OPCW inspectors ‘not yet’ allowed in Syria’s Douma: UK delegation

April 16, 2018 by Nasheman

British delegation calls on Russia and Syria to allow access as Russian deputy FM says delay is due to US-led strikes
Chemical weapons inspectors have not yet been allowed access to Syria’s Douma, UK officials said as the Organisation for the Prohibition of Chemical Weapons (OPCW) met to discuss the “alleged use of chemical weapons” in Syria.
“Russia and Syria have not yet allowed access to Douma,” the British delegation tweeted on Sunday, adding that “unfettered access [is] essential” and “Russia and Syria must cooperate”.

Russian Deputy Foreign Minister Sergei Ryabkov immediately denied the allegations that inspectors were not being allowed access, according to Russian news agency RIA.

He said the arrival of the inspectors were delayed as a result of the US-led air strikes on Saturday.

The OPCW, an intergovenmental organisation that oversees the implementation of the Chemical Weapons Convention, met with delegates in The Hague on Monday to discuss events surrounding the April 7 attack in Douma.

Syrian government forces retook Douma last week, gaining full control over the former rebel-held enclave of Eastern Ghouta, Russian military officials announced at the time.

The announcement came just days after dozens people were killed by alleged chemical weapons attack in the town, sparking international outcry and prompting the US, UK and France to launch missile strikes on facilities believed to be used to research, develop and store chemical weapons inside Syria.

The Chemical Weapons Convention outlaws the production or stockpiling of chemical weapons.

Syria is a signatory of the treaty. Egypt, Israel, North Korea and South Sudan are the only nonsignatory nations.

‘Barbaric use of chemical weapons’
Peter Wilson, the UK’s OPCW envoy, told the watchdog body that failure to act in Syria will cause “further barbaric use of chemical weapons.

Syria has lived through a seven-year civil war that has killed at least half a million people and created an international refugee crisis.

“The Syrian Regime has an abhorrent record of using chemical weapons against its own people. Chemical weapons use has become an all too regular weapon of war in the Syrian conflict,” Wilson said, going on to cite 390 allegations of chemical weapons attacks since 2014.

Russia has impeded international bodies from investigating these attacks, Wilson added.

Russia told the UN last Friday that its experts found no trace of “toxic substance use” during their investigation in Douma.

Vassily Nebenzia, Russia’s UN ambassador, said Russia has “clear evidence” that the chemical attack was staged.

For its part, France has said it has evidence Russia was responsible.

US Ambassador to the UN Nikki Haley has said her country will announce new sanctions on the Russian government in response to its support for Syria’s Bashar al-Assad.

Small parties may spoil Congress game in Karnataka

April 16, 2018 by Nasheman

By R. Narayan

Small parties contesting Karnataka elections, in addition to home-coming of two BJP factions, may upset Congress calculations this year.

The party hopes to retain power and win more than 113 seats, but these parties may spoil its plan.

A scrutiny of previous records reveals that the Congress had gained considerably from three-way BJP vote-split. The party had not fought 2013 elections unitedly and was divided in three parts.

Two of its groups led by B S. Yeddyurappa and B. Sriramulu had contested previous elections separately. These two had garnered about 15 per cent votes. The former had got more than 10 per cent vote-share.

If these votes had been added to the party’s votes the percentage of the BJP votes would have almost equaled the percentage of votes of the Congress.

The BJP had collected about 20 per cent votes in the previous polls, while the Congress had got 36.5 per cent. With addition of 15 votes of the splinter groups, the BJP total would have gone up to 35.

As these groups have rejoined the party, the BJP is in a far better position than in 2013. Neither the BJP nor the Congress has bagged more than 36.5 per cent votes in last three elections.

Small parties may affect the Congress prospect further. Among these parties are Sharad Pawar’s NCP, Nitish Kumar’s JDU, Mayawati’s BSP and All-India Women Empowerment Party.

One impact they can make is reduce the victory margin in many seats to 1000 or below. It may help the BJP because of merger of Yeddyurappa’s and Sriramulu parties.

Winless MI take on formidable RCB in high-octane clash

April 16, 2018 by Nasheman

Winless Mumbai Indians will pit their might against formidable Royal Challengers Bangalore in an adrenaline-charged Indian Premier League match here tomorrow. Both teams, with a plethora of explosive batsmen, are yet to find their feet in the T20 league and would be keen to gather some momentum with a victory here at the Wankhede Stadium.

If MI have their problems to sort out, having lost at the death in all three games so far, RCB too have their own shortcomings to address with only one win in three games under their belt. Both the games held here so far have gone down to the wire and on both occasions MI have had their chances to go across the line and fumbled on the doorstep against Chennai Super Kings in the season opener and then Delhi Daredevils.

In between they had also lost to Sunrisers Hyderabad in their first away game of the season, so that the three-time champions led by Rohit Sharma are placed at the bottom of the eight-team table. MI had been in worse situations before recovering poise to become eventual champions.

