Mumbai: Veteran communist leader and anti-toll tax campaigner Govind Pansare, who had sustained multiple gunshot wounds in an attack on Monday, died on Friday at Mumbai’s Breach Candy Hospital. He was flown to Mumbai earlier on Friday for treatment.

Pansare, who was in the forefront of the anti-road toll agitation, and his wife Uma had been out for a morning walk in Kolhapur when bike-borne assailants shot four rounds at them. Investigators said a country made weapon was used for the attack.

Pansare was rushed to a local hospital; he had received injuries in the neck, armpit and right leg, and was on ventilator support.

The spot where the shooting took place is a quiet, residential area and no CCTVs were placed there, the police said. There was no eye-witness to the shooting either.

The police are preparing sketches of the suspects on the basis of information provided by Uma, who is recovering and is now able to speak.

Teams of Maharashtra Anti-Terrorism Squad (ATS) and Mumbai police are assisting the Kolhapur police into the probe on the attack.

Shiv Sena blasts BJP over Govind Pansare shooting

February 18, 2015 by Nasheman

uddhav-thackeray

Mumbai: Condemning the attack on communist leader Govind Pansare, the Shiv Sena today taunted the BJP-led government in Maharashtra over the “deteriorating” law and order situation.

“Pansare was shot when Sun’s rays were illuminating Kolhapur. All this is happening in our own Maharashtra, despite change in government,” an editorial in Sena mouthpiece Saamana said.

“When (anti-superstition crusader) Narendra Dabholkar was killed, there was Congress government in the state. It was put in the convict’s box over the murder. Now who will take responsibility for this daylight attack,” Sena asked.

“The government is ours (Sena is a part of the Fadnavis led ministry) so we cannot even say that the law and order situation is in tatters and convicts are roaming scott free,” it said.

“Had it been some other government, one could have battered it with these very words.”

“Pansare is against Hindutva. His booklet about Shivaji Maharaj was controversial. Many people didn’t like his speeches about Nathuram Godse in Kolhapur. However, his contribution in social work is immense,” Sena said.

Maharashtra: Veteran CPI leader Govind Pansare, wife injured in firing

February 16, 2015 by Nasheman

Govind Pansare

Kolhapur: Unidentified persons shot at veteran communist leader Govind Pansare (78) and his wife Uma near their residence in Sagarmala, Kolhapur district of Maharashtra, on Monday morning.

The assailants fled from the spot after the attack. Local residents who heard the gun shots around 8:30 am initially thought it was noise of crackers busted for celebrating victory of India over Pakistan in the World Cup cricket match. But soon some residents found Pansares lying in a pool of blood. They were then admitted to a hospital in Kolhapur for treatment. Pansare’s condition was reported to be critical, but stable. His wife Uma was known to be out of danger.

Pansare is a well known name in the communist movement and is known to be a critic of right wing groups. Police are probing if his speeches, agitations and movement against the opposite ideology has anything do with the attack. So far there is no clue regarding the assailants.

Ankit Goyal, Additional superintendent of Kolhapur police told the Indian Express that both Pansare and his wife were attacked in the morning at Sagarmala. “Police teams are on spot. Assailants have not been identified yet. All angles are being probed. Investigation is on.”

The incident has shaken the social political circles of Maharashtra. It is being compared to the murder on rationalist Dr Narendra Dabholkar in Pune about one and a half year ago. Dabholkar was also shot dead while he was on morning walk on the Omkareshwar bridge on August 20, 2013. Now, Pansare has also been shot at in the morning hours. Doctors have identified a bullet in his chest.

Speaking to news channels, chief minister of state Devendra Fadnavis condemned the attack and said that he has asked the superintendent of Kolhapur police for carrying out detail probe into this case and find out the assailants.

Social activist Medha Patkar said,”Assailants should be arrested and it should be probed whether there is any common link with attack on Comrade Pansare and Dr Dabholkar’s murder. Police should probe the speeches given by Pansare in the recent times and other aspects.”

Nationalist Congress Party (NCP) supremo Sharad Pawar told media it is sad that progressive persons like Dabholkar and Pansare are being attacked in progressive state like Maharashtra. “In depth investigation should be done,” he said.

