23-year-old woman gang raped, body found mutilated in Haryana

Sonipat: A 23-year-old woman was gang raped and brutally murdered with her mutilated body being found in Rohtak district, police said today.

Stray dogs had bitten away the victim’s face and lower portion of her body which was spotted by a passerby in the urban estate area of Rohtak on May 11, they said.

“Two persons, Sumit and Vikas, have been arrested in this connection,” Sub-inspector rpt Sub-inspector Sonipat, Ajay Malik said.

Sumit was an acquaintance of the victim, he said.

The woman, who was a divorcee, was allegedly kidnapped from Sonipat on May 9 and taken to Rohtak in a car, police said.

The victim’s parents had lodged a missing complaint at Sonipat police station.

Malik said the woman was first raped and the suspects then hit her with a brick and smashed her face against a stone, adding that the victim sustained grievous head injuries.

The matter is being probed thoroughly, police added.

Public affairs index: Kerala tops, Guj 3rd, Karnataka 4th, Bihar last

Bengaluru: For the second consecutive year, Kerala retained its Numero Uno status in the 2017 Public Affairs Index (PAI),

Kerala stands 1st in Governance for the second year in a row, says Public Affairs Index (PAI), an initiative by the Public Affairs Centre (PAC).

PAC is a think tank committed to good governance.

The PAI aims at objectively ranking the states of India in the field of governance on a wide variety of themes, focus subjects and indicators.

Launching the 2017 edition of Public Affairs Index as the Chief Guest was former Judge of the Supreme Court Santosh Hegde along with Chairman of PAC, former Chief Justice M N Venkatachaliah.

The PAI report revealed that states like Kerala, Tamil Nadu, Himachal Pradesh and Goa were at the top of the governance spectrum as seen from a wide range of important themes such as Essential Infrastructure, Support to Human Development, Social Protection, Women and Children, Crime, Law and Order, Delivery of Justice, Environment, Transparency and Accountability, Fiscal Management and Economic Freedom.

Kerala Chief Secretary SatyajeetRajan and Dr Purnima Chauhan, Secretary Administrative Reforms Department from Himachal Pradesh graced the occasion.

The 2016 edition of PAI included 25 focus subjects under ten themes and 68 indicators.

The 2017 PAI expands this scope to include 26 subjects and 82 indicators and also includes a new theme of ‘Inequality’.

Telangana makes its debut in the report as data for the State was unavailable for the previous year.
The PAI report uses statistics from sources available in the public domain and standardizes the data using the GSDP or population as the denominator while assigning the values of 1.0 and 0.0 to the highest and lowest performers respectively, and placing the other states in between these two end points.

Speaking at the book launch, Chairman of PAC and former Chief Justice M N Venkatachaliah said the Public Affairs Index will be a game changer in governance.

It creates a competitive environment among governments to secure the top spots that will without a doubt result in a direct benefit to the common man,’’ he said.

Author of PAI Dr C K Mathew, Senior Fellow at PAC and former Chief Secretary of Rajasthan, said Public Affairs Index is our attempt to produce a credible report on the quality of governance in India.
The attention that it received through its first edition in 2016 was heartening and inspired us to come out with the 2017 edition which we hope will aid future governments in providing better public services to the citizens of India.

The report categorises states into small and large states with the population of two crore as the distinguishing line.

Among the large states, Kerala, Tamil Nadu and Gujarat secure the top three spots respectively while Himachal Pradesh, Goa and Mizoram are the best performers among the smaller states respectively.

The special chapter on Inequality examines three perspectives of economic disparity, social discrimination and gender bias through the lens of 25 indicators making a broad analysis of the issue in all its dimensions.

Kerala also emerged as the least unequal (or the most equal state) with Tamil Nadu and Punjab following closely. The special focus on Inequality makes PAI 2017 unique in the annals of comparative governance literature.

The shoot for the film was completed recently and a special song was captured at Mohan B Kere studio in Nelamangala. “Nannodudre Dhool Kannodudre Dhool…..!” song was shot in 4 days featuring Sharan & Vaibhavi in Murali’s dance direction. The dubbing, C G work & other related procedures have been completed for this film. Pon Raj is the original director and lent story for Adhyaksha Kannada cinema of Sharan. He has made some changes to the original script. Janardhan Maharshi has written screenplay for the film. K Madesh of quite a few commercial hits is a director of this film. Arjun Janya music, Rajesh cinematography, K M Prakash editing, Thriller Manju, Vinod stunts, Yogaraj Bhat, Dr V Nagendra Prasad, Kaviraj lyrics, Raghu Niduvalli dialogue, Suresh Goswami assistance in direction are major credits of this film. Mumbai lass Vaibhavi is female lead, Srinivasamurthy, Sadhu Kokila, Ravishanker, Veena Sunder, Ramesh Pandit, Mimicry Gopi, Swathi & others are in supporting cast.

Triple talaq the ‘worst, undesirable form’ of dissolution of marriage among Muslims: Supreme Court

The Supreme Court on Friday said the practice of triple talaq was the “worst” and “not desirable” form of dissolution of marriages among Muslims, even though there were schools of thought which termed it as “legal”.