RCB started off on the losing note away from home to Kolkata Knight Riders, brought their campaign on track immediately with a convincing victory over Kings XI Punjab at home and then lost a high-scoring game to Rajasthan Royals at home yesterday.

RCB’s bowlers, especially Umesh Yadav who had broken the back of KXIP innings with a three-wicket burst in one over, went for plenty against the Royals who set up the highest total so far of the season, 217, by riding on Sanju Samson’s blistering 45-ball 92 not out.

After the pace trio’s profligacy RCB need to set right their bowling woes as MI possess a strong batting line up that threatened to score over 200 in their previous game before the Daredevils bowlers restricted them below that threshold.

Barring leggie Yuzvendra Chahal, who bowled brilliantly to grab 2 for 22, the other RCB bowlers had an off day against the Royals. But on the positive side was the encouraging return to form of captain Virat Kohli who struck a quick-fire 57.

With a batting line-up boasting of Brendon McCullum, Kohli and A B de Villiers, no target will look insurmountable for the visitors, and three-time champions MI will be aware of this. MI’s batting, on the other hand, failed to rocket off in the first two games and when it clicked the bowlers lost the plot.

The move to promote local guy Suryakumar Yadav has been a success but their best batsman, skipper Rohit, is yet to make a big contribution with the bat. The Pandya brothers Hardik and Krunal along with giant West Indian Kieron Pollard too have not made big impacts in the first three games.

Rookie leg-spinner Mayank Markhande has been their most successful bowler with good economy rate along with Mustafizur Rehman, but Jasprit Bumrah has also not lived up to his tag of the world’s best white ball bowler. MI have replaced injured Australian fast bowler Pat Cummins with New Zealander Adam Milne and will be looking up to a comprehensive combined show to avoid a fourth straight defeat of the season.

Teams (from):

Mumbai Indians: Rohit Sharma(c), Jasprit Bumrah, Hardik Pandya, Kieron Pollard, Mustafizur Rahman, Suryakumar Yadav, Krunal Pandya, Ishan Kishan, Rahul Chahar, Evin Lewis, Saurabh Tiwary, Ben Cutting, Pradeep Sangwan, Jean-Paul Duminy, Tajinder Singh, Sharad Lumba, Siddhesh Lad, Aditya Tare, Mayank Markande, Akila Dhananjaya, Anukul Roy, Mohsin Khan, MD Nidheesh, Mitchell McClenaghan, Adam Milne.

Royal Challengers Bangalore: Virat Kohli(c), Quinton de Kock(w), Brendon McCullum, AB de Villiers, Sarfaraz Khan, Mandeep Singh, Chris Woakes, Washington Sundar, Kulwant Khejroliya, Umesh Yadav, Yuzvendra Chahal, Colin de Grandhomme, Moeen Ali, Manan Vohra, Aniket Choudhary, Navdeep Saini, Murugan Ashwin, Pawan Negi, Mohammed Siraj, Corey Anderson, Parthiv Patel, Aniruddha Joshi, Pavan Deshpande, Tim Southee.

Fast track cases of rapes of minors: Rahul Gandhi

April 16, 2018 by Nasheman

Amid public outrage over Kathua and Unnao rape cases, Congress President Rahul Gandhi today asked Prime Minister Narendra Modi to fast track cases of rapes of minors and punish the guilty if he was serious about providing justice to the country’s daughters.

Gandhi pointed out that there were as many as 19,675 cases of rapes of minor children in 2016, terming them as “shameful”. “There were 19,675 rapes of minor children reported in 2016. This is shameful. PM should fast track these cases and punish the guilty if he is serious about providing justice for our daughters,” Gandhi said on Twitter, using the hashtag ‘SpeakUp’.

His remarks come days after the prime minister said that the guilty in the Kathua and Unnao incidents would not be spared and the country’s daughters will get justice. Expressing anguish over the two incidents which have triggered widespread outrage, the prime minister had said such crimes challenge the very concept of social justice “and as a society and a country we all are ashamed of it.”

“I want to assure the nation that no criminal will be spared. Justice will be done. Our daughters will get justice. We all will have to work together to end this internal evil,” he had said at an event last week. In Kathua, an eight-year-old girl was gangraped and murdered while in Unnao, a 17-year-old has accused a BJP MLA of raping her.

IPL: Punjab end Chennai’s winning run

April 16, 2018 by Nasheman

Kings XI Punjab defeated Chennai Super Kings by four runs here on Sunday to end southern outfit’s winning run in the Indian Premier League (IPL)

Put in to bat, Punjab wasted their solid start but managed to post a challenging total of 197/7. In reply, Chennai batters failed.

Apart from Ambati Rayudu (49) and skipper Mahendra Singh Dhoni (79 not out), no other batsmen seemed comfortable in-front of Punjab’s bowlers and went cheaply to lose the game.

