnard, head of forecasting at ZenithOptimedia. Special events boosting ad expenditure this year include US residential election, the Summer Olympics & UEFA soccer championship in Europe.

3 MOVIES AMONGST WINNERS AT EMPIRE AWARDS

The Revenant won “Best Film” at Empire Awards in London, but it was Star Wars: The Force Awakens that ruled overall, taking 5 prizes, including “Best director” for J. J. Abrams, “Best Visual Effects, “Best Sci – Fi / Fantasy” & “Best Male” & “Best Female” newcomer for stars John Boyega & Daisy Ridley, who were both present to accept their trophies. MOVIE THEATER OWNERS CLAIM SCREENING ROOM POSES MASSIVE RISK

The UK Cinema Association, which represents British movie theater owners, said Fri Screening room represents “a massive risk” to the industry. In a statement, the association said: “The Screening Room represents a massive risk to the future prosperity not only of this association’s members and their counterparts in other territories, but also of colleagues across the wider film industry.” The organization, which represents 90% of UK cinema operators, added: “It is difficult to envisage how this proposal, if adopted, could do anything other than present an unprecedented opportunity for film piracy while at the same time damaging the foundations of a cinema business which remains the key driver of revenue for the entire business.” The statement continued: “The cinema experience represents not only over 40% of total film revenues, but also generates ‘word of mouth’ marketing which benefits every other subsequent platform. This proposal would therefore inevitably lead to a loss in the overall income for the film industry. CATCHPLAY LAUNCHES ASIAN MOVIE STREAMING SERVICE

Catchplay is launching a video streaming service that it hopes will take on rival platforms in Asia and reverse piracy. Its Catchplay On Demand service launches initially in Taiwan, with Singapore & Indonesia set to follow in the 2nd quarter of the year. The company, which through a deal with New Regency, is one of the financiers of The Revenant, says the new service has a mix of content that has more new releases than rival platforms and delivers them quicker. It will be available in transactional video on demand & subscription VoD modes. “In recent years, Catchplay has quietly & purposefully expanded its business from theatrical distribution to film financing & production, aggregating digital content for many leading digital platforms and the operation of our own movie channel,” said Harvey Chang, Catchplay chairman in a statement.

DISCOVERY & NOS INK OLYMPIC GAMES DEAL
Dutch broadcaster NOS has secured TV & multiplatform broadcast rights to 2020 Tokyo Olympic Games from Discovery Communications. The pact will allow NOS to sub – licence the rights from Discovery, which owns Eurosport and holds exclusive multimedia rights to Olympic Games for 50 countries & territories in Europe through 2024. As such, NOS viewers will gain access to both 2018 Pyeong Chang & 2020 Tokyo Games across multiple platforms. Eurosport, meanwhile, retains exclusive live rights to 2018 & 2020 Olympic Games, including ice hockey for 2018 Pyeong Chang Olympic Winter Games. NOS will be able to broadcast the highlights. Through this agreement with NOS,Discovery aims to expand viewership for Olympic Games across an unprecedented number of screens & digital products in Europe.

BERLUSCONI CONFIRMS TALKS BETWEEN MEDIASET & VIVENDI

Silvio Berlusconi on Mon confirmed that talks are under way between his Mediaset group & French media giant Vivendi to forge an alliance in content creation but denied more far – ranging discussions, downplaying speculation in Italian press about a possible outright purchase by Vivendi of his entire TV empire. “Vivendi is very interested in Italy,” Berlusconi told Italian radio RTL 102.5. “I’ve been friends with Bollore for years, and he has shown interest in some of the things we do, absolutely not an interest in acquiring Mediaset, but in our ability to make products for TV, in varied formats. Vivendi has a vision for the future of Europe, and it is possible we shall find means to collaborate,” the former Italian prime minister went on to say. Vivendi chairman Vincent Bollore is clearly eying Italy as a key plank of his expansion plan. He recently raised Vivendi’s stake in Italian telco Telecom Italia to 24.9%, forcing its Italian CEO Marco Patuano to resign on Mon.