There are “school of thoughts (which) say that triple talaq+ is legal, but it is the worst and not desirable form for dissolution of marriages among Muslims,” a five-judge constitution bench, headed by Chief Justice J S Khehar, said on the second day of continued hearing on the matter.

The observation came when former Union minister and senior advocate Salman Khurshid, who is assisting the court in his personal capacity, told the bench that it is not an issue where judicial scrutiny is required and moreover women have the right to say ‘no’ to triple talaq by stipulating a condition to this effect in ‘nikahnama’ (marriage contract).

The court asked Khurshid to prepare a list of Islamic and non-Islamic countries where triple talaq has been banned.

The bench was then informed that countries like Pakistan, Afghanistan, Morocco and Saudi Arabia do not allow triple talaq as a form to dissolve marriages.

Senior advocate Ram Jethmalani, appearing for one of the victims, was blunt in his arguments and assailed the practice of triple talaq various constitutional grounds including the Right to Equality.

“The right of triple talaq is available only to the husband and not to the wife and it breaches the Article 14 (Right to Equality) of the Constitution,” Jethmalani said.

Infosys to hire 10,000 Americans, set up 4 tech hubs in US

New Delhi: IT firm Infosys will hire 10,000 Americans in the next two years and open four centres in the US in a bid to woo the Trump administration, which has been critical of outsourcing firms for unfairly taking jobs away from US workers.

The first of the four innovation centres for new technologies like artificial intelligence (AI) and machine learning will open in August in Indiana, the home state of US Vice President Mike Pence. The centre is expected to create 2,000 jobs for American workers by 2021, Infosys CEO Vishal Sikka said.

Infosys, which employs about 2,00,000 people globally, will expand its local hiring in the US as it battles visa curbs imposed by the Trump administration that has made sending engineers to the US costly. The move would also mean increase in labour costs for the company in the US. The location of the other three centres will be decided over the next few months. These hubs will not only train people on technology and innovation but also help in working closely with clients in key industries like financial services, manufacturing, healthcare, retail and energy. The North American market accounted for over 60 per cent of Infosys’ USD 10.2 billion revenue in the 2016-17 fiscal. Sikka, however, said these steps were not being taken just to mitigate the impact of stricter visa norms in the US.

He said over the last three years, there has been an increase in the use of new technologies like AI and virtual reality and even the traditional projects are becoming highly automated. “As work becomes more next-gen, you need a more healthier mix of global and local talent and so you need to re-think the traditional, what has historically been called ‘global delivery model’, and bring in a lot more talent locally,” he added. Over the past few weeks, there has been a growing sentiment of protectionism across various markets, including the US, that are seeking to safeguard jobs for locals and raising the bar for foreign workers.

The US had also accused Infosys and its larger rival, Tata Consultancy Services, of “unfairly” cornering the lion’s share of the H-1B work visas by putting extra tickets in the lottery system. Every year, the US grants 65,000 H-1B visas while another 20,000 are set aside for those with US advanced degrees. In IT firms’ defence, industry body Nasscom had said these two companies accounted for only 7,504 — 8.8 per cent — of the approved H-1B visas in 2014-15. At the end of March 2017, Infosys had over 2 lakh people on its payroll. Tech companies use work permits like H-1B visa (in the US) to send engineers to work on client sites.

The tightening of visa norms not only pushes up operational costs for these tech firms but also makes movement of skilled workforce difficult. These companies are now adjusting their business models to reduce their dependence on visas and hiring more locals overseas instead. Sikka, however, declined to comment on the investment and current mix of locals and global hires in the US. Infosys — which has over two lakh people on its payroll — has already hired over 2,000 people in the US in the last few years under Sikka.

The 10,000 people that will be hired will include experienced technology professionals and recent graduates from major universities, and local and community colleges. Infosys will also train them on key competencies such as user experience, cloud, artificial intelligence, big data and digital offerings, as well as core technology and computer science skills. Since 2015, Infosys has trained more than 134,000 students, over 2,500 teachers and almost 2,500 schools across America and provided classroom equipment, through Infosys Foundation USA.

Punjab stay alive after 7-run win over Mumbai

Mumbai: Kings XI Punjab held their nerves to keep their chances of qualifying for the Indian Premier League (IPL) play-offs alive as the visitors edged past Mumbai Indians by seven runs in a league encounter at the Wankhede Stadium here on Thursday.

Requiring 16 off the final over, Mohit Sharma was clobbered for a six on the second ball before the Haryana medium pacer pulled things back to bowl three consecutive dots as Mumbai ended on 223/6 at the end. Earlier, it was stumper Wriddhiman Saha’s 55-ball unbeaten 93 that propelled the visitors to the highest total this season.

With the win, Kings XI retained their fifth spot in the IPL standings, with seven wins from 13 games and now need to win their final league clash against third-placed Rising Pune Supergiant on Sunday to make it to the top four.

Chasing a mammoth 231, Mumbai, who have already qualified for the play-offs, looked on course with the opening duo of Lendl Simmons (59 off 32 balls) and Parthiv Patel (38 off 23) putting on 99 runs before losing four wickets for 22 runs to fall apart.