Big names like Shane Watson (11), Murali Vijay (12), Sam Billings (9) and Ravindra Jadeja (19) failed to score handsomely in a big run chase. Towards the end, Dhoni tried to pull off the things single-handedly but failed and his 44-ball unbeaten innings went in vain.

For Punjab, Andrew Tye scalped two wickets.

Earlier, Kings XI Punjab failed to make the most of the flying start given by openers Chris Gayle and Lokesh Rahul and settled for 197/7.

Rahul (37 runs in 22 balls) and Gayle (63 runs in 33 balls) gave the hosts a rousing start, slamming 96 runs in eight overs. But after their wickets, no other batsman took advantage of it and failed to score runs, thanks to the Chennai bowlers’ disciplined bowling.

Rahul fell in the eighth over when the scoreboard was reading 96. After adding a few more runs, Gayle also departed, courtesy pacer Shane Watson, in the 12th over. The West Indian batsman slammed seven boundaries and four sixes.

Mayank Agarwal (30) and Yuvraj Singh (20), then tried to maintain the pace set by the openers but in the process both departed after a good start.

Aaron Finch was out on a golden duck.

Karun Nair (29) and skipper Ravichandran Ashwin (14) tried to stretch their team’s total to the 200-run mark but failed and departed one after the other.

For Chennai, Shardul Thakur and Imran Tahir scalped two wickets each.

Brief scores: Kings XI Punjab 197/7 (Chris Gayle 63; Imran Tahir 2/34) against Chennai Super Kings: 193/5 (Mahendra Singh Dhoni 79; Andrew Tye 2/47)

According to Congress General Secretary Mukul Wasnik, who released the list in the national capital, the candidates were selected by the party’s Central Election Committee from the names its screening committee recommended after a two-day meeting in New Delhi on April 9-10.

Chief Minister Siddaramaiah, 69, will contest from Chamundeshwari in Mysuru, where he had contested seven times since 1983 and won five times.

Though he was re-elected from the adjacent Varuna seat in Mysuru district in the May 2013 assembly polls, the party high command has agreed to field his son Yatindra from his home constituency this time.

Contrary to media reports, Siddaramaiah will not contest from any other constituency, especially Badami in Bagalkot district as speculated, with the party fielding Devraj Patil from it.

Party’s state unit President G. Parameshwara will contest from Korategere in Tumakuru district from where he lost in the last assembly poll. State Working President Dinesh Gundu Rao will fight from Gandhinagar in Bengaluru.

Bengaluru Mayor G. Sampathraj will contest from C.V Raman Nagar in the city and former Mayor G. Padmavathi from Rajajinagar suburb.

The party has given tickets to 15 women candidates, including Women and Child Welfare Minster Umashree from Tardal, Lakshmi Ravindra Hebbalkar from Belgaum Rural, Anjali Nimbalkar from Khanapur, Soumya R. from Jayanagar and Sushma Rajgopal Reddy from Bommanahalli.

Other women nominees are Kirtana Rudra Gowda from Belur, Shakunthala T. Shetty from Puttur, M.C. Mohan Kumari from Gundlupet,, K. Fatima from Gulbarga North, Motamma from Mudigere, Vani Krishnareddy from Chintamani, Roopa Sasidhar from Kolar Gold Field, Sharada Mohan Shetty from Kumta and A.L. Pushpa from Jagalur.

The party is yet to name candidates for Shantinagar segment in Bengaluru Central, Kittar, Nagthan, Sindgi, Raichur and Melukote.

The Congress returned to power after a decade in 2013, winning 122 seats and Siddaramaiah breaking a 40-year-old record to complete the five-year term as Chief Minister.

The opposition BJP released its first list of 72 candidates on April 8, while Janata Dal-Secular (JD-S) named 126 nominees on March 27.
Vote count is on May 15.

Air strikes on Syria will heighten anti-West sentiment: Morocco

April 16, 2018 by Nasheman

Morocco has deplored the deterioration of the situation in the Middle East, including last week’s military escalation in Syria, and has said that “military options” will not only make quest for political solutions difficult but will deepen civilian suffering and “heighten anti-West sentiment”.

Morocco, which has always respected international law, can only condemn the use of chemical weapons, particularly against innocent civilian populations, an official source told the official MAP news agency, adding that “past experiences have taught us that military options, including air strikes — no matter how justified or proportionate they can be — only make it more difficult to find a political solution, deepen the suffering of civilian victims and heighten their anti-West sentiment”.

The timing chosen for this escalation, on the eve of important Arab events, and the absence of the usual appropriate consultations, may raise questions, misunderstanding and indignation, the source said.

Similarly, the different standards adopted in the management of international conflicts, in some cases resorting quickly to military options and, in other cases, imposing international legality, would only fuel international tensions.

The Kingdom of Morocco considers that the solution to the Syrian crisis can only be political and hopes that reason will prevail with a view to finding a solution to the crisis that preserves the national unity of this country and the dignity of these populations and secures an effective fight against intolerance, extremism and terrorism, the source, familiar with the thinking of the Ministry of Foreign Affairs, said.
