US mulls sanctions on Myanmar over Rohingya crisis

The United States is considering sanctions against Myanmar authorities for its “violent, traumatic abuses” of the majority Muslim Rohingya in restive Rakhine state.

Washington may use a human rights law to target leaders or groups involved in the violence in the western state, the US Department of State said in a statement on Monday.

“We express our gravest concern with recent events in Rakhine state and the violent, traumatic abuses Rohingya and other communities have endured,” the statement said.

“It is imperative that any individuals or entities responsible for atrocities, including non-state actors and vigilantes, be held accountable.”

Since August 25, the Myanmar army has waged a brutal military campaign in Rakhine against the Rohingya.

More than 600,000 Rohingya have fled the country, most arriving in Bangladesh by foot or by boat, with aid agencies struggling to cope with the influx.

“We are exploring accountability mechanisms available under US law, including Global Magnitsky targeted sanctions,” Heather Nauert, State Department spokesperson, said.

Under the Global Magnitsky Human Rights Accountability Act, the president can block or revoke the visas of certain foreign individuals and entities or impose property sanctions on them.

The US government last imposed sanctions on Myanmar in 1997 when it was under a military dictatorship. Following a transition towards democracy, the measures were lifted in October 2016 by then President Barack Obama.

Benjamin Zawacki, an independent Southeast Asia analyst, said while the proposed sanctions are far more appropriate, if imposed, they come a month late.

“Any preventative element of these sanctions has long passed its sell-by date,” he told Al Jazeera, speaking from Thailand’s capital, Bangkok.

“The only thing left now is the punitive element, and it remains to be seen whether they will be felt as such by these generals that have been targeted.”

The US also announced that it is withdrawing military assistance to Myanmar officers and units operating in northern Rakhine.

Zawacki suggested that an arms embargo would be effective against the military.

“If there is, in fact, no punitive effect on these generals, they [sanctions] need to be strengthened and widened by way of military force projection,” he said.

Last week, Secretary of State Rex Tillerson said that the US holds Myanmar’s military leadership responsible for its harsh crackdown of the Rohingya.

The UN describes the Rohingya as the world’s most persecuted people.

The minority group has suffered years of discrimination and have been denied citizenship in Myanmar since 1982.

In Monday’s statement, the US urged the safe and voluntary return of those who have fled or been displaced in Rakhine, as well as a “credible path to citizenship”.

Karnataka bans riding pillion on 2 wheelers below 100 cc capacity

Bengaluru: Karnataka government has banned riding pillion on two-wheelers with engine capacity of less than 100 CC, giving effect to a 2015 court order. The transport department also banned registration of such vehicles.

“Not only has the registration of such vehicles which have seats for pillion rider been banned, but also riding pillion on two-wheelers below 100 CC is prohibited,” said a government order issued by the transport department on October 13 last.

The order was issued based on a Karnataka High Court order in a case relating to award of compensation to Hemanth, a minor riding pillion who was crippled for life following a road accident in Mysuru in March, 2009. Hemanth and Nithin, who was riding the two-wheeler without a licence, were both aged around 14 then. A recklessly driven car had crashed against their vehicle.

While Nithin escaped with minor injuries, Hemanth was crippled for life with serious head injuries. In its June 15, 2015 order on a petition related to compensation claim by parents of Hemanth, the court had taken note of violations of rules and issued a slew of directions to the education and transport departments and the police to prevent minors from riding motor vehicles above 50 CC.

It had directed that to avoid repetition of similar situation, the transport department should not register vehicles below 100 CC with a pillion seat attached to it and not permit riding pillion on such vehicles (already registered). There should not be any seat for pillion riders in vehicles below 100 CC as mandated under Rule 143(3) of the Karnataka Motor Vehicles Rules – 1989, the court had said.

Manoj Bajpayee hosted Special Screening Of Rukh

Manoj Bajpayee recently hosted a special screening of his upcoming film Rukh which is written & directed by debutant filmmaker Atanu Mukherjee and & presented by Eros International & Drishyam Films.

Incidentally speaking Rukh is the story of Dhruv (Adarsh Gourav), an 18 year old boy who is away from home in a boarding school and ignorant about the ongoing crisis in his family. His life takes an unexpected turn as he gets the news of his father’s death in a car accident. As he copes with the tragedy, many hidden truths begin to unravel.

