Indian, Pakistani troops trade fire on LoC

Indian and Pakistani troops on Wednesday traded heavy fire on the Line of Control (LoC) in Jammu and Kashmir’s Kupwara district.

Police said the Pakistan Army targeted Indian posts in Tangdhar and Keran sectors, after which the Indian positions retaliated.

The police said heavy firing continued between the two sides for around 15 minutes at both places. No casualty or damage was reported on the Indian side.

India aim to extend dominance over Windies in final ODI

Brimming with confidence after the massive 224-run win in the penultimate game, India will be eyeing to register their eighth straight series win over the West Indies when they face off in the fifth and final contest of the rubber at the Greenfield international stadium here on Thursday.

After the resounding victory in the fourth One-day International (ODI) at the Brabourne Stadium in Mumbai, the Virat Kohli-led hosts lead the series 2-1, with the second match being tied.

The last time the Carribean side won a bilateral series against India was way back in 2006.

With the northeastern monsoon in full cry, the match could well end up shortened as the the weatherman has predicted a brief thunderstorm in the afternoon and late evening.

This is only the second international cricket match to be staged at the Greenfield Stadium. The first was on November 7 last year when the hosts defeated New Zealand in a T20 match that was shortened to inclement weather and saw just saw an eight over per side match. India won by six runs.

The organisers, the Kerala Cricket Association, are in an upbeat mood as the ground boasts of one of the best drainage systems in the business and even if the rain comes crashing down, they will be able to get it back into shape quickly once the rain stops.

Going into the final ODI, with opener Rohit Sharma, Ambati Rayudu and skipper Kohli in top form, India will like to keep the momentum into the series decider. Rayudu also took a step ahead in cementing his place at No. 4 slot with a fine century in the previous game.

Rohit also smashed an impressive 162 off 137 balls in the fourth ODI while the skipper has three tons from four games. The Indian batting will once again mostly rely on the shoulders of these two on Thursday.

Despite impressive performances by the top order, the cause of concern for the team management will be the flop show of stumper Mahendra Singh Dhoni.

The former skipper has failed to live up to the expectations, which also resulted in his exclusion from the Twenty20 international (T20I) series against the Windies and Australia.

It will be the litmus test for Dhoni, who has been under fire for his continous poor performances.

In the bowling department, chinaman Kuldeep Yadav has been impressive in this series so far after scalping eight wickets from three games and Kohli will like him to replicate his past, specially in the middle overs.

Pacer Jasprit Bumrah and Bhuvneshwar Kumar are expected to dismantle the Windies top order in the initial overs, while Khaleel Ahmad, who was a surprise package in Mumbai with figures of 3/13, could be a crucial support for his seniors.

Coming to the West Indies squad, batsmen Shimron Hetmyer and Shai Hope are the only two batsmen who have shown some fight against the home side.

They both have hit a century each and would like to repeat it for one final time to help their side tie the series.

Captain Jason Holder has shown he can be fruitful with the bat down the order.

However, the visitors could possibly miss the services of off-spinner Ashley Nurse, who has been a consistent performer with five wickets from the series.

Nurse is doubtful for the series decider after suffering an injury during the last game. His absence could affect the hopes of the visitors in a crucial contest.

The World Premiere was attended by Imtiaz Ali, Sudhir Mishra, Irshad Kamil, Vivek Mushran apart from the lead actors, Rohit Kokate, Khushboo Upadhyay (of The Affair fame) & Himanshu Kohli, director Aadish Keluskar, producers & founders of Humaramovie, Preety Ali, Vinay Mishra, Pallavi Rohatgi & cinematographer Ameya Chavan &  Vinay Shinde who is the executive producer & editor of the film.
The film is competing in the prestigious India Gold category & has also been shortlisted for the Oxfam Award for “Best Film” on Gender Equality at 20th Jio MAMI Mumbai Film Festival with Star.

