Cash reward for Maharashtra, Karnataka police teams for nabbing accused in SI murder

Bengaluru: Karnataka Chief Minister Siddaramaiah today announced a cash award of Rs 5 lakh each for Maharashtra and the state police complimenting them on the arrest of two persons in connection with the murder of Sub-Inspector S Jagdish.

Nagpur police in coordination with Karnataka police had yesterday arrested two persons from Andhra Pradesh Express train, on a tip off that they were trying to flee to Delhi.

Congratulating the Police, Siddaramaiah said police had kept watch on the movements of the culprits from the very first day.

Asserting that law and order situation in the state was “good”, he reiterated that the state government will provide compensation to Jagadish’s family at the earliest.

Jagdish (34) was stabbed to death on October 16 allegedly by burglars whom he was chasing at Nelamangala town in Bengaluru Rural district.

The incident happened when Jagdish, attached to Doddaballapur police station, along with four other constables had gone to Nelamangala town to catch two burglars involved in various crimes including motorcycle thefts.

Maggi manufacture, sale is now allowed in Karnataka

Bengaluru: The Congress government in Karnataka today decided allow manufacture and sale of Maggi noodles in the state as it decided to withhold the Centre’s directive banning it, saying it lacked clarity.

 

The state government would withhold the implementation of central order on not allowing the production and sale of Maggi because of lack of clarity on the permissible limits of Monosodium Glutamate (MSG) and lead, Karnataka Health Minister U T Khader told reporters here.

Khader said it was left to the company to decide on the start of production of noodles and other products.

“It is left to the company to decide on production of noodles and other products. We are clear in our stand that we will not be honouring the central order,” he added.

However, the Minister said the government would be very happy to implement the central order if it frames clear guidelines on the permissibility of the level of MSG and lead contents in noodles.

“We will be happy to implement the central order, there are no issues on this matter. But, it has to come out with clear guidelines,” Khader said.

Even if the company produces or manufactures noodles and other products, they should undergo laboratory test before hitting the market, he said.

On June 2 this year, the government had ordered random lifting of samples of Maggi noodles from across the state for laboratory testing after allegations of lapses in food safety standards came to the fore.

Khader said the government collected the samples and sent them to national-level laboratory units situated in Mysuru and another private laboratory in Bengaluru which found the lead and MSG contents in permissible levels.

However, the Central food safety regulator FSSAI (Food Safety and Standards Authority of India) rejected the test results and directed the government to send it to national laboratory at Kolkata, Khader said, adding accordingly the samples were sent to the lab.
“Inspite of the lapse of four months, there has been no response from the central authority, and therefore, no clarity on permissibility of level of MSG and lead content persists,” he said.

Maggi noodles came under the scanner in May after Uttar Pradesh Food Safety and Drug Administration asked Nestle India to withdraw a batch of the noodles “which were manufactured in February 2014” after it found presence of non-essential taste enhancer monosodium glutamate and high levels of lead in the samples.

Ranji Trophy: Wasim Jaffer leads Vidarbha’s fightback against Karnataka

Bengaluru: Youngster Ganesh Satish and veteran Wasim Jaffer crafted well-paced half centuries to lead Vidarbha’s reply to Karnataka’s first innings score of 350 on the second day of their four-day Group A Ranji Trophy match at Chinnaswamy stadium here on Friday.

The former Mumbaikar, Jaffer, smashed a superb 68 runs while Satish remained unbeaten on 81 as Vidarbha reached 172 for two in 72 overs.

When the stumps were drawn, Satish and skipper Subramanium Badrinath were at the crease with Vidarbha still trailing Karnataka by 178 runs with eight wickets in hand.

Satish showed lot of patience and grit to build a 117-run partnership for the second wicket and brought the team back on the track after they had lost their first wicket on three in the very first over of Abhimanyu Mithun.

Satish, who migrated to Vidarbha because of difficulty in cementing a place in the defending champions’ side, and Jaffer, grinded the Karnataka bowlers and did not allow them to dominate them by grafting runs in a systematic manner.

The duo remained unseparated between lunch and tea, despite some loud appeals as the hosts went wicketless in the second session.

“There were some close calls, but things can go against us. Some things are not in our hands,” Shreyas Gopal said.