Rukh was a part of the inaugural Drishyam -Sundance Institute Screenwriters Labs 2015 and is the 1st script to be chosen from the lab.

The screening which was held at Sunny Super Sound in Juhu, Mumbai was attended by producer Manish Mundra & actors Adarsh Gourav, Smita Tambe & Kumud Mishra who enacts the pivotal parts in the film. Also present at the screening were actor – producer Sanjay Suri & Amit Masurkar who had directed the much acclaimed Newton which was the previous collaboration of Eros International & Drishyam Films.

Manoj Bajpayee averred, “This film is close to me because I love the manner in which Atanu has woven the scenes and narrated the story. It has intrigue, suspense and to top it all there is a father & son relationship which is the backbone of the film. The way in which Atanu has depicted the father & son relationship makes the film all the more remarkable.”

Tipu Jayanthi will be celebrated: CM Siddaramaih

Bengaluru: CM Siddaramaiah today warned people voicing their opinion against Tipu Jayanti that strict action would be taken against them.

“The BJP leaders are trying to divide the society. Yeddyurappa had praised Tipu Sultan when he was in the KJP. This shows his double standards,” he told reporters on seeking his reaction to the BJP threatening to launch a protest against the government’s decision to organise the Jayanti.

Tipu was born in Devanahalli near Bengaluru. He died while fighting against British forces. The BJP should not try to twist history, he added.

Tipu the ruler of Mysore Kingdom was born on 20 November 1750.

Kochi Tuskers win arbitration against BCCI, to get huge compensation

New Delhi: The BCCI is set to pay a huge compensation of more than Rs 800 crore to disbanded IPL franchise Kochi Tuskers Kerala for terminating their contract in 2011.

“Kochi Tuskers has demanded Rs 850 crore as compensation. Today we discussed the matter at IPL GC meeting and we will now place the matter before general body. Let them take a call but obviously some negotiations are needed,” IPL chairman Rajiv Shukla said after the meeting.

Kochi Tuskers owners in 2015 had won an arbitration challenging BCCI decision to encash bank guarantee citing breach of contractual agreement.

The RC Lahoti headed panel had directed BCCI to pay Rs 550 crore as compensation with 18 percent annual penalty on failing to do so.

For the past two years, BCCI was adamant in neither paying compensation nor taking back the franchise in the IPL.

“We have to pay Kochi compensation. All legal options have been exhausted. Normally when arbitration decision goes against you, it will be stupid to move Supreme Court appealing against it. We have no option but question is how much,” an influential IPL GC member told PTI after coming out of the meeting.

The decision to terminate Kochi contract was taken by then BCCI President Shashank Manohar citing breach of franchise agreement, something majority of BCCI officials were against.

“It was one man’s obstinacy that is now costing us a bomb. Had Shashank not taken that decision, we could have worked our way out.

“In fact, before Kochi went to arbitration, they had asked for a compensation of Rs 300 crore. Even then our officials showed arrogance and now we will be forced to shell out more than double,” the angry official further added.

The BCCI will be trying to negotiate and bring down the compensation to an optimum level.

“Even then we will not be able to bring down to less than Rs 600 crore, I feel,” said the official, who had been associated with the case.

Meanwhile in another development, the BCCI will be earning a token amount of Rs 5 lakh from Chennai Super Kings (CSK) as a part of 5 percent earnings from total valuation of a franchise that transfers its ownership.

Chennai Super Kings is now under the wings of Chennai Super Kings Company Limited (CSKCL) with India Cements transferring its shares to the newly formed limited company.

As per IPL rules, any transfer of ownership will mean that BCCI will get 5 percent of the total valuation.

Accordingly, BCCI is expected to get Rs 5 lakh and senior officials are not amused.

“This is bizarre but true. We will get Rs 5 lakh but we are trying to take legal opinion,” the official said.

Opposition to observe November 8 as Black Day to protest note ban

New Delhi: Opposition parties on Tuesday said they would observe November 8 as Black Day to protest against the “ill-conceived” decision of the government to spike Rs 500 and Rs 1,000 currency notes, a year ago.