Jaaon Kahan Bata Ae Dil marks Aadish Keluskar & Humaramovie’s  4th collaboration. Previously they had collaborated for 3 acclaimed short films, I Love You Too, An Encounter & Zero By Zero which was showcased in the Indian Section of 2013 Clermont-Ferrand International Short Film Fest.
The World Premiere of Jaaon Kahan Bata Ae Dil was followed by a Q&A session with the cast & the crew of the film, which was moderated by actor Raghav Chanana.
During the Q&A session, audiences & members were curious to know the idea behind presenting the lead actress Khushboo Upadhyay’s character as someone who is dark skinned & not conventionally good looking. They were also keen to know whether this made her conscious as a performer.
“As an actor, I am not conscious at all. I never think about whether I am looking good or not. I just concentrate on whether I will be able to portray the character or not. If the character is reflected through my performance, then my job is done.” said Khushboo Updhayay.
“As a society, we still have so many preconceived notions of beauty, which creates a complex amongst those whom may not be considered good looking as per these norms. This begins while people are in school & gradually develops into something very negative.” said Aadish Keluskar.  
Talking about the sexual violence depicted in the film, Aadish Keluskar said, “The sexual violence shown in the film was deliberate. In real life, there are lot of instances of cases of domestic violence in which the victims take their case back fearing the repercussions & an attachment they have with their perpetrator who uses it to their advantage. If you look around, you will see a lot of people who are in such toxic relationships and I felt that had to be addressed somewhere in the film.”
During Q&A, producer Vinay Mishra was asked about why they chose to produce the film to which he said, “Only 9 people have made the film. If you have the conviction to make your film & you know that you can make it despite several constraints, then there are people who would be willing to take that chance with you. One could have had disagreements with Aadish Keluskar but he had complete clarity about what he wanted to do.”
Director Aadish Keluskar who was delighted with the response received by Jaaon Kahan Bata Ae Dil at its World Premiere said, “There are a lot of thoughts in your head which keep taking the form of a screenplay & after that you keep taking them to the filmmaking process through shooting & editing before finally showing it to audiences. If audiences are actively engaging with the film then it’s a good feeling. If you have conveyed even 50% of what you felt and you know that it is going to live amongst the viewers, then you truly feel that your job is done.”
Khushboo Upadhyay, the lead actress of the film said, “It was a challenging role but there was also a lot of fun in doing it. The challenge was to make audiences connect with my character emotionally without making her come across as someone who is unattractive or unappealing.”
Rohit Kokate, the lead actor of the film said, “I loved the character, the way he talks & functions. The film is mostly about 2 characters, that of me & Khushboo. The manner in which the film plays around with our characters is what intrigued me & made me say yes to the film.”
Talking about the feedback received by the film at its World Premiere, Vinay Mishra founder of Humaramovie & one of the producer of Jaaon Kahan Bata Ae Dil said, “This was the 1st ever screening of Jaaon Kahan Bata Ae Dil & the response it received was nothing short of amazing. I know that people were shocked, they were offended, they were repulsed. But, they were also mesmerized, they were awed & they made a connection with the film!  They felt it was real & they knew these people on screen. Overall, I was happy to see that they sat up & took note of the film in such a great way”

Sex Offender Registry is Not Enough to Curb Sexual Violence Against Women

India recently launched a sex offender registry to deter sex offenders from perpetrating crimes against women and children by indicating that the government is keeping track of them. The personal details of 440,000 sex offenders who have been convicted for various crimes like “eve-teasing”, child sexual abuse, rape and gang rape will be registered in this database and accessible to law enforcement.

The creation of the registry is hailed by many as a welcome move in India, where violence against women and girls is pandemic. Recently, the Thomson Reuters Survey stated that India is the most dangerous country in the world with regards to sexual violence. From the start of this year, there has been a series of gang rapes of little girls ranging from babies to teenagers in all parts of the country – North, South, West, NorthEast and Central India

Neighbouring country Pakistan does not have a sex offender registry but is equally bad when it comes to violence against women and sex offences. According to the Human Rights Commission of Pakistan (HRCP), in Pakistan an incident of rape occurs every two hours and 70 percent of women and girls experience physical or sexual violence in their lifetime by their intimate partners and 93 percent women experience some form of sexual violence in public places in their lifetime.

Measures to prevent sex offenses are needed in both countries and each country can learn from each other’s successful prevention programs. However, only workable solutions should be replicated, and a sex offender registry is not one.

Sex offender registries exist in many countries including Australia, Canada, New Zealand, the United States, Trinidad and Tobago, Jamaica, South Africa, the United Kingdom, Israel and the Republic of Ireland. Sexual violence is a problem in each of those countries, too, but studies have shown that sex offender registries have little or no effect on crime prevention or recidivism. Furthermore, evidence from these countries suggests that sex offender registries have failed to reduce sex crimes and have made rehabilitation of offenders difficult. In fact, registries might work for other forms of crime but not for the sexually deviant.

Further, we think making the details public, which is how it works in the United States and is what some people in India want, is dangerous as it would further increase the risk for women and girls rather than protect them. Though the government has assured that the registry would have multiple layers of security, there are doubts that the names and identities of the victims would be revealed. The Indian authorities are planning to link the details of the perpetrators to the Aadhar database which has biometric information of the person. Reports have indicated that the Aadhar database is itself not secure and for as little as $8 one can access personal information of people.

Moreover, Googling and knowing that a sex offender lives next door does not ensure that you can google your way to safety since safety from sex offences entail more than sex offender registration laws and a registry. Research shows that most sex offenders are relatives or people known to their victims but systems that put in place sex offender registry assume that sex offenders are strangers.

Many sex offenders are not even reported – particularly in South Asia due to the cultural stigma, faulty police procedures and lengthy court cases – and they aren’t included on any registration/notification system.

