Rahul says Modi government anti-Dalit, BJP hits back

Congress President Rahul Gandhi on Thursday accused the Modi government of being anti-Dalit. BJP President Amit Shah hit back saying the Congress must stop treating Dalits with a “patronising and condescending” attitude.

“If Modiji had space for Dalits in his heart, then the policies for Dalits would have been different,” Gandhi told a protest rally by Dalits at Jantar Mantar here.

He said when Modi was the Gujarat Chief Minister he wrote in a book that “Daliton ko safai karne se anand milta hai” (Dalits feel happy when they do cleaning work). “This is his (Modi’s) ideology.”

Gandhi said the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act was brought by the Congress when his father Rajiv Gandhi was the Prime Minister.

“But that was allowed to be diluted by Modiji. And the judge who diluted the act was given a promotion,” he said, referring to the appointment of Justice A.K. Goel as the National Green Tribunal (NGT) Chairman

Justices Goel and U.U. Lalit had in a March 20 ruling laid down stringent safeguards, including provisions for anticipatory bail and a “preliminary enquiry” before registration of a case under the act, citing instances of its abuse for political or personal reasons.

The ruling angered Dalits. On July 6, Justice Goel retired from the Supreme Court. On the same day, he was appointed the NGT chairman.

The government, however, made an amendment to the 1989 act that overturned the Supreme Court ruling and restored the provision for immediate arrest of an accused. The amendment was passed in the Lok Sabha on Monday.

Gandhi said whereever the BJP was in power, Dalits were being “beaten up and suppressed”.

Pointing out the suicide of Rohith Vemula, a University of Hyderabad PhD student, the Congress leader said Dalits were crushed if they tried to advance in life.

“We don’t want an India where Dalits are suppressed. We want an India where everyone grows. His (Modi’s) thinking is anti-Dalit… The entire country will stand up against him, the BJP and the RSS.”

The Bharatiya Janata Party (BJP) chief advised Gandhi to give “some time to facts”, accusing his party of treating Dalits with “patronising and condescending” attitude.

“Rahulji, when you are free from winking and disrupting Parliament, give some time to facts as well. The NDA government, through a Cabinet decision and in Parliament, ensured the strongest amendment to the Act. Why are you protesting that?” Shah said in a series of tweets.

“Would have been good if Congress President would have spoken about his party’s treatment towards Dr. Babasaheb Ambedkar, Babu Jagjivan Ram and Sitaram Kesari. Congress way of treating Dalits is patronizing and condescending. For years Congress insulted Dalit aspirations,” Shah alleged.

The Rajya Sabha MP also said: “Is it a co-incidence that the year Sonia Gandhi joined the Congress, the Third Front-Congress government opposed reservations in promotions and the year Rahul Gandhi becomes Congress President, they oppose a tough SC/ST Act and OBC Commission!”

Kharge, Goyal exchange barbs in Lok Sabha

Lok Sabha on Thursday witnessed a heated exchange between interim Finance Minister Piyush Goyal and Congress leader Mallikarjun Kharge with the minister challenging Kharge to fight an election against him from Mumbai.

Goyal, who was speaking on the four GST bills taken up by the House for passage, targeted Congress and said it will be reduced to a single digit in the next Lok Sabha elections.

Kharge hit back saying the minister had not even won an election.

Parliamentary Affairs Minister Ananth Kumar sought an aplogy from Kharge over his remarks.

Congress members were near the Speaker’s podium and raising slogans in favour of their demand for a joint parliamentary committee to probe the Rafale fighter jet deal during Goyal’s speech.

Kharge said the Goods and Services Tax has been implemented in a flawed manner by the Modi government.

He said the minister had never fought an election but was saying that “the Congress will not win even four seats.”

“I want to remind you that you were two members once, and you are talking about us,” he said.

As members of treasury benches protested, Kumar said the Kharge was a senior member but was ignorant of rules of procedure.