TF1 AQCUIRES LICENSING RIGHTS TO THE SMURFS

French commercial network group TF1 has acquired licensing rights to The Smurfs brand for France and is prepping varied events such as a musical show and an exhibit. The deal was inked between TF1 Licences & Véronique Culliford’s IMPS. Both companies have worked before. TF1 Video has been a partner of IMPS for the last 10 years. Besides TF1 Video, The Smurfs has so far attracted about 700 partners, including Le Lombard, Dupuis, Hachette, De Agostini – Altaya, Panini, PEZ, Chupa Chups, Ferrero, Haribo, McDonald’s, Delacre, Oreo, H & M, Zara, Benetton, Women’s Secret, MegaBrands, Ubisoft, Capcom & Tesco. “We are happy & proud to collaborate with TF1 Licences, an experimented & audacious agent with a large experience in exploiting classic brands. Former police officer Anupama Shenoy claims threat to life

Bengaluru: A former senior woman police officer, who resigned her post over alleged inteference in her work by a district-in-charge minister, today claimed her life was under threat.

The claim by Anupama Shenoy, who was Deputy Superintendent of Police of Kudligi sub-division, Ballari District, came a day after Karnataka government accepted her resignation and she surfaced after remaining incommunicado for several days.

“There is a threat to my life,” Shenoy said but did not elaborate.

Shenoy was reportedly at loggerheads with Labour Minister P T Parameshwar Naik, also the district in-charge minister, and had tendered her resignation abruptly on June 4 and was untraceable since then.

Replying to a query, Shenoy said she will be releasing a CD and audio before the media in Bengaluru.

As Shenoy had remained elusive, police had set up a special team to track her down. Her alleged posts on Facebook levelling accusations against Naik had created a storm.

Asked about her Facebook posts, she has maintained that she did not know about Facebook and it might have been hacked also.

Before she surfaced, Ballari SP had also deputed an officer to go to her hometown Udupi to contact Shenoy and her family. Shenoy had yesterday refused to meet Kudligi in-charge Deputy SP R S Patil, who went to her official quarters.

Following protests by a group of people against her for taking three persons into preventive detention, Shenoy left the office on June 4 after handing over her resignation letter to subordinate officers, instructing them to give it to the Superintendent of Police.

Officials had said Shenoy was acting on a complaint by Dalit activists against the extension of a liquor shop that was blocking the way to Ambedkar Bhavan nearby.

Naik has said he has nothing to do with the officer’s resignation and expressed doubts about the veracity of the Facebook account and its user. In January, Shenoy was transferred allegedly at the behest of Naik for putting his call on hold, with the incident triggering a storm.

A video footage purportedly showing Naik making a boastful claim about shunting out Shenoy had also gone viral later.

Court awards life term to five for gangraping Danish woman

New Delhi: Five men were today sentenced to life imprisonment by a Delhi court for gangraping a 52-year- old Danish woman at knife-point near the New Delhi railway station two years ago.

Additional Sessions Judge Ramesh Kumar awarded the jail term to convicts Mahender alias Ganja (25), Mohd Raja (25), Raju (23), Arjun (21) and Raju Chakka (30).

“For the offence of section 376 D IPC, all the convicts are sentenced to life imprisonment,” the judge said while pronouncing the order.

The court also imposed a fine of Rs 83,000 each on Raju and Raju Chakka, Rs 93,000 each on Mahender and Mohd Raja and Rs 1,03,000 on Arjun respectively.

The court has held these five men guilty for the offences under IPC sections 376 (D) (gang rape), 395 (dacoity), 366 (kidnapping), 342 (wrongful confinement), 506 (criminal intimidation) and 34 (common intention).

Besides sentencing these convicts for the offence of gangrape, the court also awarded varying jail terms to them for other offences for which they were held guilty.

According to the police, the nine persons, all vagabonds, had robbed and gangraped the Danish tourist at knife-point on the night of January 14, 2014, after leading her to a secluded spot close to the Divisional Railway Officers’ Club near the railway station.

The sixth accused, 56-year-old Shyam Lal had died in February this year and proceedings against him were abated.

Three other accused in the case are juveniles and inquiry against them is in progress before the Juvenile Justice Board.

Before commencement of proceedings today, the convicts were taken out of the courtroom and were frisked by the police on the direction of the judge.

Special Public Prosecutor Atul Shrivastava had sought maximum punishment for the convicts ie. imprisonment till the remainder of natural life, saying the crime was committed in a barbaric and inhuman manner.