In the very second over after tea, Jaffer trying to change gears ended up giving a catch at mid-on to Karun Nair off left-arm spinner Jagadeesh Suchith. The flamboyant former Indian opener cracked ten boundaries in his 120-ball 68 runs.

“I don’t think Wasim Bhai threw away his wicket, it was just that he might have wanted to change the gear to get quick runs,” Satish told reporters after the day’s play.

After the fall of Jaffer, Vidarbha tightened their screws and made it difficult for the visitors to score runs. Satish and captain Subramanium Badrinath also did not want to lose further wickets as they dug their heels to end the day on a positive note.

“After the fall of Wasim Bhai’s wicket, it was really very difficult for us to score runs because of the close-in fielding. I and Badri decided to stay at the wicket and look for small partnerships to frustrate the home bowlers,” said Satish, who could muster 52 runs after tea with Badrinath.

Asked whether the team is planning to go for an outright victory and settle down for first innings points, Satish said, “We will think of it once we get past their total. Right now, we are focusing on batting.”

For Karnataka, Mithun and Suchith picked one wicket each and Vinay Kumar, S Aravind and Gopal — all went wicketless.

Resuming their overnight score of 298-6, Karnataka were bundled out for 350 runs in 102.4 overs, after wicket-keeper batsman Chidambaram Gautam scored 30 and Vinay 22.

Vidarbha pacer Ravi Thakur ended the innings, taking four wickets.

Ramanagara: Senior BJP leader and former Karnataka Deputy Chief Minister KS Eshwarappa today courted controversy when he asked a woman journalist what can the opposition members do if “someone drags and rapes” her.

Responding to a woman journalist’s question if opposition BJP has failed in its duty by not making government accountable for such crimes, Eshwarappa, Leader of Opposition in the state Legislative Council, said “You are a woman, you are here now, if someone drags you and rapes you, we opposition people will be somewhere else. What can we do?”

“You tell me what we need to do, we will do it;…we have criticised it in the Legislature, when a six-year-old girl was raped I used all sorts of language that I had to, you people objected to my language…,” he said.

Eshwarappa had earlier too found himself in the eye of a storm over his poser to Chief Minister Siddaramaiah and Home Minister KJ George on whether they will have feelings for victims of sexual assault in the state only if their daughters are “raped”.

His remarks in November last year had come against the backdrop of incidents of sexual assaults. Congress had then slammed the remarks as “distasteful” while an embarrassed BJP Karnataka unit distanced itself from the controversy.

The state has witnessed alleged incidents of gangrape in Bengaluru, Mandya and Tumakuru in the last couple of weeks.

A 20-year-old woman from Mysuru was allegedly gangraped by four men, including her friend, near Pandavapura taluk in Mandya on October 9.

Bengaluru: KL Rahul and Karun Nair would look to put up impressive show before the national selectors meet to pick the Indian Test squad for the South Africa series, as Karnataka take on Vidarbha in a Group A Ranji Trophy.

Rahul, who is making a comeback after recovering from the quadriceps strain that he had sustained during India’s tour of Sri Lanka in August, will be desperate to make to mark.

He has played a stellar role in Karnataka’s success story in last two seasons. Last year, he notched up 838 runs from five matches and became the first Karnataka batsman to score a triple century in the domestic circuit.

The 23-year-old will look to continue the success story this season too, besides returning to the Indian team. Karun, who was recently called up as a reserve for the India Test team against Sri Lanka, would want to carry forward his form that he showed against Bengal in the last match.

He made a mincemeat of Bengal bowling with a crushing century, which put Karnataka in the driver’s seat. Shishir Bhavane (119) and bowling-allrounder Shreyas Gopal (139) will also be high on confidence after their fine tons that helped Karnataka amass 537 runs for nine declared.

Also one of last season’s top scorers Robin Uthappa and Manish Pandey will be eager to showcase their skills. The Vinay Kumar-led bowling attack has been consistent with its ability to take wickets in regular intervals.

Kumar and HS Sharath shared seven wickets between them in Bengal’s first innings, forcing them to follow on in the last game. On the other hand, Vidarbha will look to put behind their dismal performance against Delhi, which had mauled them after Ishant Sharma ran through their innings.