“Piyush Goyal Ji is elected to the other House. He has been elected by the States. He knows that, in the constitutional scheme made by Dr. Baba Saheb Ambedkar, anybody can be elected to either of the two Houses of Parliament. Therefore, if this basic knowledge is not with Kharge Ji, then, he should apologize to the entire House. He should apologize to Piyush Goyal Ji,” Kumar said.

The minister said senior former prime minister Manmohan Singh was also a Rajya Sabha member.

“They should remember Dr Manmohan Singh, who is six-time MP from Assam, is still in the other House. We respect him for he became the Prime Minister of this country twice. The same question which Mallikarjun Kharge Ji is asking our friend Piyush Goyal should be posed to Dr. Manmohan Singh also,” he said.

Kumar also targeted Congress over not conferring Bharat Ratna on B.R. Ambedkar and putting up a candidate against him in the Lok Sabha elections.

Kumar said Ambedkar was conferred Bharat Ratna by V.P. Singh government which was supported by the BJP.

Goyal said he spoke at some length as the House was considering four GST bills.

“I did not say anything derogatory. I never imagined he would be so frustrated that he would start making personal allegations. I challenge you to come and fight an election against me in Mumbai,” Goyal said.

Congress member K.C. Venugopal said Kharge had been forced to respond as Goyal had targeted Congress several times during his 45-minute speech.

“Congress brought democracy to the country, that is why you are here,” he said.

The Congress leader also referred to the Rafale deal and said a joint parliamentary committee should be formed to look into it.

He asked the government why it was not disclosing the price of the fighter jet.

Goyal responded by stating that the agreement was in the country’s interest and the allegations were unfounded.

Government shut 28 child adoption centres in six states: Maneka

The government has shut down 28 specialised adoption agencies in six states after allegations of illegal adoptions, child abuse and flouting of norms under J.J. Act surfaced, Union Minister Maneka Gandhi told the Rajya Sabha on Thursday.

In the wake of alleged rape of inmates of a shelter home in Bihar’s Muzaffarpur and another in Deoria, Uttar Pradesh, Gandhi also requested parliamentarians to visit the shelter homes periodically to check the living conditions and level of care provided to the children.

The Minister for Women and Child Development (WCD) also said that there were only 43 complaints regarding child abuse and neglect in shelter homes and Child Care Institutions (CCIs) from 2014 to 2018, out of which 38 have been disposed of.

The government has also received 203 complaints from 11 states and Union Territories under the National Commission for Protection of Child Rights (NCPCR) in the last four years where the inmates escaped from such homes, the Minister added.

Gandhi stated that her ministry has asked the Chief Secretaries of all states and Union Territories to inspect the facilities by September 15 and submit a report.

According to Section 41 of the Juvenile Justice (J.J.) Act, it is the responsibility of the states to check registration of CCIs whether funded by government or independent.

“The Centre has relentlessly pursued with the state governments to register all CCIs by December last year. As an outcome, 7,109 CCIs are reported to have been registered while 401 are reportedly under process,” the Minister said.

Bangladeshi Jamat-e-Islami member arrested in Meghalaya

A Bangladeshi national, working with Jamat-e-Islami foundation of Bangladesh, was arrested by troopers of the Border Security Forces (BSF) in Meghalaya, officials said on Thursday.

Md Jaharul Islam, 26, was arrested on Wednesday from the Zero Line of the India-Bangladesh border at Baghmara in South Garo Hills district.

During questioning, a BSF statement said, Islam revealed that he worked for Jamat-e-Islami foundation and wanted to become a Jihadi. He works for an international forum called SEBDA Children Denmark.

“Islam was not satisfied with the policy of Bangladesh’s ruling Awami League government. He revealed that he wanted to become Jihadi due to torture inflicted upon him by some Awami League members. He is a supporter of Bangladesh Nationalist Party,” the statement said.

Islam confessed that he knew that he would die but “will kill all ‘kafir’ (Non-believers) who do not respect Islam and the Holy Quran”.