A late surge by Hardik Pandya (30 from 13) and Keiron Pollard (50 not out off 24), including a 27-run 16th over from Matt Henry, failed to take the home side as Punjab tightened the noose towards the end.

Mumbai got off to a flier with Simmons and Patel clobbering the bowlers all over the park, to race to 52/0 in just five overs. Simmons was at his brutal best, welcoming Mohit Sharma with two sixes before taking left-arm spinner Axar Patel to the cleaners twice in the next over to bring up his half century off just 27 balls.

Parthiv, who till now was playing second fiddle to Simmons, punished Mohit for three consecutive boundaries before falling on the fourth ball of the over. The Gujarat southpaw skewed a short ball straight in the air for Manan Vohra to latch on to a comfortable catch running across from cover to mid-off.

Simmons, who survived a dropped chance on 44, when Mohit failed to latch on to a regulation catch, failed to carry on the good work and was undone by a one-handed stunning catch by Martin Guptill at the long-on boundary off Punjab skipper Glenn Maxwell. The West Indian struck five boundaries and four massive sixes.

Leg spinner Rahul Tewatia then jolted the hosts with the wicket of skipper Rohit Sharma (5) before Axar Patel struck with the wicket of Nitish Rana for a run-a-ball 12.

Struggling at 121/4, Mumbai’s hopes depended on the big-hitting duo of Keiron Pollard and Hardik Pandya, who added 55 runs for the fifth wicket and frustrated the Punjab bowlers with their power shots.

Hardik out-scored Pollard at one point, clobbering Tewatia for a six before milking Henry for two consecutive maximums before a sensational diving catch from Saha off Sandeep Sharma proved fatal for the all-rounder.

Leg-spinner Karn Sharma (19 off 6) used the long handle to good effect, adding 31 for the sixth wicket with Pollard as Mumbai crossed the 200-run mark before Mohit’s slower delivery saw the southpaw’s off-stump flying.

Earlier, Saha’s excellent effort laced with 11 boundaries and three sixes, helped the Kings to their third highest IPL total after being put in to bat.

Kings XI were off to a flying start with the new opening duo of Martin Guptill (36 from 18 balls) and Saha putting on 68 runs before being separated by Karn.

Saha, who was promoted to open the innings after South African Hashim Amla left to join his national side for the upcoming ICC Champions Trophy, complimented the New Zealand big hitter well as the Punjab side raced to 50 off just 24 balls.

Joined by captain Glenn Maxwell (47 off 21), the second wicket partnership flourished to 63 in no time as the Australian meted out special treatment to Karn and veteran offie Harbhajan Singh, clobbering the spinners for five sixes in consecutive overs.

Comfortably placed at 131/2, Aussie Shaun Marsh (25 off 16) got down to business immediately, clobbering Harbhajan and McClenaghan for two sixes to add 52 runs for the third wicket with Saha, who by now had reached his half century off 31 balls as Punjab raced to 183 in 17 overs.

Mumbai managed to pull back things for a while but could not stop the visitors cross the 200-run mark as the left-right combo of all-rounder Axar Patel (19 not out of 13) and Saha added an unbeaten 47 for the fourth wicket to power the side to the massive score.

Kashmir truck attack victim dies

Srinagar: Clashes broke out between protesters and government forces in Nowhatta area of Srinagar city and in Shopian town in south Kashmir today, police said.

Groups of youth indulged in sloganeering and stone- pelting on government forces in Nowhatta soon after Friday congregational prayers ended at Jamia Masjid, a police official said.

He said forces used force including tear smoke shells in a bid to chase away the protesters.

The clashes were going on till last reports came in, he said, adding no one has been hurt in the incident so far.

Similar violent protests took place at Shopian district, prompting forces personnel to use force, the official said.

Clashes between protesters and forces triggered erupted in Sopore town of Baramulla district after congregational Friday prayers, triggering shutdown in the area.

Witnesses said that youth assembled near Markazi Jamia Masjid area of Sopore town and staged protest against the student detentions.

The protesters pelted stones on forces deployed in the main bazaar area who retaliated by lobbing teargas shells.

Karnataka SSLC Results Out with Pass Percentage of 67.8%; 8% Drop from Last Year

Bengaluru: Karnataka state recorded a pass percentage of 67.8% out of 7, 94, 940 students who appeared for the Secondary School Leaving Certificate (SSLC) examinations conducted for 2016-17 academic year. This year the SSLC pass percentage witnessed a decline of 8% when compared to the last year.

Udupi district topped in the list whereas Bidar recorded worst pass percentage in the state continuing its weakest performance after second PU exam results announced yesterday.

Udupi district remained in the list of the districts with highest pass percentage of 89.72% followed by Dakshina Kannada (88.1%) and Chikkodi. Three students secured 625 marks out of 625 total marks whereas 23 students recorded 624 marks out of total 625 marks.

Karnataka State Minister for Primary and Secondary Education Tanvir Sait declared the result in a press conference held in Bengaluru on Friday. The candidates who appeared for the examinations can check their results on http://karresults.nic.in from 03.00 PM today, May 12.