Legal aid counsel Dinesh Sharma, who represented the convicts, had sought leniency for them saying they belong to poor background.

The victim had come here on January 1, 2014, and stayed for a couple of days before leaving for Agra. After visiting several places, she returned to Delhi on January 13, 2014, and stayed in a hotel in Paharganj near the station.

The next day when she was returning to her hotel, she lost her way and had asked one of the accused for directions when the men waylaid and gangraped her.

During the trial, the accused had claimed innocence.

Tel Aviv attack: Israel clamps down on Palestinians

Israel has clamped down on Palestinian movements and boosted security after two suspects killed four people at a popular Tel Aviv nightspot.

Surveillance video, seemingly from the moment of the attack on Wednesday, showed the two men dressed in black suits and ties, calmly walking into a cafe before pulling out guns and opening fire on its terrace.

Most patrons fled in panic, though some fought back at the cafe at Sarona Market in Israel’s commercial capital.

At one point, one of the attackers threw a handgun to the ground in frustration as two of the victims lay motionless on the terrace.

The market and complex of bars and restaurants is located across the street from Israel’s defence ministry and main army headquarters.

Five people were wounded in addition to the four killed. The suspects were reportedly Palestinian and disguised as Orthodox Jews.

With the attack causing shock among Israelis, officials said on Thursday that they were suspending entry permits for 83,000 Palestinians during the holy Muslim month of Ramadan.

“This is the second such attack in six months,” said Al Jazeera’s Hoda Abdel-Hamid, reporting from Tel Aviv.

“The atmosphere here is one of defiance.”

Suspects identified

Those killed were all Israelis, identified as Ido Ben Aryeh, 42, Ilana Nave, 39, Michael Feige, 58, and Mila Mishayev, 32, police said.

One of the attackers was arrested, while the other was wounded by gunfire and had undergone surgery, police added.

They were identified as Khaled Mohammad Makhamrah, 22, and his cousin Mohamad Ahmad Makhamrah, 21, both from the Hebron area in the occupied West Bank.

 Our correspondent said the revoking of Ramadan permits was likely to cause anger among Palestinians from the occupied West Bank and Gaza, as it would be seen as collective punishment.

“The Ramadan permits were issued so that Palestinians could visit their relatives inside Israel, or to pray at al-Aqsa mosque,” she said.

COGAT, the Israeli defence ministry unit which manages civilian affairs in the occupied West Bank, also froze permits for 204 relatives of one of the alleged attackers.

Israel’s army locked down the Palestinian town of Yatta, where the attackers were from, with soldiers patrolling and stopping cars as they entered and exited.

‘Defensive steps’

Benjamin Netanyahu, Israeli prime minister, visited the scene of what he called the “cold-blooded terrorist murder” after returning from a trip to Moscow and conferred with senior colleagues, including Avigdor Lieberman, the newly installed defence minister.

“We discussed a range of offensive and defensive steps which we shall take in order to act against this phenomenon,” Netanyahu’s office quoted the premier as saying.

The shooting will serve as a first major test for Lieberman, sworn in on May 30 and who has in the past threatened severe action against Palestinian “terrorists”.

A spokesman for Hamas, the Palestinian group that governs the Gaza Strip and which is also present in the West Bank, called the attack a “heroic operation”.

Possible motives

It is not yet clear if the attackers were acting alone or as part of a larger plot.

Violence since October has killed at least 207 Palestinians, 32 Israelis, two Americans, an Eritrean and a Sudanese.

Most of the Palestinians killed were carrying out knife, gun or car-ramming attacks, according to Israeli authorities.

Others were killed in clashes or by Israeli air strikes in the Gaza Strip.

The violence has steadily declined in recent weeks, although attacks have continued to occur.

Questions on intolerance, minority rights disturb Modi’s American party

Washington: Questions related to religious intolerance and violence, minority rights and the restrictions on civil society organisations in India have followed Prime Minister Narendra Modi to the U.S. The issues featured prominently in the conversation between Mr. Modi and President Barack Obama, according to senior U.S. administration officials who spoke on the condition of anonymity.

Responding to a question whether human rights issues came up during the talks, Indian Foreign Secretary S. Jaishankar, however, said: “No, I do not believe the subject came up today in the discussions.”