Minor boy chokes on ingested pen cap, dies

An 8-year-old boy choked to death after swallowing a pen cap at his school in Andhra Pradesh’s Nellore district on Thursday, police said.

Class 3 student B. Naga Vinay was copying a lesson written on the blackboard in his notebook when he accidentally ingested the pen cap he had put in his mouth. He was rushed to a primary health centre but died of chocking, police added.

Nitish Kumar thanks TRS for supporting Harivansh

Bihar Chief Minister Nitish Kumar on Thursday thanked his Telangana counterpart K. Chandrasekhar Rao for the support extended by his party TRS to NDA candidate for the election of Deputy Chairman of the Rajya Sabha.

Nitish Kumar telephoned Rao to convey his thanks for Telangana Rashtra Samithi (TRS)’s support to Harivansh Narayan Singh, an MP of Nitish Kumar’s Janata Dal-United (JD-U).

Harivansh secured 125 votes as against 105 of opposition nominee B.K. Hariprasad in a House of 244 besides the Chairman.

Nitish Kumar also mentioned that their support would be there in future for Telangana’s development, according to a statement from the Chief Minister’s Office here.

The TRS chief also congratulated Nitish Kumar on the victory of his party candidate in the election for Rajya Sabha Deputy Chairman’s post.

On August 7, Nitish Kumar had called up Rao to seek TDP’s support for the NDA candidate.

Congress demands SC-monitored probe into groundnut scam in Gujarat

The Congress on Thursday accused the BJP governments at the Centre and Gujarat of trying to sweep under the carpet the Rs. 4,000-crore groundnut scam in the state and demanded a Supreme Court-monitored probe into it.

“The BJP governments are trying to bury the Rs 4,000-crore groundnut scam in the state,” Congress MP and AICC in-charge of Gujarat Rajeev Satav said at a press conference.

He was accompanied by legislature party leader Paresh Dhanani.

Dhanani alleged the groundnut scam was linked to the Chief Minister’s office.

He said officials of National Agricultural Cooperative Marketing Federation of India (NAFED) and Gujarat State Co-Operative Cotton Federation Limited (GUJCOT) along with local politicians and middlemen allegedly stole and sold off the groundnut procured from farmers to oil millers.

“The stocks of groundnut were then adulterated with sand and pebbles to show that there was no loss of weight in the stocks after groundnut was illegally sold off to millers,” Dhanani said.

He also said there have been four instances of fires in the last six months in warehouses where these groundnut stocks were stored.

According to the Congress leaders, in October last year, just ahead of the assembly polls, the Gujarat government announced that it will purchase groundnut from farmers at Rs 4,500 per quintal, even as the existing prices of groundnut at that time was around Rs 3,750 per quintal. He said the state government purchased 10.46 lakh metric tonne of groundnut worth Rs 4,000 crore through 139 purchase centres across the Saurashtra region.

The Centre had appointed NAFED to procure groundnut from farmers of Gujarat at an MSP of Rs. 4,450 a quintal and the State government had announced Rs 50 bonus over and above the MSP.

Schoolgirl gang-raped, case registered against four

A case was registered on Thursday against four persons on charge of gang-raping a schoolgirl and making a video of the crime, police said.

The parents of the victim lodged the FIR at Sikandra police station that she was forcibly whisked away to nearby Kankretha forest on a two-wheeler by the accused while she was returning from school on July 30. She was again gang-raped on August 2, the FIR said.

The girl kept quiet but told her family after the accused again tried to rape her two days ago. Her family then approached police.

Police said accused Jagvir, Ashu, Neeru and Umashankar are absconding.

700 pilgrims stranded on Uttarakhand highway after landslide

A massive landslide on the Gangotri highway in Uttarakhand has left 700 pilgrims stranded, an official said on Friday.

The landslide took place 55-km away from Uttarkashi near Dabrani.

