Delhi legislators to get 400% hike in salaries

December 4, 2015 by Nasheman

DelhiAssembly

New Delhi: The Delhi Assembly on Thursday approved a whopping 400 per cent hike in basic salary of MLAs and Ministers besides hefty increase in perks and allowances, catapulting them among the highest paid lawmakers in the country.

As per provision of the bill cleared by the Assembly, the basic salary of legislators will rise from current Rs 12,000 to Rs 50,000 and their overall monthly package will be around Rs 2.1 lakh as against Rs 88,000 at present.

The basic salary of Ministers, Speaker and Deputy Speaker of the Assembly, Chief Whip and the Leader of Opposition will be around Rs 80,000 and their total emoluments nearly Rs 3.67 lakh as against Rs 1.2 lakh now.

The Members of the Legislative Assembly of the Government of NCT of Delhi (Salaries, Allowances, Pension) Amendment Bill 2015 will now be sent to the Centre for approval.

The BJP attacked the Aam Aadmi Party government for bringing the bill and demanded its immediate withdrawal, contending it will send a wrong message to the people. Two BJP MLAs staged a walkout protesting the move.

The overall hike proposed for MLAs is two-and-a-half fold, while for Ministers it would be a three-time increase.

“The bill proposes to increase the salaries, allowances and other facilities of the Members of the Legislative Assembly of Delhi so as to facilitate them to work effectively in their fields,” Deputy Chief Minister Manish Sisodia said, presenting the bill in the assembly.

The draft bill was based on the report of a three-member committee chaired by former Secretary General of Lok Sabha PDT Achary.

“We have accepted all the recommendations of the panel,” Sisodia said.

In July, a group of AAP legislators had demanded a significant hike in salary, arguing their earnings were not enough to run their family and offices.

Apart from basic salary, the bill proposes hiking constituency allowance from current Rs 18,000 to Rs 50,000 on the ground that it was “grossly” inadequate.

The Ministers will get a monthly amount of Rs 10,000 as communication allowance to pay for their mobile bills and Rs 30,000 for phone bills at their residences and offices.

The legislation also provides for a reimbursable sum of Rs 70,000 per month recommended as allowance under ‘Secretarial, Research and Office Assistance’ head which is Rs 30,000 at present.

Delhi’s AAP government supersedes Waqf Board, strips it of powers

October 23, 2015 by Nasheman

arvind-kejriwal

New Delhi: The AAP Govt has “superseded” the Delhi Waqf Board, transferring all its powers and duties to the Secretary (Revenue) in the city administration.

“In exercise of the powers conferred under Section 99(I) of the Waqf Act, 1995, the Government of NCT of Delhi hereby supersedes the Delhi Waqf Board with immediate effect for a period of six months,” said a notification issued by Revenue Secretary A Ambarasu on October 10, 2015.

Rana Parween Siddiqui, Chairperson of the Board, said she has “filed an appeal in the Delhi High Court seeking quashing of the notification. The court will hear the case on October 30.”

The notification has also stipulated that “in accordance with Section 99(2)(b) of the Waqf Act, 1995, all the powers and duties of the Board under the provisions of the Act will be exercised and performed by the Secretary (Revenue) Government of NCT of Delhi.”

“I received the notification on October 15 and stopped going to Waqf Board office,” said Rana who has also filed a writ petition in the High Court for notification of her election as Chairperson of Delhi Waqf Board by the Delhi Government.

Rana was elected as Chairperson of the Delhi Waqf Board in a meeting of members of the Board on January 20.

“There are a total of seven members of Delhi Waqf Board. At the time of my election, there were only six members out of whom four elected me as Chairperson of the Board,” she said.

However, her election was not notified by Delhi Government, against which she filed the petition in Delhi High Court.

The court in its order on April 29 had directed the respondent Delhi Government to maintain status quo vis a vis position of the Chairperson till further hearing.

“The notification issued by the government superseding Delhi Waqf Board despite the status quo order by the High Court is a clear case of contempt of court. I will move a separate application in the court regarding this, ” she added.

Two minors brutally gang-raped in Delhi; Kejriwal asks what Modi is doing?

October 17, 2015 by Nasheman

rape

New Delhi: Two minors were brutally gangraped in the city, incidents which come close on the heels of the rape of a four-year-old girl in northwest Delhi last week.

Delhi Chief Minister Arvind Kejriwal expressed concern over the “repeated” rape of minors in the city and asked what the Prime Minister Narendra Modi and the Delhi LG were doing.

While a two-and-a-half-year-old girl was raped in Nihal Vihar area of west Delhi yesterday, a 5-year-old girl was allegedly gangraped by three men who were later arrested by the police in East Delhi’s Anand Vihar.

The two-and-a-half-year-old girl was kidnapped and allegedly gangraped by two bike-borne men who picked her up last night from outside her home in Nihal Vihar area of south-west Delhi.