After failing miserably in the last match, stalwarts Wasim Jaffer and Subramanium Badrinath would like to showcase their talents, which they had been doing for their erstwhile Mumbai and Tamil Nadu, respectively.

A Shanware, who scored a brilliant 119 against Odisha in their opening match, and Ganesh Sathish, who notched up a half century so far, will also like to contribute with their bats.

A consistent run-maker for the past four seasons, Shalabh Shrivastava would also want to bury the disappointing performances of the last two matches.

Umesh Yadav is away on national duty and it is a big loss for Vidarbha. His new ball partner Shreekant Wagh, meanwhile, has been growing in stature in the last three seasons.

The team will expect the pace duo of Ravi Thakur and Swapnil Bandiwar to shine. They did a good job last year. Off-spinner Akshay Wakhare, who broke the 50-year-old record of best bowling figures in a match for Vidarbha, enjoys role of lead spinner and would like to make his presence felt.

AAP initiates ‘Bribe-Free Karnataka,’ launches helpline to report complaints of bribe

Bengaluru: The Aam Aadmi Party (AAP) unit of the state has launched a helpline owing to its ‘Bribe-Free Karnataka’ programme that will begin from October 13.

Freedom Fighter HS Doreswamy who launched the helpline urged the people to call the given number and get their work done without paying any bribe.

The helpline number launched is 9342522223 and people could call on the number for reporting instances of corruption.

Sources say that the helpline would be active on all working days. People from the state can call the number and report the demand of bribe.

At the same time, the AAP workers will also pay visits to government offices and urge officials not to take bribes; apart from this, if any official did not complete the work, the matter would be taken to the seniors in the department.

The AAP has come up with the initiative after the Lokayukta had become headless.

An AAP leader said that the Lokayukta had not returned for work and had also not assigned any duty to the Upalokayukta.

Karnataka hikes job quota for women to 33%

Bengaluru: The Karnataka government has hiked the reservation for women in government jobs to 33 per cent from the present 30 per cent.

Chief Minister Siddaramaiah’s had committed in the current year’s budget to increase women’s job quotas by three percentage points. The legislature committee on women and child welfare headed by Congress MLA Malikayya Guttedar had recommended the hike.

Of the 5.56 lakh government employees in the State, 1.60 lakh are women.

The government order to this effect issued on September 11, was gazetted on September 14. The Karnataka Civil Services Rules, 1978 have been amended to increase the job quota for women. Prior to that, the government had invited suggestions and objections from the public and given 15 days time.

The government has not specified any date for implementing the order.

Guttedar said the government had not received any objections. Hence, all departments would be directed to implement the revised rules, he added.

Gujarat made a similar revision in women’s job quota in October 2014. There is no reservation for women in central government jobs.

Karnataka has reserved 50 per cent seats for women in elections to local bodies, including the Bruhat Bengaluru Mahanagara Palike. But there is no such reservation yet in the legislature and Parliament elections. Here, the reservation is based on caste.

Karnataka mulls scrapping cattle protection panel constituted by BJP government

Bengaluru: The State government is planning to dissolve the Goseva Ayoga or Cattle Conservation Commission constituted by the BJP regime in 2012.

The panel was set up as part of the State BJP manifesto promise made ahead of the 2009 Assembly polls for a strict ban on cow slaughter. The 16-member commission has the authority to ensure protection of cattle.

Along with the 16-member commission, the government is planning to repeal the Karnataka Prevention of Cow Slaughter and Cattle Prevention (Constitution of Goseva Ayoga) rules, 2012.

The rules provided that all institutions engaged in cattle welfare, including goshalas (cow shelters), have to register and subject themselves to inspections. The commission has nine official and seven non-official members. According to official sources in the Animal Husbandry Department, as soon as the Siddaramaiah government came to power, the non-official members were removed. The members challenged the decision of the government in the High Court and got a stay. The stay was recently vacated, sources said.

Sources in the government said the Animal Welfare Board was already entrusted with the task of protecting cattle and there was no need for having another separate commission. It not only meant duplication of work but also a financial burden on the State exchequer, they said.

The Cabinet is likely to take a decision on dissolving the commission and repealing the rules at its meeting on Tuesday.