District Magistrate of Uttarkashi, Ashish Chauhan was also held on the route and the rest 700 ‘kanwar’s’ were being taken from an alternate route, the official told IANS.

Chauhan and other officials have gone to Surakki village, some 15-km from the landslide zone.

Some pilgrims have returned to Sukki while others are waiting in their vehicles on the highway itself.

Border Road Organisation personnel have been deployed to clear the rubble on the route, the official added.

A team of officials led by Sub-Divisional Magistrate (SDM) Devendra Singh Negi have been asked to camp at Dharali to ensure smooth transfer of the stranded pilgrims trapped.

Only 48-hours back a massive landslide created havoc at Dharali, some 80-km from Uttarkashi.

District Disaster Management Officer Devendra Patwal informed that debris were continuously flowing from the hills, making it difficult for the highway to be clear.

The Regional Met Office has meanwhile predicted another bout of heavy rains in the hill state from Saturday.

According to the weatherman, Champawat, Udhamsingh Nagar, Nainital, Tehri and the state capital Dehradun will witness very heavy rainfall in the next 24-hours.

Karwaan Is A Decent Film With Memorable Performances By Irrfan Khan & Dulquer Salmaan

Road trip films have their own charm and some of the most memorable films in the West belong to this genre. Even Bollywood has excelled in this genre with films like Piku in the year 2015, Qarib Qarib Singlle in the year 2017, Zindagi Na Milegi Dobara in the year 2011, Highway in the year 2014, Jab We Met in the year 2007, Yeh Jawaani Hai Deewani in the year 2013 et al. Irrfan Khan, surprisingly, has appeared in 2 such films in recent times, namely, Piku & Qarib Qarib Singlle. And now he’s all set to complete his travel trilogy with Karwaan, which is also the Bollywood debut of the Malyalam actor & star Dulquer Salmaan and the 1st ever leading role for the most talked about internet sensation & Marathi actor Mithila Palkar.

The scripted scenario of Karwaan showcases the story of 3 diametrically opposite individuals on a journey together. Avinash Rajpurohit (Dulquer Salmaan) works in an IT company in Bengaluru and is frustrated with his job. One day he gets a call that his father Prakash Rajpurohit (Akash Khurana) has left for his heavenly abode in a bus accident while he was on his way to Gangotri. The travel company arranges for his father’s mortal remains to be sent to Avinash in Bengaluru. Avinash had a troubled relationship with his father as the latter compelled him to give up his dreams of becoming a photographer. As a result, he’s not quite affected with his demise. Avinash asks his friend Shaukat (Irrfan Khan), who runs a garage, to provide him with a van so that he can carry the mortal remains from the airport to the crematorium. Avinash picks up the body and reaches the crematorium, where he realizes that he is given the mortal remains of a woman (Beena). The woman turns out to be a victim who also died in the same bus accident and her family resides in Kochi, who in a terrible mix up, were provided with Prakash’s mortal remains. Avinash hence decides to take advantage of the long weekend and take the woman’s mortal remains to Kochi and exchange it with his father’s. Shaukat also joins in. On the way, the dead woman’s daughter Tahira (Amala Akkineni) makes an SOS call to Avinash and requests him if he can pick up her daughter Tanya (Mithila Palkar) who studies in Ooty and is incommunicado. Shaukat has reservations with this idea but Avinash doesn’t listen. He reaches Ooty, picks up Tanya and then they head to Kochi. Unknown to them, a group of small – time goons are also following the trio. What happens next forms the rest of the crux of the film.

Bejoy Nambiar’s story is promising and could have made for a great script. But Akarsh Khurana & Adhir Bhat’s screenplay fails to take advantage of this wonderful opportunity. The film moves at a snail’s pace and many developments don’t happen organically. Also, the entire track of Avinash’s father forcing him to give up photography is something that’s been done to death in our films, most notable & recent example being Tamasha in the year 2015. Hussain Dalal’s dialogues are funny & witty, yet worded simply. The ones mouthed by Irrfan Khan stand out.