The girl was later found by the locals in a park and was profusely bleeding. She was rushed to Sanjay Gandhi Hospital where she is undergoing treatment, police said.

A case has been registered under relevant Sections of IPC and POCSO Act and a manhunt has been launched to arrest the accused, said a senior police officer.

In other incident, three men who were allegedly under the influence of intoxicants gangraped a 5-year-old girl last evening in Anand Vihar area of east Delhi, police said.

The victim, who sustained severe injuries to her private parts, was rushed to GTB Hospital. The accused Prakash, Rewati and Sitaram were caught by the locals after they heard the shrieks of the girl. The accused were thrashed and later handed over to police.

A case has been registered against them under relevant Sections of IPC and POCSO at Anand Vihar Police Station, DCP of East district police Bhairon Singh Gurjar said.

Taking a grim view of the cases, the Chief Minister said, “Repeated rape of minors is shameful and worrying. Delhi Police has completely failed to provide safety. What are the PM and his LG doing?” “Am on my way to hospitals to meet rape victims,” he tweeted.

Chairperson of Delhi Commission for Women (DCW) Swati Maliwal, who visited the victims in hospitals, termed the incidents as “absolutely disgusting” and “shameful.”

“Woke up to 2 incidents of gangrape of a 2.5-year-old n 5-year-old. Bleeding not stopping for 2.5-year-old,” she tweeted.

“When will Delhi wake up? Till when will girls continue to be brutalised in the Indian capital. Gangrape of 2.5-year n 5-year-old. Shameful,” she said in another tweet. Last week a four-year-old girl was brutally raped in the city.

Aurangzeb Road renaming will open a can of worms, say scholars

September 7, 2015 by Nasheman

aurangzeb-road

New Delhi: A section of historians and scholars have criticised the rechristening of Aurangzeb Road in Lutyens’ Delhi, saying it is a result of a “slanted view” of history and cautioned that such renaming exercises will “open a can of worms”.

On August 28, New Delhi Municipal Council (NDMC) gave its nod to a proposal to rename the historic stretch in the heart of the national capital after former President A P J Abdul Kalam, a move that many even felt “belittles the stature” of the celebrated scientist.

Noted historian Narayani Gupta says issues like these arise because people don’t have a sense of history.

“Aurangzeb Road, alongside a cluster of others named after Mughal rulers like Akbar and Shahjehan, were given by the British when they designed the new imperial capital of New Delhi.

“This and Ashoka Road and Firozshah Road, besides King George V and Queen Mary and Hardinge and Wellesley were suggested by noted historian Percival Spear, who was teaching history at St Stephen’s College then.

“So, just removing a historic name doesn’t augur well. Moreso, when it has history behind the naming. And, a true tribute to Kalam would have been a science museum for children, and not some renamed signpost,” Gupta said.

New Delhi was designed by British architect Sir Edwin Landseer Lutyens along with Sir Herbert Baker from 1911-1931.

Post-independence, after Mahatma Gandhi’s assassination and later after Jawaharlal Nehru’s death, a series of renaming exercises began across the country, including in the national capital, where British names were rechristened after Indian leaders.

Delhi’s famed chronicler and author R V Smith, who grew up in Agra, says, “One Drummond Road, a long stretch in Agra, named after its district magistrate was renamed as Mahatma Gandhi Road soon after independence.”

In Delhi also, the historic names were changed like Kingsway (Rajpath) and Queensway (Janpath) and Hardinge Avenue (Tilak Marg), but history is not something to be corrected.

“We must learn to respect the history and with this Aurangzeb Road renaming, we are allowing a dangerous trend to be started. People who want his name removed have either no understanding or skewed view of history.

“He ruled for nearly 50 years from Central Asia to Rangoon, and every emperor has had good or bad qualities. But, it is wrong to judge him from a contemporary prism,” Smith said.

Smith, author of ‘Delhi That No one Knows’ and ‘Capital Vignettes’ says, by renaming the British-era places and landmarks in Delhi, history has been “destroyed”, and future generations would grow up with a “slanted view of history”.

“They renamed the historic Willingdon Crescent, Willingdon Hospital, and, then there was the Victoria Memorial Zenana Hospital in Old Delhi, which was rechristened as ‘Kasturba Gandhi Hospital’ by the municipal corporation.

“Why can’t we make new roads and new institutions and give them the names of our leaders and heroes and people whom we love. Renaming old places is not just an insult to history, but also to the people they are being renamed after,” he said.

Conservation architect A G K Menon, also convener of INTACH’s Delhi Chapter, terms the renaming of Aurangzeb Road as “unfortunate” and said it will start a trend that the country would find hard to contain.