Maharashtra farmer climbs on burning pyre, ends life

February 5, 2015 by Nasheman

Maharashtra-farmer

Yavatmal: A debt-ridden farmer from a village in Maharashtra’s Vidarbha region climbed on a lit pyre and committed suicide on Wednesday, the second such incident since November last year, an activist said here on Thursday.

Anandrao S Pandagle, 45, a resident of Bhambh village, is survived by his wife and three teenaged daughters, said Vidarbha Jan Andolan Samiti chief Kishore Tiwari.

Preliminary police investigations revealed he had farm debts of Rs 50,000 and was trying to collect another Rs 12,000 for his eldest daughter’s marriage.

“He was alone at home, poured kerosene on himself, prepared and lit his own funeral pyre before climbing on it… By the time locals rushed to help, he was burnt to death,” Tiwari told a news agency.

This is the second instance of its kind in the region.

On November 28 last year, 75-year old farmer Kashiram B Indare of Manarkhed village lit his own funeral pyre in a field. Earlier presumed missing, his charred remains were discovered after a couple of days.

Vidarbha has been rocked by five more suicides since Wednesday, according to Tiwari, even as the desperate farmers’ patience was running out in the wake of official apathy to their plight.

The victims are: Ramkrishan Bhalavi of Talni village and Ambadas Wahile of Gunji village, both in Amravati district; Sanju Gawande of Saikheda village in Washim district; Vijay Tadas of Ghorad village and Nanaji Ingole of Kanheri village, both in Wardha district.

In December, the Supreme Court issued a notice to the state government on the issue of debt-ridden farmers’ suicides in Maharashtra following a public interest litigation filed by a lawyer RU Upadhyay.

Similarly, the National Human Rights Commission has also sent a notice to the state government seeking a report on the incident, even as the spate of farmland suicides continues unabated in Maharashtra.

Last week, the Shiv Sena strongly criticized it ruling ally, the Bharatiya Janata Party, for ignoring the plight of the farmers though Chief Minister Devendra Fadnavis hails from the Vidarbha region.

Nagpur: At least eight debt-ridden farmers in Maharashtra’s Vidarbha region ended their lives in the past four days, including four who committed suicide Wednesday, an activist said.

“The bodies of two farmers were brought early today (Wednesday) from Bodadi and Sonegaon villages of Yavatmal district. As the autopsy was being carried out, two more bodies were received at the V.N. Government Medical College — all within a couple of hours,” Vidarbha Jan Andolan Samiti (VJAS) president Kishore Tiwari told IANS.

The farmers who died Wednesday were identified as Bansi Rathode of Bodadi, Devrao Bhagwat of Sonegaon, Prakash Kutarmare of Mohada and Tulsiram Rathode of Devnala, according to VJAS secretary Mohan Jadhav.

Tiwari said four farmers committed suicide earlier this week — two each Jan 25 and Jan 27 — in different parts of Vidarbha.

“We have no information if anyone committed suicide on Republic Day (Jan 26) as it was a public holiday, and the government was busy with celebrations,” Tiwari said.

He attributed the spate of suicides in Vidarbha and other farmlands of Maharashtra to the sudden fall in prices of cotton and pulses.

Claiming that 62 farmers have ended their lives since Jan 1, Tiwari said 2015 could create a new record after 2013 when Maharashtra topped the National Crime Records Bureau figure for maximum farmland suicides at 3,146.

Jadhav said he was informed by the relatives of the farmers that they committed suicide “due to immense distress and despair” among their debt-hit families .

The VJAS leaders said they apprehend the worst with the oncoming summer season when the farming community has to grapple with scorching heat coupled with acute shortage of water.

Muslim quota row: MIM to launch stir on January 6

January 2, 2015 by Nasheman

asaduddin-owaisi

Mumbai: Majlis-e-Ittehadul Muslimeen (MIM) will launch an agitation against Maharashtra government’s decision to scrap job reservations for Muslims.

The party will hold a rally in Beed on January 6, to be addressed by party President Asaduddin Owaisi. MIM MLA from Aurangabad, Imtiaz Jaleel and Byculla MLA Waris Pahan will also be addressing the gathering which will be attended by party workers from across the state.

The party has asked all MIM units to submit a memorandum to respective district collectors or tehsildars on January 6 to register their protest against the state government’s indifferent attitude towards reservation for Muslims, Jaleel said.