Akarsh Khurana’s direction is weak and he also lets go of the opportunity of turning a somewhat flawed script into a good film with his execution. One doesn’t feel much for the characters due to the way the narrative pans out. Except for the part where Shaukat speaks about his father, no other scene moves the viewers, not even the monologue of Tahira & Avinash. Also, the predictability sets in since one knows that the road trip films usually ends with the characters getting transformed ultimately. Hence, despite the scene of Avinash in the end with his boss being a good one, it doesn’t make the desired impact as the audiences already see it coming.

Karwaan begins well and the frustration of being a part of a profession that doesn’t suit Avinash is well depicted in the initial scenes. One expects things to get better once the road trip begins. And it does get better but not to a great extent. The film drags & a lot of humor & situations seems forced. The character of Tanya is half – baked & the writers should have etched this part in a better way. The intermission point is funny & again, the hopes rise for a better 2nd half. Alas, that doesn’t happen and the film remains flat in the last hour as well. Even the climax lacks a solid punch. In fact, the Indian audiences might have a strong reservations in the manner in which Tahira & Tanya organize a feast, play cricket & make merry as if nothing untoward has happened in their lives, just hours after the funeral. On the positive side, the film has some funny moments that succeed in raising the laughs. The best part in this regard is the track of the shehnai wallah (Habib Azmi). It’s sure to bring the house down!

Music goes well with the narrative but isn’t something that would have a long shelf life. “Chota Sa Fasana” is the best of the lot and is like a theme of the film. “Heartquake” comes next and works due to its quirky lyrics & situation. “Sansein” is also fair and the rest are forgettable. Anurag Saikia’s background score is good but could have been a bit more subtle. Avinash Arun’s cinematography is breathtaking & captures the locales so well that one feels that one is actually a part of the “Karwaan”. The lensman had earlier shown his magic in Masaan in the year 2015 & Drishyam in the year 2015 & also directed the acclaimed Marathi film Killa in the year 2015 and he ensures that he keeps his credibility intact. Tiya Tejpal’s production design is passable. 3 locales, the house of Rumana, Tahira & Nambiars, all seemed to be shot at one locale. Ajay Sharma’s editing is too slow and could have been slick. Also, the manner in which the flashback of Prakash Rajpurohit would suddenly pop up seemed unconvincing. Jaya Taurani’s costumes are fine.

Performance wise Irrfan Khan delivers a very decent performance & also contributes to the laughter quotient, but only at places. Almost all his dialogues are worded to create an effect & the endeavor fails. Compare this with Irrfan’s previous travel films, Qarib Qarib Singlle & Piku, where the humor flowed organically. Unfortunately, that doesn’t happen here. But he surely dominates the film and gives the most memorable performance out of all actors. Dulquer Salmaan makes a really confident debut. He understands his part well and one must watch out how he carefully ensures that he doesn’t go overboard. This aspect would surely be loved by the Hindi audiences. Mithila Palkar is strictly average. Her character lacked depth and even performance wise; she could have brought out varied shades which would have enhanced the impact. Alas, her performance looks a bit monotonous. Amala Akkineni, south actor Nagaarjuna’s wife and former Bollywood actress, is genuine. Akash Khurana is good as the autocratic father. Kriti Kharbanda as Rumana is quite lovely in the special appearance, but again, her track fails to add much to the film. Donna Munshi as Tasneem has a striking face and does very well. Habib Azmi gives a fine performance, as a shehnai wallah. Beena is alright. The actors playing the cargo office staffer, Avinash’s boss, Rumana’s husband, new employee at Avinash’s office & Nambiar are very good.

Tail Piece: On the whole, Karwaan is a good opportunity gone waste. Irrfan Khan is the biggest draw of this film but the audiences might be dejected to not see him in his full glory.

At the Box – Office turnstiles, the film is going to struggle a lot to stay afloat. Period!