Instead of implementing a sex offender registry and seeing that as a solution, more efforts should focus on addressing the underlying issues, like patriarchy and improving the effectiveness of the justice system. Specifically, we recommend the governments of India and Pakistan concentrate on the following measures:

Sex education in school curriculum to educate people about sex offences and teach them ways to have responsible, healthy and consensual relationships.
Advocacy efforts to break down social taboos around this topic and make it easier to discuss and have a dialogue in the family and community about sex offences.
Allocation of public resources toward the rehabilitation of sex offenders with a high risk of repeating their crimes. Research suggests that psychological treatment and cognitive behavioural treatment can reduce recidivism amongst sex offenders.
Including women in all policy formulation, including the passage of any relevant laws. They are the stakeholders most at risk of sexual violence and they are in a better position to provide guidelines for policies aiming to stop sex offences.
Training police officers to be sensitive to the needs of victim and knowledgeable about the relevant laws so they can be a resource to individuals who want to report crimes. For example, Sweden has a high reporting of sexual violence because the creation of a strong eco-system, a feminist mindset and sensitive police have made it easier to break the silence.
Ensuring quick and swift punishment for convicted sex offenses. Long court cases in the face of lingering social stigma puts many victims off reporting sex offences. Policy makers must take a hands-on approach to swiftly dispense justice in sex offences.

Rafeal Deal : SC asks Centre to submit details of pricing of 36 Rafale fighter jets

The Supreme Court on Wednesday asked the Centre for pricing details of the 36 Rafale fighter jets India is buying from France in a sealed cover within 10 days but agreed that “strategic and confidential” information need not be disclosed. In its order, a three-judge bench headed by Chief Justice Ranjan Gogoi, gave some more leeway to the government which has been arguing that pricing details are so sensitive that they have not even been shared with Parliament.

The Centre must bring details of the decision making process of the deal into the public domain, except those that are confidential and have strategic importance, the court said. The bench said the information must be shared by the government within 10 days and the petitioners could respond to it in the next seven days. It posted the matter for the next hearing on November 14.

“If pricing is something exclusive and you are not sharing it with us, please file an affidavit and say so,” the bench told Attorney General K K Venugopal in its oral observations. It was hearing four petitions, including one by advocate Prashant Bhushan and former ministers Arun Shourie and Yashwant Sinha who are seeking a court monitored CBI investigation in the procurement of the fighter jets.

“That you will have to wait,” the CJI said, adding, “Let CBI put its house in order first.”  The attorney general had expressed reservations about disclosing the details of pricing of the jets and said its cost was not even disclosed in Parliament.
He also said the documents placed by the Centre before the court are covered by the Official Secrets Act. The bench, also comprising Justices U U Lalit and K M Joseph, said the “core of information” that can be brought in the public domain should be shared with the “petitioner and petitioners in person”.

In its order, the bench observed that none of the petitioners have questioned the suitability of the Rafale jets, their equipment and their utility to the Indian Air Force. “What has been questioned is the bonafide of the decision making process and the price/cost at which the same is to be procured,” the bench said.

The bench also noted that following its October 10 order the government has placed before it a note giving details of the steps taken in the decision making process leading to the procurement of 36 Rafale fighter jets. At this stage, the bench said, the court did not want to record any finding or view on the documents placed before it.

It also observed that information regarding induction of the Indian offset partner be given to the court and the petitioners. When a counsel appearing for AAP Rajya Sabha MP Sanjay Singh told the bench he has also filed a petition in this matter, the court asked, “What is his interest? We don’t have to entertain so many petitions.”  Shourie was present in the court during the hearing.

India signed an agreement with France for the purchase of 36 Rafale fighter aircraft in a fly-away condition as part of the upgrading process of the Indian Air Force equipment. The Rafale fighter is a twin-engine Medium Multi Role Combat Aircraft (MMRCA) manufactured by French aerospace company Dassault Aviation.

Indian Air Force had advanced a proposal to buy 126 fighter aircraft in August 2007 and floated a tender. Following this, an invitation was sent to various aviation companies to participate in the bidding process.

Former PM H D Deve Gowda said that he will support Rahul Gandhi for the post of PM

Former Prime Minister H D Deve Gowda on Tuesday, expressed that he will render full support to Rahul Gandhi for the PM post after the Lok Sabha polls in 2019.

Addressing a campaign rally in Ballary to support Congress candidate V S Ugrappa, Deve Gowda said that he and his party will completely support Rahul Gandhi for the post of PM after Lok Sabha polls in 2019 and also challenged that he will come up with a strong secular brigade to counter the communal BJP.

When questioned about the senior Congress leader P Chidambaram’s statement in which he had mentioned that the Congress party has not yet declared its PM candidate, Deve Gowda firmly replied that he doesn’t want to react to a statement made by a senior leader.