“First we purged our cities of British rulers names and now the Moghuls. I mean how far back do we go then? And, was this renaming needed at all? Now Wheelers Island has been renamed, and voices are being raised in Maharashtra to rename the entire city of Aurangabad…. This is a bad trend, and it will open a whole can of worms,” Menon said.

UK-based scholar Saleem Khan, who did his MA thesis on ‘Portrayal of Aurangzeb in Modern history Writing’ at the University of London, says, Aurangzeb has been “much-maligned” over time without an impartial understanding of his life and times.

“He was a great Mughal emperor, which cannot be ruled out, and even though the British fought him, they chose to name a street after him.

“As per notions surrounding him that he was cruel and anti-Hindu, well Aurangzeb employed more Hindus in absolute and percentage terms than any other emperor.

“We can have an informed debate over his character but erasing him out like this is unfair,” Khan said.

Historian Gupta says, after the renaming spree in 60s and 70s, “There was a committee in the late 1970s under the Delhi Archives, of which I was a member, which passed a resolution that roads should not be renamed. But we have no sense of the history of policy on road names”.

3 International flights disrupted after hoax bomb call in Delhi

September 5, 2015 by Nasheman

Indira Gandhi International Airport

New Delhi: Two international flights were called back while one which was preparing for departure from the Indira Gandhi International Airport here was taken to an isolation bay due to a bomb scare early today, sources said.

At 01.30 AM a threat call was received at the Delhi Airport’s call centre in Gurgaon.

The caller claimed that there were bombs on three international flights – 9W078 of Jet Airways to Hong Kong, CX694 of Cathay Pacific also bound for Hong Kong and LX147 of Swiss Air to Zurich which later turned out to be hoax, airport sources said.

However, by that time, Jet Airways and Cathay Pacific flights had already left while Swiss flight was preparing for departure, they said.

“The Bomb Threat Assessment Committee declared threat as specific at 2 am. Both the Jet Airways and Cathay flights were called back and taken to isolation bay after landing under emergency conditions. Swiss Air flight which was on-ground was also sent to isolation bay,” sources said.

A thorough search of the aircraft, passengers and their baggage was carried out by the security agencies and later all the three flights were cleared for take-off by them, sources said, adding that emergency was called off at 2:40 AM.

“Jet Airways flight 9W078, which departed from Delhi at 0127 hrs for Hong Kong, returned to Delhi due to security reasons. The aircraft with 194 guests and 12 crew on board landed safely in Delhi at 0224 hrs.

“All guests and crew disembarked without any incident and were taken to the airport terminal. Safety of our guests is our number one priority. We regret the inconvenience caused to the guests,” said a statement issued by the airline.

Sources said that some Air India flights from Delhi airport were delayed due to bomb threat call last evening.

“Call was made to Air India control room at 9 PM yesterday. Though the threat was non-specific, as a precaution some flights were checked. The caller has been traced,” sources said.

Services at Delhi airport are normal and all flights are landing and departing on time, they said.

Body of 21-year-old woman found in Delhi, rape suspected

August 21, 2015 by Nasheman

rape

New Delhi: The body of a 21-year-old woman, who went missing on Thursday, was found without any clothes on from a secluded and vacant plot in Mundka on early Friday, Delhi Police said.

A police official said that the circumstantial evidence clearly indicate sexual assault followed by murder. The body was recovered from a vacant plot in west Delhi’s Mundka area.

The deceased, an employee with a Delhi-based non-governmental organisation (NGO), had been missing since Thursday evening.

“We had filed the missing complaint when the family members of the deceased approached us,” the official said.

“The body was spotted by a morning walker who informed police. It was lying in naked condition in the plot situated in Bhagya Vihar colony,” the official said, adding that the woman might have been killed to cover up the rape.

“Prima facie evidence suggests that she might have been killed by strangulating her throat, but we are still waiting for the post-mortem report to confirm the exact cause of her death,” the official said.

The woman, who originally belonged to West Bengal, was residing with her family in Mundka for the last few years.

Visually-impaired woman denied flat in Delhi for being Muslim

July 24, 2015 by Nasheman

Reem Shamsudeen

New Delhi: Yet another incidence of discrimination, a 30-year-old visually-impaired woman from Kerala has alleged that she was denied a rented house in Delhi for being a Muslim.

Reem Shamsudeen, who is an assistant professor in a college affiliated to Delhi University, claimed that the owner denied her the rented house just because she was a Muslim.

“I had paid the advance amount to the owner. I was refused to move in the apartment just a few hours before I was about to,” she said.

“It’s really a shame for such discrimination to occur in a city like Delhi where thousands of people come in search of education and jobs,” Reem told Madhyamam Daily.

“The incident was shocking considering the cosmopolitan and metropolitan nature of Delhi,” she said.

In a short video uploaded on the YouTube she urged Delhi Chief Minister Arvind Kejriwal to look into the matter.