Leader of the Opposition in the Rajya Sabha Ghulam Nabi Azad told reporters that the opposition parties have worked out a joint strategy and would register their protest against the November 8, 2016, demonetisation decision.

“Demonetisation was an ill-conceived and hasty decision of the government. It is unprecedented, perhaps in the entire world, that a government had to alter its policy 135 times within a month,” Azad said, recalling how the government kept changing its rules in the aftermath of the note ban last year.

The decision to mark November 8 as the black day was taken at a coordination meeting on Monday that was attended by JD-U rebel leader Sharad Yadav, CPI MP D. Raja, DMK MP Kanimozhi, BSP’s Satish Mishra and Trinamool Congress’ Derek O’Brien.

Local communities were rudely awakened to the diversion when they saw massive double containment high security walls came up all over the grasslands, thus completely blocking their access to their ancient grazing pastures. These grasslands have been protected & conserved by local communities for 100’s of years as grazing pastures for an indigenous breed of cattle called Amrit Mahal: thus the name Amrit Mahal Kavals (Kaval=grazing pasture). Beerappa is considered the God of the Kavals and is revered everywhere as the protector of pastoralists.

We also get a glimpse into how difficult & long the struggle for justice is in the conflict zones of the country. This film is part of a series of films called Loktantra Hazir Ho produced by the Women against Sexual Violence & State Repression (WSS).

He & his wife had gone to a stream to bathe and collect material to make a baadi and were catching crabs when the security forces opened fire. Budhri, the woman hid behind a tree but Bhima Nuppo was shot & killed. The people from rewali village of which Budhri & Bhima were residents called the local leaders & media to investigate this incident and bring out the unprecedented violence that adivasis living in the area have to face regularly. A rally of about 7000 people set out to seek justice for Budhri & her 5 children. They were stopped & not allowed to go to the Collector’s office. Negotiations ensued between the people & the administration. The film documents the entire process.

When she enters the space with her camera, the boys are curious and at the same time wary of it & her. They sometimes resist, sometimes protest & at times, open up. Rs 5 lakh cash award for shuttler Srikanth

New Delhi: The Badminton Association of India (BAI) on Monday announced a cash award of Rs 5 lakh for Kidambi Srikanth, who won the men’s singles title at the Denmark Open Superseries Premier in Odense on Sunday.

Srikanth defeated Lee Hyun II of South Korea 21-10, 21-5 to clinch his maiden Danish title and continued his phenomenal run in 2017 to become the only player other than Lin Dan to achieve the feat of winning three Superseries titles in a calendar year.

Earlier, he had claimed the Indonesia Open and the Australia Open titles.

“We are very proud of what Srikanth has achieved in the Danish Open. Our boys are on a roll and I can only see them winning more laurels for the country,” BAI President Himanta Biswa Sarma said.

Srikanth said: “I am very happy with the way I played all through the week. I feel a lot more relaxed and confident on the court and am looking forward to the upcoming Superseries too.”

Two auto drivers who put cockroach in food at Indira canteen held

Bengaluru: Two autorickshaw drivers have been arrested for dropping a cockroach in the food served at Indira Canteen to seek “publicity”.

Hemanth and Devaraj, along with two others, went to have food at Indira Canteen in Kamakshipalya on Friday and created a ruckus when they found a cockroach in their meal, the police said.

They then threatened people serving food, besides urging others not to eat.

The police said CCTV cameras installed inside the canteen showed Hemanth bringing the cockroach with him and putting it in the food.

Devaraj knew this but supported Hemanth’s claim, the police said.

The Bruhat Bengaluru Mahanagara Palike (BBMP), which is executing the programme in the city, handed over the video footage to the police and lodged a complaint against Hemanth and his friends.

“We have arrested Hemanth and Devaraj. They are autorickshaw drivers from Kamakshipalya. During interrogation they revealed that they did it to seek publicity,” a police officer said.

The officer clarified that they were not affiliated with any political party.

The state government launched Indira Canteens on August 15, offering food at subsidised rates. Breakfast and meals are served at Rs 5 and Rs 10, respectively.

At present, the scheme is being implemented in Bengaluru municipal limits.

Based on its success, Indira Canteens will be set up in all district and taluk headquarters from January 1.