Arjun Sarja moves HC to quash FIR against him

Actor Arjun Sarja, who was recently accused of sexual assault by Kannada actor Sruthi Hariharan, has approached the Karnataka High Court seeking the FIR against him in the case to be dismissed. The Cubbon Park police on October 27 had registered an FIR based on her complaint under sections 354 (Assault or criminal force to woman with intent to outrage her modesty, 354A (Sexual Harassment), and 509 (Word, gesture or act intended to insult the modesty of a woman).

Actor Sruthi on October 20 in a long Facebook post had detailed an allegation of sexual harassment by Arjun Sarja during the rehearsal of a romantic scene at the sets of bilingual film Vismaya, released in Tamil as Nibunan.

In the post she stated, “During the rehearsal, we delivered our lines and Mr. Arjun hugs me. With no forewarning or permission, he runs his hands intimately up and down my back. He pulls me closer with my body taut against his and asks the director if we could use this idea of foreplay in the scene.”

Later on October 27, the actor approached the police based on which police have registered a FIR. Meanwhile, the Karnataka State Commission for Women has taken suo motu cognisance of the complaints made by her.

“I have written a letter to the Police Commissioner on Saturday and have asked him to submit a report within 15 days time,” Nagalakshmi Bai, Chairperson of the Karnataka Women’s Commission, told TNM.

Sruthi’s allegations created a furore in the Kannada film industry with people working in the industry divided over the issue. Sruthi was accused of seeking publicity and raking up a non-issue to smear Arjun’s reputation. She was also accused by Prashant Sambargi, Arjun’s media manager of carrying out an organised campaign against Arjun and of receiving funds from the US to do so. In the face of abuse and criticism, Sruthi stood her ground and proceeded to file an FIR against Prashant Sambargi for threatening her and against Arjun himself.

Pure horror, says survivor in Maoist attack that killed journalist, 2 cops

For Dheeraj Kumar, it was an exciting assignment that turned into a story of pure horror.

“We were planning to cover a newly-built polling station in Nilwaya where people haven’t voted since 1998,” the 37-year-old Doordarshan journalist, who survived the Maoist attack in Chhattisgarh’s Dantewadaon Tuesday morning, said.

Kumar was a part of a team, including cameraman Achyutananda Sahu and light assistant Mormukt Sharma, that the public broadcaster had sent to cover the upcoming assembly election in the state.

A resident Bihar’s Begusarai district, Kumar and his team were heading to Nilwaya about 5 km from the Central Reserve Police Force (CRPF) camp at Sameli, when they came under the attack. Sahu and two policemen, sub-inspector Rudra Pratap and assistant sub-inspector Manglu, were killed in the ambush at about 11.20 am.

They were being accompanied by security personnel on half a dozen motorcycles, the most favoured vehicle to commute in the Maoist heartland where cars and vans are often known to be blown up in the scores of landmines planted by the rebels.

“At around 10.25 am, I saw the motorcycle which was heading our group, suddenly fall down. My cameraman, who was just behind the first motorcycle, was hit by a bullet and he fell down in front of my eyes. Our motorcycle also lost balance … Luckily, I fell in a ditch and crawled deeper,” Kumar recounted.

“For the next 45 minutes, it was pure horror. I kept lying in the ditch and all I heard was the sound of bullets. I felt that around 50 bullets whizzed past, over my head,” Kumar, who is still at Sameli camp and luckily sustained no injuries, said.

He said before going for the coverage in Sameli, he informed Dantewada’s superintendent of police Abhishek Pallav, who gave his nod and assured that security will be provided.

Pallav could not be reached as he rushed to the spot after the tragic incident.

Accident on Hebbal flyover Youth killed, two others injured

A 20-year-old student was killed when the car he was driving jumped the median and collided with an SUV on Hebbal flyover on Tuesday. Two others, including an elderly woman, were injured.

Vehicles were stuck in the consequent pileup there for more than an hour, before the Hebbal police pulled the damaged car to the side of the road.

The deceased, Sachin, was a second-year engineering student at a private college. Afsar, 32, who was driving the SUV, and the passenger, Lakshmi Varadaraj, 61, sustained injuries and are recovering in a private hospital, said the police.

The accident occurred around 1.45 p.m. when Sachin was returning home from college. “He was speeding and and trying to overtake a car, when he crashed into the median. The car landed on the adjacent lane and collided with a cab that was heading towards the airport, before overturning on the flyover,” said a police officer. Passers-by pulled out Sachin and moved him to a private hospital, where he died.

Vehicles moving to the airport were diverted to the service road. It took almost an hour to tow away the vehicles involved in the accident, much to the inconvenience of passengers. “We have not found any documents in the car so far. We are yet to ascertain if Sachin had a valid licence,” a police officer said.