The commission has been given the mandate to ensure proper management of cattle at welfare centres, provide financial assistance to them and ensure timely implementation of programmes of the State government under the various cattle development schemes.

Other functions included taking custody of agricultural cattle seized under the 1964 anti-cow slaughter legislation and entrusting them to the nearest goshala or cattle protection institution. The present dispensation, last year, had also repealed the Karnataka Prevention of Slaughter and Preservation of Cattle Bill 2012 passed during the BJP regime. The 2012 bill sought to ban the slaughter of cows and bulls. It also provided stringent punishment for violators, making the offence cognizable and non-bailable.

KSRTC launches buses that will run on bio-diesel

Bengaluru: In an initiative taken by the Karnataka State Road Transport Corporation (KSRTC), the organization launched as many as 10 eco-friendly bio-diesel buses on October 2 Friday.

The buses were flagged off by CM Siddaramaiah at the Vidhana Soudha premises in the presence of Transport Minister Ramalinga Reddy and Chief Secretary Kaushik Mukherjee. The buses will begin operating soon in the city.

The KSRTC aims at having nearly 107 such buses that will run on 20% bio-diesel and 80% petro-diesel (a combination of petroleum oil and diesel). Sources say that there were about 8,200 KSRTC buses operating in the state capital and if the buses were run on bio-diesel, the KSRTC could save up to Rs 5 per liter.

It is said that the bio-diesel that would be used in the buses was a clean burning renewable fuel made of natural vegetable oils and fats that significantly reduce fuel emission. The fuel is prepared through a chemical process that converts oils and fats of natural origin into fatty acid methyl esters (FAME). This product could be used as a replacement for petroleum diesel fuel or could also be blended with petroleum diesel fuel in any proportion.

Experts say that the product was environmental friendly and will also encourage farmers in planting vegetable crops and palm trees together with regular food crops in a multi-cropping pattern and will also provide them with additional income. For this barren and waste lands can also be used and will in turn help farmers overcome loss due to irregular rains at least a certain extent.

The KSRTC had begun testing the edible oils such as groundnut, sesame, sunflower, castor oil and non-edible oils such as pongamia for engines since July 2003. Now, the corporation has adopted a 10% blend made of vegetable oil after checking for its fuel efficiency and smoke emission reduction.

Back in August 2005, the Doddaballapur Depot was officially converted to a bio-fuel depot and had 76 buses running with fuel made of 10% vegetable oil.

The state road transport undertakings in the country together operate about 1.50 lakh buses prviding service to nearly seven crore passengers on a daily basis which is three times higher than the Indian Railways. Studies have estimated that 300 crore litres of diesel was being consumed each year with about 35% spent on fuel cost.

Guwahati: Veteran left-arm spinner Jamaluddin Syed Mohammad registered his best first-class bowling figures to single-handedly give Assam an upperhand against defending champions Karnataka on the opening day of their Group A Ranji Trophy cricket match here today.

Syed Mohammad spun the web around Karnataka batsmen to register his best bowling figures of seven for 44 and bundle out the title holders for a paltry 187 in 75.2 overs at Barsapara Cricket Stadium here after the visitors opted to bat.

At stumps, Assam were 21 for one and still trail Karnataka by 166 runs.

Pallav Kumar Das was batting on 15 in the company of skipper Gokul Sharma (2 not out). Swarupam Purkayastha was the lone Assam batsman to fall, bowled by Karnataka skipper R Vinay Kumar.

Earlier, Karnataka’s decision to bat first after winning the toss backfired as Assam picked up wickets at regular intervals with Syed Mohammad turning out to be the wrecker-in-chief.

Syed Mohammad accounted for the wickets of in-form Mayank Agarwal (36), Robin Uthappa (11), CM Gautam, Karun Nair (14), Shreyas Gopal (9), Vinay Kumar and Abhimanyu Mithun during his magical day.

Shishir Bhavane (65) was the only Karnataka batsman to put up a fight against the Assam tweakers. He scored his runs off 143 balls with the help of six boundaries.

Leg-break bowler Amit Verma (2/16) also chipped in with two wickets against his former Ranji teammates, while pacer Krishna Das (1/22) accounted for the other.