“The state government has brought a bill in the Nagpur state legislative assembly session in December that will enable 16 per cent reservations for Marathas while refusing to bring an ordinance for continuing reservations for Muslims,” he said.

The matter related to reservations for Muslims and Marathas is scheduled to be heard in the Bombay High Court, after the Supreme Court refused to entertain the petition of the state government.

Shiv Sena to get 12 ministries in Maharashtra government

December 3, 2014 by Nasheman

uddhav-thackeray

Mumbai: A day after Maharashtra Chief Minister Devendra Fadnavis said the talks with Shiv Sena over power sharing were 70-80 per cent complete, a senior Sena leader today said both the parties have “buried” their differences and agreed on a “suitable” formula.

According to the pact, Sena will be alloted a total of 12 ministries in the Fadnavis government, out of which 5 will be of Cabinet rank.

However, the formal announcement in this regard is likely to be delayed in the wake of demise of Congress veteran and former Maharashtra chief minister AR Antulay today.

“After discussing our alliance with the BJP over last few days, we have finally decided on a ministry-sharing formula (which is) agreeable to both parties,” said a senior Sena leader whose name is reportedly in reckoning among Sena inductees in BJP government.

“We have decided (with BJP) that Shiv Sena will hold 5 cabinet portfolios in the state ministry and 7 Minister of State portfolios,” he said. He said the expansion of the state cabinet, slated for Wednesday, may get deferred by a couple of days after Antulay’s death.

“We have to follow the protocol after the sad demise of Congress leader A R Antulay. The expansion will be deferred by at least a couple of days now, and thus we will be formally announcing the names of Sena ministers only when the cabinet expansion date is announced,” he said.

Another Sena leader said ministries to be allotted to his party include Industries, Environment, Health, MSRDC (Maharashtra State Road Development Corporation) and Transport or Excise.

This is viewed as a tactical climb-down by Sena from its earlier stand wherein it had staked the claim for the crucial posts of the deputy chief minister and home minister.

However, senior Sena leader Subhash Desai who had held talks with Fadnavis last night said that talks between BJP and Sena leaders will continue today.

“We discussed several things last night,” he has said. A Sena leader had said last night that talks with BJP have almost reached a positive conclusion barring one ministry.

When contacted a senior BJP leader said the formula – allotting 5 Cabinet berths and 7 state ministries to Sena – is indeed thrashed out. “However discussions are still on,” he said on condition of anonymity as he is not authorised to speak to media.

Former Maharashtra CM A.R. Antulay passes away

December 2, 2014 by Nasheman

AR Antulay

Mumbai: Former Chief Minister of Maharashtra and a veteran Congressman Abdul Rahman Antulay, widely known as A. R. Antulay passed away on Tuesday morning. He was 85. He also served as the Union Minister for Minority Affairs in the UPA-I government.

The funeral will take place at his native Ambet village in the state’s Raigad district on Wednesday, said news agency PTI.

The veteran Congress leader had been admitted to Breach Candy Hospital around a month ago for severe kidney ailment. He had renal failure a year-and-a-half ago.

Antulay had been a heart patient for years. He underwent a bypass surgery in 1985 and a pacemaker was fitted in 1993.

Mr. Antulay was the first and only Muslim Chief Minister of Maharashtra during the years 1980 to 1982. However he had to resign from his post following allegation of corruption. He was convicted in an extrotion case by the Bombay High Court.

Later, he worked as party MLA and MP, representing the Congress in Raigad district. He fought his last election in 2009, which he lost to the Shiv Sena, after which he was out of the active politics.

He was minister in the Congress-led UPA 1 government but was sidelined soon after his controversial comment on the 26/11 Mumbai terror attack in 2008.

Mr. Antulay had questioned the circumstances of Anti-Terrorism Squad Chief, Hemant Karkare’s death in the Mumbai terror attack on 26 Nov 2008. The party had distanced itself from his comment and soon he was removed from the union cabinet. He had suggested that there should be a probe into the circumstances of Karkare’s killing.

Pune: Exactly 15 months after rationalist Narendra Dabholkar was killed, the mystery about his killers continues unresolved.

Members of the Andhashraddha Nirmoolan Samiti (ANS), which Dabholkar founded, his family members, social activists and commoners Thursday gathered carrying banners and placards at the exact spot near the Junglee Maharaj Road, where he was gunned down August 20, 2013, at 7.55 a.m. when he was on a morning walk.