In a related development, 18 members of the U.S. House of Representatives wrote to Speaker Paul Ryan, ahead of Mr. Modi’s address to the joint session of the Congress on Wednesday urging him to prioritise religious freedom in India during his meeting with Mr. Modi, “especially in light of ongoing violence and harassment against religious minorities, including Muslims, Christians, Buddhists, and Sikhs”.

The group led by Republican Trent Franks and Democrat Betty McCollum, wrote: “Religious minority communities — including Muslims, Christians, Buddhists, and Sikhs — have endured ongoing violence and harassment for decades in India, and continue to live in a climate where known perpetrators commit violence with impunity. It is in the best interest of the United States and India to reaffirm religious freedom as a shared value in this growing partnership, and ensure that conversation concerning justice and accountability for such horrific acts of violence continues.”

A U.S. official who briefed the media said these issues came up while the leaders discussed the rise of extremism. “While enhancing security measures, democratic freedoms must be protected. Issues related to the role CSOs, violence against minority communities were discussed in the context of the rise of extremism, and how this can be tackled in a democratic society,” the official said. The official said democracies have a particular challenge in dealing with extremism, as it has to deal with the problem without negating freedoms.

Just as Mr. Modi and Mr. Obama were concluding their discussions, the U.S. Congress Tom Lantos Human Rights Commission began a hearing on “the current state of human rights in India, challenges to fundamental freedoms, and opportunities for advancement” on Tuesday.

“…In spite of…constitutional protections, religious minority communities, including Sikhs, have experienced harassment and violence, often at the hands of Hindu nationalist groups, while impunity for the perpetrators of the violence persists. State-level “anti-conversion” laws allow government officials to decide whether conversions from Hinduism are legal – but choosing a religion is a private act that should not be subject to government regulation,” James P. McGovern, co-chairman of the Commission said.

Deposing before the Commission as a witness, Musaddique Thange of the Indian American Muslim Council said: “The Prime Minister who is able to tweet birthday greetings to prominent people, took months before he even addressed the attacks on five churches and a Christian school, and even then his words fell short of an unequivocal condemnation. Mr. Modi’s response to the campaign of forced conversions to Hinduism, launched by extremist organisations like Vishwa Hindu Parishad, was to challenge the opposition to support the anti-conversion law that is generally implemented in a way that seeks to curb conversions out of Hinduism.”

Defiant Assad vows to liberate every inch of Syria

Syrian President Bashar Assad has vowed to “liberate” every inch of the country lost to rebel groups the same way his forces recaptured the historic town of Palmyra from the Islamic State of Iraq and the Levant group (ISIL), also known as ISIS.

In a televised speech on Tuesday before the country’s new parliament, Assad told politicians that the situation on the ground was much better than it was months ago and was improving by the day.

“As we liberated [Palmyra] and before it many areas, we will liberate every inch of Syria from their hands. Our only option is victory, otherwise Syria will not continue.”

In the speech, Assad also hardened his position on UN-sponsored peace talks, stressing that Syria would be ruled by a “unity government” not a “transitional governing body” as called for by the opposition.

“We will not agree to any topic outside the statement of principles we presented to the UN. We just won’t accept it,” Assad defiantly told parliament.

Assad’s comments were a far cry from remarks he made last July when he conceded that his army was facing a series of setbacks on the battfield and was being forced to relinquish certain areas.

However, the scales of war have tipped in Assad’s favour since Russia began an aerial campaign last September helping the government troops capture wide areas from rebel groups.

The Syrian army is currently advancing on Raqqa, ISIL’s de-facto capital, and in March, Syrian forces evicted ISIL from Palmyra.

ISIL, which controls large swaths of territory in Syria and Iraq, is fighting Syrian troops, US-backed fighters and other rebel groups in northern Syria and is facing an offensive by Iraqi government forces and Shia militias on its stronghold of Fallujah.

Syria’s war has proved the longest and bloodiest of the conflicts that arose out of popular uprisings in Arab countries over the past two years and led to the downfall of autocratic regimes in Tunisia, Egypt, Libya and Yemen.

The conflict started in March 2011 as a largely unarmed uprising against President Bashar al-Assad, but it quickly evolved into a full-on civil war between government forces and rebel groups.

United Nations Special Envoy to Syria Staffan de Mistura recently estimated that 400,000 people had been killed throughout the five years of violence.