The activists urged that the new BJP government at the Centre and the State should step up efforts to nab the killers at the earliest.

The gathering paid homage to Dabholkar with songs and raised slogans demanding that the elusive culprits be nabbed as soon as possible.

In the past 15 months, Pune and Maharashtra police set up over a dozen teams of investigators to arrest the killers but have drawn a blank so far.

The ANS has been meeting top officials of the previous Congress-NCP regime and the new BJP government of Chief Minister Devendra Fadnavis to take action in the matter.

Bombay HC quashes Muslim, Maratha reservation in Maharashtra govt jobs

November 15, 2014 by Nasheman

Allows reservation to Muslims in educational institutions, Chief Minister evades comments on Muslim reservation but says the state will challenge the decision in SC.

bombay_high_court

Mumbai/Agencies: The Bombay High Court Friday put a hold on Maharashtra government’s decision to give 16% reservation to Marathas in public service and educational institutions. The High Court also stayed the state government’s decision to provide 5% reservation to Muslims in public service, but allowed them reservation in educational institutions.

On June 25, 2014, with an eye on the state assembly elections, erstwhile Congress-NCP government had approved 16% reservation for Marathas and 5% for Muslims in government jobs and education institutions.

While hearing the PILs challenging reservation for the two communities filed by social activist Ketan Tirodkar, an NGO Youth for Equality, Anil Thanekar, I S Gilada of Indian Health Organisation and others, the bench concluded it was not up to the state to treat the Maratha community as a ‘backward class’.

“Rather, the National Commission for Backward Classes and the Mandal Commission has concluded the Marathas are a socially-advanced and prestigious community,” the court said, citing the findings of the Mandal Commission (1990), the National Commission for Backward Classes in February 2000 and a July 2008 report of the Maharashtra State Backward Class Commission (Bapat Commission).

The bench noted several flaws in the report of the Narayan Rane Committee that had recommended the inclusion of the Maratha community in the socially- and economically-backward class, and which forms the basis of the 16 % reservation in favour of the community.

The bench observed that the Rane committee did not refer to important rulings of the Supreme Court and findings of other commissions.

The state government, however, has decided to challenge this decision in the Supreme Court, with chief minister Devendra Fadnavis saying he will take all possible steps to remove the stay on the Maratha reservation. But, he did not comment on reservation for Muslims as the BJP has been opposed to it.

“The state government is fully supportive of Maratha quota. We will appeal in Supreme Court on the High Court ruling. We will take measures to ensure that the quota remains,” Chief Minister Devednra Fadnavis told reporters on the sidelines of an event in suburban Vile Parle.

Fadnavis further added, “If the court has pointed out any discrepancy in law, we will remove any lacunae in law during the winter session of the State Legislature in Nagpur.”

The court was of the view that the comparative data provided by the government justified its decision to introduce reservation for Muslims in government educational institutions. It, however, excluded private educational bodies from the purview of reservations for the minority community.

The government defended its decision on reservation to Marathas and Muslims contending that the two communities were socially and educationally backward and also economically poor. It said the decision was based on the report of a committee headed by former minister Narayan Rane set up to look into the issue.

The government said it had taken into consideration recommendations of Rajinder Sachar Committee and Mahmoodur Rahman Committee, both of which had recommended reservation for Muslims, while arriving at the decision to provide quotas for them.

Former journalist Ketan Tirodkar is his public interest litigation (PIL) noted that Marathas have been wrongly categorised as socially and educationally backward. It claims Marathas are not a caste, they comprise a linguistic group. Tirodkar adds Marathas are a dominant community, not a backward one.

52% seats in government jobs and educational institutions were already reserved for the targeted groups and the Congress-NCP government had, in the run up to the Assembly poll, raised it to 73 per cent by announcing 16 per cent quotas for Marathas and five per cent for Muslims.

Reservation already exists among OBCs for a section of Marathas known as Kunbis. Maratha Kunbis, who are largely agriculturists, constitute 31.5 per cent of the total Maratha population and have a large presence in Vidarbha and Konkan.

Apart from former chief minister Prithviraj Chavan and former deputy chief minister Ajit Pawar, a majority of the education barons — DY Patil, Patang Kadam, Kamalkishore Kadam and Pawars of Vidya Pratishthan — belong to the Maratha community.
